Former Mayor Dies in his sleep aged 82 A former Mayor of Charnwood and a Shepshed stalwart has died at the age of 82. Councillor Bernard Burr passed away in his sleep at his Shepshed home in the early hours of August 17th. Bernard was known as Bernie to his wife Rose. Rose said ‘He was a lovely man and we had a good life together. I loved him to bits. He loved the people of Shepshed, he was always out at a meeting and he was very proud of his attendance record at both Charnwood and Shepshed Town Councils, he wanted to be Mayor and he got his wish.’ He leaves behind a son Andrew, daughter-in-law Vikki and granddaughters Kirsten 13 and Rosemarie, 11 months. Originally from Islington, Bernard moved with Rose to Shepshed in the 1960’s to work at Jaegar and entered politics for the first time in 1966 when he won a seat on the former Shepshed Urban District Council where he was Chairman in 1970. He went on to sit on the Shepshed Parish/Town Council in 1987 and was elected Chairman in 1990. He represented Shepshed West on Charnwood Borough Council from 1987 until 1995 and was elected again in 2007 and 2011.He was elected Mayor of Charnwood in 2011, when he helped raise more than £8,000 for the British Heart Foundation and Age UK. A book of condolence is open at the Borough Council’s offices. Flags were flown on the day of the funeral both at Shepshed Town Council Offices, the Town Hall and Southfields in Loughborough. He will be greatly missed, not only by councillors but by the people of Shepshed. He has been described as ‘a gentleman’, kind and thoughtful, with a determined streak if he felt Shepshed, in particular was being overlooked. He gave outstanding service to the people of Shepshed and the borough as a whole. St. Botolphs Church was packed on Friday 30th August the day of Bernard’s Funeral with attendance by Nicky Morgan MP together with representatives from Shepshed Town Council , Charnwood Borough and Leicestershire County Council. The Reverend Cynthia Hebden officiated and eulogies were given by Andrew Burr and Christine Radford together with a poem and a reading by members of the family.

New Signs To Prevent Dog Fouling All Change at the Community Eye

Shepshed Town Council will be displaying signs around Little Haw Lane playing fields in an attempt to combat the problem that a minority of dog owners are causing to the users of the playing field.

Now that the football season is upon us local football clubs will be using the field. Schools will be re-opening at the end of the month after the summer break and they also use the playing fields for recreational activities. Therefore, as an on-going appeal....please, please, clean up after your pet. It is your pet and,therefore, your responsibility to be a responsible and law abiding member of the community. Charity Musical Event Following the roaring success of our previous shows, by popular request Shepshed & District Funeral Service and Friends shall be holding their 5th musical evening raising funds for the Newlife Foundation for Disabled Children. In 2012 they raised just over ÂŁ2,000.00 and are hoping to equal if not exceed that figure this year, and everyone knows what fantastic support was provided to achieve this remarkable amount. “Hits from the Jukeboxâ€? will feature many of the much loved hits from the 1950s and 1960s, performed by local amateur singers and musicians. The event will be held on Friday 13th and Saturday 14th September 2013 at Shepshed High School, Forest Street, Shepshed LE12 9DA, so please make a note in your diary! The evening will start at 7.30pm and finish at about 10.00pm and there will also be a bar and a light supper available. The venue has disabled access with space for wheelchairs and mobility scooters in the hall. There is also plenty of car parking space on the campus. ‘Serenade’, Shepshed Women’s Community Choir After a well-earned summer break, the ladies of ‘Serenade’, Shepshed Women’s Community Choir, will be meeting again on Monday evenings to begin rehearsals for their forthcoming performances and Christmas Concert. As always, the main objective is to have fun, make friends and raise some money for charity along the way. The Choir, of around 70 Ladies, meet during school term time at Shepshed High School at 7.30pm. This term sees a new Musical Director, Tom Stanyard, take the helm and the Choir are really looking forward to seeing what musical treats Tom has in store for them – it’s sure to be fun. Last year the Choir performed at many events which included Carol singing outside the Shepshed Co-op and two Christmas concerts, one of which was with Loughborough Concert Band. In June this year the Choir were back with the band when they took to the arena at the Shepshed Show and really wowed the crowd with their repertoire. Raising money for charity is always high on the agenda and this year is no different. The aim is to pull out all the stops and double last year’s fund raising effort. The full itinery of where you can see the Choir performing during the coming season is still being planned, but watch this space for more information. BOROUGH COUNCILLOR’S COLUMN by Christine Radford My role as a Borough Councillor can be very varied and interesting, dealing with housing problems, neighbour problems or planning issues. I was sad to hear the news of the death of Bernard Burr who had served as a Shepshed Councillor in the previous Shepshed UDC, Shepshed Town Council and Charnwood Borough Council. He was Mayor of Charnwood in 2011-12. As Borough Councillor I spoke at the planning meeting on 15th August regarding the detailed application for 85 dwellings on land at the junction of Anson Road and Tickow Lane. My major concern being the block of flats, which I did not think was a suitable place in this semi-rural location.I also asked that a TPO (Tree Preservation Order) is put on the trees that may be affected and supported Shepshed Town Council in requesting that the old established hedgerows are also given the same level of protection. I also remarked on the additional loading the proposed housing would place upon the existing local sewage and drainage systems, both of which have had problems in coping with existing requirements over the last year. There are no plans to improve either of these systems. Unfortunately, despite both the Town Council and my efforts; the Planning Committee decided to approve this planning application. I attended the public exhibition outlining a new application for a further 250 houses on land north of Oakley Road just off Hallamford Road. (Twin Brooks Park) that was held at the Town Council offices. When this application is deposited at Charnwood I will hold another public meeting at the Glenmore Centre to enable residents to come along and air their views and concerns. Along with the Chairman of Shepshed Town Council, Cllr Joan Tassell and Clerk to the Town Council, Brenda Snape, I was invited to view the refurbished flats on Britannia Street. I worked with the new owner of these 30 flats to renegotiate the S106 agreement and in doing so have been able to secure the building of a new Charnwood Council owned bungalow on Longcliffe Road. These flats have been finished to a very high standard and the development has extensive landscaping. I am pleased to see a brownfield site in a central location being brought back into use. An application has now been lodged for the site of the Britannia Pub. Application no. P/13/1506/2 for the erection of a 39 bedded Care Home. I have written expressing my concerns regarding the limited amount of car parking, just 7 spaces, and the fact that I do not think this will fit in with the concept of the Regeneration of the Centre of Shepshed. I was also informed that the Britannia Pub did not need permission to be demolished as it was not a listed building, which I thought was a shame as it was approximately 200 years old. I hold a monthly surgery in the Town Council offices with other Conservative Councillors from 10-11am on the last Saturday of every month except December. Second Shepshed (St Botolph’s) Brownies "Second Shepshed (St Botolph’s) Brownies finished the term by holding a special ceremony for 5 Brownies, 2 Adult Leaders and 1 Young Leader to make their Girlguiding Promise. The ceremony was held at the end of term party which closed a year’s programme including grass sledging, ten pin bowling, pond dipping, disability awareness, a sleepover, arts and crafts and plenty of games and activities indoors and out. The unit is looking forward to an exciting autumn programme including archery, torchlit walk, hallowe’en evening and carol singing. Second Shepshed Brownies has places available for girls aged 7-10 years, meetings are held on Tuesday evenings. LOCAL LETTER In contrast to some residents, as a local person for 21 years and a qualified town planner, I am all for Shepshed fulfilling its quota of new housing. That is the only way we shall get any planning gain money to invest its failing centre, and a few smaller projects will only yield small sums to go for cosmetic schemes and support for the College/High School. So infill projects like the Davis scheme just approved and the larger scheme off Hathern Rd are OK, so long as the developers improve road junctions like that at the A512/Leicester Rd, ridiculously reduced to one lane outbound by the County Council some years ago), the Hathern Rd/Derby Rd junction which also needs two lanes, and the A512 which should be dualled to Junction 23 at their and Biffa's expense.. However, breaching Tickow Lane and intruding on the valley landscape as proposed by the developer behind Westroyd would be to open the floodgates to a swathe of schemes, and it is to be hoped that will be refused by Charnwood BC and if needs be, on appeal. Join East Midlands Hospice for a Pyjama Party East Midlands mums, daughters, sisters and females alike need to don their PJs, grab a teddy and stroll six miles around the streets of Loughborough. Rainbows Hospice for Children and Young People has launched its Moonlight Walk, which will take place on Saturday 12 October. The six mile sponsored walk starts at Charnwood Indoor Bowls at 10pm. Ladies will walk around Loughborough town centre before finishing back at the bowls club. In true pyjama party style, ladies taking on the moonlight adventure will be treated to a midnight feast after the walk at a celebration party. All money raised at the event will go to the hospice, which provides care and support for children and young people in the East Midlands with life-limited illnesses. Raising £35 could fund a music therapy session, £50 could help fund part of our emergency pharmacy bill for a month and £250 would pay for a day at Rainbows for a child with complex needs. Katie Baxter, community and events manager at Rainbows Hospice for Children and Young People, said: “We want as many Leicestershire ladies as possible to join us for this huge pyjama party. By taking part in this event, you will not only be having fun with the girls, you will also be keeping fit and raising funds for Rainbows. “Rainbows is the only hospice in the East Midlands that delivers support to children and young people with life-limited illnesses. Our team of medical professionals and specialists help relieve symptoms; improve quality of life; and care for children until the end, as well as supporting parents and siblings through their bereavement. “So, tell all of your girlie friends and relatives grab your teddies and come and join us for what promises to be a fun evening.” Although this is a ladies only event, men are needed to volunteer their services by helping out with marshalling and refreshments. An Update from your MP, Nicky Morgan It was with great sadness that I heard about the death of Cllr Bernard Burr. Bernard was a real champion for Shepshed and its residents. He participated in local activities, including being elected as both town and borough councillor, for many, many years. He and Rose made a fantastic Charnwood Mayor and Mayoress in 2011-12. I really valued his insight, support and advice to me over the past decade. The Rev Cynthia Hebden led a moving and fitting service to celebrate Bernard’s life at St Botolph’s. We will miss him enormously and his are big shoes to fill. Bernard was a big supporter over many years of the Shepshed Volunteer Centre. It was a great pleasure to attend the Centre’s Hog-Roast and Barn Dance at Shepshed High School. What a fabulous evening and a welcome opportunity to celebrate the Centre’s 30th Anniversary. Congratulations to Angie Whitmore and everyone who helped to organise the evening. And also many congratulations to those who have produced the Centre’s 30th Anniversary magazine – there are some great pictures in there. I am working with Christine Radford to explore, with members of the Town Team and Charnwood Council, whether we can expand

the Business Forum we set up into a Shepshed Chamber of Trade. A meeting will be organised soon to discuss this further – if you are interested and have not been to a Business Forum meeting then please do contact me. Finally, as readers will be aware Parliament was recalled at the end of August to debate the British response to the ongoing terrible situation in Syria. I would like to thank everyone who contacted me about the vote. I received a number of heartfelt e-mails. There isn’t space here to set out all the details of the motions which Parliament debated, nor my reasons for voting to support the principle of military intervention. I did reply to all those who had contacted me to set out my views. I also set them out in my e-newsletter. If you don’t receive my e-newsletter please let me know or you can subscribe via my website. Of course, I do not know what the situation in Syria, nor what the international response might be by the time you read this article. Parliament, and the British people, made their views very clear and the Government heard and respected that. However, I feel sure that this is a humanitarian crisis which is, very sadly,

only going to escalate and for which there are no clear answers. I continue to work on a wide variety of casework referred to me and my team from Shepshed residents. Shepshed ALLeY Group needs your help! Shepshed ALLeY Group is offering a great opportunity, with places currently available for a new leader (paid post) as well as volunteers and members. This registered charity, which was set up in 2006, is based in Shepshed, just outside Loughborough. The group aims to benefit young people aged 12 (Year 7) to 19 who have physical, mild learning or social interaction difficulties; e.g. – Cerebral Palsy, Dyspraxia, Dystonia, Spinal Injury, injury as a result of an accident, Aspergers Syndrome and other Autistic Spectrum Disorders. The group meets in Shepshed for two hours on Friday evenings throughout most of the year, with the occasional Saturday trip thrown in for good measure. The main aims of the group are to encourage friendship and confidence and to support the young people to develop social and life skills, helping them become more independent. But most importantly, the group is all about fun for members and volunteers alike. Chairman of the Shepshed ALLeY Group, David Barry, said: “Shepshed ALLeY is a really wonderful group and provides a secure haven for our members who have often found it difficult to fit in with more mainstream youth groups. We certainly get fantastic feedback from our members and their families, with one of the main comments being how much they have increased in confidence and how much they have gained from making new friends. We’re now in a position to be looking for a new group leader as well as volunteers and also members. We can offer a lot of fun and a great way to spend your Friday evenings. If you’re interested, we’d love to hear from you.” The Group Leader This is a paid position for four hours per week – two hours working with the group plus a further two hours preparation time behind the scenes. A full job description is available on request by emailing admin@alleygroup .org.uk. The leader should be at least 18 years old and be prepared to have a DBS (Disclosure and Barring Service) check. Experience of working with young people, especially those with learning difficulties and special needs, would be a real advantage

but not a definite requirement. However, organisational skills, lots of enthusiasm and the ability to run activities with due regard to Health & Safety are paramount. Volunteers For this voluntary position you don’t need any experience, just stacks of enthusiasm and be available to attend Shepshed ALLeY at least twice a month. Volunteers need to be at least 18 years old and happy to have a DBS check. The group is great fun and Friday nights quickly become the favourite night of the week for many of our volunteers. We aim to provide training opportunities to help develop volunteers and you certainly pick up a really useful set of skills. In fact, quite a few of our volunteers have gone on to secure paid jobs in this field. Members This year we have seen a number of members turn nineteen and leave us for new adventures. We therefore currently have a number of spaces available for new members who have physical, mild learning or social interaction difficulties. We can offer spaces for young people aged 12-19 years and we have no set geographical boundary. Section 106 Monies in Relation to Development Shepshed Town Council would like to express its concern at the message which was implied to the general public at the Town Team meeting held on 6th August in relation to S106 monies and regeneration of Shepshed. This is money that developers of larger sites pay to the Borough Council (Planning Authority) to reduce the impact of the development. Developers sign a Section 106 agreement as part of their planning permission. This is a legal document that specifies what the money is spent on and where. For example, Section 106 money is used to make improvements to highways, parks, public transport and schools. Often the money will only be released once a “trigger” point is reached - for example a certain number of houses being built. Contrary to popular belief, there is not one Section 106 money pot that can be dipped into. At this stage, Shepshed Town Council does not have any information from Charnwood Borough Council as to what this money can be put towards. Attendance at meetings revealed The Charnwood Borough Council’s attendance record for the council year 2012/13, running from May to May has just been released. Shepshed West Councillors Christine Radford and the late Bernard Burr, both had a one hundred per cent attendance record. Shepshed East Councillors Elizabeth Bebbington nine out of 16 and Claire Poole 19 out of 22. Councillors attend a varying number of meetings depending on how many committees they sit on. Non attendances can be down to illness or other reasons.

Be a Messy Gardener This autumn, don’t clean up your garden too much for the winter – leave some messy bits. The Royal Society for the Protection of Birds fears that ‘sterile’ gardens where nature cannot survive are contributing to the decline in wildlife. Instead, build ‘homes for nature’, urges the RSPB: leave some weeds and garden debris, let the grass stay long, don’t cut all the nettles, leave the odd log to rot, and cut a hole in your fence for the hedgehogs. You can also fill a bucket with woodchips, soil and rotten branches for insects. Or fill up an old washing bowl with water and gravel to create a ‘mini pond’. Many celebrity gardeners applaud this approach. Monty Don of the BBC’s Gardener’s World recently tweeted: ‘Do not strive after tidiness’. The RSPB campaign is in response to a report that 60 per cent of species in the UK have suffered declines in the past few decades. Our sparrows, starlings, grass snakes, frogs, voles and badgers need our help to breed, move around and survive.

Public Meeting Development off Hathern Road for 270 houses A public meeting has been called to enable residents to look at the outline planning application P/13/1641/2 which has just been lodged with Charnwood Borough Council. The meeting is to be held on Friday 4th October, 7pm-9pm at the Glenmore Centre, Thorpe Road Shepshed. It will be chaired by Cllr Christine Radford. Residents will also have the chance to ask questions and raise their concerns.

More visitors than ever packed the Glenmore Park on Bank Holid It is estimated that 3000 people came through the gates at the event that was held on Bank Holiday Monday in Glenmore Park Shepshed. The Club are delighted with the support from the public which enables them to make bigger donations to local good causes. The weather was glorious and a great carnival atmosphere was present throughout the afternoon. Attractions included Dingle Fingle Motorised Clown Act, a bouncy castle, funfair, children’s maze, Sugarsteps Dance Troupe, Newfoundland Rescue Dogs, exotic animals, snakes and spiders, birds of prey and over 50 charity and trade stands. Shepshed Lions are grateful for the support they received from Corporate sponsors, and local businesses for their generous support given to the raffle. The event enabled Shepshed Lions Club to raise over £6,000, every single penny of which will go to charitable good causes. The main objective of the event was to bring the community together and provide an affordable family event and from the feedback the club has received that objective has been achieved. Planning for the 2014 Shepshed Lions Club Annual Charity Carnival will soon be underway.

Shepshed Town Council donation to Shepshed Lions Club Community First Responders. Shepshed Town Council has generously donated £500 to the Shepshed Lions Club Community First Responder Scheme that is being set up. The First Responder Scheme comprises of members of the Lions Club, together with volunteers from the community. They will provide an emergency response to calls made to the Ambulance Service by members of the community who may be suffering cardiac arrest, heart attack, breathing difficulties and allergic reactions. The volunteers will respond whilst awaiting the arrival of a Paramedic or Ambulance Crew. The volunteers are in the middle of the extensive training in order to provide the community with a proper response to the calls made. The volunteers are working free of charge with East Midlands Ambulance Service. The Shepshed Lions Club has purchased some of the equipment needed including a Defibrillator, kit bag, and uniforms for the volunteers. However, the Community First Responders have only one full kit. This means that only one volunteer can be on call at anytime. The aim is to purchase at least one other full kit to provide more cover for the community. Councilor Joan Tassell, Chairman of Shepshed Town Council presented the cheque for £500 to Lions Bonita Irish and Bob Lilley at Livio’s Restaurant in Shepshed. Lion Bob Lilley said, “ We are delighted with the support form the Town Council. This generous donation has made the possibility of the purchase of additional equipment a lot easier. We plan other means of raising funds for the purchase of the additional equipment”. Shepshed and District Camera Club As Summer once again moves into Autumn the members of Shepshed and District Camera Club are readying themselves for the start of the new season on Tuesday 10th.September. As always most meetings are held at Shepshed Council Offices, Charnwood Road, Shepshed, commencing at 7.30pm. Once again the Club has a full programme of meetings, mainly on Tuesdays, through until June next year with the usual bunch of in-club league competitions, battles against other local clubs, lectures and practical evenings, enough to suit everybody’s taste. In addition the Annual Exhibition of last seasons work is being held in Shepshed Library commencing on 27th.September for three weeks, and, for the first time ever, the Club is having a major exhibition of members work in the Charnwood Museum for a lengthy period in October/November. strive to do what is best for our town. Grass cutting has been a major problem for many residents and something that I constantly deal with on a weekly basis. I have asked Christine Radford, in her role as the County Councillor for Shepshed, to look into the situation for Shepshed residents. I have been happy to help a resident with a dropped curb. The Borough Council approved the work then the County Council refused to carry it out. Following my intervention the problem was resolved in a few weeks, resulting in some very happy residents. Many residents have had issues with Atos Healthcare, the company responsible for carrying out the work capability tests. I have been able to help in some of these cases but it is a real disgrace how severely disabled people are being treated by this company and by Government policy. I have also been happy to help many residents with anti-social behaviour issues in my ward working closely with Charnwood Borough Council and the police. I have been able to resolve some of these problems but some are still on-going. These, as always, will be receiving my highest attention. Clockwise Bank Clockwise is going very well with new customers coming through the door nearly every week now and many people joining online – this is really positive for Shepshed residents. On the other hand what is worrying is the rise of payday lenders – some have interest rates of over 4,000% APR! I look forward to continuing my hard work for Shepshed Residents in the coming year. I am pleased to tell you that I have also been one of the most cost effective Charnwood Borough Councillors for Shepshed taking only my basic allowance plus £6.00 for broadband each month. I have not claimed any travel expenses for the last year which I hope shows my commitment to local struggling Shepshed taxpayers. As your County Councillor, I am always on hand to try and deal, with any concerns you may have about services provided by Leicestershire County Council. I wrote as County Councillor to Charnwood Borough, my concerns regarding the Draft Core Strategy in which it was suggesting at least 500 dwellings but more likely 1,500 dwellings to the West of Shepshed. The Re-generation of the Centre of Shepshed relies on money from these developments, but if these developments are approved will take over 10 years for a substantial amount of this money to become available. This time of year the majority of concerns raised by residents is about overhanging hedgerows on jitties and footpaths. I would like to remind residents that it is their responsibility to keep their own hedges and trees cut back to enable people to walk unhindered. A date for your diary, the next meeting of the Area Forum is to be held on Thursday 3rd October at 6.30pm at Shepshed High School when David Hankin an officer from Charnwood will come along and talk to you and ask for residents opinions on the re-generation of Shepshed and what it involves and how the money will be raised. Bringing Spirituality to Life - the Story of the Brahma Kumaris Living life according to our values is perhaps our greatest challenge. The good intention is there but often other influences, distractions or concerns prevent us from ‘walking our talk’. How can we help ourselves to really live our values and not just talk about them? One man’s vision of a better world Brahma Baba, who founded the Brahma Kumaris in the 1930’s, was not a guru but someone who really did put his vision of a better world into practice. He began by applying the spiritual values of self-respect, non-violence and co-operation in his own life and, by example, steadily created a community based on these principles. For him the key to personal transformation and, ultimately, world transformation, lay in recognising and experiencing our spiritual identity: “According to the present time, there is a need for spirituality. It is due to a lack of spirituality that there is so much conflict and violence.”
