Plans Revealed For £1.2m Improvement Scheme For Shepshed Town Centre Article by Charnwood Borough Council
Charnwood Borough Council has worked closely with the Shepshed Town Team, with support from Shepshed Town Council on the public realm improvement scheme which will make the town centre more attractive for visitors and help boost trade of local shops and businesses. More details about the scheme, which covers improvements in Market Place, Bull Ring, Hall Croft and Field Street have been revealed and residents are being invited to give their feedback. The project would see a range of improvements in Market Place to create a distinctive gateway into the town centre. The scheme also looks to increase the amount of public space to allow special events to be held in the area. There would also be wider footpaths next to shops, additional street furniture, improved landscaping and increased provision for cycle parking in the town centre. The attractiveness and local identity of the town will also be enhanced with a range of landscaping improvements around the Bull Ring, Hall Croft and Field Street. Residents, businesses and visitors to the town centre are being invited to view the designs and offer their feedback. The consultation is open now and will close on October 19. Detailed plans of the scheme will be available to view in the windows of Shepshed Library and an additional information panel about Market Place will be displayed in the window of the former Complexions shop from Wednesday September 23 until the end of the consultation. The Shepshed Town Centre Project forms part of the town’s masterplan which sets out how it could develop. The scheme has been designed so work can be implemented in a phased approach, according to the level of resources available. The Council is hoping work hoped will start in summer 2021. It was held at our normal venue on the 17th September 2020 where only six members enjoyed a most delightful lunch (Paul’s normal). All sat at one very large table which allowed ample social distancing and at the same time the opportunity for a great deal of most convivial chat amongst friends. The lunch menu began with a very nice Pate and Melba toast garnished with salad to be followed by a really scrummy individual fish pie, sweet potato chips and vegetables. In line with Covid-19 recommendations instead of the table having self service vegetables to plates were served fully loaded. For sweet we had warmed Maranello cherries served in a glass with custard and vanilla ice-cream and delightful it was. I am confident that we will be having a second informal lunch instead of our normal October meeting and it would be nice to see a few more members this time. The social distancing efforts put in by the whole of Longcliffe Golf Club are excellent and I could see nothing that required improvement and on a personal note I felt very safe indeed. NEW SPECIALIST UNITS During lockdown, building H was a hive of activity creaing a replacement autism unit and a brand new SEMH unit (Social, Emotional & Mental Health). Ms Biddles tells us all about it: We are delighted to be inducting students into our brand new units. The name Wings reflects the layout of our facilities which wrap around our theatre. Just as a theatre has a good deal happening in the wings which supports the action on main stage, our new units are supporting students who have significant needs. The students joining with us are able to take a full part in the action in the main school, with the additional help they access in the Wings. We also offer a range of alternative learning opportunities including training in Hospitality and Catering and Hairdressing. And we are able to offer qualifications in Animal Care and Personal Development. Students can study such subjects alongside a more traditional curriculum. Iveshead is a very inclusive school, leading the way in the locality by providing every young person, regardless of their needs, with specialist assessment, teaching and guidance. Students with EHCPs should apply via Leicestershire Local Authority. Students who do not have ECHPs can still access the facility for help. This tends to be for occasional assistance, with particular learning needs, rather than the extended care we offer to our core students. Our ultimate aim is to equip all students with the ability to shine, reaching their full potential whatever their difficulties may be. Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the Trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased's share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children's inheritance is protected. This last point can be of particular interest to couples who have come together and have children from different partners. A PPT can help each person in a relationship ensure that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property they can still sell the property and the proceeds be used to purchase a new property; the terms of the Trust remain over the new property. Wonderful news for the village. The chief executive and directors of the borough council have agreed to go ahead with the proposal for the woodland in Hathern. I made a site visit with Matt Bradford, the Head of Open Spaces and two parish councillors a few weeks ago and then we had a nail-biting time until I got the news on September 23. Matt is now applying for funding for the planting from the Forestry Commission and hopefully some will come from HS2 as well to compensate for the dismal destruction caused by the apparent need to get to Birmingham 20 minutes faster. Planting should start in autumn next year. The parish council have pledged a substantial contribution to the maintenance costs and will be represented on a working party. We have made contact with Laura Judson from the Woodland Trust, who gave a talk in the library last March. I told her about the proposal then and she has replied that the Trust will be happy to contribute expertise and trees. There will be scope for voluntary contributions from residents. There will no doubt be many who will want to get stuck in planting the whips. Please show your interest nearer the time. It would be a great opportunity to be involved in the creation of a local asset, especially for the children. Perhaps the school could have a party of whip planters. Already residents have thought of making a financial contribution. If anyone else would like to contribute, I am sure Matt would love to hear from you in due course next year. This woodland will be a lovely amenity for the village, an extra buffer against the sprawl of the Garendon development and what one resident has called some green lungs for Hathern.
At the time of writing, the number of coronavirus cases locally is on the increase. The virus hasn’t gone away, which it is why it is important that we continue to wash our hands, wear a face covering in enclosed public spaces and public transport and make space for others. The best way we can suppress the virus is to keep following these measures, but also to download the NHS Covid-19 app if you have a compatible smartphone. The new app is a vital part of the NHS Test and Trace service and helps us to identify and isolate cases sooner. Trails for a vaccine are well underway and with every day that passes we are understanding more about the virus and taking steps to defeat it for good.
Despite the tighter lockdown restrictions, the Community Library remains open for 10 hours a week. Tuesday – Thursday 3 – 5 and Friday and Saturday 10 – 12. There are not many users still. I would like to assure residents that the library is a very safe place to visit. We wear masks ourselves and maintain a very thorough cleaning regime every time we open. We clean all the surfaces, door handles and shelves. We quarantine books for 72 hours before they are placed back on the shelves. We only allow one person or one set of people from one household in at a time and so there is no problem with social distancing. We have screens to protect staff and customers. We also have many boxes of brand-new books, including latest bestsellers and non-fiction. The distribution service for reserved books from other libraries is not yet running again, unfortunately, but we hope it may be soon. Please do not be afraid of coming to visit us. You are safer in the library than going down aisles in a supermarket.
This year, the flu vaccination programme is being expanded to help protect people from flu and ease pressure on the NHS and urgent care services. The health system is working to provide the free flu vaccine to 30 million people, the highest number on record, including: • All primary school children, and, for the first time, Year 7 children. • Two- and three-olds. • The most vulnerable people, including adults aged 65 and over, those with long-term health conditions and pregnancy women. • Household contact of people on the NHS Shielded Patient List and all health and social care workers who have direct contact with the people they care for.
Each borough councillor has a budget every year to make grants. Half of our allotment this year has already been used to contribute towards Covid relief. So we have £500 left. You can find the documents and instructions on this link: www.charnwood.gov.uk/pages/member_grants A new element this year means that grants can be used towards Covid-19 recovery costs e.g. PPE, screens, sanitiser, cleaning. There are also two very important rules which must be followed. Running costs are not eligible and retrospective grants are not eligible i.e. project activities and items purchased before a grant has been approved. The latter was allowed last year when the councillor was not aware of the rule but will not be allowed in future. Any organisation will be required to provide receipts for items purchased and so the date must be after the application or the grant will be refused with no exceptions. The message is clearly that you must not buy an item before, even if you see a good bargain. It felt a bit strange not to be dragging marquee sections and fence panels around last month and it looks unlikely that a Fireworks event will happen now. Let’s hope that we come out the other end in time for Big Week next year. Keep safe, everybody. Follow the Covid rules but please come back to the library. It is very safe.

Whilst our attention is rightly focused on tackling Covid-19, it is also important to remember that we are entering flu season and I am encouraging eligible residents in Hathern and Shepshed to get a flu jab. The Government has recently launched a major drive to vaccinate 30 million people nationally. It is particularly important to get a jab this year as research from Public Health England suggests that people who test positive for both flu and Covid-19 are more than twice as likely to pass away, compared to those with Covid-19 alone. The research also found that those with co-infection of the two viruses were more at risk of severe illness.
Once uptake has been maximised in the most at-risk groups, the newly eligible 50-64-year olds will be invited for vaccination later in the season. Controlling the spread of coronavirus and protecting the NHS is on all of us – we must all wash our hands, cover our faces and make space – as well as taking sensible steps like getting a flu jab. In other news, I am encouraging residents in Shepshed to take part in a consultation run by Charnwood Borough Council on the £1.2m regeneration of the town centre. The scheme was announced earlier this year following extensive work undertaken by the Borough Council, Shepshed Town Team and Shepshed Town Council. More details about the scheme, which covers improvements in Market Place, Bull Ring, Hall Croft and Field Street have been revealed and residents can now have their say. The consultation runs until 19th October 2020 and can be found at: www.charnwood.gov.uk/shepshed I sat on the Town Team for a short while when this scheme was put forward, so I know how much hard work has gone into it. It is great news and there are there are some exciting times ahead. Finally, I was recently invited by Shepshed resident Connor Fettes to visit his new fish and chip shop in Brook Street. He has just opened and is already doing an amazing trade. In his first Friday opening, he sold 600 pieces of fish! The chips I had were lovely and I would highly recommend it to residents in the area! Congratulations Connor and best of luck in your new venture.

The reason we have bought this to your attention is that some of your Shepshed Borough Councillors were not in favour that previously the police front desk was being moved to the Borough Council offices which in our opinion would reduce the hours for the public, as the Council offices close in the evening, early Fridays and not open weekends. We are now pleased that it is moving back to the police station where it should have been all the while. Land west of Ingleberry Road Your Borough and Town Councillors were shown proposals for approx 200 dwellings on land west of Ingleberry Road, north of Iveshead Lane, prior to these proposals going out for public consultation. The consultation leaflets will have gone out to only certain areas of Shepshed, but I believe something will be in this issue you are reading. The consultation exercise will ask local people for their thoughts on their proposals. In summary, the site is allocated for housing within the emerging Charnwood Local Plan (Draft Policy LP3 – ref HS43) Technical work is now underway as they are preparing to submit a detailed planning application to Charnwood later this year. The new Local Plan should be ready to go to Cabinet the 2nd week of December. Land rear of 87 Leicester Road There has been an ongoing issue on this land which is causing residents in the area great concerns, where fires, noise and storage of broken vechicles are causing problems. Your Borough Cllrs wish to confirm that we are aware and working with officers at the Borough and the police to try to get this sorted. Council tenants- during Covid restrictions Since Covid-19, the level of face to face contact with tenants has been reduced, and new ways of working have been implemented. Some notable adjustments are as follows: • Support plans and weekly welfare calls with elderly vulnerable customers are being completed over the phone rather than in person. Communal lounges and at sheltered accommodation remain closed, however a risk assessment is being undertaken at each location to see whether and how they can opened safely. • Non-urgent office interviews are not currently taking place. Generally, interactions are taking place by email or phone where possible. • Lifeline demonstrations in vulnerable customers’ homes are not currently being delivered (these would usually take an hour with the potential user in close proximity). A self-installation pack has been introduced and used successfully allowing customers to set up their own lifeline where they are able, without our officer being present. • A remote diagnostics tool has been introduced for our repairs team. Tenants are now able to use the video camera on their mobile phone to show us repair issues in real-time. This will support faster diagnosis of repair issues. If the tenant is not able to take a photo, then a visit will be organised. • Tenants meetings and estate walkabouts are not taking place. Charnwood are exploring options around the provision of electronic tablets or equivalent to support customer engagement. • Victory in Europe Day 75 took place whilst coronavirus restrictions were in place. To mark the event, some plaques have been produced and benches will be installed at sheltered accommodation. The Mayor has recently met with residents and has presented the plaques. Repairs and Maintenance Over the last few months, in line with government guidance, Charnwood have prioritised council house repair service, only carrying out those repairs which are most urgent. Charnwood are currently working on the backlog of repairs that were put on hold just before the national lockdown.

Residents delighted with £250 win on lottery Two residents have won £250 each thanks to supporting good causes and playing the Charnwood Community Lottery.
The borough council worked closely with a number of organisations to ensue the needs of residents are met during what has been an unprecedented and difficult-time. It is important for people who have been receiving support from the campaign to know that support is still there but the borough are also working in partnership with many more local community groups and voluntary organisations to ensure this effort continues.
The lottery, which is run by the borough council, helps raise money for good causes, voluntary organisations and charities in Charnwood. For every £1 ticket purchased, 60p goes towards helping good causes in the borough and people can choose which good cause to support when buying their ticket. If there are community groups or charity organisations which would like to raise some extra funds, I’d encourage them to think about signing up to for the lottery for free as a good cause. Charnwood residents ‘saving £247’ with renewable energy switching Residents in Charnwood can now reduce their carbon footprint and save on their energy bills with ‘Charnwood Big Switch’
Grants available for Charnwood homes and businesses affected by storms in February Residents of Charnwood who were victims of flooding after Storms Ciara and Dennis in February 2020 may be eligible for a grant.
The council’s energy switching partner iChoose has introduced new rules which mean only suppliers offering 100% renewable electricity tariffs can take part in auctions.
The Property Flood Resilience (PFR) Recovery Support Scheme Grant 2020 is funded by the Department for Environment, Food & Rural Affairs (DEFRA) and administered by Charnwood Borough Council to residents on their behalf.
Charnwood Big Switch was launched last year to help residents change energy suppliers with ease and get a better deal. More than 200 residents have now registered for the scheme since it launched and those who switched in May saved an average of £247 each on their bills.
The recovery grant can cover works up to the value of £5,000 (inclusive of VAT) with the aim of helping home or business owners to make their properties resilient to future floods as a part of the repair process.
Residents can register for their interest in the scheme for free and the next energy auction will take place on October 19th 2020.
The Council are aware of approximately 40 properties that were affected and are contacting the owners directly, but any property owners who could benefit from the support are encouraged to check the eligibility criteria and apply.

2020 Charnwood Sports Awards cancelled Charnwood Borough Council has made the difficult decision to cancel this year’s Charnwood Sports Awards.
Campaign launched to highlight save local high streets Shop Safe, Shop Local – that the message from Charnwood as it launches a campaign to support local high streets.
The annual awards, which take months of planning, celebrate the achievements of sports clubs, individual athletes, coaches and volunteers across the borough.
The Council, and partners, are calling on people to support their local high streets and reassure them that significant steps have been taken to ensure visitors are safe when shopping in Shepshed or the borough.
However, taking into account the restrictions on events and in the interest of keeping people safe, this year’s awards have been cancelled.
High streets have extra signage to remind people of the need for social distancing, barriers have been installed around Loughborough town centre to help with queuing and local businesses have introduced their own measures to ensure they are complying with the latest Covid-19 guidance.
The coronavirus has meant that many sports and activities have had to be put on hold during recent months, but the awards will return to celebrate sporting achievements next year. The awards have been a key item in the Council’s calendar of events for the past 12 years. The awards will return in December 2021 and more information will be available next year. Charnwood Community Action has become the umbrella for a range of different voluntary organisations and is now working with many community groups to help volunteers continue to support vulnerable people within the borough. Shepshed and Soar Valley food banks have already reopened and started to deliver the food parcels within their local communities.

I do hope that this still finds you in good health as lockdown has eased, and life is slowly getting back to normal. The schools are back, some of you may be glad and relieved not to have to do any more home schooling. I know when looking after my granddaughter I found the maths hard as I did not understand how it was taught, but we got there in the end. I have held a number of virtual meetings and also managed to visit residents to see problems they have and discuss with them at a safe distance. These can be as varied as flooding, anti social behaviour, speeding traffic, overgrown hedges. I have also visited another Independent Supported Living Accommodation County are building.

Safeguarding Adults Board – 14th September I sit on this Board as the representative of County, there was a very full agenda. We had a briefing of work being undertaken in the Agnes Unit. The Agnes Unit is a 12 bedded inpatient unit which provides assessment and treatment for adults with Learning Disabilities who cannot be supported safely in the community. We had a paper on Shielding and Hidden, which focused on domestic abuse of adults with care and support needs, how well we are recognising and recording domestic abuse. It was noted that there has been an increase in domestic abuse and abuse to the elderly. Abuse to the elderly has been noted when the patient came into hospital for other reasons.
Covid-19 As of 15th September, Oadby and Wigston were 2nd in the Country for Covid positive cases and Blaby are 29th.
We had a second paper on Financial Abuse regarding the elderly and vulnerable adults. We then went on to discuss and were given an Overview of Modern Slavery locally, followed by consideration of those with care and support needs in the context of Leicester Textiles.
There are 14 Care Homes listed as having Covid cases mostly these are due to increases in staff testing positive. Residents are tested monthly and staff every 7 days in ALL Care Homes in the County.
Secondary school place applications for next year closes on 31st October Parents and carers with children due to start secondary school in Leicestershire in September 2021 need to apply by 31st October 2021.
Schools – due to the increase in positive Covid cases, schools are asking that parents wear face coverings whilst standing at the school gates when they bring and fetch their children from school and remember to social distance. County have provided signs which are in position outside of schools reminding people to distance themselves.
Last year over 95 per cent of Leicestershire’s children secured a place at a preferred school, so I would like to remind parents to maximise their opportunities by applying for three schools, including their catchment school. There is no automatic entry for any school, so it is very important for applications to be submitted before the closing date.
Council in for the ’long haul’ in fight against virus The county council says there remains a rising trend in the number of positive Covid-19 cases across Leicestershire.
Independent Living – Billa Barra I was invited to attend a 4 bungalow complex being built by the County at Billa Barra near to Markfield and Coalville and see how the progress was going. The complex is made up of 3 one bedroom units and a two bedroom unit for a resident who needs 24 hour support.
However, the latest data shows, as of 22nd September, Oadby and Wigston’s rate has dropped to 94.6 per 100,000, but there have been increases in Blaby district to 72.7 and in Charnwood where figures are 42.7. In parts of Charnwood (Lemyngton & Hastings, Shelthorpe & Woodthorpe wards and University area) and Blaby, the council is now delivering thousands of leaflets to people’s homes and businesses as well as contacting GP surgeries to highlight the need for people with symptoms to get a test.
The complex also has staff accommodation with a large area for outdoor activities. The units are for people who need support and give them independent living.
Shepshed is at the time of going to print, is not in an area of concern. BUT it still means that residents must abide by the rules. The clear message still remains that it’s up to us all to fight this virus. We are in it for the long haul and it’s in our hands around reducing the infection rate.
The projected opening date is March 2021. 20 staff will be working on site. The scheme is a partnership between Affinity Trust, Leicestershire County Council and the NHS England’s transforming Care initiative.
We all need to wash our hands regularly, use a face covering when social distancing is not possible and try to keep your distance from those in your household.
The policy of the County is to increase the facilities with supported living for adults with a physical disability, a learning disability, autism or mental health problems.
In contrast, cases in north-west Leicestershire and Melton continue to be on the decline while the position in Harborough appears to be stabilising.
Supported living takes people out of residential care or family homes and gives service users their own place to live, with the support they need, they can choose where they live, who supports them, their extra circular activities and increases their independence whilst becoming part of a community.
Adults and Communities overview and scrutiny committee 7th September A virtual meeting of the above committee took place on 7th September, where there was a full agenda to discuss. A report was given regarding the departments strategy 2020-2024. This sits under the County Council’s Strategic Plan for 2018-22 ‘Working Together for the Benefit of Everyone’ and aims to set out how the Department will contribute to the delivery and achievement of the Council’s five strategic outcomes. It will support the delivery of the County Council’s statutory duties for libraries and museums under the Public Libraries and Museums Act 1964 and for adult social care under the Care Act 2014. There is also national policy and statutory guidance as defined by the Department of Health and Social Care, policy requirements for the integration of health and social care, the national programme of change for Learning Disabilities, and requirements that come with the receipt of Education and Skills Funding Agency funding for adult education. The draft Strategy provides a framework for policy on, investment in, and delivery of services by the Department, working with its partners. This follows on from a formal consultation which commenced on 16th December 2019. The aim of the consultation was to gather feedback on the proposals set out in the Strategy. The consultation was specifically interested in: • Views on the proposed principles of future delivery of services, especially the increased focus on wellbeing

There is currently no deadline for applications, but businesses should apply as soon as possible as funding will be allocated at a first come first served basis. ‘Lighthouse Lab’ facility is to be created in Loughborough A new ‘Lighthouse Lab’ facility will be established in Loughborough to increase the UK’s Covid-19 testing capacity, in an investment of creating 400 jobs. The UK Department of Health and Social Care’s Lighthouse Lab at Charnwood Campus is a partnership with global diagnostics company PerkinElmer. It will be the seventh major lab supplementing NHS labs, processing tests across the National Testing Programme, and the first facility in the East Midlands. It was set to reopen at the end of September. The Lighthouse Lab network has been established to increase the number of Covid-19 tests that can take place each day. The labs receive samples from care homes, Covid-19 testing centres and home testing kits, which are then processed by a skilled work force from across the scientific community. The Lighthouse Lab at Charnwood Campus aims to process 50,000 tests a day by the end of the year and will be delivered and managed by PerkinElmer. Scams Scams have been on the rise during Covid, such as phoney police. You might receive an unexpected call from the police who informs you they are investigating fraudulent activity on your bank account and need your help to convict the criminal. The police will never ask you to disclose your bank and PIN over the phone or ask you to withdraw cash to give to a courier. A caller claiming to be from the NHS Test and Trace scheme says you have come into contact with someone suffering from Covid-19. You are told you need a test in the post and asked for your home address and bank details so you can pay for it. Described by the local Government Association as a ruthless scam, this is difficult to spot. The genuine number used by Test and Trace is 0300 0135 000, so a call from any other number is fake. The simple rule to remember is that testing is free. You will never be asked for bank details. You are contacted by email, text message, via social media or in person by someone who says they work for Jobcentre Plus. Special Libraries Week themed Wriggly Readers at Home which is a virtual session every Tuesday on Facebook. Reading for pleasure amongst children has increased during lockdown – how to build on this as a parent, positives of reading for pleasure for children (especially important for those who missed out on school for so long) Residents can now browse virtually, but there has been further easement on restrictions, but Shepshed Library is one of the libraries that is offering bookable visits but as with other libraries, there are some services that are currently unavailable. All visitors to the library will have their details recorded in line with Gov Tract and Trace programme. You will need to book a time slot to visit the library. One way is to get a greater insight into people’s need is to involve them as much as possible. County are looking for 50 people with dementia, and their families, to ‘road test’ assistive technology. The people taking part in the trial will use technology, such as sensors, a smart plug and sleep sensor and their family follow this via an app. This will also identify an area of concern. County are keen to explore how effective some of the new digital technology could be in supporting people with dementia and their carers. County hope the volunteers who come forward, the trial is free, will give an honest opinion of how the technology works for them and that will help in the future development of other tech. Regeneration of Shepshed There is an ongoing public consultation about the regeneration of the centre of Shepshed. This shows improvements to the Market Place, Hall Croft, Field Street and The Bull Ring. The display boards are situated in the windows at the library in the Hall Croft. I understand that people are concerned about the loss of parking in the Market Place. There is still going to be same amount of parking spaces but in a different position. The reason for them being moved is to enable a larger pedestrian area in the Market place which can be used for events, such as Christmas markets, carol services and even our weekly market, which has now grown to 5 stalls, (currently next to the library) which could increase in the future. I ask that you take your time to look at these proposals. The money can only be spent to regenerate the centre and not for anything else such as a leisure centre.
