Article by Anne Wightman It is hoped that a good number of people will go along to 43 Quantock Rise Shepshed between 10am and noon on Saturday 21st August. Anne Wightman, with the great help of friends, is hosting a social event, the proceeds of which will be for Christian Aid. The cakes have been kindly donated by Oaklands of Kegworth to be served with the coffee, or tea, as preferred. Homemade cakes and preserves will be on sale, and bric-a-brac, which always gives popular browsing opportunity! A good raffle should swell the funds. The work of Christian Aid is carried out worldwide, and much is done in the Third World training people to make the most of the little they have, and to pass on the knowledge gained to fellow countrymen, eg water conservation in areas of severe drought, and medical training. We are so fortunate in this country that we do not have to collect our water in containers balanced on our heads ---- a frightening thought. One of the latest Christian Aid initiatives is in Malawi where the huge baobab tree has become a life-saver for peoples badly affected by climate change. With the help of Christian Aid, a women’s group has set up a baobab juice business providing income for their families. Whatever is raised from the fundraising event on the 21st August will be given to Christian Aid towards their work in such deprived parts of the world as Malawi.

A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased’s share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children’s inheritance is protected. This last point can be particular interest to couples who have come together and have children with different partners. A PPT can help each person in a relationship ensuring that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property, they can still sell the property and the proceeds to be used to purchase a new property, the terms of the Trust remain over the new property.

The pod shows are continuing through the summer with a slight difference. A couple of out door productions from Dobb Towers with Mark Bradbury giving us an insight into his music and an acoustic set. The Shepshed market Traders are putting on a live event where the market trades every Friday. The date for the show is Sunday August 22 from around mid day. This is the Shepshed Market Traders putting their hands in their pockets. This is non profit venture, this is a Thankyou for the wonderful support they have received from all the customers. Shepshed has now a vibrant market culture, and if you haven’t visited it yet then please do. There is varied produce on view to select and buy from; Cheese, eggs, fishmongers, meat products, bread, veggies plus charity stalls and flowers. Also you can grab a coffee at Finkins and Meat and Eat. I continue to interview people in the community with project they have set up so give it a listen on ‘Al’s Electronic Shepshed Experience’. Shepshed Carnival is Back Aryicle by Lynn Jackson

Shepshed Lions are working flat out so that Shepshed Carnival can come back with a bang on August Bank Holiday Monday. The event is being planned with the now traditional blend of arena acts, fairground rides, Punch and Judy, craft and charity stalls, tea and cakes, the barbecue tent, and other catering stands, including a cocktails/mocktails stall. Lion President Lynn Jackson said, ‘We are really excited about bringing Carnival back, and I know lots of people are looking forward to joining us in Glenmore Park on 30th August. It has become the biggest community event in the Shepshed year, and it is run primarily with families in mind. We keep prices low, and every penny of profit that we make goes to charitable causes, mostly helping local people. The members of the Lions Club give their time and effort free of charge, and this year they are being joined by a new group, the Friends of Shepshed Lions, or the FOSLS as we call them. They are men and women from the town who want to help, but for various reasons such as home or work commitments, don’t want to become members of the Lions Club. We understand this, and are more than willing to have them help us in other ways. As always, we would like to thank also the local businesses who are sponsoring Carnival, including the Loughborough Building Society, A-Plan Insurance, Shepshed Post Office, Michelmersh Brick, PRIMO IT , NewboldsFlooring, Twiggs Butchers, Ang’s Chip Shop, Bill Cooling Butchers and Hallcroft Opticians. Shepshed Volunteer Centre Sensory Garden Article by Candi Barnes

Back in 2015, Shepshed Volunteer Centre (SVC) approached the Rotary Club of Shepshed Charnwood to ask for help in developing a sensory garden at the Centre. They designed and installed the garden in 2016 utilising an existing garden building as part of the design. By 2018 the existing building had begun to show its age and SVC again approached the Rotary Club for help. They agreed to try to raise the money to replace the old building. The fundraising campaign was a big success but, due to Covid-19 and the lockdown, the project could not be completed until this summer. A team from the Rotary Club sourced, installed and painted the building and it was formally handed over to Shepshed Volunteer Centre on 24th July 2021.

I have been contacted by a number of constituents in both Hathern and Shepshed recently about GP provision locally. I am aware that some residents have been experiencing difficulties booking appointments and long wait times on the phones. I have, and continue to have, constructive dialogue with all three surgeries concerned, as well as with the local Clinical Commissioning Group to try and improve matters. At the same time, I am also in contact with Charnwood Borough Council to see what funds may be available via developer contributions to increase capacity at our local surgeries. If any resident has any concerns about this issue, please do get in contact with me. At the time of writing, I have been captivated by the success of Team GB in the Olympic Games in Tokyo. Several athletes from Loughborough have been taking part in the Games, and I was delighted to see our own Adam Peaty achieve gold medal success in the pool in the Men’s 100 metre breaststroke final. In fact, many of Team GB’s early successes in the Games were achieved in the pool. I am hoping that this will inspire residents to try swimming and discover the joys that swimming brings. Now is a great time to try some of those events that we have watched on the TV, whether that be swimming, para swimming, diving, water polo, open water swimming or artistic swimming. You may even be tempted to join a swimming club, and locally we have swimming clubs in Shepshed and Loughborough. You can find your local club by using Swim England’s club finding tool at: www. discover.swimming.org. The benefits of swimming to our health cannot be overestimated, and it is for that reason that I am one of the Vice-Chairs of the All-Party Parliamentary Group on Swimming. I continue to promote the benefits of swimming. Who knows, the next Adam Peaty, Ellie Simmonds or Alice Dearing could start their future Olympic journey in our pools! But even if we don’t unearth the next Olympic superstar, the joy and health benefits being part of a club can bring is more than worth it on its own. As the summer rolls on, I hope that you all enjoy so much needed down time, whether that be a holiday away or a staycation at home. For those looking for attractions and things to do locally, there is plenty to do. Perhaps this is the year to rediscover some of the wonderful things on our doorstep. Borough Councillor for Hathern

The number of Covid infections on the day I write is 175 in the city and 361 in the county, which is lower than previous days. Charnwood had 108, lower but still too many. The full effect of ‘Freedom Day’ will be apparent by the time you read this. This is generally good news ,but I am still wearing a mask in shops and I am distancing as before. Please be careful and stay safe. I have seen for myself at close hand in the vaccination clinic the slow take-up of the vaccine by young adults. One third have not had their first jab and the turnout for drop-ins has been disappointing. Please encourage anyone you know to get the jab. The managers at Southfields have done an amazing job to keep up the number of volunteers up to the required level every day despite cancellations, isolations, illness, holidays and other factors. We have been slogging away since December and we would all like to get the job done. Tickets are on sale for the We tried Kylie event organised by the indefatigable Hathern Village Association and Hathern Together. August 21st will see an evening’s entertainment from 5 to 11 pm with the ever popular We Tried Kylie pumping out 80s hits. Five more bands have joined in. Please go along to this event and support the HVA. They really need this to go well with good weather and loads of tickets sold. Get them on www.hathernfest.co.uk. It will be on the site near the nursery where they began, as the Dishley Grange field is most likely going to out of bounds for good because of the new roundabout. Highways at County Hall assure us that this will solve all the traffic problems already existing and absorb all the extra traffic for the first phases of building. Another department is doing experiments to cross eagles with pigs so the latter can do a flyover at the opening ceremony. Open Spaces at Charnwood Borough Council is asking everyone not to raise expectations too high, but I have heard that the Forestry Commission have agreed in principle to funding the trees for the Hathern woodland. There have been minor changes to the plan enforced by FC requirements which will be published in due course, but it looks very promising. We have yet another heatwave. Please continue to monitor the longsuffering trees on Daisy Bank and report any problems. The parish council would really like this long running saga to end and want to adopt the site as soon as possible. Our lovely little library is functioning nicely. Gill Rockett has worked really hard to put together a new rota yet again with changes in volunteer personnel. Our arms are still recovering from being persuaded to do extra shifts but we are now fully staffed for the 15 hours a week and users are coming back. All Join In for toddlers is back on track. We are all wearing masks and distancing in the building and we can admit 4 persons at a time. You are as safe in the library as in any shop so come on down. The holds service is back running so you can get books transferred from other libraries. Holds cost a pound again and overdue fees are being charged after the moratorium. The village hall has installed new windows which give more ventilation, making it safer for users. Classes are returning one by one and there is a new martial arts class on Saturdays. Parish council meetings are back in person and the next one is on August 23 at 7.30 pm. Residents are welcome to attend and raise issues and ask questions. Hathern Band are playing a bandstand concert in Cutts Close in Oakham on Sunday 15 August at 2.30 pm and a summer concert on Stafford Park in Quorn on Sunday 22 August at 3 pm.

The lifting of restrictions is a significant milestone, but we need to remain cautious as the pandemic is far from over. We should also remember those who have lost their lives. My thoughts are with the families affected. Full County Council Meeting – 7th July The meeting of the County Council was held at the Leicester Racecourse due to social distancing still being in place. There was a full agenda. The Leader made his statement. Position statements from members of the cabinet: The Lead Member for Children and Family Services made her statement. The Lead Member for Equalities, Community Engagement and Rural Partnerships made her statement The Lead Member for Highways and Transport made his statement. The Annual Report 2020/21 of the Overview and Scrutiny was presented. The Report of the Constitution Committee was presented. The Report of the Corporate Governance Committee was presented. Changes to the Highways and Transport Overview and Scrutiny Committee and Environment and Climate Overview and Scrutiny Committee was agreed. A notice of motion moved by Mrs Hack and seconded by Mr O’Shea regarding improving the local highway environment was passed. The statement from the Lead Member for Highways mentioned a new Member Highway Fund will provide each Member with a budget of £25,000 to use on small scale highway and environmental improvement works in their own divisions. Over the next couple of months, I will have a dedicated Project Manager to offer support and guidance with examples of effective and affordable scheme options with estimated costings and timescales for delivery. Leicestershire Count Council Recycling & Household Waste Sites From Monday July 19th the waste sites reopened without the need to book appointments. But vans, pick-ups and cars with trailers, and any vehicle bringing asbestos, chemicals or liquid paint, must have a waste permit. Advance notice of Temporary Traffic Regulation Orders (TTRO) A TTRO is to be made for the following locations: Iveshead Road, Charley Road, Abbey Road to undertake works to renew the High Friction surfaces at the cross roads. The duration of the restriction is not anticipated to exceed a period of 2 days commencing on the 23rd August. The works can be viewed on https://one.network/?tm=GB122751172

days commencing on the 9th August. The above works is the next step in progressing the Public Realm works for the Market Place area. This work will involve digging nine trial pits and taking some core samples at various carefully selected locations in and around the Market Place. The results will also be fed back to the utility companies in order for them to be able to confirm whether any of their assets will need diverting as a result of the proposed designs and provide a cost estimate for the work. A small number of trial pits will be dug close to both of the disabled parking spaces in the Market Place. The work will be done on separate days, but unfortunately it will mean parking will be temporarily suspended in the bay when the work is being carried out. The aim is to only suspend parking in the northern most disabled bay for one day and the southern bay for two days, Information on the proposed works will be communicated through the appropriate media channels by Charnwood Borough Council’s Comms Team. Information will be provided to the local businesses in the area so they are aware of what is happening and discuss with them any regular delivery times so that each trial pit can be scheduled to minimise any disruption. The web page for the project on the Borough Council’s website has recently been updated to reflect the changes in the design for the Market Place. You can view the site at: www.charnwood.gov.uk/pages/shepshed Heritage sites get top marks following Visit England Inspections Two of Leicestershire’s top visitor attractions have received glowing reports following inspections by the national tourism body Visit England. Bosworth Battlefield Heritage Centre and the 1620’s House and Garden at Donington le Health, which are both managed by Leicestershire County Council, received high marks – bettering their already high scores from the last inspections in 2019. The inspector, who visited both sites, made particular mention of the website and social media, the extend of the information available to visitors, the impressive range of food available in the Barn tearoom and its excellent quality and presentations, and the depth of knowledge of the guides. The fact that the inspector singled out the exceptional levels of cleanliness at both sites shows that visitors can be assured of a safe and enjoyable time. We are of course disappointed by this result, which unfortunately was expected, due to not having the 5 year land supply. Your four Charnwood Borough Councillors were not consulted on what would be good for Shepshed through the S106 monies if this application went through, but was decided by officers asking the Open Spaces Dept at Charnwood what they thought was good for us. They came up with new Allotments (£23,714) we already have two allotment sites in Shepshed with spaces for rent in one of them. If this money is not able to be used, it will be lost. They also came up with money for the swimming baths, which may or may not go towards the Shepshed swimming baths at the Iveshead School. Cllr Radford, as Ward Cllr, spoke at the plans committee and asked the officers why Jubilee walk was not mentioned for a possible upgrade as this will be heavily used by residents of this estate and others in the Tickow Lane area. In fact this developer intends to make an access onto this walk. It was stated that S106 monies could not be used to rectify or refurbish an area as the open spaces team at Charnwood had indicated that monies had been set aside to upgrade this walk, but Cllr Radford has an email stating that they are not sure whether there has been enough money set aside to carry out all of the work needed. Why then did officers not ask for more money via the S106 to ensure that adequate funding would be in place to carry out this work? The lack of infrastructure for the town was also raised, it was pointed out by the officers that some S106 money was earmarked for the regeneration of Shepshed (£50,190.00) Cllr Radford with her County hat on said she was disappointed that County highways did not see the need to improve the junction at Tickow Lane with Ashby Road as this is already a dangerous junction. There are to be improvements on the old railway bridge by making a 1.5m wide footway along the eastern side of Tickow Lane, including crossing the bridge, resulting in a single vehicle lane. This would then require traffic control through the use of shuttle working traffic signals. A developer contribution of £114,462.36 towards the improvements of Field Street and Forest House GP Surgeries was approved. Let us hope that this money is spent on improving the telephone system and making more appointments available for the residents to see the doctors. We are really upset that nothing was set aside to go towards the new Skate Park the Town Council are providing on Oakley Road. We were told

that it was at least 2km away from the development, therefore was not in compliance with the CIL. In the extras report, given out just before the meeting, the Applicant had been seeking to negotiate the requirement for on-site open space provision in respect of young person’s provision and is seeking to provide an off-site developer contribution (£200,388.00) in lieu of on-site provision. The officers turned down this request. But, at an earlier application on a site in Wymeswold for 65 dwellings it was agreed that a sum of £62,009.00 could go towards an off -site provision e.g. The Washdyke.We were also informed that a sum of money was set aside for Morley Lane Cricket Ground. Where did the sum of £51,239.00 come from for this? And who decided this? We feel really let down by all of this as we know from previous planning applications in other towns and villages, Borough Councillors have been consulted and monies have been given by S106 contributions to schemes which we are being told does not apply to us. It appears that what is good for the goose is not good for the Gander. Cllr Radford had previously requested Tree Preservation Orders (TPO) is put on trees on the site. The officer’s response was, the grounds for creating a TPO are where tree(s) are under threat or where being without any formal protection, they may become under threat during construction or otherwise post-construction. It was considered there is no imminent threat to these trees and therefore no urgency to consider a TPO. Let us hope that this is not too late as has happened in other areas. Cllr Robin Popley spoke objecting to this application on behalf of Shepshed Town Council, who were concerned about the following:The poor state of the railway bridge on Tickow Lane, access onto the A512 just below the Horse Public House, the area between the ancient White Horse Wood and the development, the A512 junction with Charley Road/ Tickow Lane. Finally flood risk was another item of concern as there is a small watercourse runs through the site. A resident also spoke against this application for a full 5 minutes. All of these worries were brought to the attention of the members of the Committee, but the application was still approved. Planning application refused P/21/0027/2 – land west of Iveshead Road – outline planning application (with all matters reserved except for access) for the erection of up to 50 dwelling with internal access roads, public open space, landscaping, surface water attenuation and associated infrastructure. This application was calledin by the ward Cllr. Radford. But when the officer’s recommendation was too refuse, the call-in was withdrawn. Local Plan Charnwood Borough Council have published two new documents relating to the Charnwood Plan 2021-37. The documents are the Ecological Assessment Report Addendum June 2021 and Development Strategy and Site Selection Topic Paper July 2021. These can be read alongside the Charnwood Local Plan, the consultation on the Pre-Submission Draft began on Monday 12th July. From there, they will be passed to an independent Planning Inspector towards the end of the year ahead of examination in public.
