Following the resignation of former Councillors, Bill Bebbington, Denis Forster and Roy Kershaw, the Town Council has successfully co-opted three new members, Cllrs. Joe Hurd, Neil McHugh and Vicky Utting. The co-option process was held virtually via Zoom. A total of eight applications had been initially received, two of which, withdrew, due to other commitments. Therefore, six applicants were considered for the three vacancies. Details of all of your Shepshed Town Councillors are as detailed in the attached document. Best Dressed Christmas Window 2020

Judging will take place between 14th - 18th December; a certificate will be awarded to the nest-dressed window and will be presented by the Chairman of Shepshed Town Council, Cllr Peter Grainger. Shepshed Town Council’s wreath was laid by the Chairman of Council, Cllr Peter Grainger who was accompanied by his Wife, Susan Grainger. MP Jane Hunt was also able to attend. Due to Covid 19 restrictions, a socially distanced wreath laying service was held by invitation only. Shepshed Town Council would like to thank Neil McHugh for live streaming the event onto Facebook https://m.facebook.com/story.php?story_ fbid=1054875958258414&id=100012080587191&sfnsn=scwspwa Sarah Measures for playing the Last Post, Reveille and National Anthem and Ian Scott for directing the laying of the wreaths. An appeal was made to the public not to attend the service in line with Government guidelines, which they respected and would like to thank them for this. The War Memorial gates will be open for public access from Monday 9th through to Friday 13th November 7.30 am – midday to enable them to view the wreaths and pay their own respects.

Shepshed & District Camera Club Article by Brian Walbey

During the past few weeks the members of Shepshed & District Camera Club continued to meet on Zoom each Tuesday evening and enjoyed two guest speakers, the final round of the 2020 competition league and two evenings involving club members and their photography.

We will work with you, our customers and partners, and respect their wishes on preferred means of contact, following good hygiene and safe distancing. LevLaw Ltd remains here for you. (previously Kornerstone Legal Services)

Mandy Sheringham, a member of Sileby Photographic Society gave the club a very interesting and enjoyable illustrated talk following a holiday she took in Cuba, it was interesting to see how the country is slowly becoming a bit more up to date since the Castro era finished. More recently Roger Hance, online from the Colchester area, gave a very impressive talk demonstrating how he photographs birds and other wildlife in his back garden using all sorts of bits and pieces to attract the birds and butterflies to stand on whilst he is firmly entrenched out of site in his hide. The quality of the final images Roger produced explain how, over the years, he has gained many distinctions with his photography. Some of the club members took it in turns on one evening to demonstrate how some of their images were achieved, both from the taking to the final edits using a variety of software. This was followed up a few weeks later by a presentation from several members of the photography they had managed to take during the autumn period despite the Covid restrictive rules. Protecting Your Family’s Inheritance Article by Klara Hesling

Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased’s share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children’s inheritance is protected. This last point can be particular interest to couples who have come together and have children with different partners. A PPT can help each person in a relationship ensuring that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property, they can still sell the property and the proceeds to be used to purchase a new property, the terms of the Trust remain over the new property.

Keith Harris Borough Councillor for Hathern

T: 01509 557701 E: cllr.keith.harris@charnwood.gov.uk As we all sit in lockdown again, I was thinking that I would be struggling for content this month. Oh, me of little faith. We are talking about Hathern here. Hathern Together has come up with a flurry of ideas leading up to Christmas. The main event is an Advent calendar showing in village windows. In the countdown to Christmas we can follow a trail as one house lights up a window every day until there will be 24 windows lit up by Xmas Eve. By the time you read this, maps will be available to download or you can ask for one to be sent to you. The library will also take part in this, so do pop up the steps to have a look. The Church is unable to host the Christmas Tree Festival this year, but the village has overcome Covid and the lockdown to produce a history of the festival with hundreds of photos and video clips from over the years. This will be broadcast live on Facebook and YouTube and the recording will be there throughout December if you miss it. Many of you will remember the performance of Scrooge in the village hall, in which the Chair of the Parish Council yelled ‘Humbug!’ and then revealed his heart of gold after the three visitations. This also is not possible this year because of another visitation, but the actors are undaunted and resourceful. They are bringing the performance back via Zoom on December 12th at 19.30, broadcast again on Facebook and YouTube. Details on all these events can be obtained on and through the Facebook page – www.facebook.com/hatherntogether Lockdown has closed the library down again and it looks like it will be extended. We are still discussing the idea of delivering books to people who are shielding or isolating. Even though the library is closed, a group of volunteers is offering to go to the library and to deliver books to any such person. If you would like to take advantage of this or if you know someone who would, please get in touch. I am submitting this on my deadline of November 25th and we are due to be told our Covid fate tomorrow. We have just had a Covid briefing from the Chief Executive at Charnwood Borough Council. Despite numbers coming down recently, Leicestershire still has 7 areas in the top 100 worst for Covid cases, Charnwood being one of them. We are lower than most other areas in Leicestershire (287 per 100,000) but still above the national average (230). The good news for today is that we only have 18 new cases, which is the lowest increase in a while. We are heading for the new Tier 3, which is very disappointing as we were still in Tier 1 not long ago. The message is still to follow the rules of washing, masks, distancing and avoiding close contact in enclosed spaces. We need to reduce the transmission rate even more now that we will be granted a brief break for Christmas. Please use your common sense during that time and keep the R-rate down. The NHS in our areas is under significant pressure already. Please support local businesses in the run up to Xmas. Small businesses are suffering badly already and most have had to close. Many are appearing on an online service set up by Charnwood Borough Council called Shop Safe, Shop Local where you can order presents. www.shoplocal.charnwood.gov.uk Please have a look at the website, where you will find the businesses’ website addresses and social media profiles and then please consider buying from there instead of always going to Amazon. Their physical premises may be closed but they are open for business and offer both click and collect and delivery. We are still waiting with baited breath for the outcome of the funding application for the woodland in Hathern. Residents should be aware that it will be some time before we have a fully grown and functional woodland area. It will start off with slips and they will take a while to grow to a decent height. However, Hatherners who help to plant and maintain it will see it grow every year and most will get to enjoy it as a proper wood. Emma and I wish every resident a Merry Christmas and a hopefully much happier New Year. It can’t be any worse or wackier than this one. Surely? Each night, a new house in the village will light up on our Advent trail, until by 24th December there will be a full 24 houses available to find. Jane Hunt Member of Parliament

T: 01509 262723 E: jane.hunt.mp@parliament.uk As the end of the year approaches, I suspect many of us we will not look back at 2020 with a sense of undiluted pleasure. The pandemic has affected all our lives; some of us even losing friends and family to this terrible disease. We have experienced restrictions on everything from visiting other households to watching sports. However, sometimes the very worst of situations brings out the very best in people, and no more is this true than in Shepshed and Hathern. I have written previously about how the community has come together to help those in need, particularly those who were self-isolating or shielding earlier this year. It was wonderful to see: a whole network of volunteers, businesses and kind-hearted people offered new services or changed the way they operated to ensure that everyone was looked after. At the beginning of the year, and before we really knew about the pandemic, I mentioned in my maiden speech in the House of Commons about the generous nature of the people who live here, and how it led to me making the decision to move here in 1995. This year, residents have shown this generous nature in spades and have proven why our area is such a special place to live. I also want to thank residents for all they are doing to make Christmas this year as special as possible. I appreciate that it may look slightly different this year, but that hasn’t hampered the Christmas cheer. I would also especially like to thank all the pupils from Newcroft Primary Academy for entering my Christmas card competition, and also to the pupils from Hathern Primary School for decorating wooden baubles for my Christmas tree, which is being displayed at Christmas tree festivals around the constituency! I wanted to end on a note of positivity. Advances in science have meant that three vaccines are on the horizon, and the UK Government has already placed orders for millions of doses. Furthermore, Charnwood Borough Council have just announced that part of their Southfields building in Loughborough will be used by the NHS and MoD as a Covid-19 vaccination centre – one of the first in the country to be set up. Once up and running, it will be capable of vaccinating thousands of people each week to help protect them from this disease. This is great news for our area and congratulations to all involved. I am hoping we can all start to return to normality again in 2021 – something that I am sure will be welcomed be all. Finally, it remains for me to wish you all a Very Merry Christmas and a Happy New Year.

More information is available at: www. shepshedconsultation.co.uk Covid-19 vaccination centre at the Council offices in Southfields Charnwood Borough Council has confirmed that the Council is in negotiations with the NHS about using its offices in Loughborough as a potential Covid-19 vaccination centre. The details are yet to be finalised so this is still only a proposal at this stage. However clearly as a Council Charnwood will do anything they can to support the battle against this virus. The Council has supported residents and local businesses throughout the pandemic and should this proposal go ahead, they would be proud to play their part in the vaccination programme. The offices have capacity as many more staff are working from home and that is a trend that is likely to continue long term. The understanding is the centre could open mid-December. Shepshed Town Centre Regeneration Funding Boost Following a meeting of Cabinet at Charnwood on Thursday 19th November, 2020 it was unanimously agreed to fund Shepshed’s proposed town centre regeneration project, following the recent consultation on the matter. There remains a few more processes to go through before work will begin on the project which should be completed by August 2022. We wish to take this opportunity to thank Cabinet for their support. It was greatly encouraging to hear lead members at Charnwood see the long term capabilities in our community, further demonstrating Shepshed’s key role, in the future of Charnwood as a whole. The project led by the Town Team and supported by the Town Council is set to roughly receive £1.2m, made up of funds from Charnwood via S106 monies and the LLEP (Leicester and Leicestershire Enterprise Partnership).

Disabilities Champion for Charnwood – Cllr Robin Popley Cllr Robin Popley has recently been appointed as the Disabilities Champion for Charnwood, The new role will see Cllr Popley championing the right of disabled people across the entirety of the Borough of Charnwood, including here in Shepshed, itself. Cllr Popley has particular insight into living with disabilities having been diagnosed with arthritis himself; three years ago (aged 26). He is also aware of how disability has affected others close to him, and more generally afield, keeping a keen eye of campaigns in the media which deal with a whole range of disabilities. Cllr Popley hopes to lead the dialogue on more inclusion concerning disabilities in the Borough, as well as influence positive changes directed at helping disabled people, from activities to local policy areas. Are you picking up your dog’s waste? Are you a dog owner? Are you ensuring you pick up your dog’s waste? Although most dog owners are responsible and clear up after their pets, we receive several complaints regarding dog fouling on a regular basis. Especially, that it has been put in dog bags, but, the dog bags are either left on the ground, or worse still thrown into the hedge or trees. If you are one of those walking away leaving the waste behind, think about the health implications, particularly for children who will be playing on grassed areas and the effect of your actions have on the community. It is much worse at the moment when there are leaves on the ground, you cannot see it and may stand in it. Remember there is no excuse for dog fouling. Clean up after your dog, Bag and bin dog waste. • Respect other people’s right to enjoy their life in their own way it if does not disturb others and does not break the law. • Consider the effect your lifestyle may have on other residents as all residents have the right to quiet enjoyment of their home – if you live in a block of flats think about how visitors coming and going, particularly late at night buzzing to be let in or slamming doors will impact on other people • Ensure that loud music is not a source of nuisance to other residents at any time of the day or night • If you want to listen to music/television or play video games think about buying headphones, and before installing any speakers or surround sound think about where they are being placed • If you intend to have a one-off celebration (e.g. for a birthday) let your neighbours know. The police receive a number of complaints where people have been disturbed by a one-off party. If the neighbours were aware of this it is unlikely they would have complained. Make your neighbours aware and be prepared to reduce noise levels if asked • Take responsibility for your own behaviour and that of your children, friends and visitors whilst in your property and he neighbourhood • Be a responsible dog owner – keep dogs on a lead when outside your home and pick up your dog waste. Do not leave your dog alone for long periods as nuisance can be caused by prolonged barking. We hope that these messages are useful and encourage people to think about how your behaviour affects other people. The coronavirus pandemic has seen a large increase in the number of complaints of anti-social behaviour. Waste There have been three small fires at the Loughborough Waste Transfer Station over the past few weeks. It is likely that batteries wrongly and dangerously put in residual waste collections are the cause of the fires. We are aware, that Charnwood and Serco do not take batteries along with their general waste collection. BUT all shops which sell batteries should have a place in their shops to leave used batteries, especially the larger supermarkets we have in Shepshed. If not when you ask, remind them that this is a rule and ask to see the manager to check where it is kept. Christmas Market Your Borough Cllrs are working with officers at Charnwood to see if they can arrange a market in Shepshed on the run up to Christmas. This year Christmas Day and New Years Day falls on a Friday the usual day for the market, we are hoping something can be sorted. Will keep you informed.

Flooding In Hathern - Progress

Hello again, So, what have we been up to over the last month?

You may have noticed some work being undertaken on the A6 in the last couple of weeks. This was Leicestershire County Council & Severn Trent, who have installed a new cattle grid to try and provide a run-off for flooding. This was really positive to see and a good first step in the right direction - we look forward to seeing if it works and keeps the A6 clear!

At the request of the young people we now have two support groups that meet weekly. The Mental Health Support group meet on a Monday night for crafts and chat. This has enabled some young people to come out and get away from their screens for a couple of hours. It has also enabled Passion to put together a tree for the Christmas Tree Festival next month. The other group is the Homework group that the young people were desperate for. The young people that attend can get help and assistance with the work they struggle with at home. One young person has three volunteers trying to help her with Linear equations, (don’t worry I don’t know what they are either hence the amount of help required!). Just as we were struggling a volunteer (who just so happens to be a Maths teacher) came in to say hello! I think this was most definitely a God-sperience moment! She was then tasked with not only helping the young person but also explaining it to the other volunteers. As I always say, “Every day is a learning day!”. We have also been out and about around Shepshed on a Friday evening. This is when we encounter the young people that aren’t attending Passion currently. This proves invaluable when looking at what is needed and when. It has also allowed us to be a visible presence around Shepshed. We are still looking for volunteers to help with the running of Passion. As we move to more targeted groups, we are looking to set an employment group, guiding people on the next part of the journey, work or extended education. Please get in touch if you feel you have a calling to work with young people. An ear to listen is the most needed attribute at this difficult time. I won’t go on anymore as you know I always have a good deal to say! God Bless and stay safe. Together with God we will get through this time. Feasibility Study; Business, Leisure And Municipal Regeneration Project Article by Conservative Group

Shepshed Town Council are actively pursuing an option presented by the majority Conservative Group, to budget for a feasibility study to be undertaken by a consultancy firm, in respect of a potential new leisure, business and municipal centre for Shepshed. Following a report presented and written by Cllrs Popley, Grainger, Northage and Price at a confidential meeting on 28th October. It was agreed by majority to take this proposal further and was discussed at the Estate Meeting held on the 2nd December and it was approved to budget for this within the new financial year 2020/21. Whilst the idea remains firmly in its infancy (and does not necessarily guarantee this new project will occur). It is an encouraging step, toward the possibility of securing such a major infrastructure. The proposal was put forward following Councillors’ listening to resident’s wishes on the subject.

It is very important that we all take care and protect ourselves as well as safely carrying on the great work we are in supporting our communities. Covid-19 Confirmed Covid-19 Cases in Leicestershire Schools As at 20th November the following cases in schools had been reported to the Local Authority. Cases 1008, of these 663 were children, and 345 staff. Charnwood had 308 cases in 64 schools which had not been broken down into staff or children. Charnwood has 79 schools in the district. The above figures are a running total from week commencing 10th August. There are still concerns regarding parents congregating outside of schools, in close contact and without face coverings. Unfortunately, cases are still increasing in Charnwood during lock down and appear to be spreading within households. Leicestershire County Council steps in to extend free school meals Half-a-million pounds was earmarked to extend free school meals during holidays for the rest of this academic year, Leicestershire County Council announced before the Government backed down and agreed to support free school meals. The move is designed to ensure that children and young people won’t go hungry during the Christmas, half-tem and Easter breaks – and will benefit the 12,000 pupils across Leicestershire who are eligible for free school meals. The Leader of the County Council “Welcomed the announcement from Government that they will support local authorities, such as County, with the new grant scheme. County has had to make a lot of tough choices recently and this helps to ease the pressure a little bit. Times are still tough, and we simply can’t have children going hungry during the pandemic. So we’re stepping up to plug the gap and help thousands of families who need support. Schools have already had their half-term but we are committing funding for the rest of this school year. Not only is this the right thing to do, it underlines our commitment to providing the help and support our children and families need.” During the pandemic, the council has also: • Given over half-a-million- pounds of Government funding to food banks and community groups this autumn – Leicestershire’s slice of the £63m from Defra • Launched a £1.5m fund to support communities – a hospice, a homelessness service and a charity supporting young, older and vulnerable people are just three of those awarded money • Established a £750,0000 fund supporting small businesses to get back on their feet – with around £400,000 awarded so far • Set up a dedicated team to ensure the 25,000 people identified as ‘shielded’ by the NHS have support and care in place, if required – delivered hundreds of emergency food parcels and prescriptions. At the time of going to press details of the scheme are being finalised. Criteria for free school meals are set by the Government. Leicestershire to trial lateral flow tests. Test kits will be sent to Leicestershire after the county was added to the list of trial areas. The move follows productive discussions between Leicestershire County Council and the Department of Health and Social Care. It means that the Government will send the council p to 80,000 kits a week as part of its plan to expand asymptomatic testing across the country. The council can draw down from the national supply as needed but is looking to have a stock of 10,000 kits at any one time to deploy rapidly. Help us End Criminal Exploitation of Children in Leicestershire and Rutland Children as young as nine years old are being manipulated and coerced by criminals to commit crimes. The police have recently launched a new film called ”Are you listening “ to help you spot the signs of criminals exploiting children.

The film is designed for adults such as parents, grandparents or other family members and other trusted adults including teachers and sports coaches. Look out for changes in normal behaviour, increased messages or calls, having new belongings that can’t be accounted for and regular absence from school, groups or clubs. The county council is encouraging unpaid carers to apply for a “carers’ passport” which ensures they receive the right support at the right time as they continue in such a valuable role. The identity card has been developed as a response to the difficulties and challenges which carers face, often on a daily basis, as well as giving them important recognition, particularly during the pandemic. The “passport” is recognised across Leicester, Leicestershire and Rutland and is proudly supported by VASL – Leicestershire Support for Carers and their partners in the city and Rutland. During the first lockdown in the spring, Support for Carers worked tirelessly to support carers, with many of them not having the proof to show who they were and as a result, for example, being unable to access supermarkets at the time slots allocated to support the vulnerable. They were also anxious about visiting the person they cared for to provide vital support so the rollout of this new passport is a testament to the dedication and determination of the carers’ support services across Leicestershire and Rutland as they continue to provide support in these difficult times. Carers who are already registered with Support for Carers will automatically receive their wallet-sized passport by post, they can also email the team at Maureen@supportforcarers.org to request a downloadable version for a phone or a lanyard if preferred.

St Botolph’s Church produced a Christian Aid Covid-19 Cookbook, the total raised was £1,050. We are really please with the amount raised as so many things we had planned to do had to be cancelled. It was very much a team effort from the St Botolph’s Christian Aid group, who produced and distributed the cookbooks.

Local Resident Raises A Massive £542.80 At Cake & Coffee Day Article by Roger

On 26th September, Carolyn Necklen raised a massive £542.80 at a cake and coffee day at her home in Linley Avenue, Shepshed. All the cakes were made by Carolyn. There was also a craft stall with all the items for sale made by Lauren Saunders. There were two tables in the front garden and two in the rear garden to enable social distancing. A booking system was in place and people pre booked times to attend. At the end of the day everyone on Carolyn's team was shattered.
