Being unable to meet as a club due to the lockdown, two of our members, Lynn Jackson and Val Bailey elected to adhere to Lions Clubs International motto of “We Serve” and to that end they have made laundry/scrub bags for NHS staff, not only for those working so hard in this county but for staff in establishments including hospitals, nursing homes, care homes and dentists in Scotland, the south east and north west of England and many other places in between as well as the Police at LRI. To date they have produced almost 350 bags which have been greatly appreciated by the recipients and many letters of thanks have been received by Lynn and Val. As fellow Lions we are all very proud of their initiative.
Because of the pandemic lockdown and social distancing, Shepshed Lions Club are unable to have their normal meetings but we are having video meetings via Zoom. Our Presidential handover on 1st June took place this way. Our outgoing President Bill Holland has done a sterling job over the last 18 months for which he has the Club’s thanks but he has now handed over his chain of office to our new incoming President Lynn Jackson. She says “I have the privilege of becoming the new President of Shepshed Lions and I love being part of the Lions family in Shepshed. Charnwood Businesses Claim MuchNeeded Government Grants Article by Charnwood Borough Council Charnwood Borough Council has distributed more than 90% of government funding designed to support businesses through the Coronavirus pandemic. So far 2,442 businesses have received grants totalling £29.46 million since the funding was made available in April. The council has been working tirelessly to ensure eligible businesses receive the much-needed funding as quickly as possible. Cllr Tom Barkley, deputy leader and lead member for finance and property services, said: “Staff across the council are working incredibly hard to pay as much money as possible to businesses in need of support. Knowing we have been able to help so many businesses is heartening, but we will continue to look at further ways to help companies across the borough to work through these difficult times.”
Grants of £10,000 and £25,000 have been distributed to eligible businesses in the retail, hospitality and leisure sectors. Businesses in receipt of business rate discounts have also received funding. Organisations yet to apply should visit the council’s website and complete the short online application form. The government recently announced a further scheme to support businesses who have yet to benefit from grants. A fund of £1.6 million is available in Charnwood. Although broad guidelines were issued by the government, councils have some discretion to develop eligibility criteria, work continues to produce these in Charnwood and it is hoped funds will be available in June. Council Offers £5 Gesture Of Goodwill For Disrupted Waste Service Article by Charnwood Borough Council Garden waste customers across Charnwood are being offered £5 off their next subscription as a gesture of goodwill. Charnwood Borough Council is offering the reduction after collections were disrupted because of the Coronavirus pandemic. Any Charnwood resident who had an active garden waste bin subscription in April 2020 we will receive a £5 discount on their next subscription. Cllr Leigh Harper-Davies, lead member of contracts, said: “Once again, we would like to sincerely apologise for the inconvenience caused by the loss of service. Although the terms and conditions for waste collections mean we do not have to offer compensation for service disruptions, we are offering this £5 as a gesture of goodwill because of these difficult times. We would also like to thank customers for being understanding and supportive of our
recycling and refuse workers who have themselves been fantastic throughout the pandemic." The council’s garden waste service, which costs £40 per bin each year, was paused on March 23 for a month, a limited service was re-introduced on April 20. The discount will be applied automatically for people who pay by direct debit when their subscription is due for renewal. People who pay by invoice will see the discount included. The Council originally though customers affected by the disruption would have an extension to their subscription. However, it has become clear that extending permits would involve significant work take longer to implement than the current proposal. For further information visit www. charnwood.gov.uk/gw_gesture.

Protecting Your Family’s Inheritance Article by Klara Hesling
Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the Trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased's share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children's inheritance is protected. This last point can be of particular interest to couples who have come together and have children from different partners. A PPT can help each person in a relationship ensure that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property they can still sell the property and the proceeds be used to purchase a new property; the terms of the Trust remain over the new property. Shepshed Town Council Article by Brenda Snape
Due to the recent spates of vandalism we had encountered with the Bus Shelter in the Bull Ring, the Town Council decided that the existing shelter would be removed and an alternative design would replace it. The existing Shelter has actually been dismantled and removed, due to the current situation, we are unsure how long it will be before a new one will be installed. The Town Council currently has vacancies for two seats, which, require filling by Co-option. Again, due to the current situation, interviews for the positions have been able to take place, therefore, the matter is being held in abeyance. After the closing date, which was 1st April, we have received 4 applications. We would like to kindly remind residents that Shepshed Cemetery is open for visitors, providing the social distancing rules are adhered to, however, wish to also, remind them that the Cemetery gates will be locked ay 7:00 pm every evening and unlocked at 9:00 am in the mornings. Also, we have been experiencing problems with PPE being disguarded in the Cemetery on the ground, instead of visitors taking it home or disposing of it correctly in the bins. Along Jubilee Walk (former railways lines), CBC has taken the decision to close access through former railway tunnel due to the risk of the brickwork. This bridge is the responsibility of De Lisle Estate, therefore, CBC is trying to contact them to ensure that they carry out the repair. The Wander Garden (Nature Reserve) off Butthole, which belongs to the Town Council is very popular area for local residents, especially since the lockdown, however, the Town Council would like to remind visitors that due to the presence of Newts in the pond (protected species) that dogs are not permitted within the Nature Reserve, replacement notices were displayed on the entrances last week, however, these are repeatedly being deliberately removed. The Town Council would like to appeal to visitors to respect the area during their visit. The planned VE Day In Glenmore Park on Saturday 9th May, 2020 to celebrate 75th Anniversary, of Victory in Europe has been postponed until 2021, a date to announced in due course. Attached are some images of the efforts made by Shepshed residents and businesses for VE Day. Shepshed Town Council has placed an order for new outdoor fitness equipment to be installed in Glenmore Park (unsure when it will actually be fitted, due to the Covid 19 situation).

Since the lockdown began in midMarch, I have seen a such a great community spirit as we have all joined in the national effort to tackle coronavirus. However difficult the past few weeks have been, things do seem to be improving; the number of daily cases is decreasing, some businesses are starting to re-open, and of course the Shepshed & Hathern Eye is starting to be delivered again. Although it is true that we still have a long way to go, I am encouraged to see that we are on the right track towards recovery. It’s due to the efforts of every one of us that has helped get us to this position; and whilst I have praised the NHS and all key workers throughout this pandemic, I would like to place my record on these pages just how much I appreciate all they have done for us. I would also like to thank everyone in Shepshed and Hathern for the incredible community spirit that they have shown over the past few weeks. I recently saw the wonderful video online of the ‘Drive-by, Beep ‘n’ wave’ in support of the residents of Marwood Residential Home in Shepshed. These acts of kindness have occurred on every street and have made a difficult period a lot easier. As we move slowly out of lockdown, it is important that we can get to where we need to go, whilst maintaining social distancing. I know that there are many residents of both Shepshed and Hathern who rely on bus services to get to work and to go out for shopping. I have also heard the concerns of local bus operators worried about the future financial viability of their services. That is why I recently asked a question in the House of Commons about this very topic; asking what steps the Government are taking to ensure the long-term viability of these vital services. I was encouraged to hear from the Minister that are working urgently on package of support for bus operators. Because of the pandemic we are in uncharted territory. My articles normally promote the upcoming events in the village. These have been severely curtailed. Despite this, Hathern Village Association delivered a magnificent Live Lockdown version of the Wicked Festival. Hathern Together are arranging a virtual Open Gardens. The Community Library are going to have a discussion in early June to consider possibilities for reopening. Emma and I remain available for any issues or enquiries you may have. We have been told that we should only contact officers for urgent matters, as they are all still working from home and doing pandemic work than their normal duties. But we can refer urgent issues to them. Because of the dearth of content I am enclosing in my article a feature on myself and my work as a borough councillor which I wrote for the last edition of the Hathern Herald. Unfortunately, it appeared just as the lockdown took hold and it was not possible to deliver it to every house in Hathern. It has been available in several open places but many will not have seen it. I was born and lived, until I was eight, in the tiny villages of Peggs Green and Griffydam in a family of coalminers (both grandfathers and father). We then moved to Sileby and ran a grocer’s shop and finally moved to Loughborough when I was fifteen. My grandfather thought he detected a spark somewhere and launched me onto a course of education. Hence I didn’t follow the mining tradition, the right choice in the end as the mines closed anyway. I went to Loughborough Grammar School, loved learning languages and then to Liverpool University to study German. During that course I spent a year in Germany where I became fluent in German with a Swabian twang. From the age of 15 I took part in exchanges with Schwabisch Hall. Having studied Law and passing the Common professional Exam I couldn’t pass all parts of the Final Exam. That seemed to be telling me something - so I returned to languages. For a while I taught evening classes in German at Loughborough College and also brushed up my schoolboy French and taught A Level. I then qualified in teaching English as a foreign language and spent most of my career teaching English for Speakers of Other Languages, ending up teaching Academic English to foreign students who wanted to study in the UK. I have been married for 39 years to Christine, who was Mayor last year and attended several events in Hathern in that role. I never fancied having children but Christine’s son provided me with triplet step-grandchildren! I love having fun with them, playing football and guitar, growing stuff together on the allotment and taking them to amusement parks. In my free time I read a lot, especially literature and popular science (the ones with no equations!), I love indie and classical music and learning languages, having taught myself to speak Spanish and some Italian. My allotment is where I grow a large amount of the food we eat, over 35 varieties of vegetable. As you may have guessed I’m a vegetarian all the time and a vegan most of the time. I’m fairly active cycling everywhere and I have been playing 5-a-side football every week for nearly 30 years. As I wanted to devote some time to it I waited until retirement before becoming a councillor, having been elected in 2015 and reelected in May 2019. I enjoy trying to get things done for residents and love working in the community. Hathern is perfect for that with so many devoted volunteers and so much to get involved in. I joined the library volunteers when the community library was set up in 2016, do a staffing slot every third Saturday and take part in the annual sponsored walk. I help out at every HVA event and attend Parish Council meeting to deal with any Borough issues that arise.

Campaign Launched To Support Community Effort Charnwood worked with John Storer Charnwood at the start of the coronavirus pandemic to launch the Charnwood Community Action campaign to help support, advice, guide and co-ordinate groups and people who volunteered to help others in the borough. As part of the campaign, the Council supported the community during this difficult time and pledged £100,000 to help with any needs identified as part of this co-ordinated approach. Volunteers and voluntary groups were encouraged to register with John Storer which provided specific advice and guidance needed to ensure everyone’s safety. The borough council’s neighbourhoods team also worked with other voluntary sector organisations to identify what’s already happening in the community and where the Council could provide further help. For the latest information about Council services, please visit www. charnwood.gov.uk/coronavirus Dog Dirt/Litter bins Cllr Radford took a question to Full Council asking that the Bin Policy be looked at again, following an increase in the number of complaints regarding dog poo she is receiving. The reply was not very favourable from the lead member stating that 'The policy was written in 2011 and is still used to allocate new and replacement bins. The policy is well drafted and there are currently no plans to update this.’ Cllr Radford went on to say that it must be cheaper to provide bins than to have to keep going out to clean up areas. She also asked why, when a local publican at the Jolly Farmers. Paul Spencer, was prepared to sponsor a bin at the entrance to Iveshead Lane, this was rejected. A reply Cllr Radford went on to receive from officers stated that they did not receive many complaints regarding litter and dog poo problems, even though your cllrs write to the office on a regular basis regarding these issues. The reply went on to say that unfortunately on these occasions the requests had not been successful as they did not meet our scoring criteria. Can we ask therefore that if you feel there is a problem regarding the above, then please email cleaner.greener@charnwood.gov.uk and copy your ward cllrs in or phone on 01509 634563. The more complaints they receive, might, get us the litter/dog bins in those areas. We would like to remind those residents who do not clean up after their dogs that this could lead to a fine, following concerns raised by residents that some dog owners are even throwing their dog bags full of dog waste over peoples fences into gardens. We ask would you like that to happen to you? Planting Gets Underway At Outwoods Over a thousand trees have been planted at the Outwoods to help the ancient woodland flourish. Charnwood Borough Council who maintain the Outwoods, work alongside the Outwoods Management Committee have planted the trees as part of a restoration project to help return the Outwoods back to its former glory of a natural acid oak woodland. The long-term plans to restore the woodland back to its true and natural historic state got underway last year when the Council started to gradually remove non-native coniferous trees. A total of 1,300 trees have been planted across two areas of the Outwoods which had previously been filled with conifer trees. Community groups, officers and councillors helped to plant lots of native oak and hazel trees and other native species such as rowan and birch are being encouraged to grow back naturally. The long-term Outwoods restoration project is part of a Countryside Stewardship scheme, run by Natural England and the Forestry Commission and aims to preserve the ecology and habitats found in the woodland.
The Outwoods is 110 acres of ancient woodland to the south of Loughborough and is one of the oldest surviving woodland sites in Charnwood. The Outwoods is designated a Site of Special Scientific Interest (SSSI) by Natural England, which means it is protected by law to conserve its wildlife and geology.

Man Who Abandoned Vehicle Left With £1,500 Court Bill A man has been ordered pay more than £1.500 in fines and court costs after failing to move his abandoned vehicle despite several warnings from Charnwood Borough Council.
£1.9 Million Loughborough Town Centre Regeneration Scheme Takes Shape Detailed plans for a £1.9 million regeneration scheme for Loughborough town centre have been revealed by Charnwood. The Bedford Square Gateway Project will transform the southern end of the town centre to create a more attractive and pedestrianfriendly destination for shoppers. The scheme, which covers Bedford Square, Ward’s End and Devonshire Square, aims to increase footfall to boost trade in the area. The project will see footpaths widened and re-paved to create a high-quality and attractive street scene which will showcase the area’s distinct character and heritage. Character street lighting and furniture would also be added and more of the area would be on one level making it more accessible. A large open space in Devonshire Square would be created to host events and the scheme also retains parking and maintains traffic flow in the area. The scheme also includes an improved pedestrian access and lighting to link Devonshire Square and Granby Street car park via Devonshire Lane. A new pedestrian crossing will be added to improve safety and the pedestrian area will increase by nearly a third. Council officers received reports of a vehicle in July 2019 and following a number of warning letters and non attendance at court the owner of the vehicle was found guilty. It is hoped that this demonstrates to people that it is not acceptable to simply abandon your vehicle. Not only can they become a nuisance for residents, but they may be dangerous depending on where they are left. It is important for people to know that the Council will prosecute those who abandon their vehicles and fail to pay fines. Thanks For Taking Part In Loughborough Town Deal Survey More than 2350 people have put forward ideas as part of a project to secure up to £25 million of government funding to transform Loughborough. The Loughborough Town Deal appealed for ideas as it works to secure the funding under the Government’s Town Deal initiative. There were lots of interesting suggestions and they will be considered as Charnwood puts together a town investment plan in the coming months so Charnwood can bid for the funding available. Charnwood needs to make a solid case for the funding and the government have made it clear the community need to be closely involved. Town Deals can be used to redevelop vacant buildings and land, drive private sector investment by supporting small businesses and ensure young people have the skills they need to get good jobs. Communities will also be able to consider how they can boost their transport links and increase access to high-speed broadband. The Town Investment Plan will provide a vision for building on the town’s unique strengths to transform its economic growth prospects. This is the biggest challenge of our lifetime, losing loved ones is devastating and not seeing family and friends has been tough. I would like to take this opportunity in thanking everybody not just the NHS staff, Police, Ambulance staff, refuse collectors, cleaners, delivery people, shop workers, bus drivers, postal workers, back office staff in these establishments and anybody else I have missed, for everything they have done to keep residents safe, especially residents in both Shepshed and Hathern who have been supporting their neighbours at this very difficult time. I would also like to thank residents who been self isolating. I can still be contacted either via email or phone to sort out your problems, but unfortunately cannot hold my regular monthly surgery. My April report did not get published, due to there not being a publication but this can be viewed on my County Council web page. Just remember to look after yourself, there is more information about well being visit Leicestershire.gov.uk/wellbeing-support, or you can join the library and start reading e-books, e-magazines, newspapers and audio books anytime, seven-days-a-week at a time that best for you. Loans are free on most devices and you can get instant access to a range of titles. Audio books are great if you struggle to find the time to sit down and read. They are also a good way to keep children entertained. If you are not already a library member you can join the library at lecicesershire.gov.uk/join-the-library. I have still been doing County Council work and have regular meetings and updates via SKYPE. I have tried to itemise below the works being carried out by County at this very difficult time. Waste Sites - Refuse Tips Residents are well aware that for a period Charnwood did not collect garden waste and Shepshed tip was closed. Due to restrictions of socially distancing still in place County have opened only 7 of the sites in the County, our nearest ones are Mountsorrel and Lount (near Coalville) County are accepting limited types of waste only, residents need to make an appointment to book a time slot to visit this site by either phoning 0116 305 0001 or book on line at www.leicestershire.gov.uk/waste-bookings. Shielding And Protecting Vulnerable People There were 23,734 Leicestershire residents identified as requiring shielding from the new list received on 6th May; this was a significant increase since the previous list (9th April 14,837 people). This increase includes GP referrals, specialist clinician referrals and newly identified NHS patients, no further updates have been received. To date, 13,718 people on the Shielded List have registered for support, of whom 4,717 registered for support obtaining essential supplies and 1,024 with basic care needs. County have contacted over 9,000 people who have registered and district councils have contacted an additional 6,500 people (at 10TH May) of people responding to say that they had existing food networks and no identified care needs. 4,700 people have received a Government food parcel, with over 230 County Council emergency food parcels delivered. Over 40 volunteers, engaged by Voluntary Action Leicestershire (VAL) are undertaking activities including ‘safe and well checks’ (these figures are correct at the time of going to publication). Care Home Care homes in Leicestershire are contacted individually 3 times a week to provide support and gain intelligence on current capacity and status. County estimate that there are 450 care home beds available in the county; of these, over 100 beds are currently available for people who are COVID19 symptomatic. Around a quarter of care homes reported having at least one suspected COVID residents or a person in isolation. Most care home providers are currently reporting sufficient PPE supplies. County

are providing support with infection control, PPE, testing of staff and residents and information and advice. (Again these figures are correct at the time of going to publication). The Council has agreed protocols and a pathway in relation to recovery periods and testing of inpatients prior to discharge into care homes, advising on and checking the isolation requirements following discharge into a care home setting as isolation needs apply to all people discharged from hospital. As a contingency measure County also had access to alternative interim accommodation (local hotel) specifically for those who are COVID 19 positive or symptomatic and who cannot return from hospital to their home in the community or existing care home residence. Inspired To Care The recruitment drive is helping care providers recruit staff. It means they are free to carry on providing services to vulnerable people and supporting those discharged from hospital, helping to free up beds for the NHS. So far, more than 1,200 people have enquired or applied for positions - and around 100 have been offered jobs. To date over 100 have now started vital work. This has been a challenging situation and County are doing everything they can to keep critical services going, particularly those supporting vulnerable people. Keeping People Safe Coping with change and uncertainly during the coronavirus pandemic is challenging, and it is important that we have access to practical support for our mental wellbeing. County has been working closely with our healthcare, public and charity partners to lend a helping hand to those in mental health crisis, and to address a growing need for mental health support across Leicestershire. Tailored information, advice and support is available on the Start a Conversation website: (www.startaconversation.co.uk/advice-andsupport) for those in crisis, who require urgent or emergency help; for those experiencing symptoms of depression or anxiety, who are struggling to cope; and for those who are more worried than usual and wish to improve their mental wellbeing. There are lots of situations that can impact on how you feel but help and support is available if you are struggling to cope. The Start a Conversation website provides advice on: Mental health problems, Abuse and discrimination, big life changes, financial difficulties, substance misuse, lifestyle, children and young people. Just remember SUICIDE is preventable. Watch Out For Children’s Welfare County are asking people to look out for signs of abuse toward children in their family or neighbours during lockdown and to report any concerns they may have. Local safeguarding partners, including the police, councils and health are concerned that, despite a fall in calls since the introduction of social distancing measure, cases of child abuse may be on the rise, with fewer opportunities for it to be seen, reported and stopped. To report concerns about children’s welfare in Leicestershire call 0116 305 0005 (for urgent situations) or report online Leicestershire.gov.uk/report-abuse-of-a-child. Signs that may indicate abuse are:- very young children being left on their own, children looking dirty or not changing their clothes, children are withdrawn or anxious, aggressive or repeated shouting, sounds of hitting or banging and things being broken, children crying for long periods of time and relatives denied access to talk to children by phone or video call. School Re-Opening County want children to go back to school as soon as it is safe to do so. In line with the DFE guidance schools will make decisions on an individual basis, following a risk assessment, about how and when this will happen and the local authority will provide support where needed. County know that a number of schools across
Leicestershire planned to open to wider groups of pupils from 1st June based on plans set out in light of risk assessments. Schools will be extending their opening when school leaders and governors are clear that all actions possible have been taken to make them safe for children, families and staff.

Schools Kept Their Doors Open Around 230 schools have been kept open, every day around 2,400 children attended. County have been helping schools and early years providers stay up to date through daily bulletins and will continue with their support as and when we move towards a recovery phase.

Communities Fund There has never been a more important time to support our communities - and County’s £1.5m communities fund did just that. The sizeable cash pot helped 160 voluntary groups carry on with their vial work despite the inevitable impact coronavirus had on their finances. I am aware that 3 groups in Shepshed received funding. Charities, voluntary and community organisations and social enterprises were invited to apply for a maximum of £25,000 to provide activities to support vulnerable people and those isolating.
