Protecting Your Family Inheritance

Most people hope that their estate will pass on to their children and grandchildren eventually.

But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT).

A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries.

As the surviving partner does not own the deceased’s share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children’s inheritance is protected. This last point can be particular interest to couples who have come together and have children with different partners.

A PPT can help each person in a relationship ensuring that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property, they can still sell the property and the proceeds to be used to purchase a new property, the terms of the Trust remain over the new property.

Als Electronic Shepshed Experience

As the countryside wakes up for a new round of producing colour and growth, we too may well come into new Job, new relationships all the threshold of beginnings.

Last month saw Al’s well being Sunday take to the Facebook platform. I know it’s not the best place for a project like that, and I understand why that might be. Any media platform today whether it’s radio or TV it will lend itself verbal abuse or comment that’s not very constructive.

I don’t honestly know as a Nation why we have become so cynical, generally speaking, but we have. I speak with many people who will not open a Facebook account, because they see the senseless abuse from the uncaring minority. I try on both media platforms as admin to keep any abusive comments to nil, and I will shout out any who do. I want my project to be a safe place for those who support me and it, lets have less opinion and more empathy.

I mentioned in the interview I did with Rosemary Blake that I would like to do more live podshow out in the community. The first one at the beginning of March was a great fundraiser for Passion, and the Al’s “sound for a pound’. Other Saturday podshows have yet to be planned, but yours truly has plenty of ideas, more news later. I will work on a format that will work, its not just enough to pitch up and let it happen, I need a plan A and because it will be live, probably the rest of the alphabet.

Just when we think we have tamed this technology we find there’s more of it, and we have to start again. Maybe it’s good we don’t get to cosy with it, but getting these pods on Facebook isn’t simple.

At the Cancer support group in February we had a visit from Irene who spoke to us about our names and their meanings. Each name given to us by a guardian or parent can have all sorts of connotation’s. Many names are joined and come from other names, ancient and Biblical, very often the names we are given can reflect the work we do. It was all fascinating and informative and I’m hoping to speak with Irene on the poddy, where we can put a feature out, you can send me your names and Irene can give you the background to their meanings.

I’ve commented before writing these missives are very difficult because I write a month behind. So March will be about what’s happened in the past and I can only put down up and coming dates. For those who are new to this very informative ‘Your Local’. Shepshed History Society Article

Tuesday 14th February Shepshed History Society had a very enjoyable evening listening to the fascinating tales of Derbyshire ghosts, which was a very enjoyable talk given by Mr Keith Blood that was full of amusing supernatural tales but more importantly historical facts of Derbys also. Slides were shown depicting the areas of these spookie tales including the very sad story of how two picturesque villages were demolished in order to fill the area with the now famous Lady Bower dam. The church tower that was left as a memorial was usually under water but in the dry weather the tower stood proud, however sadly it soon became prone for vandals

to desecrate it so it was decided to demolish that as well for safety reasons.

Also of interest we learned that in the 1700’s instead of fleeing off to Gretna Green to get married you could go to the church by the name of Charles King and Martyr church in the peak district and get married there without parental consent. This practice however was discontinued in 1804. All in all then it was a very entertaining evening.

The speaker for March has been changed and we can welcome once again an old favourite that has been many times before Mr Gareth King, the topic of his talk still to be decided, but we can be sure of a successful and entertaining evening.

Loughborough Flower Lovers’ Club will be welcoming the acclaimed Richard Twisleton, NAFAS Judge and retired Demonstrator, to its next meeting on Thursday, 16 March, with his demonstration entitled ‘The Art Club’.

Meetings are held at the Amherst School, Gray Street, Loughborough LE11 2DZ from 7.30 pm to 9.30 pm on the third Thursday of each month. There is parking within the school grounds, and the venue is warm and spacious.

Visitors and new members are assured of a very warm welcome, and are charged a small entry fee. Particularly welcome are those who are new to flower arranging.

Central Meditation Group

Central Meditation Group will soon resume meeting after a winter break. Our first event is a Meditation Super Sunday at 2pm on 26th February: two periods of meditation guided by an expert teacher, plenty of wide-ranging discussion, and free tea and coffee! Our weekly meetings resume on 1st March, every Wednesday from 10am until noon. All the events are at Charnwood Road Community Centre in Shepshed, newcomers are always welcome, there is no advance booking (people can just come along on the day), and the cost is minimal (a small charge just to cover the room hire cost). Shepshed Swimming Club Achievements At Leicestershire ASA County Championships

Shepshed Swimming Club (SSC) were delighted to enter seven swimmers into the Leicestershire ASA County Championships over three weekends in January and February 2023. Ewan Brazener, Archie Bryan, Sam Hill, Florrie Marriott, Jade Needham, Rosie Rands and Ava Webb each achieved qualifying times during 2022 which gave them the opportunity to compete against other top swimmers in the county.

The top performer of the SSC swimmers was Florrie Marriott (aged 12) who came third in the girls U13 50m breaststroke – the first medallist for the club in a long time. Florrie also achieved personal bests (PBs) in each of the 50m races in freestyle, backstroke and butterfly finishing each event just outside of the top 8 times for the medal finals.

SSC also had two other finalists – Archie Bryan (16) who finished 7th in the final of the men’s open 50m butterfly and Ava Webb (10) in her first county championships who came 6th in the girls U11 50m breaststroke.

Team manager, Brillo Hill congratulated each of the finalists on their great achievements, “as the smallest competitive swimming club in Leicestershire, we are delighted to have three finalists and one medallist in the county championships. I would also like to congratulate all of our swimmers on achieving qualification times and personally succeeding by performing at their peak in all of the races swam and

supporting each other throughout the championships.”

Ewan Brazener (16), Archie Bryan (16) and Sam Hill (15) all competed in the Mens Open Competition (with no upper age limit) and each smashed PBs in their many events. Ewan, the Boys Captain, competed across eight events over the three weekends and achieved PBs in most events almost qualifying for the final of the 100m freestyle. There was great competition between Ewan, Archie and Sam in a tough open category and they challenged each other to PBs in 100m individual medley (IM), 50m breaststroke and 100m breaststroke.

For the other girls, Jade Needham (16) matched her PB in the Ladies Open 50m breaststroke, Rosie Rands (13) almost knocked a second off her PB in the girls U14 50m freestyle and Ava Webb achieved a PB in the girls U11 50m freestyle.

Shepshed Swimming Club is now looking forward to the resumption of the Winter League Swimming galas and the Diddy League galas for the younger swimmers in the Spring. The club trains on Monday, Thursday and Friday evenings at the swimming pool on the Iveshead campus and is always looking for a new members to join the family friendly club. Swimmers must be aged 7 years or older and be able to confidently swim 25m in three strokes and will be invited for a trial if interested.

Acting Head coach, Dominic Jones said “the club is now looking for new members to join the current team as we look towards being more competitive in the 2024 County Championships and build on this year’s success. We are investing in our coaches to ensure that they have the best skills to assist our swimmers in their development.”

Glazed Salmon Skewers With Sesame Noodles

This is a great way to jazz up salmon – with a Japanese teriyaki sauce glaze served with sesame flavoured noodles. Soak the wooden skewers in water for 30 minutes before threading on the strips of salmon, to prevent them from burning under the hot grill.

Serves 4

Ready in 40 minutes, plus 30 minutes marinating

4 salmon fillets, skinned

6 tbsp teriyaki sauce

1 garlic clove, peeled and crushed

250g packet medium egg noodles

2 tsp sesame seed oil

1 tsp grated root ginger

6 spring onions, trimmed and thinly sliced 40g radishes, trimmed and thinly sliced

2 tbsp sesame seeds

30ml honey, warmed

Slice each salmon fillet widthways into 2 strips and place the strips in a shallow dish. Mix together the teriyaki sauce and garlic and pour over the salmon. Cover and leave to marinate at room temperature for 30 minutes.

Preheat the grill to medium. Thread the strips of salmon onto 8 wooden skewers. Grill the salmon skewers for 3-4 minutes on each side until just cooked through.

Meanwhile, cook the noodles according to the packet instructions. Drain well. Heat the sesame oil in a wok or large non-stick frying pan and add the ginger, spring onions, radishes and sesame seeds. Stir fry for 2-3 minutes then add the noodles and toss well to mix.

Just before serving, brush the salmon skewers with the warmed honey and grill for a further few minutes. Divide the sesame noodles between four serving bowls and top with the salmon skewers.

Tip

To save time, buy a small jar of ready-prepared ginger puree rather than buying fresh root ginger – once opened it will keep in the fridge for a few weeks and is great for adding an Oriental flavour to rice and stir fries.

The Seed Swap at the library today (February 25th) was a success with 21 visitors bringing and taking seeds. So village allotments and gardens will have some more variety. Gill did the afternoon shift and some further exchanges were made and some children were involved. Yet another way the library has provided to keep them off screens and doing something creative. Well done, Phil Clark and Gill Rockett for conceiving and organising this. The remaining seeds will be in the library for a while and then will go to another seed swap. (Due to the time lapse between me writing on the 25th and you receiving the copy it is sometimes too late).

Jaylets on Loughborough Road have put in a planning application to install a café in their front yard which would be open from early morning to late evening claiming that it will enhance tourism. The parish council didn’t receive notification of this for some reason despite the officer sending an email. Residents attended the meeting last week to comment. I offered to ask for the deadline for comments on this to be extended and the officer kindly granted an extension of 2 weeks. If you have a view on this matter, you will have the opportunity to submit it. (Time lapse again! The period will be about over by the time you get this).

I attended the HVA AGM (no more acronyms) last week. It was really sad to hear that they have been forced to confirm that there will be no Wicked Hathern Fest this year. The financial risk is great. Last year’s festival cost 90 grand to put on despite being mostly run by volunteers and the income was less than 50 grand. Thank you to all who supported the event. It is a shame that a lot of people chose not to attend the last 2 events, once because it was a bit windy and once because it was hot. This marvellous facility is only possible because of the phenomenal graft put in by volunteers but they need support from the public to ensure financial solvency. We should show our appreciation for what these local heroes do by buying a ticket and attending. The ticket price has been kept extremely low to enable local people to have a great time for very little compared with a day (and a half) out at the National Space Centre or Conkers.

They will be at the centre of Big Week as usual and will be running the Fireworks event again. That was a roaring success last year and made a hefty profit. This will provide a bit of a buffer in the finances. Don’t forget that they are running the Club as well, giving up their time to staff the bar. Pop down there for a drink, a quiz or musical entertainment and help them make a bit more towards financial security. Ben Hardy retired from the committee after many years’ great service. We all thank him for his massive contribution to the village.

The council contractors have restored the trees in the Woodland which blew over in the wind and so the wood is back in good shape. After consultation on a name for the wood, the one which was suggested the most and which seemed to the parish council as the most appropriate was ‘Avederne’ Wood, the ancient name for the village from the Doomsday Book.

CBC have successfully prosecuted many fly-tipping and dog-fouling offenders recently. In Hathern there have been successes mainly due to the heroic efforts of Trevor Fisher. The council encourages people to report cases of both these annoying activities. Please don’t go rummaging around in rubbish yourself to find evidence. Report it and the officers will find it if the perpetrators are dumb enough to leave signs of ID in there. CBC need evidence in dog-fouling cases. This is possible (but don’t confront people, just discreetly gather evidence) and this has been provided by the public recently. Well done, Trevor and others.

Friday Release Bill

As it stands, if a prisoner has an automatic release date which falls on a Saturday, Sunday or bank holiday, then their release is brought forward to the Friday prior. On the surface, this is a good method to ensure that prisoners do not serve any more time than they have been sentenced to, however, there are a number of issues which arise when a prisoner is released on a Friday.

For example, most public services in Loughborough are closed at the weekend (and bank holidays), which leads to great difficulty for prisoners to access these services when released.

Naturally, this leads to a risk of reoffending, and the figures for this are stark. 30% of adults and 27% of juveniles who reoffend do so within 3 months, perhaps after failing to be able to secure housing or a job and having to turn back to crime. Furthermore, ex-offenders have a much lower rate of employment: with releases in 2011/12 17% of ex-offenders were in P45 of employment one year after release.

In that same year, I was calling for reform of Friday releases for prisoners. As the chair of the reducing re-offending scrutiny panel for Charnwood Borough Council, I looked at patterns of reoffending and what could be implemented to reduce this. I heard evidence from a number of witnesses who attended the panels which significantly changed my opinion on prisons and why it was important to prevent people reoffending in the future. Of course, I firmly believe that if someone has committed a crime

that warrants a term in prison, then this sentence should be served. However, as they leave prison, they certainly should have the chance to change their lives for the better. One important outcome of this was making representations to the local MPs in the Charnwood area on the subject of Friday releases for prisoners.

Recently, I was very pleased to be able to speak in the debate for the ‘Offenders (Day of Release from Detention) Bill’ where I spoke in support of its aims to stop prisoners being released on a Friday and that they will instead be released on a Thursday, allowing them at least 24 hours to access services which can help them with a better rehabilitation, which serves the dual purpose of ensuring ex-offenders lives are easier post-custody, but ultimately also will help to reduce reoffending, which costs the tax payer a significant amount.

Since then, I have joined the Bill Committee for this bill which will allow me to continue to champion this important issue.

Reducing crime and making people in Loughborough feel safe is something which is at the forefront of my agenda, because I know it matters to residents so much. which is one of the reasons tackling crime and antisocial behaviour is a part of my 6-point plan for Loughborough. So, I welcome this bill and the work that it will do to reduce re-offending and I hope to see an impact in Loughborough.

Public Right of Way (PROW)

L13 runs through the proposed development. The legal line of the PROW is shown to be obstructed by the development. At this stage, the LHA requires that either the site layout be amended to show the PROW unobstructed or that details regarding a proposed diversion are detailed in the planning application. It is to be diverted; an application needs to be made to the LPA for a Footpath Diversion Order.

The proposed buffer area, as required by the outline planning permission, will be 25m wide, consisting of a 15m planted buffer to the wood, a 5m wide farmer’s track and then another 5m of defensive planting.

The area (i.e. farmers track) will not be lit at night for the purposes of ensuring a ‘dark corridor’ in front of the White Horse Wood, which is required for ecological purposes. Also, by not providing illumination it discourages the use of the area or any unwanted congregating in the evening.

Charnwood Local Plan 2021-37

A series of public hearings resumed in February as part of the scrutiny process for Charnwood Borough Council’s Local Plan which sets out a vision for growth in the area.

The sessions were paused last year by independent planning inspectors who had been appointed by Government to examine the plan.

They put the hearings on hold to allow more time for the consideration of information relating to Leicester’s unmet housing and employment need. Leicester does not have enough land for the new homes and employment it needs in future years. Councils in Leicestershire have agreed to work together to share this unmet need.

The hearings commenced on Tuesday February 7th at Loughborough Town Hall and was held on various days until February 23rd.

The sessions were open for the public to attend but people were not allowed to make representations unless they had already been invited to do so by

the Local Plan programme officer.

Landlords urged to apply for new licensing schemes Landlords and letting agents with properties in the borough are being urged to check the new licensing requirements and apply online. If they have properties which are affected by the schemes then they must apply for a licence.

The new schemes will enable the Council to work with landlords to ensure their properties are suitable for tenants to live in and are being managed effectively.

The licence fee per application is £700 for five years which will be only used to cover costs to run the licensing schemes.

Christine decided over 18 months ago that she wasn’t going to stand again for re-election to the Borough. Her main reasons besides from family commitments is that she does not feel that Shepshed has been well supported over the years, even for small things such as asking for litter/dog bins, (it does not meet the criteria is always the reply). Also getting blamed for everything such as speeding traffic, dog dirt, parking on pavements and double yellow lines even though this is down to residents.

Christine would like to take this opportunity to thank all the residents who have supported her and kept her informed of issues in their area.

Charnwood will take away her computer sometime in April; therefore she will not be able to answer any enquiries following that date. Christine hopes that whoever is elected they will keep you informed via this magazine.

Centenary celebrations for iconic Carillon Tower Loughborough’s historic war memorial, the Carillon Tower is marking its 100 year anniversary in 2023.

The tower, located in Queens Park in Loughborough is one of the most well-known monuments and instruments in the town and pays tribute to Loughborough servicemen who have lost their lives in conflict since the First World War.

Charnwood will be marking the momentous occasion with a service at the tower on Saturday

July 22nd, exactly 100 years since the Carillon was officially unveiled.

There will be other events throughout the year to mark the centenary.

A total of 47 bells are housed in the Carillon Tower which were cast in Loughborough based John Taylor and Co Bell Foundry, the last major bell foundry in Britain. Loughborough is now synonymous with bells.

Great Central Railway project underway with help of Loughborough Town Deal

The Town Deal is helping keep a Great Central project on track with £280,000 worth of funding. The funding is being used to help create a new heritage locomotive works and education centre at the historic location. Our understanding is that this will incorporate a new viewing platform and class room. It is hoped that this will encourage apprentices.

We understand that the Town Council is getting nearer to purchasing Jubilee Walk from the de Lisle estate. We would like to put it on record our thanks for all the work the Clerk of Town Council and the Chairman, Cllr. David Northage have done to enable this very popular walk come under the ownership of the Town.

Easter will soon be with us, Easter Eggs have been in the shops since just after Christmas and the east bunny is getting ready. I have managed to visit a number of Libraries in the county such as Ratby to see how they are performing as a Community Library. I attended the official opening of Ingeside House (part of Abbeyfield) in Loughborough which has a new dementia unit. Saw the exhibition at the Melton Carnegie Museum in Melton Mowbray created by young people from Long Field Spencer Academy on Make Your Mark.

This will be the last column until after the Charnwood Borough Elections on May 4th due to Purdah. But I will still be available to answer any of your concerns.

Full Council 22nd February

The meeting as usual discussed finances ready for stetting the budget. It was recommended that the budget for 2023/24 totalling £512.1m was agreed.

There were a number of questions asked by fellow councillors and a Notion of Motion was passed on the Hinckley National Rail Freight Interchange. The Leader’s Statement covered a range of topics, from Support for Ukrainian Refugees, the Earthquake in Turkey and Syria, in which he thanked 4 of the Leicestershire Fire fighters who attended and one was from Shepshed together with 4 dogs.

Children and Family Hubs, Family Hubs are a mixture of physical and virtual spaces where all families can easily access a range of information, guidance and support to help give all children the best start in life and ensure families with children 0-19 (or up to 25 with SEND) have the resources they need to improve long term outcomes and reduce inequalities. He went on to mention the Suicide Prevention Conference which was held on 2nd February, Network Rail Performance, Leicestershire Climate and Nature Pact and the Nursery Partnership with the National Forest.

Warning of higher taxes and more cuts to services

The Leader of the County Council, Nick Rushton stated that financial pressure is being felt across the full range of services, not just the ones vulnerable people depend upon like social care, but the services we all benefit from such as road maintenance.

Leicestershire County Council is one of the lowest funded authorities in the country and the current economic crisis means it will have to further tighten its purse strings. A system where a person living in a £1 million Westminster property pays just £1,000 in council tax compared to someone paying £2,500 in a £375,000 property in Coalville cannot be fair.

Cabinet Friday 10th February

At the recent cabinet meeting the main topic was the Medium Term Financial Strategy 2023/24 to 2026/27 (MTFS) and the recommendation was a revenue budget for 2023/24 totalling £512.1m. Other topics discussed were Investing in Leicestershire Programme – Strategy 2023-2027, Passenger Transport Policy and Strategy, Outcome of Consultation on Eligibility for Care Technology Services, The Armed Forces Act 2021, Interim approach to Planning Issues in Charnwood Borough, Response to the City of Leicester Local Plan (2020-2036) Submission Draft Consultation, Leicestershire’s Policy on Admissions to Mainstream Schools; Determination of Admission Arrangement, County Council’s Representative on the East Midlands Freeport Board.

Bus services to face the axe in county

There are up to 26 bus routes across Leicestershire which are facing scrutiny because the county council says it can no longer afford to help keep them running. This is less than 10% of all the bus routes in Leicestershire. If these routes are not used by the public then realistically can we afford to support them? Money saved would be better spent on pot holes which will benefit all residents.

These services have all been subsidised by the Council because they have not traditionally been used by enough passengers for an operator to make a profit. As the saying goes, if you do not use it you could lose it.

Some of the bus routes have been subsidised as much as £200,000 which equates to over £20 per traveller. A large number of the routes being looked at are out towards Melton Mowbray, the nearest ones to affect our area is Service 125 between Leicester, Coalville and Castle Donington and the 159 Coalville to Hinckley.

Multiply Project

Multiply is a national numeracy campaign delivered across the county‘s Adult Learning Service. County received around £2.9m of funding over 3 years until March 2025 to deliver programmes to adults aged 19+ in innovative and creative ways. The successful delivery of the interventions will involve several key partners. These are delivered through Leicestershire Adult Learning Service and curriculum programmes (Go Learn), community partners and engagement and delivery from large FE providers through a procurement process.

Health and taster sessions held

A range of free taster sessions to help support health and wellbeing were offered by County Adult Learning Service Go Learn at venues across the county during February and March.

The ranges of sessions were aimed at improving adult skills. So, if people wanted to get fitter, improve their numeracy, and learn how to sew or just fancy something different these tasters fitted the bill.

Charnwood Road Post Office

The Post Office in Charnwood will be temporary closed, it is a shame as this is a very useful facility which you could use in the evenings and all weekend. Lightbulb provide a range of housing support solutions, aiming to help older and vulnerable people stay safe and well in their own home for as long as possible. Their new Home Gadgets Project is a new way to offer support using smart technology and gadgets. This is a pilot project and during the pilot there is no charge for the loan of equipment. Where equipment requires wi-fi this will need to already be in place and cannot be provided by the project.

To be eligible, you must: live in one of the seven district council areas of Leicestershire: Blaby, Charnwood, Harborough, Hinckley and Bosworth, Melton, North West Leicestershire, Oadby and Wigston be living with dementia, or awaiting diagnosis have a physical, mental or neurological vulnerability agree to provide feedback in exchange for the loan of equipment

Awaken your lawn from its winter slumber with our innovative NutraGreen ‘Spring Ready’ Treatment. Our unique fertiliser only releases when the combination of moisture and soil temperatures are just right (how clever!). This intelligent design has been specially created exclusively for GreenThumb customers; your lovely lawns are the only ones to benefit from it.

Our ‘Spring Ready’ Treatment can endure snow, frost, and even heavy rain on your lawn as it lies dormant waiting for the most effective time to release its nutrients. Subsequent cold weather snaps will halt the fertiliser release, so no need to worry about flushes of growth at the wrong time of the year. We’ve designed our fertiliser to work effectively in cooler climates to encourage healthy growth and colour at the most optimal time for your lawn.

We have also included a

micronutrient feed with our Spring Ready Treatment to help strengthen the grass and to manage any moss in your lawn. At this time of year, your lawn may be struggling to rid itself of persistent moss. Moss thrives in damp and shaded areas; it’s commonly caused by thatch and soil compaction in addition to mowing your lawn too short. With this in mind, it’s important to remember that now is a good time of year for your lawn to benefit from Aeration and Scarification. This machine work is the most effective way to remove the main causes of moss, thatch, and compaction, leaving you with a much healthier lawn.

The blossoming of new plants and increased growth of turfgrasses often correlates with an increase of weeds. Not only are unwanted weeds unsightly, but grass will also have to compete with weeds for light, air, water, and nutrients. To combat this, we will apply herbicide from March which is targeted at active weeks which are present in your lawn.
