I would just like to say how humble I feel that the Residents of Groby and Ratby were able to put their faith in me at the recent County Council Elections. I will work hard for both communities as their local advocate at the County Council. I would like to thank everyone who supported me during the election putting their trust in me. I would especially like to thank Jenny my wife for her total support she spent most of polling day at Ratby Church Rooms.

I have already reported the first speed table coming into Ratby from the direction of Groby as far too sharp and I have asked officers to look into changing the gradient. I would like to thank you all for your support and to remind you all that I am only a phone call or email away. Mobile 07808585825 - Email ozzyoshea@hotmail.com

I am over the moon to have the honour of serving you as your County Councillor over the coming four years, it is a great honour and I hope to prove that I can deliver for you regardless of whether you voted for me or not. During the last five weeks I have knocked on over 4000 doors had the pleasure of talking to many of you during the lovely April weather. Health Matters in yourLOCAL... Hay fever in 2013-Possibly the worst season in decades for sufferers
At the Village Pharmacy in Kirby Muxloe we are fully prepared for possibly the worst season in decades for hay fever sufferers. Hay fever, also known as seasonal allergic rhinitis, affects one in five people in the UK and is mainly caused by grass pollen; it can also be caused by tree pollen. Hay fever is a type of allergy. It happens when your body makes antibodies in response to certain triggers, such as pollen. Pollen (a harmless substance) is seen by the bodies of sufferers as a threat, and they produce an immune response to the proteins contained within the pollen. This immune response produces immunoglobulins and histamines – chemicals that make the thin membranes lining the eyes, nose, sinuses and upper throat swollen and inflamed. This creates the wellknown symptoms of hay fever, usually including sneezing, itchy and watery eyes, and stuffy nose. This year the cold weather has meant a late start for pollen and a delay for the hay fever season. But Professor Roy Kennedy of the National Pollen and Aerobiology Research Unit warned that the pollen burst will now happen in a condensed period and could produce the highest levels for decades, as both grass pollen and tree pollen will be released around the same time. This may sound very daunting for sufferers, but do not panic as there are simple and effective measures that you can do to ensure you get through the season without suffering too much. Avoiding exposure to pollen is the best way to reduce the allergic symptoms of hay fever: Here are a few tips: • Keep windows shut at night and first thing in the morning • Stay indoors when the pollen count is high (between 50 and 150) • Wear wraparound sunglasses. • Don't mow the grass or sit in fields or large areas of grass. • Put some petroleum jelly (Vaseline) just inside your nostrils to trap some of the pollen. • Wash your hands and face regularly. • Avoid going out in the early morning or late
afternoon • Change your clothes and shower when you get home to get the pollen off. • Avoid exposure to other allergens, such as pet fur, or environmental irritants, such as insect sprays or tobacco smoke. In conjunction with the above measures you can also purchase hay fever treatments. Depending on the types of symptoms you get, there will be a product to suit you. The Village Pharmacy Kirby Muxloe stocks everything you can possibly need to get through the season, including the recently advertised Prevalin allergy nasal spray. The different products include: • Antihistamines – These need to be taken daily for the duration of the season and children can take them too. They work for sore eyes, sneezing and runny noses but are not too great for nasal congestion. They should however still be your 1st choice of treatment. Antihistamines can react with other drugs, so come in and talk to one of our Pharmacists to ensure they are suitable for you. • Nasal sprays – The main ones are steroid nasal sprays but there are others such as Prevalin, Sudafed and Otrivine. Nasal sprays are the most effective way of reducing nasal congestion. However these can also interact with certain medication, so please check with us before purchasing a product. • Eye Drops – These are normally antihistamines in eye drop form. These are very good at relieving symptoms of the eyes such as runny, itchy eyes. If you suffer from any other medical condition involving the eyes, please talk to us before purchasing a product. Lastly, if you are a sufferer (1 in 5 of us are), remember to be prepared. Don’t wait for the symptoms to start. Start taking precautions and take anti-allergy medication now so that when the pollen hits the highest in decades your body is fully prepared. If you would like any more information about anything mentioned above or would like to talk to a Pharmacist, please call in to The Village Pharmacy Kirby Muxloe, or call us on 0116 2387353.

LFE Film Evenings LFE Film Evenings will be showing on Thursday 6th June 2013 “Quartet” Category: Drama/comedy [4*], UK 2012, (12A) There are many things to savour about Quartet, Dustin Hoffman’s film set in an English home for elderly musicians, not least the delicious illusion that it might be possible one day to inhabit such a place oneself. In the same genre as The Exotic Marigold Hotel, this is a bittersweet tale of ageing opera singers forced to face their mortality.
Funding helps Ratby Sports Junior Football Club Grow the Game Grassroots football in Ratby has been given a helping hand following a £5,000 Grow the Game grant, from the Football Foundation, the country’s largest sports charity. The grant will allow Ratby Sports Junior Football Club to further develop and invest in the future of the Club with new teams, coaches and improve the facilities for all. Grow the Game funding increases participation in our national game by helping clubs to provide opportunities for new players, or training volunteers to support new players and teams. The programme is delivered in partnership with all of the 46 County FAs and funded by The FA. So far Grow the Game has awarded 874 separate grants worth around £4.2m to grassroots football clubs. Analysis of the monitoring and evaluation so far predicts that this will result in the creation of 3,791 brand new football teams competing in FA-affiliated leagues, 72,872 new players participating each week and 10,959 new qualifications or courses being completed. The key strength of Grow the Game is that its participation increases are sustainable rather than transient. Its grants create a solid infrastructure of teams and newly-trained coaches in which new people can start playing the sport, rather than simply providing temporary activity sessions, which are then vulnerable to drops in participation once the programme ends. Steve Munn, Club Secretary, said: “I’m really thrilled at receiving the grant and would like to thank the County Football Association for all their help, advice and support throughout application process with the Football Foundation. This will mean a great deal to our local community”
Beecham House is a posh retirement home for retired classical musicians. It’s a wondrous mansion of wood-panelled dining rooms and elegant bedrooms, looking out on to rolling gardens in which residents pass the time sketching or playing music. This sanctuary is apparently threatened with closure, and its inhabitants are fighting to keep it open. To raise funds, the annual benefit concert rests on a performance of the final quartet from Verdi’s Rigoletto. The concert is disrupted by the arrival of Jean, an eternal diva and the former wife of one of the residents. Cast: Maggie Smith; Billy Connolly; Michael Gambon; Pauline Collins; Tom Courtenay; Andrew Sachs. Director: Dustin Hoffman. Running time: 2hr. 30min. Venue: the Parish Hall, Kings Drive, LFE. Cost: £5. Doors open at 7.00pm when a complimentary hot drink and biscuits will be provided. The showing starts at 7.30pm.

Paul Thorogood, Chief Executive of the Football Foundation, said: “Grow the Game has become one of the Foundation’s most popular schemes. This additional funding provided by The FA is excellent news for grassroots clubs seeking to start new teams and get their volunteer coaches qualified with FA coaching badges. “This most recent funding window has seen £2.1m invested into 420 clubs right across the country. “Congratulations to Ratby Sports Junior Football Club for working with the Leicester Football Association to secure their £5,000 Grow the Game grant which will increase participation in the region as well as support football development in the area.”

Time for tuition? Do you want to give your child the best possible chance of success in their school studies? Do you want to help them hit the ground running when they return to school after the long summer holidays? First Class Learning can help!
Young Artist of the Year
Meghan Shuttlewood year 12 at Groby Community College has won Young Artist of the Year at the Leicestershire Lord Lieutenant's Young Person of the Year ceremony held at County Hall, 11 April 2013.
During the last fifteen months, since opening our Maths and English tuition centres in Kirby Muxloe and Broughton Astley, we have seen our students come on in leaps and bounds. All of our students have increased in confidence, which has enabled them to tackle new areas of work, and has had a positive effect on their self-esteem. This is key to helping children to realise their potential. As a result, many of our students have achieved impressive test results at school, improved their levels, and some of the older students have progressed up through sets in High School. Our individualised programmes focus improvement on areas identified by a careful assessment. Students work on target areas regularly and frequently. This “little and often” approach has been shown to help to commit new learning to long term memory in a very effective way. Here’s what some of our parents and students have said: "We are so pleased with our daughter's improvement, and her commitment to First Class Learning. She looks forward to going every week. Her confidence has been boosted, and as parents, we cannot thank you both enough.” (Parent) “I have improved in Maths and I have found it helpful at school as well. I have recently achieved a grade 5A in my Maths SATS at school. I couldn't have done this without the help from First Class Learning. Thank you.” (Student) There are many more testimonials, and more information on our website: www.firstclasslearning.co.uk/kirby-muxloe To enquire about a free assessment and first session, please ring 07427 461 823 Or email kirbymuxloe@firstclasslearning.co.uk

The chill wind that blows from Westminster Norman Griffiths reports on the latest development in the Bloors saga The weather has been the topic of conversation for weeks, but hopefully the recent warm spell will not be a flash in the pan. The Jet Stream position and the cold wind from the east has dragged out the winter into what we normally expect to be spring. But anyone standing watching the sheep in the field that Bloors want to develop next to Groby cemetery may sense another chill wind – one that won't just affect Ratby and Groby for 2013 but could have repercussions for every subsequent year and every subsequent generation. Back in December 2012 the Planning Inspector heard the appeal by Bloors against the refusal of planning permission for a housing development on the land which although next to the Groby boundary is actually within the Parish of Ratby. If the builder had been successful local residents may have been left wondering whether they have been flattened by a virtual bulldozer or trampled under a coach and horses. The virtual bulldozer is the need for housing and the belief by some that it is the Government view that only the construction industry can save the economy. This has led to a new streamlined version of planning legislation that has a presumption in favour of sustainable development at it's heart. However, if a council can demonstrate that it has a 5 year supply of sites suitable for development it may still have grounds to say no, though developers who can validly
8
challenge the 5 year supply figures can drive a coach and horses through a decision to refuse planning permission. Pessimism then relief There was fairly widespread pessimism about the likely outcome of the appeal but the report of the Inspector came in record time supporting the decision of the Borough Council. Anxiety turned to relief amongst those who oppose the development, despite the knowledge that there was still an element of risk. Bloors have now made a challenge on legal, not planning, grounds to seek an order from the High Court quashing the decision of the Planning Inspector. Having come this far and spent so much money on a series of planning applications for the site it is clearly good commercial sense for the company to spend a little more challenging the decision to try and clear the final hurdle. When the Inspector's decision was awaited the view amongst those who know about these things was that it could go either way. After a hearing which lasted days the speed of the decision was a surprise, as was it's length – just 5 pages. Bloors legal team will probably have carefully analysed those 5 pages and reviewed all the evidence of the hearing. To use a term like 'forensic examination' of the evidence at the appeal hearing and the report of the Inspector may sound rather over dramatic, but the stakes are high. Given the legal resources and expertise in dealing with such matters available to the
company their legal challenge may contain plenty for the High Court to consider. So now the wait for a decision starts all over again. And it may be a long wait. “These things can take ages – William Davis and Jelson challenged an adverse appeal decision for their site at Coalville and it took 13 months to get a date,” a spokesman for Bloors commented. The chill wind from Westminster Hopefully our weather may be improving but the chill wind from Westminster is set to blow for some time as the Government pins it's hopes of an economic recovery on the building industry and reform of the planning rules. With the debate over a five year supply of sites in the Borough Council area still continuing the comments of Nick Boles, the Planning Minister, will not comfort those who want to retain the field as open countryside. The Daily Telegraph reports that he told senior figures from the property industry that only if councils had “five years supply of immediately developable and deliverable sites” would they “get to make the decisions.” If they haven't the Planning Inspector will make the decisions “according to the policies in the NPPF and the presumption of sustainable development.” On the other hand his comments may please developers, their employees, their materials suppliers and their potential customers. To misquote the old saying it's a chill Westminster wind that blows nobody any good.

Residents may be aware of a group of cars that have been using Ratby as their personal race track, putting road users, pedestrians and children at risk. The Police and other agency partners have been monitoring these vehicles in order to impress upon the young drivers that foolish antics behind the wheel can put residents and themselves at risk. One car has already been stopped and another was caught by an eagle eyed resident churning up the sports field opposite the Burroughs Rec that actually belongs to the school. This was the second time that this has happened and the field is so badly damaged that the children cannot use it this year for their sports day. Well done to Steve Munn who has organised the use of the Sports Club! This car was later identified by the Police and seized under section 59 of the police Reform Act based on the evidence given in a statement by the resident who we would like to thank for doing that. In turn, the school is pressing charges for criminal damages to their field. Whilst we thought that the days of the boy racers were dead and buried, it seems that every so often, someone comes along, generally not from the village as was the case here, and think they can get away with it and that no one will stop them. To anyone thinking they can come into our village and do the same, THINK AGAIN! Co-Op Consultation Evening. A consultation evening was recently held in the village to gain views of local residents regarding the planned application by the Co-op to relocate to the former Geary's Bakery site and develop a larger store along with 13 houses. The evening was well attended and we went along as we sit on the Planning Committee at H.B.B.C. and it was important for us to hear your views. The overriding issue on the night was that of parking on Station Rd. Whilst the application does provide 22 parking spaces in front of the store, there will always be those who wish to park on the road. If the application is successful, then we will of course monitor the situation. We would like to see parking restrictions along Station Road for the length of site to stop people parking on that side of

the road. Ozzy is also looking at the possibility of a Zebra Crossing to assist people crossing Station road at this busy point. On the whole, most residents who attended liked the scheme. Parking outside the Chip Shop Main Street, Ratby. We continue to get reports of inconsiderate parking outside the Chip Shop on a regular basic. We will be requesting again extra patrols from the wardens at Hinckley & Bosworth to deal with this problem. With the Library car park opposite and Stamford Street and Church Lane being so close to park in we simply cannot understand why people insist on parking on double yellow lines causing a danger to other road users, while other law abiding residents park legally in order to get their chips. We have been closely working with our new Beacon Officer Pc Katie Harris on this issue amongst others in the village and they have already completed two weekends on operation Endeavour having officers in plain clothes target this parking issue. We hope that drivers will get the message and not a fine. Future Youth Club Dates Remember 7.30pm Every Other Friday Evening Church Rooms Ratby. May 3rd, 17th and 31st; June 7th and 21st; July 5th. Warning Zone Visit
On 10th April our Year 6 children visited the Warning Zone at Leicester’s Frog Island.
Warning Zone is made up of eight set-piece scenarios: building sites/electricity, underage drinking, risks on the all roads, personal safety, railways, risks around water, fire in the home and arson and criminal damage. The aim of the venture is to present the children with risks and dangers that they may come across in real life situations in a safe, controlled environment. There’s no paper or pens, everything is 'hands-on', and the children receive advice and guidance from spring has finally arrived, Mrs Youn Now Warning Zone volunteers as they try to workthat out what they should do to stay safe in which consists of children from Ye club, The each situation.

Brookvale’s Got Talent!
On Thursday evening 18th April along with parents/carers/grandparents, staff and governors I went along to Groby Community College to enjoy the final of Brookvale’s Got Talent. What an amazing experience! The purpose of the competition was to raise funds for Rainbows, the children’s charity and a most worthy cause. A lot of planning, preparation and hard work had gone into the whole show. Everything was of a very high standard. The finalists consisted of 4 female singers, 1 female accordion player and 2 male double acts. We were treated to a great night’s entertainment. Once all the acts had performed the audience were asked to vote for their favourite act, a very difficult decision as they were all very good and very different. After the interval we were further entertained by ‘The Spice Girls’ (female members of staff) singing ‘Stop!’. They proved a real challenge to Posh, Baby, Ginger, Sporty and Scary! Next we had Tom Jones, (a very senior member of staff), with his able backing group, (The Kitchen Ladies) singing ‘Delilah’. Great Stuff! The entertainment was brought to a close by last year’s competition winner, Katie, singing Jessie J’s, ‘Mamma Knows Best’. The tension was growing – who would win?? Votes were counted and the winner was announced. 1 Sadie, 2 Tom & Ryan, 3 Jack & Mac (pictured). All most deserving winners. Sadie brought the evening to a close by performing once again, her winning song, Christina Perri’s, ‘Jar of Hearts’. A great night, a great production, with over £600 being raised for Rainbows, and Brookvale students we all can be justly proud of. Well done everyone! Ann Dunn - Brookvale High School, Governor

Group fund raising evening Nineteen members from Kirby Muxloe W.I. attended the Group Fund Raising Event held at St. Mary’s Church Hall in L.F.E. on April 23rd... We were introduced to the speaker Paul Thompson who had come to demonstrate the art of donning a Suit of Armour; he was helped by his squire to put on a doublet with mail on the chest, back shoulders and arms. He explained that it is not chain mail, which is from Victorian times, and that it is “mail” a French word for mesh which is put into the garment in a knitting style. The Doublet has to fit like a glove for protection and attached to this are lengths of leather with metal ends called points, a bit like the end of a shoelace, these would go through the holes in the armour and be tied together to keep it in place. Next, on came the shorts which were also made of mail, weighing approximately 20lbs, making the total weight of the complete suit of armour 100 lbs. The footwear was a pair of shoes called Sabaton they were shaped like the scales of a fish and had very pointy toes which served no purpose at all but were considered to be fashionable. Then the Leg Greaves came next, these were shaped to cover and protect the leg muscles and are hinged at the sides to allow for getting on and off horses and the rise and fall movements. These were followed by shoulder covers, elbow plates, forearm plates, breast and back plates, gauntlets for hands, neck brace and finally the helmet, so by completing the Medieval Knight in all his shining glory. Paul had informed us throughout his dressing of the different sayings and where they might have arisen from, he then told us about George, when he was born, how he lived and died and why he was canonised to become Saint George. He spoke of the legends surrounding his battle to save the fair maiden, who was gracefully played by our very own Betty Cullen, who was saved from the dragon. There were two dragons a mummy and baby one, who acted out the battle scene. Saint George is not only the patron Saint of England but of many other countries too. Paul was very knowledgeable about St George and everyone enjoyed his demonstration and anecdotes. We then broke for a faith supper followed by a quiz of 10 questions about William Shakespeare, as it was his birthday too. The raffle was drawn and we were also reminded of the bus trip to Cambridge on 6 August 2013 at a cost of £15 We finished the evening off with singing some old favourites and ending with a rousing chorus of Land of Hope and Glory to the piano accompaniment from Alan Hutchinson and with that the evening came to an end. It was a really excellent evening of entertainment and one that was enjoyed by all.

FILMREVIEW Star Trek Into Darkness - 12A
Star Trek Into Darkness is the latest, darkest installment of one of the best-loved franchises ever and from the director of the new Star Wars movies. Captain Kirk (Chris Pine) leads his crew back to Earth only to find an insider has gone on a spree of destruction that has left his world in ruins. Now he has to enter the heart of darkness to put an end to the violence and get his revenge on the man who has ripped away everything he cherished. Star Trek Into Darkness is a sci-fi adventure with a very dark twist.
The Great Gatsby - 12A The Great Gatsby follows Fitzgerald-like, would-be writer Nick Carraway as he leaves the Midwest and comes to New York City in the spring of 1922, an era of loosening morals, glittering jazz and bootleg kings. Chasing his own American Dream, Nick lands next door to a mysterious, party-giving millionaire, Jay Gatsby, and across the bay from his cousin, Daisy, and her philandering, blueblooded husband, Tom Buchanan. It is thus that Nick is drawn into the captivating world of the super-rich, their illusions, loves and deceits. As Nick bears witness, within and without the world he inhabits, he pens a tale of impossible love, incorruptible dreams and high-octane tragedy, and holds a mirror to our own modern times and struggles.

Tree Planting In Kirby Kirby Muxloe had the good fortune to have been donated 100 trees by the Bradgate Lions for planting in and around the village. It was decided that an appropriate place would be the Cemetery for everyone who visited to enjoy. It was arranged by three groups within the village: Kirby Muxloe Parish Plan; Kirby Muxloe Wildlife and Environmental Group and 15th Leicester Scout Group (Kirby Muxloe). They had planned to do the planting one Sunday in April but unfortunately the weather was against them with snow and frost on the ground. By the time the weather had improved it was quite urgent that the planting was done as soon as possible. All three groups mustered and around 30 people/ scouts soon had the trees in the ground at the cemetery. Hunter Tree Care kindly donated 50 tree guards to the project and they were placed around the saplings for protection.

Whilst she was giving us a potted history she worked on a wreath using bronze wire for the frame, covering it with ivy and straw then decorating it with gerberas, carnations, sunflowers and chrysanthemums etc. She then showed us how to thread seeds and small pieces of dog wood onto wire to add a bit of blink to the overall design and I think you’ll agree it was a marvellous creation which was then entered into our raffle. Jessica also demonstrated how just one or 2 flowers and a little wire can make a stunning design too. Everyone enjoyed the demonstration and listening to Jessica’s tips on how we too could be creative with flowers and we were equally stunned to learn that she was still only 23 years of age, she certainly has packed so much into a short time. Our very own able florists Robbie and Pat made a lovely display for W.I. House this month, I think you’ll agree they are stunning and our thanks go to them both. ‘RED NOSE DAY’ AT BROOKVALE HIGH SCHOOL! Students and staff at Brookvale High School have always relished the opportunity to ‘get stuck in’ and raise money for all sorts of charitable causes, and this year’s Red Nose Day was no exception. Friday 15th March 2013 began with an array of colour and costume, with students arriving to school either in their PJs or dressed as their favourite Super-Hero! Our school has always been a completely safe environment in which to learn, but on this particular Friday we need not have feared, for we had Superman, Spiderman and Captain America (to name but a few) on our patch watching over us! ‘Onesies’ are obviously the name of the game for bedtime, with a variety of animals prowling our corridors and classrooms! Whilst our students were bubbling over with excitement at each other’s dress attire, our staff members sat open-mouthed during our normal Friday morning staff briefing, as our very own Deputy Headteacher, Mr Greg Godwin, announced that if the staff could manage to raise £50 by lunch time, he would allow his head to be shaved during the lunch break!!!! As you can imagine, pockets were raided and purses were rattled and coinage was produced and the required total of £50 was met with ease, and surpassed well before the lunch break began. Mr Godwin lived up to his words and at approximately 1.30pm in our Gymnasium, watched by students and staff alike, paying at least 50p for entrance, Mrs Ruth Goddard, one of our Student Support Officers, produced her trusty (could even have been slightly rusty!!!) clippers and proceeded to glide them over the barnet of Mr Godwin. 15 minutes or so later (Mrs Goodard had already been heard to say ‘There’s not a lot to go at actually!’) the head shave was complete and Mr Godwin was sporting his new look for all to see! At the end of Friday 15th March 2013, the grand total raised for the ‘Red Nose Day’ cause was £902.85 and a thoroughly good day’s fundraising had been enjoyed by all. Elaine Freeman

CHAIRMAN’S REPORT – ANNUAL PARISH MEETING This has been a busy year for the Parish Council and the village. You will recall that the Council co-ordinated the Jubilee Fun Day which involved many of the village groups and was a great success. The Council is currently organising a Coronation Carnival to be held on 27th May, together with many of the village groups and it is hoped that this will also be successful. Allotments The village now has two thriving allotment sites, Pear Tree allotments in Desford Lane and the Taverner Drive site, both of which are leased to the Allotment Association. Skate Park The Council also provided an excellent skate park facility in Ferndale Park, with the support of various grants, i.e., Shires (Leicestershire County Council) Parish & Community Initiative Fund (HBBC), Harlow Timber, Markfield, Ratby & Groby Community Forum, Ratby Community Group. The remainder of funding was provided by the Parish Council. This has proved to be very successful and feedback confirms that this is the best skate park in the county. However, this is slightly marred by the fact that a certain amount of vandalism has occurred on this facility, i.e., graffiti, some of which was extremely offensive. This has to be dealt with by professional graffiti removal experts. There have also been incidences of fire lighting on the area. This was one of the most challenging projects ever tackled by the Council and hopefully this will provide many hours of enjoyment for the youth of the village. Bloor’s Appeal Council was also involved in yet another appeal by Bloors to develop on green wedge land opposite Groby College. Both Ratby & Groby Parish Councils combined efforts to
prevent this development and Borough Councillors and the Clerk gave evidence at the appeal. However, we have since been informed that Bloors have requested a Judicial Review in an attempt to overturn the Appeal decision. Donations The Parish Council also made several donations: Victim Support (Pride Alarms), Ratby Village Society, British Red Cross, Vitalise (Help & Support for local disabled people & carers). It also provided Diamond Jubilee commemorative medals for pre-school and primary school children. In addition, the Council has also purchased Coronation commemorative medals for these children, which will be distributed in due course. Vandalism Vandalism is still occurring in the village. The castle slide at Burroughs Recreation Ground had to be removed as it was badly damaged. Replacement of the equipment will be considered after the new lease is in place. Swing seats at Ferndale Park have also been damaged. It appears that this has been caused by some dog owners allowing their dogs to bite the seats! Trees (a) To mark HM The Queen’s Diamond Jubilee, the Council has planted a Cooper Beech at Jubilee Green. Stepping Stones awarded the Council a grant towards the cost. The brass plaque, granite block and the new Jubilee Green signs were funded entirely by the Parish Council. (b) Bradgate Lions approached the Council and offered 140 trees. These have been planted among an already established copse on the Balance Pond Field. Planting took place earlier this week and it is hoped that these trees will be left to mature. Previous sapling planting was not left to mature, having
been pulled up less than a week after planting. Dog Waste – Litter (a)Dog fouling is still a big problem in the village, despite numerous dog waste bins through the village. Articles have been put in both the Local & Wot by the Borough Councillors and the Parish Council asking dog owners to take responsibility for their animals and clear up after them. (b) Litter – the litter, particularly in the parks is horrendous, despite valiant efforts by the Maintenance Man. There are now two extra litter bins located by the skate park in Ferndale, so there really is no excuse for dropping litter. Our thanks go to the litter pickers who regularly ‘pick’ throughout the village. Flower Tubs Our thanks also go to those villagers, who plant and care for the tubs/planters throughout the village. This is done voluntarily and is much appreciated by the Parish Council. Bench Thanks must also be recorded to the Knighton Trust who kindly donated a bench to the Council. This will be sited on Jubilee Green Owl Seat The Woodland Trust has replaced the owl seat at the Burroughs. A letter of thanks has also been sent by the Council. Wardens Thanks should also be recorded to: Archaeology – Neil Glenister Badger – Jean Harrison Flood – David Truman Footpaths – Ken Harris & Colin Joyce Heritage – Doug Harwood Trees – Iris Hannaford

RATBY
March 2013
Monday 27th May, Coronation Carnival at Ratby Sports Club 2-5pm ..see you there! Get free email updates on local crime: sign up at www.neighbourhoodlink.co.uk Don’t be Distracted Officers in the Force’s Safer Neighbourhood Teams (SNT) have been leafleting the homes of those identified by local police to be vulnerable, including older people – outlining steps they can take to check on the identity of callers. Detective Chief Inspector Richard Ward, Leicestershire Police burglary lead, said: “As we are entering warmer, sunnier months it’s important to be aware of both the front and the rear of your property when opening the door. Always close the rear doors and windows of your property when answering the front door to unfamiliar callers. “We’d urge members of the public to tell us about anything they may deem concerning, to look out for their neighbours and to be empowered to challenge and to turn away doorstep traders.” Empty Your Pockets A spell in the cells can turn out to be more expensive than expected for those arrested in Leicester, Leicestershire and Rutland. When anyone is brought into a custody suite, checks are made to see if they have outstanding fines from earlier offences. Any cash they have on them can be used to pay off those fines, even if they are released without charge in the enquiry they were arrested for. Last year 34 prisoners had a total of £9,322.02 taken from them in this way to pay outstanding fines. Paul Wenlock, manager of Leicestershire’s Economic Crime Unit, said: “Chasing unpaid fines can be a time-consuming and costly process for court service and ultimately the police. So it makes sense for us to try to recover fines when we have the offenders in custody. Even if they only have £10 on them, we can take that and use it to pay towards their debt. It is another step we are able to take to make sure offenders don’t evade justice, and we are doing it in the most efficient way for taxpayers.” Police Support Pavement Parking Campaign Leicestershire police are backing a campaign to stop inconsiderate parking after 50% of drivers in the East Midlands admitted they parked on pavements.
Get involved in Local and Community History! Have you been inspired by the discovery of Richard III, or always wanted to trace your family tree? If so, Local and Community History Month is for you. Little Markfield Farm Open Day
To tackle the problem in Leicestershire, a County-wide awareness campaign, which is supported by The Royal National Institute of Blind People, Leicestershire Police, The Guide Dogs Association and all other Councils in the County of Leicestershire, was launched earlier this year.
This year’s open day is on the 9th June, and we hope that it is going to be bigger and better than the last year as the family is celebrating 100 years of working the land at Little Markfield Farm.
It is hoped that raising awareness about the dangers of pavement parking faced by pedestrians will result in fewer people parking irresponsibly. Councillor Alison Smith, Deputy Leader of the North West Leicestershire District Council and Portfolio Holder for Community Services said: "This inconsiderate parking is a major barrier for people with visual or mobility impairments, wheelchair or mobility scooter users, families with pushchairs and cyclists.
This year we will be having cookery demonstrations, sausage making demonstrations along with craft and food stalls, vintage tractors and machinery, stationary engines, and of course all the animals.
"We hope, through our awareness raising campaign, people will think twice before parking on our pavements and consider pedestrians."
Last year’s event raised £1200 for Derbyshire, Leicestershire and Rutland Air Ambulance as well as for St Michael and All Angels Church of Markfield. There are a few stalls left - if you would like one, contact us on (01530) 242173.
Many of the drivers who admitted they parked on pavements said they didn't think of the danger they posed to people with sight loss, according to a survey commissioned by the Guide Dogs Association. Lesley Pendleton, Leicestershire County Council Cabinet Member for Environment and Transport, said: "We are pleased to be working with partners to raise awareness of this issue. We would just ask people to think about the way they park and consider whether people with buggies or wheelchairs can get by." Inspector Chris Brown, Commander of North West Leicestershire Local Policing Unit, said: "This campaign is about educating motorists to think about others when they park their vehicle and to be aware of the problems they can cause if they park on the pavement. I really welcome this campaign because, by working together, we can improve the situation for people with disabilities and people with push chairs and encourage motorists to consider them when parking." Ratby Neighbourhood Watch asks you all to THINK before you park your car: are YOU being inconsiderate?

Council backs Fit for Work service Leicestershire County Council has stepped in to protect a service that helps people return to work after illness. The council and the county’s two clinical commissioning groups are investing £120,000 in the Fit for Work service, following the end of Government funding. Leicestershire Fit for Work is a not-forprofit service that works with local GPs and patients, to support people with illnesses to remain in or return to work. The scheme was so successful that more than 70 per cent of people who used it over the last year returned to work. It was seen as a national exemplar and the basis for the creation of a national service, which is due to launch next year. Leicestershire County Council’s cabinet has agreed to fund the service for the next year, after the Department for Work and Pensions ceased funding Fit for Work last month.

Your child is in danger Children are safer playing out in the street or their local park than on the internet, says a recent report from the NSPCC. We may warn youngsters about ‘stranger danger’, but we are failing to equip them for new ‘emerging threats’ that are waiting for them on social networking sites and through phenomena such as ‘sexting’ or ‘cyberbullying’. Many children as young as five spend up to six hours a week on the internet, and a quarter of 11 and 12 year olds now see something on the internet every day which worries them. The report also warns that almost three out of 10 children aged 11 – 16 have been bullied over the internet or through a smartphone.
A county council spokesman said: “The council and the clinical commissioning groups have decided to invest in Fit for Work over the next year, so that it can continue to operate and support people until the new, national scheme is launched.” Individuals who are on long term sickness absence can by referred into the service through their GP and details of the service can be found at www.leicesterfit4work.org.uk
NEXT ISSUE OUT
No wonder experts are urging parents to take steps to protect their children from these very real threats. This CAN be done, but children need help.
