Changes to how our communities are policed This month has seen some big changes in Leicestershire Police, in particular around neighbourhood policing. It is the latest in a series of on-going changes to transform how the force delivers service to meet the changing public need and demand. As a result, Blaby and Hinckley policing units have joined and will now be known as the Hinckley and Blaby Neighbourhood Policing Area. I, along with PC Hart, will be your local beat officers Leicester Forest East and Kirby Muxloe but will now be known as Dedicated Neighbourhood Officers. We will also be covering Glenfield. PC’s Harris, Cox, Hale and Riley will make up the Neighbourhood Officers for Ratby and will also cover Groby, Markfield, Market Bosworth and the surrounding villages.

Children set a very wiggly challenge
Leading charity Action for Children is teaming up with The World of Eric Carle™ and encouraging children’s centres, nurseries and groups for under-5s across Leicestershire to host a Giant Wiggle on Thursday 19 March 2015 to celebrate the UK’s most read children’s book, The Very Hungry Caterpillar™. The event will bring together under-5s to wiggle along in giant caterpillar conga lines, encouraging them to help others, and open up their imaginations through storytelling and creative activities. This change in title reflects the change in role to one that is solely focused on the community. Our new role, along with your local PCSOs, will be patrolling streets and dealing with issues relating to public protection, community engagement and anti-social behavior. We will no longer routinely carry out duties such as crime investigation, arrests and attending incidents; instead these will be dealt with by other specialist units. Currently less than 25% of our time is spent working on ‘core neighbourhood’ duties. By shifting tasks to other areas of the force it will free up our time to better engage with local communities and to be more visible in your area. Some of the other big changes to the force are the introduction of a Patrol and Resolution Team, which will attend all emergency and urgent incidents, and a Managed Appointment Unit that will deal directly with people needing to book an appointment with an officer following a non-emergency call. These transformations should see a better policing service for the people of Leicester, Leicestershire and Rutland and, on behalf of me and the rest of the two Dedicated Neighbourhood Teams, we look forward to continuing to work together to ensure your area is a safe place to live, work and visit.

National recognition for teens’ text helpline Tech savvy school nurses from Leicestershire Partnership NHS Trust are up for two national awards in recognition of the outstanding patient experiences they are delivering to pupils in Leicester, Leicestershire and Rutland. Staff have developed a unique ChatHealth messaging service that is bucking healthcare trends and leading the way forward at a national level in making school nursing accessible to young people. The text helpline for 11-19s is a finalist project in two categories of the Patient Experience Network national awards - “Communicating Effectively with Patients and Families” and “Innovative Use of Technology/Social Media.” The pioneering service, which has been codesigned by young people themselves, gives 65,000 young people quicker access to NHS care if they send enquiries from smartphones and mobile devices. Teenagers can ask for help about a range of issues. Nurses say more new students now make contact including more teenage boys who are usually less likely than girls to approach a healthcare professional and talk about their problems. “The teenage years can be a difficult time and we launched the service in 2013 because some young people say they are more likely to ask for support if they’ve got choices about how to get in touch” says Maggie Clarke, Senior Nurse Professional Lead for School Nursing at Leicestershire Partnership NHS Trust. “We continue to offer weekly clinics in schools, for young people who prefer seeing a nurse in person. But the option of sending a text is available all the time. It’s about improving access to help for young people.” School nurses can support children and young people with enquiries relating to a wide range of
health and wellbeing issues including self-harm and bullying, drug and alcohol use, smoking, healthy eating, sexual health and mental health. The team is developing other innovative ways of supporting teens including video-chat clinics and web-forums hosted by nurses – and ChatHealth is now piloting in special schools, increasing support for young people with additional needs. It follows the launch of a trailblazing website for children www.healthforkids.co.uk launched by the Trust early in the year. Judges from the Patient Experience Network said, “It is extremely encouraging to learn about national initiatives which demonstrate a real commitment to ensuring that the voice of the patient is continually being sought through a variety of different and innovative approaches.” The awards are the first of their kind in the UK and celebrate healthcare staff who are developing best practice around improving patient experiences. Winners will be announced at the national awards finals and conference in Birmingham on 11 March 2015. The school nursing service is jointly funded by the city and county councils. “If we engage with young people in more innovative ways they’re more likely to take an interest in their own wellbeing,” says Ernie White, cabinet member for public health at Leicestershire County Council. “If we get healthy dialogue going with young people at an early stage, we’ll help them stay well for much longer as they grow older.”

Kirby Muxloe WI The Kirby Muxloe WI has gotten off to a great start in 2015, although sadly we have had to say goodbye to a few members,we have also welcomed a number of new members too. Our first meeting of the year was a very lively time with everyone trying to catch up on each other’s news, but the President Sue Wareham, soon called everyone to order for a rousing chorus of Jerusalem and the meeting got underway. Sue gave us a brief resume of December’s events including the “Sharing Christmas Supper” we held where members also donated the most gorgeously wrapped Christmas Gifts which were then given to Famille House and Portland House. The trip to Doddington Hall was a great success as was the Stollen Baking Day and the Christmas Carol Service at Glenfield Methodist Church. The speaker this month was to be Tim Thornton talking about Antiques and Collectable Jewellery but unfortunately he had been taken ill. Luckily Linda Lonsdale was able to step into the breach, if somewhat gingerly as she was recovering from a hip operation, but with the help of a friend Linda managed to give a talk on being an “Image Consultant”. Linda is a Leicestershire based image consultant providing various image consultancy services to individuals, corporate clients and seminars. Her role is to guide her clients into choosing the right colour, style, shape that best suited their hair, eye and skin tone. Saying that colours were dived up into the 4 seasons, Spring, Summer, Autumn and Winter. Linda also gave us a few facts about wardrobe contents, one of which in our heart of hearts we probably already new and that was that we only wear 15% of our clothes 85% of the time, might be time to de-clutter ladies. That in a perfect world all our wardrobes would be colour coded and we would all plan our clothes wardrobes accordingly. It certainly sounded easy but having trying to accomplish this for years I know I am still a “works in progress”. It was not just about colour and clothes though, Linda also gives advice on which hair colour to use, make up, shoes, belts, bags etc. Using her expertise Linda guides you through the process of giving you and your wardrobe a complete revamp. Joyce Wright gamely stepped up to be the model for the night and Linda showed us by using various colour swatches of fabric how much difference it made to Joyce’s appearance and she demonstrated that Joyce was definitely a Summer person. Linda gave us a little fun quiz on “Dressing Points” which the majority of us failed miserably, scoring less than half the 20 points up for grabs. I think we may all need to rethink how we look before leaving the house! or maybe we are all just comfortable in our own style. Linda ended the talk by giving us free reign on the colour swatches to see if indeed we were wearing the right colour or if perhaps a change was in order, all great fun anyway.

The search for Volunteers to help run the Library now becomes a matter of urgency. It is essential that we add to the number of applications already received. There will be a variety of roles to be undertaken that will fulfil a wide range of interests and experience.

Whatever it might be, it is a two way thing, you benefit and so does the community.
The show is held at Ratby Sports Club, Desford Lane, on Saturday 8th August at 2pm and is open to everyone to enter, including sections for the under 16's.
The Ratby Library Group’s first AGM was held on Tuesday, 27th January, 2012 and marked the acceptance by the Leicestershire County Council of the Registration of Interest. Members of the group congratulated Graham Stanley for the considerable effort that he put in to preparing and submitting the document.

Bloor Homes Appeal. Although we had won two recent Planning Appeals by Bloor Homes in order to stop them building on Groby Road Ratby. Bloor Homes decided to take the last inspectors decision to the High Court for a judicial review. The Judge went with the inspector’s decision except for an area relating to the Councils 5 year housing supply, so he sent it back to a new inspector to hear a fresh appeal. Ozzy and Linda the Parish Clark together with Groby Borough Councillor Peter Batty and Groby Parish Council Chairman Jim Coley attended all 4 days of the appeal which started on the 20th January. Both Ratby and Groby Parish Council were represented by Simon Stanion a top planning lawyer who has fought this case on two previous occasions. I would not like to call the result but we gave a good argument on the protection of the Green Wedge, The Borough Council argued that Appeal should fail on Prematurity of the application and the pending sites allocation. The Borough Council also argued that it would harm the Green Wedge and would harm the separation between Ratby and Groby. It also argued that they had a 5yr housing supply. We are now in the hands of the Inspector and will have to wait for his decision. We will keep residents up dated.
Continual ASB in Ratby. Ozzy has been made aware that Egg throwing at people’s houses has started again. You will note from last month’s article that Ozzy put a considerable effort in tracing the culprits working with the police. The culprits were traced and admitted the offences and were made to write letters of apology to the residents who had been a victim of their behaviour. We thought that would be the end of the matter. However Ozzy took a further complaint from a resident who lives on Overfield Close on Saturday

morning the 31st January who advised him that they had been the victims again. This time eggs were thrown at their windows at 08:15am that day. Did you see anyone in Overfield Close at that time on the 31st January if so you can contact Ozzy in confidence or you can call the police on 101and pass any information to them Pc 4675 Katie Harris is our local Beacon officer. We need to put a stop to this straight aware. This behaviour is having a detrimental effect on the resident’s lives not to mention the trouble they have to go to in order to clean their windows and brick work.
Council House Complaints Procedure. A change is being implemented at HBBC regarding complaint procedures by tenants who have been through stage 1 and stage 2 and are still not satisfied that their complaint has been dealt with in a satisfactory manner. Previously, complaints were referred to the Local Government Ombudsman but now it will go to the Housing Ombudsman. Also a further stage is to be added to the complaints procedure. If a Tenant has exhausted the corporate complaints process, they will be encouraged to seek the help of a “designated person “to help resolve complaints locally before any referral to the Housing Ombudsman. Designated persons are defined in the Localism Act 2011 as an MP or local Councillor. Their role is to facilitate a resolution to the complaint which may involve, •

Discussing matters with the Landlord

Seeking resolution between Tenant and Landlord.
The Designated Person does not have any power over the Landlord's policies or

Cold Calling. We have been made aware that Cold Calling to Council Tenants has been operating locally. Tenants of HBBC were being offered free loft insulation and cavity wall insulation and told the company was working in conjunction with the Council, who would pick up any additional costs involved. This is not the case. HBBC has never entered into any such agreement as these works are carried out by us using approved contractors as part of a rolling works programme. If you are contacted by companies such as Go Green Green Deal Eco Solutions or Easy Solar then please let us or HBBC know. Furthermore, we would remind residents to never give out bank statement details as one lady did. We would also remind Tenants of HBBC that they need permission from the Council before any work is carried out to their property. “LIFE IS WAITING” Lent Course
Contrary to the statement made in last month’s issue, Ratby Parish Council has not given up on retaining a library service. Legally, a Parish Council is not allowed to run a library without the General Power of Competence which this Council does not possess, neither does many other parishes in Hinckley and Bosworth.
… is the intriguing title for the Lent course that will be offered in Ratby Parish for this coming Lenten period.
The Council, therefore, had to rely on a community partnership, formed by the residents of the parish made up of a committee and volunteers.
Based on the film ‘The Terminal’ which follows the journey of a visitor to the USA, who, in mid-transit finds that his country has changed government and his visa plus passport cancelled.
The proposal put to the Ratby Library Group was for the Parish Council to purchase the site and their group to run the library. This was rejected , since the R L G want to try and make it self financing. We had little choice after this decision was taken by Ratby Library Group, as there was very little time to form another group and, as stated, we were not legally in a position to run it ourselves. We are not a Council that gives up that easily and are still pursuing all possibilities to ensure we have some type of library service. We have already funded the Ratby Library Group with their questionnaire and a series of meetings so to say that we are not interested is exaggerated. Ratby Council are still in negotiations with County Council in trying to purchase the site for the village. For all those people that volunteered as part of the Parish Council proposal, for which we are very grateful, are you willing to work with the Ratby Library Group. Due to the Date Protection Act, we are unable to pass over your contact details without your permission. If you are happy for your details to be passed on to RLG please contact the Clerk.

During Lent we will meet each week at the Ratby Methodist Church, starting at 7.45pm with a finish time of 9.15pm. The five Lent Course sessions will include extracts from the film, discussions, questions, and a review of relevant Bible Passages. A short Evening Prayer will also be offered for those who would like to stay on afterwards.

On Thursday 18th December Earth Class from Ratby Primary School visited the village centre to add a splash of colour. The whole class participated, digging and planting to create a wonderful display for the village. Surprisingly, a large majority of the class didn’t realise they had such green fingers and wanted to do more! We hope you enjoy the flowers.

On Friday 16th January most of our year 5 children visited the LG Arena in for the incredible opportunity of Young Voices! There were 5,763 children all singing the same amazing songs that we had put so much time into learning. “It was epic!!!” stated Sophie, from Venus. We left school at midday and as we didn’t get back to school until 11.00 p.m. it meant we had spent 11 hours in Birmingham!

The recent announcement that NatWest is to close its Anstey Branch in March (along with Syston) prompted me to share some pictures drawn from the Anstey Millennium Collection. Banking in Anstey started at the end of the 19thC with the Northamptonshire Union Bank (1836-1920) responding to the needs of the rapidly growing Boot and Shoe industry and it’s workforce in the village. (Picture 898) shows the building in the Nook in 1920 when the Northamptonshire Union Bank merged with the National Provincial Bank (1836-1970) – Later (picture 900) c1961 together with the interior shot (picture 901) with a notice announcing the arrival of a Saturday banking service. At the same time that the Northamptonshire Union came to Anstey, the Westminster Bank (1834-1968) rented a front room of Eric and Adah Johnstone’s terraced cottage home at 44 Bradgate Road (picture 896) c1968 – this branch was only open once a week on payday Friday at 10am to noon and was manned by one cashier and a guard. July 1968 aw the merger of the Westminster (and closure of the Bradgate Road branch) with the National Provincial (picture 902) which became The National Westminster Bank and in turn today’s NatWest – (picture’s 903 and 904) show the interior in 1990.

Along with this donation, Wishes 4 Kids were able to send her, her family, for a magical four day VIP visit where she met with all the princesses!

As I reported in last month’s report the County Councils Cabinet has now approved the new tapering packages that are on offer to Community Groups wishing to run their own Local Library. Ratby Library Group has now submitted their application to run a community Library. Ratby Parish Council has also submitted an interest and is fully supportive of retaining library services within our village. As your County Councillor I will do everything I can within my power to protect the library services for residents.
Gritting. On the evening of Thursday 29th January Gritting Lorries were out across the County gritting all priority roads but the snow fall came again later on during the night which then froze over. Ratby has several roads that are on the Priority 2 route and I have requested they are gritted during this severe cold patch.
MOBILE LIBRARIES CONSULTATION Have your say on proposed changes to the mobile library service. Following agreement of the new model for providing Library Services in the County, there is now a need to ensure that the mobile library service can meet local needs with an
effective, flexible and reliable service across Leicestershire. In order to do this the Council is consulting on a number of proposals. The council is proposing to: • Change the frequency of visits to locations currently served by a mobile library to either once every 3 weeks or once a month from a current fortnightly visit. • Update the network of mobile library stops to take account of new developments and to reflect actual service usage. • Make any changes from September this year following a Cabinet decision in April. • Consultation documents and surveys are available online using the link below: www.leics.gov.uk/haveyoursay/ mobilelibraries Hard copies of the mobile library service consultation document with residents survey will be available at mobile libraries, at all static libraries or by calling 0116 305 4699. Sunday Lunch Club Ratby Church Rooms In October 2011 we launched our lunch club in our Church rooms. Sunday lunch has traditionally been a family occasion but it can be a very lonely time for some people so we thought it would be an opportunity for us as a church to offer a hand of friendship to elderly or disabled people and also to those people who live alone, by inviting them to join us on the last Sunday of each month. We cook a three course meal which is always well received. But most important is the chance for everyone to socialise and have a good natter! For those people who need transport we have a small band of volunteer drivers who are happy to arrange a lift.. We do not make a formal charge for the meal as this is not a fund raising initiative however we are happy to receive a small donation to help us to provide the food for the next meal. We now have approximately 45 people who just love to come to the lunch club and if you would like to join us please give me a ring. We would love to see you. The Dogs Trust continues to stress that people should not buy dogs on a whim. The rise of internet sales and puppy farms means that abandoned pets are still a big problem.
David Bull, head of the county council’s Trading Standards Service, said: “Our investigations have found that some mattresses, being sold on the door step, did not comply with the British Safety standard.

One man handed in his dog to the charity explaining he couldn’t keep him because “he looked different after we had walked him in the rain.” Another family complained: “he wags its tail too much”; another that “he chases frogs”; while for another it was because “he was scared of the cat next door.” Energy levels came into it: one owner gave up because “all he did was sleep; we wanted a dog to play with”, while another had the opposite reason: “Too playful; we haven’t sat down since we got him.” (Shame those two families didn’t just swop dogs.)

Richard Blunt, the county council’s cabinet member for adult learning, said: “We’re offering a variety of enjoyable courses which we believe can have a positive impact on lives. “There’s the chance to learn useful new skills with hundreds of part-time courses to choose from with some of them leading to a recognised qualification.” Among the courses available include tips on finance, how to improve confidence, cookery, art, writing and pottery classes as well as health and wellbeing interests such as Pilates, ballet and yoga. There’s also entry into a free prize draw when adult learners recommend a friend and a chance, if successful, to win back course tuition fees.
