Anstey’s Summer Gala is ran by a group of volunteers from the local area, but this group is getting smaller and smaller each year! This is having an impact on the running of the Galas we are able to put on. We are doing our best to ensure each gala is as good as the last one but with so few on the committee, it is getting harder.

THE MONDAY CLUB CROPSTON AND THURCASTON

Annual General Meeting The Monday Club held its Annual General Meeting on 11th February 2019. Copies of the previous AGM and the current financial statement were circulated. The Club Leader/Secretary briefly dealt with the formal side of business, and then reminded us of last year’s highlights. We have a membership of around 23 ladies, and always welcome visitors including men. The Club is publicised in several ways, with colourful posters placed around the local villages, and by word of mouth. We are also grateful to several local magazines who i nclude our reports. We were fortunate enough to have two speakers willing to step in at short notice, when the original people booked were unwell. Last year we were able to make donations to LOROS and to Heart Link from funds raised. Our programme for 2019 promises to be interesting, with a variety of speakers. We shall also have an outing in May, a strawberry tea in July, and an early Christmas lunch with entertainment.

The Committee Members spoke in turn about their activities; as nobody else wished to take on any of the roles, it was agreed that existing members would continue for another year. Particular thanks are due to our Club Leader/Secretary; those present gave a round of applause in appreciation to everyone. Whilst enjoying our tea/coffee and cakes, we taxed our brains to complete a quiz about the meanings of unfamiliar words, and the afternoon concluded with one of our members reading her own poem celebrating the birds and other wildlife which we can enjoy seeing around Bradgate Park. Our meetings start at 2.15pm on the second Monday of each month. On 11th March we shall hear about “May Clements’ War” (character in WWII portrayed by Mrs Sandra Moore), followed by “Rickshaws and Chopsticks” on 8th April. Please see local posters for details. Spring is just around the corner and we will already be past the bleak winter months, The Royal British Legion in Anstey are looking for new Members you do not need to have been in the armed forces to be a member everyone is welcome. This branch is important for the local village of Anstey but if we do not get new members involved we may have to close. We Only meet once a month on the 2nd Monday of every month. The March meeting is Monday 11.3.2019 at the Stadon Club Bradgate Road Anstey at 7.30pm. If you do not want be be a member but could offer some spare time to volunteer please get in touch as we would be grateful for help on Anstey Gala Day and during the Poppy appeal. Thurcaston and Cropston Gardening Club

In his illustrated talk, Adam introduced us to a wide range of glorious plants that are guaranteed to succeed, whether in borders, pots or baskets. His talk was full of inspiring planting ideas designed to fire the imagination.

The Gardening Club meets in the Thurcaston and Cropston Memorial Hall

Wednesday 13 March, 7.45pm Colourful Summer Containers Arthur Parkinson Arthur Parkinson is a plant photographer and florist, best known for creating a cutting garden in the courtyard of the famous potter Emma Bridgewater. Recently become assistant to the renowned gardener and florist Sarah Raven.

Adam covered a huge amount of ideas and tips in this talk. He suggested good plants to grow from seed, plants to grow in pots, and grow your own fruit and vegetable. In addition, he showed photographs from

THURCASTON AND CROPSTON LOCAL HISTORY SOCIETY The Leicester and Swannington Railway Today: a Photographic Journey was the subject for the February meeting of the Thurcaston and Cropston Local History Society. Speaker Bill Pemberton, treasurer of the Leics. Industrial History Society, addressed the history of this first coal-transporting railway in Leicestershire, and took us through a fascinating photographic tour of what can still be seen today. Coal from the Swannington area was mined from the 13th century. With Leicester’s 19th century population explosion, however, demand rapidly increased. Packhorses along muddy tracks were no longer good enough. The Leicestershire mine owners competed with the Nottinghamshire and Derbyshire miners, who had the advantage of transport along the 1779 Erewash Canal and the River Soar. The Charnwood Forest Canal (built 1794) enabled Leicestershire mine owners to remain competitive, at least until the collapse in 1799 of the Blackbrook Reservoir Dam that fed the canal. In the late 1820s, Swannington coalmine owner William Stenson and colleague William Ellis approached George Stephenson, the famous railway engineer. He said ‘Yes’ to the Glenfield tunnel project, putting it in the hands of his son Robert. Construction began in 1830. The Leicester and Swannington Railway line opened in 1832. Other coalmines along the 16 miles single-track route benefitted, such as Stenson’s mines at Whitwick. Furthermore, passengers could travel with the coal. Hence the various Railway Inns en route. The rail route from Swannington to its West Bridge terminus in Leicester passed through Coalville, Bardon, Bagworth, Merilees, Desford, Ratby and Glenfield. Engineering challenges included the Swannington incline, the Bagworth incline and the hill between Glenfield and Leicester. The Swannington incline required a stationary steam powered winding engine to lift the coal wagons to a train system at the top. The Bagworth challenge required a system of lowering full wagons of coal down the incline to join another train at the bottom. The Glenfield Tunnel opened in 1832, allowing rail transport of coal into Leicester’s West Bridge station. In 1846, the Midland Railway bought out the L&SR, and used its middle part, now double-track, as part of their Leicester to Burton-on-Trent line. The Swannington branch line closed in 1948. The pumps at the former Calcutta colliery were kept operating until 1947, to prevent deeper mines elsewhere from flooding. The Leicester branch from Desford to the West Bridge station closed in the mid-1960s. The second part of Bill’s talk was a fascinating photographic record of those historical remnants of the old line still visible to walkers exploring the old track today. He ended with images of that part of the Glenfield Tunnel that is still open for organised group visits. Those wanting to visit the Tunnel should contact the Leics. Elections briefing for prospective candidates and agents A briefing session is being held for people considering standing in the Charnwood Borough Council elections in May. Suzanne Hooper It was with great sadness I attended a service of celebration and thanksgiving for the life of Suzanne Hooper at Rothley Church on Thursday 24th January. Suzanne was the wife of our past Rector at Newtown Linford, Peter Hooper who was also a Governor with me at the local Primary School. I understand Sue had a great passion as an environmental activist, she disliked waste and anything that did not reflect the careful stewardship of our planet. Sue was a keen gardener, with our service sheets there was a small strip of paper containing a selection of wild flowers. I will plant these seeds in the Spring in her memory. She will be missed by so many people whose lives were touched by this remarkable lady.

Planning Update The planning application which proposed the demolition of the existing dwelling at no. 440 Bradgate Road, Newtown Linford and the erection of 3 detached dwellings and alterations to vehicular access has been refused permission by Charnwood Borough Council. Due to this decision I agreed with officers that this application could be decided by officer delegated powers and not go to a Planning Committee. The reasons for refusal included: The proposed rear dwellings would be accessed by a narrow driveway and parking and turning areas, the location of the dwellings would lead to an unacceptable loss of amenity, by reason of noise and disturbance to the occupiers of existing properties Nos. 434,438 and 422. In the opinion of the Local Planning Authority that the development of dwellings on plots 2&3 on garden land to the rear of existing ribbon development fronting Bradgate Road would represent an unsatisfactory extension to the built form of Newtown Linford. The full

reasons can be viewed on the Council website under planning application number P/18/2140/2. I also recorded my views that this location was in an unsustainable location where the car would be the main mode of transport. There was an enormous amount of interest from residents in Woodhouse Parish, when a recent planning application was decided by Charnwood Borough Council. This was a proposal to build up to 50 dwellings on land adjacent to Maplewell Road, Woodhouse Eaves. I recall, I stated I would keep residents informed and updated on the current position. Charnwood Borough Council have now received notification that the applicants have appealed the decision to refuse planning permission. This appeal will now be determined by a Government Planning Inspector. The applicants have requested that this appeal is decided by a hearing, giving detailed reasons on why they think a hearing is necessary. Details can be found on the Charnwood Borough Council website under planning application number P/18/0715/2. Due to the interest in this application I will be asking that the hearing takes place at a local venue. In my view, it will be important that local residents engage in the appeal process, especially if and when a hearing takes place. I understand previous objections sent to Charnwood Borough Council will be sent to the Planning Inspectorate. Any further observations and objections may be sent to the Inspector once details of the appeal are known. I will keep you informed as this appeal progresses. I have also been involved with a long outstanding planning application for the erection of two semi-detached dwellings on land adjacent to the former Bradgate Park

The reasons for refusal include: references to this site being in the designated Woodhouse Eaves Conservation Area, for which the conservation area character appraisal identifies the importance of trees to its character, particularly those on Brand Hill. It is considered that the proposal would introduce significant built form and the result in the loss of trees.

Five Year Housing Land Supply In my report last month I referred to asking a question at Charnwood Borough Council meeting about this crucial part of the planning process. In my view, this has become a most important measure, to maintain a five year housing land supply within the Borough. This could also be helpful as it may be part of the decision making process when the Inspector is deciding the appeal for the Maplewell Road site. Included in the answer to my question it was stated: The current housing land supply is set out in the in the Annual Housing Land Supply Statement which identifies a 5.9 year supply. From 1st April 2018 to 31st December 2018 there have been 700 completions and 528 houses provided for by new planning permissions. Overall in terms of direction of travel, the numbers above suggest broad compatibility with a housing requirement of 820 homes a year and a five year supply. I understand the next annual figure will be calculated at the end of March 2019. The statement within the answer to my question gives me some confidence that the five year land supply will be maintained around the level as the current year.

This would mean the Council having one of the lowest Council Tax rates in the country. The Council’s financial position will remain strong which will allow the Council to continue to offer excellent services for residents.

Tackling Fly Tipping Fixed penalty notices have been introduced to take action against people who fail to dispose of their waste correctly and end up being fly-tipped. Charnwood Borough Council can now issue ÂŁ400 fixed penalty notices to people who do not ensure their waste is disposed of by a licenced waste carrier. Anyone who produces waste has a legal duty of care to take reasonable steps to ensure their waste is disposed of in the correct way. If any fly-tipped waste is traced back to the household it came from, the householder can be fined or prosecuted. Residents are reminded to only use a registered waste carrier to dispose of their waste. This can be confirmed by checking their paperwork. Anstey WI Several members of Anstey WI and their friends enjoyed a wonderful workshop at the beautiful home of milliner Louise Brooks where they were royally fed and gently tutored in the art of hatmaking, after eagerly trying on Louise’s own creations. By the end of the day everyone had made a hat, and we members proudly showed them off at the WI meeting a couple of days later, to gratifying admiration. There followed an excellent talk about haunted Leicester from Blue Badge guide Caroline Roberts. Your reporter had previously heard about ghosts in Leicester, but Caroline chose different examples, and recounted them in a lively, interactive way. A man and a woman were heard in a townhouse formerly occupied by an eminent surgeon, and when it was restored two skeletons were found in the cellar. Body snatching was suspected, and once the skeletons had been respectfully reinterred, the noises ceased. Just one example from a fascinating talk.

At our next meeting, on 13th March at 7.30 in the Jubilee Hall, Alan Heggs will speak about a day in the life of a marshall at Silverstone. All visitors will be welcome, regardless of gender.

Report from Anstey Parish Council New Councillor We are delighted to welcome Matt Rogers on to Anstey Parish Council, he was co-opted onto the council at the meeting held on the 5th February. Four members of the public were interested in filling this vacancy and we are hoping to raise more interest in councillor vacancies with the parish election on the 2nd May. There are a number of the current councillors who will not be standing at the next election and we are hoping to have all 14 seats filled. Anstey Parish Council is governed by 14 councillors and every four years they are elected by residents of the village who are eligible to vote. This is an opportunity to make a difference in our community. If you would like to have more of say in the way things are done and become more involved in the local decision making becoming a councillor gives you the opportunity to do this.

ANSTEY CHESS CLUB League update - We have slid down a little and we sit in 8th place out of 9 in Division 5 of the Leicestershire League. To date, we have had 12 matches and we've won 2, drawn 4 and lost 6. So many of those games have literally been on knife edges and could have gone the either way. On 31st January we hosted Kirby Muxloe and we lost 0.5-4.5. This looks like a hammering but ALL of the games could (and probably should) have gone the other way. On 14th February, we played top-of-the-league Latimer 2 who are quite literally coasting their way to the League title and we lost 3-1 in that one. We are 2 points clear of Melton Mowbray's 4th team and hopefully we can stay clear of them and not finish bottom of the standings! We should note though, that this is our first foray into league chess, both for Anstey Chess Club as a brand new club and for almost all of our players who have had zero experience in competitive chess. Free Chess Sessions - I am still running informal sessions for beginners or slightly more experienced players on Saturday mornings from 10am-1pm, with the help of Anstey Community Library. These sessions are for anybody that would like to learn to play chess, has some experience playing chess, or already knows how to play and would like to play some friendly games. These sessions are still free of charge. March Club Nights/Fixtures - Why not come and join us on a club night? 7th March - Club Night 21st March - Club Night 14th March - AWAY fixture vs Market Harborough 3 28th March - Club Night Club Nights tend to be relaxed and quite often, we do a little bit of coaching with our league players. When players have lost, drawn or maybe even won, myself and Mick Sandham give the players practical advice on what they could/should have done. We then usually move on to playing some friendlies amongst ourselves. League matches are a little more intense and require the room to be silent or very little ambient noise.

The Heart of England Chorus What a great response from our mixed “Everyone in Harmony“ course that started last October, some 40 people came along on the first evening, and to date 18 have fully signed up with our newly formed mixed chorus. We even took our newest members to their first “ Singout “ at the Loros Christmas Concert in December which gave them a taste of performance in front of a large and appreciative audience. This coming May we will be attending the annual Barbershop Convention in Bournemouth, competing as a mixed chorus for the first time. I’ve got the freedom of my home back... I felt so frustrated at not being able to use the upstairs rooms in my home and unhappy that I had to have my bed in my front room, instead of sleeping in my own bedroom, but I no longer felt safe using the stairs. February has again been fairly busy with plenty to be getting on with. On Tuesday 29th January I met with staff at the Child Protection and Strengthening Families Team in Loughborough. During the visit I spoke to Social Workers about the work they are doing and how the recent changes into how the teams are set up was working. It was an enjoyable afternoon and these visits certainly help me to understand the excellent work our child protection teams do in the community. On Tuesday 12th February I chaired the Child Protection Panel at County Hall where the panel spent time having a deep look into the performance of the teams and issues arising. On Wednesday 13th February I attended the Children in Care Panel to understand the issues for our children in care and receive an update on our care leavers and their future prospects and what we can do to further support them into adulthood. I have also attended the weekly lead member briefings and cabinet briefings throughout February.

Britain Exiting the EU As we are nearing the date of the expected withdrawal from the EU I thought residents would be interested to know how local councils are preparing to support their communities throughout these changing and challenging times. The Resilience and Business Continuity Team, which is jointly funded by key local authorities and blue-light partners across Leicester, Leicestershire and Rutland (LLR) and is hosted by Leicestershire County Council, has been actively involved in planning for Britain’s exit from the EU. As guidance and intelligence is

released by Central Government this is informing local partners with their preparations. Across the LLR Prepared Partnership a number of things have been done. These include: ➢ Preparation of an assessment of risks relating to a no-deal exit ➢ Service specific planning to address risks – in relation to Council services this has focussed on transport, trading standards and communications issues ➢ Strengthening of the emergency on-call senior management arrangements ➢ The holding of multi-agency exercises and workshops to strengthen preparedness ➢ Attendance at national and regional briefings

➢ Possible disruption of freight at East Midlands Airport, which is a major UK cargo airport ➢ Associated disruption on the transport net work within 5 miles of the airport ➢ Impacts on health services (for instance the availability of medicines). With regard to this risk there are potential knock-on effects for social care services ➢ LLR Prepared Strategic Co-ordinating Group will meet weekly from the middle of February ➢ The partnership is also reporting weekly to Central Government on local preparations and issues arising The Government has recently announced additional funding for Councils and Local Resilience Forums to help them prepare for the EU Exit. Newtown Linford Mobile Library Leicestershire Libraries have reviewed the current pattern of mobile library stops in order to ensure that they remain efficient and effective. Following this review, they looked to delete any stop with three or less customers where there is an alternative stop within the community. The stop at Newtown Linford village hall will now be deleted. The nearest remaining stop is Groby Lane, Newtown Linford. This change will take effect from 1st April 2019.

County Council Budget The full council met on Wednesday 20th February to approve the budget for the 2019/20 financial year. It was approved to raise the council tax by 3.99% which includes a 1% increase for adult social care. This will set a revenue budget of £377 million for 2019/20.

The budget is balanced for the next two years but further savings are needed for the following two years to balance the books. The government is due to conduct the Comprehensive Spending Review sometime this year to look at how funding is split between public services. This review is likely to be announced in the autumn of 2019 and after that point the local authority will be able to plan for the next four years. Leicestershire is also waiting for the outcome of the Fair Funding Review. This will look at the way local government funding is calculated. Leicestershire is one of the lowest funded county areas

in the country. If Leicestershire was funded at the same level as the London Borough of Camden, the county would receive an additional ÂŁ330 million of funding per year. It is hoped the outcome of the Fair Funding Review will also be announced later on this year with the new funding system in place by 2020/21.

Children and Families Wellbeing Service Leicestershire County Council will launch its new Children and Families Wellbeing Service in April. The new-style service will focus on supporting the most vulnerable families in Leicestershire and will bring together four existing services into one. The new integrated service will be delivered from 21 family wellbeing centres across the county, based at existing childrens’ centre sites. Some existing childrens’ centres will close, and in these cases the council is working to ensure as many of the buildings as possible will be used to deliver services to families and the community. Four of the centres will remain open for longer, due to the expiry dates of the leases. Last summer the council’s cabinet earmarked an extra £2m for supporting vulnerable people, meaning six more centres would be able to remain open than originally proposed. The updated proposals have been published following a three-month consultation which attracted nearly 800 responses.

The new 0-19  service will be delivered through drop-in clinics, group work and individual casework. The new service will: ➢ Support vulnerable children aged 0-19 and their families ➢ Operate from 21 buildings across the county – an increase of six centres from the original proposals ➢ Reduce costs by £1.5 million ➢ Deliver support in peoples’ homes and other community venues The four existing services that will form the new service are the Childrens’ Centre programme, Supporting Leicestershire Families (SLF), Youth Offending Service (YOS) and Information, Support and Assessment teams. With more and more people drinking alcohol in the comfort of their own homes rather than going out to public houses, measures may be misjudged or units not accounted for. This is why Age UK Leicester Shire & Rutland are pleased to be working in partnership with Turning Point to deliver the Last Orders Project.

Lunching Ladies The Newtown Linford Ladies’ Lunch Club meets once a month on a Wednesday at Forest Hill Golf Club, Botcheston. We enjoy a chatty three course meal and then sit back to listen to our speaker. Over the past months we have been entertained by a wide variety of excellent speakers with, amongst others, talks entitled ‘To Bead or not to Bead’ by the actress Eliza McClelland; ‘Haunted Leicester’ by Caroline Roberts; ‘Masters of Mirth’ by Mike Storr and Bits and Bobs from a Bygone Era by Bob Neill. On this occasion we had fun trying, more or less successfully, to identify the bits and bobs. We have also enjoyed the music of Edith Piaff and pop songs we could sing along to. We are now looking forward to talks on A Day in the Life of a thoroughly Modern Milliner; Doodle Do (doodles and their meaning); the Great British Sewing Bee; Those Radio Days (theme tunes); Alice in her shoes (our local suffragette); Confessions of a Country Vicar and more. In August we have an outing. Last year we went to Brodsworth Hall, a fascinating house with a beautiful garden. This year we will visit the National Arboretum with its beautiful and moving memorials to our nation’s heroes. We are a friendly group and welcome visitors. Why not come along and try us out. The three course meal with coffee is £16 and if you decide to join our club the annual subscription, which pays for the speakers is, £20.

The Last Orders Project has now been presenting workshops to groups of people for over 2 years. The informal approach and fun props makes the topic light hearted yet educational. After all, who wouldn’t smile at their friends wearing beer goggles?! The aim of the session is always to highlight units and safe drinking. The quiz gives some surprising facts and statistics, sparking a variety of conversations. People reminisce about holidays or celebrations when they may have had that one drink too many! There are often people present at the workshops who are or have been affected by alcohol at some point in their lives. At the end of each session there is information on display about support services for the individual who is affected as well as their loved ones. We are also able to have confidential discussions with people either over the telephone or through a face to face meeting in order to signpost towards the support which they need. Big Home Win for Anstey Rugby Club

Saturday 23rd February was a glorious sunny day when a good sized crowd arrived at Anstey RFC’s Home Ground adjacent to Martin High School on Link Road to see their village club entertain a visiting team from South Leicester.

On Monday 18th February, a packed meeting of the Friends of the Charnwood Forest were given a talk which would make any family genealogist turn green with envy, for Col. Robert Martin gave us a potted history of his family. The talk began with a picture of “The Ship” at Anstey where his family had lived during the 19th century – to get away from it all – but then wound the clock back to 13th century, or possibly 12th.

A full Anstey fifteen including some older returning players backing up the nucleus of our young side were ready for the challenge. A hard fought first half with a couple of tries from Anstey say the score at 15-12 in favour of the visitors at the break. A positive half time team talk from captain Liam Curtis and Anstey were determined to achieve a home win. With tries from Matt Belcher and Dave Bucknor amongst others and conversions from Redmund a home win was had. Final Score Anstey 48, South Leicester 15. So back to the the Coach and Horses Clubhouse to see Wales beat England. We have many more games planned this season leading up to the President’s Day grand finale on Sunday 5th May. Crown support is always welcome. While driving into Anstey from the city or the A46 on Leicester Road you will notice a large banner on the side of our clubhouse aka The Coach and Horses. Go through the door nearest that banner, round to your left is our noticeboard giving details of who’s who and latest match information. Anstey RFC are always ready to welcome new players, experienced or not. As well as playing, the positive social life that goes with Rugby Union is well known. Apart form that playing the game will help get you fit. Our Club Coach, Matt Belcher, organises regular training sessions every Wednesday starting at 6.30pm under floodlights at our ground adjacent to the Martin High School on Link Road. All players both new or regular, experienced or total novices, fit or unfit, old or young are all welcome. Matches are on Saturdays kicking off at 3pm. Col. Martin had been able, through records of the Merchants’ Guild (later the Guild of Freemen), to trace his family back to that date. Succeeding members of his family had also been members of that Guild, so dates, names, places and titles flowed forth in the story. One particular ancestor had been the Mayor of Leicester in 1334, then again in 1338 before becoming an M.P. The family owned ‘Anstey Pastures’ an area of land which lay between the city and Anstey long ago; it is now ‘developed’. The family moved to the Brand in the late 19th century when there was a need to retreat before the advance of the city. It seems that, before they arrived, a ghostly sighting of a lady in black had caused the then owners to demolish the original building and then rebuild it. Whilst this did not deter the ghost, it seemed to have given up after appearing once more, and there have been no recent sightings. Col. Martin lost his grandfather in World War 1, killed in action whilst covering a retreat. His great uncle and a cousin survived and took over the family business, which included by that time the Mountsorrel granite quarry. His great uncle was also instrumental in promoting Loughborough college to university status. Knowing the tendency of Victorian families to have large numbers of surviving off-spring, I was tempted to think that my (late) neighbour, who was a Martin, and my lady-friend’s daughter’s ex, who was also named Martin (son of an American airman), may just be connected. And then I thought....no way. The Freinds meet in the village hall at Woodhouse Eaves, once a month, on a Monday evening. Charnwood The Last Four Years Borough Councillors for Anstey – Deborah Taylor and Paul Baines Borough Councillor for Forest Bradgate – David Snartt As we come to the end of the four-year term at Charnwood Borough Council, we thought residents would be interested to understand further how the Borough Council has progressed throughout this time. We are pleased to report that the Council currently has the 23rd lowest council tax charge out of 201 district councils in the country. Despite local government funding remaining challenging, good financial planning sees the Council’s financial position remaining strong. During the last four years the Council has constantly looked at different ways to provide income to enable them to support the services important to their residents. Charnwood’s last residents’ survey showed how well Charnwood are doing. The majority of residents reported that they were broadly happy with living in the area. The top priority for residents was to feel safe in their own home and the local area. Residents were most satisfied with rubbish being collected on a regular and reliable basis and being able to go to well-maintained parks and green spaces. Charnwood has worked hard over the last four years to ensure these services are maintained and improved. We also thought you would be interested to know some of the items your local Councillors have been involved in within the Anstey and Forest Bradgate Wards. Deborah Taylor and David Snartt have been involved throughout the past four years, recently being joined by Paul Baines, after he won the Anstey byelection in December 2018. We all work closely together and support each other to enable us to be a strong, effective team for our residents. Paul has hit the ground running and has already arranged for an air monitor to be installed near to The Nook to monitor the air quality on one of our most congested areas in Anstey. Paul has also attended his first Anstey Parish Council meeting to deliver his Borough Report as well as his first meetings at the Council. The Council introduced the Member Grant Scheme this year allowing each councillor a £1,000 budget to spend within their wards to support local community groups. Deborah and David have both used their individual £1,000 funding allowance this year to help local organisations within their Wards and to make a difference for residents. Deborah, in her role as Cabinet Member for Communities, Wellbeing and Safety has

been leading the successful Charnwood Community Lottery which has been raising funds for local organisations. From the launch in September 2018 to the  been end of January 2019 over £7,000 has raised for good causes. Within our wards both Anstey Community Library and Bradgate Park Trust are benefitting from the community lottery.

Deborah has worked tirelessly for over a year to secure much needed funding from Bloor Homes, the developers of Fairhaven Farm on Cropston Road, to look at the relocation of the bus stop on Leicester Road. Bloor Homes have now agreed to pay £64,000 to Anstey Parish Council to enable the parish to go out to public consultation to investigate plans for a new bus stop.

Anstey Labour Party selects local Candidates for Charnwood Borough Council Elections - May 2019 Anstey Labour Party has selected Glyn McAllister and Lee Potter as their two prospective candidates for the Charnwood Borough Council Elections in May.

Glyn said: “I was only defeated by 16 votes in the recent Charnwood Council by-election in Anstey. I’m confident that residents will support Lee and me in the forthcoming full council elections in May, and elect us to be a strong voice for Anstey at Charnwood.” Lee is also a long-term resident of Anstey. He first came to the village on the 74 bus for a weekend, and liked it so much that he’s still here thirty years later!

Thurcaston and Cropston Parish Council In “Mamma Mia - Here we go again”, we were, at first, a little confused, while trying to distinguish Sophie, reopening the hotel on the magical Greek island, and the flashbacks to her mother, the young Donna, who starred in the first “Mamma Mia the Movie”. However, our film was an entertaining extravaganza of ABBA songs, dancing and laughter.

Glyn grew up in Anstey, and has lived there for most of his 59 years, now with his wife. He knows the village well and understands the problems residents face. He has been an Anstey Parish Councillor since 2011 and is currently its Vice Chairman. He plays a leading role in the Council, and is keen to ensure that all Anstey residents get the best council services. (saying the best council services they deserve might mean they don’t deserve very much!)

Asked why he wanted to represent the village, Lee said: “I love living in Anstey and have seen it change enormously over the years, not always for the better! Fancy helping out by the waterside? The Baldwin Trust needs 15 volunteers FOLLOWING the launch of a nationwide fund raising campaign during November 2017, The Baldwin Trust, a local waterways based community charity, now has a different problem to solve! The Trust was set up in 1983 to help patients of the Baldwin Ward at the former Leicester Frith Hospital by giving them therapeutic trips on the tranquil waters of the local river and canal system. The Trust is a Charity crewed entirely by volunteers to provide enjoyable days out for people of all ages and physical abilities. The boats are fitted with ramps and lifts for easy access for wheelchairs and other mobility issues. They are also very happy to arrange trips for family and community groups wishing to have a great day on the water. Set the task of securing funds to replace both of its 30+ year old narrow boats; the funding team and volunteers have been successful in raising adequate funds to order the first of the new 68 foot long narrow boats. Construction will start in February and completion is expected during July 2019. Having transported nearly 2,000 members of our community on the canals and rivers of Leicestershire during 2018, the volunteers have been surprised and delighted by the level of support to acquire the first new boat but now find that the Trust needs more volunteers and experienced skippers to man the increased fleet of three boats by August this year! They never expected this to happen so quickly!( They also need money for the second boat!). They have recruited 15 new volunteers during the last 6 months but need at least 15 more to meet the growing demand from disadvantaged people of all ages to enjoy a day on the river! Can you help? Are you interested in using your spare time to help those less able than you? If you enjoy the outdoors and time by the waterside or may have some sailing experience, working with this Trust could be just right for you! The Trust operates 2 boats which are moored at Pillings marina and Thurmaston marina. each boat has a skipper and 2 crew. A busy month with some sunny days as well. Paul has attended his first committee meeting at Charnwood following his election. On Monday 10th February, Paul attended the Overview and Scrutiny meeting that looks at some of the reports going to Cabinet on the Thursday evening. On the agenda this month was the ‘Lightbulb Service Implementation Update’ which improves the customers’ journey through gaining support to remain independent in their own homes and the ‘Capital Strategy (including Treasury Management Strategy) 2019/20’ which looks at how the Council manages their money and investments. Deborah attended some training on Waste and Street Cleansing on Tuesday 29th January and the Cabinet meeting on 14th February. We have both continued to attend various other meetings and spent time on residents’ individual issues.

Local shops Both Deborah and Paul are keen to get the empty shop on Cropston Road tidied up and back into use. They have written to the letting agents to request a site visit to discuss options for the owners. They are awaiting a response but are now considering a more robust campaign to get this great space back into use. Further updates will follow.

Police and Crime Panel As part of Deborah’s role as Lead Member, Deborah is Chair of the Community Safety Partnership (CSP) at Charnwood and sits on the Police and Crime Panel. The panel met on the 1st February 2019 to scrutinise the Police and Crime Commissioners budget. There were plenty of questions asked and the panel unanimously voted to agree to the budget rise of £24.00 for a Band D property for 2019/20. There is always a reluctance to raise taxes but the rise will include the recruitment of 80 additional neighbourhood beat officers for 2019/20 and 27 officers in 2020/21. The majority of the additional officers will be based in Neighbourhood Policing Areas (NPA), significantly increasing the number of officers operating out of local police stations and therefore ensuring greater visibility of officers in and around the neighbourhoods. This approach will be complemented by re-locating current officers to work out of the neighbourhood police areas and for this reason Deborah voted to support the rise. The intention for the 107 additional officers to be deployed as follows: ➢ 60 Neighbourhood Patrol Officers based in the NPA’s

Fly Tipping Fixed penalty notices have been introduced to take action against people who fail to dispose of their waste correctly. Charnwood Borough Council can now issue £400 fixed penalty notices to people who do not ensure their waste is disposed of by a licensed waste carrier. Anyone who produces waste has a legal duty of care to take all reasonable steps to ensure their waste is disposed of in the correct way. If any fly-tipped waste is traced back to the household it came from, the householder can be fined or prosecuted. The fixed penalty notices for breaches of the ‘Duty of Care’ offence provides the Council with an alternative to prosecution in court. The cost of a fixed penalty notice is £400 but there is an early payment incentive of £280 if paid within 10 days. Residents are reminded to only use a registered waste carrier to dispose of their waste. This can be confirmed by checking their paperwork. There are various options for you to dispose of your waste. You can take it to any of the recycling centres in the borough, Shepshed, Mountsorrel and Loughborough. The Borough Council also collects bulky waste from your home and further details can be found on the website: https://www.charnwood.gov .uk/ pages/special_collections If you spot any fly-tipped waste, please call the borough council on 01509 634563 or use their online reporting form: www.charnwood.gov.uk/fly_tipping.

Council Tax Charnwood Borough Council is proposing to raise its share of council tax by 9p a week for a Band D property. The proposed increase would see the annual charge for an average Band D property rise by £5 (4.27%) to £122.09 from 1st April 2019. It is also being proposed to keep the Loughborough Special Rate, paid by residents of Loughborough and the equivalent of a parish precept in villages at the same rate of £74.97. The Council’s Cabinet considered the draft budget plans on Thursday 14th February and supported the proposals. This recommendation will go before the Full Council on Monday 25th February. Local government funding remains challenging and to protect all their frontline services, the Cabinet have put forward what they believe is a reasonable proposal. Council tax pays for a range of services provided by Charnwood Borough Council, Leicestershire County Council, Leicestershire Police and Leicestershire Fire and Rescue and the parish council where you live (or Charnwood Borough Council for residents in Loughborough). The Charnwood element accounts for less than 10% of the total bill.

Charnwood Community Lottery Deborah, as Lead Member for the Charnwood Community Lottery is encouraging residents to get behind the lottery in 2019 to support local causes in the borough. Over 10,000 lottery tickets have been sold and over £7,000 has already been raised for good causes which do amazing work to help residents in our borough since Charnwood Borough Council launched the lottery in September 2018. Charnwood Community Lottery helps raise money for good causes, charities and voluntary organisations. For every £1 ticket purchased, 60p goes towards helping good causes in the borough and people can choose which good cause to support when buying their ticket. Local causes are still able to register for the lottery and people can sign up to play the Charnwood Community Lottery by visiting www.charnwoodlottery.co.uk. Wildlife Trust Charnwood Group Events for Spring 2019 An interesting programme of events is being planned for Spring 2019. Please come along and support your local Wildlife Trust. Wednesday April 10th 2019 at 7.30pm Wildlife of Transylvania A talk by Jamie Gould Jamie is a naturalist and Park Ranger living in the Charnwood Forest area. His talk will explore the rich wildlife of the traditionally farmed landscape of the Tarnava Mare region in Romania. Charnwood Forest is one of our country’s most significant landscapes, a priceless pocket of rich biodiversity, geological and archaeological heritage. This talk will highlight the latest research into this fascinating landscape and will also explain how a new £3.9 million Landscape Partnership project, currently in development, will help people to explore, understand and care for it.

Charnwood Forest Cycle Ride returns for its 9th year

Every mile cycled brings us closer to a cure The Charnwood Forest Cycle Ride is back again for its 9th year running. With up to 300 cyclists taking part last year, the organisers Alex’s Wish are pleased to announce it will be taking place on Sunday, 12th May. This year’s main sponsor is Glynis Wright and Partners, with additional sponsorship from Nisa (Bradleys store) in Rothley, The Woodmans Stroke Pub in Rothley, United Carpets and Jay Webb Consultancy with Pedal Power as the on-site bike specialists. Emma Hallam Charity Founder and Alex’s Mum says “It would be so lovely to have you come along and join us this year - you’ll get a healthy dose of fresh air, enjoy spectacular views around the stunning Charnwood Forest whilst cycling for an incredibly worthwhile cause. It’s a fabulous opportunity to get back into cycling again after the winter months, so whether or not you are a keen cyclist, there’s never been a better time to dust of your bike in time for the summer months. We have a 10-mile, 20-mile and a 50-mile cycle route. The 10-mile route will provide an entry level distance for first time participants, whilst the 50-mile route will be a longer and more challenging route for those who want to push themselves further and the 20 and 50 mile includes a steep climb up Beacon Hill road. We are incredibly well supported locally and it’s always nice to see our supporters out and about on their bikes, having fun and raising much needed funds for Alex’s Wish. The start and finish line is at The Rothley Centre in Rothley, Leicestershire with the route taking place on open roads. “The route is well sign-posted,� explains Emma, “and because the event takes place on a Sunday morning the roads tend to be quiet with traffic. At the end, you’ll be treated to complimentary yummy home cake cakes and refreshments – a perfect thought to get you through the ride.� This is a sponsored ride in aid of Alex’s Wish, a registered charity set-up to raise vital funds for an incurable childhood muscle wasting disease called Duchenne Muscular Dystrophy. Alex’s Wish are investing in innovative medical breakthroughs to help all children lead a longer and more fulfilled life with the aim to finding a cure. All money that is raised through registration fees and sponsorship goes direct to this fantastic cause. ‘Bargains Galore!’ Jumble sale in support of Shuttlewood Clarke Foundation

New fine being introduced to tackle the issue of fly-tipping

Registered charity Shuttlewood Clarke Foundation is pleased to announce a Jumble Sale in support of the Foundation at Markfield congregational church hall on:

Fixed penalty notices have been introduced to take action against people who fail to dispose of their waste correctly and it ends up being fly-tipped.

Charnwood Borough Council can now issue £400 fixed penalty notices to people who do not ensure their waste is disposed of by a licensed waste carrier

Anyone who produces waste has a legal duty of care to take all reasonable steps to ensure their waste is disposed of in the correct way. If any fly-tipped waste is traced back to the household it came from, the householder can be fined or prosecuted. Cllr Margaret Smidowicz, lead member for regulatory services said: “People need to take responsibility for their own waste and ensure it is disposed of correctly. “If fly-tipped waste can be traced back to the household it came from, we’ll now be able to issue fixed penalty notices for a duty of care offence. “It’s all part of the Council’s drive to prevent fly-tipping in the borough. Fly-tipping is a criminal offence and we will not tolerate it in Charnwood. “Fixed penalty notices mean we can fine offenders more quickly than going through the courts when the fines are sometimes of a similar amount. It’s a much speedier process. “However, we will continue to use the court process where appropriate.” The fixed penalty notice for breaches of the ‘Duty of Care’ offence provides the Council with an alternative to prosecution in court. A fixed penalty notice can be issued if: • Fly-tipped waste can be traced back to an individual who is found to have failed to take reasonable steps to ensure they transferred the waste to an authorised person • An unauthorised carrier is found to be carrying household waste that was directly given to them by the occupier of a domestic property

In our increasingly throwaway society it’s so important recycle and reuse unwanted items of clothing and bric a brac! People are reminded to only use a registered waste carrier to dispose of their waste. This can be confirmed by checking their paperwork. Help a toad to cross the road THIS MONTH common toads all over the country will be on the move, heading back to the breeding ponds where they themselves were spawned. Sadly, many will never make it, because of busy roads. If you like toads, you can help them by joining the Toads on Roads project. It keeps a sharp eye out for ‘migratory crossings’ on certain roads. It helps the toads to cross safely, by coordinating local Toad Patrols who will actively help the toads get across the road, and also putting up road warning signs for motorists. Toads on Roads has been running for more than 20 years, and saved thousands of toads.
