Edward Argar MP Member of Parliament for Charnwood While we are fortunate in our area that levels of crime are low, compared to other areas, local residents are understandably concerned when we do fall victim to crime or we hear about breakins or car thefts in the wider area, and I know residents of Anstey, Newtown Linford, and the Bradgate villages, have expressed concerns about this to me in the past. Recently, I had the pleasure of one of my regular catch-up meetings with our local Police in Leicestershire, on this occasion with the Police’s Charnwood Neighbourhood Commander, Inspector Mark Botte, who set out to me his plans to ensure that local residents and businesses continue to be kept safe through effective and visible local policing, support for victims, and positive engagement and communication by the Police with our local communities. As both Charnwood’s local MP, and as a Justice Minister, I see first-hand the amazing work our Police Officers do day-in, day-out for our communities, both in our County, and across the country – and with the news of the recent tragic death of PC Andrew Harper, of Thames Valley Police, we are reminded of the very real risks our Police Officers face every day to keep us safe. While day-to-day funding and operational decisions sit with our Police and Crime Commissioner, Labour’s Lord Bach, and our Chief Constable, Simon Cole, effective policing requires a strong commitment, and partnership, at local and national level, as well as all of us playing our part through taking crime prevention measures. The nature of crime is changing, and policing must adapt to meet those changes, but it is still vitally important that we see Officers out and about on our streets. When I talk to constituents in Anstey, Woodhouse Eaves, and the villages about policing, they tell me they want to see more Police Officers out and about, visible in the villages, preventing and tackling crime. With this in mind, the new Prime Minister, Boris Johnson’s, recent announcement of plans to recruit an additional 20,000 Police Officers, starting in September, is very welcome news. Since I was first elected as Charnwood’s MP in 2015, I have campaigned for Leicestershire to get its fair share of the funding pot, for our local Councils, local schools, and our local Police- and following Leicestershire county MP’s success in the past in securing additional funding for our Councils- I will be campaigning to ensure our county gets allocated a fair share of those new Officers. Our local Police do a great job for all of us who live and work here and deserve our gratitude. A share of these additional Officers, once they are recruited and trained, will help Leicestershire Police do even more to prevent and tackle crime.”
Edible Forest Festival Returns to Charnwood Forest A feast of unique food and drink events from 7-15 September 2019 The annual Edible Forest Festival returns this September to celebrate the best in local food and drink at unique and iconic settings around the ancient woodland of Charnwood Forest. From 7-15 September 2019, there will be a range of tasty food and drink events including afternoon tea in the iconic Old John Tower in Bradgate Park, dining under the stars in one of our unique dining pods, Trappist Brewery Tours, Safari Supper around Charnwood’s fines eateries and another outstanding Secret Gourmet evening with Michelin star holder, Chef John Duffin. New events at this year’s Edible Forest Festival include a cider tasting night, cheese pairing and a vegan day. Additional new events will be announced shortly. Report from Anstey Parish Council Summer Gala – 7th September 2019 The Parish Council are looking forward to the Summer Gala and will again this year have a stall. If you have an issue that you would like to raise with the Parish Council or want to find out local information, do come along to the stand and say hello. Let us know what you like and dislike about Anstey. We will also be carrying out a public consultation about a neighbourhood plan for Anstey. The Parish Council pass on their thanks to the Gala Committee who work tirelessly to produce this annual village event.
Neighbourhood Plan Councillor Grant Cotton is championing the Neighbourhood Plan project on behalf of the Parish Council and will be available to talk to you about a neighbourhood plan on the day. Grant will be at the gala all day so you can ask for him by name or you can email him directly at cllr.grant.cotton@ansteypc.org The 2011 Localism Act introduced the concept of Neighbourhood Plans. These plans give local communities a much greater opportunity to influence future development in their area. A neighbourhood plan is not created to stop development or undermine current strategic policies from Charnwood Borough Council. The plan is to shape and direct sustainable development in the Parish. Once approved the policies will take precedence over non-strategic policies in the Local Plan and become the principle planning document for the area of Anstey. What is Anstey Parish Council doing? The Parish Council is looking to lead and facilitate a Neighbourhood Plan for Anstey. The Council has designed the plan area as being the parish of Anstey and we are waiting from Charnwood Borough Council for this to be approved. This will be a community project and we need to hear your views to set up a Neighbourhood Plan Advisory Committee. This is an important and substantial piece of work that is expected to take time to
complete. The Parish Council are looking into the possibility of commissioning a consultant to guide them through the process. What can residents of Anstey do? This is a great opportunity to shape the future of Anstey, to ensure that the plan reflects the views of the community on items such as: • When there is further development in the village where do you think that should be? • What extra facilities are required to support a larger population? • Are further Community Facilities required? • Is the Design of future housing important? • Environment concerns and Green Space requirements • Community Transport and Highways concerns • Employment prospects There will be plenty of opportunities to become involved in the process, you could become part of the advisory committee and attend any planned open events. If you have expertise, enthusiasm and an interest in shaping the future of Anstey your contributions will be very welcome. Plastic Free Community Anstey PC have made a commitment to become a plastic free community and reducing the amount of single use plastics. The next stage is to work with local businesses to see what steps they can be taken to reduce plastics from workplaces within Anstey. If you are a business owner and have taken steps to reduce plastics in the work place or if you are keen to start this process do get in touch so we can discuss the steps that you could take to reduce single use plastics.
Re-cycling crisp packets We are extremely pleased with the response so far for re-cycling crisp packets. A dedicated collection box is at the Jubilee Hall, near the noticeboard. There is also a collection box inside the hall. We would also like to thank Sharon from the corner café who has been offering an incentive to children for their efforts to recycling crisp packets.

Charnwood Voices Autumn Concert – Light Fantastic!

This concert promises something for everyone. Charnwood Voices have been busy rehearsing the wide and varied programme that will be on offer on Saturday 12th October in St Andrew's Church, Kegworth and are really looking forward to what should be a musical feast for you all to enjoy.
Due to the overwhelming success of last September/ October “Learn to sing in Harmony” course we are holding another course starting Monday 23rd September through October, so come on why not be part of 'Learn to Sing in Harmony' The free 'Learn to Sing in Harmony' course is being held by Heart of England Chorus at the Birstall Social Club, Wanlip Lane, Birstall LE4 4JS, aimed at both newcomers and those who have not sung for a while, the course is to encourage more men and women both young and older to take up singing, which is increasingly acknowledged as being an aid to a healthy lifestyle. There are many men and women who would love to sing but most never get around to trying, don’t have the opportunity or maybe are too self-conscious to give it a go but the simple fact is that just about everyone can sing. Attendees learn within a group which makes it less daunting, there are no embarrassing public auditions and it’s free!
Come along to revel in a mix of sacred and secular music from Plainsong to Cole Porter, Rheinberger to Over the Rainbow and the beautiful Lux Aeterna by Morten Lauridsen. David Snartt Reports... Borough Councillor for Forest Bradgate
Residents Traffic Survey I have been working with the Newtown Linford Parish Council and County Councillor Deborah Taylor to produce a Residents Traffic Survey for the Newtown Linford Parish. By now I am hopeful that Parish residents have received a copy explaining the reasons for the survey and giving residents an opportunity to respond with any individual concerns about vehicle parking and speeding traffic. Some initiatives have already been recently installed, such as double yellow lines on Bradgate Road and white ‘H bar’ lines across drives on Grey Crescent, also vehicle activated signs being purchased by the Parish Council in three locations in the village. These signs also monitor speeds of individual vehicles. At the public meeting it was stated there was a need for a ‘whole village’ approach to find solutions to the difficulties that existed at that time. Therefore, we would be grateful if residents would respond to the survey, It is important that we understand the current situation and make further progress in trying to tackling any outstanding issues that individual residents have. Another Planning Appeal I have just received information about another planning appeal in Woodhouse Eaves. This is the proposal to erect two semi-detached affordable dwellings on land adjacent to the former Bradgate Nursing Home, Brand Hill, Woodhouse Eaves. The appeal has been made to the Secretary of State against the decision of Charnwood Borough Council as
the local planning authority to refuse permission for this planning application. This appeal will be determined on the basis of written representations. Charnwood Borough Council will forward all previous representation made to the Council to the Planning Inspectorate. If you have any further representations these can be sent to the Planning Inspectorate by e-mailing: north2@planninginspectorate.gov.uk quoting their reference number APP/X2410/W/19/ 3233486. Representations must be received by 12th September 2019. Further details can be found on the Charnwood Borough Council website under planning application number P/17/2241/2. May I also remind residents that the appeal hearing for the proposal to build up to 50 dwellings adjacent to Maplewell Road will take place at 10.00am on the 1st October 2019 in the Woodhouse Eaves Village Hall. I would be delighted to have the support of residents at the hearing.
Planning Application, Old John You may have seen in the local media reference to a planning application/listed building consent by the Bradgate Park Trust, to externally mount a defibrillator box housing to Old John Tower. I have asked this application is determined by a Planning Committee. I have listed several reasons for this which are listed on the Charnwood Borough Council website under planning application number P/19/1560/2. One of the reasons I put forward was that the proposal does not protect the heritage asset (Old John) and the setting of this iconic building. In my view, there are several policy statements, including within the National Planning Policy Framework that supports my reasons for this application to be decided by a Planning Committee.

I believe that an alternative site needs to be found, even a free standing structure to which the defibrillator housing could be attached close to Old John, or adjacent to the entrance to this part of the park. Defibrillators are important and save lives, therefore, in my view, there are alternative ways of installing a defibrillator in this area of Bradgate without compromising the conservation of this iconic asset, Old John.

The Council is one of only a handful of authorities in England to currently offer a free collection for some bulky items from people’s doorsteps. The Council’s Cabinet has agreed to introduce a £20 charge for each collection for up to three items. Officers will also consider an exemption scheme for people experiencing exceptional hardship. The new charges are due to be introduced in October 2019. The Council will review the charges after six months and ensure promotion of alternative methods of collection to residents. I have had concerns raised that this charge may increase the instances of fly tipping across the Borough. Please make sure you report any fly tipping you see within our villages to the Council. In my opinion, this will help to understand more fully the impact this charge may have had when the review takes place.
New Chief Executive Charnwood Borough Council has confirmed the appointment of its new Chief Executive. Councillors unanimously approved the appointment of Rob Mitchell, currently Chief Executive Officer at Ashfield District Council in Nottinghamshire, at a special meeting on Monday 29th July. This follows the announcement that the current Chief Executive, Geoff Parker will be retiring. I would like to personally thank Geoff for the help and advice he has given me over the time he has been at the Council. Charnwood’s Big Switch I have received this information from Charnwood Borough Council. Residents in Charnwood are being offered the chance to sign up to the ‘Big Switch’ with the possibility saving more than £250 a year on energy bills. Charnwood Borough Council has launched the Charnwood Big Switch, a collective switching scheme to help residents change energy suppliers with ease and to get a better deal. The scheme is delivered by the Council and iChoosr, an independent specialist provider in collective energy switching. Collective switching gives people the opportunity to group together and pay less for their energy. Residents can switch to electric or dual fuel and can choose to have paper bills or manage their account on line. iChoosr hold three auctions a year and energy suppliers compete to provide the lowest priced tariff in the election. Benefits Advice and Advocacy Service Two ladies from BAAS came to talk to us, explaining that they had both studied law, and have over 20 years of experience in their current work, in addition to bringing up children and becoming carers for family. Staff keep up to date with changing information about benefits, and are familiar with the likely outcome of appeals. As we grow older we often develop health problems, and it can be hard to know where to turn for professional advice. The forms people are asked to fill in can also be daunting, but there are many organisations which can help, so consult the experts. Some have modest fees and a no win, no fee policy. The DWP (Department for Work and Pensions) sometimes make a bad decision, which should be challenged. Benefits Advice staff can represent people in tribunals. Some benefits are means tested, except for disabled people. Your income and savings may be taken into account. Your age makes a difference, whether you are under or over retirement age. A couple living together are entitled to more than a one-person household. If you qualify for Universal Credit (formerly called Pension Credit), you may also get Housing Benefit and some Council Tax rebate. A carer can also get these. If people need services in their home, an assessment is made of what they should be expected to pay. You can contact Social Services by phone, or visit their office. Other benefits are not means tested, such as AA (Attendance Allowance) for those of pensionable age, and the PIP (Personal Independence Payment) for people under 65. The PIP relates to daily living, covering help for things like getting a bath, and mobility. Some people may need special equipment to make a meal, like an electric tin opener, or a kettle safety stand. AA covers money for daily living; a person may need help more than once during the day. A Carer’s Allowance of £65 is not means tested, but the person has to be needed for 35 hours per week. Couples can be carers for each other. Council Tax exemptions may apply for dementia patients, and others. You would normally have to be ill for some time to qualify. Support from your own GP is very helpful. Aids for living can be requested from the Red Cross, and the Council can help with adaptations such as putting grab rails into

the bathroom, or improving steep steps outside. Disabled people could get a Blue Badge to help them or their driver to park. A vehicle can be adapted to suit a needy person, perhaps to allow wheelchair access. Some may be able to get a Motability car, including parents with handicapped children, and these are maintained by the supplier. A wife could be entitled to the Carer’s Allowance, but cannot claim this and a pension as well. The local GP or a nurse could be asked to assess the husband, or witnesses may say what is happening. There may be no obvious physical disability, but a man developing dementia or Alzheimer’s might dress inappropriately, might be unable to make a meal or read a book, or deal with his finances, and could be vulnerable to fraudsters trying to empty his bank account (see Note). One person looking after two others can only claim Carer’s Allowance for one person; but a wife could claim for her husband, and he could claim Carer’s Allowance for their disabled child. People who have been on DLA (Disabled Living Allowance) are being transferred onto PIP, but the criteria are stricter, and physical health professionals are also being asked to assess mental health problems. Challenge a decision which you think is wrong; the Benefits Advice staff will advise you. Seek advice. All fees will be clearly explained beforehand. Some people have variable conditions and greater difficulty at certain times of day; you can still get help if you sometimes have vertigo, or epilepsy. Note: Never give your bank details or PIN numbers to anyone over the telephone. If in doubt about a visitor, check their identity before admitting them. Genuine visitors will not object. *** Meetings start at 2.15pm on the second Monday of each month. A short report due to the summer break at the County Council. On Thursday 25th July, on what was the hottest reported day, I attended the County Council Chairman’s Summer evening at Beaumanor Hall. It was very hot, both inside and outside, but it was a lovely evening and one of the only events of the year where there is a chance to sit down and enjoy chats with fellow councillors from across Leicestershire and representatives from other organisations within the City and County. On Tuesday 6th August I attended Police Headquarters in Enderby to learn more about the new Violence Reduction Unit (VRU) that is being set up in Leicestershire after the Office for the Police and Crime Commissioner received £880,000 funding from the Home Office. The Director of the Scottish VRU came to Leicestershire to speak to Senior Officers from the City and County Councils and elected members. We were informed about Scotland’s experience of the VRU in Glasgow and some of the outcomes that they had seen were shared with us. We also learnt what projects they had found engaged the offenders of violent crimes and diverted them away from a life of crime. On Thursday 8th August the Children and Family Service at the County Council hosted the Director General for Social Care, Mobility and Disadvantage for the Department for Education, Indra Morris. Indra spent the morning learning about the Children’s Innovation Partnership between the Local Authority and Barnardo’s. This partnership is first reviewing the residential placements of looked after Leicestershire children to see if there are different opportunities for these children to live in family surroundings. Indra was very impressed with the partnership and then went on to visit one of the summer activities that the department received funding for to provide vulnerable children with fun activities and a healthy meal during the school holidays. During August we managed to get away for a 2 week break and I also celebrated a milestone birthday. I enjoyed a weekend celebrating with family and friends at a surprise party that was arranged without me finding out anything!
Bus Stop, Anstey - I have written on previous occasions about the relocation of the bus stop on Leicester Road, Anstey. I am at last able to

say that the money has been transferred to Anstey Parish Council from the developers and the Parish Council agreed at their meeting on 6th August to ask Leicestershire County Council to go ahead with the public consultation to establish if the relocation of the bus stop to Stadon Road is supported by residents. More details to follow.
Special Educational Needs (SEN) Transport Leicestershire County Council was due to implement a new Home to School Transport Policy for SEN post 16 pupils from the start of the new academic year this August/ September 2019. This policy has been the subject of a Judicial Review (JR) (a court case challenging the implementation of the new policy). The court case was held on 3rd – 5th April with an indication that a decision would be given by 31st May. At the beginning of July, the decision had still not been published and this placed the Council in an extremely difficult position because of the short time available to implement any change to transport arrangements that might be necessary. The Council therefore decided to pause the implementation of the main aspect of the new policy that has been challenged – which is the implementation of a Personal Transport Budget (PTB) as the standard transport offer for all Post 16 SEN students. The PTB Scheme will still be available as a voluntary option for families that find it suitable for their needs. The elements of the new policy that will remain and be implemented are: ➢ Low-income families using SEN transport for those aged between 16 and 18 years will be charged an annual contribution of £330 (currently free). This is 50% of the full charge payable by non-low-income families. There is no charge for eligible students aged 19-25 years ➢ For low income families using SEN nursery transport: there will be an annual charge of £330 (currently free). This is 50% of the full charge for non-low-income families ➢ For mainstream Post 16 students: the only type of assistance that the Council will offer to eligible students from September 2019 will be a fixed grant of £150 per
academic year. A letter was sent to all those families affected by the decision to pause the implementation of the PTB part of the policy until September 2020. As part of this process, the Council confirmed to most parents what type of transport assistance will be provided. After the decision to pause the implementation of the PTB the decision of the JR was published on 19th July 2019. The Judgment from the Royal Court of Justice was that the Judicial Review has been dismissed on all grounds.
Recycling - Leicestershire County Council has launched an awareness campaign to encourage people to put the right things in the right bins. The county council wants to help residents 'recycle right' with the launch of a new campaign which focuses on reducing the amount of contamination in Leicestershire’s recycling bins. In caring for the environment, we all want to recycle as much as we can, and Leicestershire residents are already recycling just over 45% of what they throw away. However, a few incorrect items are being put into recycling bins, which can prevent good material from being recycled. Last year, 5,500 tonnes of material placed in recycling bins in Leicestershire was rejected due to wrongly recycled items, such as disposable nappies and food waste - spoiling good quality, recyclable material. The county council is now working with district and borough councils to improve Leicestershire’s recycling output, and, with the help of clear information and advice, wants residents to take responsibility for their own rubbish by making sure that the right things are going in the right bins. A short report this month, due to the summer recess for the Borough Council and we have both managed to have a short holiday each to recharge our batteries.
Member Grants - Just an update on the Member Grant Scheme. As we have reported in previous reports, we each have £1,000 to give to local organisations and community groups in Anstey. So far, Deborah has given £750 of her £1,000. £250 to the Anstey Lunch Club towards transport her residents to attend the lunch, £250 to Gynsill Tennis Club for post protectors and £250 to Anstey and Glenfield Cricket Club towards a new batting cage. Paul has also given £250 to Anstey and Glenfield Cricket Club towards a new batting cage. We have decided all the grants together, so there is still £1,000 available for local groups, so if you have a project, please get in touch with either of us to discuss further. Charnwood Community Lottery Charnwood Community Lottery is celebrating a milestone as the 50th good cause has signed up to take part. Friends of Hallam Fields joined the lottery recently and is a parents and teachers association raising funds for Hallam Fields primary school in Birstall. So far, more than £10,000 has been raised by the lottery since it launched in September last year. Good causes include community libraries, swimming clubs, history groups, scout groups, play groups, village halls and various charities. For every £1 ticket purchased, 60p goes towards helping good causes in the borough and people can choose which good cause to support when buying their ticket. New Project for Wildlife - Charnwood Borough Council’s green spaces partner Idverde and the RSPB have announced a new partnership to help protect nature across the borough. The six-year project will see a dedicated member of the RSPB team based in Charnwood to work with Idverde and residents to help wildlife find a home and raise young across the borough. Local volunteers and community groups will be encouraged to get involved with the project by discovering the local wildlife living in their neighbourhoods. The UK’s wildlife and plants are in decline and with four local nature reserves, over 200 local wildlife sites and 17 sites of special scientific interest in the borough, it is hoped Charnwood can play an important part in helping nature recover. Charnwood Borough Council have been delivering around 76,000 household enquiry forms to homes and residents are being urged to respond. Every year the Council must check its electoral register is up to date and letters are sent to all households asking people to confirm the details or inform the Council of any changes. The aim is to make sure that everyone who is eligible to vote is registered and can have their say in future elections and referendums. One form is being sent to each household and people are being asked to check whether the information that appears on the electoral register for those living at their address is correct. If any of the information is not correct (if people have moved out or into the property) then residents need to let the Council know as soon as possible so individual electoral registration forms can be sent to those who need to register to vote. The Electoral Registration Officer needs the information to be able to publish a complete and accurate electoral register on 1st December each year. ANSTEY POLICE MATTERS There haven’t been any house burglaries around Anstey in the past month. There has however been a spite in vehicle crime with 4 different incidents. We have also had 2 separate incidents with pedal cycle thefts.
It is actually illegal to leave your vehicle running unattended while you de-ice it or warm it up in cold weather. If someone takes it while it’s left like this, your insurer won’t pay out because you won’t be covered.

2. Keep the keys safe - Vehicles today are by and large more difficult to steal than ever, unless the thief can access your key or fob to clone them. Keep your keys safe, out of view when at home, and away from your front door. It’s not uncommon for car keys to be stolen from inside your home by thieves fishing for them with a stick and hook through the letterbox.
Priorities Drugs: We have received reports of cannabis being smoked at locations in the village. As well as being illegal and harmful to health, this is highly antisocial behavior to other people in the neighbourhood. We are working to tackle these problems. Parking: We have received reports of the parking of vehicles causing obstruction at two locations in the village. We are working to identify long term solutions to these problems Speeding: We regularly put on a speed operation in Anstey. On the 12/08/19 for one hour on Bradgate Road, Anstey (30mph). 126 vehicles came through the site in that time. Majority of people were sticking to the limit and those that did go over did get a warning. There were no tickets issued this time. 11 x Verbal warnings given out for going over the speed limit. Please drive safely. News: Is your vehicle attracting thieves? Don't let thieves get an easy ride. Follow these ten simple rules to protect your car. 1. Lock your vehicle - Locking your vehicle, even when filling up or parked on your drive, greatly reduces the possibility of it being targeted by an opportunist thief. Even if you have locked your vehicle, check you haven’t left any windows or the sunroof open.
When not in use, keep your electronic car key in a security pouch to prevent it being scanned by thieves to open and steal your car nearby. 3. Be aware of carjackers - The fact that you’re in the car isn’t always a deterrent to someone trying to steal it. In traffic, drive with the doors locked and when queuing leave enough space in front of your vehicle to enable you to get out of a tight spot. If your vehicle is bumped from behind, wait to pull over – somewhere safe and preferably where there are people. After all, you don’t know the person who has collided with you; they could well be hijackers. If you’re at all suspicious, consider calling the police. If someone threatens you, it’s better to hand over the keys to the vehicle than become a victim of assault. Then call 999 as soon as possible, and ask for the police. If your car is stolen, some modern vehicle alarm and tracker systems have the facility to isolate or shut down fuel systems, bringing the vehicle to a halt and leaving the thief high and dry. 4. Park responsibly - It’s always advisable to avoid parking in dark and secluded areas. It’s worth an extra five or ten-minute walk if it means your vehicle is left in a well-lit and busier street.

And if possible, always try to park in illuminated and staffed car parks or those with a Park Mark safer parking award. 5. Watch for illegal tow trucks - Thieves often attempt to lift vehicles from the street, literally. So, if you see a towaway crew acting suspiciously – especially if their vehicle isn’t branded or if they’re not in uniform – then please report it immediately. As with every report of suspicious behaviour made in good faith, we’ll never blame anyone for calling us if it proves unfounded. Car parks with height-restricted entrances help prevent illegal tow trucks and removal vehicles. And fitting a Thatcham rated category 1 or 2 alarm system with tracking, immobilisation, anti-grab and movement sensors can help protect and trace your vehicle. 6. Fit good in-car security locks - Bear in mind that built-in steering locks aren’t necessarily thief-proof. Many can be forced and broken. Fitting a Sold Secure steering wheel, gear lever or clutch pedal security device can give your vehicle added protection. 7. Double-check electronic locking Electronic devices can be used to jam the electronic signal from your key fob to lock your vehicle. Always manually check your vehicle has locked before walking away. If unsure, lock it manually, then scan the immediate area for anyone hanging around. If a potential thief who’s watching feels they’ve been spotted, they’ll probably move off. 8. Before you buy, check for cloning Changing the identity of a vehicle, known as vehicle cloning, can be as simple as adding stolen number plates. When buying a vehicle, always check the DVLA V5 document and make sure the Vehicle Identification Number (VIN) on the vehicle is the same as on the document. Be aware of test drive thieves - Test drive thefts are where a thief answers an advert for a vehicle sale pretending to be a genuine buyer. When they meet the vendor they ask for a test drive and never return with the vehicle. Take steps to avoid this by going with the prospective buyer on any test drive and don’t leave anyone alone with the vehicle and its keys. Ask any potential buyer for contact details and to see their driving licence and insurance. Never leave the vehicle keys in the ignition – keep hold of them.

New Dementia support group is launched at Shuttlewood Clarke Foundation Earlier this year registered charity Shuttlewood Clarke Foundation launched a new dementia support group for behaviours that challenge. Helen Baxter Activities Coordinator at the Foundation said ‘changes in behaviour can be one of the most difficult aspects of living with dementia, both for the person with the condition and those around them’ She added ‘Challenging behaviours usually happen when a person is feeling confused or distressed and trying to make sense of what is happening around them – our new support group aims to offer individually tailored activities for people living with dementia together with their partners, friends or carers’ The group will meet on the third Thursday of the month 1.30pm-3.00pm at Ulverscroft Activity Centre. The new social group is for people under 75 years of age living with dementia with behaviours that challenge, together with their partners, friends or carers. THURCASTON AND CROPSTON LOCAL HISTORY SOCIETY On 20 August nearly 50 people joined a walking tour of Cropston to hear about the village’s history. The – ton suffix probably indicates AngloSaxon origins, but most of the tour was about the last few hundred years, about which we know more. For much of that time Cropston was a few houses clustered around the crossroads. The village still has houses dating from the last 600 years. The Thatch, Cropston’s most well-known house, was originally 2 cottages. Beneath the 20th century black and white facade are earlier brick and cruck-frame constructions. Causeway Lane was one of the entrances to Bradgate Park until the reservoir was built. The Gate House controlled access. During most of the 19th century White Lodge housed Cropston Brewery, as well as the house and outbuildings for a small farm of 49 acres. The Burchnalls owned this, and the beerhouse next door, The Brewer’s Arms. In the 20th century the village bakery was here. Life in this village of 110 people must have been turned upside down in 1865 by the arrival of 500-600 navvies to build the reservoir. In addition to the inevitable disorder (an extra constable was employed), this provided a business opportunity, and beer was sold from a shed (“shanty” or “shant”) to the thirsty workers. When the dam was complete, The Reservoir Hotel (now the Badger’s Sett) was built and served a different clientele: a standard daytrip from Leicester included a tour of the new pumping station and refreshments at the hotel. The site had plenty of space from which to admire the view of the reservoir (since blocked by trees).
The road over the new dam replaced part of the original road to Hallgates. A small part of this road still exists between The Thatch and Corner Cottage and contains the pinfold, an enclosed area where stray animals were kept. Cropston expanded rapidly after Rothley Station was opened in 1899, attracting professionals who could now commute to Leicester or Loughborough. The population rose rapidly, from 191 in 1901 to 909 in 1931. The Cropstone Land Society provided land outside the original village for some of the first new houses to be built, known collectively as “The Klondyke”. The plots were long and thin, large enough to enable the householders to be self-sufficient in food. Guild Close is built on the site of a holiday home run by the Leicester Guild of the Crippled (now called Mosaic). The home provided an opportunity for disabled members in Leicester to have a week away from the city. It operated from 1923 to 1991.
Miss Sarah Jane Hind, who died in 1922, provided in her will the land and funds to build almshouses for deserving gentlewomen aged 60 or over who were members of the Church of England. The Hind Sisters homes still operate today. Cropston Chapel was built in 1879, providing new accomodation for non-conformists whose numbers had outgrown the house in which they had been meeting since 1850. The chapel played an important part in the life of the village, most recently with a thriving youth club. Cropston used to be well provided with shops and traders: milk was delivered from Astills Farm or collected in a jug from the Bradgate Arms, there was a butcher with its own slaughterhouse, a village store next to Corner Cottage and the Post Office and stores. From the 1920s there was more provision for tourists: Park Hill Holiday Centre, a 10-acre site between Causeway Lane and the Reservoir, advertised “luncheons, teas, caravans, bungalows, camping and tennis courts. Motor parties etc catered for.”

Changes to bulky waste service confirmed Changes to Charnwood Borough Council’s bulky waste collection service have been approved. The Council is one of only a handful of authorities in England to currently offer a free collection for some bulky items from people’s doorsteps. Currently, Charnwood residents can request from the Council three free bulky waste collections each year and only face a charge after exceeding that amount. However, the Council’s Cabinet has agreed to introduce a ÂŁ20 charge for each collection for up to three items. Officers will also consider an exemption scheme for people experiencing exceptional hardship. The Council will review the changes after six months and ensure promotion of alternative methods of collection to residents. Cllr Leigh Harper-Davies, lead member for major contracts at the Council, said: “We must ensure we are operating as efficiently as possible and that means looking at alternative ways of funding services. “The changes will help ensure we can maintain a high-quality, frontline service.â€? Cabinet approved the changes at a meeting on July 4. The current bulky waste service costs around ÂŁ105,000 to operate and introducing the charge is expected to generate around ÂŁ60,000 a year. The new charges are due to be introduced in October. More information is contained in the Cabinet report.
Success story of local Anstey lady Louise Hoare For a couple of years my weight had been creeping up and I could not seem to shift it. Although I was not happy with my weight I was resigned to the fact that this was the size I was now meant to be now I am in my 40s. Then one night I went out with my friends and a picture was taken of me which highlighted how much weight I had gained and I felt awful. My friend mentioned to me about slimming world but I was reluctant to join at first as was nervous this would make me obsessive with food as I had been in 20s. However after a 2 week debate with myself in September last year, I walked through the doors of my local group in Anstey where I got a lovely warm welcome from Louise the consultant. Slimming world has been brilliant, nothing is forbidden but it makes you think more about the choice of food to eat. I have found it so easy to follow and i eat so much more healthier, it really is a life style change rather than a diet. My journey has been a steady one, and in the beginning I could not see any changes, so taking pictures after each mile stone has helped. At the begining of the journey this included no exercise (body magic) but then thanks to another member of Slimming world leaving a leaflet for the local running club I joined up and began the couch to 5 k programme which gained me my body magic awards, so I have now gone from not being able to run at all to being able to run 10k in 4 months. I have now hit my target weight which is a loss of 2st 9lb in total and it feels like a massive achievement, it was an emotional moment! I feel so much better in myself mentally, have lots more confidence and I feel so proud of myself but I do not think I could have done this without slimming world, my consultant Louise in Anstey and my group to help share experiences which helps especially if you are having a bad week! It has been life changing!

Charnwood’s 'Big Switch' offers energy bill savings Residents in Charnwood are being offered the chance to sign up to the ‘Big Switch’ with the possibility of saving more than £240 a year on energy bills. The borough council has launched the Charnwood Big Switch, a collective switching scheme to help residents change energy suppliers with ease and get a better deal. Cllr Paul Mercer, lead member for housing said: “The Council is committed to helping residents and this scheme could help them get a better deal on their energy bills. Switching suppliers can be daunting even though they may be paying too much for their energy. “By joining the collective switching scheme residents will be able to switch suppliers with ease and save money on their bills.

Gardeners like to think that once they've pulled on their wellies, slipped out of the back door and firmly ensconced themselves in the potting shed they're free from the maddening din of the modern world. 'No divisive rhetoric or political polarisation out here!' they sigh happily, sipping on tea Friend or foe? and potting on the biennials. But deep down they know – there is an ancient ideological war raging across the land, one which cares not for hedge lines or allotment boundaries. And it is this: Where do you stand when it comes to wildlife? On the face of it, this may not seem a cause for debate. We all love robins. We adore butterflies. We welcome bees and other pollinators. These are our friends! But what about those more destructive forces? Badgers and bunnies. Cockshafers and cutworms. Leaf miners and leatherjackets. Where do you draw the line? Can you justify feeding the sparrows but chasing off the magpies?

Leicester Sea Cadets offering more and more to the young people of Leicester OVER THE last few months Leicester Sea Cadets has successfully run a new national youth project through Youth United Foundation (YUF) by opening its doors to nine years olds for the first time ever. This means that an extra 30 local children have been able to take advantage of adventures and activities outdoors. The group also welcomes parents and other adults in the community to help out and all gain further qualifications together, such as Duke of Edinburgh Award, Royal Yachting Association qualifications, BTECs, and British Canoeing Awards. Richard de la Mare, Eastern Area Officer for Leicester Sea Cadets said: “We are absolutely delighted that with the support of the Youth United Foundation we have been able to extend the access of this project in Leicester. Thurcaston and Cropston Gardening Club Cottage Gardening - a talk by Tony Clear The speaker at the Thurcaston and Cropston Gardening Club in August was Tony Clear, with a talk called “Cottage Gardening�. Tony’s talk explained features of traditional cottage gardens but also looked at cottage gardens for today’s living. The traditional function of a cottage garden was not leisure – so no decking, sun loungers and BBQs. Indeed, lawns were rare and considered unnecessary – the ground would be better used to grow more crops. Gardens contained fruit, vegetables, flowers, herbs, and shrubs in borders all together. A large variety of plants would be grown, crowded into a small area with no space where you could see bare soil. Waste from the garden would be composted and nothing would be wasted. Fragrant plants would be grown close to the house. The whole feel would be informal and soft, with very good productivity. However, this approach is very high maintenance as the soil needs to be well prepared and rich. Adding compost and other organic matter is essential, as intense planting requires a lot of feeding.

Slug pellets need treating with great care. Many old varieties of slug pellets did kill slugs, but they also killed most other creatures in the garden including the birds that eat the slugs. There are modern makes that are safer but only use one pellet for every three inches of soil – not a handful!
