Saturday 23rd June 2018. Ninety years on from the original Old English fair held on the same School premises. The challenge was to paint pictures to represent the titles which were published in the original 1928 document. Some great interpretation, given some of the bleak topics on offer. The challenge was accepted and members gave a great effort to supplying a varied, sometimes comical, display of talent for us to enjoy. With music provided by Simon Faulks, the afternoon became a real social affair, a chance to while away time talking with friends on a warm and sunny day. Drinks and sandwiches, together with cakes baked by volunteers, ensured all would be well fed. Members were encouraged to bring flowers from their gardens as table decoration; this brightened the room and was well received. John Kilby of Birstall History Society, (the instigator of this event) was an invited guest for the afternoon. Attendees were asked to vote for their favourite and best interpretation among the display. Most votes went to Doreen Roper “Study of Fish in Oils” for interpretation, and Pauline Brindley “Sweet Memories” as favourite picture.

Birstall Gala’s 18th Year A very big thank you to everyone who supported and contributed towards the staging of this years Gala. The sun shone, and thousands of people and families attended to enjoy the event. The Council was pleased that the extra ‘freebies’ provided were popular with families, these included the Giant Hamster Balls, the Climbing Wall, the Caving Experience and the Falconry Displays. The ever popular ‘Proms in the Park’ was well supported and ended with a firework display for the enjoyment of all. A number of positive comments have been posted on social media and quotes from a letter received from two residents makes all of the hard work worthwhile “the whole event in fact was superb, well organised and had something for everyone. You have done a great job once again. Please pass on many thanks to the Gala/Events Committee and indeed the whole of Birstall Parish Council for staging such a unique event”.

Bunnies Galore On the morning of Sunday 30th September you can attempt a serious 10K or a fun 3K in the beautiful Beacon Country Park at Woodhouse Eaves. Whether you run for the enjoyment of it or sponsored for charity, both runs are suitable for all abilities and are entirely off-road along woodland pathways and bridleways although only the 10K includes hill climbs. There is also the possibility of 4 friends running together as a relay team where no-one runs more than 3K but the team covers the whole 10K.

of which party to join and stand for election with. I’d always felt most closely aligned with the Conservative party.

Monthly Report from Councillor Renata Jones Meetings:

A licensing meeting was cancelled, and then I was moved to another committee at our full council and mayor making. I attended overview scrutiny committee (OSG), full council, and a member development committee. A performance scrutiny committee was scheduled but postponed.

Training: I attended planning training and training around GDPR. There are implications, seemingly more so for our traditional surgeries. It may be that are no longer sadly fit for purpose or compliant with regulations. I have asked for and await further clarification or ways to improve surrounding communications, access to forms, and associated security. I await progression by council officers. Activities, such as our surgeries, may well need modifications going forward. RIP:

I attended a memorial service for the late David Slater. This was held in Quorn church, and I’d estimate around 200 people attended. The most moving speech came from David’s brother. May David rest in peace.

Planning: I’m told a short extension has been granted to Broadnook, so it may now appear at plans committee end of July. This sadly does seem to be a moving feast, so watch the council website for updates when plans committee agenda is published. Member Grants: There’s to date been four organisations express an interest in funds. One in Wanlip has applied, and unfortunately been told they are ineligible, however have been pointed to alternative sources of funding. No other applicants who have expressed an interest have yet applied, however applicants have I believe until December this year to do so. So if you are thinking of applying, please do so, and in time for the deadline. I have forwarded information I have on how to apply to any who have expressed an interest to me. Alternatively, more information is available on Charnwood borough council’s (CBC’s) website.

What’s happened in those meetings? We had a lively debate at full council around refuge collections. This rather caught us by surprise, as it had seemed a fairly quiet agenda. As a legacy of recycling introduction

to homes, we still have public car park situated bins for public use being serviced. With residential kerbside collections, this is seen as an unnecessary duplication of work. It was thought £20,000 could be saved by scrapping these public collection points. I had expressed concerns, I believe at previous scrutiny committees. However in light of this agenda item I’d responded to emails circulating associated with this issue, and emailed my thoughts to cabinet lead. It seemed unnecessary for me to speak out publicly about this therefore at full council. However hearing the debate, some seemed to share the concerns I’d held. Whilst I’d love us to save money where possible, I was concerned this may cause fly tipping and costly knock on clean up in other areas. That would render such a saving a false economy. I do hope I’m wrong to hold such a fear an this won’t be the case. I therefore abstained from this vote, which was carried I believe, so such sites will be removed. I’m still glad we will be making a saving, and hope my surrounding fears aren’t realised. I hope I just worry too much!

Party selections: It is with some sadness I write with news of our party’s selections process. At this present time of writing this report I haven’t been selected to stand with the Conservative party for re-election at all out elections in May 2019. So I am effectively, potentially, currently working my notice, in a way, until then. There is a possibility to appeal this decision. I have been asked by some who have felt I have been good at this role to do so. I’ve even been told I could and perhaps should stand as an independent candidate. None of these are ideal. I joined the party to work as a team member and with a team of like minded people. I had thought more could be achieved this way. In many cases that could be said to be true. Although it’s true to sadly acknowledge at times it has proved a difficult relationship to manage with certain individuals, despite best efforts. I may not always agree totally with everything Conservative. I think it’s difficult for anyone to be entirely affiliated with any group. However I’ve always been more Conservative than anything else. Even blind internet tests on policies have confirmed this to me historically. So I had always felt I’d made the right choice

It is often said that a week is a long time in politics. Elections aren’t until May, so I have a few months to consider my options, and who knows, perhaps the landscape of factors outside of my control may change in that time too. Only time will tell. I shall thus take stock and endeavour to give any such related decision the maximum contemplation time constraints allow for. Whatever happens, this has prompted contemplation and reflection. I’m still immensely grateful to all residents of Birstall and Wanlip who chose to vote for me and elect me. Who essentially put their faith in me. I’m glad I’m persevered working through some tough times the role presents. I’ve never cowered away from the responsibility associated with the role, even through some pretty thought debates, and impacts on my personal life from continuing to hold the role. I was determined once elected to see it through, despite challenges, to at least the end of term. I feel achievements have been made in the role. Perhaps some which have evolved through working on the case to be found to be another council or councillor’s jurisdiction. Perhaps not all desired in all the ways expected, however definitely some progress on all fronts requested. Perhaps in some cases more was eventually achieved than I had dared thought possible upon first working on issue or desire. Perhaps I’ll have more time to explore some of these cases in greater detail in reflection in a subsequent report. Perhaps it can be gleamed through my previous updates in previous magazine issues or scrolling back through my yourcllr website online. My main goals were two fold. To make sure residents were better informed, achieved through these reports, circulation with thanks by collaboration with the excellent your local publication, and via publishing online. I’m glad the council has listened to that, now tweets merrily, and has recruited additional resource to the communications team. And to improve community facilities, primarily in Hallam Fields, to offer residents more than just a collection of houses. To make them homes. I’m glad to see nursing home, shops, community hall facilities as part of the new school, and general building of a community ethos, rather than simply a collection of houses. I’m very pleased to see this evolution of this area during my tenure. Please rest assured, I will continue to work on what I can, where I can, in this role, for the duration of the time available to me. Council supporting customers as benefits system changes

Support is available for Charnwood residents who may be affected by the wider rollout of Universal Credit.

Council tenants can also get help and support from the Council’s tenancy and income management team.

The Department of Work and Pensions is expanding Universal Credit and from July 11, 2018 it will affect more people of working age in the borough.

Cllr Roy Rollings, deputy lead member with responsibility for customer services, said: “Universal Credit represents a significant change in the way people receive benefits and we know many of our customers will be affected.

From that date, most people of working age in Charnwood who apply for any of the above benefits will automatically be asked to apply for Universal Credit.

Universal Credit is a major change for residents who receive at least one of the six benefits it is replacing and Charnwood Borough Council has taken steps to put support and advice in place for customers. All Council customer service staff have received training about Universal Credit and a specialist officer will offer people digital support to help them make and maintain their claim as the benefit is handled entirely online. Citizens Advice is also able to offer one-toone advice on personal budgeting, on referral from the Council.

“We have spent the past 12 months getting ready for these changes and I am confident we are well-prepared to help residents.” Universal Credit is a new benefit for working age people who are on a low income or out of work. It replaces a number of existing benefits and tax credits:

Some people in the borough have been receiving Universal Credit for a while, but from July 11 it will affect more residents.

Importantly, people who already receive one of the above benefits could be moved over to Universal Credit by the DWP from now on. At first, the switch is likely to be made when people report a change in their circumstances but at some point in the next two or three years, it is anticipated that the DWP will move everyone of working age who receives one of the above benefits across to Universal Credit. Universal Credit is for people of a working age, not people over the pension credit age.

Grants to help Charnwood sports clubs buy life-saving defibrillators Sports clubs in Charnwood are being encouraged to apply for borough council funding to help install life-saving defibrillators. The Council is offering up to £250 towards the equipment and is working with Leicestershire heart charity the Joe Humphries Memorial Trust (JHMT).

The charity, set up in memory of Rothley teenager Joe Humphries who was a victim of sudden arrhythmic death syndrome (SADS), campaigns to increase the number of defibrillators and raise awareness of SADS.

Cllr Deborah Taylor, lead member for communities, safety and wellbeing at the council, said: “We are delighted to be working with the trust and would encourage clubs to apply for a sports grant towards the cost of a defibrillator. It could ultimately save someone’s life. “These defibrillators would not only help people at sports clubs but would also be available to use for the wider community.” Steve Humphries, chair of the JHMT, said: “It’s fantastic news that Charnwood Borough Council is now opening up its sports grants to help fund public access defibrillators in community sports facilities. “This is a vital step to help accelerate the number of Charnwood-based sports clubs and groups that will be better equipped in case of a cardiac emergency. “Joe’s trust works to equip our local communities to change the shocking statistics around sudden heart death which can strike anyone, anywhere and anytime. “Tragically, this includes at least 12 seemingly fit and healthy young people aged 12-35 each week, who die in Britain from undiagnosed genetic heart problems like sudden arrhythmic death syndrome. “Ensuring a defibrillator is readily available 24 hours a day, seven days a week, is a vital step towards creating a heartsafe sporting and community environment.” A defibrillator typically costs around £1,000. The Council has amended its sports grants scheme to allow applications of up to £250 for defibrillators. Applications for the next round of grants need to be submitted by July 24. Stonehurst Farm and Charnwood Wartime events present a two day combined weekend 1940’s event. This is a real family day out with a large number of period vehicles and displays of equipment creating a wartime atmosphere. The farm has a good collection of animals for children as well as a Vehicle Museum. Light snacks and drinks can be found in the restaurant (NAFFI). Both Allied and German Groups are invited to attend this two day weekend event being held at Stonehurst Family Farm. The site has a suitable field and hard core area for the event. The awards are run by Charnwood Borough Council and recognise the successes of athletes, coaches and volunteers who make a difference to sport and physical activity in Charnwood. Over the last decade the awards have seen a total of 760 nominations and 320 finalists. Councillor Deborah Taylor, the Council’s lead member for communities, safety and wellbeing, said: “The sports awards are always a great opportunity to celebrate the talented sports stars we have in the borough and this special tenth year event will be no different. “If you know someone who is outstanding in their chosen sport, or a dedicated coach or volunteer, you can nominate them for an award and recognise the great work they do.â€? Learn more about how amazing dogs can transform lives VISITORS are to be welcomed to the Canine Partners Midlands Training Centre to learn more about how the charity’s amazing dogs can transform the lives of people with disabilities.

The information sessions, which are to be held on 17 July, offer members of the public a fantastic opportunity to find out more about Canine Partners, what they do as a charity and how to support them. Information sessions are held at the training centre in Osgathorpe, Leicestershire, throughout the year, where you can see a demonstration and hear from an established partner about the difference their canine partner has made to their lives. The dogs are trained to carry out a range of everyday tasks including picking up and fetching items, opening doors and dressing a person. They can even help load and unload a washing machine and they can fetch help in an emergency. By attending an information session, it helps to raise awareness and vital funds for the charity, which will lead to Canine Partners being able to re-open their currently closed waiting list for new applicants. The information sessions will take place on Tuesday 17 July at 11am and 2pm. Canine Partners ask for a suggested donation of £5 per person, which includes the costs for the event and refreshments. The session includes a presentation, a short film, a demonstration by dogs in training and a talk from an established partner. Have A Cruelty-Free Holiday In the early 1980’s while I was on holiday in Turkey I remember seeing a huge brown bear in a street in old Istanbul dancing on his hind legs to the beat of a drum. A chain held by his keeper was attached to a ring through his nose. What a photo opportunity for which I gladly paid! I now look at the photograph with dismay and shame. At that time I didn’t question how an animal could be trained to perform such an unnatural act, nor did I consider it demeaning or cruel. How things have changed! The charity World Animal Protection stopped the cruelty of dancing bears in 2012 having begun their campaign in 1998. Bears were ‘trained’ by their keepers who tugged at chains attached to nose rings or by beating the bears’ legs. The bears were also often forced to stand on hot metal plates which made them stand upright and ‘hop’ from leg-to-leg, or ‘dance’. After a day’s performing the bears would be imprisoned in a barren metal cage with just enough food for survival. Research carried out by Oxford University has revealed that the mistreatment of over half a million animals in wildlife attractions around the world is being subsidised by unaware tourists. Many of the animals are captured from the wild as babies after their mothers are killed. The young animals are then forced into training regimes to entertain tourists. Unable to carry out their normal behaviour they are imprisoned in enclosures or cages when they are not ‘working’. For safety reasons many are declawed and/or have teeth removed. Tourists are told that payment for rides,

photographs or other entertainment supports conservation. This is mostly untrue. Tourists are in fact unwittingly supporting animal abuse and captive breeding. Baby elephants are chained in stocks and undergo a ‘breaking process’. Starved and beaten until their spirits are broken, they become entirely submissive to their mahouts (trainers). They then have a life of carrying tourists on their backs in blistering heat or learn to perform ridiculous tricks. Lion cubs as young as six weeks old are taken from their mothers to be petted relentlessly to frustration by 100 to 150 tourists a day who are keen to get a ‘cool selfie’. When they become too large they are often sent to canned hunting camps to be shot by rich trophy hunters in enclosures where there is no escape. The opportunity to pose or walk with fully grown tigers and lions is a favourite attraction for tourists. In order to become sufficiently compliant for such activities the animals are often drugged with tranquilisers and abused in training. Swimming with dolphins is a popular activity. However, most dolphins are captured from the wild. Their complex social lives and bonds are destroyed causing suffering which often results in death. The survivors live out their lives in chlorinated pools a tiny fraction of the size of their ocean homes. Their lives in captivity are so stressful they are susceptible to disease, heart attacks and gastric ulcers. It is estimated that around 3,000 baby macaques are taken from their murdered

mothers annually in Indonesia alone. Wearing collars and chains they are forced to train from between four and six hours a day for six months. To make them stand on two legs their arms are tied behind their backs and they are pulled upright with their collar chains so that their feet just touch the ground. The chain is secured and the animals can be left to hang for hours. Many don’t survive the training. Those that do can perform for five to ten years after which many are sold to be killed for food which is considered a delicacy. Sensitive, intelligent orangutans are brutally forced into inflicting aggression against each other in staged boxing matches cheered on by men, women and children. Photojournalist, Aaron Gekoski said, “People found it funny watching these beautiful, sentient, intelligent animals …what I witnessed was shocking and incredibly distressing.” Camels and donkeys work for long hours daily in intense heat with no breaks for food or water carrying tourists. Snakes, monkeys, baby chimps and other animals are used as photo props with no regard for their welfare. Traditional festivals encourage tourists to watch cruel spectacles such as bullfights. Animal exploitation in holiday resorts is rife. The choices we make on holiday concerning animals can have the power to reduce cruel attractions and save lives or encourage more exploitation. Have a cruelty-free holiday and treat our non human friends with the respect and dignity they deserve by avoiding any entertainment that could exploit them.

The borough council’s Active Charnwood team has put together a range of events and sessions at various locations in the area. New for this year are abseiling, archery legends, beginner’s taekwondo, hockey and indoor bowls.
