Every Day is a Fun Day! Bowls is a very sociable activity. Every year around this time our club gets together for something a bit different. We all dress up in bright colours to do crazy things. In fact you could say, it is the bowls version of Crazy Golf. This year, we worked our way round a course designed to test the various bowls skills. I do not think it would be proper to go into the results in too much detail but I can say we had great fun!

The dogs are trained to carry out a range of everyday tasks including picking up and fetching items, opening doors and dressing a person. They can even help load and unload a washing machine and they can fetch help in an emergency. By attending an information session, it helps to raise awareness and vital funds for the charity, which will lead to Canine Partners being able to re-open their currently closed waiting list for new applicants.

The information sessions, which are to be held on 17 July, offer members of the public a fantastic opportunity to find out more about Canine Partners, what they do as a charity and how to support them. Information sessions are held at the training centre in Osgathorpe, Leicestershire, throughout the year, where you can see a demonstration and hear from an established partner about the difference their canine partner has made to their lives.

Monthly Report from Councillor Renata Jones Broadnook special! Hello, and welcome to another monthly report from little old me. Main news this month relates to Broadnook and planning, however there’s two other smaller news stories you should be aware of first. Namely, universal credit roll out, and a new foot bridge over the A6.

Other news – universal credit We’re finally going live. I’m a big supporter of the principles of universal credit, as it should make lives and claims for help much easier for all of our residents who are the most in need. It should turn DWP into essentially a one stop shop, eventually. That’ll mean our residents should only need to fill forms once, contact DWP who should then speak to all other agencies on residents’ behalf. However I’m a realist that such a big system change won’t come easily, without stresses, strains, teething troubles and concerns. If you live in the Charnwood, we’re switching over last, which is perhaps both a blessing and a curse. Our residents can’t benefit from such a one stop shop until the transition, which means claiming, where entitled, various benefits from various government departments for the longest time. However, it also means when we do switch over, most of related switch concerns raised, should have been ironed out. I respect not all. I raised concerns at our training session regards integration between HMRC and DWP. I await further information on this from our DWP representatives. I asked if DWP had updated their boundary in light of

this, sadly they have not. So I’m aware some residents may live in Charnwood’s borough, pay council tax to CBC, maybe even get housing benefit via CBC, but in the event of needing job seekers allowance may be allocated Leicester city rather than Loughborough job centre via DWP. I’m saddenend this hasn’t been updated, but was glad I was aware to ask related questions to give you the related information you may need. Leicester city DWP is switching mid June to universal credit, while Loughborough’s DWP switches mid July. As residents you shouldn’t need to do much, but may be asked to show ID to DWP to facilitate such change. A previous source of some national controversy regards any potential transitioning problems for housing benefits has seemingly been resolved. Universal credit works like most wages do these days, changing from old weekly to monthly payments. A loan systems and some extra funds which do not need repaying are potentially available to the most in need, who are most struggling with such a transition. Speak to DWP for further information if you think this could apply to you.

Other news – bridge I’m really pleased to see the footings going in for a new bridge over the A6. It seems a life time ago someone asked me when this might materialise, and off I went digging into s106 agreements, asking officers, and asking fellow councillors. What followed was a complicated exchange between councillors

and officers at CBC and county council, as county has transport related responsibilities, but borough council leads s106 through planning. I must confess I’d almost lost hope between such a myriad of emails that we’d ever get there, so was overjoyed to hear diggers had moved in. I’ve heard some subsequently say they don’t see the point of the bridge, they don’t like it, they wish the money had been redeployed. Unfortunately due to the nature of s106, it’s often use it or lose it, and so I’m glad to see some improvements materialise from s106 monies. I have seen secondary school aged children run across the road and traffic breaking sharply. Too many near misses make me feel this bridge will be an asset if used. True test will be when it is built, will people walk over it or will some continue to run into the road. Some of that behaviour will have to be influenced by road safety awareness and education, as ultimately use will be a matter of individual choice. There’s an old phrase, ‘you can lead a horse to water, but you can’t make it drink’, which seems quite apt. I hope people do choose to use this bridge once built.

Purdah – it’s by-elections season Given it’s democracy veil time again this month, I can’t advertise my council email address, but it’s the usual one if you need me, or you can Google CBC’s website and find my contact info under their ‘councillors’ pages.

Bouncing Broadnook’s deliberating determination At any point soon, Broadnook could find it’s way to a planning meeting for determination. Or it could not. That’s right. I know. Confused? You should be, as are we, and by that I believe I mean councillors and officers combined. Because of the significant amount of work that needs to be done on the planning application, this application could face determination end of June this year. However, the applicant has been progressing plans on various parts of the planning application which may mean that the application will continue beyond June. Deadline for publishing next plans committee related papers is 20 June. So we will know then, whether Broadnook will go to June

plans committee or not. If it does not go to plans committee in June, the application will progress to a potential determination by the beginning of next year, 2019. You can view agenda when published on council’s website, here: Https://Charnwood.gov.uk/committees/ plans_committee Due to size, Broadnook’s related decision will go to plans committee for further scrutiny regardless of officers’ decision or recommendation. So how did we get here? Well, apparently the application was submitted some considerable time ago. The form of submission for planning, we’re told, should take no longer than 13 weeks to get to determination, under usual circumstances. I know, planning rules are confusing. Broadnook apparently was formally submitted around 20 months ago. Such a stage shouldn’t drag on so long, we’re told, as most plan flaws get knocked out through ‘pre-application consultation’, basically, officers advising applicants prior to ‘formal application process’. Broadnook’s preapplication phase lasted about two years, starting circa 2013. First formal submission came in 2015. Crazy to think therefore we’re still wondering when it may be in a sufficient state to reach plans committee phase three years later.

It’s a tricky place for our council to be in. Broadnook could contribute a good amount of houses to our five year supply. Such a plot was seen as ideal for building in our core strategy documentation. So it is evidenced we do, I believe, want to support such building. Best way to support it is through planning. It’s a wider problem of access to first homes and affordable homes as house prices seem to continue to increase, while demand is radically outstripping supply, which drives us to build. But I’ve always personally believed we can’t just build anything anywhere to desperately meet such demand. Our existing residents nearby must be considered correctly. We must respect impacts on homes and lives of those nearby. So we do have to scrutinise effectively every application to ensure that is the case. Which is bound to slow things down a bit. An added complication here is learning from previous and applying best practice going forwards. Lessons learnt from Hallam Fields related to section 106, respective in nature, became a big driving of support amongst councillors for a new garden suburb model for Broadnook. In garden suburb’s everything come up front to each stage of build, rather than reactively to each phase. It’s a proactive model. Which sounds fantastic in concept. But I suspect may be the underlying cause of headaches when pitted against traditional planning policy and frameworks.

Due to the nature of planning rules and regulations it could constitute lobbying if I were to meet developers alone. So I have not met them to date. However, it is in our rules that we can meet developers with a council officer present to keep and publish as needs be for rules a record of the meeting. I’ve always said I’d be happy to do this. Applicants for Broadnook have not taken this route to date. However I do respect there is more than one side to each story, and wanted to make clear the sources of my information in writing this report. It’s not all confusing news. I’m pleased to report you may recall some extensive moaning I did via email and YouTube clips some time ago to highways England regards slip roads connecting around Wanlip. This was well supported, by responses from Birstall residents. Highways England and Leicestershire county council seemed to have a lot of letters and reports on this, and moans were heard, it now seems to be that if Broadnook is built surrounding roads will benefit from improvements due to knock on impacts. Applications for primary school places now open! PARENTS with children due to start at primary schools in Leicestershire in September 2019 can now apply for places at their preferred choice of schools. More information about schools in Leicestershire and the application process can be found at www.leicestershire.gov.uk/admissions Parents then have until Tuesday, 15th January 2019 to submit their applications. Ivan Ould, county council cabinet member for children and families, said: “We want to remind parents to allow enough time to research and shortlist up to three primary schools that they want to include on their application. “There’s no automatic entry system for any school in the county so we’d encourage parents to make direct contact with the schools to arrange any visits.” Nearly 7,300 applications were received for the start of the autumn term this year and resulted in: • 92.82 per cent (6,774) securing their first choice - that was compared to 91.3 per cent in 2016; • 4.39 per cent (321) securing their second choice; • 0.83 per cent (61) securing their third choice; • 98.05 per cent (7,156) securing one of their top three choices The county council is encouraging parents to make an online application - 97 per cent of them did for the Autumn 2018 term - so they receive an automatic acknowledgment that the application has been submitted. Late applications, says the council, have to be given the lowest priority as they have to be processed after the applications made on time.

Hi everyone. Just wanted to say a massive thank you to all who came to watch our spring play “What a mix up�. This was performed at our new venue, The Birstall Social Club. “What a Mix Up� consisted of 2 comedy plays. We had 2 very lively performances, lots of laugh out loud moments and a time for all to sit back, relax and enjoy themselves. The complicated plot of the first play, “Two Weddings and a Conference�, kept the audience on their toes, working out who was married to who, who had previously been married to who, who was still married to who and who wanted to be married to who. Well, despite the confusion, our audience were quick, and soon able to identify the characters. It was funny, cleverly written and held the audience attention throughout. The second play “B and B� was an easy to follow hilariously comedic bunch of characters visiting a newly established B and B. I am sure that the audience have probably come across some similarly “unique� characters in their real lives, or maybe they recognised themselves. As previously reported in our promotional articles, owing to circumstances beyond our control HATS have moved from our longstanding venue at Highcliffe Primary School, to the Birstall Social Club, which is more central to the village. Whilst we were anxious to keep our regular audience members, we were also hoping that the move would bring new people to watch our performances. Well, what can I say, what a fabulous turn out we had. Old and new both, it was a tremendous success. Thank you to our regular audience and a big welcome to our new audience members. The feedback we had from everyone was fantastic, with everyone asking when our next play is.

OLD ENGLISH FAIR RE-ENACTMENT 2018 PAINTING CHALLENGE

The attached pages are from a programme showing the very interesting and imaginative titles of 72 paintings which were displayed at the ‘Old English Fair’ held on 21-23 June 1928. It was held at Birstall School, which is now the Village Hall. What became of the original pictures? Does anyone in Birstall have a piece of original work?

Mr John Kilby of the local Historical Society had the document amongst his vast array of local items of interest and passed it on to a member of the Birstall and of BADAS. to all members District Art Society, Rita Cowham, as he thought it might be of interest

With such interesting titles to the pieces originally shown, it conjured up a challenge. The challenge is that members paint/ draw/ sketch their using to suit the artist. To reduce costs, the finished work own A4 versions of the titles. The work can will not be framed. All be made any materials will be displayed at a Society event in the Village Hall on Saturday 23 June 2018, exactly 90 years after the original exhibition. The event will not be open to the public however, pictures will also be photographed and displayed on our website. www.badas.co.uk - The titles are to be ‘drawn out of a hat’, so that members have no choice of topic. The 23rd Charnwood Marathon 2018

New Age Kurling

Hundreds of walkers and runners from Leicestershire and further afield took part in a dull Saturday morning from Quorn and although the weather was not perfect everyone agreed that it was a `most refreshing` and pleasant day out. The event was hosted by The Rotary Club of Blaby Meridian who were supporting MIND (mental health charity), CHILDRENS`AIR AMBULANCE and other charities also supported by Rotary.

When?: Thursdays What time?: 1.30pm -3.00pm How much?: ÂŁ2 per session (incl refreshments!) Why not take this opportunity to come and try this popular and sociable activity for yourself? A fun, friendly pastime with no experience necessary. No need to book, just turn up and take part. Also suitable for wheelchair users and people with limited mobility.

The walkers meandered at their own pace enjoying the beautiful countryside with either friends or family while the runners treated the event more seriously in a competitive manner. The amazing fact was that in the 15 mile route for the runners only 1 minute 17 seconds separated the first 3 runners, it was ALMOST A PHOTO FINISH with Robert Bardsley (2.17.53) closely followed by Nick White of Charnwood AC (2.18.40) and Ian Paramore of Barrow Runners (2.19.10)

The times recorded in the long 27 mile route were equally amazing with Ian Cox finishing 1st (3.52.43) closely followed by Matthew Deniff of Poplar Club (3.58.15) and in 3rd place Edward De Sallis Young (4.00.58) Nevertheless both walkers and runners agreed that it was a great day out despite the weather with certificates and badges given out at the finish with some home made hot soup and various foods etc available to all walkers and runners who were tired and exhausted. A fabulous total of approx ÂŁ4200 (at time of going to press) was raised for the above mentioned deserving charities.
