Leicestershire County Council has made available ÂŁ320,000 per year for local communities to invest in local improvements of their choice. The funding is available through the 25 Community Forums. This Community Forum Budget is not a regular grant fund, because local residents are involved in all aspects of the process and they will be making the decision which projects should receive a share of the funds. Community groups can put forward project ideas for which they are seeking funding. All those project proposals are then made available on the forum's website so residents can view and comment on them. The community groups and other local residents then come together for a Decision Night to discuss the projects and vote for their favourites. All proposals will benefit from advice by a panel of experts, including advice on further sources of funding.

Health Matters in yourLOCAL... Hello, I thought it would be appropriate this month for my student pharmacist to write an article on a health topic. Her name is Safiya Musa and has a 1st class degree in pharmacy. She has chosen to write about asthma.
Asthma Asthma is a very common disease that affects many people. The UK is known to have one of the highest rates of asthma in the world. It is estimated by the charity 'Asthma UK' that there are 5.4 million people in the UK currently receiving treatment for the condition. Asthma is a condition that affects the airways - the small tubes that carry air in and out of the lungs. When a person with asthma comes into contact with an asthma trigger, the muscles around the walls of the airways tighten and the airways become narrow. The lining of the airways becomes red and swollen and often sticky mucus or phlegm is produced. All these reactions cause the airways to become narrow and irritated - leading to the symptoms of asthma. The common symptoms of asthma are: • Coughing • Wheezing or a whistling noise in the chest • Shortness of breath • Tightness in the chest For anyone who has never had an asthma attack it is very hard to understand what it feels like. It is described to be like breathing through a straw whilst holding your nose closed. The sensations of breathing in and the chest pain that develops is how asthmatics feel during an attack. Asthma can develop at any age. It is difficult to know what causes asthma, but so far it is known that:
• Many aspects of modern lifestyles such as changes in housing and diet and a more hygienic environment - may have added to the rise in asthma • Smoking during pregnancy increases the chance of a child developing asthma • Being exposed to cigarette smoke increases the chance of developing asthma • Irritants in the workplace such as dust and chemicals may lead to a person developing asthma • Environmental pollution can make asthma symptoms worse. There are different triggers for Asthma. A trigger is anything that irritates the airways and causes the symptoms of asthma. Everyone's asthma is different and you can have more than one trigger. Common triggers include colds or flu, tobacco smoke, exercise and allergies to things like pollen, furry or feathery animals or house-dust mites. There is no cure for asthma, but the disease can be managed. Medication is available to prevent attacks and relieve the symptoms. Attacks can be minimised by avoiding known triggers as much as possible and by leading a generally healthy lifestyle, including fresh foods and exercise. Groby Community College an Ofsted ‘Good’ School

Groby Community College passed their recent Ofsted inspection with flying colours after a team of inspectors said that the college had made such rapid progress in recent months that it was now a ‘good’ school. The inspection team recognised the journey that the college is undergoing in order to become outstanding. The recently published report stated that the principal, leaders and teachers have an “uncompromising ambition for better outcomes for students”. The two day visit at the end of February is part of Ofsted’s new short notice inspections in which schools receive notification at 12.30pm the day before. Principal Robert Coles said that the college was not worried by only a few hours notice as he was proud for inspectors to see the college as it is on a daily basis. “The students did themselves proud during the two days” said the Principal. Inspectors commented on the “good behaviour, courtesy and helpfulness of the young people in the college”. Post 16 behaviour and attitudes are stated as “outstanding” in the final report which was published on both the college’s and Ofsted’s website on Friday 15 March 2013. Robert Coles stated that he was thrilled for the local area to have another Ofsted good school at the heart of community. “Every student deserves to be able to attend a good school on their doorstep” he stated. The Ofsted Report states the following: • Teaching is good and much is outstanding • Teachers have excellent subject knowledge • Students enjoy being at the college and behave well • Marking is used to give students excellent guidance on how to improve The ‘Brookvale – Groby 11-19 Learning Campus’ consists of both Brookvale High School and Groby Community College; both are good schools with outstanding features. This external validation from Ofsted recognises the great progress and high quality teaching that students receive from the Groby schools. The college already has GCSE outcomes which are above the national average and A Level progress which is second in Leicestershire.

New look for LocalPOLICING Leicester Forest with PCSO Duane Wright East Tennis Club Hello and a Happy Easter to you all
It’s an exciting time for members at Leicester Forest East Tennis Club with a brand new look for the club. The year started with LFE completing the resurfacing of three of its four outdoor courts to artificial clay courts and is one of the first few in the county to have this surface. In addition to the resurfacing the club is also finishing work on installing floodlights to courts 1 and 2 which will mean that all six of the club’s courts will be floodlit by the end of the month. With two indoor hard courts enabling play all year round and with the new look outdoor courts the club is forward thinking and at the forefront of tennis in Leicestershire.
There have been some cold weather conditions in March as I’m sure you can all recall. This often presents car thieves with the ideal method of stealing cars because some people leave their engines running on the street or in their driveway. When the engine is running please remain with your car at all times. A couple of seconds is all it takes so don’t leave your car unattended.
Motor vehicles can provide criminals with an easy target to steal from as well. Leaving any valuable items in your car is advertising them for if a criminal is window shopping where you’ve parked. Remove all items and leave your glove box open so that any would be thief can see that your car is not a profitable target. Marks left by the SAT NAV holder also advertise your property to criminals as they may break in to see if it is in the car even if you have removed it. If you come into Braunstone Police Station, we have a number of glass cloths that we can provide you with for removing the marks left behind by SAT NAV holders. A Leicester Forest East resident had their caravan stolen off of their drive during March. This is one of several nationally so please take extra care in securing your caravan if you have one. There have been 3 burglaries in Kirby Muxloe in March with one person being charged for one of them. The other two are still under investigation. Leicester Forest East had one attempted break into a garage. If you see any one acting suspiciously then please dial on 101 and if you witness a crime in progress call 999. This month sees the start of the adult summer doubles leagues, the AEGON Team Tennis Competition and the junior leagues. The junior coaching programme started again last week, led by Tom Lewis who was recently named Tennis Leicestershire’s Coach of the Year 2012. The club has an active adult and junior social calendar with a range of different events and tournaments taking place throughout the year including upcoming junior trips to ITF and WTA tournaments and the next grand slam themed social tournament, plus numerous round the world food nights and other senior social events. The club held an open day at the beginning of the month for everyone interested in joining the club. Dog Fouling
The local dog walkers in the Forest East Park will have noticed that the parish council has now had installed their new larger dog waste bins. However it seems this has not encouraged those irresponsible dog owners to pick up their dog waste and put it in the bin! We urge anyone who sees a dog owner not cleaning up after their dog has fouled to report them to the Blaby District Council's Dog Warden, on 0116 2750555. LFE Cubs/Scouts 'Do 1 Thing in 2013' This year the Scouts Association is promoting 'Do 1 Thing in 2013', a week of fundraising and supprting your local community during the week 3rd to 9th June 2013. As a Group, we thought there might be a worthwhile project (job) that we could do in the parish. Anything from clearing up rubbish, tidying a green area, painting etc., etc.,. County children choose Book Prize winner - and she's from Leicester A Leicester-born author has appropriately been chosen as the winner of the Leicestershire Children’s Book Prize for 2012. The author who came out on tops is Anne Fine, most renowned for Madame Doubtfire, which was made into a hit movie, Mrs Doubtfire, starring Robin Williams. Anne’s book, Bill’s New Frock, was voted the winner by children between the ages of seven and nine throughout the county. It tells the story of a young boy, Bill Simpson, who wakes up one morning to find he is a girl. Anne Fine said: “I’m absolutely delighted to have won the award. I was born in Leicester, so it’s a place very dear to my heart. It’s a really special thrill for me to know that so many children who live in the city and the county are now busily reading mine.” Second place went to Little Manfred by Michael Morpurgo and third place went to The Boy with Lightning Feet by Sally Gardner. There was a shortlist of six titles based on the six Olympic values of determination, friendship, respect, courage, excellence and inspiration. Dave Houseman, lead member for adults and communities at Leicestershire County Council, said: “The books included titles by new authors as well as books by established authors and it was really encouraging that nearly 2,000 children voted online in their local library or through their school. The aim of the prize was to widen reading choices for youngsters and to encourage children to share their reading with others.” Previous winners of the prize are Andy Stanton and Alan McDonald. New CO-OP and 13 Dwellings A planning application has come in to develop the old Geary’s bakery site. The application is for a new modern bigger and better CO-OP store to replace the one in the centre of the village. There are also plans for 13 dwellings which are a mixture of houses including a 5 bed house, a 4, bed house 7 x 3 bed houses. The front of the bakery will be retained and that will form a 4 bed house and two flats making a total of 13 units. Ozzy met with the agents and the Chair and Clerk to the Parish Council during the 1st week of April to discuss and view the plans. They look good, but Ozzy has requested a village consultation on the plans and this has been agreed by the agents. Representatives from the agents will be available in the Church Rooms with the site plans and house types on Thursday 25th April 2013 between 6pm and 8pm. We would urge as many residents to attend and view the plans; we will be there to get your feedback. Update Sacheverell Way Street Light Campaign I am extremely gratefully for the support that both Groby and Ratby residents have given to me over this community safety issue. I am pleased to say that the County Council has taken notice and listened to residents

concerns over this issue. My meeting with Nick Rushton the leader of the County Council was very positive and shortly afterwards the Council put a stop on taking the lights out and agreed to a summer consultation with residents. I handed the petition signed by 895 residents of both villages to Cllr David Slater the deputy lead member on Environment and Transport on Tuesday 2nd April at County Hall. It was disappointing to learn that someone had removed the signed petitions from both the Chemist and Chip shop in Ratby. We would have had well over 1000 signatures on the petition if we had been able to include the missing ones. It is assumed the damage was caused by quad bikes or motorbikes. The playing surface has been carved up and ruined any chance of school
children playing on this ground. Police have been informed and anyone found riding on this ground will be cautioned and could have their vehicle impounded and possibly crushed under section 59. We ask that residents keep an eye on this land and report anyone on it with vehicles. This land belongs to Ratby School and is for the sole use of the children. St Georges Day Event For all the family Final preparations are now underway to celebrate St George's Day with a special programme of traditional entertainment in Hinckley town centre. Flags and bunting are already decorating the town, creating a festive atmosphere in readiness for the event on Saturday 20 April 2012. Entertainment will take place in Market Place from 10am until 3pm. During the day there will be family activities including a children’s historical and craft workshop, St George and dragon street entertainment act, Morris dancers and Punch and Judy. The Saturday market will also be bustling. All activities are free. There is something for all ages to experience while enjoying the town’s shops and market stalls. This is the eighth year that the Borough Council, supported by the Town Centre Partnership, has organised events to celebrate St George’s Day. Future Youth Club Dates April: 19th. Our Tudor Trip - By Isobel G (Year 4) When we got to school on Thursday 14th March I was so excited for a wonderful day. Once we had sorted the lunchboxes and groups out, we got our coats on and headed for the bus. As I got on the bus I knew we were in for a fun day. I sat down in the warm, comfortable seats and waited until we arrived at our first stop, Donnington Le Heath Manor House. When we got there a kind lady showed us where to put our lunchboxes. That’s where the fun began! We were shown up some very steep stairs into a room. Then the kind lady left and a Tudor man appeared. His name was Jack. Slowly, the man began to speak. Jack told us how to reverence and he told us about Mistress Dilkes, the housekeeper. Suddenly we heard the rattling of keys. “It’s Mistress Dilkes! Get up to reverence!” Jack said in a whispering voice. A reverence is a bow for a boy and a curtsey for a girl. Because we were all wearing trousers Mistress Dilkes laughed at us, she thought we were all boys! Someone pointed out that we were not all boys, we were a mix of girl and boys. Then she took half of us to the kitchen and the other half stayed with Jack.

First I went to the kitchen to make something called a pomander to keep bugs away from your clothes. It smelt disgusting in my opinion! Next I went upstairs with Jack to set the table. I felt very excited about setting a table Tudor style. I found out that servants ate off wooden plates with a hole for the salt. Then we had lunch. After lunch we were all running around like a pack of wild animals! Then we got on the bus to Bosworth Battlefield. When we got there a man called Graham came and showed us lots of things related to the battle. It was so cold, I felt like an icicle hanging on the bottom of a car! There was a flag. From far away it looked tiny but, close up, it was colossal. Graham showed us where they think Henry VII and Richard III stayed (separate places). Then he showed us where they think Richard III drank out of a little well. Throughout our time at Bosworth, Graham let us swap holding things so we all had a go to hold something. I held a sword (a wooden one) then I passed it onto Liam. On the way back me and Grace were pulling funny faces at each other, and when we got back to school we played Toast (tig). All in all, I think it was the best trip ever because it was so much fun! My favourite part was being in the kitchen with Mistress Dilkes.

New independent consumer champion Healthwatch launches across England Healthwatch - the new independent consumer champion for health and social care was launched across England on 1 April. This is the first time a national champion has been set up with independent statutory powers to act on behalf of both adults and children.
Heatlhwatch England will lead 152 community focused local Healthwatch and together they form the network. The Healthwatch network will work closely to ensure consumers’ views are represented both locally and nationally.

The generation that can’t afford to leave home The rise in property prices and student debts have created a generation of young people who leave home for university... and afterwards come right back home again – for years. Recycle the Bulbs in Your Garden Come the Spring you may be thinking of having your driveway altered, your front or back garden redesigned or even a new lawn laid, if this does come to fruition please don't just discard any bulbs you may have that you feel you no longer require. Please ask your contractor/gardener or perhaps even yourself to set the bulbs aside.
These can be reused to enrich the parks, woodlands and cemetery in our Village. In a few years time you may be able to spot your own contribution to the enhancement of them all. There will hopefully be an update published so that you can see the position of the bulbs for your future reference. 'Sponsor a Planter for the Village' Kirby Muxloe has a collection of local businesses and community groups who have recently joined together to support a 'Sponsor a Planter for the Village' idea. They have funded and participated in the idea with great enthusiasm, which means you should soon be able to see and enjoy the planters around the village. Each planter will have a plaque indicating which business or group has generously sponsored it. Keep your eyes open and look out for them on Main Street, Barwell Road, Maytree Avenue, Court Close and other places. All the planters will be maintained by Cooke's of Kirby who have kindly volunteered their services. This is a new venture for Kirby Muxloe and all involved hope that it meets with the approval and gives pleasure to all the residents.
Kirby Muxloe Litter Pick-20th April Once again the Parish Plan group are organising a litter pick around the village. Hopefully the weather will be a bit kinder this year and the sun will shine upon us as we trawl the highways and byways, spring cleaning the verges and hedges to make our village just a little more pleasing to the eye. We can't promise you a reward for your efforts but if last year is anything to go by there will be some amusing stories of the unusual objects which come to light in the most unlikely places. Then came our main speaker of the day, Janine Roebuck who is a leading mezzosoprano opera singer who is also deaf. She was told at the age of eighteen that she was going deaf but went on to become highly successful in both opera and musical theatre. Janine also uses her experiences and achieving the top of her profession to give highly effective motivational presentations. She talked about the impact of hearing loss on her own life, with amusing anecdotes, interesting reflections and a determination not to be disabled by the loss of her hearing but rather to take on more new challenges. She supports the “Hear to help Service” which includes equipment, support and advice and is passionate about deaf people insisting that they get good service from their doctors, the best technology there is, and why not designer type hearing aids too like they do on specs and to also ask for the support that is out there. Janine then sang “Summer Time” and finished with a statement that “it’s time to take action for all deaf people” Janine was an excellent, entertaining motivational speaker as the standing ovation proved. Rosemary closed the meeting with her final goodbyes as Chairperson in her own jovial way , and wished her successor all the best for the future, ending with saying she’d been so enthused by all the speakers so much that she’d found herself unable to retire yet as she’d just volunteered for the WRVS, Deaf awareness and the New Forest guides. Flowers were presented to Roz and it ended with a rousing chorus of “God Save the Queen”. We all really enjoyed our day and would highly recommend others to give it ago next year, I’m sure you won’t be disappointed.

Children’s hospice calls on walkers People are being urged to pull on their walking boots and raise vital funds for Rainbows Hospice for Children and Young People. Rainbows is staging its annual sponsored Walk of Life on Sunday 19 May, as part of Children’s Hospice Week*, and is calling on the people of Leicestershire to sign up. Starting at Leicestershire County Cricket Club, on Grace Road, walkers can take on a 15 mile trek or a gentler five mile amble around the city and surrounding countryside. More than 700 people took part in the event last year raising £45,000 for the Loughboroughbased hospice. Many of the walkers dressed as their favourite super hero or brought their dogs along which made a fantastic sight around the streets of Leicester. This year, organisers hope to attract 800 walkers and smash last year’s figure. Katie Baxter, community and events manager at Rainbows Hospice for Children and Young People, said: “The Walk of Life is one of our most fun events. With the choice of two routes, there really is something for everybody and we hope that as many people as possible sign up to help us raise funds.

Badger Baiting Discovered in the Charnwood Forest The Leicestershire and Rutland Wildlife Trust have recently discovered evidence of badger baiting in the Charnwood Forest near Coalville. A badger sett was discovered which had been dug out and then refilled. The disturbed soil contained badger fur which indicated that one or more badgers may have been killed.
New domestic abuse helpline number
A new helpline for men and women in Leicestershire affected by domestic abuse has been launched. The freephone number is run by Women’s Aid Leicestershire Limited (which includes the ADAM project for men) and offers advice, information and details on available support services.
The line, which has been commissioned by Leicestershire County Council and replaces a previous number, is also a contact point for professionals seeking advice and information. Pamela Richardson, Chief Executive at Women’s Aid Leicestershire Limited, said: “This helpline will provide useful and potentially life saving information for callers. “We can offer support and advice and are able to refer callers on to appropriate services who will be able to offer further support if needed.” Phil Hawkins, Head of Youth Justice and Safer Communities at Leicestershire County Council, said: “We are pleased to be working with Women’s Aid to offer this vital support.
Badger baiting has been illegal for over 170 years due the horrendous suffering caused to badgers and the dogs used to bait them. Badgers are normally caught in their setts by blocking the exits and then sending a dog in to corner the badger. The baiters dig down to find the badger. This can often mean digging a hole over 6ft deep. Once found the badger is maimed in order to prevent it killing the dogs too quickly. This usually takes the form of breaking the badger's jaw or legs with a shovel. The badger is then thrown back into the hole or taken to a prepared location and one or more dogs are set on it in a fight to the death.

A spokesman for the Trust said "This is a shocking discovery. This sort of sick blood sport should not have a place in modern life. Unfortunately the people that do this think that digging a wild animal out of the ground, maiming it and watching it fighting dogs is entertainment. To every sane person this would be deemed to be abhorrent. The types of individuals that do this are serious violent criminals. We would urge people to be vigilant when out in the countryside and to report any suspicious activity to the police."
New town at Lubbesthorpe
The RSPCA and Police have been contacted and photographic evidence was taken at the scene. The sett in question and those in the surrounding area have been put under regular surveillance and remote cameras will be deployed in the near future. The Leicestershire and Rutland Wildlife Trust are asking people to be vigilant and report suspicious activity including: • People carrying spades (sometimes fold away spade in bags or rucksacks) when out walking. • People taking small terrier type dogs near badger setts. Look out for radio collars on the dogs as they use this to locate the dog in the sett. • Any signs of recent digging activity on a badger sett.

Leicester Forest East Parish Council has received a copy of the Non-Intervention Letter sent by the Department of Communities & Local Government Office to Blaby District Council regarding the new town at Lubbesthorpe. The communication advises that the Secretary of State has carefully considered the impact of the proposal and the key policy issues which this case raises. In his opinion (the Secretary of State) the proposals do not involve a conflict with national policies on important matters / have significant long term impact on economic growth and meeting housing needs across a wider area than a single local authority, have significant effects beyond their immediate locality' give rise to substantial cross boundary or national controversy, raise significant architectural and urban design issues etc. Nor does he (the Secretary of State) consider that there is any other sufficient reason to call the application in for his own determination. He (the Secretary of State) has therefore decided the application should be determined at local level, and has not called it in.

St Alban’s Day Pageant
The Kirby Muxloe Local History Group meets generally 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which generally take place in St. Bartholomew’s Church Hall, Kirby Muxloe.
The St Alban’s Day Pageant is an annual event which honours Britain’s first martyr. Taking place on St Alban’s Day, Saturday June 22nd, a procession of giant puppets retells the story of Alban’s martyrdom, retracing the route from his place of execution to his grave where the city’s splendid Cathedral is built. There is an optional festival Eucharist at 12noon in the Cathedral.

Blaby District Council New Recycling Scheme Blaby District Council will be introducing a weekly recycling collection from June 2013, where residents will be able to put their recyclables into their existing 140L green lidded bins. The District Council are also pleased to announce that also from June residents of Blaby District Council will be able to recycle glass through the Kerbside collection scheme. This means that resident will be able to fully recycle everything they currently do at present, but in a much simpler way. In addition to this the District Council's recycling partners MIND will also be commencing a weekly textile and small WEEE (small electrical items) collection, the first of its kind in the Country.

Fifteen animatronic, life-like dinosaurs are now on show at the Zoo, in a brand new ground-breaking exhibition called Dinosaur Valley. Leading an exciting trail through prehistoric times, visitors can enjoy a once-ina-lifetime opportunity and get up close to the likes of the mighty Brachiosaurs, the terrifying T-Rex and the feathered Citipati.

Community matters with John Lewis
National Stalking Awareness Day takes place on 18th April 2013. The National Stalking Helpline has been established by Network for Surviving Stalking, Protection Against Stalking and Suzy Lamplugh Trust. It is the first national helpline to specialise in providing information and guidance to victims of harassment and stalking as well as their friends and family. We're delighted to announce the launch of Community Matters, a charitable giving scheme that'll run throughout our shops. Every 3 months each shop will select 3 community groups to help. Customers will then be directly involved in deciding how much each nominated group receives, by using a token to vote for the organisation they'd like to support. Each shop will have £3000 to donate which will be split between the charities according to the proportion of the vote they've received from customers. This means that if a charity receives 31% of the votes, it'll receive a £910 donation. Charities will receive support in whichever way will benefit them the most, either in the form of John Lewis products, volunteering time from Partners, or as financial support. The Community Matters boxes will be located in catering areas of each shop. Customers will be given one token per transaction, and will be able to follow how much of the vote each organisation receives over the 3 months. Organisations eligible for Community Matters will include charities, schools and relevant community groups. Partners will look at the requests that are submitted and choose 3 organisations to support for the following 3 months. Organisations that would like to be considered for Community Matters should visit their local John Lewis to pick up a nomination form.
Stalking is a pattern of repeated, unwanted behaviour that causes you to feel distressed or scared. It can be perpetrated by men or women. Stalking can happen with or without a fear of violence. This means that if you are receiving persistent unwanted contact but the person has never threatened you, this is still stalking and is not acceptable.

CYBER SAFETY • Get your computer checked for malware and key logging software. • Change your passwords frequently and don’t use the same password for everything. • Limit the amount of information you share about yourself on social networking sites and check your privacy settings to ensure you are not giving away more information about yourself than you intend to. • Keep your anti-virus software up to date.
Stalking often has a huge emotional impact on those it affects. It can lead to feelings of depression, anxiety and even post-traumatic stress disorder. It is a psychological as well as a physical crime.
• Report any stalking activity on websites to the administrators. If they won’t act, contact the web hosting company.
If you are being stalked, you can complain to the police or apply for an injunction and damages through a civil court.
• Talk to neighbours, colleagues or your manager about the harassment if you feel comfortable doing so. They may be able to help by collecting further evidence on your behalf or by putting protective measures in place.
To get in contact with the police, either go to your local police station, or call the non-emergency number and make an appointment. It might help to write down what has happened to you and take that with you as well as any questions you may have so that you don’t forget anything you want to include. If the stalker is arrested, you can talk to the police about whether bail conditions will be imposed. Bail conditions could, for instance, say that the stalker is not to contact you or approach you. If they breach the bail conditions then bail could be revoked and they could be remanded in prison. If the case is prosecuted in a criminal court the stalker could receive a prison sentence and you could be granted a restraining order. You can also apply for an injunction against the stalker through a County Court under the Protection from Harassment Act 1997 or under
• Do not engage with your stalker in any way.
• Be aware of how much of your personal information is in the public domain and take steps to protect your data. Physical Stalking • Consider carrying a personal alarm. • Vary your daily routine and take different routes to and from work. • Know where the nearest safe location is, for instance a police station. But, if there isn’t one nearby, you could use a 24 hour supermarket with security guards and cctv cameras. • Talk to the police about using cctv and/or Installing a panic button at your home. • Consider installing an alarm system. • Ensure all your doors and windows are locked before you leave home or go to sleep.
