LFE Film Evenings receives Big Lottery grant Started in 2010 as a community facility, LFE Film Evenings has been a resounding success. Initially the facilities and experience provided by Centre Screen (part of Phoenix Arts) of Leicester were used. As the project blossomed, a couple of years ago an application for a grant was made to Blaby D.C. for the installation of a big screen – which became a part-way stage to being selfsufficient.
Audiences continued to grow, to the current level of around 50-100, depending on the films shown.

However, due to funding cuts, the facilities available from Centre Screen became an unknown quantity. There was a danger that they may not be available in the next few years. Therefore it was decided that as the popularity of the Film Evenings continues to grow, it made the installation of permanent audio-visual equipment a worthwhile proposition. As this venture is run on a non-profit making basis, there were no funds being generated to do this. So an approach was made to The Big Lottery Fund earlier this year for a grant. After completing the on-line questionnaire – which was followed up by them telephoning for more details – a grant of £4,355 was provided to enable the installation to take place. Work was completed at the end of May in time for the June film show. The equipment allows for other functions to be made available as well, such as PowerPoint presentations and music from CDs, so will provide a useful facility for the Parish to offer.
LFE Film Evenings is not a club; there is no membership system. Residents of the locality can come when they wish to see a film in comfortable and convivial surroundings (without the disturbance of crunching popcorn!). Ratby’s Annual Show RATBY'S ANNUAL SHOW takes place at Ratby Sports Club, Desford Lane, Ratby, LE6 0LE, on Saturday 8th August at 2pm. All entries welcome and you don't have to live in Ratby to take part. The show scedules are free and can be picked up from Ratby post office, Main Street. This year sees a record number of classes to enter - 100 in total ranging from fruit and veg, through flower arranging, cookery, preserves, a variety of handicrafts, to photography and poems. Young people are well catered for with classes for a miniature garden, photography (your own theme), baking cupcakes, a veg or fruit monster, and 'A Sea Scene' - your own interpretation of this theme. So, come on down to the Sports Club on Saturday 8th August with your entry and enjoy a lovely afternoon with a cup of tea and a slice of cake, viewing the variety of different types of garden produce, flowers, cookery and handicrafts on show.

We know you liked our cakes as they all went very quickly. It was lovely to see so many people coming to buy unique clothes, cards, candles and almost every plant found a new home. A little girl called Georga won the Safari Oleg. A generous donation boosted the total. We are already planning the Autumn Fayre which we hold on October 31st. in the Kirby Muxloe Village Hall. We are also having a Candlelight Supper on Friday 13th November when a Ukelele Band will entertain us at the Golf Club.

Local Letter Dear Ratby Residents I write in response to Mr. Cawrey's article in last month's Local magazine, in which he implies he is building the latest 158 houses on our open countryside, known as The Ratby Burroughs, for the ' good of our community'. I am not sure who he thinks he is kidding, but to build this large number of additional houses is certainly NOT going to be benefitting anyone who lives in Ratby now, or in the future. Does he think adding potentially 320 vehicles onto the Markfield Road at peak times will benefit us? Does he think this number of additional vehicles trying to pass through our village will benefit us? Does he think our already full primary school will benefit from potentially a further 320 children living here or even our secondary schools? Sorry Mr Cawrey, you are fooling no one. You have made your wealth from building many houses here in Ratby over the years, and it is right that you should have contributed to our community. But no amount of money you give to the village for this latest proposed development will help ease the additional traffic congestion, or even help the school. Even HBBC recognise this, as they want to concentrate any new housing developments in and around, “sustainable urban extensions,” namely Hinckley, Barwell and Earl Shilton, so NOT Ratby then, where the infrastructure is already overburdened, and to build this number of new homes would be completely UNSUSTAINABLE. We have not objected before to building in Ratby, and even now are not objecting to the current Casepak application for 26 houses. We understand the need for affordable houses of course, but these need to be built in places where the infrastructure can cope! Otherwise you are effectively ruining the quality of our village life. Interesting that you make a plea for us to consider our young folk, and yet in your original application to build here, I understand that you had not provided enough affordable housing, so were asked by HBBC to increase your allocation? Let us draw our own conclusions from that. So yes, the full sign really has gone up here and the best thing you could do for our community, Mr Cawrey, is to leave Ratby alone now, so that we can still just about enjoy living here, old and young, still enjoy our unique open countryside, which is so beneficial to our community in so many ways... (and by the way, these fields ARE considered an integral part of the Ratby Burroughs by all of us living here.) Incidentally, I wonder how many villagers realise that you not only plan to build in these top 2 fields in front of Markfield Road and top of Stamford Street, ( bad enough), but also, as witnessed first hand, when your proposed building plot was staked out by the planners, that you are going to build on a large section of the middle field adjacent to Burroughs Road! You conveniently fail to mention this in your article. So you are encroaching more and more into the open countryside, that yes, is the Burroughs, and we all can guess what this means ....ultimately your intentions are to build on the whole lot. If you really did care about what is best for Ratby, you would leave the Burroughs and surrounding area unspoilt, so we all can still enjoy living here. And that means our old and YOUNG folk alike... Beware of Workmen Purporting to be Council Workers. It has been brought to my attention that Between Friday 26th June and Monday 30th June at least two properties in Ratby have had their driveways top coated with slurry it would appear that on both occasions the remaining bitumen has been poured down the road drains near the property others properties may also have been treated. When I reported the potential environmental issue to officers at Highways I was informed there had been similar reports of persons trying to get the same such work by purporting to be Council workers. I can confirm these men are not employed by the Council and they are committing offences by putting bitumen down the public drains. I have information they are using a white transit van. If anyone can supply a registration or description of the men that would be very helpful I would then pass it on to officers.
Leicester North West Major Transport Project (A50)- Phase 1 1) Work due to begin on the North West Leicester Transport Project and the intended aims of the project. North West Leicester Transport Project 2) Work is due to begin on the first stage of a multi-million pound project to improve road links into the city from the north west of Leicestershire. Roads and junctions along the A50 corridor, between the A46 Western Bypass and the A563 outer ring road, will be improved and made safer with additional or wider lanes, new signalling, better pedestrian and cycle crossings, and additional cycle facilities. The work will be carried out by Eurovia, which recently completed £20m of road improvements in Loughborough. 3) The first phase of work will focus on improvements at three main junctions and roundabouts – at the Glenfield Turn (County Hall) roundabout joining Groby Road, Gynsill Lane and Station Road; the Groby Road/New Parks Way roundabout, and the junction of New Parks Way and Aikman Avenue. 4) The purpose of the project is to improve journey times and reduce congestion, while also improving safety and sustainable travel choices along the route. It is hoped that the

scheme will not only enable this part of the road network to cope with the increased volumes of traffic that will be seen as a result of new developments being built, but will also play vital role in the area’s economic prosperity by helping maintain good transport links. 5) The project is being run jointly by Leicester City Council and Leicestershire County Council, with the vast majority of the funding being provided from Central Government through the Leicester and Leicestershire Enterprise Partnership (LLEP) Local Growth Fund. 6) This first phase will cost about £8.5m, of which £5.5m has been secured by the LLEP from central government, with the remaining £3m split equally between the city and county council. In all, the LLEP has secured £16.2m from central government towards the overall cost of £19.1m for the first five years of transport improvements connecting the city and North West of the county, with further funding possible after 2019. The subsequent phases of works have yet to be prioritised. 7) Work is due to be begin in mid-July during the schools’ summer holidays, when there is less traffic using the routes, and is expected to take about 15 months to complete. However preparatory works for this first phase have begun, including testing ground conditions at the three sites. Roads are expected to remain open, though some occasional lane closures will be needed. Fraudulent 'Apple Pay' Fraudsters are targeting classified advertisement websites like AutoTrader to advertise vehicles for sale. Buyers are then contacting these ‘sellers’ to find out more about the vehicles and are being told to pay for them via ‘Apple Pay’. In this case the fraudsters are not using the genuine Apple Pay service and potential victims pay money directly to bank accounts in control of the fraudsters. Individuals receive emails claiming to be from Apple Pay with a web link to a cloned website with false terms and conditions of the ‘escrow’ service. Any money remitted to the fraudsters is then unrecoverable and the vehicles are not delivered. Protect yourself: • Meet the seller ‘face to face’ and view the vehicle before parting with any money. • Be cautious of web links in an email. They may not direct you to the genuine website. • Report scam advertisements to the classified advertisement websites. • If the vehicle is below market value, consider whether this is an opportunity too good to be true! Royal Mail Email Scam A scam email is currently being sent to victims fraudulently claiming to be from the Royal Mail. Attached to the email is the CryptoLocker virus. The victim receives an email purporting to be from the Royal Mail stating that they are holding a parcel/letter for the victim. The victim is then required to contact the Royal Mail to arrange for the item to be resent/ collected. By following the instructions within the email the CryptoLocker virus is subsequently downloaded to the victim’s computer. This virus encrypts files on the victim’s system and requests a ransom be paid in order for the files to be decrypted. Additional incentive is added for early repayment as the ransomware states that the cost of decrypting the files will increase the longer the fine is outstanding. Protect yourself: • Look at who the email is addressed to. Is it generic or specifically addressed? • Look at the quality of the images included on the email. Are they of sufficient high quality that they could come from Royal Mail? • Do not open attachments from unsolicited emails regardless of who they are from. • Do not click on the link supplied. Instead,

go to the relevant website and log in from there. • Check the address of any email received to see if it appears legitimate. An Update from the

Date of Taking Over The latest information from Leicestershire County Council is that they expect Ratby Library to be handed over to our group during January 2016.

But they might just wish to be ordinary volunteers.
We are confident that our plan will carry benefits for all residents, be they: • Access to a cafeteria, serving quality teas, coffees and snack refreshments; • Provision of a small commercial kitchen, which also requires; • The reconfiguration of the toilet areas; • Access to improved Internet and WiFi connectivity via upgraded terminals and removal of the link to the County Council server;

Ratby Primary School Following our meeting with the Head Teacher and her Business Manager we continue to await her proposals as to how she might be able to use the facilities offered, at no cost to her school, from within the library space. We have, since and separately, emailed the head teacher to keep her updated.
Local Donations in Support of RLG We have been hugely encouraged by the support we have had for our independentlyfinanced library, which currently costs ÂŁ25,000 pa to run. Local people have pledged significant funding for operational and capital purposes. Our ethos is not to take significant public money as residents already meet the cost of this amenity from their taxes and we have no wish that they be taxed twice. So our on-going funding model is an independent one. Heatwave Advice Public Health England has issued advice to help people stay safe in the hot conditions. Warnings of a heatwave are given as soon as the Met Office forecasts that there is a 60% chance of temperatures being high enough on at least two consecutive days to have a significant effect on health. Even if temperatures do not hit extreme levels, Public Health England (PHE) still advises people to keep safe in the sun, seek shade to cool down and keep hydrated with plenty of cool fluids.
Top advice for being sun safe: •
Try to keep out of the sun between 11am to 3pm

Wear sunscreen

Wear loose cotton clothing
•
Drink lots of cool drinks

Seek shade

Wear sunglasses and a hat

Remember that it can get uncomfortably hot indoors too. Try to keep your bedroom and living space cool, by closing the curtains on windows that receive the sun and opening your windows at cooler times of the day and overnight when you can. Turn off non-essential lights and electrical items as these generate heat.
Have a Safer Summer 2015 The annual campaign to ensure that everyone has a safe and enjoyable summer has begun. With the summer upon us, the Leicestershire’s Anti-Social Behaviour Delivery Group, which is made up of a range of organisations including Leicester City, Leicestershire County and Rutland County councils, the police and seven district authorities, is encouraging people to enjoy themselves but also be considerate to those around them.
Their top tips for a safer summer include: •

Be tolerant of young people who also want to enjoy the summer.

Be considerate, if you’re planning an event or party.

If you’re having a BBQ think safety first.
As part of the safer summer campaign they have contacted all schools across Leicester, Leicestershire and Rutland asking that pupils consider their behaviour and act responsibly whilst on holiday. The Force has also gathered information about local activities for young people which are taking place in various locations across Leicester, Leicestershire and Rutland during the summer holidays. That information is now available on: www.beatsafe.co.uk Neighbourhood officers, local councils and the IMPACT Team, which is part of the Leicestershire Youth Offending Service, are just some of many stakeholders that will be working together running events in the city and county. On the 2nd, 3rd and 4th of June the Year 6 pupils took part in a project to raise as much money as possible. The ‘Young Enterprise Project’ took place in the front playground of Ratby Primary School. It was open to Key Stage 2 pupils and teachers at break time and then to all parents at the end of each day. The children of Earth and Neptune were very excited to open their stalls and sell, sell, sell!
Sports Day On Monday 22nd, Ratby Primary School held its sports day for the children in Key Stage 1 and – for the first time – the Foundation Stage. Despite some ominous looking clouds, the good weather held and the children had a fantastic afternoon of sporting events ranging from football dribbling, bean-bag hotshot and water relay, through to classics such as the egg & spoon and dressing-up. The Year Six children in the school guided and supported the children, with Foundation Teacher, Mrs Anstey, remarking that, “The children showed wonderful leadership skills, they are a real credit to the school.�

As promised in our last report, we would like this opportunity to lay bare the legacy inherited from the previous administration and to inform you all of the plans of the new administration at HBBC. Financially , we are in a good position albeit the Lib/Dem administration borrowed heavily as new government regulations allowed us to prior to being ejected from office but at a low rate of interest which will allow us to put forward plans to benefit the Borough as a whole. As Chris now has the portfolio for housing and community safety, Chris is now looking at several projects to revitalise existing older persons housing and bringing forward new older persons bungalows. We have a huge shortfall in this area as people are living longer and need to address this issue. 5 Year Housing Supply. HBBC carries out a bi-annual calculus of its need to provide a 5 year housing supply which protects communities like Ratby from unwanted and aggressive housing applications as seen in recent months. The calculus revealed as of 1st April 2015 that HBBC does have a 5.69 year housing supply at present but we will need to bring forward further sustainable applications in order to protect this. There will be a public enquiry in the form of an appeal on land to the north of Markfield Rd that was refused permission for 158 dwellings. This will be heard in September 2015 and both Chris and Ozzy will be giving evidence on your behalf.
New Co-op on Station Rd. We are both delighted to see the new Co-op store open on Station Rd. Having been round the store, it looks very impressive and we wish the new manager Paul and his staff a warm welcome to the village. When this application first was presented to us for the former Geary's bakery site we had no problem in approving this as a much needed village amenity. However, we do ask residents not to forget our other shops as they need your support as well.
Harrison Spice. Finally, we would like to take this opportunity to
talk residents through the recent application by Harrison Spice in terms of its take away service. As this was a retrospective application for a licence and that LCC Highways had recommended that the application be refused due to lack of off street parking, the planning committee did refuse the application and voted for enforcement to be served on the premises to stop the sale of take away food. There now follows a 2 month period of compliance to address these issues. There are further issues concerning smell pollution and an unlawful flue that has been erected at the rear courtyard. Chris and Ozzy have offered a sit down meeting with the owners to try and rectify theses issues which would mean them applying for the necessary licences as all other hot food take a way’s in the village have. We are committed to the retention of Harrison Spice as we see it as a vital community asset. However this issue needs to be sorted out in the interests of the neighbouring and surrounding properties. Council awarded funding to launch recycling incentive scheme Over £145,000 of central government funding has been awarded to Blaby District Council to start a recycling reward scheme. Bin It to Win It is a threeyear campaign that will encourage residents not to put general waste material the Council’s recycling bins, in order to improve the current contamination rate. The campaign will also encourage residents to recycle more of their waste. The campaign will begin in September with residents whose recycling bins are presented every collection day and contamination free throughout a four-week period entered into a prize draw to win a prize to the value of £30. There will be ten winners of £30 every four weeks. Prizes can be put towards a council tax rebate, garden bin, a months membership to The Pavilion Gym in Huncote, or a voucher which will be redeemable at many shops within the district. Additionally, the two best performing Parish Councils will also be awarded £50 each every four weeks, which is redeemable against services purchased from the District Council. Blaby District currently has a contamination rate of 7.00% but are looking to reduce this. The council has been granted £145,182.50 from the Department for Communities and Local Government (DCLG) from a fund for Councils to set up recycling reward schemes. Guy Jackson, Portfolio Holder for Neighbourhood and Environmental Services, said: “We are delighted to have been awarded this funding as it gives us a long-term scheme to try and change residents’ habits. “Recycling is extremely important for us and we support this with weekly collections. Not only will this help to reduce our contamination rate and increase recycling, but we hope it will leave a lasting impression on residents to use our recycling bins responsibly long after the campaign has ended.” Bin hangers will be used to promote and remind people of the campaign closer to the launch. Emoji has become the fastest growing language in history. That is the verdict of a linguistics expert, who has studied the spreading catalogue of 722 digital smiley faces and symbols. So far a staggering eight out of ten of us have used emoji to communicate with someone. It seems that many young people find it easier to communicate using the smartphone icons – which include hearts and food and drink and an array of facial emotions – rather than words. 72 percent of 18 to 25 year olds say they find it easier to put across their feelings using emoji rather than words. Royal Garden Party and AGM Three coaches of members from the Leicestershire & Rutland WI Federation went from Leicester heading for The WI Centenary Garden Party at Buckingham Palace. This included 3 lucky ladies from Kirby Muxloe WI, all were sporting their best dresses and hats, the weather as we left was overcast with a little drizzle, but we had our umbrellas so nothing was going to stop the festivities. When we arrived in London we were dropped off on Park Lane, where the Kirby Ladies joined up with Sarah from Theddington WI, it was a short walk to Buckingham Palace down The Mall. The queue for entrance through the back gates stretched half way down the Mall and the queue for the main gates stretched just as far, we were not going to go in the tradesman’s entrance we were going to walk through the front gates as befitting our day so joined the queue for the main Palace gates but it’s actually the side gate you enter by. As you can imagine all those ladies queuing along The Mall was a sight to behold and it wasn’t long before tourists were stopping to talk and take photos. A couple from Detroit stopped and asked what was happening,” it’s the WI’s centenary Royal garden party and there are 8000 of us”, “what’s the WI?” “It’s the women’s institute” I said, “what’s the women’s institute?” they said and I duly explained, they wished us all a lovely day and off they went taking photos as they went. At 2.30pm we finally made it through the front gates, The royal standard was up so the Queen was at home .Photos were not allowed but I did manage to take a sneaky few as we walked towards the palace. The order of the day was to hold onto your hats as the wind started to whip around us. The excitement was all around us as ladies looked forward to meeting the Royals followed by a scrumptious tea. The entrance hall was very ornate with gold leaf everywhere as befitting a palace, Victoria and Albert’s portraits were either side of the door leading to another room and out into the gardens, as we stepped through the doors onto the patio the sun started to shine, 8000 women from the WI had come to tea. Now the way to meet a royal is to make rows of people some 10 or more deep so that one royal could walk down one row and another royal walk down the other row. These rows meandered around the garden so that most ladies could get a view, now somehow the four musketeers managed to join a small group that were walking down the middle of one of these rows. The gentleman was asking where does your group finish?, yes we had managed to get into a group of the “chosen ones” who were to meet a royal by mistake, so we slinked off to the sides and joined the throng, unfortunately we now had to stand at the front so a front row view was guaranteed. A tall Yeomen of the Guard came and stood by me and in my usual shy nature, I chatted to him, he explained that he had been a soldier before retiring and said that he had been at St James Palace for the last 20 years and had presided over these events for the Queen, he got paid £105 per year and said that he did this job because he loved the Queen, he told us that he was not the same kind of Yeomen as those at The Tower of London. ‘It’s a pity you can’t take pictures’ I said,’ well they don’t mind that much at these doo’s’ he said ‘but I didn’t tell you that’. The Royals arrived and down our line came Camilla The Duchess of Cornwall, she was dressed in a lovely deep blue dress and long coat with matching white hat with blue trim, she shook the hands of the chosen ones and then came over to where we were but before she had time to shake my hand the lady next to me thrust out her hand and their conversation ensued. Sophie the Countess of Wessex, Duchess of Gloucester and the Queen's cousin Princess Alexandra made their way down the other line. Presentations were made by the Duchess of Cornwall to prize winners of various competitions that had been held by the WI over the past year. It was then time for tea, large open sided marquees had queues of ladies and when you reached the front there was an array of delicious looking sandwiches and cakes with the choice of tea, iced coffee or apple juice. After tea we went for a walk around the gardens, this is not full of flowers and colour as you might think but it was very well looked after .The lake had statues around it and the lawns were all trimmed, there were splashes of colour here and there, Rhododendron’s, roses and a few others. The sun still shone and the breeze although warm could whip up quickly and hats and fascinator’s were taken off so that they didn’t end up in the pond, we’d also noticed that other ladies were taking photos, so we did too. Back for a comfort break but the queue would take at least half an hour to reach the front and we were here for such a short time, so we decided against this and thought we’d go for tea number two instead, this time we found seats and the strawberry ice cream found us, so we indulged. It was lovely to sit and watch everyone, we spent our time people watching and there were some truly amazing outfits, and there were some very alternative styles that needed to be seen to be believed. We chatted about the lovely time we’d all had and how great the atmosphere had been, we all felt very lucky to have been a part of this day. The band struck up the National Anthem and the Yeomanry marched out, that was our cue to leave, we had been there for two and a half hours, this time we were going to walk down the main steps at the front of the palace where Royals and dignitary’s had gone before us, we felt special all over again. Out into the courtyard, now everyone was taking photos, well if you can’t beat them join them and we took more photos too. As we walked out of the palace gates onto the Mall we reflected on what an absolutely brilliant time we’d had, great company, great food, and great time, a fabulous afternoon of feeling special.
