DOG owners in Hinckley and Bosworth are being reminded that they have until 6 April this year to ensure that their pets are microchipped.

After this date the law is changing and if a dog is not microchipped, the owner may be served with a notice by the dog warden requiring them to microchip their dog within 21 days. Failure to comply with the notice may result in a £500 fine.

Councillor Kevin Morrell, the Borough Council’s Executive Member responsible for the Environment, said: “All dog owners whose dogs are not yet microchipped are encouraged to contact the dog warden service to discuss the need to microchip their dog ahead of the April 2016 deadline.”

Each microchip has a unique identification number, which is registered to the dog and the owner’s details are placed on a national database. This number can then be read when a scanner is passed over the chip, enabling the dog warden to search the national database to find the owner’s details. The owner can then be contacted and reunited with their dog. Owners with chipped dogs are encouraged to ensure that their details are kept up to date at all times.

To give dog owners the opportunity to microchip their pets, the dog warden service is holding two microchipping sessions in March as follows:

Look out for Real Eggs this Easter

Music to Raise the Roof

The Leicestershire and Rutland Wildlife Trust is asking you to be on the look out for real ‘Easter’ Eggs this coming Easter. Traditionally, this is a time when people give their garden a spring clean. However, this is also often the time that many garden birds start to lay their first clutch of eggs.

On Saturday 19th March 2016 the Griffin Singers will be visiting Kirby Muxloe Free Church to present an evening of spring music. There will be a wide variety of items including show biz numbers, choral classics, humorous items, both sung and spoken and some Easter items.

The Griffin Singers is a long established choral group which has been singing for over 30 years, performing a variety of music for many events and community groups.

All proceeds from the evening will go towards the Kirby Muxloe Free Church roof repair project. Everyone is invited and if you would like to come along, details are given below.

Neil Pilcher, Senior Conservation Officer, said “Easter is early this year and the winter weather has been remarkably mild which means that birds will also be nesting early. I would urge people to be careful.

The Trust has already had reports of blackbirds building nests in gardens. It only takes a moment for a nest to be accidentally destroyed or exposed to predators.”

The Leicestershire and Rutland Wildlife Trust recommends that you check your garden before starting work. Hedges are the most likely places to find nests, especially dense evergreen hedges such as Leylandii. However, working in the same area for long periods can also cause birds to abandon their nests. People should spend just a few minutes looking through their hedges and shrubs for signs of nests before starting work.

Under the Wildlife and Countryside Act all birds are protected whilst nesting. This protection starts from the moment they start building the nest until the young have fledged. The Trust recommends that if there is any doubt then the work should be postponed until the nesting season is over, which is generally accepted as 31st July.

Parking on Main Street Ratby Council Tax The County Council at its budget meeting on Wednesday 17th February voted to increase the County Council tax element by 3.99% which included a 2% increase for the Adult social care precept from April this year. The Office of Police and Crime Commissioner increased their Council tax element by 1.99% and Fire Authority has also voted to increase their Council tax element by 1.97%. The Borough Council also voted to raise its Council Tax Element by 4.46%

Distraction Burglaries I asked residents to be vigilant a couple of weeks ago because Ratby was targeted by distraction burglars. These despicable individuals target the elderly and the vulnerable. One will come to the front door and will distract you keeping you talking. They may use a young child who may ask you if you can help look for their ball, whilst his or her accomplices enter you house by your back door or window. I would urge residents to keep their back doors and windows locked and not to engage with callers to your door who you do not know or whom you have not called out. Remember anyone from any utility such and as Gas /Electric /Water or Phone will have a photo ID. Remember if you are not expecting anyone do not let them in.

Anti Social Behaviour I have been made aware of ongoing anti social behaviour in Ratby over the past few weeks with youths damaging fencing and breaking into building sites. I have been liaising with our local police officer, Ian Wardle who has been investigating these complaints. Ian has done an excellent job in detecting the building site damage and is working with the schools and residents to put a stop to this kind

I would politely ask residents to stop parking partly on the pavement and partly on the road along Main Street, Ratby. I have had several residents contact me in relation to this; the problem area is just up from Desford Lane outside the old Box Tree Farm. By parking in this manner it restricts the width of an already narrow road and the flow of traffic flowing up and down Main Street by the Post Office.

Please use the club car park during the day it’s not far to walk.

Ivanhoe Trail Dog Fouling It is nice to see that the Ivanhoe trail is being used by so many people during the winter spell. It is clear that this is a very popular footpath used by walkers, cyclists, joggers and dog walkers myself being one of the latter.

There is a problem though along the trail with dog fouling and I would urge the minority of dog walkers that do not pick up after their dog to please think again and pick it up like the majority of responsible dog owners do.

Residents have asked me why there are black bags left along the trail with dog faeces in.

Please could I ask the persons responsible to dispose of their doggie bags on the way back in a bin? Please do and not leave it on the side of the path especially after going to the trouble of picking it up and bagging in the first place?

Warning Over “Flash for Cash” Car Accident Insurance Scam Motorists are being warned about a new insurance scam where criminals flash their lights to let other drivers out of a junction, then crash into them on purpose. The gangs tend to target new, smarter vehicles or vulnerable road users, including older people and women with children in their car. This is a new tactic for the already well established crime

known as “Crash for Cash” where criminals slam on their brakes for no reason so that the victim drives in to the back of them.

Police investigators said criminals often remove the bulbs in their brake lights so other road users do not know they are stopping.

However (Flash for Cash) is more crafty because it is harder to prove. So please be aware.

The Good Citizen Award Scam Action Fraud has been receiving reports of an advanced fee fraud whereby suspects phone a member of the public and claim to be calling on behalf of the UK (or British) Government Grant Department.

They go on to state that the individual has won a Good Citizen Award – of typically £8,000 – and that the grant can be released for a fee (of around £210).

Fortunately, very few members of the public have lost any money as a result of this scam, but have reported it to Action Fraud in order to help build a picture of this fraud and protect others from falling victim to it.

Protect yourself: There is no genuine ‘Good Citizen Award’ scheme in the UK that operates by cold calling “winners” and asking for an upfront fee to release a grant.

• If you receive a call that claims to represent such a scheme, it is a scam. End the phone call – do not give out any personal or financial data.

Insulin unlocks the door to the body’s cells so that glucose can enter the cells where it is used as a fuel. In Type 1 diabetes the body is unable to produce any insulin so there is no opening of the body’s

cell doors and the glucose builds up in the blood rather then entering the cells. This can cause symptoms such as fatigue as the body’s cell have no fuel (glucose) to function. Type 1 diabetes accounts for between 5 and 15 per cent of all people with diabetes and is treated by daily insulin injections, a healthy diet and regular physical activity.

Type 2 diabetes develops when the body can still make some insulin, but not enough, or when the insulin that is produced does not work properly (known as insulin resistance). Therefore, there is some glucose going into the body’s cells but there is still residual glucose left in the blood. Type 2 diabetes accounts for between 85 and 95 per cent of all people with diabetes and is treated with a healthy diet and increased physical activity. In addition to this, medication and/or insulin is often required.

LFE Film Evenings on Thursday 7 April 2016 will feature “Brooklyn”.

This profoundly moving story is about Eilis Lacey, a young Irish immigrant navigating her way through 1950s Brooklyn.

Hedgehogs in need ONLY A few weeks to go, and hedgehogs will be waking up from their winter sleep.

Keep an eye out for them this Spring, and do try and offer food to any that you see. For hedgehogs are in trouble: numbers have more than halved in rural Britain in the last 15 years, where intensive farming and poor hedgerow management have destroyed their habitats. In the city it can be just as bad: fenced off gardens and lawns laid to concrete can mean death to a starving hedgehog.

There are now believed to be less than a million hedgehogs left in the entire UK, according to the ‘State of Britain’s Hedgehogs 2015’ report. So here’s how to help your local hedgehog: Cut a five-inch square hole in the bottom of your garden fence, or remove a brick or two from the base of a wall, to let hedgehogs get through. Where possible, replace fences or walls with hedges. Don’t pave over your garden. Encourage insects with nectar-rich plants. Leave out meaty cat or dog food. Avoid treating your lawn with herbicide. Pile up logs to create a habitat for hedgehogs. Take care when clearing piles of leaves, in case you disturb one. And finally, please avoid using slug pellets! (Advice from Hedgehog Street)

Feature Nights Saturday 19th March

Amongst the MG club stands was one dedicated to the Jubilee and Limited Edition (J.U.L.E) variants of the MG Midget, MGB and MGC models built between 1962 and 1980. One of the cars on their stand was the 1980 MGB LE (Limited Edition) Roadster owned by Colin Readwin, the chairman of NLMGC. Colin has only owned the car for a couple of months, so he was pleasantly surprised when it was selected for inclusion in the J.U.L.E. display.

Representing the Charnwood-based club on the MGs on Track (MGoT) stand was the MGA of John Dignan. MGoT organises non-competitive track days at motor racing circuits, specifically for owners of road-going MGs. Although John’s MGA is well over 50 years old, his membership of MGoT reflects his enthusiasm for using it as a working sports car. Besides using the MGA on track days, John is a regular participant in rallying events. The MGA has competed in many rallies and achieved two outright wins - the La Carrera D’Espagna rally in Spain and the Prix des Alps in France. He also owns an MGB which won class and team prizes in the International Rally of Tests last November.

The North Leicester MG Club meets on the third Wednesday of each month at the Lingdale Golf Club near Woodhouse Eaves, and draws most of its membership from all parts of north Leicestershire. Ratby Primary School

Toby Carvery Last term, Year 3 were lucky enough to visit the Toby Carvery restaurant in Enderby. They took part in a ‘Chef School’ workshop, to learn all about healthy eating and the importance of a balanced diet.

The children thoroughly enjoyed handling, sketching and even tasting a variety of different fruit and vegetables (some of which they’d never tried before!). Both Year 3 classes had a fantastic time and would like to thank the wonderful staff at Toby for a fantastic morning.

The carvery was delicious and enjoyed by all of the children who cleared their plates and even had room for some ice-cream for dessert!

Year 5 mini beast hunt!

On Monday the 22nd February, 2016 Mercury and Venus went on a bug hunt as part of their new topic. We explored the school fields, intrigued to find a variety of different mini beasts.

We investigated under rocks, stones, logs we nearly turned the whole playground upside-down! We found some gruesome but interesting creatures. Also, as we searched and recorded our findings. It was extremely important that we didn’t harm the mini beasts, so we had to put the upturned stones back in their place.

Road Trip USA! To start off our new topic ‘Road Trip USA!’ last term, we had the pleasure of welcoming Nathan Lucas and his family to our school. The Year 4 children were able to discover and discuss what life is like in America and had various questions prepared to get a better understanding of differences in celebrations, school life, home life and holiday time! Our guests lived in North Carolina and Michigan but have travelled to various parts of America. They were able to give the children a fantastic insight into living in the USA. We would like to take this opportunity to thank them for dedicating time to our topic.

The rest of the term has been spent travelling around the States!

Along with cooking and eating chicken pot pies, discovering the Iroquois Tribe and weaving, the children also presented the ‘Trip of a Lifetime’ to a special guest. What a fantastic time they all had!

the animals that live around the canal. They found lots of wooden plaques with animals on. The children found a wood mouse, blue tits and bat boxes. They were very lucky because they were outside and walking in the sunshine. “It was the best day ever!� said Gracie, aged 8.

After the habitat walk, Year 3 went to watch the birds eating.

Then they went into a special shed called a bird hide and watched birds from afar. The children spotted a red robin and some other birds. They had to be very quiet to see them. “It was really inspiring,� said Joe, age 7.

Finally, the children went pond dipping and Andi aged 8 caught a shrimp. It was the best trip ever because the children had never seen shrimp before! Jasmine caught a swan mussel. It was lots of fun!

Altogether, the whole trip was amazing! “It was fantastic! My favourite part was the muddy walk,� said Harry, aged 8. The children were fascinated throughout the whole day. Year 3 have never been on a better trip!

QUIZ NIGHTS

A General Knowledge Quiz night was held recently at Ratby Sports Club in aid of the Cardiac Risk in the Young Charity. This very worthwhile charity gives support to young people with life threatening cardiac conditions and their families and funds research into the unexplained sudden deaths from Cardiac arrest of young adults, that can happen particularly, after sporting activity.

This Charity was particularly chosen by the Sports Club this time to receive the total proceeds of the evening. This was in memory of 3 young men who died tragically and who were all very close to Ratby families.

The evening was a great success with a fabulous turnout, superbly organised by the Sports Club Chairman Steve James, and raised the fantastic total of £465. A cheque for this amount has now been sent to the C.R.Y. Organisation.

I would like to thank all of the people who helped with the Quiz and Raffle and the generous prize donations from too many people to name. In particular not forgetting everyone who supported the Quiz by attending during the evening.

For your information various Charity Quiz nights are held during the year at Ratby Sports Club with the proceeds going to nominated charities so if you would like to support them look out for the posters in the local village businesses and come along. They are not intended to be of Mastermind standard ( far from it ! ) but are meant to be a fun night and with the intention of raising funds for various worthy causes.

Groby Wine Circle Groby Wine Circle, kindly sponsored by ‘Groby Food and Wine’, is a very sociable group which usually meets on the third Monday of the month at Groby Community College. Speakers are invited to give talks on a variety of interesting topics after which there is a chance to catch up socially over a drink with a cheese and French bread.

Throughout the year we organise fun nights out such as skittles, quiz nights, meals out and visits, etc.

Our Guest Speaker for the February meeting was Alan Tyler, a long standing volunteer with the National Trust. Alan’s talk, including slideshow, gave us an ‘overview’ of the history of the National Trust starting in 1895 with three people having the vision to set up a trust and finally being given statutory powers with the National Trust Act 1907. In the early days, the trust was primarily concerned with protecting open spaces and a variety of threatened buildings. Its first property was Alfriston Clergy House (which is still open today). The Trust then tended to focus on English country houses which still make up the largest part of its holdings, but also protects/conserves historic urban properties, archaeological/industrial sites, historic landscapes such as in the Lake District, Derbyshire, coastal paths, nature reserves and gardens etc.

The Trust has become one of the largest landowners in the United Kingdom, owning many beauty spots. It has one of the largest memberships in the United Kingdom, and one of the largest UK charities by income and assets.

Budget 2016 On Thursday 18th February Hinckley and Bosworth Borough Council held its annual Budget meeting where Councillors set the Budget and Council Tax for the forthcoming year. The Council agreed to raise the Council Tax by 4.46% Hinckley and Bosworth Borough Council are in the lowest quartile of Local Authorities nationally so to take an example of a band D property that would raise from £112.09 to £117.09 from April 2016.

So the total Council Tax for a Band D property in Ratby, including the following Elements; County Council, Fire Authority, The Police and the Parish Council is £1,534.66.

Due to significant financial pressures, the Borough Council has also had to add a yearly charge on the Brown Bin Collection of £24 a year. We now need to charge for the garden waste service (the brown lidded wheeled bin).

This will mean those who use the service will contribute towards its cost. I am sure many residents will not be happy with this charge. We both found it was a hard decision to take, but this was the only way the Council could balance its budget and protect services across the Borough.

How to request the garden waste service What does it cost?

The cost is £24 per garden waste bin per year which covers collections between 1 April to 31 March. If you pay by credit card, there will be a 2.2% surcharge.

Please note, the year runs from the 1 April until 31 March only. You can sign up at any time, however you will still need to pay £24 for part of a year.

All Dogs need to be Micro Chipped by the 6th April 2016 Reminder.

Dog owners in Hinckley and Bosworth are being reminded that they have until 6 April this year to ensure that their pets are micro chipped. After this date the law is changing and if a dog is not micro chipped, the owner may be served with a notice by the dog warden requiring them to microchip their dog within 21 days. Failure to comply with the notice may result in a £500 fine. All dog owners whose dogs are not yet micro chipped are encouraged to contact the

dog warden service to discuss the need to microchip their dog ahead of the April 2016 deadline. Most responsible dog owners already have their dogs chipped but those who have yet to chip them should contact their vets or the dog warden service on 01455 255946.

Some owners have not yet micro chipped their dogs because they are concerned it may hurt the animal. However, a microchip is only the size of a grain of rice and the dog warden will implant it under the skin using a special implant gun. No anaesthetic is required and the procedure should cause no more discomfort than a standard vaccination.

To give dog owners the opportunity to microchip their pets, the dog warden service is holding a micro chipping session on Tuesday 15 March between 3pm and 6pm at the Hinckley Hub, Rugby Road, Hinckley, LE10 0FR (owners are asked to use the Rugby Road entrance to the Hub). It will cost only £10 per dog and no appointment is necessary.: Each microchip has a unique identification number, which is registered to the dog and the owner's details are placed on a national database. This number can then be read when a scanner is passed over the chip, enabling the dog warden to search the national database to find the owner's details.

The owner can then be contacted and reunited with their dog. Owners with chipped dogs are encouraged to ensure that their details are kept up to date at all times.

KIRBY MUXLOE PARISH COUNCIL We are very pleased to be able to announce that we have accepted the recommendation of the Finance Committee that the precept for Kirby Muxloe should not be increased for 2016/17. We are thus one of only a small

handful of Parish Councils within the Blaby area not to be increasing their precept. Our Acting Chair of the Finance Committee Malcolm Fox, has issued the following statement:

As Acting Chair of the Finance Committee, I present the 2016-17 budget to Kirby Muxloe Parish Council. I recommend that the Parish precept is unchanged from the current year.

The unchanged precept indicates that Kirby Muxloe Parish Council has now recovered from the collapse of the Council in June 2013.

The Secretary of State appointed seven

external councillors in June 2013 with seven further councillors appointed in March 2014.

The appointed councilors found that the June

2013 situation of the parish Council to be far, far worse than originally envisaged. It required dedicated work over two years by the appointed councillors under the leadership of Tony Greenwood as Chair to sort out its

structure and responsibilities.

The Parish has now been brought up to proper Council administrative and financial standards and its

stability restored. The extent of the previous chaotic state of Kirby Muxloe parish Council is shown by the financial cost of recovering from its administrative chaos over the past 4-5 years

as of the order of £200,000. This has arisen from auditing, investigation, personnel and legal fees caused by the chaos of the Parish Council leading to its collapse in June 2013.

This should be compared with the annual Parish Council budget of around £160,000.

Kirby Muxloe Parish Council now has robust administrative and financial controls, a stable budget and suitable financial reserves. Its responsibilities are now clearly defined and separated. It has a professional level of administration. It has now reached that state of administrative and financial stability expected of all Parish Councils.

Parishioners can view the approved budget on the Parish Council website. Proposed projects for 2016/17 include: •

Renovation works to the brick pavilion off Station Road (Section 106 monies and other funding).

•

Exterior and interior maintenance works to the Council's assets.

•

Extended festive lighting decorations to Station Road.

•

Improvements to the cemetery Rose Gardens.

•

Environmental works to the Millennium garden pond.

•

Replacement of wooden planters around the village (subject to Section 106 funding).

•

Replacement, refurbishment and/or additional seating around the village.

•

Painting of the War memorial gates and stone cleaning of the memorial.

•

Hanging baskets throughout the village in colours to celebrate the Queen's 90th birthday.

•

Consultation in respect of a new under-6 play area, subject to permission of the Recreation Ground Charity.

A great deal of the credit for this positive situation must go to our Clerk, Beverley Greenwood, whose contribution by way of her expertise and hard work cannot be over-estimated. It is therefore with much sadness that we received her resignation from the post in order that she can take up the position of Parish Manager with the much larger parish of Glenfield. Beverley will be leaving us on 21st April and we are currently working to recruit a new Clerk. Beverley will depart with our very grateful thanks and our very best wishes for the future.

We are sorry to have to announce the resignation of Chris Ball as a councillor for personal reasons. Chris was Vice-Chair of the Council, and we have very much appreciated her hard work, her cheerfulness and her commitment to the well-being of the village.
