Unacceptable Speeds Through Kirby Muxloe Kirby Muxloe’s Community Speed Watch Volunteers were out in early July and spent numerous hours over the two week period taking details of vehicles travelling through the village at unacceptable speeds. The drivers of the vehicles caught speeding by the CSW have all received letters to their home addresses, warning them of their actions in an attempt to educate regular road users that the speed limit throughout Kirby Muxloe is 30MPH.

Within the next two months the Police Safer Neighbourhood Team will be conducting our own speed enforcement patrols. Persons caught by us travelling over 30 MPH could receive points on their licence and a fine or have to attend court. Kirby Castlers Chess Club Kirby Castlers Chess Club have just completed their third season of chess, unfortunately this year the first team were relegated from Division 3 after being promoted the season before. Although cicumstances were harsh, as after being promoted the team looked strong enough to compete in Division 3 but two of the four first team couldn't play for either the whole all most of the season and although the players who came in played superbly the remaining first teamers were not up to holding the top boards but with all players available this year we will be looking to be promoted again. The second team in division 4 were by far the most succesful of Kirby's teams, finishing in the top half of their division and that is with loaning players to the first team and in division five our third team for new players and people coming back into chess also had some good results which bodes well with some of those having played their part in the first teams struggles this year after becoming regular second team players. In the Leicester summer cups which we enter, having won the Birstall cup last year we unfortunatley are out having lost our second match but the Harrod cup team is still going strong. We welcome you to come along to our very friendly club, so if you have ever played and would like to get back into chess (or are an experienced player) we meet every Thursday evening 7.30 pm at Kirby Muxloe's Bowls Club. Take a Walk on the Wildside for LOROS in 2013!

Registrations are open for family and friends to get active while supporting their local Hospice, LOROS, at the Walk on the Wildside. On Sunday 8th September 2013 it will be time to dig out your walking boots and join the annual sponsored ‘Walk on the Wildside’ event. Come along and enjoy the walk, passing through the beautiful Bradgate Park and enchanting Swithland Wood. Starting and finishing at The Severn Trent Water Visitor Centre, Cropston, this year there are two routes to choose from. Community Forum Latest... 6 Projects were successful in securing £12,500 at Markfield, Ratby & Groby Community Forum. Over 70 local residents met to provisionally allocate £12,500 for projects in their local area. During an exciting and interactive evening, local residents from across Markfield, Ratby & Groby Forum area met to hear a two minute pitch from projects including new equipment to develop sports activities to providing local people with the necessary skills to save lives. These groups will now work with Leicestershire County Council officers to ensure that each project meets the basic checks to qualify for public funding, before offer letters are issued. Bradgate Lions Club News.. Over £148k raised by Bradgate Lions since 1989

We have just completed our 24th. year during which we raised £4,600 to support mainly local charities and good causes. This brings the total funds raised since our foundation in 1989 to just over £148,000.00 most of which has gone to help charities in our local community. On July 1st. We are starting our 25th. year as a Lions Club, and our President Jill Townsend continues for a second term in office. This is unusual, as we usually change the President every twelve months. But Lion Jill feels that with one year in office already under her belt, she can provide us with the strong leadership needed to continue supporting our community!! And she hopes that under her guidance we can continue, as we have done in the past, to provide the help and service as we have done for the previous 24 years. With these aims in mind, and to help us achieve them, we should like to invite new members to join us. We are not just fund raisers, but as club members we enjoy an active social life as well, with pub meals, skittle matches, theatre visits etc: We meet twice a month, on the second Thursday evening, at Forest Hill Golf Club, Botcheston to discuss our business, and on the fourth at various venues for our social gatherings. LFE Film Evenings LFE Film Evenings will start their new season on Thursday 5 September 2013, by showing “Song for Marion”. Category: Drama/comedy [3*], UK 2012, (PG). Run time 93 min. Terence Stamp is the solitary elderly curmudgeon Arthur, devoted to the care of his ailing wife Marion (Vanessa Redgrave). He resents the way his cancer-stricken wife seems to prefer singing with a choir of OAPs, under the baton of a bubbly music teacher (Gemma Arterton), than spending her last months with him. Simultaneously, Arthur is having a troubled relationship with his divorced son James (Christopher Eccleston), who feels his less than effusive father has always found him a disappointment. Will they be reunited by the death of Marion? Arthur honours his recently deceased wife's passion for performing when he’s talked into joining the unconventional local choir to which she used to belong, a process that helps him build bridges with his estranged son. This film has some elements of Brassed Off, Calendar Girls, The Best Exotic Marigold Hotel, Quartet and TV's The Choir. Shot around Tyneside and Durham, but with no particular regional feeling, it focuses on the long-married lower-middle-class couple, Marion and Arthur, both well played by Vanessa Redgrave and Terence Stamp. The Kirby Muxloe Local History Group

The Kirby Muxloe Local History Group meets generally 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which generally take place in St. Bartholomew’s Church Hall, Kirby Muxloe. Details of the dates of meetings, together with the topics that will be covered, are shown on the notice board in Kirby Muxloe library as well as on the Group’s web site: www.leicestershirevillages.com/kmlhg Our Outing to Grace Dieu Priory On July 18th, a group of 25 of our members had a very enjoyable stroll around Grace Dieu Priory and grounds. It was a glorious summer evening, so we also took full advantage of the end of the walk being the Bull’s Head at Thringstone, where we appreciated a cooling drink and good value food.

Memphys Walk

Maple House, a care home for young adults with learning difficulties in Ratby, has raised £75 this year for sponsorship for walking the 1 mile, for Memphys on May 12th 2013. Staff and residents at Maple House, are very pleased with the money they have raised this year. Well done to all who took place in the walking.

Our guides were from the “Friends of Grace Dieu Priory”, who were excellent hosts for the evening. They imparted their extensive knowledge of the history of the priory and its surroundings with the ease of specialists who know their subject well and enjoy explaining it. Their enthusiasm was infectious and we loved the anecdotes about the founding of the priory and its subsequent history. An MP who was rather greedy and “appropriated” more than he should have from Henry VIII did not get the slap on the wrist that his modern counterparts might receive. To no-one’s great surprise, he did not emerge from this episode with his life ! Those of us with an interest in industrial history were fascinated to see evidence of, and hear about, both the early canals and railways of the region. As “canal mania” became superseded by “railway mania”, there were both sensible and “questionable” decisions. Some made millions, others went bankrupt. The lucky entrepreneurs found that they had a licence to print money, whilst those who were unlucky, or naïve, found that it was a licence to burn the stuff ! The Priory itself, although in ruins, still has enough of the walls in place to allow us to visualise the original buildings. The leaflet provided showed what we would have seen at various points in history. We could imagine ourselves in the quiet solitude of the church, or working hard in the kitchens.

We understand that the area has been the subject of many ghostly apparitions and that ghost tours are run from time to time after sunset. Our guides showed us a photo album of some of the sightings that had been caught on camera. Whilst perhaps not a normal topic of study for a history group, we were sufficiently intrigued to think that a return visit might be in order. Photos courtesy of Kate Trail and Mark Richards. Kirby Muxloe W.I. Kirby Muxloe W.I. has had a busy summer so far, starting with the Social Evening at Ann Core’s house and garden. We enjoyed the glorious sunshine whilst raising funds with a Bring and Buy stall and plenty of time for a chat and relaxation with friends. The knitters in our group have made over 50 knitted baby vest tops for the “Fish & Chip” babies of Africa, so called because when babies are born they have to wrap them up in newspaper because due to the terrible poverty in the area they have very little in the way of cot blankets or baby clothes.

So a very worthy cause and as you can see members used their imagination when it came to choosing colours and patterns. The Book Group held their July meeting at The Shuttleworth Foundation Centre at Ulverscroft, before discussing their favourite book/ poem which ranged from childhood favourites to classics. Find out about free child care for toddlers Take time over the summer to find out if you're eligible for free child care, parents of toddlers in Leicestershire are being urged. Leicestershire County Council has been given £2.7 million of government money to pay for places for two-year-olds from September. The funding is designed to benefit low-income families and help parents return to work. In Leicestershire, it's thought it could help around 1,800 youngsters access child care - the money is designed to assist around 20 per cent of all two-year-olds in England. Ivan Ould, Leicestershire County Council cabinet member for children and young people, said: "Good quality child care gives youngsters the best possible start and it's good news that an extra 1,800 places are available for two-year-olds "We want as many eligible parents as possible to make the most of the money available and are encouraging them to contact us to find out if they meet the criteria." The places are for 15 hours a week, over 38 weeks of the year. Green Fayre at Kirby Muxloe Village Hall Organised by the Kirby Muxloe Parish Plan Group, this was a successful event and demonstrated that there is an appetite within the village around environmental concerns and sustainability. A number of interesting stalls turned out for the day and we would like to offer a big thank you to these dedicated folk who were happy to give their time for this free event. Wildlife themes were catered for through the services of Leicestershire Badger Group, Wildlife Trusts and Nature Spot who are based in Ratby: http://www.naturespot.org.uk/ Friends of Highway Spinney (Braunstone Crossroads) displayed their hand-made cards and literature about the wood and gave details about its history and the management undertaken by volunteers for the local community. This is a volunteer-run, not-for-profit organisation formed in 2012 by local supporters of community energy. In June 2013. Green Fox launched a ground-breaking and exciting community energy investment opportunity in association with John Cleveland College (Hinckley). This scheme aims to raise just under £1 million from the general public to install new wood-chip boilers at the College. With a minimum investment of £250 and a maximum of £20,000, investors are projected to receive a return of over 9%. Leicester Conservation Volunteers who engage with many projects across Leicestershire were a big hit with the kids in putting together and making up bird boxes they could then take home for a small fee. Delicious local honey was on sale from Honex, a local bee keeper who highlighted the plight of bees – this was also backed up with information from Friends of the Earth. A final thank you to the ladies from Glenfield Farmers Market who turned out with local produce including preserves and cakes. Work to begin on A46 / A50 junction scheme Work on a £1.9m scheme to reduce congestion and improve safety at a busy junction started on Monday (July 29). Leicestershire County Council is making improvements to the A46 / A50 roundabout near Glenfield / Groby. The work will provide new traffic signals and additional traffic lanes approaching the roundabout which together will help to improve traffic flow through the junction. Initially there may be very little activity on site as the contractor moves equipment and resources into the area. Work has been programmed to start in the school holidays when traffic is traditionally lower and weather conditions tend to be improved. However, some disruption to traffic is expected particularly at peak times and drivers who use the junction are being encouraged to plan ahead and give themselves a little more time for their journeys, or seek an alternative route if possible, while work takes place. I would ask motorists to please bear with us during this time as in the longrun they should see an improvement in congestion levels at the site. Work is planned for completion in early 2014. Traffic restrictions will be minimised during December to ensure the junction is available during the Christmas shopping and holiday period. The roundabout will remain open to traffic during the day throughout the scheme but there will be temporary traffic lights in operation to allow lane closures whilst work is carried out. The scheme is being brought forward by an estimated three years, thanks to money from the Growing Places Fund, a central government fund intended to unlock new infrastructure and boost the local economy by accelerating new developments. Stamford Street Ratby Drains. I would just like to apologise to the residents for any inconvenience caused to them during the above works. I have been notified today by County Hall they have granted an emergency road closure for Stamford Street. The road closure will operate from Wednesday 7th August for 10 days in order to carry out emergency work to the collapsed sewer pipe. This problem has been ongoing for the past 3 years; it would seem my short time in office working with Severn Trent and officers at

County Hall has paid off. Let’s hope this solves the problem for the local residents. During the closure the alternative route will be via:- Wolsey Drive, Whittington Drive, Markfield Road, Main Street, and vice versa The New A50 Speed Reduction Field Head and Lena Drive. Residents should be aware the scheme is now in place and in certain sections of the A50, from Field Head Island, to a point past Lena Drive has had the 50mph speed limit reduced to 40mph. I have been in contact with the supervisor in charge of the Speed Camera Safety team. They will be giving a period of grace to motorists to bed in the new scheme. However do not get complacent enforcement will very soon be live and they will be enforcing this stretch of road with their mobile cameras as well as the static one’s. Please Don’t Get Caught Out!! Public Transport Consultations. Cabinet Decision: 9/7/2013 a) That the Equality Impact Assessment and the responses to the consultation on the removal of the discretionary elements of concessionary travel be noted; b) That that the discretionary elements of concessionary travel be removed from 1st September 2013, namely: half fare on community transport, £33 of vouchers as an alternative to a bus pass, free travel before 9.30am Monday to Friday for disabled pass holders and free travel for all concessionary pass holders after 11.00pm Monday to Friday. (KEY DECISION) REASON FOR DECISION: To enable the Cabinet to take into account the results of the consultation and the Equality Impact Assessment before making a decision on the provision of discretionary concessionary travel arrangements offered in Leicestershire. The consultation arose from the need to meet the savings requirements published in the Medium Term Financial Strategy. Home to School Transport policy and proposed changes to policy and Charging. Cabinet Decision: 9/7/2013 a) That the Equality Impact Assessment and the responses to the consultation on proposed changes to the Mainstream Home to School Transport be approved;

b) That the draft Mainstream Home to School Transport Policy, be approved, and that the particular changes to the policy contained therein be noted, namely:i) With regard to 16+ transport to educational provision - from September 2014 to continue to provide this at an annual charge for each pupil of £425 (up from £252 from September 2013) which recovers the full cost of provision. ii) To introduce a new entitlement to free 16+ transport for qualifying students from families on low income or in receipt of maximum Working Tax Credits from September 2014. iii) With regard to transport to denominational schools - from September 2014 to continue providing this at an annual charge for each pupil of £450 (up from £252 from September 2013). Then from September 2015 to cease this provision for any new students and also to phase it out for students part-way through their denominational education and to apply full cost recovery at a yearly charge of £640 in 2015/16; iv) With regard to transport to denominational schools to continue to provide free transport for students from families on low income between 2 and 15 miles from school. v) All fare paying spaces to be increased to £450 per academic year from September 2014 and then £640 in 2015/16 to be consistent with the charge for denominational transport; vi) From September 2013 - to cease automatic provision of free transport for pupils in their final year(s) of each phase of their compulsory education, when they move to a new address which is outside their current Transport Eligibility Area (TEA) as defined in the new Home to School Transport Policy. (KEY DECISION) REASON FOR DECISION: To enable the Cabinet to take into account the results of the consultation, ending 30th June 2013, and the Equality Impact Assessment before making a decision on the Mainstream Home to School Transport Policy for publication in September 2013 (effective from September 2014). The consultation arose from the need to meet the savings requirements published in the Medium Term Financial Strategy.

Budget Consultation Have Your Say On Public Services. Due to reductions in government grant and rising demand for key services, the County Council will have to find £100 million in reductions from its £370 million annual Budget. Very simply put the County Councils budget will be one third smaller in 4 years time. Much as we’d like to, we cannot avoid making difficult decisions. Our priority is to protect services for vulnerable people. We will have to look at all of our services and consider ways to reduce spending on them, run them differently and efficiently or stop delivering some of them, as well as identify further efficiency savings. Therefore, Leicestershire County Council wants the public to help it decide its priorities, in the face of reducing Government grant and rising demand for services. I would urge the parish Council and residents to make their views known, the online survey is now open and operational and you can submit your views until September 15th, at www.leics.gov.uk/ future your views are important so please complete the on line survey or write in and give the County Council their views before the closing date of the 15th September 2013. Be a Messy Gardener This autumn, don’t clean up your garden too much for the winter – leave some messy bits. The Royal Society for the Protection of Birds fears that ‘sterile’ gardens where nature cannot survive are contributing to the decline in wildlife. Instead, build ‘homes for nature’, urges the RSPB: leave some weeds and garden debris, let the grass stay long, don’t cut all the nettles, leave the odd log to rot, and cut a hole in your fence for the hedgehogs. You can also fill a bucket with woodchips, soil and rotten branches for insects. Or fill up an old washing bowl with water and gravel to create a ‘mini pond’. Many celebrity gardeners applaud this approach. Monty Don of the BBC’s Gardener’s World recently tweeted: ‘Do not strive after tidiness’. The RSPB campaign is in response to a report that 60 per cent of species in the UK have suffered declines in the past few decades. Our sparrows, starlings, grass snakes, frogs, voles and badgers need our help to breed, move around and survive. Mike Clarke, chief executive of the RSPB, says: “Nature in the UK is in trouble. Gardens provide a valuable lifeline for species like starlings, toads, hedgehogs and butterflies, which are struggling to find homes in the wider countryside. Although the overall problem is huge, the solution can start on a small scale....Our aim is to provide one million homes for nature across the UK, because if there is no home for nature, then there’s no nature – it really is that serious.”

Brookvale High School Says ‘Goodbye’ and ‘Hello!’ July dawns, amidst murmurs of ‘It surely can’t be that time of year again, can it?’ It surely is that time of year though, when we at Brookvale High School prepare ourselves to say ‘goodbye’ to our current Year 9 students, and ‘hello’ to our new Year 7 students. We are all very much aware of how quickly time passes, and our students are here with us for, it seems, such a very short period in their lives. During those 3 years, we take great pride in watching them grow and develop, until the time comes when we bid them farewell and wish them all the very best as they move on to their upper school. Each student, in their own individual way, leaves some kind of ‘mark’ here with us, becoming a memory, waiting to be resurrected with a chance comment or event at some point in the future. So, as is our custom at this time of year, we say goodbye and good luck, Year 9 and hello and welcome, Year 7. Try your very hardest, it’s all about the ACE! Budget survey: 900 responses in one week Around 900 people have given their views on how the county council can save a third of its budget, one week after consultation was launched. Leicestershire residents are being urged to help the council decide its priorities, in the face of £100 million savings over the next five years. The council is having to save money due to reducing Government grant and rising demand for services. An online survey is taking place from July 22nd till September 15th, at www.leics.gov.uk/future So far, around 900 residents, members of council staff and stakeholders have given their views – and the council is keen to hear from many more. The council’s deputy leader and finance spokesman, Byron Rhodes, said: “Like all authorities, the county council is facing continued reductions in Government grant, plus rising demand for services. “This will have a profound effect on the services we provide and it’s inevitable that we will need to provide different services in different ways. “That’s why it’s so important that people take part in our consultation, to help us to develop our future direction.” Over the last three years, the council has saved £63 million, including £41 million from efficiency savings, to cope with reductions in Government funding. As the Government is proposing to extend its funding reductions to 2017/18, the council has predicted that it will have to save a further £100 million over the next five years (2013/14 – 2017/18). Of this £100 million figure: • £35 million has been identified already in the council’s current budget plans, including £23 million of savings this year • £65 million will have to be identified Possible areas for further savings include: • Developing alternative services jointly with other authorities and agencies. However, the complexity of this work means it will take time to realise savings. • Further efficiency savings, linked to a detailed review of budgets and services and consideration of a service commissioning approach. • Service reductions – in the autumn, in the light of consultation results, the council will consider the scope for savings in all services and allocate firm targets. Councillor Falls Foul of Confusion on Benefit Rules Administration! STATEMENT ON BEHALF OF HINCKLEY & BOSWORTH BOROUGH COUNCILLOR CHRIS BOOTHBY In common with other people who have been victims of the economic downturn, Chris Boothby, who serves his community as a Borough Councillor for Ratby, Bagworth and Thornton Ward, was made redundant from his job, in his case in 2011. Chris, a family man with 3 children to support, needed to register as unemployed, at which time he was informed that he could take on work for up to 16 hours per week without affecting his benefit payments. Therefore, at that time he genuinely did not realise that he had to separately declare any work below the 16 hours per week threshold when he took a part time job with Leicester City Council as a bus driver transporting vulnerable disabled children and senior citizens to special schools and day care centres. This part-time employment was on an ad-hoc basis for a few hours a week for a period of 7 weeks and prior to taking on this employment Cllr. Boothby informed the DWP of his intentions only to be specifically told that he did not need to declare this as it was below 16 hours a week. A year later Cllr. Boothby was contacted and interviewed under caution as information had been received that he had failed to declare this work, as a result of which Cllr. Boothby was charged with an offence under section 112 of the Social Securities Act 1992, of failing to promptly declare a change in circumstances (a less serious offence than section 111 which relates to dishonestly making false claims). Cllr. Boothby was informed that simply because he was an elected Councillor the DWP were disregarding their normal policy in this case, which is not to prosecute under such circumstances and especially for the small amounts involved. Cartwight King Solicitors, acting for Cllr. Boothby, concerned at this inconsistency with normal DWP and CPS guidelines consulted a Barrister who advised that Cllr. Boothby should apply for a Judicial Review of the decision to prosecute but this proved not to be possible following changes to the Legal Aid system.

Still being unemployed and unable to afford to apply for a Judicial Review, Cllr. Boothby, on the advice of his solicitor, decided to plead guilty to the charge, as technically an offence had been committed. At the hearing at Leicester Magistrates Court on 27th June 2013, District Judge Timberley accepted Cllr. Boothby’s guilty plea imposing a 12 month conditional discharge without any punishment for the offence, stating that he was satisfied that there had been no intent to defraud, recognising that wrong information may have been provided to Cllr. Boothby. After the case, a spokesperson for Cllr. Boothby stated that it was obvious that had he not been an elected councillor this matter would never have gone to Court. It is unfortunate that people who should know better are now making mischievous and irresponsible comments that Cllr. Boothby was found guilty of benefit fraud, a claim that flies in the face of the comment made by the District Judge that he was satisfied that there had been no intent to defraud. Anyone continuing to make such comments should be aware of the potential legal ramifications. Cllr. Boothby’s spokesperson went on to say it would be obvious to any reasonable observer that someone trying to defraud the benefit system would not openly take a job with a local authority such as Leicester City Council with all earnings declared for PAYE and National Insurance, information that feeds back into the system which the Benefits Agency are rightly able to access. N.B. It is worth noting that Cartwright King, Cllr. Boothby’s Solicitors, engaged the services of a Barrister who contacted the DWP advice line assuming the identity of a person claiming Jobseeker’s Allowance and informed them of his intention to work 10 hours a week and was advised there was no need to notify the DWP (precisely the same information provided to Cllr. Boothby).

Borough Councillors Report Cllr Ozzy O’Shea Tel 0116 2394336 or 07808585825 Email ozzyoshea@hotmail.com Local Borough Councillors call for Borough wide POLL Residents may remember that back in 2007, the then Conservative led Borough Council consulted on plans to regenerate Hinckley Town Centre and this was called Master plan. Shortly afterwards, they lost control and the new Lib Dem Administration continued with this process consulting on designs for the redevelopment of the Bus Station site but then sat on their hands and did virtually nothing for 5 years other than making wild promises of millions of pounds of new investment and hundreds of new jobs, leading to uncertainty and a steady decline of the existing town centre. Then in November 2012, the Tin Hat Partnership the developer appointed by the Council announced that the scheme was no longer viable due to them not having received any firm interest in the retail or restaurant units in the scheme and asked to "mothball" that part of the site. The development company then put forward proposals to only build the large supermarket (Sainsbury's) and a cinema in isolation, this prompted Sainsbury's to threaten to pull out if the scheme unless it was completed in full as originally promised. This would have meant an end to the whole scheme that the Lib Dem controlled Borough Council had repeatedly promised would be delivered by 2014. It now transpires that in order to keep Sainsbury's on board the Borough Council, despite the clear warnings contained in an expert report they commissioned at great expense, took the reckless decision on 16th July 2013 to underwrite the development that will almost certainly turn out to be a "white elephant" based on the evidence of a growing number of reports from well respected sources that predict the continued decline in traditional High Street retail, largely as a result of the rapid migration to internet shopping. Not really a good time to gamble with Council Tax payer’s money by investing in a new town centre shopping development. The Borough Council has raised its' authorised borrowing limits by £18.25m to allow it to borrow to facilitate the development of the scheme and has actually committed to invest

in the region of £7m of council tax payers money in the scheme, as well as providing a rolling loan facility of £7m to the developer and a short-term (bridging) loan of £7m to help get the scheme off the ground.

So how could this affect the residents of Ratby?

There is a condition that it has to be built within one year and we have no information what will happen to the present store. We believe that this is the right deal for Ratby in order to regenerate the old Geary site and that it represents possible employment opportunities. Delivery times at the present time are extremely hazardous with large HGV vehicles parking in the road forcing other drivers onto the wrong side of the road on a blind bend.

Having realised that their "flagship" scheme was almost dead, the ruling Lib/Dem administration chose to take an almost suicidal course of action in order to save political face with the electorate. This proposed unprecedented level of borrowing that will transfer most of the risk from the developer to the Council and ultimately to us, could result in council tax payers being faced with huge future council tax increases to cover losses and balance the books if their development scheme gamble does not fully pay off. To put this in context, a shortfall in income of £40,000 is equivalent to a 1% increase on our council tax. This reckless gamble is despite a written report by top industry experts DTZ who regarded the proposal as not commercially viable at the present time and will remain so for the foreseeable future. Therefore both Chris and Ozzy are vehemently against this and supported the Conservative Group who voted against it, in order to stop it. However the LibDem Group pushed it through. We believe the residents of the Borough should have a say in this and are calling for a Borough Wide Poll. Following a village consultation evening, residents liked the proposal, even though there will be no affordable units due to the viability and cost in delivering the shop, but did express concern about on street parking along Station Rd. The remaining Geary building which residents

Development at Cardinal Broach. There is also a successful application to build 29 dwellings on the former Cardinal Broach site on the corner of Station Rd and Park Rd. This will involve the removal of the industrial building at the rear of the site and provide access from both roads. We have supported this application for three reasons, it brings back into use a virtually unused car park, provides a massive 65% affordable provision (19 out of the 29) and as we now are at an over provision of some 36 dwellings over and above our development requirement, then this will help to stop any unwanted future development outside the village. Recycling Banks. Owing to the fact that our present recycling banks, situated presently at the Sports Club, have come to the end of their life a trial of new style banks was carried out in the Borough and now these new style banks will be rolled out across the Borough. Which means that the old ones will have to be removed? The new style banks can be emptied using our current fleet of refuse vehicles therefore saving costs on utilizing separate vehicles to empty them. Residents happy with council services The majority of Blaby district residents are satisfied or very satisfied with the way the council runs things, according to a recent survey. The excellent customer satisfaction results showed 95 per cent of people living in the district were happy with the way Blaby District Council runs its services. The independent poll, carried out on behalf of Blaby District Council and Blaby Together, also showed 97 per cent of people were satisfied with the refuse and the doorstep recycling services, and 92 per cent were happy with how their local parks and open spaces are maintained. When asked about the way public money is being spent 89 per cent of respondents said public services provided good value for money. Council leader Ernie White said: “These results are excellent and show that by listening to our residents and putting them at the centre of everything we do, we can deliver services that people value and need. “It is reassuring that priorities in our Community Plan for the district have been reflected in the feedback received through this survey, for example, we have focussed on improving the facilities for teenagers and young people and have seen satisfaction rise to 53 per cent from just 28 percent in 2011. “I am very proud of the services and improvements that all public services in the district deliver, and these results confirm that we are getting it right. Our focus must now be to maintain customer satisfaction and to strive to continually improve our services by working with partners across the district and the county.” 1,100 people from a range of age groups, ethnicities, and socio-economic backgrounds were contacted by telephone during May and June 2013 and asked questions about information provision, local decision making and satisfaction with public services like transport, parks and open spaces and leisure facilities. 97 per cent of residents surveyed felt that the district was a place where people from different backgrounds get on well together and 64 per cent of those who gave an opinion, felt that they were able to get involved in local decision making. Service areas with lower satisfaction levels had shown improvement since the previous survey in 2011 including affordable housing where 62 per cent of people asked thought there was enough provision compared to 53 per cent previously, and employment opportunities with 59 per cent of people satisfied verses 49 percent in 2011. UNDEFEATED TAE KWON-DO WORLD CHAMPION Sheryl Freer (4th Dan) in Tae Kwon-Do has just got back from competing in the ‘Tae Kwon-do World Championships’ – held over 3 days at the Coventry Skydome Arena (12th-14th July 2013). 21 countries took part with over 2000 competitors competing over the 3 days! This was by record – the largest World Championships for Tae Kwon-do – in the World !!! This competition was hosted by the ‘TAGB’ (Tae Kwon-do Association of Great Britain) which has grown to be the largest Tae Kwon-do organisation there is. Sheryl Freer – took part in 3 events & achieved the following Gold in Ladies Executive Sparring Silver in Ladies Black Belt Patterns Runner-up for Bronze medal for Musical Patterns. This now means Sheryl has won Gold for Sparring at the last 4 World Championships she has competed at!!! Sheryl claims – “ it has been really tough preparing for such a massive competition as this, i’ve had to put everything on hold while i focused on the events ahead. I’m a mom of 2 wonderful children, i’m 45 yrs old and i’m a full-time Tae Kwon-do Instructor. Busy ins’t the word !!! I think i’ve made my family proud – my kids can say their mom is a World Champion again! And i can’t wait to get back to my club and show my students what their Instructor has achieved – hopefully i will inspire some of them to take the next plunge !!! Health Matters in yourLOCAL... Travel Health Regardless of where you’re travelling, abroad or in the UK, a holiday can be good for you. But not all holidays are a healthy experience. The Nuffield Health charity found that holidays can be beneficial to people’s health. A series of clinical and psychotherapeutic experiments revealed that holidays can reduce blood pressure and improve sleep quality and stress levels, the effects can continue for at least 2 weeks after returning home. This does raise a question, would we all live longer and healthier if we were on a permanent holiday? Unfortunately the answer to that is no, it is the break from your regular routine and having a relaxing environment which contributes to the health improvements. I’m sorry to say, the effects would diminish if the holiday was permanent. Some holidays are not a healthy experience. In a recent survey by Trip Advisor, 60% of UK travellers admitted to drinking more than normal while away, 58% admitted to overindulging in food, and 34% of the British public said they didn’t feel refreshed or reenergised after the holiday with 11% saying they felt less healthy. So Holidays can improve your health, but only if you are responsible during your break. The Association of British Travel Agents’ latest Consumer Trends Survey found a rise in late bookings to warm destinations. While last minute bookings can be a bargain, it is important not to ignore your health. A recent survey found that up to 48% of people needed to visit a pharmacy while on holiday. If you plan ahead you can prepare for most eventualities without the need of seeking medical advice while away. When booking a holiday destination always allow for enough time to get all the necessary vaccinations. This can be tricky especially when booking last minute. It is also important to allow for enough time for antimalarial medication as some medication is to be taken 2 weeks before travelling. There are many different types of antimalarial medication, some which can be bought over the counter and some which require private (non-NHS) prescriptions. The type of antimalarial you may need depends on your destination. Pop in to the Village Pharmacy Kirby Muxloe to find out which one you require. Here are a few tips for healthy trips: Avoiding insect bites – You should always pack an insect repellent, preferably with DEET (N,N-diethyl-meta-toluamide). This has been used for over 65 years, originally developed by the US military. DEET deters mosquitos and other insects due to its smell. Recent laboratory experiments have shown that mosquitos may be becoming resistant to DEET after 1st exposure, but it has not been shown in an actual increase in bites with DEET wearers. So it is still the preferred choice. Allergies – Antihistamines are a useful holiday staple with a wide range of uses, including skin rashes, reaction to stings or insect bites. A real must for your holiday bag. If you are a severe allergy sufferer, do not forget your adrenaline pen and make sure it is in date. First aid supplies – It is important to take a basic holiday first aid kit with you, it should contain things like adhesive plasters, nonadhesive dressings, pain killers and antiseptics. First aid kits will vary from person to person due to specific needs. If you are unsure of what to pack we can advise you on a bespoke first aid kit for your trip. Digestive upsets – Going to hot and/or exotic destinations increases your risk of contracting stomach bugs. It is essential to have an antidiarrhoeal remedy such as Loperamide also known as Imodium. It is also advisable to pack oral rehydration sachets such as Dioralyte as it helps the body replace lost water and salts quickly due to sickness and diarrhoea. Sun safety – This is now a vast subject, the desire for tanned skin is increasing despite public

health warnings against sunbathing. According to Cancer Research UK, it isn’t only regular sun seekers who are at risk of skin cancer; getting a painful sunburn just once every 2 years can triple your risk. It is important to protect your skin using shade and clothing. Also apply a high factor sunscreen very generously. There are many types of sunscreen available today, the one you choose will vary depending on your skin type/colour and sun strength, but be sure that the cream used contains both a sun protection factor (SPF) and UVA protection. Some moisturisers feature SPF but no UVA protection, avoid these if possible as your skin may still be damaged due to UV rays. Sore lips – If you are prone to cold sores, be sure to pack a suitable remedy. The sun acts as trigger for cold sores. To help prevent the outbreak, use Blistex Cold Sore cream, it contains docosanol which prevents the virus from entering the cells, thus preventing cold sores. You can also use aciclovir or penciclovir for when you get an outbreak. It is also wise to use lip balms which contain UV or SPF factors to provide additional protection from the sun’s UV rays. Posters and leaflets have been produced by the Leicestershire Anti-social Behaviour Delivery Group which is made up of the city / county / district councils, the police and the fire service. Each poster includes images of two people, one with a respect message and one with a tolerance message about the same subject, such as holding a party or playing outside. Superintendent Mark Newcombe, the force’s lead on anti-social behaviour, said: “The respect and tolerance campaign – which is joint initiative - is a reminder to us all, of whatever age or background, to be respectful and tolerant of others. “Hopefully we will have a good summer and the weather will be nice. We want people to enjoy themselves but also to be respectful and mindful of how their actions impact on others. “We know that the vast majority of people do exactly that, but there are some, and it’s not always young people, who behave selfishly and this can have a serious effect on others. “This summer we would ask that everyone is tolerant and reasonable but we would also encourage people to report any behaviour that concerns them and especially those that target or affect the most vulnerable.”

“We would also ask residents to consider what constitutes anti-social behaviour. Is a party a regular occurrence or a one-off because it is a lovely summer evening or a special occasion? “Are the young people just playing or are they being threatening or becoming a nuisance? “It is important if anyone feels they are experiencing anti-social behaviour to call 101 or their local council.” Partners will be tweeting helpful advice throughout the summer using the hashtag : #safersummerLLR For more information on the campaign, and to see the posters, visit: www.leics.gov.uk/asb - The posters and leaflets will be distributed to venues across the area such as community centres, libraries and youth clubs

Active Arts around Countesthorpe After the hugely successful day that was Arts in the Park in Blaby in late June, our thoughts have turned to producing the annual programme leaflet ready to distribute it far and wide later in the summer. The next twelve months will offer you our usual wide range of activities from light hearted to serious performances, from classical music to big band and jazz, and events for all ages from a music workshop for our Greenfield school children to adult workshops set in Glebe Gardens. Do look out for a copy of the programme if we don’t already send you one, or check the details on our website Facebook or Twitter. There will be a mini art exhibition by local artist Carol Homa at Glebe Gardens, Countesthorpe on August 31st and September 1st, while on the Saturday, a group learning about flower arranging will occupy another corner of the Garden Centre. As this goes to press I hear that course is fully booked. A fortnight later we will be running the delayed Silk Painting Workshop with Andrew Wynne making a very welcome return to Active Arts – that is also booking fast. November will bring the Craft Market on the 9th and on Sunday 24th November Classic Buskers will be performing in the Village Hall – mark those dates in your diary now!
