Update from James...

LFE Film Evenings



Hi, James here with an update on my World Scout Jamboree fundraising activities. Since my last article in Your Local, I have been busy with many fundraising activities including hosting a fashion show, raffle and cake stall with Groby Scouts. For the Kirby Christmas lights switch on I made cakes and handmade bunting, many thanks to all who purchased on the night. You may have noticed my collection tins at the One Stop, Castle Pub, Royal Oak and the Post Office.

LFE Film Evenings on Thursday 7 March will feature “Edie�. 83-year-old Edie is a bitter, gruff woman. After her husband George’s death, her relationship with daughter Nancy begins to worsen.



While Edie tries hard to convince Nancy she can manage fine by herself, Nancy plans for Edie to move to a retirement home.

I would just like to say a massive thank you to all the Kirby residents and the staff of these establishments for your enormous generosity and continued support. There is just six months to go now and I have a few more fundraising ideas planned for 2019. The first of which will be an Auction at the Kirby Muxloe Village Hall on Saturday 23rd March. Please save the date and keep a look out for additional information which I will be sharing nearer the time. Three fined for collar and tag offences Three residents have been fined by Leicester Magistrates’ Court after failing to ensure their dogs were wearing an identifiable tag after being picked up as a stray.

The Control of Dogs Order (1992) says that a dog in a public place must wear a collar or bearing the name and address (including postcode) of the owner engraved or written on it, or engraved on a tag. Under the law Blaby District Council has no option to offer a fixed penalty notice, with all cases being prosecuted at a Magistrates’ Court.

Borough Council Neighbourhood Officers. We have arranged for Neighbourhood Wardens to visit Ratby after we received several complaints of dog fouling and litter. We have asked them to take enforcement action as dog fouling in certain areas including the Ivanhoe trail which is becoming a problem. I personally take a torch with me during these dark nights. There are numerous dog and litter bins all around the village where dog poo can disposed of. We would ask the small minority of irresponsible dog owners to please clear up after your pets. Thank you.

Woman guilty of littering in Hinckley A Cigarette Butt thrown out of a car window has cost a Hinckley lady a total of £630 after she was convicted of littering by a Magistrates Court. The lady who lived Hinckley did not appear at the Leicester Magistrates Court and so was convicted on Wednesday 19 September 2018 for the offence of littering. The lady was fined £220 by the court. In addition to the fine, she was ordered to pay costs of £380 and a victim surcharge of £30. The court was told that a council officer witnessed the female throwing the cigarette end from her car window whilst her car was parked in a car park in Sword Drive, Hinckley on 21 February. The lady subsequently admitted the offence and the Borough Council issued her with a fixed penalty notice of £80 which she failed to pay. The lady also failed to respond to any of the council’s letters warning her of legal action.

In a second case A Nuneaton woman, has been fined £440 by Leicester Magistrates Court on Wednesday 9 January 2019 after being found guilty of littering in Hinckley.

In addition to the fine, she was ordered to pay costs of £378.04 and a victim surcharge of £44. Executive Member for Neighbourhood Services at the Borough Council Cllr Mark Nickerson said: “We take littering, fly-tipping, dog fouling and graffiti offences very seriously. Our officers work hard to reduce the incidence of environmental crime and improve the cleanliness of neighbourhoods and this case should highlight to offenders that we will take action in such cases. “It costs council tax payers a lot of money to clear up after those who don’t dispose of their litter responsibility. It only takes a couple of seconds to use a litter bin.”

RESIDENTS AND BUSINESSES INVITED TO COMMENT ON LOCAL PLAN REVIEW Residents, local businesses and others with an interest in the borough are invited to give their views on the next stage of the review of the Hinckley and Bosworth Local Plan from Monday 7 January 2019. The Local Plan is the key planning document for the borough and it will identify sites to meet housing and employment needs, and set out policies to guide development and respond to economic, environmental and social issues. The Local Plan also sets the strategic framework for Neighbourhood Development Plans. The purpose of this consultation on the ‘New Directions for Growth’ document is to seek views on how the borough should grow in the future, and where new housing and employment development should be located. Leader of the Council, Cllr Mike Hall said "It’s vital that the Council has sufficient sites allocated to build the homes that we need

for the next 15 to 20 years. Whilst many sites have already been allocated around the urban area, and some sites have come forward in larger villages we need to identify if possible sites for new villages. We need to know which existing villages may need to expand to protect their local services such as shops, pubs and schools, but if we are to prevent further expansion in areas which already have plans to grow, we shall need new sites to come forward where new communities can be created." A ‘call for sites’ exercise, is also being held alongside the consultation and residents and landowners are invited to submit sites which may have the potential for development, for consideration through the local plan review. As well as being available to view and download on the website, printed copies of the document will be located at libraries within the borough and at the Hinckley Hub. A series of drop-in events, where planning officers will be present to answer questions, discuss views and provide advice on how to submit comments will be held during the consultation. Further details on the consultation, ‘call for sites’ and drop-in events can be found at https://www.hinckley-bosworth.gov.uk/ localplanreview The consultation will run for eight weeks and ends on Sunday 3 March 2019. KIRBY MUXLOE LIBRARY AND COMMUNITY HUB Here we are in February – a chilly month in so many ways – we see that snow is forecast, a rather daunting thought. So that gives us a nice opportunity to put in a plug for the Library – warm, comfortable, a place to meet and chat with friends over a cup of tea or coffee and, not least of course, to browse and borrow books. If you have children to care for, it provides a spacious environment to relax and chat whilst your children can move around, play and borrow books. We have a particularly good selection of children’s books, and remember that you can borrow up to 24 books at any one time, free of charge.

Wriggly Readers We want to put in a plug for Wriggly Readers this month. These are short sessions for pre-school children, toddlers and even babies, to join in with singing rhymes, stories and play. The children do of course need to be accompanied by a parent, grandparent or carer. These sessions give young children a chance to listen, play and interact with other children, whilst parents can join in, meet other parents and relax with a cup of tea or coffee. The sessions are held on Wednesday afternoons from 2.00 – 2.45 fortnightly during the school terms, so do come along. The February dates are the 6th, 13th (brought

forward a week because of half term), and the 27th. We would like to operate on a weekly basis, but to do this will need more volunteers to help run the sessions. If any parents, grandparents or carers are interested, please call in at the Library to leave your name and contact details.

Quiz Night Friday 1stMarch All the tickets for this event have now been sold. Tickets went very quickly – clearly the combination of a quiz, fish and chips and Rosemary and Roger Stead is unbeatable, so we hope to mount another such night in the Autumn. You will need to get in quickly for your tickets judging by this time around! We will let you have further details as and when available. The Kirby Muxloe Local History Group The Kirby Muxloe Local History Group generally meets 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which usually take place in St. Bartholomew’s Church Hall, Main St., Kirby Muxloe and start at 7.30 pm. Kirby Muxloe Primary School By the turn of the century, Kirby Muxloe had increased in fortune and number of inhabitants, due partly to the development of Kirby Fields. By 1908, it was evident that much larger school premises were needed. A plot of land on Barwell Road was purchased for £275, and by April 1909, a sum of £3,290 was allocated for the project. Plans were drawn up for a new school by the well- known architect, Walter Brand, of Leicester. The building would consist of a large main hall with four classrooms leading off. The new school had space for 90 infants and 130 older children and was opened by Thomas Cope, chairman of the County Council, on 21st March 1910. Harry Holmes, who had previously served as headmaster at the previous school on the corner of Ratby Lane and Glenfield Lane, became headmaster and continued in this role until 1925. As there was no longer accommodation for the headmaster at the new school, as had previously been the case, Harry Holmes moved to Alton Cottage on Main Street.

desk, etc. goes on and on. However, by 1925, entries in the school punishment book had almost ceased and by 1937, the book appears to have come to an end. This may have been partly due to a new headmaster, Mr K.T. Veasey who joined the school in 1925, and also changing attitudes in the classroom. In 1920, Kirby Muxloe Primary School is thought to have been one of the first schools in the county to receive free milk (1/3 pint) for each pupil. Many people today will still remember the ice cold milk, often containing large lumps of ice, standing in crates in the playground in winter time. During WW1, several boys were taken in from the Belgian Refugee College, but there are few other entries relating to the war. By 1938, war was again on the horizon and this time preparations were in hand. Air Raid Shelters were constructed on the school vegetable garden. Air Raid Practices were held each and every day from September 1939 onwards. The aim was to get as many children as possible into the shelters quickly, without confusion. The shelters were of the Anderson type and built out of concrete blocks, half underground with soil on the roof. They contained seats and electric lights, but were cold and damp, often with water standing on the floor. The master key for the shelter was held by the headmaster, but after some consideration, another key was cut, which was held by the police constable of the village. This would enable the shelters to be used by the public, at weekends and on school holidays. On the night of November 19th/20th 1940, the village was bombed. The school sustained damage to the windows and roof and was closed until December 2nd. A few weeks before the bombing, a number of evacuee children arrived in the village. They had left their homes in Ipswich and towns on the south coast, expecting to arrive in a

place of safety. It must have been quite a shock for the children and their parents, who had sent them away from home to avoid the bombing! Many village people have fond memories of the school and its teachers and of course, all remember the tricks played in and around the school buildings. One of the most enduring tales involved the school bell (on the roof), the bell clanger and a sock. Needless to say, many boys have scaled the walls, reached the roof and fitted a sock over the clanger, thus making the bell sound very quiet and muffled. This story was first told by the late Charlie Moore, who was born in 1914, and it is still recalled by many, many people when talking about their memories of the school. The belfry became unstable around 1979 and the bell was removed. In readiness for the Centenary Celebrations in 2010, it was put into its own glass case and is now on display in the library area of the school. Over the years, headmasters came and left, with Harry Holmes being followed by several more headteachers including K.T. Veasey, A.L. Biggs, P.J. “Juggy” Jarvis, J. Thacker, William (Bill )Barnes, Mike Thompson, John Glass, Suki Hundal and now Elliot Howles. Many improvements have taken place over the years including the building of a swimming pool opened in 1979. The school celebrated its centenary in 2010 and has now become an Academy. It has expanded considerably since the early days and continues to do its best to accommodate a steady increase in demand for space. Several generations of Kirby’s children have now passed through its doors, with many fond memories of favourite teachers!

In its early years, the school is remembered for its outside toilets, heating by coal fires in winter, strong discipline and numerous punishments. The premises were closed numerous times due to outbreaks of various diseases, which if unchecked would spread rapidy through the classrooms. Between 1910 and 1950, cases of chickenpox, influenza, mumps, measles, scarlet fever, diptheria, ringworm and German measles were rife. The school was also closed from time to time due to snow (there were much heavier falls of snow in the early to mid 20th century), and also at times for the gathering in of hay and potatoes. In 1918, the school was actually closed for two weeks for the hay gathering! The school punishment book shows that even small misdemeanors were not tolerated and the boys were often subjected to numerous strikes on the hand. The list of punishments for silly grinning, laughing, throwing school paper, carelessness in spelling, fumbling under the

Ratby Primary School News.... A new engineering project begins! Recently, an exciting new engineering project commenced at Ratby Primary School. The challenge was to build a car that can enter a primary engineering competition against other schools. Some talented Year 6 pupils took on this challenge! On Tuesday 22nd January, Year 5 and some year sixes took part in  Young Voices 2019. After many months of practise, we jumped onto a bus and travelled to the Genting Arena. We got settled into the arena and began rehearsing songs. We were part of a choir of 6501 children! David, Craig and the band were very helpful. We sang alongside Tony Hadley (Spandau Ballet), Charlene Hector (Basement Jaxx) and Beau Dermott (Britain's got talent). They were phenomenal! We also enjoyed dancing with Urban Strides!) Miss Pike and Mrs Gridley were very excited to get a selfie with Andy of Urban Strides) We were also very lucky to be hosted by Gigi. A lot of parents came to watch the incredible choir sing, thank you. Bright lights shone and our torches twinkled as we sang, we looked (and felt) like stars. I wouldn't miss being part of this show in a heartbeat! Afterwards we were all very sad it was over, but we have made great memories. Roll on YV 2020!

They have enjoyed attending an after school club and have been working extremely hard to create their vehicles. Luckily, they have magnificent measuring, cutting and designing skills. We are so excited to see their finished creations!

This week the children in Year 3 put their cooking skills to the test by making Stone Age vegetable soup. After preparing their cooking area, they chopped and peeled a selection of vegetables, added water and herbs and cooked it slowly for 3 hours. In the afternoon they tasted and evaluated their product. The reactions were mixed but overall the soup was described as being very tasty!

Year 3 Make Stone Age Soup

There are often people present at the workshops who are or have been affected by alcohol at some point in their lives. At the end of each session there is information on display about support services for the individual who is affected as well as their loved ones. We are also able to have confidential discussions with people either over the telephone or through a face to face meeting in order to signpost towards the support which they need.

 



The Last Orders Project has now been presenting workshops to groups of people for over 2 years. The informal approach and fun props makes the topic light hearted yet educational. After all, who wouldn’t smile at their friends wearing beer goggles?! The aim of the session is always to highlight units and safe drinking. The quiz gives some surprising facts and statistics, sparking a variety of conversations. People reminisce about holidays or celebrations when they may have had that one drink too many!

  

National Nest Box Week 14th – 21st February IF YOU like birds, now is the time to help the next generation get started. And so this month will see thousands of us shakily climbing ladders against the sides of our houses, garages and trees, to install cosy nest boxes. And soon our tenants will arrive: blue tits, robins, nuthatches, pied wagtails, sparrows, to starlings, tawny owls and even great spotted woodpeckers.

 

 

National Nest Box Week was started by the British Trust for Ornithology in order to encourage the conservation of our breeding birds. Nest boxes are desperately needed, as natural nest sites for birds such as holes in trees or old buildings are disappearing fast, as gardens are    ‘tidied’ and old houses are repaired.  

  

 

 It really is worth the trouble to put up a nest box. If you hang one within        of your kitchen window, you will have hours of fun in observing the sight       young   feathered families. The New Year started with a welcome return of The Savannah Jazz Band at Newbold Verdon Jazz Club. As usual the band provided us with a great evening of traditional jazz starting with a rousing version of Washington and Lee Swing and continuing with many well loved jazz tunes. Roger Myerscough played the beautiful clarinet solo, Hymn to Freedom which was well received by the audience and the harmonica played by Bill Smith made a nice addition to the normal line up. The band got all the audience joining in with You are My Sunshine and sent us all home in a happy frame of mind for the coming year. We look forward to seeing them again next year. Young Voices On Monday 21st January, 36 eager KS3 students from Brookvale Groby Learning Campus travelled to the Resorts World Arena, to take part in the famous Young Voices Concert Series. Over the course of this year the students have learnt a number of songs that we would be singing with 5,000 other young performers from across the Midlands. The concert itself was absolutely amazing, the students sang beautifully and the special guests were extra special, in particular the famous Tony Hadley. Mrs Jordan even managed to get a photo of the man himself - see top right!

The 0/50 Friendship Group The 0/50 Friendship Group which meets the 1st and 3rd Tuesday of the month at the Braunstone West Social Centre, St. Mary's Avenue, at 2.30 p.m. has started the year with a new programme of a variety of interesting talks and demonstrations. Attempted Burglary and Shed Theft’s Ratby I am aware of an attempted Burglary at the end of January. I myself became a victim in December when our shed was entered and property taken most recently we have had intruders again in the garden. I would urge residents to make sure that their property is secure you can actually get shed alarms. There clearly has been someone checking out gardens. So please be aware and lock up and be secure.

Traffic Enforcement officers Please be aware that both civil enforcement officers and the School Camera car have been targeting Ratby recently to enforce the double yellow lines and parking on the zig zag lines outside the school. Please note they do not want to issue tickets they just want to keep our children safe and keep the roads clear of obstructions.

Leicestershire Police are currently running a campaign to raise awareness of County Lines. The term County Lines describes gangs and organized criminal networks involved in exporting illegal drugs into other areas of the country, often small towns, using dedicated mobile phone lines or another form of 'deal line' which can be a person. They are likely to exploit children or vulnerable adults to move and store the drugs and money and will often use coercion, intimidation, violence (including sexual violence) and weapons. Cuckooing is a form of county lines crime in which drug dealers take over the home of a vulnerable person in order to criminally exploit them as a base for drug dealing. I want to remind residents that our Community Kitchen and Craft and Chat sessions are back up and running every Wednesday between 10am and 12 noon at the Methodist Church Room, Chapel Lane Ratby. Everyone is welcome young and old come along and meet other likeminded people. All ingredients and materials are provided free as is the tea and coffee.

Groby Community Kitchen/Cook and Chat Its back Jenny has managed to rearrange the day for Groby’s Community Kitchen sessions. Remember they are all free and available to all sections of the community young and old. So come along every Friday to Groby Community Centre, Forest Rise, Groby between 10am and 12noon during term time. So if you are at a loose end, come along and enjoy other people’s company and have a chat. All the ingredients are provided free as is the tea and coffee

Footpath Sacheverell Way Groby to the Ivanhoe Trail Glenfield Update. I have been contacted by numerous residents regarding this footpath. I have continued to chase its progress and I have updated residents when I received it. I was hoping it would be open by now. However this path will be owned privately not by the County Council. Please see the update that I have received from Highways in relation to my request for a date when residents can expect to see the footpath open. With regard to the opening, when I last corresponded with the developer’s liaison officer their time table was for the entrance works on Sacheverell Way to re-start on 4th February and that they would take approximately 3 weeks. Their target is to fully open the route in early March. This path was made a planning condition when the developers were given planning permission for the Optimus Point development in Glenfield. This Department supported the provision of the path as an important pedestrian/cyclist link to Groby but it became clear in the pre-development negotiations that the developers did not wish to provide a 3 metre wide full construction tarmacadamed cycle path to L.C.C. Highways Design Guide (adoptable) standards, nor construct the same type of path and dedicate it as a public bridleway. It was therefore decided between the planners and developers that a gravel path would be constructed to be provided as a

permissive path to a lower specification. I presume it was considered that a link such as this, constructed to the developers own standards, for the public to use was better than no link at all, which I think is a fair point. I was at one point asked to sign off the condition in terms of its construction specifications but given that the County Council would have no future maintenance responsibility for the route and it was not going to be built to an L.C.C. design standard I declined to do so. I felt it more appropriate for an officer from the district council to do this in their capacity as the Planning Authority. I was concerned at the time, and am now too, that because this route looks to all the world like a public path, that the public will presume it is the County Council’s responsibility to provide and maintain, and to take enforcement action to keep open. In effect the Authority has no jurisdiction on such permissive paths. I regret members of the public will regularly contact yourself or this office directly for information, to report defects or complain about encroachments at least in the medium term. On the bright side I understand that notices will eventually be erected at either end of the path explaining that the route is a permissive path managed privately by a landscape management company. This should help direct the public to the appropriate body.

Latest News from Ratby Sports Club Hello Everyone and welcome to this months update from Ratby Sports Club, since the last issue the weather has certainly took a turn for the worse and to use a phrase my Dad would use it’s definitely a top coat cooler! Thank goodness January is out of the way, trade has been slow but this has been historically the norm straight after Christmas pay day seems a long while coming and then there are a lot of people have a dry January, we had a good night when Marky T came down to perform his brand of SKA classics and anyone attending would agree the night was a very good one! On the sporting front I was delighted to attend the Ratby Town cricket presentation evening, the event was really well put together and congratulations go to the winners of the awards on offer, they also had an auction of memorabilia they had collected and had donated and they raised a sizeable amount of monies for the cricket section which will get ploughed back in to their grass roots section and also help improve the facilities and provide better kit for all the teams. Can I take the opportunity to thank Stevo Macleod for all his hard work and dedication as he steps down from the Chairman role and hands the baton on to Lee Hand, Stevo has worked really hard over the last few years and I wish Lee all the best in his new role. On the football front the Panthers are performing above and beyond on all fronts, the seniors after a little bit of a wobble around Christmas time which was probably not helped with over indulgence of Christmas pudding and sambuca but now have strung a few results together and are now pushing up the right end of the league.

The Panthers under 11s are not in a league but got through to the Ÿ final of a cup competition, the Panthers under 12’s are top of their league and in a semi final of a cup competition and the Panthers under 15s are top of their league, fantastic news well done to all involved, keep up the good work on the pitch and continue to be a credit to the Sports Club off of it. We have a Zumba Gold class 2 days a week, Monday and Thursdays from 10am to 10.45am, these are great fun and a great way to get fit and stay fit whatever your ability while having some fun at the same time, it is also a great way of meeting new people, if you are interested contact Penny on 07885766207 for more information.

The tickets are £10 each with a free glass of fizz on arrival and half of the ticket money will be donated to Emma Shaw who is currently fighting cancer, tickets are on sale at the club or get in touch with me to put one aside for you. I’m sure it will be a great night and definantly a worthy cause.

We are getting lots of bookings for parties and functions in the coming months which is great news, we seem to get a lot of bookings off the back of someone attending a party at the club and realising what a great venue we have and didn’t realise we were available, this is really pleasing. Remember we have Sky Sports and BT Sports for all of your sport and everyone is more than welcome to come down and enjoy the entertainment, the pool table is on FREE play and we have table tennis, darts and a football table to keep you and your family entertained.

Charnwood Voices

The Friends of CHARNWOOD FOREST

Local choir Charnwood Voices are in rehearsal for their Easter tour this year which sees them visiting the West Country.

Monday 18th February 7:30pm

Their repertoire will include some wellloved pieces but also some new and unfamiliar works. The choir are excited to be practising for performances in Wells Cathedral, Bath Abbey, St Michael's, Bath and All Saints, Weston-Super-Mare. Choir tours are not all work and no play! - there will be some sightseeing including trips to Cheddar Gorge, Bristol and a walking tour of Bath as well as some lovely meals together to look forward to! The choir have toured extensively - every two years alternating between European destinations and UK towns and cities including most recently Tuscany and Cornwall. Joe Matthews Selected for National Finals Brookvale Groby Year 7 student Joe Matthews has come first in the Year 7 secondary schools cross country league, having come first in 2 out of 4 races, running for Brookvale Groby. He has been selected for the Leicester Cross Country team at the National Finals on 23rd March at Prestwold Hall! Joe also runs for Desford Flyers. Last weekend as well as running the secondary schools race for Brookvale Groby on Saturday morning, a couple of hours later he raced in the last race of the season for the North Midlands Cross Country league coming 6th to finish 3rd overall in the league for the under 13's.Â
