Fancy helping out by the waterside? The Baldwin Trust needs 15 volunteers FOLLOWING the launch of a nationwide fund raising campaign during November 2017, The Baldwin Trust, a local waterways based community charity, now has a different problem to solve! The Trust was set up in 1983 to help patients of the Baldwin Ward at the former Leicester Frith Hospital by giving them therapeutic trips on the tranquil waters of the local river and canal system. The Trust is a Charity crewed entirely by volunteers to provide enjoyable days out for people of all ages and physical abilities. The boats are fitted with ramps and lifts for easy access for wheelchairs and other mobility issues. They are also very happy to arrange trips for family and community groups wishing to have a great day on the water. Set the task of securing funds to replace both of its 30+ year old narrow boats; the funding team and volunteers have been successful in raising adequate funds to order the first of the new 68 foot long narrow boats. Construction will start in February and completion is expected during July 2019. Having transported nearly 2,000 members of our community on the canals and rivers of Leicestershire during 2018, the volunteers have been surprised and delighted by the level of support to acquire the first new boat but now find that the Trust needs more volunteers and experienced skippers to man the increased fleet of three boats by August this year! They never expected this to happen so quickly!( They also need money for the second boat!). They have recruited 15 new volunteers during the last 6 months but need at least 15 more to meet the growing demand from disadvantaged people of all ages to enjoy a day on the river! Can you help? Are you interested in using your spare time to help those less able than you? If you enjoy the outdoors and time by the waterside or may have some sailing experience, working with this Trust could be just right for you! The Trust operates 2 boats which are moored at Pillings marina and Thurmaston marina. each boat has a skipper and 2 crew. They have 4,5,6,and 7 hour trips, and operate from Easter to the end of October. In general terms most volunteers work one day a week, or when they can spare the time. Update from the Kirby Muxloe Local Fundraising Committee for Cancer Research UK The Committee recently held a Curry night at the Chef and Spice Restaurant on Hinckley Road. Together with a very successful raffle, the event raised almost ÂŁ1,000!

Sunday 7th April sees the return of The Loughborough half marathon and team relay. The 13.1mile course has been described as one of the toughest in the East Midlands. Available places are hotly contested, with only 800 up for grabs this year. Organised by the Loughborough based charity Living Without Abuse, all the money raised from the event goes towards the charity’s vital and much needed work of supporting men, women and children who have had their lives shattered by domestic abuse. Living Without Abuse’s Event Organiser Gina King said: “This is the third and possibly last year the half-marathon will use this route and we are hoping for an excellent turnout. We only have 800 places available this year. The run is all on pavements, footpaths and pathways and is certainly tough but a fantastic course through some beautiful countryside.â€? This year the charity hopes to raise even more than last year’s figure of ÂŁ20,000. It costs ÂŁ400 to support just one person who is experiencing domestic abuse, so the money raised from this event makes a huge difference to people’s lives. Registration is now open and the entry fee for the half marathon is ÂŁ26 for unaffiliated runners and ÂŁ24 if you’re affiliated to a running club. There is also a Team Relay Challenge with four people per team with a total entry fee of ÂŁ70.00. Councils Budget Increase April 2019 A budget balancing surging demand for services and tough financial challenges has been agreed by Leicestershire County Council. On Wednesday 20th February 2019, the authority finalised its four-year plan which will see £94m spent more on services - mainly due to growing demand for social care and special educational needs and disability support - and savings of £75m. £75m savings, including: • Reducing SEND costs by investing up to £30m to create more school places locally • Recruiting more in-house foster carers to reduce expensive placements • Reducing adult social care costs by managing demand and reviewing contracts and personal budget allocations • Generating more from property investment and commercial activity • Reducing back office costs by maximising digital technology and simplifying processes • Implementing initiatives that improve the council’s efficiency and productivity. The council's share of council tax will rise by 3.99 per cent from April. This equates to £1 a week for band D property and generates an extra £12m to invest in supporting vulnerable people. Most of this will be used to support the growth in the number of adult social care service users and children in care. “These are challenging times. Rising demand for services - especially special educational needs and disability support - is ramping up pressure on our budgets. Add uncertainty about local government funding into the picture, and we could see more trouble ahead. But, taking tough decisions and saving £200m since 2010 has put us in a strong position, especially compared to other councils. And with savings, our books balance for two years before we see a shortfall. As the lowest funded county, we're using our finite resources to invest in supporting vulnerable people, set out a significant capital programme without borrowing a penny and have been named the most productive council for the second year.

Securing funding reform remains key. That's why we're continuing to work with Government ministers and do everything we can to bring about a long-term, sustainable, costed funding plan for councils." Deputy council leader, Byron Rhode

Street Lighting Sacheverell Way Groby Residents will be aware that I campaigned with the community to save the street lights on Sacheverell Way back in 2013 when the County Council wanted to decommission them. I was shocked when I received the following email from the Manager of the street lighting depart at Highways. “As part of our ongoing programme of electrical testing, the columns along the route were inspected last week and a number of defects were noted with the columns themselves. We followed up with a detailed visual inspection which confirmed that 25+ columns exhibited severe corrosion at known weak points around the base and shaft, with some holes being visible with the naked eye. It is clear that these columns are now lifeexpired, having been installed in 1983, and are a safety risk to highway users – accordingly, we will be taking down the affected columns as soon as is practicable. You will be aware that, in line with current industry thinking and the latest Code of Practice (Well Managed Highway Infrastructure), the County Council has adopted a risk-based approach to the management of its assets and an officer has been tasked with reviewing the way forward on this matter. The review will include an analysis of accident data, the road condition, traffic counts etc and, once completed, a recommendation will be made to the Asset Manager. At this time, the options under consideration will include:De-commissioning the lights, except those at the junctions with Ratby Road, Laundon Way and Leicester Road; Installing replacement lights designed to current standards, under a regime of partnight lighting. Further to my email of 12th February 2019 regarding the issues with the street lighting on Sacheverell Way, I can now update you as follows:The total number of columns found to be unsafe was 35 and they have all been taken down on safety grounds; We have ordered new traffic and pedestrian counts on the route;

We have requested data on the night-time accident history along the route; We have arranged for an inspection of the highway to be undertaken to review the condition of the road markings and studs. Now that the extent of the column and cabling replacement work is known, we will also be working-up a price for the various options under consideration”. Residents have approached me complaining of the lack of lighting and have raised concerns for both the safety of pedestrians and motorists using Sacheverell Way at night. I fully support their concerns and I want to see them replaced. To that end I am asking residents and the Parish Council to support me in my campaign to have the street lights reinstalled. I have left Petitions in Wilsons Convenience Store, Pricegate, Both Co-Ops, The Library and Post Office in Groby and well as the shops and the Library in Ratby. I have already met with Blake Pain the Cabinet member for Highways on Sacheverell way pointing out my concerns.

New Footpath Sacheverell Way Groby. The New Footpath linking Sacheverell way with the Ivanhoe trail finally opened on Friday 1st March. The developer has also established a crossing point on Sacheverell way.

Lonely Hearts Romance Fraudster Alert The NFIB have become aware of techniques used by romance fraudsters against people using dating sites. Not only will they steal your heart they will steal your money and your identification. When you think you’ve met the perfect partner through an online dating website or app, but the other person is using a fake profile to form a relationship with you. They’re using the site to gain your trust and ask you for money or enough personal information to steal your identity. A dating fraudster, previously involved in deceiving people that wanted a friendship explained how they would create fake accounts with social media platforms so that their details matched and could be searched. By appearing to be a real person their fake persona could be corroborated by prospective partners searching their background and believe them to be genuine. The fraudster said: “People like to live in fairy tales to say it won’t happen to me. I make sure all my conversations are bespoke. I will show

insecurity myself about trusting people and this helps allude to them that I’m genuine.” The fraudster will also utilise as many accessible online research tools to explore people’s information for their own personal gain or sell onwards. The fraudster elaborated and explained: “I use various online directories to find out about the person. Once I have enough, I use it to milk everything I can using their details or sell them on to other fraudsters via the dark web” When asked how people could check if a person is real. The romance fraudster offered advice for others searching for a relationship. They told us that after you see a picture of them: “Ask for them to send you another photo of themselves posing with their thumbs up or waving. It’s like a form of 2 factor authentication and makes it hard to do if it’s not an original picture” What you need to do • Avoid sharing too many personal details when on online dating profiles. It appears too many people are still leaving valuables in their vehicles and not locking up correctly. Please see attached educational video for your

I urge the County Council to reinstate the lights on Sacheverell way on Health and Safety Grounds this road is a vey busy and fast road even though it is restricted to 40mph. Speeding is an issue and the police safety camera van regularly monitors traffic. Sacheverell Way is a HGV route a Diversion route, it is also used by walkers, joggers, loan females who know feel unsafe. School children some of whom attend after school classes also heavily use this road and need lighting on Health and Safety Grounds.

The Braunstone West Social Centre on St Mary’s Avenue is desperately in need of people to serve as Trustees. Two of our Trustees are retiring this year and two more next year, leaving us woefully short of people able to assist in the administration of the Centre. The Centre is run on a voluntary basis by the Trustees with the help of paid cleaning staff and gardeners. The duties are not onerous and consist of attending three or four meetings a year, perhaps taking the minutes or doing the accounts and giving help with ideas for the continuing management of what is a very successful venue. The Kirby Muxloe Local History Group The Kirby Muxloe Local History Group generally meets 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which usually take place in St. Bartholomew’s Church Hall, Main St., Kirby Muxloe and start at 7.30 pm. Barwell Road, Kirby Muxloe – up to 1960 The area which covers Barwell Road, Castle Road and Church Road was mainly developed between 1893 and 1914. The land covered an area of around 12 ½ acres and belonged to the members of Kirby Muxloe Land Society. Barwell Road took its name from Thomas Barwell of the Woodlands, Woodlands Lane. Thomas Barwell was a successful seed and cake merchant (extracting the oil from seeds such as rape seed or flax and turning the residue into a crushed ‘cake’ as feed for animals). Many of the houses on Barwell Road were built by George Mason, a long time buider of Kirby Muxloe. It is said that he promised free beer when a chimney was topped. Some of the houses were initially inhabited by coal miners working at the pits of Desford and Bagworth. Later, many of the houses were home to chauffeurs, gardeners and the like, who worked in the large houses on Kirby Fields.

Party lines existed in some areas until the 1980’s. Other shops and businesses in the early part of the 20th century included Wheatley and Son, Haulage Contractors, at number 1, Barwell Road. In later years, around the ‘30’s and ‘40’s, James Wheatley was described as a “carrier”, transporting goods to and from Leicester. Lucy Wheatley, a dressmaker, was on Barwell Road in 1912 and Brenda Bradnock, at number 22, sold haberdashery from 1916 to the 1940’s. Horace Webster, haulage contractor, was at 28, Barwell Road from the 1930’s onwards. “Goodall’s Quality Stores” was the largest shop on the road and was there by 1941. It was eventually followed by Mace. In WWII, a brick air raid shelter was built part on the pavement and part on the road, right outside the shop. Newlands Maternity Home, owned by Ruth Whitock, was situated on the corner of Barwell Road and Station Road. This was a thriving private maternity home, both during and after WWII. Travelling further along the road, from around 1926, we arrive at Arthur Ernest Heighton’s newsagents at 29, Barwell Road. In the early days, the shop supported a small lending library and we are told that it was heated in winter time by a dark green paraffin heater that sent out lots of fumes. By 1947, it had been taken over by Vic Thompson, who ran the shop until 1971 and gave it his name, which has been retained to this day. At the end of the road, next to the school, we would arrive at Albert and Dorrie Worth’s haberdashery shop, at number 45, Barwell Road. Albert and Dorothy ran the shop for many years, selling high quality knitwear, hats and haberdashery, including many coloured ribbons, used for young girls’ hair, a coloured bow being very fashionable at that time. Often, young people, especially, were mesmerized by the tubes which travelled

horizontally around the shop. They carried money from one part of the shop to another, ending up with the cashier. The change was then sent back in the same way to the assistant serving the customer. During WWII, when the bombs dropped on the Free Church, many windows on Barwell Road houses were blown out. The Worths’ shop front windows did not escape the blast and the first thing that many people saw was a number of “heads” rolling down the road. After initially thinking that these were indeed human heads, it soon became clear that they were mannequin heads used to display millinery in the shop window. What a relief! Lastly, on the opposite side of the road and on the corner of Castle Road was Winifred Townsend, who ran a successful village Post Office and provisions shop in the 1930’s. In later years, the Garner family ran a greengrocery shop there. Stan Garner, who at the time worked at the wholesale market in Leicester, always made sure that the shop was stocked with the good quality produce. He also ran a men’s hairdressers business from one of the rooms upstairs. Businesses and shops come and go, perhaps you remember some shops that have been missed out – if you do please let us know, we are always most grateful for extra memories and information. Herbert Sutton actually purchased the house in around 1896 not 1900. This was before his untimely death in 1898, at the age of 40 years.

Around the turn of the century, shops were often very small, sometimes just occupying the front room of a house. One of the earliest shops, in around 1900, belonged to John and Jane Davey, who came from Devon. The shop was in one of the two houses named Kimberley Cottages. It was very small and appears to have been a newsagent and possibily also sold provisions. The telephone exchange came to the village in 1905. It was set up by the National Telephone Company, with its premises in the upstairs part of number 2, Barwell Road, the downstairs area being used for the telephonists’ lockers. The exchange stayed in this position until the automatic exchange was built on Princess Drive. Initially most private telephones were on a “party line”. Many people will remember trying to make a phone call from their own home, picking up the telephone and finding the person with the “partyline” already having a conversation with someone else and so blocking the line.

We had lots of entries for the competition and it was a hard job to pick the best ones to put up in the hall. The winners were: Mia (Comets), Tara (Saturn), Alfie (Mars), Lucia (Mercury) and Katie (Earth).

Our local dietician is coming into school soon to help us with our next steps in our challenge to help everyone understand how to make healthy choices at lunchtime.

1&  2 trip  to  Warwick   Castle 

On Tuesday 26th February and Wednesday 27th February, Years 1 and 2 had a very exciting trip to Warwick Castle. We started the day with a very bumpy bus ride! When we finally got there the children spotted the Barbican and Portcullis straight away. They were very excited to walk through it into the main grounds of the castle. On arrival into the castle  grounds we explored the Time Tower and the Great Hall where the children learnt lots of interesting facts about the history of Warwick castle, including how it was built and who has lived there over the years.

(Sophie) from Leicestershire Fire Service came in to talk about the dangers of fire and how to get safely out of a building if there is a fire, she also told us about the job of the fire service. She told us " we don't just save people from fires" they do much more than that! We found out that it takes just 5 minutes for an average room to burn. Sophie told us that you should have 2 fire alarms - one at the top of the stairs and one in the hallway. She also told us about a guy called Ian, he works for the fire service, he got hit in the eye by a deodorant can and was badly injured because he had been dealing with a fire and the can exploded! Some teenagers had set fire to a bin and the can had been inside, this is very dangerous and can get you into a lot of trouble, as well as risking being hurt. We learnt that fire should not be messed around with. Thank you Sophie, for coming to talk to us.

The children were fascinated by all the secret doors hidden around the castle and the Stars class were lucky enough to look inside a secret door! Luckily, the weather was on our side and we were              able to eat our lunch outside on the grass while we watched The        Birds of Prey Show. After the show we had the opportunity to •        explore the grounds some more. We visited The Kingmaker          attraction where we got to try on helmets that were very heavy! Afterwards, we the   climbed          Conquerors Fortress and roamed around the Peacock Garden. To end the day, we  met our  friendly       tour guide ready to do our ‘Attack and Defence’ tour. We learnt how to  attack   a castle   and  also              how to defend it. The children impressed our tour guide with the amount of knowledge they already  knew about castles! To end what had been a fantastic day, we all hopped   on  the coach  and  made   our way back to school. 

With up to 300 cyclists taking part last year, the organisers Alex’s Wish are pleased to announce it will be taking place on Sunday, 12th May. This year’s main sponsor is Glynis Wright and Partners, with additional sponsorship from Nisa (Bradleys store) in Rothley, The Woodmans Stroke Pub in Rothley, United Carpets and Jay Webb Consultancy with Pedal Power as the on-site bike specialists. It’s a fabulous opportunity to get back into cycling again after the winter months, so whether or not you are a keen cyclist, there’s never been a better time to dust of your bike in time for the summer months. We have a 10-mile, 20-mile and a 50-mile cycle route. The 10-mile route will provide an entry level distance for first time participants, whilst the 50-mile route will be a longer and more challenging route for those who want to push themselves further and the 20 and 50 mile includes a steep climb up Beacon Hill road. Newbold Verdon Jazz Club On February 1st New Orleans Heat returned to entertain us once again, they have been coming for many years and never fail to give us a great evening of traditional jazz. The band line up was slightly diff erent with a new banjo player, Ted Smith and as their regular drummer could not make it because of the weather, the popular ‘Baby’ Jools joined them on drums. The front line of Dave Vickers on trombone, Richard Church trumpet and Roger Bird on reeds also provided the vocals for many popular numbers. Harry Slater on bass and the accomplished pianist Barry Grummett got feet tapping with his boogie woogie numbers. They pleased the audience by playing various requests including Careless Love, Dr Jazz and St Philips Street Breakdown, well executed by Roger Bird on clarinet.



This is an opportunity for you to get involved and to offer a hand of friendship to elderly or disabled people and those who live alone, Each month we offer a 3-course meal to them as well as companionship and friendship.

Council maintains one of the lowest Council Tax rates in the Country. The Borough Council will increase its council tax charge for 2019/20 by a little under four per cent - following a decision of the full council at its budget-setting meeting on Thursday (21 February 2019). This means the average Band D council tax (including the Special Expense Area) for the Borough Council will increase by £5, resulting in a charge of £132.09 for the year. This figure will be supplemented by the charges levied by Leicestershire County Council (£1,292.18), the Police and Crime Commissioner (£223.23) and the Fire Authority (£66.64). Bagworth and Thornton Band D will be £1,809.50 Ratby Band D will be £1,760.77 The difference cost between Villages is due to the Parish Councils setting their own Precept. Residents are reminded they can pay their bill annually, half-yearly or monthly. In a full year the monthly instalments will normally be paid from April to January, however residents can also opt to pay their council tax over 12 instalments if they prefer. In 2017 the Government gave dispensation to those councils who have low levels of council tax (in the lowest quartile) to enable a rise of up to £5 a year, in recognition of their prudence. The Borough Council for 2018/19 had the 14th lowest council tax set by district councils in the country and will remain well within the lowest quartile, even after it increases Council Tax by £5 for 2019/20.

The council’s Medium Term Financial Strategy, covering the period up to and including 2023/24, also includes a commitments to make efficiency savings, as part of an agreement with central government to secure a four year ‘deal’ to ‘lock-in’ levels of government grant up to 2019/20. Overall, this package of measures has enable the council to plan with much more certainty over the four years to 2019/20, to operate a balanced budget, to maintain and improve services year on year, and to deliver other priority projects and initiatives suggested by local communities. Councillor Mike Hall, Council Leader and Executive Member responsible for Finance, said: “This budget shows that the Council has its finances under control and that is good news for our residents. We are able to continue to improve the range and quality of services that we provide, and also to invest in community facilities and activities.”

Recycling is set to get even easier Recycling for residents across the borough is set to become even easier from this month. From 4th March, Hinckley and Bosworth residents can recycle a host of common items including carrier bags, cling film, plastic film, bubble wrap, books, crisp tubes and egg boxes alongside other plastics, paper, cardboard glass and cans in their blue lidded recycling bin. The changes are possible now that recycling material is being sent to a plant in Leicester that is capable of handling the materials. To reduce the risk of contamination, residents are reminded that all materials should still be clean and free from food residue.

Additionally black plastic – including black plastic bags and film - is unsuitable for recycling due to the carbon black pigments it contains which means it cannot be sorted by the optical sorting systems used in plastics recycling. I have recieved complaints that people are parking on Centurion Court in Ratby. This is a Private Road leading to the Borough Councils Elderly Residential Accomadtion Centurion Court. I understand that the latest incident on Sunday 3rd March related to two vehicles parked partly on the pavement partly on the road blocking access to Centurion Court. Access was blocked for visitors visiting their relative's. This could have had serious consequences should a fire engine or Amulance needed access Please do not park along this road as it is narrow and access is required 24/7. Glenfield Bowling Club Looking for New Members Looking for a new sport, gentle exercise, helps keep you fit. Glenfield Bowling Club on Ellis Park Greenfield ( behind the Council Offices) is looking for new members either beginners or experienced people. An annual subscriptions required, be you only pay 50% in your first year, and you can bowl from 8th April to the end of September with no green fees to pay. If you play in the league's (men's, ladies, mixed) then you pay for refreshments and a raffle. Monthly event nights are organised ie-skittles, meals etc. IF YOU are interested in joining just come along any Monday from 1-30 to chummies (a friendly game among members) and see somebody there to find out how to join, all ages welcome.

Help a toad to cross the road This month common toads all over the country will be on the move, heading back to the breeding ponds where they themselves were spawned. Sadly, many will never make it, because of busy roads. If you like toads, you can help them by joining the Toads on Roads project. It keeps a sharp eye out for ‘migratory crossings’ on certain roads. It helps the toads to cross safely, by coordinating local Toad Patrols who will actively help the toads get across the road, and also putting up road warning signs for motorists. Toads on Roads has been running for more than 20 years, and saved thousands of toads. Latest News from Ratby Sports Club Hello everyone not much to report this month as things have been very quiet, I have to start with some very sad news that Ed Lee has passed away, Ed who has been an integral part of the sports club over many years playing for the 1st team at cricket and being instrumental in bringing the junior cricketers through to appear in the senior sides, Ed won awards for his coaching of juniors and will be sorely missed by everyone at the club, our thoughts and sympathy go out to Amanda and family at this truly awful time. On April 16th we have a race night in aid of Loros this has even more significance now after the awful events of the last few weeks, this will be open to everyone and should be a good night and hopefully we will raise lots of money for the cause, we are looking for raffle prizes and race prizes and if anyone would like to donate please get in touch with me, thank you. There is a recently formed Parent Group which is being driven by Kelly Auton and Gemma Murray McLaughlin and there plan is to put activities on for the kids during the summer holidays which we will be hosting, the idea is for kids to have somewhere to go and learn new crafts, play sports and games and just get active rather than sit indoors playing computer games or being glued to social media, if looks really exciting and keep your eyes peeled as more details come out. Cricket season is nearly upon us and the sight of Mungo cutting the square is a welcome one as that is an indication that summer is on the way! There are lots of things in the pipeline at the club at the minute and hopefully I will be able to bring you some exciting news in the next issue, I am very excited with what we are on the verge of achieving and it is what I have been striving for since I got involved some 18 months ago. Please remember we are available to hire for parties of all descriptions and we do not charge a fee, just a refundable deposit is all that is required. We are the home for local sport and not just playing but also watching, we have sky and Bt sport,

The Heart of England Chorus What a great response from our mixed “Everyone in Harmony“ course that started last October, some 40 people came along on the first evening, and to date 18 have fully signed up with our newly formed mixed chorus.      We even took our newest members to their first “ Singout “ at the Loros Christmas Concert in December which gave them a taste of performance in front of a large and appreciative audience. This coming May we will be attending the annual Barbershop Convention in Bournemouth, competing as a mixed chorus for the first time. The inclusion of Ladies into what was a male chorus adds a new and exciting dynamic to our sound and should any other Ladies (and men) wish to join us then just come along, Monday evenings 7-30 Birstall Social Club


