Letters by Steam Train
The "Save Rothley" team were joined at Rothley Railway Station by approximately 100 people on Friday 21st November to see a sack full of 1028 letters of objection delivered to Charnwood Borough Council Planning Department by steam train. Central News also attended to film the event. Residents of Rothley and the surrounding villages are strongly opposing the building of 175 houses off Westfield Lane, Rothley.
The letters were delivered by steam train on the Great Central Railway because the site of the proposed housing is a short distance along the same road as the Grade II listed Rothley Station. It is a very historic area, with the Grade I listed Rothley Temple and the remains of a Roman Villa also situated along the route, close to the proposed site. Rothley residents were greeted at the Council Offices by Richard Bennett, Head of Planning and Regeneration, and a colleague who both received the letters in good spirit. Earlier in the week a packed village meeting was held at the Rothley Centre. Villagers expressed concerns over an infrastructure which cannot cope now and will struggle even more when the 650 houses permitted but not yet built are constructed. They feel it would be catastrophic to add even more houses to the equation, especially as Rothley has no doctor’s surgery, very limited parking and already congested narrow roads. Gritters geared up for cold snap Leicestershire’s gritters have hit the roads for the first time this year as November’s cold snap bites.

Seventeen gritters treated key routes last week as temperatures dipped below zero. Residents are urged to prepare too by using an online map to check out gritting routes, listening to travel advice on local radio, and allowing plenty of time for journeys.

I would like to put a positive slant on the proposal for new housing in Rothley. It might be that such development may indeed stimulate useful growth in the area. For example, the new school and associated housing together with an increased population may result in a new health centre, a bank and an improved range of retail outlets. For example, there is no butcher in the village. It cannot have escaped the notice of residents that the roads are in an appalling state of repair - the worst I can remember in almost forty years. Maybe the new housing will promote such infrastructure improvements as re-surfacing of these local roads and, at last, high speed internet broadband for all.

SUCCESS WOULD KICK START A DEVELOPMENT WORTH £43 MILLION TO THE LOCAL ECONOMY. The Great Central Railway has resubmitted a bid for ten million pounds to the Heritage Lottery Fund to create a world class museum in Leicester. Working in partnership with Leicester City Council and the National Railway Museum in York, the railway plans to open the new attraction at its terminus at Leicester North in 2019. The new museum will be filled with priceless locomotives and hundreds of artefacts from the national collection, illustrating the story of how railways helped Leicester thrive and changed the lives of the people who call it home. Managing Director of the Great Central Railway Bill Ford said, "We had some really constructive feedback from the Heritage Lottery Fund Trustees following our last bid and we are confident we have made this visionary project even better! Not only will the museum help people reconnect with their railway story, sitting right alongside our thriving heritage line it will be a unique attraction. We're confident tens of thousands of people will visit every year." Work is already underway with local schools and community groups to ensure the project engages with everyone across the city and captures railway memories that might otherwise be lost. 300 short-term construction jobs will be created while the museum is built and 9 fulltime posts once open. As part of the bid process an economic impact study has been carried out which demonstrates the museum and railway will be worth £43million for the local economy over five years. In turn this
additional spending could create more than 900 jobs in the area. Annual visitor figures for the railway and museum combined are expected to reach around 230,000. The total cost of the project is expected to be around £16 million. £6 million of match funding would be required alongside the lottery grant. City Mayor Sir Peter Soulsby said: "This is a really exciting opportunity to create a railway experience of national standing in Leicester. The museum will house items which are of both national importance and local interest, complementing the nearby National Space Centre and Abbey Pumping Station and helping to enhance the city's reputation as an important visitor destination. It will also create hundreds of new jobs, both during construction and on opening, while providing training opportunities in the rail industry for dozens of young people. We're fully committed to this project and will be working with the Great Central Railway to help them deliver this ambitious scheme." A striking building is planned to sit right alongside the Great Central Railway's Leicester North station, close to the Greenacres centre. Uniquely, steam hauled passenger trains will arrive right alongside the exhibition halls giving the displays a vibrant context. With the completion of the separate GCR reunification project, it will be easily accessible from the national railway network. The museum will be connected to the running lines to allow displays to be changed, locomotives and carriages moved and
even operated over the tracks of the Great Central. Star exhibits will include V2 class steam locomotive 'Green Arrow' and the sole surviving GCR passenger engine "Butler Henderson" A stylish wooden carriage which is more than a century old will be actively restored in front of visitors demonstrating the craft skills necessary to keep Britain's railway heritage alive. The Director of the National Railway Museum is Paul Kirkman. "We're delighted to be part of this project. Leicester had one of the world's earliest railways," he said. "It was also a hub of the Midland line. When the GCR opened in 1899 it was a key calling point on the high speed railway of the time. We want to put key parts of the national collection on display at the heart of the country for the first time, but just as important we hope to inspire a new generation to get involved in our nations railway story." As part of the bid a full programme of educational activities has been devised. "We already welcome visitors from around the county and country but the museum will help us achieve so much more for Leicestershire. It will be a living experience telling relevant stories, which are interpreted in the ultimate way, with a ride on a steam train! We hope the whole city will get behind the bid." The project partners will learn if they've been successful in April 2015. Initially a small grant will be released allowing the plans to be developed further. A successful second round application would see the full grant unlocked with the museum expected to be open around summer 2019.

Local Letter - Development and Ne There doesn’t seem to be a month that goes by without reading about various campaigns setup against the over development and new homes in our area. Locals telling of how the land in question is mixture of woodland, open fields popular with dog walkers and all wildlife. There are signs all the way down Mountsorrel Lane asking us to oppose the 200 homes on the land next to Westfield Lane as well as various campaign groups all against constant building of new homes. In a local meeting in Rothley to discuss the proposed new houses on Tuesday 18th November over 250 people turned up to a meeting indicating the issue is hot among local people. I certainly do not want to see our surrounding countryside desecrated with housing estates. Apart from this we all know the pressure this will put on the local infrastructure such as the Roads, Schools and Doctors surgeries etc. There is no doubt that areas out of town are undergoing mass transformation, the likes of which we have never seen in our life time. Rothley is virtually one field away from joining up with Birstall and now that the 250 houses have been approved for William Davies, Rothley will join with Mountsorrel and this is not to mention all of the development in Thurcaston. Last time I passed through Thurcaston I lost count of the “keep Thurcaston Rural signs strapped to the lampposts” I wanted to look at why this is happening and look at whether we can really do anything apart from sending a letter to the local planning officer objecting to the plans. So why is all of this development happening seemingly everywhere? Some of these reasons may seem obvious but I’m going to talk about them. Demand & Supply National Demand factors According to the Office of National Statistics birth rates have remained fairly level over the last 50 years, there are some small peaks and troughs but nothing of really any note. Life expectancy on the other hand has increased dramatically. In the UK this was 72 years of age across men and women in 1970, and in 2012 this had increased to 81.5 years. The official national population in 2013 was 64.1 Million up from 55.6 Million in 1970 and is generally trending upwards with more sharp increases from 2005. With birth rates being
relatively stagnant it is generally conceded that the increase in population is down to increased longevity plus immigration which for the year ending March 2014 was at 243,000. National Supply factors Office of National Statistics figures show houses built in 1970 was 362.230, 1980 241,990, 1990 was 197,210, 2000 was 175,370 and 2013 was down to 135,550. Obviously this is showing a constant downward trend since the 70’s. The above figures show that the population is increasing mainly down to immigration and an increased longevity plus a sustained decrease in the number of new homes being built. Government Policy When you build a residential property you are able to claim your VAT on building material back. This is generally not the case if you renovate a property unless this work is carried out for specific sets of individuals or various types of business. Incentives for the buyer such as Help To Buy equity scheme also means that cost of mortgages are lower if you buy a new build Say you wanted to move house and buy a non new build property on the market for say £250,000 and you had a 5% deposit of £12,500 to put down. If we look at Santander one of the UK’s largest lenders for a rate of 5.49% which is representative of a lot of deals with just a 5% deposit, monthly payments over 25 years will be approximately £1,460. Let’s say now you are looking to buy a New Build and take advantage of the Help To Buy Equity Loan Scheme, which home movers and first time buyers are able to do offered by this government. Let’s take the example before buying a property for £250,000. Under the HTB Equity Scheme you put down the 5% deposit yourself (£12,500) and you get a loan for the 20% (£50,000) from the government, this is interest free for 5 years and after this it is 1.75%. In this example you would borrow £187,500 (75% of the value of your house) Because your loan to value is 75% Santander will offer you a rate of 3.29% on borrowing on £187,500 over 25 years this is approximately £912. In the New Build using the HTB Equity loan example you are able to put down a smaller deposit and obtain a better mortgage rate
on the new build property, which means lower monthly repayments. The facts and figures above are as accurate as they can be. We would assume all of the ONS figures to be correct and I know the mortgage figures above are correct as of writing this. I would assume the ONS figures to be accurate regarding birth rate and the same goes for average age of death – we know this is recorded. The only figure I would query is the population figures published by the ONS. This information is collected every 10 years through the census. The problem with this is that not everyone replies and replies with the correct information. Currently being part of the European Union a resident of a member state is able to move to and from the UK at any time and since people are not counted in and not counted out this figure could be higher or lower. There are also some other push / pull factors for the demand for these new properties. It has always been the case that some areas are more desirable whether that be because of the good schools, low crime rate or just the local amenities. More rural living seems to be far more desirable that it used to be, the relatively recent advent of internet and mobile phones may have facilitated this allowing some people to work from home and communicate more easily without the need to travel. While this has been happening we have seen the running down of our high streets, more shops closed down and generally less people shopping there, opting more for out of town shopping parks. I lived near Leicester City Centre for 7 years from 2006 and can say in general families generally tended to move away from the area, with houses often purchased by investors looking to let to students, or migrant workers. What can we do about this? Local level The most obvious thing to do is create a campaign group, the more the better. You can also object to the planning application in writing. If you get the local councillor to object who probably will do if enough people oppose this, it will ensure that the decision will at least go to the planning committee. If you look at Charles Church development in Rothley and the William Davies development between Mountsorrel lane Rothley, both were refused by Charnwood Borough Council. The builders appealed and got the decision on appeal. Macro Economics / Policies The Conservative policy on new houses is to build at least 100,000 new starter homes sold at 20% below the normal market rate if they win the next election.
Rotary Sponsors Mountsorrel Community Cafe As part of its ongoing sustainable development the Sorrel Youth Cafe situated on the Green at the heart of Mountsorrel is expanding it's activities to include a community Cafe open to all. However the existing kitchen equipment needs upgrading to cope with the increased demands. The Rotary club of the Soar Valley and the Rotary Foundation have come to the aid of the cafe with a £1000 grant to upgrade the kitchen equipment to a professional level. Announcing the award Club President Alison Porter said the Rotary Club has been a longstanding supporter of the Youth Cafe with the provision of equipment and support for its daily activities. We've also enjoyed our joint activities with the young users when doing our annual Spring Clean around Mountsorrel. We're very pleased with the aid of Rotary Foundation (Rotary International's own charity) to finance the new kitchen equipment and make the Community Cafe a reality .
Labours policy on new house building as set out at the Party Political Conference in October 2014 is that they repeated the pledge made last year to increase annual house building rates to 200,000 by the end of the next parliament. The Lib Dems are looking to build 300,000 new homes per year although many of these would be as part of their “garden cities” Conclusion As pointed out we have an expanding population which is due to our increasing longevity and immigration. House building is at a historic low and may remain that way well into the next parliament. The Help To Buy incentives and tax break policies on new build properties look like the will be here to stay until well after the next election. With no clear policy from any of the main political parties to look to develop Brownfield sites and direct the tax breaks towards this and with size of the population likely to increase before it levels off, these stories are likely to run and run…

The cafe will provide training opportunities for young people and Graham Lloyd the Cafe youth leader hopes the new venture will become part of village life providing a place for people to meet from all age groups. Talk on the Quoran very well received
As part of a series of intellectual, non political, talks organised by the Charnwood Conservative Association, the presentation by Learned Muslim Cleric, Shaykh Abdul Hamid, on the Quoran was greatly appreciated by the predominantly Christian audience. The talk was instigated on the basis that the unimaginable atrocities committed by the pseudo Islamic organisation, ISIS, completely gave the wrong impression of the teachings of the religion and of the attitude of its many followers throughout the world.
Volunteers needed for dementia befriending service in Leicester Alzheimer's Society is looking for new volunteers in Leicester to give a few hours each week to meet up with someone with dementia who has similar interests.
Shaykh Hamid was able to explain as he traced the origins of the religion back to Abraham, and a common base with Christianity. He explained how the two regions and of course the Jewish religion, were of a common base and were like brothers and sisters in their approach and application. References in the Quoran, their learned script, to Abraham, Christ, Mary, and other biblical figures tied the three religions closely together and, as in the Bible, in no way supported the violent approach of the ISIS association. The Quoran, as in the Bible, is specific in saying “Thou shalt not Kill” and the insistence on help, support, and charitable assistance to all less able to help themselves is strongly pronounced. It became very obvious as the talk proceeded that it was that the highly variable cultural influences applied to the basic religion in so many countries that caused inter-group dissent and aggression. The audience all agreed that the talk was very informative and that Shaykh Hamid presented the subject exceptionally well. There are two further talks in the series being arranged for early next year. Their subject matter will be “The British Empire – A Force for Good or Evil” and “The United Kingdom– Historical Base and Governance” Information and tickets will be available by calling 0116 237 5254 in the New Year.

Popular Programme For Loughborough Orchestra The Loughborough Orchestra January concert is packed full of sumptuous music! As a starter, comes the stirring Finlandia, which was composed by Sibelius and recognised by his fellow countrymen to express the very heart of Finland. Soon after the piece was composed, the title was changed several times to avoid Russian censorship against repeated performances! The next tasty treat is a performance of Max Bruch’s Violin Concerto no. 1 by East Midlands violinist, Yulia Nortridzh. This concerto contains one of the best known and most lyrical slow movements in the violin repertoire, while the outer movements display the soloist’s sparkling virtuosity Yulia grew up, trained and performed in Russia before moving to Derby and her playing will not disappoint!
For the second half of the programme, the orchestra will play the ever popular New World Symphony by Anton Dvořák. This is full of hauntingly beautiful themes and dramatic energy, which reflect the music of Native American Indians and African American spirituals. Whatever the inspiration, the music has become one of the most popular of all time and used in films, advertisements, TV and many other promotional uses. The concert is on Saturday January 24th at 7.30 pm in Trinity Methodist Church Centre, Royland Rd. Loughborough. Tickets are available from members of the orchestra or on the door. Befriending offers the perfect opportunity for volunteers to support people with dementia to continue to feel a part of their community. Dandelion Ball raises over £23k for The X Factor essential research Winner’s Charity Single in Aid of ‘Together for Short Lives’
Alex’s Wish held its annual black tie charity ball on Saturday, 1st November to raise vital funds into a rare genetic muscle-wasting condition called Duchenne Muscular Dystrophy. Alex is 8 years old and was diagnosed with the life-limiting condition back in 2010 for which there is no cure for this devastating disease so funding new clinical trials is absolutely essential in order to save Alex’s life and the thousands of other boys living with it.
The X Factor winner’s single will be in aid of children’s charity Together for Short Lives.
This year’s ball (the second one held to date) was a huge success with 120 guests attending the evening held at the prestigious The Hilton East Midlands Airport hotel. Guests enjoyed a four course meal with canapés and fizz on arrival whilst being entertained by toastmaster Simon Hood throughout the evening and dancing the night away until the early hours. The main bulk of money raised for the cause was through a raffle, holiday give away, silent and live auction including a holiday to a 5 star luxury resort in Barbados donated Alex’s Wish supporter Robbie Savage (football pundit and former player) raising £4k and contributing significantly to the £23k raised in total.
The song will be available to download immediately after The X Factor winner is crowned on the 14th December. Syco will donate 100% of its profits from the sale of each CD single and download and also from streaming to Together for Short Lives (Registered Charity No: 1144022). This is expected to be at least £1 for each CD and 20p for each download.
