The Nantucket Land Council is Nantucket’s environmental advocacy organization and now Nantucket Waterkeeper—part of The Waterkeeper Alliance.

We are the eyes and ears for Nantucket’s waterways.

Our mission continues for its 47th year, to protect and preserve our island’s natural and water resources, and our work is possible because of YOU—thank you, Nantucket! Here’s what we accomplished together in 2020.

Message from our Executive Director and Board President

DEAR FRIENDS AND MEMBERS, As we reflect on the past year, we must first and foremost express great appreciation to all of you, our members and friends, for your ongoing support and for continuing to recognize the importance of the health of our precious island environment. 2020 was a year like no other, but with strong leadership from the Town and the resilience of the community we are moving forward.

Along with others the NLC focused on how to adjust in the climate of Covid. We looked for ways to engage the community with education initiatives and more regular electronic or virtual updates on our programs and the environmental issues of concern across the island. Backyard Biologists was created as a weekly virtual activity for island children that focused on a science lesson or experiment. With the support of the NLC Water Fund we established a virtual online presentation series, the Clean Water Series: Topics on Tap, to highlight water resources topics. We presented several of our annual programs virtually including our Annual Meeting, our 4th annual State of the Harbor Forum focused on Erosion, and our End of Season Dinner.

Despite the change in protocols and need to adhere to changing state and local requirements, our research and advocacy work continued. We conducted a full season of island pond sampling for water chemistry and Harmful Algal Blooms, we began to investigate the potential for a soft shell crab industry using the invasive European Green Crabs within our harbors, and we managed to proceed with a fall planting at our eelgrass transplant site in Monomoy.

We continued to attend regulatory meetings, virtually, and pursued our fight against the proposed Surfside Crossing 40b development.

One of the most noteworthy aspects of 2020 was the NLC’s official acceptance as a member of the Waterkeeper Alliance, as the Nantucket Waterkeeper. This global network of organizations focus their efforts on advocating for swimmable, fishable, drinkable water for all. It is a great honor to join this team and incorporate the knowledge, experience, and resources that they bring together, to our work on Nantucket.

One of the most important aspects of our work is community education and engagement. Our small dedicated staff works diligently year-round to be Nantucket’s environmental advocate and to use our research to keep the community informed of the island’s pressing environmental issues. Please read on about our Advocacy, Research, Education, and Land Protection programs. We cannot protect and preserve our fragile resources without your help and your voice. You are our partners and, in the new post-Covid-19 world, we look forward to continuing our work with you.

NLC is YOUR environmental ADVOCATE… — We formally opposed an ongoing proposal for the construction of a new residential pier in Nantucket Harbor to avoid setting a terrible precedent and any negative impacts on eelgrass and shellfish habitat.

The NLC coordinated opposition among concerned citizens, and the proposal was ultimately denied by the Conservation Commission.

Executive Director Emily Molden followed up by submitting a citizen’s petition to strengthen the zoning bylaw relative to docks and piers for the 2021 Annual Town Meeting.

— We continued to fight the oversized Surfside Crossing 40b development relative to the many impacts it would have on rare and endangered species habitat, water, local infrastructure, and other resources.

— We advocated for increased protection of Nantucket’s coastal resoures at public hearings before the Conservation Commission.

The NLC is proposing increased regulatory protection to coastal dune fields and those resources that will serve to buffer the island in the face of climate change and sea level rise.

— We partcipated in the ongoing deliberations and hearings surrounding the Sconset Beach Preservation Fund’s existing geotube installa- tion with assistance from our coastal engineering consultants, and advocated for the Commission and the Town to properly address several violations of their existing permit.

— We continued to attend regular local Select Board, Planning Board, Conservation Commission, Zoning Board of Appeals, and Board of Health meetings, virtually, to advocate for policies and decisions that protect and preserve our island’s natural resources and be a VOICE for our island environment!

— We reviewed each Annual Town Meeting warrant article and prepared recommendations for Nantucket voters for all articles that related to our NLC mission, including recommendations against increased development in environmentally sensitive areas.

We attended the limited ATM that was eventually held June 25th, after a majority of the articles were postponed to 2021 due to Covid.

— We communicated with concerned residents about PFAS contamination of Nantucket’s groundwater, advocated for additional sampling and monitoring around Nantucket Memorial Airport, and continue to review the Town’s continued exploration of PFAS sources on Nantucket.

— We became a member of the Waterkeeper Alliance, a collaboration of environmental organizations around the globe all advocating for swimmable, fishable, drinkable water for ALL. We are pleased to introduce the Nantucket Waterkeeper Program, as the eyes and ears for Nantucket’s water resources.

YOU NLC is a leader in island-wide environmental RESEARCH! — In 2020, NLC continued its important work monitoring water quality on Nantucket’s smaller, lesser known ponds. Thanks to the efforts of the Land Council, these ponds are lesser known no more! Our research has led to the Harmful Algal Blooms on Capaum and Gibbs ponds being covered by local media outlets, and Capaum pond has become a near-household name on Nantucket. We have started working closely with the Nantucket Conservation Foundation and concerned abutters to address Capaum’s water quality issues and achieve real, quantifiable changes at the watershed level. Lastly, NLC staff, our scientific advisor Dr. Sutherland and our off-island research partners finalized our formal application for our aerosol research to be formally published by a scientific journal. Our work on Nantucket ponds had an impact in our island community and beyond in 2020.

— Despite a global pandemic and near-complete shutdown of in-person events on Nantucket, NLC still managed to partner up with BU Assistant Research Professor Dr. Alyssa Novak, BU students, divers, and volunteers to plant 800 shoots of eelgrass from shore in October. We also completed a health assessment of Madaket Harbor’s eelgrass meadows, collecting light, temperature, sediment and eelgrass tissue data from multiple points in that harbor. Lastly, NLC staff, Dr. Novak and Board Member Carl Sjolund traveled out to Muskeget and Tuckernuck for eelgrass tissue samples.

The Muskeget samples showed something unexpected—Muskeget’s lush eelgrass meadows had more microplastic particles attached to them than anywhere else sampled on Nantucket. All in all, NLC learned a lot and made a difference for Nantucket’s eelgrass in 2020.

— During one of the most severe droughts of the last decade on Nantucket, the Land Council provided critical data to the Massachusetts’ Drought Task Force, which helped Nantucket regulate its water use and protect its sole source aquifer. At our precipitation monitoring station on Eel Point Road, we upgraded the solar panel array after it was damaged by a nor’easter last year, and switched to a new, more cost effective method of sample collection.

NLC is helping EDUCATE future generations of environmentalists!

— The Karen K. Borchert educational grants program helped the students and schools of Nantucket continue to provide quality educational programming despite the pandemic. Grants were awarded to the Nantucket New School for improving the student greenhouse and to Cyrus Peirce Middle School for science equipment and supplies for years to come.

— During Spring 2020, as Nantucket students were sent home and in-person learning was postponed, NLC produced a new educational video series featuring science experiments and crafts aimed at teaching children about Nantucket’s environ- ment virtually, producing over a dozen lessons and activities in 2020. You can find that library of lessons under the bACKyard Biologists tab on the NLC website.

— In lieu of the traditional spring vernal pool tours at Squam Swamp, we teamed up with the Nantucket Conservation Foundation to produce a virtual vernal pool tour for students and the public to explore on their own time, from the safety of their own homes.

— The Land Council co-sponsored Nantucket’s first-ever Nantucket Green Crab week with the Maria Mitchell Association in August 2020. Green Crab Week featured virtual lessons and events including a fantastic cooking demonstration by greencrab.org Executive Director and Green Crab Cookbook co-author Mary Parks.

— In October 2020, NLC introduced our new ‘Sconset Tree Tours.

These beautiful walks through historic ‘Sconset Village showcase ‘Sconset’s most historic and wonderful trees— a perfect compliment to the Land Council’s popular downtown public tree tours.

— Our signature series in 2020 was Clean Water: Topics on Tap, hosted virtually June through September. Each webinar presentation focused on a different topic of particular interest to Nantucketers—from Coastal Plastics to Ecological Landscaping, our series had something for everyone.

LAND PROTECTION

NLC is committed to PROTECTING OPEN SPACE! — The Nantucket Land Council continued its Conservation Restriction (CR) Program to work with landowners to protect open space. These legal agreements between an owner of land with conservation values and a nonprofit group, such as the Land Council, or certain governmental entity, protects the values of that land in perpetuity.

Each CR reflects a unique parcel of land and its landowner’s wishes for the future use of that land.

— The NLC accepted the donation of a new Conservation Restriction on 1.44 acres of coastal property in Madaket by 31 Starbuck LLC. The NLC thanks the property owner and his family for this generous gift and their support of conservation on Nantucket. Every bit helps—contact the NLC today about protecting your land from development permanently!

— The NLC now holds a total of 91 Conservation Restrictions with over 1500 acres on Nantucket, Tuckernuck and Muskeget islands.

— The NLC continues to collaborate with other island organizations including the Nantucket Conservation Foundation, the Nantucket Islands Land Bank and the Sconset Trust to coordinate land protection efforts across the island for maximum open space!

NLC is CREATING AWARENESS of the importance

of protecting and preserving the environment year-round, island-wide!

— NLC hosted a virtual edition of our State of the Harbor Forum with New York Times bestselling author and climate change researcher Elizabeth Rush. Rush examined the unique issues facing our island and opened discussion about what Nantucket can do to plan for better coastal resiliency. Watch the full presentation on our website and email us for a copy of Elizabeth’s book Rising.

— Our Water Fund Founders Circle is over 15 members strong, each with a minimum donation of $5000 to specifically support NLC marine and freshwater research and education programs.

— In 2020 we launched our first NLC Bioblitz with over 500 observa- tions and nearly 300 unique species across the island. Participants used the free iNaturalist app to photograph and record different plant, insect, bird, fish, and turtle species in Nantucket’s unique habitats ranging from coastal dunes to freshwater ponds to salt marshes!

— The newly established NLC Associates worked with the Nantucket DPW and ACK Clean Team to lead an island-wide TrashTag event during the first full week of August. Nantucket showed up in a big way, leading mini socially distanced family and small group beach clean ups all across the island gathering over 1000 pieces of trash! Join us for a MONTH LONG TrashTag event in August. The NLC Associates is a small group of dedicated and passionate next generation environmentalists who help to further our mission to protect and preserve our island’s resources. — Our Annual Dinner At Home was a critical component to supporting our work in 2020. Even though we weren’t able to gather in person, Event Chair Mary-Randolph Ballinger and an enthusiastic crew of Table Hosts executed a special annual dinner with a virtual cheers with NLC Executive Director Emily Molden. Treasurer’s Report Dear Nantucket Land Council Supporters, I am pleased to present the Nantucket Land Council’s statement of financial position for the fiscal year 2020. We were thankful for extraordinary support from our dedicated membership, coupled with a successful year with our endowment funds allowing the NLC to continue its mission and work for Nantucket’s environment amidst a global pandemic. The NLC consistently strives to ensure that the greatest amount possible of every donated dollar goes directly to the programs, projects and research that serve our critical environmental mission. Our Water Fund, a restricted fund that allows us to direct financial support to our water based research and projects including the eelgrass transplant project in Nantucket harbor, harmful algal bloom and pond water quality research, our virtual Clean Water webinar series, and more, has continued to be a strong source of support thanks to our members and Water Fund Founders Circle. Thank you for supporting this important work to secure healthy fresh and marine water systems for Nantucket.

The Land Council has spent countless hours and resources to protect open space from overdevelopment and protect rare and endangered species on the island. Our strong membership base allows us to continue our Conservation Restriction program, thus permanently protecting individual properties from further development, and helping to maintain Nantucket’s rural character.

The entire NLC staff and Board of Directors would like to remember Mr. Howard Blitman who served as a board member for nearly 40 years (1979–2019), and for most of his tenure also filled the role of NLC’s Treasurer. Howard came to the island in the 1970’s and shortly thereafter joined the Land Council. Howard’s passion for preserving Nantucket’s open space and fragile natural resources kept him closely engaged in island projects and policies. He maintained a strong presence and will be remembered for his tenacity and unwavering support of the NLC’s advocacy efforts and initiatives. His presence and contributions will be greatly missed.

Conservation Restrictions The NLC Conservation Restriction (CR) program is an excellent opportunity for Nantucket land owners who have ecologically significant parcels of property to take advantage of a tax incentive program while simultaneously protecting their land from further development in perpetuity. The Nantucket Land Council holds a total of 91 total restrictions on 1,503 acres of land throughout Nantucket, Tuckernuck and Muskeget islands. A CR is a recorded legal agreement between an owner of land with conservation values and a nonprofit group, such as the Land Council, or governmental entity that will always protect that land. Each CR reflects a unique parcel of land and its landowner’s wishes for the future use of the land.

Tax Incentives for Conservation Restrictions In 2015, the United States Congress made permanent certain enhanced tax benefits. The core elements of the change include: — Raising the deduction a donor can take for donating a Conservation Restriction to 50% of his or her annual income; — Extending the carry-forward period for a donor to take a tax deduction for a Conservation Restriction to 15 years; and — Allowing qualifying farmers to deduct up to 100% of their income.

In 2020, Nantucket Land Council was proud and excited to join The Waterkeeper Alliance. The Waterkeeper Alliance is a nonprofit comprised of over 300 environmental groups around the world, all with the same goal; fishable, swimmable, and drinkable water for every community. NLC will administer the island’s very first Waterkeeper program, and take the lead among island nonprofits in protecting Nantucket’s aquatic resources. As the “eyes and ears” of all water resources ranging from Nantucket’s sole source aquifer to the sweeping expanses of Nantucket Sound, the Nantucket Waterkeeper conducts critical research, is the primary community contact for environmental issues, and holds accountable those who harm Nantucket’s beautiful waters. The Waterkeeper works with local, state, and federal government regulators to enforce existing environmental regulations, and draft new ones.

As a member of the Alliance, NLC is connected to a global network of clean water warriors and expertise. The Alliance works to link these groups and resources together, creating a unified global clean water movement. We’re thrilled to announce the Nantucket Land Council’s official entrance to this movement.

Water Fund Founders Circle Members The Board of the Nantucket Land Council is proud to continue “The Water Fund”; a donor-restricted fund to help support marine and freshwater projects on Nantucket. Over the past decade, the Nantucket Land Council has steadily transitioned into being the leading voice for the protection, investigation, and education of our water resources.

We will be increasing our water projects by expanding our eelgrass health research into Madaket harbor, supplementing the Town of Nantucket’s water quality sampling with our small pond water quality research and investigating coastal plastics on our beaches and ocean waters.

Wade Greene, a board member of the NLC for 16 years from 2000 to 2016, passed away on May 19 2020. Wade and his wife, Susanne, owned and ran the Wade Cottages, a family business in Sconset, where he grew up during summers, like his children and grandchildren after him. The couple were active and beloved members of the community.

For the second half of his career, Wade was a Rockefeller family philanthropic advisor focused on energy, the environment, international security, voter participation and the media. Wade received the 2010 Environmental Policy Leadership Award from Global Green USA and the Eleanor Roosevelt Peace Award from Peace Action. Wade will be remembered for his passion and fervor for preserving Nantucket and his support of the NLC’s advocacy role. He always thought of Nantucket as his home and passed on to his children his commitment to protecting the island’s unique ecology so that it would continue to benefit generations to come.
