BRITISH Columbia’s distracted driving legislation banning the use of electronic devices behind the wheel came into effect Jan. 1, but some drivers still aren’t getting the message.

The West Vancouver Police Department has issued 34 tickets for operating electronic devices while driving since Feb. 1 — the date tickets began being issued after a onemonth grace period. The number may seem small in comparison to the 330 total tickets issued by the WVPD during the same time for traffic violations, but Const. Jeff Palmer cautioned distracted driving remains a serious threat to driver and pedestrian safety. “I’ve personally been aware of a number of accident investigations where driver distraction is a factor, whether it’s a cellphone or texting,” Palmer said. “We had one circumstance where even at relatively low speed in a

legislation isn’t just limited to cellphones. iPods and other audio players, GPS systems, hand-held microphones, video games and televisions all fall under the ban. Using the devices includes talking, watching, holding or operating its functions, such as pressing buttons or fiddling with dials. The new law stipulates that drivers in B.C. only operate such devices when they are safely parked off the roadway or with hands-free activated by voice command or a single touch. Drivers caught violating the new law are subject to a $167 fine and three penalty points. A better picture of how many drivers continue to text and dial behind the wheel should be available soon. Yesterday, dozens of ICBC volunteers across the province were out in force monitoring the number of distracted drivers behind the wheel.

But in addition to mounting repair bills and raised valet eyebrows, an old car can be a serious environmental menace. Cars built before 1995 belch out 19 times more greenhouse gases per kilometre on average than an equivalent model built
since 2004. A new ride might be more attainable than you think. If your “character vehicle” is model year 1995 or older and you have insured it continuously for 12 months, there are a number of incentives to help you let go. So as the sun starts to re-emerge, it’s a good time to carefully go over your car or truck to look for rust. Corrosion can advance quickly once the protective paint layer is breached, and few things drag down both a vehicle’s appearance and resale value faster than rust. Fortunately there are a number of innovative products available that can slow down oxidization and possibly even prevent it. Spray-on products like the Rust Check paint line work by pushing aside moisture and replacing it with an oil-based paint. This keeps the steel away from the air and moisture that react with it to make rust. What makes Rust Check different from simple spray paint is its ability to “creep” into small spaces and bond with rusted metals. Rust Check also makes a product called Converter, used to prepare a particularly rusted area for repainting by converting rust — iron oxide — back into iron. Zab Sarvari understands cars better than almost anyone on the North Shore. Having trained as a mechanic since the age of 15, he has seen every part, every system and every innovation imaginable. Starting at the age of 19, he began his career as a full time mechanic and has worked in auto repair in Toronto and Vancouver. He’s worked on everything from simple components like brakes and alignment to new complex engines, hybrids, transmissions and diagnostic systems. Up to date on the latest problems and solutions, Zab also taught auto mechanics at Vancouver Community College before taking
look at as much of their vehicle as they can — the underside, wheel wells and engine compartment in particular are vulnerable to undetected rusting. Before applying a rust inhibitor, it’s good practice to remove as much of the existing rust as possible. A wire brush or a wire wheel on a rotary tool is an excellent way to do this. Less rust buildup means less work for the penetrating rust paint to do. Rust Check spray cans are available for less than $10. For those who prefer a more technological solution, there is a product called CounterAct. A black box, literally, CounterAct is mounted against the firewall, either at a dealership or a home, and creates a negative electrical charge in all of the vehicle’s metal parts. Adapted from industrial anti-corrosion technology, CounterAct works on a different principle than the cathodic protection systems often found on boats. The charge is harmless and undetectable by the driver, although some users say they can hear a very faint hum. The main advantage is that CounterAct works on the entire vehicle, including every impossible-to-reach nook and moisture-trapping cranny. The downside is the manufacturer doesn’t guarantee complete protection — 80 per cent — and the $299 price tag could buy you quite a lot of spray-on rust paint. Finally, at the most basic level, regular carwashing is invaluable to prevent corrosion. Not only does it wash away salt residue, it will make it easier to see any of the chips and scratches in the paint that will lead to rusting.

others just require your hands. Filters should not be cleaned and reinstalled; instead, they should be replaced.
