Public Space Public Life Survey As a substantial part of the design work our team used Public Space Public Life Survey /PSPL/ as a tool to gather information and assess existing conditions. The team spent several days located on several points along the Simeon Veliki and Dobrudzha streets where we gathered information about transportation modes, pedestrian movement and stationery activities. There were also two groups moving back and forth in the residential areas along the above-mentioned streets engaged with interviewing people and mapping activities in the courtyard spaces. As a final result, we had qualitative and quantitative data that helped us to better understand current trends and imagine future life.

Context & Issues The South Bund is strategically located on the Huangpu River, with Shanghai’s renowned Bund to the north, the Expo Park to the south, with the western portion of the site extending to the old Chinese settlement. Main challenges that the site is facing today are rapid demolition and transformation of old industrial dock areas and residential communities (significant changes have occurred during the project timeline), walled off and gated residential communities, underutilized waterfront, lack of public parks and street trees. In addition, Zhonshang road is a divider between residential communities in the west and the riverfront. Also, there is an issue of large “superblocks� which do not stimulate walkability and street life, as well as sharp typological divides between small scale buildings and new high rise developments.

Framework Plan The aim of the project is to re-activate and transform the waterfront area of the South Bund through adding to the pre-existing strengths of the site and enlivening/embracing the emerging creative nodes such as Cool Docks and Dream Wharf. Block/Street Plan At block/street level is explored how building ground floor meets defined communal spaces and how they relate to the street. One typical block is taken as an example of how the idea of courtyard spaces functions, the program and the textural quality of spaces are defined.

Located in the western outskirts of the city, Lyulin is the largest residential neighborhood in Bulgaria. Main issues that the site is facing are: restitution or privatization of state ownership, derelict technical infrastructure, dilapidated prefabricated panel housing, lack of public amenities, unmaintained large green spaces, chaotic infill development, lack of parking space and security and safety.

Concept for Civic Center
Based on the criteria set in the analysis stage for the need of public amenities and space, the team developed idea for mixed use civic center in the core of the residential district Lyulin 1. Planned as a site for school back in 1970’s and never realized wecame up with a concept for new activities such as sport, leisure and culture as an anchor point for future development of the community in the new social and economic conditions. We worked in collaboration with local community and developed t concept for multi-use civic center using public private-partnership as main investment tool between private owners, local authority and European funding instruments. The entire approach was alternative to the generic infill process realized in the neighborhood in the last twenty years which destructively changed the image of the community.

Development Studies for Block 73 actual ownership After the initial concept stage, the team further developed proposal for the entire block in collaboration with local authority, private landowners and local community. Using the legislative tools we looked at different opportunities where we created the public space for local community while giving the private landowners options to realize profit from their ownership. The team used the right given from legislation to take up to 25% of the private land for public use. As a result this public land was designated to public plaza and public school while giving the owners right to regulate their parcels. Numerous of development proposals were communicated both with local authority, landowners and local community. These proposals simultaneously went through number public hearing processes.
