지, 도시 개발사업들이 메인 스트
리트, 샌포드 애비뉴 등 여러 지 역에 어떤 영향을 미쳤는지를 체 험했다.

4차례의 커뮤니티 워크숍 을 진행했다. 워크숍은 ①뉴욕시 주택난과 토지 사용 과정 ②강변 토지 용도 변경 사례를 통해 살펴보는 플러 싱 주택 현황 ③세입자 권익과 뉴
욕 주택법 ④플러싱의 앞날을 주

대뉴욕지구 경기여고 동창회 산하, 경운장학회는 4월 27일 오후 1시
맨해튼에 있는 코리아 소사이어티(The Korea Society)에서‘한국전쟁 (The Korean War)’을 주제로 제14회 영어웅변대회를 화상 및 대면 하
이브리드(hybrid)로 개최했다.
참가 대상은 미 전역에 거주하는 9학년부터 12학년의 한국계와 비한
국계 고등학생이다.
이 대회에 참가한 학생들은 이미 올해 2월‘한국전쟁(The Korean
War)’을 주제로 영어 글자수 1,400자 내, 웅변길이는 4-6분의 원고를
작성하여 경운장학회로 보내, 경운장학회가 원고 심사를 하여 결선 진 출자 15명의 선정을 마쳤다. 결선 진출자들은 장학회가 진행하는 스피치 워크샵을 통해 스피치
코칭을 받은 후, 4월 27일 본선에서 경합했다. 이들 15명 중 거주지에 따 라 11명은 직접 대회장에서 대면으로, 3명은 virtual로, 1명은 recording 으로 결선을 치렀다. 특히 올해는 15명의 결선 진출자 중 4명이 비한국계 학생이었고, 대 상 등 입싱자 중에도 비 한국계 학생들이 많았다. 경운장학회는 그동안 2011년~2021년 대회 입상자들의 원고를 모아
‘Teens Speak’라는 단행본을 내어 미 전국 고등학교와 각 도서관에 배 부 했는데, 2022~2031년 대회 입상작도 단행본으로 출판할 예정 이다.
경운장학회 관계자들은“대회를 거듭할수룩 응모 학생들이 많아지 고, 툭히 외국계 학생들도 늘어 한국에 대해 올바를 인식을 갖게하는 등 교육적 효과가 크다. 우리 학생들이 학교에서 배우지 못하는 한국의 역 사, 문화, 상황, 인물, 디아스포라(전 세계에 진출해 살고 있는 한인들) 을 스스로 공부하는 과정에서 한국에 대한

When 18-year old Salvatore Scarlato went to serve in the U.S. Marines, he didn’t have a clue about war.
He didn’t have a clue about where he was headed or the horrors he would face. He didn’t have a clue about Korea or the Korean people he would fight fiercely to protect. When he first went to Korea, he questioned: What am I fighting for? Who am I fighting for? He soon found the answers to these questions.
Following World War II and the Japanese surrender to the Allies, Korea was divided across the 38th parallel, creating two ideologically opposite countries north and south of the border. As a result, a communist North Korea and anticommunist South Korea were born.
In hopes to reunify Korea under communist rule, Kim Il Sung sought Soviet and Chinese support to invade South Korea. After gaining their support, Kim Il Sung prepared for war. On June 25, 1950, 75,000 soldiers from the North Korean army crossed the 38th parallel and entered the South (Rotondi, 2021).
Although the United States, led by President Truman, was initially cautious of intervening, President Truman eventually decided to send troops to Korea to contain communism and aid their ally, South Korea. The Korean War had begun, and 18-year old Salvatore Scarlato
among thousands of Americans were called to fight in Korea.
When North Korean forces captured Seoul, South Korean and U.S. troops initially fled. However, on September 15, 1950, the U.S. troops conducted the risky Incheon Landing where General MacArthur intended to land in enemy territory to cut off supply to the North Korean army.
The Inchon Landing was a success, changing the tides of the war as U.S. troops were able to recapture Seoul and continue pushing north (History.com).
South Korean and U.S. troops believed that they had nearly won the war. However, they did not know of the brutal winter that they would soon endure.

After achieving great success, General MacArthur pushed his troops towards the Yalu River, the border between North Korea and Communist China. With the Chinese’s surprise attack, The Battle of Jang Jin Ho shifted the war’s momentum. For approximately
seventeen days, South Korean and US troops found
themselves surrounded and outnumbered 30,000 to 120,000 over rugged terrain in lethally cold temperatures near the Chinese border. Thoughts of victory, which were seemingly in reach, quickly evaporated.
Fighting continued until peace talks began at Panmunjom. After more than two years of negotiations, an armistice was signed on July 27, 1953. The signers of this armistice could have never imagined that this cease fire would be a lasting arrangement. The Korean War, a conflict that had no true resolution, has had long-term impacts that can be felt to this day.
After many decades, the two Koreas have diverged tremendously. While South Korea has adopted democracy and capitalism, North Korea has adopted isolation and communism. The demilitarized zone still remains, representing the distinct divide between the two nations.
Since the Korean War, South Korea has fought alongside the US in every major conflict. extending their appreciation and demonstrating support for their ally.
U.S. marine Salvatore Scarlato once questioned: What am I fighting for? Who am I fighting for? After being under heavy fire from the Chinese for 24 hours straight, witnessing a fellow Marine die in his arms, and seeing children dying, he could clearly answer these questions. Salvatore Scarlato was fighting for human rights and freedom. He was fighting for peace and the protection of innocent lives. He was fighting for his own brothers and sisters. While the Korean War and its aftermath represent pain and tragedy for many, it is still a part of Korean history that must be remembered. Learning about the Korean War generated a wide range of emotions for me— from horror at the Battle of Jang Jin Ho to frustration at the war’s inconclusive ending to admiration at Salvatore Scarlato’s commitment to the Korean people. In order to understand the current state of Korea, the Korean identity, and the US-Korean alliance, I found it essential to learn about the Korean War and its many takeaways. The inconclusive nature of the Korean War seems to have sirred decades of conflict and tension. I believe that a more conclusive, formal treaty should have been signed, establishing a finite end to the conflict and easing tensions. Moreover, the Korean War taught me the importance and strength of alliance. The United States came to the aid of South Korean troops, relentlessly fighting side by side to protect their shared values of freedom, democracy, and human rights. Given these takeaways, it is our responsibility to read, research, analyze, and most importantly, learn from the past. It is our responsibility to look back on the Korean War and develop a deeper understanding of the Korean identity. It is our responsibility to honor the brave soldiers who fought for the Korean people. While the Korean War revealed deeprooted tensions between the North and South, the war also revealed an ever-lasting alliance, a resilient nation, and hope for a better future.

인간 못지않게 극진하게 대
우하며, 개고기를 먹는 사람을 마
치 야만인을 대하듯이 질색으로
싫어한다. 개가 죽음에 처한 주인의 생명
을 구하였다거나 수만리 떨어진
곳에서 잃어버린 개가 주인집을
찾아 기적처럼 돌아왔다는 것 같
은 개와 인간이 서로 얽힌 흥미로
운 이야기들을 우리는 가끔 듣는
다. 우리 생활 가운데서도 개가
인간의 메마른 정서를 촉촉하게
해주는 동반자 노릇을 하는 모습
을 자주 보게 된다.
이렇듯 순기능을 발휘하는 개
는 인간의 삶에 여러모로 도움이
되는 존재라는 것이 확실하다. 그
러나 종종 사람을 물어 심한 상처 를 내는 개들이 미국에서는 사회
적인 문제가 되고 있다.
◆개에게 물린 사람 보상
미국에서 개한테 물리는 사람 이 매년 500만 명이 넘는다고 한 다. 어떤 이는 중상을 입거나 죽
기까지 하는 일도 있다. 개한테
물린 사람 가운데 치료를 받아야
하는 사람이 80만 명 이상이며, 이
중 과반수가 방어능력이 없는 어
린아이들이라고 한다. 그래서 뉴
욕 주에서는, 무책임하고 부주의
한 개 주인들에 대한 벌금을 올리
고, 개한테 물린 사람들이 그 개
주인한테 보상을 받도록 도와주
는 법(TheCivilLiabilityforthe OwnersofDogsthatcause seriouspersonalinjury)이 2005
년 11월 14일부터 발효되어 시행
되고 있다.
이 법에 의하면, 중상을 입힌
개 주인에게 물리는 최고벌금이 800 달러에서 1,500불달러로 올라 간다. 중상을 입힌 개가 전력이
있는 것으로 판정되면, 그 개 주 인에게 물리는 최고벌금이 1,000 불달러에서 3,000불달러로 올라 간다. 이 법안은 또한 사람을 문 개 의 주인이 물린 사람에게 치료비, 치료를 위해 병원에 다니느라 직 장에 결근하여 못 받은 급료 및 이와 관련된 손상을 물어줄 경우 문 개의 주인이 물게 될 벌금을 깍아주는 것을 허용하고 있다. 이 법안은 개 주인들의 각별한 주의 를 환기시키고 있다.
◆ 세입자의 경우는 ? 주택보험(Homeowners Insurance)은 주인이 거주하는 (Owner-Occupied) 1~3 가구 주 택(1 ~3 FamilyDwelling)을 보 험에 들 때 사용되는 보험이다. 또한 주택보험은 세입자들을 위 한 보험(Renter’sInsurance, HO-4), 콘도나 코압의 소유자들 을 위한 보험(Condo Unit Owner’sInsurance, HO-6) 등 도 포함하고 있다.
주택보험의 정의에서“주인이 거주하는”이라는 문구는 매우 중 요하다. 왜냐하면, 주인이 거주하 지 않고 남에게 세를 내준 주택은 주택이기는 하지만 여기서 말하 는 주택보험으로 보험을 들 수 없 기 때문이다.
세를 내준 주택은 주거보험 (Dwelling Policy=DP)이나 주인 보험(Landlord’ s Policy)으로 들 어야 한다. 주택보험은 건물 (Dwelling)뿐만 아니라 그 건물
에 거주하는 주인의 개인재산 (Personal Property)도 포함하는 보험인데, 주거보험이나 주인보
험은 건물만이 보험의 대상이 된 다. 세입자 보험(Renter’ s Policy HO4)은 세입자의 개인 재산이 보험의 대상이 된다. ◆ 개에 대한 보험 점차 제한 우리가 들고 있는 주택보험은 재산에 대한 부분(Property Section)과 책임에 대한 부분 (Liability Section)으로 나뉘어 져 있는데, 주택 소유자가 기르는 개가 손님, 우체부, 계량기 점검 원, 이웃, 행인, 등을 물어서 생기 는 그 주택 소유자의 개인 책임은 주택보험의 책임에 대한 부분에 서 물어주게 되어있다. 그러나 요즈음은 개가 물어서 생기는 개인 책임을 제외(Dog Bite Exclusion)하는 보험회사들 이 늘고 있다. 또한 새로 주택보 험을 가입할 때 개에 대한 설문지 (Dog Questionnaire)를 반드시 작성해서 제출하도록 요구하는 보험회사들이 늘고 있다. 개에 대 한 설문지는 주택 소유자들이 위 험한 개를 소유하는 것을 지양하 고, 그러한 개를 소유한 주택 소 유자에 대해서 보험회사가 물어 줘야 할 책임의 한도를 축소하거 나 제한하는 데 그 목적이 있다. 보험회사들 가운데 특정한 종 류의 개(예컨대, 진돗개, 독일 셰 퍼드, 불독 등)를 소유한 사람의 주택보험을 가입시 거절하거나 가입후 실시하는 검사 (Inspection)에서 발견되면 주택 보험을 취소하는 보험회사들이 있다.
아직까지 모든 보험회사의 주 택보험이 개가 사람을 물어서 생 기는 책임을 제외하고 있는 것은
