Young people need to know their HIV status as it gives them powerful information to stay healthy. Testing can connect youth who are negative to HIV prevention resources. Testing positive means connecting to health services and taking medicine to treat HIV. Taking HIV medicine as prescribed can make the amount of HIV in blood (viral load) very low—so low that a test can’t detect it (called an undetectable viral load). Getting and keeping an undetectable viral load is the best thing to do to stay healthy. Se xual Risk Behaviors Can Lead to HIV, STDs and Teen Pregnancy
From 2007 to 2017, CDC data showed declines in sexual risk behaviors among high school students, including fewer who are currently sexually active. The percentage of high school students who ever had sex decreased from 48% in 2007 to 40% in 2017.
However, many young people engage in health-related behaviors that can result in unintended outcomes. Declines in condom use: Condom use among sexually active students decreased from 62% in 2007 to 54% in 2017, presenting a serious health risk for HIV and STDs. Substance use and high-risk behaviors: Young people may engage in high-risk behaviors, such as sex without a condom or medicine to prevent or treat HIV, when under the influence of drugs or alcohol. Nationwide, 19% of all students who are currently sexually active (had sexual intercourse during the previous 3 months) and 20% of male students who had sexual contact with other males drank alcohol or used drugs before their most recent sexual intercourse. Some young people are at higher risk: Some young people, including lesbian, gay, and bisexual (LGB) youth, often remain at greater risk
for negative health outcomes. For example, 15% of LGB students have had sex with four or more partners during their life, compared to 9% of heterosexual students.
Addressing HIV in youth requires that young people are provided the skills they need to reduce their risk, make healthy decisions, and get treatment and care if needed.
RELIGIOUS LEADERS TO MINISTER USING CDC BEST PRACTICES help to deliver Bible study and worship services to parishioners, one major concern for many pastors is what they will do about funerals. Not necessarily for people who may die due to the coronavirus, but for any member who dies during this time, especially the elderly. “People will pass away and we will not be able to celebrate them in our traditional custom,” said Janae PittsMurdock, interim pastor of Light of the World. “One of the greatest moments in a believer’s life, especially for the family, is the ability for them to come together to celebrate the life of their loved one who has transitioned. It worries me that we as a congregation won’t be able to perform those rituals like we are accustomed to.” Even though most churches are canceling or curtailing gatherings for their worship services, many are still providing much-needed services for their communities. Light of the World and Central Baptist are providing meals to go for the community with minimal contact. St. Peter Claver Catholic Church, one of the oldest black Catholic churches in America, is located in the historic Treme neighborhood of New Orleans. Even though the pastor, Rev. John Asare-Dankwah, in following the directives of the archbishop as well as the governor and mayor, has canceled mass indefinitely, he still feels a strong need to serve the community. “We do have a pantry and we open it every Tuesday and Thursday,” he said. “I have not decided to close that at this time, but I am asking people to take all of the necessary precautions to make it safe.” Churches are also having to be creative in dealing with the sick and

shut-in. Most churches have clergy and laypeople who serve the needs of the infirm, usually in person, but the pandemic is making personal contact with that at-risk population impossible. “One of our members recently had a stroke,” said JoAnn James, first lady of Elim Baptist Church. “The deacons and ministerial staff couldn’t get to her in the hospital, but we were able to FaceTime with her and her son. We were able to pray for her and let her know that even though we couldn’t be there in person that we were still with her.”
Words Matter: ‘Social Distancing’ and ‘Cancel’
A new buzzword for this time is “social distancing.” Grigsby says that the church needs to be careful about how we let that phrase seep into our psyches. “[The church] can endure physical distancing,” he said, “… being separated and pulled apart, mothers separated from their children, fathers being pulled away from their families, whether it’s been through slavery or Jim Crow – we’ve experienced that before. But, even when we were physically distanced, we were still socially connected. The vocabulary and terminology now threatens the very fiber of our community. We need each other. We’ve always needed each other. Although we might fight and fuss and argue within the church and without, we still understand that we are there for each other. Especially when others come against us, we know how to pull together and fight as one.” Another word that is being heard constantly is “cancel.” Pitts-Murdock is cautious in her use of the word. “As a pastor, I am working to
intentionally avoid cancel language,” she said. “The world is hearing a lot of rhetoric around canceling and shutdown, but the church never cancels, never shuts down. Even when we don’t gather in physical space in the building, we are always open. We have to reconsider how we gather, how we minister, but as a pastor I am avoiding language that even exudes the idea that we could ever cancel.”
Financial Implications
The pandemic is wreaking havoc on the economy and this has the potential to be devastating to the black church because members cannot get to the church to give. Churches rely on their membership for their financial support and like many of its members, black churches are living week to week. “[The black church] is struggling," said Grigsby. “We have never been at this place before. The black church doesn’t have endowments. We don’t have trusts like other major white churches do to rely on. We are hand-to-mouth just like our parishioners. And as a result of that, it will be necessary for us to lay off staff and paid ministry personnel. I think at best that we can go two to four weeks, but after that we have to start cutting back on staff.” Even though the outlook is bleak, many churches have seen and survived dark financial forecasts before. Bishop Larry James Baylor, senior pastor of Faith Miracle Temple in St. Louis, has been down this road before. “When we went through the 2008 crash, we didn’t suffer through that, because we are people of faith,” he said. “We grew from that. We were hiring people during that time. And, because we are people of faith, we believe that the Lord is going

to see us through this dark period. Obviously, we are trying to curtail things. We aren’t spending as much. It’s going to affect us for sure but at the end of the day I believe that we will get through this like we get through everything else.” Many churches offer online giving, but even in the best of times the amounts given electronically may not equal the amounts that are given in person via cash or check. Being able to convert members to online giving is a challenge that all churches are facing during the pandemic.
Back to the Future
Even before the pandemic, many black churches struggled with using technology as a tool to reach people and connect with their members. Now churches without those tools in place might find it hard to serve their members and communities. “Some churches don’t have a website, Facebook page or anything,” said Vincent James. “Some of that is not because of a lack of resources, it’s just a lack of interest or desire or need to change.” But according to Paul J. James, pastor of CareView Community Church in Lansdowne, Pennsylvania, outside of Philadelphia, what may soon happen is a move back to the way of the firstcentury church. The Greek word for church in the New Testament is ekklesia (or ecclesia). It comes from ek, meaning “out from and to” and kaleo, meaning “to call.” It is a group of people called out from one place and to another – a group of people who have been called out of the world and to God; that is the church. The church is not a building, but the people.

C O V I D - 1 9 - R e l at e d P h o n e S c a m s Wa r n i n g The CDC has become aware that members of the general public are receiving calls appearing to originate from CDC through caller ID, or they are receiving scammer voice mail messages saying the caller is from the Centers for Disease Control and Prevention (CDC). Some calls are requesting donations. Downloadable apps and some free websites now make it simple for anyone to “spoof” a phone call and make it appear to come from any phone number. This is usually done by unscrupulous salespeople, in hopes that people are more likely to pick up the phone if the caller has a number similar to theirs.

Unfortunately, current technology doesn’t make it easy to block these spoofed calls, either on business or personal phones. A spoofed call does not mean that anyone’s telephone has been hacked, so you can simply hang up. These calls are a scam and are referred to as “government impersonation fraud,” meaning criminals are impersonating government officials for nefarious purposes. Scammers are becoming more sophisticated and organized in their approach. They are technologically savvy and often target young people and the elderly.
To protect yourself from falling victim to these scams, be wary of answering phone calls from numbers you do not recognize. Federal agencies do not request donations from the general public. Do not give out your personal information, including banking information, Social Security number or other personally identifiable information over the phone or to individuals you do not know. You can also report these calls to the Federal Communications Commissionexternal icon (FCC). Malicious cyber criminals are also attempting to leverage interest and activity in COVID-19 to launch coronavirus-themed phishing

emails. These phishing emails contain links and downloads for malware that can allow them to takeover healthcare IT systems and steal information. At least one campaign is pretending to send emails from CDC, and targets Americans and other Englishspeaking victims with attached notices regarding infection-prevention measures for the disease. It is critical to stay vigilant and follow good security practices to help reduce the likelihood of falling victim to phishing attacks. Don’t open unsolicited email from people you don’t know. Be wary of third-party sources spreading information about COVID-19. Refer to the official CDC gov website for updates on COVID-19. Hover your mouse over links to see where they lead. Do not click links in emails. If you think the address is correct, retype it in a browser window. Be wary of attachments in any email. Do not supply any personal information, especially passwords, to anyone via email. NAACP Rallies to Support Communities of Color Most Impacted By COVID-19
BET has announced an array of high impact initiatives to support communities of color impacted by the COVID-19 pandemic. Black Americans are being disproportionately harmed by the health and financial devastation wrought by the COVID-19 pandemic. BET, in partnership with the NAACP, United Way Worldwide, leaders in the African American creative, civil rights and business communities will provide critical financial, educational and community support directly to the African Americans hardest hit by this crisis.

EMERGENCY BRIDGE LOAN PROGRAM Governor Ron DeSantis activated the Florida Small Business Emergency Bridge Loan Program to support small businesses impacted by COVID-19. The bridge loan program, managed by the Florida Department of Economic Opportunity (DEO), will provide short-term, interestfree loans to small businesses that experienced economic injury from COVID-19. The application period opens tomorrow, March 17, 2020 and runs through May 8, 2020. “As we mitigate against the spread of COVID-19, the health, safety and well-being of Floridians comes first,” said Governor DeSantis. “I understand the harm mitigation strategies will have on small businesses
throughout our state. By activating the Florida Small Business Emergency Bridge Loan, we are providing the opportunity for Florida’s small businesses to receive cash immediately to ensure they can lessen the impacts felt as a result of COVID-19.” DEO will administer the Florida Small Business Emergency Bridge Loan Program in partnership with the Florida SBDC Network and Florida First Capital Finance Corporation to provide cash flow to businesses economically impacted by COVID-19. Billie Jean King Tennis Center Converts To Hospital Mayor de Blasio has announced a new temporary hospital facility at the Billie Jean King Tennis Center in Flushing Meadow, Queens. The facility will treat COVID non-ICU patients beginning next Tuesday, April 7th. The hospital will reach its full capacity of 350 patients over the next three weeks. These additional beds will help relieve some of the current need at Elmhurst Hospital. “We’re approaching the toughest weeks of this crisis, and our City is rising to the challenge,” said Mayor Bill de Blasio. “We are increasing hospital capacity at breakneck speed to ensure that every person in need of care will get it – no questions asked.” Citywide as of 6:00 PM on March 31st, there are 41,771 positive cases of COVID-19 and 1,096 fatalities. There are 7,814 confirmed cases in the Bronx, 11,160 in Brooklyn, 6,539 in Manhattan, 13,869 Queens, and 2,354 in Staten Island. As of 6:00 PM on March 31th, there were at least 8,400 people hospitalized. Of those individuals, at least 1,888 were in the ICU. Hosp ital Ca paci t y U pdat e NYC Health + Hospitals has now added 1,000 contract nurses to support existing staff system wide. To support the continued surge of patients, Health + Hospitals will also add an additional 1,000 nurses in the coming weeks. The City has also asked the federal government to supply 1,000 nurses, 3,000 respiratory therapists, and 150 doctors to support hospital staff across the City. Critical S u pply U pdat e Today, the City distributed 800,000 N95 masks, 3,000,000 face masks, 120,000 face shields, 40,000 gowns, and 600,000 surgical gloves to hospitals citywide. Non-essential construction sites must submit a request to continue work and be approved by DOB. Requests can be submitted at www.nyc.gov/dobnow. Department of Buildings inspectors will be regularly inspecting construction sites citywide to ensure that they are complying with the emergency order; that nonessential construction operations have been suspended where required, and proper safety measures have been implemented. All sites, essential or non-essential must maintain appropriate social distancing measures, including for elevators, meals and entry and exit. Violations of social distancing or non-essential construction work will lead to enforcement actions from the Department, and subject to fines of up to $10,000 starting on Tuesday, March 31. Any construction site that has been halted due to this emergency order must be properly secured and maintained at all times in order to safeguard the public throughout the duration of time while operations at the site are suspended. The City moved swiftly to provide service to businesses that have up to 4 employees with this grant and has been successful in serving over 1,200 businesses with the allotted $10 million for the grant program, an average of $7,800 for each grant. This grant program will officially close to applicants on Friday at 5pm, and the City will continue to serve small businesses through the Small Business Continuity Fund, which is also first come first serve. This loan gives up to $75,000 to businesses with up to 99 employees. Businesses can use this loan to supplement their payroll costs, for working capital, inventory, and other investments. The City is also working to connect small businesses to the programs and loans offered by the United States Small Business Administration. Coronavirus & Coping: A MESSAGE FROM OUR PUBLISHER How do we deal with our mental health and wellness during this challenging time? As a psychotherapist, I have provided below a few tips to remember to keep your mind active, your anxiety levels low and beware of when it is time to take further action and reach out for professional help. If your morning routine is to drive to Dunkin or Starbucks, keep your routine and pickup coffee and leave. Get dressed every day. Do not stay in your PJ’s all day. Do your hair, makeup and pampering/grooming routines. Keep moving either inside with an online or TV video and venture outdoors for a walk in the sunshine and brisk air. Try something new like watching the Cooking Channel and preparing special treats. Avoid news bingeing. Stay aware of the current news, but limit your daily consumption. Make plans. Plan the night’s dinner. Plan your day using a checklist or to do list. Communicate. Call friends and family instead of texting. But, maybe send a text ahead notifying that you’re just

calling to say ‘hi’ and check in so as not to alarm the recipient. Avoid panic and assuming or being affected by the behaviors of those around you who are binge buying toilet paper, etc. Assume a stance from wherever you draw strength and encouragement – prayer, meditation, chanting, etc. As in times when we have been surrounded by uncertainty, fear or crisis – see the light at the end of the tunnel. Know that ‘this too shall pass.' This situation is temporary. But, if the unfortunate should happen and I contact the virus. I will respond accordingly and have family or friends and my medical resources to get me through. And remember that we have thousands that have contacted the virus and they have survived. When my clients come to me in crisis, we talk about the worst case scenarios. Together we build a plan for that scenario and discuss how we would feel. Most importantly we talk about how we would deal. And every time this exercise forces them to face their fear, but also process that in spite of the crisis, we will not only survive but we will thrive. We will be fine.
