New York State has surpassed its 30 percent Minority- and Women-owned Businesses utilization goal for the fourth year in row –every year since the Hochul Administration took office. This year’s 32.21 percent utilization rate represents nearly $3 billion in public contracts awarded to certified MWBEs in FY 2023-24, and nearly $12 billion since Governor Hochul took office. The Governor made the announcement and unveiled a new MWBE certified decal at the 14th Annual New York State MWBE Conference Forum in Albany.
“Since becoming Governor, my administration has championed an economic agenda that benefits all New Yorkers, and this year’s utilization rate shows the progress we have made toward achieving that goal,” Governor Hochul said. “We have more to do, but diversity is New York’s greatest strength and our communities are our greatest voice –together, we will continue to promote nationleading programs and policies that support a fairer, stronger, diversified economy.”
This decal is a strong and attractive marketing tool for MWBEs and can be used to leverage their business services, capabilities and certification into opportunities. MWBEs will have the opportunity to display the MWBE Certified Decal digitally via their websites, social media channels, marketing materials and other mediums and physically through brickand-mortar locations. In addition to announcing the state surpassing its utilization goals, Governor Hochul also introduced a new NYS MWBE certified decal, which will serve as the official recognition of MWBEs that have been certified by the state’s MWBE Certification Program. This marker reflects New York State’s continued commitment to propelling MWBE growth, increasing equity in state contracting and enhancing diversity within our economy.
The new MWBE certified decal will provide a substantial number of benefits to MWBEs as they grow and thrive in the competitive New York State economy. These benefits include helping increase MWBE visibility and, in turn, helping small businesses differentiate themselves. It will also position MWBEs positively for potential contracting opportunities with government and private sector entities that prioritize diversity and equity in their projects. This could translate into contracting opportunities that elevate business success. The decal can also support meaningful public-private partnerships that are seeking MWBEs in their initiatives.
The gala starts at 6:00pm with a cocktail hour to be followed by the dinner and awards ceremonies. There will be musical entertainment by opera singer Cassandra Douglas and from harmonica phenomenon William Galison. David Dinkins is honored for Lifetime Achievement — he was New York City’s first African American mayor and also welcomed Nelson Mandela to the city after his release in 1990.

Since its establishment in 1988, New York State’s MWBE program has been a national model for expanding economic opportunity and supporting diverse business growth, equipping MWBEs with the skills, resources and connections crucial for their success. The annual NYS MWBE Forum caters to both new and established businesses, providing tailored information and resources to all entrepreneurs, regardless of their level of experience. This year’s theme was “Solidifying our Future: A Commitment to Expanding Opportunities for MWBEs” and featured facilitated networking opportunities between certified MWBEs, New York State agencies, prime contractors and private companies, in addition to panel discussions and workshops.
Pioneering producers Stephen Byrd and Alia Jones, through their company Front Row Production, brought “Cat on a Hot Tin Roof” and “A Streetcar Named Desire” with a multi-ethnic cast to Broadway. In 2016 they bring “Eclipsed” with Oscar Winner Lupita Nyong ’O to Broadway. Honorees, the so-called Central Park 5, are collectively and individually heroes. They are survivors of one of the ugliest miscarriage of justice in New York’s history; having been railroaded and unjustly convicted for a crime they did not commit and for which they served long prison sentences ranging from seven years to 13 years before being exonerated when the actual rapist confessed. They are: Yusef Abdus Salaam; Raymond Santana Jr., Antron McCray, Kevin Richardson, and Kharey Wise.

The Forum’s panel discussions covered topics including contracts in mega projects, discretionary opportunities and agency capital plans. The workshops focused on addressing access to capital, contract competition strategies, certification process navigation, retail and technology opportunities and training programs including the Business Growth Accelerator. Today’s announcement continues Governor Hochul’s larger effort to strengthen New York’s MWBEs. Last year, the Governor announced the elimination of the longstanding MWBE certification backlog. In 2022, the Governor signed legislation aimed at reducing fraud and abuse within the program, allowed businesses to use MWBE development and lending program funds to refinance existing debt, and authorized New York City to award contracts up to $1.5 million to MWBEs without a formal competitive process.

INVESTMENT PROGRAM TO EMPOWER WOMEN ENTREPRENEURS
Breaking barriers and building dreams, the Southern Black Girls and Women's Consortium (Southern Black Girls), a leader in empowering Black girls and women in the South, today announced the launch of its new, innovative Dream Investment Program, a groundbreaking initiative designed to support and elevate Black girl and women entrepreneurs. Developed in partnership with Kindred Futures (formerly Atlanta Wealth Building Initiative) and also supported with a grant from the Kellogg Foundation the

Rising above reports confirming that Black women and girls receive less than one percent of the $4.8 billion in philanthropic investments in the South, and recent data confirming that Black women and girls receive only 0.5% of $66.9 billion from foundations, totaling just $5.48 per woman and girl of color in the United States, the Southern Black Girls have made it their mission to raise $100 million over the next decade to financially empower the goals of Black girls and women. To date, they have already awarded $10.2M to 250 Black women-led organizations through the Black Girls Dream Fund and empowered 800 girls with $408,900 through the #BlackGirlJoy Challenge across 13 southern states - Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, Texas, and
West Virginia.
The Dream Investment Program extends Southern Black Girls' ongoing commitment to fostering economic empowerment and leadership development. This initiative activates the organization's Innovation Fund grant cycle, demonstrating its dedication to exploring new and innovative ways to support Black girls and women.
Interim Executive Director, Chanceé Lundy adds, "As a former business owner, I know firsthand the difficulty in obtaining resources to launch new ideas and the commitment it takes to start and build a business. AFRO TECH CONFERENCE TO EMPOWER BLACK INNOVATION

ALONZO MOURNING
is a former professional basketball player who has served as Vice President of player programs and development for the Miami Heat since June 2009. In his role, Mourning is responsible for ensuring the personal and professional development of HEAT players, while providing direct support and one-on-one mentoring. In addition, he represents the HEAT in various community and business endeavors.
Mourning played college basketball for John Thompson at Georgetown University. After an NBA playing career that spanned 15 seasons and obtaining an NBA championship with the HEAT in 2006, seven All-Star berths and twice being named the NBA Defensive Player of the Year, Mourning earned his highest professional honor, being enshrined into the Naismith Memorial Basketball Hall of Fame on August 8, 2014 in his first year of eligibility.
Mourning, who had his number 33 retired by the HEAT in a ceremony on March 30, 2009, is Miami’s alltime leader in blocked shots (1,625). He finished his professional career with 14,311 points, 7,137 rebounds and 2,356 blocks (11th all-time in NBA history).
A perennial All-Star on the court, Mourning also works tirelessly for the children of South Florida through his charity, Mourning Family Foundation, to educate and create the opportunity for youth to excel. Mourning is truly a blessed and grateful individual. In 2003, he was fortunate to receive a kidney from his cousin after facing a lifethreatening kidney disease. On June 4, 2024, Mourning told ESPN that he is cancer-free after his March prostatectomy following a February medical diagnosis of high-grade stage 3 cancer. Mourning will share his story and discuss the stigma around men’s health at the Men’s Health Summit presented by Baptist Health on November 16th from 9:30 AM – 12 PM at the Kaseya Center in Miami, Florida. He is truly a champion who has made a slam dunk in his career and his life.

FOUNDATION TO LAUNCH ‘ CHAMPIONS FOR FINANCIAL LEGACY ’ PROGRAM
THE SHAWN CARTER FOUNDATION, with generous support from Toyota Motor North America, is proud to introduce Champions for Financial Legacy (CFFL), a comprehensive financial education initiative designed to empower students at Historically Black Colleges and Universities (HBCUs) and surrounding communities.
Developed in collaboration with The Coalition for Equity and Opportunity at the Wharton School of the University of Pennsylvania, CFFL is modeled after Professor Keith Weigelt's accredited curriculum at the Wharton School and Bridges to Wealth, a financial education and wealth-building program that Dr. Weigelt has offered to the Shawn Carter Foundation community of scholars and families since 2017.
CFFL is the latest initiative resulting from the ongoing collaboration between the Shawn Carter Foundation (SCF) and Toyota Motor North America, a long-time supporter of SCF's annual HBCU Bus Tour. With Toyota's generous support of CFFL, the vision to expand the program to HBCU students and local communities is made possible.

Two books authored by Spelman College student Rayven Bryant, C’2025, and alumna Mayah Johnson, C’2024, have been included in Scholastic’s Our Stories Decodables collection designed for young readers. Scholastic, the global children’s publishing, education and media company, released the collection in September to support children in grades K-5.
The Scholastic Kids and Family Reading Report™ found that nearly half of children who are Black or Hispanic have a difficult time finding books with characters who are like them. The Our Stories Decodables collection includes titles written by authors representing various backgrounds, including first-time writers from Historically Black Colleges and Universities (HBCUs), like Johnson and Bryant

BLACK AMBITION FINDS , FUNDS & FUELS FOUNDERS OF THE FUTURE
Pharrell Williams' Black Ambition, the non-profit organization funding and fueling underrepresented Black and Hispanic entrepreneurs, has awarded more than $2.7 million to 30 trailblazing founders. Among the awards announced, the $1 Million grand prize was awarded to Dr. Monica Williams and Dana Roberts, Co-Founders of RedDrop, a brand of period kits for tweens with the mission of empowering, educating and supporting young girls.
Demo Day is the annual event celebrating the months-long journey that three thousand entrepreneurs embarked on this year in an attempt to win not only monetary prizes, but mentorship and educational opportunities with Pharrell and other top entrepreneurship experts and founders. The day was emceed by renowned actor and advocate, Hill Harper, and included pitches from 8 top finalists in the categories of AI, Consumer Products and Services, Healthcare, Media & Entertainment and Tech. The panel of four judges, which included, Lisa Price, Founder of Carol's Daughter; Pinky Cole, Founder of Slutty Vegan; Matt Story, Vice President, Global Brand Integrated Marketing at Visa; and Erik Moore, Founder & Managing Director, Base Ventures determined the top winners to an enthusiastic audience.
