Mayor’s Message

Autumn often reminds me of school restarting, which means a return to learning, seeing friends again, sports, and cozy evenings. Oak Bay Parks, Recreation and Culture in the Fall provides a similar opportunity to “return” to healthy habits, old friends, and learning.

There are many learning opportunities available, whether taking up a new interest, improving established skills, or sharing your knowledge with others. There are opportunities to learn new languages, a variety of arts and crafts programs, writing workshops, courses on the use of technology, fitness and wellness programs including meditation, tai chi and dance classes, and other activities which include the whole family. These programs all engage your learning pathways while facilitating the chance to meet friends new and old.

All the favourite health and fitness activities are back and continuously improved. These include swimming and aquafit, skating, yoga, circuit training, and more… but for those looking for a little more sweat, high intensity fitness classes are back in full force including indoor cycling and Zumba classes.

We continue to offer a variety of advanced aquatic courses including the Water Safety Instructor and the National Lifeguard Certification which provide opportunities for individuals to gain the necessary certifications to work in an aquatic centre. Lifeguarding offers youth valuable life-saving, problem-solving, and decision-making skills and experiences that are beneficial in many careers, and recreation is a great workplace to develop leadership skills in a mentored environment.

Whatever activity you choose for yourself, I encourage you to try something new this fall. Our mental health is as important as our physical health, and both are helped by participating in a range of activities and by taking time to explore our natural spaces. I hope that, even if you’re busy returning to work or school, you take time out to hike through our natural parks, walk, bike, or kayak along the waterfront, and wander our many village centers with their cafes and shops. There are many opportunities to recharge by soaking in the natural beauty, wildlife, architecture, and public art.

I look forward to seeing you at Oak Bay, Henderson, and Monterey Recreation Centres this fall, and to catching up when I see you while walking or biking around our beautiful community.

OSTEOFIT

50 YRS+

Osteofit is a specially designed exercise and education program for those with osteoporosis and low bone mass and for those at risk of falling. The course includes strength, balance, posture, and stretching exercises that are essential for creating an effective Fall Prevention strategy. Bands and light weights are examples of some of the equipment used to improve strength. Classes have an educational component and are designed for adults who can participate without the use of an aid or walker. Please bring your own resistance band.

MOVE STRONG: RESTORING STRENGTH

AND MOBILITY

19

This is not your typical style of strength and stretch class. It is designed to ‘up-regulate’ the muscles that are less used and ‘down-regulate’ the ones that are overactive. It was once believed that fitness classes should require activating more muscles, but studies show it has become more relevant to learn how to let muscles release their constant tension and act like muscles should: turn on when needed and turn off when not. Floor work is part of this class. Monterey

YOGA

GENTLE HATHA YOGA

15 YRS+

This form of yoga is restorative. It is an invitation to explore mindfulness through breath work and yoga postures (asanas). You will begin by warming up the major joints and practice balance, strength, and flexibility to help ease tension and return to present moment awareness. It is designed for all body types and all levels of fitness.

IYENGAR YOGA

15 YRS+

Create a dynamic balance between flexibility, strength, and endurance using postures and breath awareness based on the teachings of B.K.S. Iyengar, the author of ‘Light on Yoga.’ Emphasis will be placed on balanced sequences, precision of movement, and correct body alignment. The practice of yoga promotes health, vitality, concentration, and relaxation through the integration of body, mind, and spirit.

15

The instructor is a trained yoga therapist (ICYT), and the focus of the classes is on long, slow stretching intended to open up joints and connective tissues, for deep relaxation, cultivating mindfulness, and increasing flexibility. The class is followed by the practice of Yoga Nidra often called the “meditative heart of yoga” which is an ancient yogic technique to learn the art of self-relaxation, traditionally used to balance the body and mind. Dress warmly and make sure to bring a blanket. New students are always welcome.

YOGA FOR RUNNING AND WALKING

15 YRS+

Support your walking and running training with a yoga practice that emphasizes the hips, legs, feet, and the back. Yoga postures will focus on the lower body, the postures will support stretching, strengthening, and opening the body to increase endurance and facilitate faster recovery. Classes include yoga breathing techniques to focus the mind and increase cardiovascular endurance.

DID YOU KNOW?

• Oak Bay enjoys a Mediterranean-like climate, one characterized by dry summers and mild, wet winters. Unlike the rest of Canada, the growing season here starts in the fall with the return of the rains.

• Our native ecosystem is adapted to extended dry spells in the summer and is home to the highest plant diversity of any terrestrial ecosystem in BC. Named after western Canada’s only native oak tree, Garry Oak and associated ecosystems (GOEs) have an unusually high number of endangered species and plant communities.

• The District of Oak Bay manages 40 hectares of parkland that support Garry Oak ecosystems and 31 endangered species. Twenty-six of these species at risk are found in Uplands Park, the municipality’s largest park. The survival of these important pieces of natural heritage is under threat from a massive invasion of exotic species (mainly plants) and intensive recreational use.

• The federal government has invested $380,000 in the conservation and protection of Uplands Park through its Habitat Stewardship Program. Oak Bay Parks and the community have each made similar investments since 2014.

• In 2022, Friends of Uplands Park held 175 natural areas-related events that included 110 school programs, 10 birding events and 12 public outreach events. Volunteers contributed more than 2953 hours of labour towards restoration of the municipality’s natural area parks and to the delivery of educational programming. In October 2022, 130 conservation professionals from around the world visited Uplands Park to learn about the multi-year project to restore the park and how a three-way partnership between local community, the federal government and the District of Oak Bay has contributed to its success.

Uplands Park, which includes Cattle Point, is a place of exceptional beauty, featuring superb views of the sea and surrounding mountains and volcanoes, magnificent landscapes, and spectacular displays of flowering meadows in the spring. Ranked as one of the top five birding sites in the Capital Regional District, the park is an important destination for birders from all over the region, and its Garry Oak woodlands and wildflower meadows are famous among naturalists and researchers who flock to the park each spring. Local schools use the park extensively for outdoor classes to educate students about the natural and cultural history of the region, and colleges and universities regularly hold field study courses there. Interesting bedrock features and traces of glacial erosion carved into the rocks at Cattle Point make it one of Victoria’s premier geological sites and a destination for university geology classes. All of this activity puts a big strain on the park’s natural values.

What many people might not realize is that the park is also an ecological treasure of national importance. It contains one of the larger remaining fragments of Garry Oak associated ecosystems (GOEs) in Canada and is home to more than 26 endangered species, some found in few other places on Earth. These ecosystems, which include Garry Oak woodlands, wildflower meadows, seasonally flooded pools and coastal bluffs, are globally imperilled. In Canada, they occur along a thin coastal strip on southeastern Vancouver Island,

Uplands Park: Protecting the Best of the Last

in the Gulf Islands and in two locations in the Fraser Valley. Over the last 150 years, more than 95% of their area has been lost to agricultural and urban uses; in the Capital Regional District, less than one percent remains. If protective action is not taken today, we risk losing this unique and magical part of our natural heritage forever.

The District of Oak Bay is working hard to restore the park and to protect it for future generations. Over the years, it has received more than $380,000 through the federal government’s Habitat Stewardship Program (HSP) and Priority Places Program to support conservation activities in the park. This support has allowed the municipality to hire summer restoration crews to remove invasive species and to install protective barriers around sensitive areas. Starting in 2021, the focus of the federally supported project has been expanded to include other natural areas of Oak Bay, namely Trafalgar Park, Mary Tod Island, Anderson Hill and Walbran Park. These parks protect significant tracts of rare Garry Oak habitat and are home to a number of endangered species.

Residents from Oak Bay and the larger region have played an important part, too. Spearheaded by Margaret Lidkea of Friends of Uplands Park, they volunteer thousands of hours each year to remove invasive, non-native plants such as Scotch Broom and Carpet Burweed, and to replant with native species. Local schools use the park as a living classroom to teach children about the natural environment in which they live

and to contribute to the park’s restoration plan. In 2019, for example, more than 500 children from Willows Elementary School helped reseed and replant an area of the park from which non-native, invasive trees such as One-seed Hawthorn, English Holly and Norway Maple had been removed earlier in the year. They continue to work in this and other areas today. The value of this community investment in the park in the form of volunteer labour, public outreach and school programming is conservatively estimated at $430,000 since 2014.

The municipality is making every effort to achieve a balance between recreational use of the park and the protection of its endangered species and ecosystem. Park users can contribute by doing their best to stay on trails and out of meadows, particularly during the growing season from October to June. Over the next few years, the municipality will be looking at installing wooden boardwalks over the wettest areas to help park goers keep their feet dry during the winter months and split-rail fencing at Cattle Point to protect its rare maritime meadows and the 10 endangered species that grow there from trampling during the wet, winter months.

Participating in the park’s restoration work is a great way to get outdoors, meet people and learn about our local natural history. Volunteers are always welcome. If interested, please contact the Oak Bay Parks Department at 250-592-7275 or visit www.friendsofuplandspark.org for information on how to become involved.

TENNIS ADULT LEVEL 2 – NOVICE 16 YRS+

For players who have completed Adult Level 1 or players who have not played for many years and would like to review the fundamentals of groundstrokes, serve, and volley. The class will also spend time developing a full motion on the serve and will cover basic doubles and singles strategies. Low compression balls will primarily be used, rallying on ¾ court. This program usually requires a complete year to advance to Adult Level 2.5 (Sept - June). Players in Level 2.0 should also consider the Novice PRACTICE & PLAY programs for further development.

Oak Bay Recreation Centre - Tennis Court #3

TENNIS ADULT LEVEL 2.5LOW INTERMEDIATE

16 YRS+

Prerequisite: Completion of Adult Level 2 or recommendation from a TPA Instructor. If sign-up has not been recommended, players jeopardize being removed from the class without an immediate back-up option. Players in Level 2.5 should also consider the PRACTICE AND PLAY programs for further development.

TENNIS ADULT LEVEL 3 – INTERMEDIATE

16 YRS+

Players should be able to rally 10 balls in a row using their forehand OR backhand. This rally is from ¾ court using pressurized balls. Players should have a serve which is developing rhythm but has little consistency when trying for power. In this level, the difference between a flat and slice serve, the smash, the lob, and their roles in doubles play will be emphasized, as well as continued development of groundstrokes and backhand volley. This program usually requires two years to advance to Level 3.5-High Intermediate (Sept - June).

Prerequisite: Completion of Adult Level 2.5 or TPA Instructor recommendation.

TENNIS ADULT LEVEL 4.0 – ADVANCED

16 YRS+

Players entering this level must have a good understanding of the game, be able to rally 10 balls in a row from the baseline with top spin on the forehand, maintain a 10-ball cross court rally on the backhand, be able to serve with spin, and volley deep off low balls. In this class, emphasis will be on shot placement for both groundstrokes and volleys. Using advanced drills, the aim of this class is to provide players with an opportunity to fine-tune all their shots. Prerequisite: Completion of Adult Level 3.5 or TPA Instructor recommendation.

TENNIS SOCIALS & DRILLS

PRACTICE &

PLAY

TENNIS ADULT LEVEL 3.5HIGH INTERMEDIATE

16 YRS+

Players should be able to rally 20 balls in a row using their forehand AND backhand. In this level, there will be a focus on moving the opponent around the full court and maximizing pace and placement when receiving easier balls. Speed or placement off the first serve and second serve to the opponent’s weakness without double faulting on a regular basis will also be required prior to moving to the next level. Intense net play will be incorporated while learning attacking and defending tactics for both singles and doubles play. Prerequisite: Completion of Adult Level 3 or TPA Instructor recommendation.

PRACTICE AND PLAY – INTERMEDIATE

18 YRS+ Perfect for additional practice and social play for men and women who have completed level 2.5 or higher. Half of the time will be dedicated to tactics, such as net rushing (serve and volley / approach and volley), moving the opponent around with placed shots (lobs and drop shots), and setting up your quick strike (power forehand groundstroke). The remaining time will be spent playing doubles.

CARDIO COURT

CARDIO COURT - DRILL SESSION 16 YRS+
