Wishing you a happy and active 2025 New Years. As you make New Year’s resolutions, Oak Bay Parks, Recreation & Culture is eager to help you achieve your many goals. Not only do we provide a wide range of fitness facilities and programs, but there are many ways to build social, artistic, and other community connections that will help you stay engaged throughout the year.
I hope you try something new this year, whether it’s a new program, class, sport, or fitness goal. We have annual and other pass options to help make your journey affordable – and keep you committed. When you visit our facilities, you will see continual upgrades; recent improvements include new cardio equipment at the Oak Bay Recreation Centre and Henderson Recreation Centre weightrooms, and substantive investment in our community pool. I hope you also have the chance to see the first two replacement playgrounds, the start of a community refresh to make sure we are a safe and accessible community for all ages.
If you are looking for a warm beverage or bite to eat this winter, be sure to check out the coffee shop at Monterey Recreation Centre or the Sports View Lounge upstairs on Bee Street. The Sports View Lounge also offers fantastic comedy and musical entertainment on most weekend evenings.
M ayor and Council will be hosting the traditional walk and reception on New Year’s Day – I hope to see many of you there as we start the walk from Oak Bay Recreation Centre at 12:30pm or at the social gathering at the Sports View Lounge starting at 1:30pm.

Payment accepted via cash, cheque, American Express, Visa, MasterCard, Debit, and Recreation Oak Bay Gift Cards.
Cheque refunds (for cash, debit, cheque, and account credit transaction payments) require at least ten (10) business days to be completed. Credit card refunds require a valid credit card on file and up to 72 hours to be processed.
Most programs do not run on statutory holidays. Please check your registration confirmation for any exclusion dates.
If a program is full, add your name to the waitlist. Waitlists are monitored continuously and if a space becomes available it will be offered in order of time waitlisted. You will be contacted using the primary phone number on your account. General program waitlist offers are held until 6:00pm the following day. Staff reserve the right to reduce the amount of time a waitlist is held for activities beginning 3 days (72 hours) or less.

Programs with insufficient registration will be cancelled and a full credit or refund will be issued. Credits will be issued if a program is cancelled due to service interruption including severe weather, power outages, work stoppages, or staff availability.

Come enjoy nature and play golf at Henderson Par-3 Golf Course. This course is ideal for beginners or those who want to practice their short game. Nestled in a beautiful tree-lined setting, the course provides a challenge to beginners and more experienced golfers alike.

The Leisure Assistant Pass (LAP) is for people with disabilities, of all ages, who require the assistance of a support person when engaging in leisure activities. Presenting the LAP at any participating venue allows for one support person to receive free or discounted admission to assist with leisure activities. Passes are valid for a three-year term from the date of issue.
Anyone, regardless of what municipality they live in, can apply for an LAP at Oak Bay Parks, Recreation and Culture. The Leisure Assistant Pass ensures that supported participation does not cost more than general admission fees. Visit reception for more information.
Additional support is offered for camps, Pro-D Days, Licensed Care, and other recreation programs. This could include tailored resources, adapted activities, and/or additional staffing. Please contact the Inclusion Programmer at inclusion@oakbay.ca or by calling 250-370-7909 to obtain additional support. Note that additional staffing is limited and cannot be guaranteed.
As a Leisure Assistant Volunteer, you will be providing one-to-one support for participants in recreation programs. You will be matched based on your shared interests, experience, availability, and the facilities you are willing to visit. For the children of many families in the Capital Regional District, the cost associated with organized sports continues to be a barrier to participation.

Oak Bay Parks, Recreation and Culture is a partner with the Greater Victoria Regional LIFE Program. If you are an eligible resident for the LIFE program you will be able to access Oak Bay Recreation Facilities and Programs.
The LIFE program is designed to assist individuals and families with low income to access recreation services and programs at all municipal recreation centres in Greater Victoria.

Rent the Henderson Gymnasium for an hour of birthday fun, followed by an hour in the party room. There are a variety of activities available including basketball, soccer, preschool ride ’em cars, floor hockey and of course, the Bouncy Castle. Please bring your own food, plates, cutlery, candles, etc. The staff member will assist with clean-up. Please take everything you bring. Early access to set-up the party room is not available.

Arts Alive is Oak Bay Parks, Recreation and Culture’s annual temporary public art exhibition.
Sculptures are selected by a peer jury and sponsored by local businesses.
Seven sculptures are on display until April 2025. This year’s theme is “Beyond the Surface”.

An introductory class for you and your baby. The goals of this class are buoyancy and movement, proper support, and enjoyment of the water. Underwater skills are demonstrated and tried if comfortable.
2 BUBBLE BLOWERS (1–2 YRS)
This class is for you and your toddler. You will cover proper support positions, buoyancy and movement, and floats and glides. The emphasis will be on enjoyment in the water.
3 TINY TURTLES (2–3 YRS)
This class is for your toddler to get used to swimming on their own with their instructor. The goal of this level is to try new skills including basic floats, glides, and kicking with buoyant objects.
4 TADPOLE
3-6 YRS
This is the first swimming level for preschoolers. Children learn to safely enter and exit the pool, blow bubbles, submerge, and kick with kick boards. Assisted front & back floats are introduced.
5 GUPPY
Children learn to float on their own for the first time. This level will introduce gliding and breath control under water. Children will learn to do front glides on their own.
6 SALAMANDER
Your child will build upon their skills and learn to glide while kicking. There is an introduction to big arms and a 3m distance swim. Your child will be introduced to swimming in deep water (assisted).
7 OTTER
Children learn how to swim independently in the big pool. The class will learn side glides and be introduced to front crawl and treading water. Children will also explore deep water activities. There is a 7m distance swim.
8 DOLPHIN
This level will challenge your preschooler with 10m of front swim and 15m of back swim. Your child will develop their back crawl and be introduced to diving and whip kick.
9 STINGRAY
Your child will work on 15m of front swim and perform 25m of back swim. Children will be introduced to dolphin kick and boating safety and continue to develop their dives and whip kick.
6–12 YRS
OAK BAY SWIM INTRO (5–12 YRS)
This class is for your school aged child who is new to swimming. The goal of this class is developing comfort, buoyancy, and movement in the water. Floats, glides, and underwater skills will be introduced.

Let’s get swimming! This level introduces your child to the many types of floats, glides, and swimming on your front and back. Deep water activities with PFDs and underwater skills will also be explored.
OAK BAY SWIM 2
This level will help your child build skills in front & back crawl. Deep water activities, treading water, and whip kick will be introduced. Endurance will be developed through games and other fun activities.
OAK BAY SWIM 3
Let’s dive in! Underwater orientation will be explored through dives, jumps, and somersaults. Roll-over glides and whip kick skills will be practiced. 15m endurance will be developed through games and challenges.
OAK BAY SWIM 4
This level will focus on refining front crawl and back crawl. Elementary backstroke will be introduced and the 25m endurance will be developed through games and challenges.
OAK BAY SWIM 5
This level will introduce eggbeater and breaststroke and increase strength treading water. Swimmers will also learn how to stay safe in, on, and around water with PFD’s and HELP Huddle training. Level 5 has a 50m endurance challenge.
OAK BAY SWIM 6
Breaststroke and elementary backstroke will continue to be refined. Dolphin kick, scissor kick, and deep-water object recovery techniques are introduced. 100m endurance will be developed through games and front and back crawl challenges.
OAK BAY SWIM 7
Technique will be progressed for front and back crawl. New entries will be practiced including stride entries and dives. 200m endurance will be built by challenging personal bests.
OAK BAY SWIM 8
Practice and fitness will be the focus of this level, improving front and back crawl, as well as breaststroke and elementary backstroke. Your child will learn about ice safety and hypothermia. 300m endurance will be built through fitness challenges.

Technique is perfected for front and back crawl, as well as breaststroke and elementary backstroke. Shallow dives and other entries will be mastered. 400m endurance will be built to prepare for your next steps in swimming, fitness, or lifeguarding!

Bronze Star is a pre-Bronze Medallion training program that helps to prepare candidates for success in Bronze Medallion. The Lifesaving Society’s Bronze Star develops swimming proficiency, lifesaving skill and personal fitness. Candidates refine their stroke mechanics, acquire self-rescue skills, and apply fitness principles in training workouts. Bronze Star is excellent preparation for success in Bronze Medallion and provides a fun introduction to lifesaving sport.

The Indoor Sports Field is an 11,000 square foot (83’ x 150’) facility featuring Fieldturf™ a state of the art playing surface made of long strands of synthetic fibers which are in-filled with a special blend of graded silica and ground rubber. This combination provides a field that looks and plays much like real grass without the worries of being rained out.

Enjoy time together on the ice with your little one. First time skaters will get comfortable on the ice with their adult, who is comfortable on the ice with skates. This class utilizes a 1:4 instructor to participant ratio to ensure that the child builds confidence and has fun on the ice. Comfortable in the weightroom but want to learn more about training? This course will teach youth about the fundamental movement patterns, basic training principles, fitness program planning, and advanced training techniques. Each session will include an instructional and practical component, as well as self-directed weightroom time.
Open to youth ages 13-18 yrs. Youth ages 13-15 yrs must have completed a Regional Youth Weightroom Orientation prior to the start of the course. Proof of completion is required.

New to fitness? Been away for a while? Need help getting started in the gym? A general weightroom orientation will give you an overview of our weightroom rules and etiquette, instruction on how to use basic cardio and strength training equipment and provide a refresher for those who are returning after some time away. Please bring appropriate weightroom attire, close-toed shoes, and a water bottle. A PAR-Q+ health clearance form is required by each participant.

To align with Regional age requirements, the minimum age to drop in at OBPRC Weightrooms is now 16 yrs. Those aged 13-15 yrs may register for a Regional Youth Weightroom Orientation.
Upon successful completion, Orientation attendees will receive an Exemption card which must be presented at time of entry, enabling these Youth to access OBPRC Weightrooms either during staff-attended times or when accompanied by an adult (19yrs+).

The Take Heart and Breathe Well Program is a supervised exercise program for people who have had a cardiac event/ surgery, chronic respiratory illness, and/or other chronic conditions. It includes an individual assessment, exercise plan, and ongoing monitoring and assistance. This program is of benefit to people who have had a heart event or chronic conditions such as: high blood pressure, abnormal cholesterol, stroke, diabetes, pulmonary fibrosis, inactivity/frailty, respiratory (COPD, asthma), kidney disease, and/or osteoarthritis. A doctor’s referral is a requirement to access this program. Due to demand of this program regionally, we are prioritizing those with the greatest need.
This program includes an individual orientation and exercise prescription followed by 3 months of twice weekly sessions.
This program is for people who have previously taken the 12-week program. Clients must have an assessment prior to registering for the program. This program is designed to support individuals towards independence in the Weightroom and to graduate through after one year of maintenance. Upon completion of the one year, clients will be provided with appropriate options for continued physical activity participation outside Take Heart.

This class focuses on functional movements designed to increase your range of motion, balance, and stability. This two-hour orientation will provide youth ages 13-15 with an introduction on how to safely use a recreation centre weightroom. Weightroom etiquette, cardio and weight training guidelines, and instruction on how to use basic cardio and strength training equipment will be covered. Upon completion of a Regional Youth Weightroom Orientation, participants will receive a Youth Fitness Exemption Card that will allow them access to weight rooms at the following facilities during staff-attended hours or when accompanied by an adult 19 years or older:

Comfortable in the weightroom, but wanting to learn more about training? This course will teach youth about the fundamental movement patterns, basic training principles, fitness program planning, and advanced training techniques. Each session includes an instructional and practical component, as well as self-directed weightroom time. Open to youth who have completed the Regional Youth Weightroom Orientation or are 16 years and older.

Cancellation Policy:
All weekly camp credits/refunds/changes must be requested by 8:00pm the Monday one week prior to the start of camp.
Leadership: Camp leaders are selected for their experience, abilities, and dedication to provide every camper with a safe, fun summer camp experience.
A Safe Place for Children: Campers are fully supervised throughout the day. Camp leaders are trained in First Aid and CPR, have completed a criminal record check and received camp specific training. Parents/guardians are required to sign campers in and out of camp each day and provide current medical and emergency information for their camper.
Camp Schedules: For most camps, you will be emailed a schedule including parent information the Wednesday before the camp begins. Schedules will indicate items your camper should bring to camp each day. Please note: schedules are subject to change.
The First Day of Camp: Please be prepared to stay a few minutes on the first day of camp to complete sign-in, meet your camper’s leaders and complete any outstanding paperwork.
Poor Weather: Camps run rain or shine unless you are notified otherwise. Except for outdoor tennis camps where families will be notified.
Epi-pens and Severe Allergies: If your child carries an Epi-pen, an Emergency Medical Information Form must be completed before the first day of camp. Forms are available at reception and on the website. Please refrain from sending “products with nuts” to camp.
All preschool camps require campers to be able to use the toilet independently and meet the minimum age requirement by the end of the camp week.

If your child requires additional support please contact the Inclusion Programmer at 250-370-7909 or inclusion@oakbay.ca to arrange for support staff prior to registering for a camp. Supported spots are limited and based on staff availability.
All school age camps require campers to have completed kindergarten before summer 2025 and meet the minimum age requirements by December 31, 2025. Some camps may have more specific age requirements detailed in their descriptions.

In Junior Lifeguard Camp, kids learn attitudes and skills that could one day save a life – their life, or someone else’s! The District of Oak Bay Young Exceptional Star (Y.E.S) Committee is proud to host the Annual Young Exceptional Star Awards. These awards recognize the accomplishments of youth from grades six and up in the Oak Bay area. The goal of the awards is to emphasize the positive achievements of Oak Bay’s young people by recognizing those who have distinguished themselves in such areas as olunteerism, arts, citizenship, academics, athletics and/or who have overcome obstacles to achieve their goals.

The Youth Centre has it’s own kitchen, washrooms, a state of the art television, surround sound, computers, as well as table tennis, foosball, and pool tables.
Bring your own food, plates, cutlery, candles, etc. The staff member will assist with clean-up. Please take everything you bring. Please look for availability online under Birthdays for the Youth Centre.
The cost is $145 for two hours which includes use of the facilities and a staff member to assist.

The goal of this workshop is for everyone to leave with 6 cards that are colourful and spring themed. This goal will be achieved by using pieces that have been die cut and/ or embossed. You will be provided with different elements and sentimentals that Nancy has prepared in advance. During the workshop you get the opportunity to choose which elements to use. A VOYAGE IN MIXED

Join Bryony for a 6-week voyage into mixed media! Using subjects from natural history: botanical and birds etc, we will experiment with graphite stick, watercolours, paints, pencils, coloured pencils, pen and ink, any or all of the above and anything you can imagine, too! We will explore the caprices of graphite with watercolour, or ink, layering the colours, sploshes and swooshes and some downright good drawing techniques. Learn how to make your words expressive and lively using the “Pentel Brush Pen”. This pen allows you to make both bold and delicate strokes to bring life to your art projects. Kathy will demonstrate using her instructions to create the basic alphabet and techniques on how to use this type of pen. The pen has a cartridge with water-based dye ink and a nylon brush tip that holds its point. She will have lots of examples of how she has used this style in her own art and for commissioned art. In the first half of this workshop, you will learn two simple hand lettering styles then apply them to cards with watercolour backgrounds you create. A program studying Shakespeare scenes and soliloquies, so as to understand their meaning and ways to speak them. The Bard has thrived in people’s imaginations for over 400 years for two main reasons: the revelations about human nature and the elegant poetic way these truths are expressed. We seldom are presented with evidence of the latter. Scott can help here, while keeping things simple and enjoyable. Each participant chooses a speech or scene (from a prepared list) and burrows into its meaning and ways to 'get their mouth around it'. The character doesn’t matter it's all about how to parse the material, whatever the choice. No memorization required. No public performance.

A noted Canadian actor, Scott Hylands earned his living on stage.
With a degree in theatre, Scott moved to New York where he landed his first paying gig, the off-Broadway production of Billy Liar, playing the title character. He went on to join the American Conservatory Theatre (ACT) in San Francisco, followed by a move to LA where he lived for over a decade, working on TV, film, and stage.
Scott has performed leading roles on Broadway, at the Stratford Festival and at major theatres across Canada. He was the star of a well-loved Canadian cop show, Night Heat from 1984-1988. Scott has directed at Langham Court and appeared in shows at The Belfry. Currently, he is performing a program of humorous readings for seniors, FunnyBones, featuring the wit of Canadian writers Stephen Leacock, W.O. Mitchell, Arthur Black, and Stuart McLean, among others.

Enjoy the experience of your natural rhythm of inhaling and exhaling while improving a spontaneous breathing pattern, one that becomes a fluid-like motion between your spine and ribs.
