Welcome to Oak Bay Parks, Recreation, and Culture and I hope you’re as excited about winter activities as I am this year. There are a myriad of activities and options available for you, no matter your age or interests. If you are outside, I hope you have the chance to use the new Mobi-Mat at Willows Beach, which improves access for those with mobility devices. Thank you Oak Bay Kiwanis and Oak Bay Rotary clubs for your generous donations towards that mat. This is one of many accessibility improvements you will see around our community, with the first new improvedaccessibility playground being installed early in 2024 at Kiwanis Henderson Park For those a little too old for playgrounds, I encourage you to get (or renew) a membership at Monterey Recreation Centre, which gives you access to many wonderful winter events and activities. You should also check out the Sports View Lounge upstairs on Bee Street, which is a community hub for coffee, tea and lunches, as well as offering fantastic comedy and musical entertainment on most weekend evenings. For both mental and physical health, everyone of every age should be active on a regular basis. If you’re not sure where to start, have a look through this newly updated guide, and feel free to call our recreation centres to get some additional advice. Your next favourite activity and next good friend are just one registration away. I look forward to seeing you in our parks, recreation centres, and around town this winter.

Payment accepted via cash, cheque, American Express, Visa, MasterCard, Debit, and Recreation Oak Bay Gift Cards.
Programs with insufficient registration will be cancelled and a full credit or refund will be issued. Credits will be issued if a program is cancelled due to service interruption including severe weather, power outages, work stoppages, or staff availability.
REFUNDS Cheque refunds (for cash, debit, cheque, and account credit transaction payments) require at least ten (10) business days to be completed. Credit card refunds (for credit card transaction payments) can only be issued to the same credit card used for the original transaction where the card information is stored on the client account, otherwise fees will be refunded back in the form of an account credit or cheque.
HOLIDAYS/LONG WEEKENDS Most programs do not run on statutory holidays. Please check your registration confirmation for any exclusion dates.
WAITLISTS If a program is full, add your name to the waitlist. Waitlists are monitored continuously and if a space becomes available it will be offered in order of time waitlisted. You will be contacted using the primary phone number on your account. General program waitlist offers are held until 6:00pm the following day. Staff reserve the right to reduce the amount of time a waitlist is held for activities beginning 3 days (72 hours) or less.
FREEDOM OF INFORMATION AND PROTECTION OF PRIVACY This collection of personal information is authorized under the Local Government Act, Community Charter and section 26(c) of FIPPA. The information will be used for purposes related to operating Oak Bay Parks, Recreation, and Culture activities. LEISURE ASSISTANT REQUEST
VOLUNTEER OPPORTUNITIES
District of Oak Bay residents may now apply for a Leisure Assistant Pass directly from Oak Bay Parks, Recreation and Culture. The Leisure Assistant Pass is for people of all ages with disabilities, who wish the assistance of a support person while engaging in recreation and leisure activities in Greater Victoria. Upon presentation of the Leisure Assistant Pass at a participating venue, one person will be given free or reduced admission to provide assistance to facilitate participation in recreation and leisure activities. The Leisure Assistant Pass ensures that supported participation does not cost more than general admission fees. For those in need of an on–site Leisure Assistant, Oak Bay Parks, Recreation and Culture is now accepting requests for Leisure Assistant pairings. Once a request has been received, Oak Bay Parks, Recreation and Culture will work towards finding a volunteer to meet your specific needs. Requests for on-site Leisure Assistants can be made through the Licensed Care Programmer at 250-370-7902 or inclusion@oakbay.ca. Additional information can be found online at recreation.oakbay.ca.
As a Leisure Assistant Volunteer, you will be providing one-to-one support for a person in need of extra help with their recreation needs. You are matched based on your shared interests, experience, availability, and the facilities you are willing to visit. If you are interested in volunteering for Oak Bay Parks, Recreation and Culture as a Leisure Assistant, please contact the Licensed Care Programmer at 250370-7902 or inclusion@oakbay.ca. Oak Bay Parks, Recreation and Culture is a partner with the Greater Victoria Regional LIFE Program. If you are an eligible resident for the LIFE program you will be able to access Oak Bay Recreation Facilities and Programs.

The Indoor Sports Field is an 11,000 square foot (83’ x 150’) facility featuring Fieldturf™ a state of the art playing surface made of long strands of synthetic fibers which are in-filled with a special blend of graded silica and ground rubber. This combination provides a field that looks and plays much like real grass without the worries of being rained out.

Register online after 6:00pm the Sunday before playing. Players must arrive in person five minutes prior to the start of the session to keep their spot. First aid kit and supplies An Adult 21 years+ that will be present for the entire rental. All sports equipment that you will need, i.e. soccer balls, pinnies, cones, frisbees, dodge balls, etc.
INURANCE REQUIRED You will need insurance when you book the turf. This can be purchased at EventPolicy.ca, for as little as $9/hr depending on your needs.

An introductory class for you and your baby. The goals of this class are buoyancy and movement, proper support, and enjoyment of the water. Underwater skills are demonstrated and tried if comfortable.
This class is for you and your toddler. You will cover proper support positions, buoyancy and movement, and floats and glides. The emphasis will be on enjoyment in the water.
This class is for your toddler to get used to swimming on their own with their instructor. The goal of this level is to try new skills including basic floats, glides, and kicking with buoyant objects.
This is the first swimming level for preschoolers. Children learn to safely enter and exit the pool, blow bubbles, submerge, and kick with kick boards. Assisted front & back floats are introduced.
Children learn to float on their own for the first time. This level will introduce gliding and breath control under water. Children will learn to do front glides on their own.
Your child will build upon their skills and learn to glide while kicking. There is an introduction to big arms and a 3m distance swim. Your child will be introduced to swimming in deep water (assisted).

Your child will work on 15m of front swim and perform 25m of back swim. Children will be introduced to dolphin kick and boating safety and continue to develop their dives and whip kick.

This class is for your school aged child who is new to swimming. The goal of this class is developing comfort, buoyancy, and movement in the water. Floats, glides, and underwater skills will be introduced.

This level will introduce eggbeater and breaststroke and increase strength treading water. Swimmers will also learn how to stay safe in, on, and around water with PFD’s and HELP Huddle training. Level 5 has a 50m endurance challenge.
Breaststroke and elementary backstroke will continue to be refined. Dolphin kick, scissor kick, and deep-water object recovery techniques are introduced. 100m endurance will be developed through games and front and back crawl challenges.

Technique will be progressed for front and back crawl. New entries will be practiced including stride entries and dives. 200m endurance will be built by challenging personal bests.

Each participant will work at their own pace to complete a variety of lifeguard challenges and skills with an opportunity to participate in a Junior Lifeguard competition in July. PERSONAL TRAINING YOUTH WEIGHT ROOM ORIENTATION 13–14 YEARS
This two-hour orientation for youth ages 13-14 years will provide youth with an introduction to safely use the weight room. Etiquette and basic workout parameters will be covered and upon completion of this course, participants will be permitted access to the following weight rooms: Oak Bay Recreation Centre, Esquimalt Recreation Centre, City of Victoria Recreation Centre, Saanich Recreation Centre, and West Shore Recreation Centre. After completing this course, youth can enter the Oak Bay Recreation weight room with a parent present or when an attendant is on duty. Specific rules may apply at different recreation centres. Please wear appropriate weight room attire, close toed shoes and bring a towel and water bottle. See page 37 for registration information.

The Take Heart and Breathe Well Program is a supervised exercise program for people who have had a cardiac event/ surgery, chronic respiratory illness, and/or other chronic conditions. It includes an individual assessment, exercise plan, and ongoing monitoring and assistance. This program is of benefit to people who have had a heart event or chronic conditions such as: high blood pressure, abnormal cholesterol, stroke, diabetes, pulmonary fibrosis, inactivity/ frailty, respiratory (COPD, asthma), kidney disease, and/or osteoarthritis. A doctor’s referral is a requirement to access this program. Due to demand of this program regionally, we are prioritizing those with the greatest need.

This program includes an individual orientation and exercise prescription followed by 3 months of twice weekly sessions.
MAINTENANCE PROGRAM
This program is for people who have previously taken the 12-week program. Clients must have an assessment prior to registering for the program. This program is designed to support individuals towards independence in the Weightroom and to graduate through after one year of maintenance. Upon completion of the one year, clients will be provided with appropriate options for continued physical activity participation outside Take Heart. MOVE STRONG: RESTORING STRENGTH AND MOBILITY 19 YRS+
This is not your typical style of strength and stretch class. It is designed to ‘up-regulate’ the muscles that are less used and ‘down-regulate’ the ones that are overactive. It was once believed that fitness classes should require activating more muscles, but studies show it has become more relevant to learn how to let muscles release their constant tension and act like muscles should: turn on when needed and turn off when not. CAMPS What you should know about Camps: Leadership: Camp leaders are selected for their experience, abilities and dedication to provide every camper with a safe, fun summer camp experience. A Safe Place for Children: Campers are fully supervised throughout the day. Camp leaders are trained in First Aid and CPR, have completed a criminal record check and received camp specific training. Parents/guardians are required to sign campers in and out of camp each day and provide current medical and emergency information for their camper. Camp Schedules: For most camps, you will be emailed a schedule and parent information letter the Wednesday before the camp begins. Schedules and the parent letter will indicate items your camper should bring to camp each day. Please note: schedules are subject to change.

Poor Weather: Camps run rain or shine unless you are notified otherwise. Epi-pens and Severe Allergies: If your child carries an Epi-pen, an Emergency Medical Information Form must be completed before the first day of camp. All preschool camps require campers to be able to use the toilet independently and meet the minimum age requirement by the end of the camp week.

All school age camps require campers to have completed kindergarten before summer 2024 and meet the minimum age requirements by December. 31 2024. Some camps may have more specific age requirements detailed in their descriptions.
