With winter firmly behind us and the flowers in full bloom, getting active is a lot more fun, and Oak Bay has many events, activities, and opportunities for residents and visitors alike this spring and summer.
If you are young and looking to start a professional career, learn some skills, or look to work as a leader in a summer camp, Oak Bay Parks, Recreation and Culture continues to provide some of the best training and employment opportunities for teens and young adults in Greater Victoria.
If you are looking to spend time outdoors, take multiple generations out golfing at the Henderson Par-3 course, grab a court for a game of pickleball or tennis, or just explore our parks, beaches, and extensive waterfront on a sunny afternoon.
Mayor’s Message
If you are interested in the arts, you can join hundreds of your neighbours touring the studios of local artists, attending the Summer Concert Series held at Willows Park, visiting the Arts Alive sculptures, or being surprised by pop-up piano and opera concerts throughout the community.
Oak Bay Parks, Recreation and Culture works hard to help make your spring and summer healthy, enjoyable, and entertaining. I hope to see you on the artist tour, at one of the summer Concerts-In-The-Park, at the Bowker Brush-Up, listening to a painted piano, meandering through Uplands Park, or maybe just having a quiet coffee at Monterey Centre after a visit to our local library.

Heat dome, atmospheric rivers and the list of new weather terms is expanding. Since 2021, we have experienced them all. Fortunately, Victoria has been on the periphery of the events, but we experienced enough to know we need to be better prepared, in advance. Now when we talk about kits, we are adding a new section: grab and go, shelter in place and seasonal.
We are fast approaching summer. Now is the time to be thinking about what we need to have in place for the next wave of extreme heat.
Make sure all your cooling devices are clean and in working order. If you don’t already have one, buy a safe working fan. Other options are a ceiling fan, a portable or compatible air conditioner, or a heat pump. Consider purchasing a stand-alone air filtering unit that includes heavy-duty air filters for pollen, smog, smoke, and other poor air quality conditions.
The following is a list to prepare for a summer heat wave:
Personal Safety
• Use a waterproof sunscreen with a minimum SPF factor of 30 on sunny and cloudy days. Apply often especially if you are perspiring profusely or are in and out of the water.
• Wear a broad brimmed hat, sunglasses and light, loose clothing when outside. Use a rain umbrella for protection against the sun.
• Drink plenty of water or clear liquids, even when you don’t feel thirsty.
• Eat well but light.
• Cool down by applying cool wet cloths to the head, face, or neck. Mist exposed skin with cool water. Soak feet and/or hands and wrists in a container of cool water.
Summer is fast approaching...
Oak Bay Emergency Program
Eileen Grant, Manager
• Use ice packs to cool your body’s core.
• Take breaks in a cool area – under trees, near the water, under an umbrella, in air-conditioned buildings or in air-conditioned vehicles.
• Plan any exercise or strenuous activities early in the morning or late in the afternoon.
• Learn the signs of heat-related illnesses and about quick treatments.
• Close blinds and drapes during the day.
Pet Kits
• Remember your pets. Learn how to keep them cool. Every species has different needs.
• Water is vital. Always carry extra water for your pets, even when it is just for your daily excursions, walking or in a vehicle.
• Take your pet Grab and Go kit with you and make sure your first aid kit is up to date so you can tend immediately to burnt paws and exposed skin.
Vehicle Kits
• A vehicle kit is in addition to your personal grab & go kits. It should include such items as booster cables, everything you need to change a tire, a tow line, flashlight and batteries, maps, first aid kit, fire extinguisher, basic tools, gloves and sturdy shoes.
• Always keep your vehicles half full of fuel or charged.
• Make sure you have lots of water and some extra snacks on hand, in case of a break down or traffic delay.

Volunteering is an important piece to the success of the Monterey Recreation Centre. I can list the many benefits that volunteering offers you, but as President of the Monterey Recreation Activity Association (MRAA) I want to share with you my own experiences volunteering.
I started volunteering soon after joining the Centre. My reason for signing on as a volunteer was twofold; I wanted to meet people and fill-up my free time (which I had a lot of since retiring). My first stint as a volunteer came at the rummage sale. I was part of the Kitchen booth team, trying to get people to buy mugs. It was a good introduction to the Centre’s Volunteer structure. After that I helped with serving at the many special events. Christmas dinners and luncheons were, and still are, something to look forward to. My Monterey volunteering history is extensive and includes the following: Monterey host, event table setter, event server, centre decorator, member of various committees, Open House coordinator, Remembrance display organizer, bazaar and rummage helper, cookie elf, Members’ Birthday host, Association Treasurer and finally MRAA President. One volunteer position was created during COVID and I, along with several Board members, had the opportunity to assist Monterey staff with track and trace practices for the Fern Café. During that time both staff and Board members worked to keep the Fern Café open for the members and the public.
I Am A Volunteer
Gail Hughes, President - MRAA
All these experiences have taken some of my time but that is all that it has taken from me. Being a Monterey volunteer has given me friendships, purpose, laughs, confidence and pride. It has sustained me during family illness and loss. It has given me the confidence to take on leadership roles, such as the Treasurer and the President. Volunteering has proven to me that we really don’t know what we can do and achieve until we actually do it. I’ve given only my time but have received so much more, including many, many positive memories. Volunteering has become and will continue to be an important part of my life.
I urge all of you to become a Monterey Volunteer. There are many opportunities available and many shifts to choose from. If you have any questions about volunteering, please ask me. I would love to talk to you about it.

Art is a Necessity…
Art has been with us since the dawn of time, from early cave drawings to Banksy’s large murals. Art is a creative endeavour, be it drawing, painting, writing, ceramics, music, designing cars, buildings or furniture, etc. Many activities that we do on a daily basis are creative and imaginative; every time you change a knitting pattern you are being creative and imaginative. Creating art is a human compulsion, the look and feel of it may have changed since the dawn of time but the compulsion is still here today. The Canadian Oxford dictionary
tells us that art is a human creative and imaginative skill.
On a global, humanitarian level, art allows us to see life through different perspectives, gives insight into different societies, challenges the status quo, gives us historical context, breaks barriers, speaks to us in a universal, visual language that all can understand. Art can also be used as a political tool, add beauty and ambiance, help us to communicate and even attract tourists. But art is not always beautiful to the beholder who does not want to understand the medium and the message.
On an individual level, art helps us to communicate thoughts and emotions, to express our response to the natural world around us, to express beauty and is a meditative activity and allows us to contribute to society.
For artists at the Monterey Centre, art can be therapeutic; the artist groups make us feel like being part of a family. The Centre gives us structure and incentive; it allows us to work in a safe environment and contribute to our Monterey Centre community.

MRAA Volunteer
Would you tell me something about your life?
I was born in Midland, Ontario and when I was 12, my family moved to Toronto. My family owned a 9½ acre island in Georgian Bay and we spent many months of the year there. I have very happy memories of that time. I was born with a heart condition and wasn’t expected to live very long.
I met my husband in Toronto and we were married after a courtship of 3 months! We were married for 60 years until his death 16 years ago. While in Toronto, I worked as a private detective in stores to catch shoplifters. I also owned a Danish jewelry store for many years until the work became too arduous.
We moved to Victoria in 1992 and since then I have always been busy.
What are your volunteer activities?
Over the years I’ve belonged to many clubs, here at the Centre and elsewhere. I joined the Monterey Centre about 24 years ago and have been part of various clubs and activities. I manned the welcome desk twice a week for many years.
I belong to Craft Carnival, the Danish club (I started that one 30 years ago for my husband who was Danish), the Norwegian club, the Swedish club. I started a choir, I played ukulele for many years.
What crafts have you done over the years?
I’ve done knitting, crochet, quilting, cross stitching, Japanese Thread painting, Norwegian Thread painting. I mainly do crochet nowadays because of my hands; I crochet dolls, baby outfits, hats, etc.
What do you like about volunteering?
Meeting people!
What would surprise people to know about you?
It surprises people to know that I am 96 years old! They say I look much younger and that my mother must have made a mistake when my birth was registered!

FUNDRAISING VOLUNTEERS
Help fund projects for Centre.
One of the most important, but least understood feature of the MRC/MRAA partnership, has to do with money. The first thing to know is that your membership fee is paid to Oak Bay Parks Recreation & Culture (not MRAA). The membership, costing only $51 a year, offers many benefits including a 15% discount on select courses, events and day trips. Once you pay your membership fee you have access to several clubs, activities, events and courses. All the clubs, committees and drop-in activities are given free use of the rooms and the fees paid to Oak Bay Parks, Recreation and Culture, partially offsets the lost revenue for those rooms.
That covers the membership fees, but where does MRAA’s and the Centre’s finances connect? Well, every year MRAA, as a registered non-profit, collects donations; and every year a portion of those funds are invested in the Centre. The Board does this because we believe that funding Centre projects has a direct and positive impact on the Monterey experience for our members. Past purchases for the Centre include the fireplace in the lobby, flat screen TVs for the classrooms, improved lighting for the Garry Oak Room, lobby furnishings and many other contributions.
Apart from the donations the Association relies on fundraising. Each year MRAA holds two important sales: the October Bazaar and the February Rummage Sale. These two sales are important for our Association as they are the main income source for us. These two fund raisers can only be held with the cooperation of the Centre. For both sales to occur the Centre gives up four days of revenue as each sale takes up every classroom plus the large Garry Oak Room for two full
To provide services and opportunities that allow Monterey members to pursue their interests.
days. In return for this, the Association uses a portion of the money raised to fund projects, equipment and furnishings needed by the Centre. This mutually agreed financial relationship has worked well for both the Centre, MRAA and our members.
Volunteer benefits also impacts both budgets. Monterey members provide their time and skills to the Centre and MRAA. They deserve to be appreciated and thanked. MRAA does this by funding refreshments for volunteers during their shifts. We also assist with funding for the twice-yearly Volunteer Appreciation events which the Centre hosts.
Both MRAA and the Centre acknowledge that Monterey’s success cannot be sustained without the involvement of the volunteers. It is only right that Volunteer Appreciation remains a core principle for both MRAA and the Centre.
Over the years, MRAA and the Monterey Centre’s relationship has matured into a strong and respectful partnership and friendship. Finances, while important, are just one asset to that partnership. The Centre and MRAA share the same goal: to provide services and opportunities that allow Monterey members to pursue their interests. The Centre and MRAA individually serve the members but when we work together, as a team, we know that we can do more, for each other and all Monterey members.

Are you experiencing pain, tension, or stiffness? In this therapeutic and very gentle class we use science-based techniques that help re-educate the way our brain moves the muscles so we can dissolve tension-based patterns and pain. Some movements will be done in a chair and the majority are done lying on the mat.

AWARENESS THROUGH MOVEMENT®
19 YRS+
Feldenkrais® group classes use slow, mindful movements to achieve powerful effects in terms of strength, flexibility, and holistic integration of body and mind. Unique to Feldenkrais is the focus on daily functional movement such as sitting, walking, standing and lifting. Improving the quality of movement, unnecessary muscular tensions throughout the body can reorganize and release. Changes occur through neuromuscular repatterning that happens in these lessons.

MOVE STRONG:
AND MOBILITY
RESTORING STRENGTH
19 YRS+
This is not your typical style of strength and stretch class. It is designed to ‘up-regulate’ the muscles that are less used and ‘down-regulate’ the ones that are overactive. It was once believed that fitness classes should require activating more muscles, but studies show it has become more relevant to learn how to let muscles release their constant tension and act like muscles should: turn on when needed and turn off when not. Floor work is part of this class.
AGE STRONGER
50 YRS+
Let’s build some muscle! Time to flex your fitness routine? Strength training in a group environment is an encouraging and fun way to add a strength component to your exercise routine. Hand weights, resistance bands, and your own body weight will be used to develop muscular strength and endurance. A gentle aerobic warm-up and terrific stretch will complete your exercise experience. Participants must be able to get up and down from the floor without assistance. Please bring your own resistance band.
