During a recent media conference in Polokwane, Samwu singled out several projects commissioned by municipalities in Limpopo seen as cash cows “for municipal elite” or opportunities for effectively implementing an “our-time-to-eat tendency”. The documentary evidence gathered will support action to be demanded against faltering parties.

PHA responds to DA call for investigation - Polokwane Observer dated 9 April 2015

e at the Polokwane Housing Association (PHA) believe that the DA’s actions are based on misinformation and to a certain extent on untruths. We would however like to acknowledge that in the past few weeks there were incidents of unrest at Ga-Rena Rental Village, which were as a result of the tenants’ unhappiness that the PHA has taken aggressive measures to ensure that rental is paid. For months there have been calls for the tenants to come forward and make arrangements and sign payment agreements, however some decided to ignore the call, leading to the termination of services for non-payment of rental and basic services. And this is after both the PHA management and the Executive Mayor agreed to give the tenants’ a further grace period of up to 24 December 2014 to start servicing their accounts but to date some are yet to sign agreements. The PHA and the Municipality are owed R14 000 000.00 and R9 000 000.00 respectively. These huge nonpayment levels have a negative impact on services that PHA is delivering at Ga-Rena such as gardening, maintenance, sercurity and other services. The PHA also believes that this misinformation also led to the DA calling for the dissolution of the Board and an investigation into the affairs of PHA. We would like to inform all those with interest that: The current Board, in its first term of office which started in July 2011, managed to save the PHA from possible liquidation by the National Housing Finance Corporation and also develop a turn around strategy that ensured its survival. We believe that it is because of the hard work put by the Board that the Polokwane Municipality’s Council saw if fit to offer the Directors a second term of office in July 2014. The Board does acknowledge, the PHA still has a long way to go before we can claim that ‘all is well at the PHA’. In 2012/13 and 2013/14 the PHA received unqualified audit opinions from the AuditorGeneral. In 2012/13 making it the only state owned entity in the whole of Limpopo to achieve such an opinion. In 2014/15 and 2015/16 the PHA received and maintained its accreditation from the Social Housing Regulatory Authority. This is key to obtaining access to funding and support in future, enabling the PHA to grow its property portfolio. The aggressive rental collection strategy has for the first time in the history of the PHA resulted in at least 104% rental collection. Both the PHA and the Shareholder are pleased with the outcome and at the moment it works for us to ensure that we are delivering on our mandate. After tip offs from tenants, that the erstwhile chairperson of the tenants committee was ‘highjacking some units at Ga-Rena Rental Village”. The PHA then implemented a tenant audit which showed that there were three illegal residents who were allocated housing units by the said Chairperson instead of the entity. This resulted in his removal and restraint from any PHA related activities. The PHA has also opened a case with the police for further investigation. We find it unfortunate that the DA, from its misinformed position, forgets to mention in the said news article, that their very own politician, a certain Mr. Steven Mbedzi is a tenant at Ga-Rena Rental Village and

like all the defaulting residents, has had his services terminated due to non payment. He, like everyone was encouraged to visit our offices, to negotiate and sign a payment agreement. He currently owes the PHA R57 990 in rental. He also made a statement at the tenant committee meeting that should the Municipality cut-off services due to non payment, they “will shut down Polokwane”. We would like to also state that the PHA has never been investigated by the Office of the Public Protector, but we acknowledge a meeting was held with the Office of the Public Protector, the management of the PHA and the tenants on 04 September 2014. The tenants were complaining mainly about the so-called “rent to buy” that was allegedly promised to them when Ga-Rena Rental Village was first opened to tenants in 2007. The meeting revealed the fact that the tenants were not complying with their obligation of payment of services and rental, thus making it “not possible for the Municipality to take forward the discussion around the rent to buy issues with the residents if they do not pay for the rental and water.” The Tenants’ Committee reneging on agreements made during official meeting between themselves and the PHA. The said meetings were held on 20 January 2015 and 05 March 2015 respectively, and there are minutes thereof. The issues of contention are: Request to donate land to tenants The Tenants’ Committee requested that the property where Ga-Rena Rental Villlage is situated be donated to them. The current value for both the land and the improvements is in excess of R120 000 000 (as per property valuation records). This proposal by tenants is in violation of Section 90 (subsection 2) of the Municipal Finance Management Act (56 of 2003) which states that a Municipal Entity may dispose of a capital asset after it has considered a fair market value of the asset to be received in exchange for the asset to be disposed. Rent to buy: PHA management indicated that those tenants whose accounts are up to date were welcome to indicate interest with the office, however due processes elating to the disposal of the property would be followed. A process that is not only dependent on the PHA, but also the Polokwane Municipality, the Department of Cooperative Governance, Human Settlements and Traditional Affairs, the Social Housing Regulatory Authority and the National Housing Finance Corporation. We would also like to acknowledge all the residents of Ga-Rena who continue to honour the payments of their monthly rentals and municipal accounts without fail. We thank them for their commitment. They do this despite the general unhap-

piness they have raised about ‘defects’ with the units they occupy. We would like to inform them we are currently having talks with the developer, for them to attend to those and at the same time commence with the development of phase 2 of Ga-Rena. The PHA is also in the process of improving security measures in and around the complex, landscaping and installation of a borehole, to name but a few. Lastly we would also like to acknowledge that as an entity we continue to face challenges that related, but not limited to the

following: Funding towards the growth of our property portfolio, which delays the PHA’s ability to respond to the huge demand for affordable rental residential units within the city of Polokwane and other areas under the municipality’s jurisdiction. Saterdag omstreeks middernag is twee mans, wat in ‘n Volkswagen Polo gery het, dood in ‘n kop-aan-kop-botsing met ‘n bus op die N1 Noord. Volgens nooddienswerkers op die toneel is die bestuurder glo onthoof.

Hy het die egpaar na bewering tydens die insident met ‘n mes gedreig en die 76-jarige vrou verkrag. Hy het vermoedelik met twee selfone op die vlug geslaan. Hy is later op borgtog van R2 000 vrygelaat en het nooit weer vir sy hofverskyning opgedaag nie. Ongeveer ‘n jaar later, in Augustus verlede jaar, is hy weer in ‘n woonstel in die middestad in hegtenis geneem en is steeds in aanhouding. Mamvura word onder meer daarvan verdink dat hy ongeveer twee jaar gelede vermoedelik ‘n egpaar in Baymanstraat, Eduanpark aangeval en die man erg met ‘n hamer aangerand het. Die vrou is glo verkrag en hy het met twee selfone gevlug. Twee maande na die voorval het Mamvura glo weer toegeslaan, dié keer in Du Plessisstraat waar hy ‘n 22-jarige vrou in haar tuinwoonstel na bewering vasgebind en verkrag het. Alleged serial killer in court again next month

Godfrey Ntsieni who is suspected of murder, attempted murder, robbery, rape, kidnapping and assault appeared in the Thohoyandou Magistrate’s Court last Thursday when the case was postponed to 11 May. Ntsieni, a student at the University of Venda at the time, was arrested in July last year following the discovery of the body of Brenda Ndove within the vicinity of an administration block on the campus on 18 July. Ndove had been stabbed to death and robbed of personal items. Ntsieni was reportedly found in possession of an identification card and cell phone belonging to Sandy Thagisa who was assaulted and robbed in May. The bodies of two minor girls, believed to have been kidnapped from school, were found in the vicinity of the campus. Reportedly the body of a nineyear-old girl was found at Golgotha Village in April while an eight-year-old’s was found closer to the campus in June. Both were allegedly raped and strangled to death.

Five alleged poachers in dock

Police in two separate incidents arrested five suspected poachers in the Gravelotte area over the weekend to bring the total number of poachers apprehended since the beginning of March to 21. Provincial Police Spokesperson Ronel Otto reported the first arrest to have been made on Saturday at 21:00 when Police stopped and searched a vehicle with three suspicious acting occupants in the Harmony area just outside Gravelotte.

“Police confiscated a .303 rifle, silencer, twelve rounds of ammunition, two axes and knives. While on the scene Police received a report of another vehicle in the area suspected of carrying two poachers. Police soon spotted the vehicle and the two were arrested. A .375 rifle, two silencers, an axe, panga and a knife were confiscated,” she said. The suspects, all male, appeared in the Phalaborwa Magistrate’s Court on Monday but the outcome was not known at the time of going to press. Thabazimbi Magistrate’s Court in March sentenced Mishack Chauke, Tsakane Shihlanhu and Thomas Moholole to 11, six and four years imprisonment respectively after they pleaded guilty to charges of possession of a firearm and conspiracy to poach rhinos. Provincial Police Commissioner Fannie Masemola in a press release congratulated the team consisting of members of the Crime Intelligence Unit, Stock Theft Unit and Crime Prevention Unit for the success in apprehending the five suspects.

Two apprehended for rape and attempted robbery Police in Lebowakgomo arrested a 32-yearold man in connection with attempted robbery at Makotse Village just outside Lebowakgomo on Saturday. It is alleged that the suspect entered a house at 21:00 and ordered the family to parade naked in front of him while threatening them with a gun and demanding R40 000 in cash. Lebowakgomo Police Spokesperson Mamphaswa Seabi said one of the family members took a chance to overpower the man. “The suspect was severely beaten by the family members. He is still receiving medical treatment under Police guard until he is fit to appear in the Thabamoopo Magistrate’s Court,” Seabi said. In the meantime Police are investigating a case of rape after a 19-year-old woman was allegedly raped by three unknown men in Unit F last Friday. Seabi reported the incident to have occurred at around 17:30 while the woman was on her way to the Lebowakgomo Shopping Complex. The Police in Bolobedu have launched a massive manhunt for a hijacked vehicle and its two occupants. The People, Parks and Wildlife Economy Programme will lead to, among other things, the construction of chalets, rehabilitation of old and dilapidated infrastructure with a particular emphasis on staff accommodation, upgrading visitor accommodation and the building of perimeter fences at Nwanedi, Chivase, D’ Nyala, Masebe and Lekgalameetse nature reserves. For this purpose Nwanedi has been allocated R45 million, Chivase R49 million, D’Nyala R29 million, Masebe R45 million and Lekgalameetse R40 million. It is anticipated that at least 2 300 jobs will be created through the projects to be implemented in Limpopo over a period of two years. Molewa stated that the three projects will not only create work opportunities but also create the necessary infrastructure in the protected areas while encouraging greener environmental management practices. “The People and Parks Programme invests in infrastructure development and biodiversity conservation for economic benefits by ensuring that local communities are involved in the management of protected and surrounding areas, by promoting biodiversity values in the proclaimed protected and surrounding areas. Polokwane Municipality’s 2015/16 Budget provides for an amount of R35 million to be spent on the provision of free basic services to indigent households. According to figures provided in the municipality’s Draft Multi-Year Budget that comes into operation on 1 July, hundreds of thousands of households will benefit from this initiative of the municipality to provide a basic level of municipal services to all of its residents. Six kilolitres of water per month will be provided to 116 921 households, compared to 69 750 households during the 2011/12 financial year. The budgeted cost will be R6 105 000. Sanitation at a free minimum level, will be provided to 64 073 households, compared to 30 700 households during the 2011/12 financial year. The budgeted cost will be R8 047 000. Electricity at 50 kWh will be provided to 28 000 households, compared to 34 223 households during the 2011/12 financial year. The budgeted cost will be R13 225 000. The municipality will also provide a once a week refuse removal service to 99 433 households, compared to 30 700 households during the 2011/12 financial year. This service will cost R8 061 000. To qualify for indigent support for basic services, a household’s income should not exceed R3 500 per month.

The Transport budget provides for expenditure to the amount of R1,838 billion and consists of R496 million for Administration, R823 million for Transport Operations and R520 million for Transport Regulations. In her budget speech, Mokaba-Phukwana said that the budget reflects the collective effort of the people of Limpopo to transform the province’s transport system to a more efficient and sustainable medium that supports growth and equitable access to opportunities and development. Mokaba-Phukwana mentioned that the department contributes about R423,7 million (47%) to the provincial revenue, of which motor vehicle licensing is the main source. n apparent re-emergence of factional tendencies manifested through clandestine meetings of ruling party members in some corners of the province made for an angle to Premier and African National Congress (ANC) Provincial Chairperson Stan Mathabatha’s political report to a one-day Provincial General Council (PGC) of the structure on Sunday. Labelling it alien behaviour which he considered divisive, Mathabatha said it should come to an end. In his speech to an audience consisting of branch delegates from regions across the province and provincial and national party leaders who gathered for a precursor to the National General Council (NGC) of the ANC, he stressed that factionalism would not be tolerated “and those found to be perpetrating this un-ANC behaviour have to be and must be dealt with harshly”. Mathabatha further stressed that of particular note was the relentless offensive launched by the neo-liberal media, both the mainstream and social, including individuals masquerading as journalists. The unprecedented insults hurled at the organisation and its leaders should be of great concern to all of them, he added. “It cannot be allowed to go on with impunity.”

He continued stating that they should also fight the demon of tribalism and ethnicity that from time to time reared its ugly head in the movement. It had huge potential to, once again, reverse the gains they have made over the years in effort to resolve the national question, he reckoned. Turning to the state of financial affairs, he said Limpopo was a much better place than it was before December 2011. He further addressed matters relating to the upcoming local government elections, referring to the previous general elections having provided them with an indicator that the 2016 elections would be highly contested. “It will definitely be the mother of all local government elections.” His addressed delegates when saying they should deploy the most disciplined, tried, tested and the best of our cadres to the local sphere of government. He emphasised they could no longer do with an embarrassing situation where political deployees found themselves having to rely on officials for direction. “The important message that we must communicate to our people, is that they must actually be demanding basic services instead of own municipalities. Cosatu Provincial Secretary Gerald Thwala during the Cosatu Provincial Shop Steward Council at Ngoako Ramathlodi Sport Complex on Tuesday, said in Limpopo they welcome the decision by the CEC and that Cosatu will remain while leaders will come and go. “We will not miss him in Limpopo, let him go. We are glad to have offloaded the abnormal load,” Thwala said. Cosatu President Sdumo Dlamini said Cosatu is a brand and it will stand all the test of all the times. “This is an organisation for people not individuals. Briewe / Letters Response to open letter In response to an open letter by Mpho Dube published in last week’s Polokwane Observer, Richardt Ramashia writes in his personal capacity: “Dear Mpho Dube, The subject of our interaction is your factually incorrect and grammatically challenged open letter to the Provincial Chairperson of the ANC and Premier, Comrade Chupu Mathabatha. From the onset, I must confess that I am deeply sympathetic to the conditions that seduced you to marry your name to this villainous letter. In his famous speech, ‘I am an African’, President Thabo Mbeki, with a heavy heart, narrates the story of ‘those (on account of socio-economic persuasions) who have to lose their sanity because (for them) to be sane is to invite pain’. Your self-induced insanity has sent a few of us who care about you to a state of mourning; indeed no one should sacrifice his sanity at the altar of material rewards. Unlike those who went for your head with a nine pound hammer, I believe in an exchange of intellectual salvos, pound for pound. Perhaps before we proceed, let me tell you what they say about you outside shebeens and beer halls. They say that you are not the brain behind the letter. They say that you are a political surrogate, hired like a mercenary, to advance the interest of some unscrupulous politicians who cannot associate their good names with the contents and tone of the letter ‘you wrote’. Even a tabloid publication you work for could not publish your letter. I guess even tabloids have standards to uphold, standards seemingly an inch higher than your personal standards. Enough of small talk; let us plunge straight into the issues, pound for pound, fact for fact. Like and alarmist who shout fire in a packed cinema merely to attract attention to himself, you screamed ‘a debate has been raging about whether or not you have what it takes to lead the ANC and its troubled provincial government and extricate its citizens from the doldrums of poverty’. Fair enough, I must credit you for your honesty as it relates an environment under which the debate is taking place, to use your own words, the debate is taking place ‘at drinking holes,.. over a bottle (of intoxicating substances)’. Unfortunately for you and your drinking buddies, such is not an environment conducive to asses ANC leadership, an assessment of the performance of our leadership is done at platforms such as the recently held Provincial General Council, where ANC members have noted that the organisation under the leadership of Cde Mathabatha

Certain companies were even being paid eight times a month, hospitals were running without food, schools could not get textbooks; scholar transport had been suspended, etcetera. Today under the leadership of a man you consider indecisive, the province has eliminated the provincial overdraft, significantly reduced unauthorised expenditure and the province is back on sound financial footing. According to Statistics South Africa, last year this province has increased employment by 67 000 more permanent jobs. In the last quarter alone, the province has created 29 000 permanent jobs. What is decisive Mr Dube? It is perhaps your constipation with anger and your dry lips that blinds you from these publicly available facts. Your attempt to use the issues of Malamulele and Mogalakwena Municipality as a sjambok to chastise Cde Mathabatha betrays your lack of understanding of the twin concepts of cooperative governance and inter-governmental relations. You seem to harbour the illusion that there is something inherently wrong with national leaders discharging their responsibilities in this province. Having listened to you on various radio stations struggling to connect with the contents of ‘your own’ letter, I am convinced that President Mbeki had your likes in mind when he said “I have seen the destruction of all sense of self-esteem, the.... striving to be what one is not, simply to acquire some of the benefits (from the master)”. Or perhaps it is your constipation with anger that has not only become toxic but laxative too, hence you vomit vulgar with every word you utter. apricorn District Municipality (CDM) embarked on a series of consultation sessions to seek input from interested parties into its Draft Integrated Development Plan (IDP) and Budget for the 2015/16 financial year.

The first meeting with traditional leaders took place in Polokwane on Tuesday and was followed by a similar meeting on Wednesday (yesterday) with business and academic institutions. A meeting with Non-governmental Organisations (NGOs) and Community Based Organisations (CBOs) is being held at Bolivia Lodge today (Thursday), with a final meeting of the IDP Representative Forum on 22 April, at the same venue when the feedback will be consolidated. CDM intends to table the final IDP to Council during May, thus ensuring that inputs of all stakeholders and interested parties are considered and taken on board within the constraints of the funds available in the budget. R6 million raised during ANC breakfast

Business leaders aligned to the ruling party solidified their relationship with the African National Congress (ANC) in the province with monetary support through R6 million in pledges made during a fundraiser breakfast in Polokwane on Monday. At the time of going to press it was learnt that R4,9 million thereof had already been banked while the remaining R1,2 million in pledges was still outstanding. The programme was concise and created the opportunity for interaction between businesspeople and party leadership.

During his slot for delivering the keynote address Premier Stan Mathabatha, in his capacity as ANC Provincial Chairperson, challenged his audience to help make the Limpopo Development Plan a living document. Referring to his State of the Province Address coinciding with the opening of the Legislature in February, he said Limpopo was fast becoming a destination of choice for international investors. He referred to the signing of memorandums of agreement with big investors during their trade and investment mission to the People’s Republic of China in October 2014, the value thereof running into billions of Rand. “The challenge for some of you is to move from the sidelines of self marginalisation and become active partners in bringing life to these agreements,” he emphasised. Mathabatha used the opportunity for a report back on the provincial government now being able to pass the solvency and liquidity test. “The much publicised financial challenges that you know about are now a thing of the past.” He expressed confidence that their partnership would see them navigating together into the new defined terrain of radical economic transformation “At the end of the day, ours is a collective future and destiny,” the Premier concluded.

Fear over cholera outbreak in Blouberg BARRY VILJOEN >>barryv.observer@gmail.com The fact that residents of Ga-Hlako Village and surrounds are at risk of contracting cholera from consuming contaminated water daily prompted the Democratic Alliance (DA) to lay a charge with the Human Rights Commission last Thursday. Katlego Suzan Phala, DA Constituency Head for Blouberg Municipality, said in a media release the DA made this discovery during an oversight visit. “The DA noted that the municipality has failed to provide clean running water to the residents for the last five years despite more than R80 million being provided for water provision for the last three financial years. In the same area, the municipality drilled boreholes and installed water tankers in 2014, but the tankers were only filled with water until December last year.” Phala stated that the residents are forced to risk their lives by sharing water with animals while others have to purchase water. “The municipality is aware of the water crisis, but still fails to fill water tankers as an interim measure. Having to share water with animals is a clear violation of human rights and deserves to be investigated with immediate effect by the commission. We will take samples of the water to a local laboratory to check if the water is suitable for human consumption and escalate the matter to the Minister of Water Affairs. “The DA is currently undertaking rigorous oversight visits to communities across the province to assess the impact of the water crisis our people face.” Moffat Senyatsi, Media Liaison Officer of Capricorn District Municipality (CDM), the Water Services Provider for the area, reported: “The Capricorn District Municipality is aware of the water supply interruption at Ga-Hlako Village in Blouberg. The tanker truck used to deliver water has been at the dealership for a month now. The use of term contractors has been discontinued due to budgetary constraints. “CDM has since made interim arrangements with Blouberg Municipality to deliver water to water-stressed areas such as GaHlako through water tanker trucks, which from time to time, require due service and repairs. “Water is life, a basic human need and a right and we are discernibly concerned that the unavailability of the truck has affected the livelihood of the community at large and we regret the inconvenience. However, our optimism and anticipation is that the truck should be back from workshop by the end of this week and carry on with its daily routine of water supply. Water shortages in that area are aggravated by a low water table which renders reticulation from two boreholes ineffective. “Accordingly, the claims that people might contract cholera are nothing but deplorable alarmist and scare-mongering tactics to exaggerate the extent of the problem and raise panic in the community”.

Their effort and the contribution of more than 400 employees raised R14 385. De Beers matched the amount resulting in a total donation of R28 770. Sharon Stander, Community Mobiliser at Cansa said: “These funds are going to make a real difference and will be used primarily for cancer research and the purchasing of cancer testing equipment to be used in the rural areas of Limpopo.”

The project is an initiative of the Dikgale Development Youth Group (DDYG), a group of young learners from the area whose aim it is to help their community. They decided on a beauty pageant for girls in order to boost their confidence and raise funds for DDYG projects at the same time. Linah Rapotu, one of the organisers, said: “The atmosphere was electrifying. Everyone, from parents to members of the community, waited for this wonderful event. The residents were happy and proud to be part of the pageant and it was a great success.” Linah added that the contestants were inspired by them and appreciated the leadership of DDYG in creating a platform for girls to expose their talents. The contestants who were eliminated were satisfied with how the pageant was conducted and indicated that they will be participating in next year’s pageant again.

“As organisers we are very proud to see our efforts and hard work finally paying off. The smiles on the girls’ faces told us that we delivered what was expected of us,” Linah said. The organisers thanked their sponsors, DDYG and the community for helping to ensure the success of the pageant.

No serious instances of water shortages were reported during the last week. The latest report from the municipal-

ity indicates the levels of the new 50 and 30 mega litre reservoirs at 60% and 50% respectively, while the level of the Potgieter Avenue reservoir was 67% and the old 30 mega litre reservoir 56%. The Seshego reservoir that had been empty for days has recovered to 28% and the reservoir in Extension 34 remains at 95%.

Among the most admired were a 1974 Ford Fairlane sporting a white vinyl top and a blue 1972 VW Beetle Convertible. “It was a great event for everybody who is into the buying and selling business and those who are looking for a great deal,” event organiser, Gerda Lindeque said. “We had a small participation on Sunday. We want this event to become a monthly event so we are urging other owners to take part and grow the event,” Lindeque said.

The fun-filled club is open to children aged three to seven. All children in attendance and who qualify for membership received R50 vouchers each from Spur and Panarotti’s as well as discount vouchers from PNA and Ralo Cosmetics for the girls. Mall of the North Mascot, Tshukudu entertained the children throughout the day with some thrilling dance moves. He also posed for photos with the children. Over the past years a lack of functional transport had proved to hamper their effectiveness during firefighting operations. Sam Maepa, Provincial General Manager for Working on Fire said the Toyotas will be allocated to regional managers and will ease access to rough terrain. “Two more such bakkies are expected to be delivered before the start of the fire season. Each vehicle is equipped with a ‘bakkie sakkie’ (a portable, reinforced water tank fitted with the necessary accessories) to assist during fires,” Maepa said. The crew carriers were acquired to assist landowners with transport to fires and to any fire related activities, including prevention. “More vehicles, including fire tankers, are expected before and during the fire season. With more than 600 fire fighters assessed and declared competent during our yellow card training camp and this new fleet that we have received. Twee weldoeners van Louis Trichardt, wat verkies om hul liefdadigheidswerk anoniem te doen, het heerlike warm mussies, serpe, handskoene, bedsokkies en komberse vir hierdie pasiënte gemaak. Hierdie ma- en dogterspan het vertel dat hulle die afgelope drie jaar elke jaar ‘n skenking van snoesige winterklere en komberse aan die TLC-saal skenk. Dit neem die twee vrouens ongeveer ‘n jaar om saam-saam genoeg warmgoed te hekel en te brei om die volgende jaar se koue af te weer. Een van die vrouens het verduidelik dat haar werkgewer in Louis Trichardt drie jaar gelede al hul werknemers gevra het om warmgoed vir die TLCsaal te maak. “Daarna het ek en my ma besluit om aan te gaan met die projek, want ons kon sien hoe nodig hierdie kinders die warmgoed het. Dis hoe ons paadjie tot by die TLC-saal geloop het en dis hoekom ons nie vir kindersale in Louis Trichardt brei en hekel nie, maar eerder op hierdie spesiale saal fokus,” sê sy. “Dit voel wonderlik om so iets vir

hierdie kinders wat so swaarkry te kan doen en hulle te help.” Die twee vrouens het 49 komberse, 17 serpe, 15 pare bedsokkies, 13 pare handskoene en 10 mussies gehekel en gebrei. Die warmgoed het sagte teksture om nie die kinders se velle seer te maak nie en is in verskillende helder kleure gebrei en gehekel sodat dit sommer ook hierdie onkologiese kindersaal kan opvrolik ook. TLC-fassiliteerder, Bobby Were het die skenking verlede week in ontvangs

geneem en verduidelik dat hierdie skenking meer beteken as wat die weldoeners kan dink. “Dit kan baie koud word in die TLC-saal in die winter. Die kinders kry maklik koud wanneer hulle chemoterapie kry. Hierdie komberse en ander warmgoed sal help om die jong pasiënte, wat almal kinders is, te help om warm te bly,” het hy gesê. “Ons is besonder dankbaar vir hierdie twee Samaritane se hulp en bystand. Hulle spanpoging gaan die kinders se winter baie makliker maak.”

Travel and tourism: the industry that booms, both in and out of season

The Hospitality and Tourism industry employs over 235 million people worldwide according to the World Travel and Tourism Council. Career prospects in this industry are expanding rapidly year on year. This is one of the world’s largest, most diverse and most exciting industries. It is vast, offers a broad variety and a high number of job opportunities. “Consider the fact that, in the South African market, overall spending on accommodation rose by 14% in 2013 to R17,3 billion. This reflects an increase in stay nights as well as an 8,4% rise of the average room rate. This is just the tip of the iceberg. “The hospitality, travel and tourism industry is booming, irrespective of the economic climate. It’s actually been like this for a while, with the odd exception in bad recessions; yet this is the one industry proven to always find its feet, no matter the times,” says Natalie Rabson, marketing manager at Boston City Campus & Business College. In South Africa the hospitality and tourism industry is definitely not a seasonal career prospect. It’s all happening right now. “Our own government has identified tourism as one of our country’s ‘six core pillars of growth’ and has committed to targeted advertising campaigns to stimulate the industry. “In the government’s Industry Policy Action Plan, the

reasons why priority is given to this industry are explored. Tourism brings in foreign investment, consumer spending and foreign earnings. In addition, the nature of the industry means it is labourintensive with the capacity to stimulate jobs, both in urban and rural areas,” says Rabson. While people may know of the individual businesses, not many know exactly what the hospitality industry covers. It includes industries such as restaurants, cafés, B&B’s, guest houses, hotels, resorts, events and convention centres, cruise ships and more. It offers a wide variety of career opportunities including marketing, sales, general management and food and beverage services, as well as customer services. Prospective students need to know that there is a bewildering variety of courses covering the main employment areas of travel, tourism, hotels and restaurants. Typical courses include: tourism, hospitality management, hotel and catering operations, travel and tourism operations, as well as event management and reservations and front of house officer. On top of this, there are job opportunities for bookkeepers, IT specialists and call centre staff, to name a few more. “This gives you the opportunity to work in an industry that excites you, using almost any hospitality or business qualification that you have completed,” says Rabson.

The hospitality industry also calls for a certain kind of personality, who will continuously be put to the test. The Eding! International Science Festival, supported by the Department of Science and Technology (DST), South African Agency for Science and Technology Advancement (Saasta) and Department of Education will present a provincial science festival at the Polokwane Showground from 20 to 24 April 2015. eeff Chairman, Samuel Seeff, has welcomed the recent decision by the Reserve Bank’s Monetary Policy Committee to retain the repo rate at 5,75% (base home loan rate of 9,25%). “While not unexpected in light of the recent announcement that the inflation rate hit a low of 3,9% (down from 4,4% in January and around 6% late last year), the decision is nonetheless welcome in light of the current economic challenges,” Seeff was quoted to have said. An interest rate hike right now would have been very difficult given that the economy is facing pressure, not least of which the current electricity crisis. “While we are aware that the interest rate is artificially low and that an adjustment is needed in light of the necessity for fiscal consolidation, the current economic state simply does not warrant a hike despite the pressure on the Rand.” Consumers and home owners are already having to absorb basic cost hikes including an almost 13% increase in the electricity tariff, higher petrol costs and higher personal income tax for top earners.

Seeff added that this has a direct bearing on the demand for housing. “Given that we are in the midst of a much needed growth spurt, we therefore welcome the stability of an unchanged interest rate. The economy, while still flat and the energy crisis notwithstanding, is also relatively stable, all of which supports the continued good demand in the market,” he said. Looking further ahead, we know that an interest rate hike is still a looming possibility and consumers, home owners and buyers need to bear this in mind. Careful budgeting and financial prudence - buying below your means and investing a deposit - remain vital and will also help keep balance in the housing market in the long term. On the whole, Seeff expects the market to maintain the good momentum, at least for the first half of the year, especially in view of the flat interest rate. Buyers are still seeing the market as offering good value and there is still plenty of pent up demand. This, combined with the still tight property inventory levels, will keep the momentum going.

ewly appointed National Chairperson of the Home Affairs Youth Development Forum and member of the Activate Leadership Network, Mokgadi Matlakala has her sights firmly set on championing youth issues and representing the voice of Limpopo in particular. The 26-year-old hails from Botlokwa where she was raised by her grandparents. Although an unplanned pregnancy at the age of 18 prevented her from furthering her dream of a university education she believes the challenges she faced while growing up has given her a unique insight into the most critical issues facing the country’s youth. Joining

the Activate Leadership Network in 2013 has allowed her to develop the necessary skills to turn her thinking into tangible outcomes. The Youth Development Forum came with a parliamentary mandated decision to roll out youth-orientated service stations at all Home Affairs departments. “Each of the nine provinces has established committees to draw up their own plans of action. Youth issues are diverse and each province faces unique issues. In this way we are able to distribute information about our services to the people who need it, so that we can proactively help them,” Matlakala explained. Her journey with the Department of Home Affairs started as a front office clerk in 2008. Volunteering first as Deputy Chairperson of the Home Affairs Youth Development Forum

and now as National Chairperson she oversees its performance in all nine provinces. “I realised the need to be involved in the establishment to represent young people in the province. Being a young person on the forum’s committee is an advantage, because it helps in identifying challenges faced by fellow young people in the province. “We are the mouthpiece for young people of Limpopo,” she stated. Prior to this her passion for youth development has seen her being involved with local youth projects such as the Botlokwa Career Day, an initiative which she co-founded, that offered the youth of the area insight into a variety of possible careers at Phidima Secondary School. Matlakala was also named 2012 Young

Community Builder of the Year at the Botlokwa Arts and Youth Awards held at the now defunct Matoks Arts and Youth Development Centre. It is here that, as a poet and actress, she participated in a project in 2011 in which street children were given a chance to cultivate their theatrical talents. “When the centre was operational we were helping local youngsters identify their talents through activities conducted at the centre. Not all of us are destined to be doctors and lawyers, other talents may be nurtured through these kinds of projects,” she said. She has also been involved in projects with the Auctioneers, a project that aims to keep young people off the street through activities at the centre.

he South African National Blood Service (SANBS) urges blood donors, regular and new, to donate blood as availability is at critical levels and the service is finding it difficult to supply in the high demand. Nearly 40 % of blood collected comes from high school learners and students but the Easter holidays hampered collection and blood stock levels were impacted significantly. Currently, the blood stock at a national level is 3,7 days while it was only 1,5 last week. “SANBS needs to maintain a stock level of 5 days at all times by collecting 3 000 units of blood per day to meet the demand of the thousands of patients who are reliant on blood transfusions for their survival,” Dottie Pinn, Public Relations Practitioner at SANBS Limpopo explained. Members of the public who meet the minimum blood donor requirements are requested to urgently consider donating blood and help save a life. In order to become a blood donor you must you must weigh at least 50kg, be between the ages of 16 and 65, maintain a sexually healthy lifestyle, be in general good health and consider your blood safe for transfusion to a patient. Polokwane Municipality is gearing itself for the Annual Mayoral Road Cycle Race taking place on Sunday at the Old Peter Mokaba Stadium. The Cycle Race is in its second year after an inaugural event in 2014 that was combined with the Annual Mayoral Road Race. According to Integrated Rapid Public Transport System (IRPTS) Marketing, Communications and Stakeholder Relations Manager, Mantlako Sebaka, the event is a precursor to the city’s overall Non-Motorised Transport (NMT) master plan which seeks to create a culture of cycling, walking, skate boating, running and the resultant healthy living lifestyle for its population. NMT is an integral part of the IRPTS that is being implemented by Polokwane Municipality and seeks to create an improved and integrated public transport

system in line with the City’s 2030 Smart Transport vision. The result of such a system is a greener city with significantly reduced carbon emissions. Polokwane Excecutive Mayor, Thembi Nkadimeng is quoted to have said that Polokwane Municipality is right on track providing universally accessible service, which gives priority to the use of public transport systems while supporting walking and cycling as a sustainable choice of travel. “The hosting of professional cyclists and the encouragement given to young people and the community at large provides an opportunity for a healthy body especially in cycling and lastly, hosting such an event presents economic spin offs for business and retail outlets and hospitality businesses benefit from the proceeds of such activities,” said Nkadimeng. Dikeledi Mashao, a 27-year-old pharmacist hailing from Segoahleng village in Mashashane was overwhelmed with joy when she recently learnt that she had a chance of competing for the 2015 Miss Commonwealth South Africa title. In February Mashao attended a workshop in Bloemfontein to prepare the entrants for the pageant. Here she was informed that she had made it to the top 30. “Come what may, I am going to be on that stage for the title. She will attend a second workshop in May where finalists will be judged on their appearance and an interview. After heavy rains Saturday afternoon the semi-finals and finals had to be played on Sunday. The winner of the Letaba region, Hornbills Cricket Club took on Eagles Cricket Club who came second in the central region. Hornbills won the toss and elected to bowl on a very lively wicket. Eagles scored 162/6 in 20 overs thanks to a quick-fire 54 (31) from Landré Coetzee who was well supported by Bradley Pieterse and Kgoshi Leopeng who scored 42(23) and 25(22) respectively. Gavin Dorfling was the pick of the Hornbills bowlers taking 4/33 in 4 overs. In reply Hornbills could only manage 131/10. Christopher Atherstone fought a lone battle in pursuit of the Eagles’ total. Bradley Pieterse took 4/26 in 3,2 overs while Christo van Zyl took

3/24 in 4 overs. Eagles won the game by 31 runs and marched onto the finals. In the second semi-final between Aces Cricket Club and Limpopo Strikers from the Waterberg Region, Aces won the toss and elected to field first. Strikers scored 128/6 while Aces went to bat and scored the runs in 16,3 overs. Andrew Galloway who was playing his second last club cricket match top scored with 74(54) not out. Aces won by 6 wickets qualifying them to the finals. The finals between Eagles and Aces both from Polokwane provided for top class cricket action. Aces won the toss and decided to bat and scored 134/8. Pieter Haasbroek took a brilliant 5/17 in 4 overs. Eagles went into bat and chased the score down with relative ease as they got the score with 4 wickets down. Bradley Pieterse was the chief destroyer with a blistering score of 46(36) and was well supported by Theo Janse van Rensburg and Petri de Kock 32(25). The event offers a 5 km fun run, 10 km and 21,1 km with various categories and generous prize money in each

category. Winners in the half marathon will take home R5 000 in prize money and the two runners up in each category R4 000 and R3 000 respectively. This includes the winners of the junior category. In the 10 km run each of the category winners will win R3 000 and the runners up R2 500 and R2 000 respectively. Verder speel hy ook rugby en hoop om vanjaar vir PHS se eerstespan uit te draf. “Ek was tot nou toe besig met atletiek so ek het baie rugbyoefeninge gemis, maar ek sal hard werk om vir my ‘n plek in die span te verseker,” sê Pieter. Pieter maak ook naam op die tennisbaan. Hy is PHS se nommer een tennisspeler en speel vir die skool se eerste span wat verlede jaar as algehele wenners van die gesogte Beeld-trofee aangewys is. Volgens Pieter is ‘n goeie hoogspringatleet iemand wat hard werk om sy doel te bereik. “’n Positiewe houding en die vermoë om gefokus te bly tydens oefening sowel as kompetisies is die belangrikste eienskappe. Tegniek speel ook ‘n groot rol en ‘n atleet moet gemaklik wees wanneer hy oor die lat seil,” sê Pieter, wie se pa die grootste deel van sy afrigting behartig. Sport neem baie van Pieter se tyd in beslag, maar hy handhaaf ‘n gesonde balans tussen sport en akademie. “Ek wil graag na skool ‘n B.Com-graad behaal, maar is nog nie seker in watter rigting nie. Vir nou fokus ek om my skoolloopbaan suksesvol te voltooi en nog ‘n paar toekennings in te palm voordat ek matrikuleer,” sê hy.
