Verbleikte en verweerde padmerke by hierdie aansluiting maak dit moeilik vir motoriste om te sien waar om te ry op hierdie stuk pad. Dit is heeltemal onduidelik vir motoriste wat vanuit ‘n noordelike rigting op die Soetdoringspad wil afdraai, waar hulle moet stilhou om vir aankomende verkeer te wag. Inwoners sê ook dat dit by tye moeilik is om vanuit die Soetdoringspad op die N1 Suid in te draai. “Dit is in spitstyd bykans onmoontlik om vanuit die Soetdoringspad regs in die N1 te draai weens die druk verkeer en hoë snelhede waarteen motoriste ondanks die 80 km spoedgrens op die aansluiting afpyl. Daar het al ‘n paar ernstige ongelukke plaasgevind. Die munisipaliteit moes al lankal ‘n verkeerslig daar

opgerig het, maar versoeke val op dowe ore,” sê Cobus Viljoen, ‘n inwoner van die omgewing wat die aansluiting daagliks gebruik. Die feit dat die munisipaliteit in sy 2015/16-kapitaalbegroting geen voorsiening vir enige nuwe verkeersligte gemaak het nie, dui daarop dat ‘n oplossing vir hierdie probleem, nie in die aansienbare toekoms verwag kan word nie. Die situasie is onder die munisipaliteit se aandag gebring, maar kommentaar was teen druktyd nog uitstaande.

From page 1 The breakdown of R142 074 753 singles out Sekhukhune District Municipality as worst case scenario with a figure of almost R160 million in departmental debt, with the Department of Education being the biggest culprit owing close to R36 million for services delivered by Makhuduthamaga, Elias Motsoaledi and Fetakgomo Local Municipalities. Capricorn District Municipality follows with roughly R120 million in arrears owed by national and provincial departments. The highest amount due by department is R30 million up for payment to the local municipalities of Polokwane, Molemole and LepelleNkumpi by Public Works nationally. Mopani District Municipality has fallen behind with about R93 million in arrears due by a host of departments. The largest sum is accredited to non-payment by the provincial Public Works Department for services delivered by Greater Giyani Local Municipality. Waterberg District Municipality battles with a bill of some R31 million not being paid by the various departments, the highest amount being little over R6 million owed to the local municipalities of Lephalale, Modimolle and Bela-Bela. Yet again the Department of Education emerges the culprit. Vhembe District Municipality is least affected by departmental debt of close to R9 million, mostly owed to the local municipalities of Musina, Makhado and Mutale by the national Department of Public Works owing slightly over R4,4 million. Last week’s national announcement compelled a number of defaulting municipalities across South Africa to honour their financial commitments to Eskom and other service delivery creditors. In a National Treasury media statement reference was made to

municipalities owing Eskom R9 billion as at 31 December 2014 and water boards R3,6 billion. It was added that National Treasury informed municipalities with persistent arrears in respect of Eskom and water boards of its intention to invoke Section 216(2) of the Constitution, subject to municipalities entering into repayment arrangements with creditors and preparing a financial recovery plan where relevant, early in March this year. It was added that the persistent arrears and failure of municipalities to settle their Eskom payments within 30 days as legally required impacted negatively on Eskom’s cash flow and thereby compromised the utility’s operations and financial position. Matlala raised the opinion that the local municipalities of Mookgophong, Thabazimbi, Makhado and Ba-Phalaborwa as well as Mopani District Municipality mistakenly got included in the list as their obligations have already been met or were in the process of being addressed at the time of the release of the list of local government institutions in arrears. Matlala provided a copy of a letter by Salga Chairperson Thabo Manyoni addressed to Finance Minister Nhlanhla Nene on 9 March this year requesting his urgent intervention “in ensuring that the matter is held in abeyance until a discussion is entered into with Salga and a more holistic and realistic approach and solution to the matter is agreed upon.” No feedback was received, according to Matlala. In a circular to political and management structures of municipalities dated last Thursday, Manyoni stated Salga regarded the withholding of the equitable share as unconstitutional “but in order to protect the sphere, Salga will clarify the legal position through a formal counsel opinion”. Matlala

To this Matlala responded in conclusion: “Ironically it is important that Samwu knows that their members are an integral part of the local government sector and they are responsible for an effective and efficient administration in the sector, so therefore if they claim that the sector was in shambles they partly have to be blamed as their members are deployed in various positions and responsible for service delivery across the board. Also it would not be true to say that local government is in shambles when we had improved audit outcomes and a general improvement in disclaimers. To say the sector is in shambles is far from the truth.”

A

larm has been raised about alleged favouritism and ethnic consideration perceived to have played a role in the awarding of a two-month contract of little less than half a million Rand to an established businessman and former soapie actor by the Department of Health early this year. It was learnt that Premier Stan Mathabatha and Health MEC Ishmael Kgetjepe were alerted about the suspicious awarding of the contract on 18 February this year. The contract for design, bush clearing and maintenance of the gardens and grounds at departmental premises in Ladanna has been raising eyebrows for proper procedures were allegedly not followed in the awarding thereof, it was reliably learnt. According to sources the same cleaning service business was the focus of an investigation into alleged irregularities launched by the Department of Health last year. In documentation made available to Polokwane Observer, various alleged violations stemming from the most recent processes were pointed out. It was alleged that the businessman was being favoured for his Venda origin, despite the fact that the amount tendered by his company was not the cheapest at R480 000. Another tender bidder apparently came in at R388 100, to whom preference was not given for being the lowest, said a source. From the documentation it seems as if the unsuccessful bidders did not comply with the evaluation criteria. The same people were being given contracts again whereas the department had ample companies able of delivering such services registered on their database, a concerned party alluded. Sources pointed out that contracts above R500 000 had to be advertised and required the signature of the department head, which cast suspicion over the manner in which the contract was pushed through. A source emphasised that two panellists on the bid evaluation committee reportedly initially rejected the bid document due to the fact that companies were not sourced from the departmental database and that the contract approval was done without them being part of the bid evaluation process although their names appeared in the documents, as noted in affidavits to the risk management division of the department, while three others were apparently denied having

been informed of unfolding processes leading to the actual awarding of the contract. One of the biggest considerations for the awarding of a contract was allegedly not adhered to when the contract was awarded, according to a source who pointed out that an acquisition form compulsory in awarding of a contract was not attached to the bid documentation. Reports received afterwards had raised further suspicions that the process of allowing a random selection from the database of registered service providers by the departmental system was not followed, the source concluded. In his comment the business owner denied any link to any employee of the Department of Health or knowledge of any irregularities involved in the awarding of the particular contract, which he said would be coming to an end on 23 April. He explained that he was called by the Department of Health with the request for a quotation for services to be rendered. He added that he supplied the quotation, whereupon the contract was awarded. He raised the opinion that apparent in-fighting in the department was compromising service providers. He stressed that he was not running a fly-by-night company, but got contracts because of the quality services he rendered through expansive operations in the province. In his response quoted verbatim, Senior Manager of Communications in the Department of Health, Macks Lesufi stated as follows: “Department of Health Limpopo subscribes to good governance and clean administration. The allegations raised in your enquiry are noted and serious. I should however indicate that such allegations will have to be put to test as raised. The specific reference in this case are the following: Alleged relationship between officials and the service provider is something that is subjective and has to be proven before such could be concluded as true. If there is an alleged conflict of interest between the service provider and the officials alluded to an investigation will be undertaken. Bid not awarded to the cheapest bidder: The Supply Chain Management rules are clear on appointment of service providers. It is not mandatory to always appoint the cheapest provider irrespective of the capacity to perform. That is the reason bids are classified on the basis of 90/10 and 80/20/. The 80/20 preference places emphasis also on capacity

to deliver the service not just the price. The service was contracted on the basis of the 80/20 rule. Secondly the appointment of the said service provider was based on a quotation system not a competitive bid as it is below the threshold of R500 000. And it was evaluated on the 80/20 basis. The 80/20 preference point system speaks to functionality and price which in this regard was met. The fact that the tender amount was kept low below R500 000 and not signed and signed off by the Head of Department but by the CFO allegedly raised suspicions that it would have been pushed through without raising alarm with regards to the perceived irregularities. Our response: In terms of the departmental regulations and approved thereof by the management of the department, the Chief Financial Officer is delegated to approve procurement of goods and services with the rand value up to R500 000. Therefore such approval is still within the delegated authority of the Chief Financial Officer. No acquisition form was attached to the bid evaluation document seemingly an indication that the bidders were not randomly selected from the departmental data base. Our response: In terms of the Provincial Supply Chain Management Instruction Note 7 of 2014, item 5.1.5 state that “Ïf suppliers are registered or listed on the Supplier Database and are known, the suppliers are

required to register before being engaged”. Various departments were consulted to assist with the suppliers registered on their database who are rendering the same service required. All the service providers were obtained from the Departments of Economic Development, Coghsta, Transport and Public Works, Roads and Infrastructure. It is the departmental view that the Committee tasked to evaluate these bid ensured that there is compliance with the supply chain management processes. Any transgression to the law will be further investigated.”

Police hit hard on cigarettes smugglers RC MYBURGH >>rc.observer@gmail.com Members of the Provincial Police Tracking Team arrested a person suspected of transporting illegal cigarettes estimated to be worth nearly R160 000 yesterday (Wednesday) morning. Polokwane Police Head of Communication Ntobeng Phala reported that the tracking team received a tip-off from the Crime Intelligence Unit about two vehicles believed to be transporting illegal cigarettes on the N1 North. “Police stopped and searched the Toyota Corolla and found 849 cartons of illegal cigarettes. The driver of the vehicle was arrested and is expected to appear in the Polokwane Magistrate’s Court today (Thursday),” Phala said. He added that the second vehicle, a BMW was stopped just outside Lebowakgomo with approximately the same amount of cigarettes. At the time of going to print Police in Lebowakgomo was still investi-

gating the matter and could not confirm any arrests. Phala said the cigarettes come from KwaZulu-Natal and are destined for Gauteng. “Some illegal transporters think Limpopo is not as risky and take a detour through the province, but they are wrong and Police will clamp down on them as soon as they set foot on Limpopo soil,” Phala said.

he Democratic Alliance (DA) in Limpopo reckons that the Board of the Polokwane Housing Association (PHA) should be dissolved and an investigation be lodged into the affairs of this entity. At the end of November last year, tenants of Ga Rena participated in a protest action in the city’s streets, when they resorted to barricading a street, burning tyres and hurling stones at the Police. Thembi Nkadimeng, Polokwane Executive Mayor, then visited the area and promised that the tenants’ problems will be attended to and that a meeting with the tenants’ committee will take place in due course. He will appear in court again on 7 May. Chabane’s arrest followed and inquiry docket opened by Percy Chabane, a relative of Public Service

and Administration Minister Collins Chabane who died with his two VIP protectors, Lesiba Samuel Sekele and Marene Lawrence Lentsoane after a collision with a truck on the N1 South on 15 March. The driver of the truck, Amukelani Rikhotso was arrested on the scene of the accident and charged on three counts of culpable homicide and one of reckless and negligent driving. He appeared in the Polokwane Magistrate’s Court two days after the accident. The death of Chabane caused

severe reaction and comments on social media networks which included the allegation made by Thembani, an alleged family member, that Rokhotso had been paid to obstruct the road when the car of Minister Chabane and his two protectors were travelling in approached. “When the allegations were made, Percy Chabane opened an inquiry docket. Last Tuesday we were still questioning Thembani Chabane after which he was arrested,” Otto said, confirming his court appearance on 7 May.

According to Smalle, the DA understands that both the municipality and PHA contributed to the problems the residents are faced with in that residents reported leaking water meters but the municipality would issue large bills and still take steps against defaulting residents. Some have bills ranging from R100 to R80 000 for water in a two bedroom flat. Smalle said that Polokwane Municipality must lead by example and first put its house in order before taking away people’s constitutional rights to basic water and electricity. “We call on MEC Makhurupetje to swiftly intervene and ensure that there is stability at Ga Rena Rental Village as soon as possible. Tenants of the rental village are encouraged to also play their role in payment of the services rendered to them. We will also approach the Public Protector for the release of its investigation outcomes that is believed to have demining findings which could be useful towards a solution into these matters. In conclusion Smalle added that the DA will also monitor the developments in this regard to ensure that residents realise the benefits to an open opportunity society for all.

The water situation in the city is still under strain despite the fact that the levels of the reservoirs are slowly recovering. The fact that the Seshego reservoir is empty remains a reason for concern. Tidimalo Chuene, Communications and Marketing Manager of Polokwane Municipality, urged residents to limit water consumption to immediate household needs and avoid irrigation of gardens, filling swimming pools and washing cars. She added that a planned shutdown by Lepelle Northern Water (LNW) of a pipeline from the

Olifantspoort Plant to Polokwane last Wednesday, to allow Eskom to carry out planned electrical maintenance on Pump Station 2 located at Lebowakgomo Show Grounds, also contributed to the low levels of the reservoirs. Reservoir levels dropped significantly and this led to some areas experiencing low pressure and no water. LNW engaged two pumps after the shutdown to build up water levels in the affected reservoirs. “Residents, businesses and visitors should always bear in mind that Polokwane is a water scarce area. The municipality will continue to take a strong stance against those who continue to waste water because they can afford the

surcharges by instituting on the spot fines and closing off supply to those who will be found watering their gardens,” Chuene said. Severe water shortages as a result of low levels can be reported to the municipality on 015 290 2376/2001/2002 The latest report from the municipality, received at the end of business on Tuesday, showed that levels of the new 50 and 30 megalitre reservoirs were 35% and 56% respectively, while the level of the Potgieter Avenue reservoir was 50% and the old 30 megalitre reservoir was at 50%. The Seshego reservoir is at 0% and the reservoir in extension 34 is at 95%.

olokwane Municipality approved its 2015/16 Capital Budget that provides for projects amounting to R530 822 000, during a recent council meeting. The amount available for spending on capital projects, is made up from a contribution (equitable shares) to the amount of R426 189 000 from National Government and R104 633 000 from internally generated funds. The total projected revenue of the municipality for the coming financial year is R2 352 645 000 and comprises, amongst others, of property rates (R332 477 000), service charges (R793 523 000), water charges (R258 995 000), sanitation (R55 326 000) and refuse removal (R63 262 000), being the biggest contributors, besides the equitable share transfers. The municipality budgets for a surplus of R531 299 000, which is quite an improvement from the deficit of R36 449 000 in the 2013/14 financial year. Some of the capital projects that were approved for funding, are: • Upgrading of offices at Peter Mokaba Stadium: R3 500 000 • Refurbishment of Civic Centre: R6 500 000 • Street lights (Illumination of public areas): R1 500 000 • High mast lights in various villages: R3 300 000) • Rehabilitation of municipal swimming pool (Burger Street): R1 500 000 • No-dumping boards: R100 000. Major projects are the IRPTS Infrastructure Project for the City and Seshego Phase 1a (R127 267 000), the Transportation System and Operational Planning for the City and Seshego Phase 1a (R25 453 000) and Financial Planning for the projects (R16 969 000). No funds were budgeted for installation of traffic lights and signs, refurbishment of the Bakone Malapa Museum and the upgrading of the security facilities at the Game Reserve.

hildren in the Cansa Tough Living with Cancer (TLC) Oncology Ward of the Polokwane Provincial Hospital had a surprise visit on Monday when 12-year-old beauty queen, Mahlogonolo Nkadimeng arrived to spend her birthday with children less fortunate than herself. After many phone calls and much organising, Mahlogonolo got her friends and their parents together to join her at the ward for her party. The result was an exciting afternoon with small gifts handed out to the children instead of the birthday girl and a feast of cake and refreshments enjoyed by all. “As parents we thought it a good idea for her to share her birthday with less privileged kids since her birthday is during the Easter holidays, so that the children could also enjoy Easter,” Mahlogonolo’s mother Tlakale Nkadimeng explained. Nkadimeng said the main reason that they requested their daughter to spend her birthday with sick children at the hospital,

was to instil humility and good values in Mahlogonolo, her siblings and friends who joined the party, to give hope and support to the children from the ward, to show love and care and to share with those who are underprivileged. “It was very unselfish in the way she arranged everything for the kids and that she involved the children from the ward and their mothers to spend her birthday with,” said Bobby Were, Cansa TLC-facilitator. Mahlogonolo, a learner at Pietersburg English Medium Primary School, is a multiple title holder, among them Miss Glam Queen and National Miss Summer Heat South Africa, first princess. She has since a young age participated in pageants here and abroad, including Brazil and the United States of America.

Different opinions exist in this regard but Tidimalo Chuene, Communications and Marketing Manager of Polokwane Municipality, advises the approach to a traffic circle or mini traffic circle to be, as stipulated in the National Road Traffic Act 93 of 1996, that

upon approaching or entering a traffic circle or mini traffic circle the driver of a motor vehicle shall yield and observe the traffic approaching from the right hand side of such a driver. A driver should therefore allow traffic from his right hand side to safely exit or pass the traffic circle first, until it is safe for such a driver to enter the traffic circle. Traffic circles are intended to calm traffic; reduce the possibility of angle and head-on crashes as well as crash severity and also to improve the capacity of the specific intersection.

he Democratic Alliance (DA) in Limpopo intends to introduce a private member’s bill to restrict the use of blue lights and the use of sirens on motor vehicle transporting office bearers of government. The proposal of this Bill comes after the late Minister of Public Service and Administration, Collins Chabane’s untimely death in an official vehicle, as well as incidents of Limpopo government officials and citizens who have lost their lives in Blue Light Brigade accidents over the past couple of years. At a media briefing in the DA’s Polokwane offices, Jacques Smalle, DA Provincial Leader, last Wednesday said that it is clear that the abuse of blue-light and use of sirens by office-bearers is a threat to the safety of other road users and a violation of the rule of law. ”Those elected to high office do not have any higher status or importance on our roads. The current availability of blue lights is clearly being abused by self-important MECs, Ministers and Mayors who seem to think that being late for a meeting or a flight constitutes an emergency. The DA believes that being late is not an emergency, just poor planning

on behalf of the official,” Smalle stated. According to Smalle, residents of the province have long expressed their frustrations at speeding cavalcades of VIPs, which are prone to forcing their way through traffic, sometimes compelling other vehicles to go off the road and causing delays for fellow motorists. The envisaged regulations are intended to promote road safety and will include banning the use of blue lights by all government officials, including national ministers, other than in genuine emergencies. Where life or limb are at stake, blue lights may be justified but to save politicians from their own lateness, or to make their journeys more comfortable, blue lights are simply a risk to the safety of all other road users. “Where the DA governs, such regulations have been implemented with success, and to date no politician or official has been restricted from performing their functions due to a lack

Annetjie en haar man, Kobus, is na ‘n neuroloog verwys wat gesê het dat epilepsie in een of beide van die ouers se families moes voorkom en dat dit Jaco se toeval verduidelik het. Annetjie en Kobus het egter op ‘n tweede opinie aangedring aangesien daar geen geskiedenis van epilepsie in enigeen van die twee families was nie. Na ‘n breinskandering het ‘n

Jaco is sedert 2010 ‘n dagbesoeker by Eeufeeshuis en Annetjie kan sien dat hy baie gelukkig is. Hy bly daagliks besig met die werk wat hy by die Trix Nortman Werkswinkel doen. Annetjie het by Eeufeeshuis ingeskakel as vrywilliger van die Vereniging vir Persone met Gestremdheid en sê sy het vrede in haar hart dat Jaco in goeie hande is en floreer.

olokwane Municipality last Tuesday hosted a Crime Awareness Campaign at Mankweng Community Hall under the theme “Creating a safer municipality for all”. In her opening address, Thembi Nkadimeng, Executive Mayor, said the municipality in collaboration with various law enforcement bodies are committed to dealing with crime thus ensuring a safe municipality. “We are going to prioritise installation of high mast lights as part of crime prevention in areas as per statistics provided by the Police as and when budget allows,” Nkadimeng promised. Tidimalo Chuene, Communications and Marketing Manager of the municipality, says that the campaign is part of a municipal wide crime prevention effort by the municipality in collaboration with various law enforcement agencies and that the purpose is to implement a Community Safety Plan together with all stakeholders, including the community. The plan allows the municipality to supplement visible policing resources to deal with general by-laws enforcement. The opening campaign was attended by senior officials from the South African Police Service, the Limpopo Department of Trans-

port, Safety, Security and Liaison, the Civilian Secretariat of Police and the National Institute for Crime Prevention and Reintegration of Offenders (Nicro), traditional authorities, community safety forums and community policing forums, among others. Chuene reports that critical issues about violent crimes in Mankweng emerged during the Provincial Safety and Security summit in November 2014. The area has been in the past year prone to high incidents of violent crimes including rape and robbery, use of addictive substances like nyaope among the youth and has the highest number of taverns within the same policing cluster, which contribute to numerous social ills within these communities. According to Chuene, Malan Nchabeleng of the Police, in his presentation on the Mankweng crime overview for the period October 2014 to March 2015, indicated that the Motholo/Mamotintane, Mankweng Units A and E were identified as hotspot areas for house breaking, robberies and rape cases. Nchabeleng urged community members not to buy stolen goods. He alluded to the crime statistics of the area which indicate that robberies with firearms amounted to 3%, robberies without firearms to 12%, rape to 8%, common robberies to 18%, house robberies to 14% and burglaries at residences to 45%. The meeting resolved that the municipality and the police should implement a programme to close down illegally operating spaza or tuck shops in Mankweng as they are perceived to be havens of criminality.

Univen to be Saica accredited soon RC MYBURGH >>rc.observer@gmail.com Representatives of the South African Institute of Chartered Accountants (Saica) last Wednesday briefed members of the media on the progress of their partnership with the University of Venda, University of Johannesburg (UJ) and Skills Education Training Authorities (Seta) in the banking industry (Bankseta) to have Univen Saica accredited within the next four to five years. During a lunch session at the Polokwane International Airport it was learnt that Government has invested R64 million to ensure that Univen receive their Saica Charted Accounted Accreditation in the near future. Saica Executive Director for Nation Building, Transformation and Growth and Professional Development, Chantyl Mulder during the session said although individual academics at these institutions are already collaborating with each other in

some disciplines, the need to formalise and strengthen these efforts was only recognised last year. “University of Limpopo is already Saica accredited and the province delivers excellent accounting students. We want to do the same for students at the more rural University of Venda,” Mulder said, adding that UJ is the alliance partner who will assist in the programme to have to university accredited. The programme consists of educating lecturers to ensure they are capable of presenting subjects properly and to enhance the quality of degrees. “The partnership will also focus on specific academic projects in the areas of engineering, health sciences, education, mathematics and social sciences. It will also include staff mentoring and capacity building, student exchanges and access to research and teaching facilities at UJ,” Mulder said, concluding that Saica works hard towards completing the programme within four years.

A recent visit to Pontsho Disability Centre in rural Lebowagomo left Miss Humanity International 2014, Katryn Barwise filled with gratitude and joy at the progress that has been made at the facility. The centre, home to 55 children of different disabilities, was built two years ago after Barwise initiated the project and joined hands with Government to build it. There are now classrooms as well as three hostels on the premises. “The centre truly changed the lives of these children and although

Mpho Dube, wrote in his personal capacity ear comrade Stan Mathabatha, I hope you had enough rest over this Easter as this open letter marks the start of a new chapter provincial politics, one of frank and honest and open debates. A debate has been raging about whether or not you have what it takes to lead the ANC and this troubled provincial government and extricate its citizens from the doldrums of poverty. You go about your daily business oblivious and scarcely conscious of these daily talks as they don’t take place in the boardrooms, but at drinking holes, car washes, funerals, weddings, between and among friends and many gatherings and even dingy places such as RSA on the outskirts of the capital Polokwane where uninspired government officials are known to converge daily over a bottle or two to relieve the frustration and tedium of working for a collapsing bureaucracy. These kinds of sittings provide an important and almost accurate yardstick to measure any leader’s performance, grasp on power, influence and aura of legitimacy since you wouldn’t have become a leader without these grassroots masses. Comrade Mathabatha let me put it to you, in case you haven’t heard: These people are saying you are the worst leader both in government and ANC. They say you are indecisive. They say you lack vision. As far as the author of this open letter is concerned you have shown the hallmarks of somebody who is quite incapable of acting in the interest of greater good and majority. In fact the province’s recent history is riddled with many examples of your failure to lead and inspire confidence. People are suggesting - wrongfully or not that you seem to lack concentration where it matters most. Let me remind you in case that you emerged out of the ANC last provincial conference as a compromise chairperson simply because the President had just made you Premier. You emerged out of sympathy and consideration to avoid two centres of power. Yours was not a hard fought victory, not through the will of the branches but out of default. We all know you didn’t have the necessary numbers to win this conference because you had just returned from Ukraine after a marked absenteeism from domestic politics. You wasted no time in showing your true colours by entrancing factionalism hence you now preside over a highly polarised PEC. This because you flipped the bird in the face of key fellow PEC members as soon as your chairpersonship was confirmed by the conference, notwithstanding the fact that you wouldn’t have gotten no more than ten percent of the votes had it not been for the numbers brought in by the very fellow leaders you are now isolating. To demonstrate that you don’t have political content and charisma inherent in all other leaders of the ANC, you can’t even fill a small hall, let alone a small sports complex when you address ANC gatherings.Those small crowds that have been so brazen as to attend such events have done so not because you ever say anything of lasting significance, but because they would have been bused in with the promise of a meal, a T-shirt and free entertainment. This poor people remain attentive and captivated for as long as there is an artist on stage. As soon as you take to the podium the exact opposite is the case because you comrade Stan bore these poor people to death with your uninspirational and poorly researched speeches. Little wonder why they call you a “Yellow bone”. It is high time that the people of this province became stoic when dealing with comrades who are in office to reverse their heart-gained gains. In other words as we enter this debate we should have freed ourselves from being moved by temporary joy and submit without complaint and fear to the unavoidable necessity that Limpopo is like a troubled plain facing dangerous turbulence and about to vanish in to the Bermuda triangle and in desperate need of a smart pilot who will be able to firmly grasp the controls and steer this flight on to a safe and opposite direction. Comrade Stan those comrades who gather daily in crowds of twos, threes and tens at RSA, in beach front at Seshego Zone 4, at The Hoek over half skop, at Waterland, at Industrial Chesa Nyama, at Jazz Joint, at Cubbana over a 15-year old bottle or a 740 ml

Since ascending to this plush office you and your friends have suddenly developed a fetish for parties where goat and expensive whisky are the order of the day. These endless celebrations and conspicuous consumption were made fashionable by the expelled youth leaders. They quickly became unpopular and disliked for flashing cash while neighbours went to bed on empty stomachs. Their wings were clipped and you were brought in to clean up their “mess”. It begs a million questions: Are you cleaning up or are you trying to outshine them? How is your frequent goat and whisky “rituals” different from the “all white” private parties which became synonymous with the young politician from Zone 1 in Seshego? Are you sure you didn’t envy his lifestyle while you were an ordinary civil servant? Are you sure he is not your role model? Surely someone in your neighbourhood can’t even afford a taxi fare to get to a local clinic to access ARVs or flue treatment while you are living it up with friends. How a grown up man like you celebrates- all year round- these prestigious positions while citizens of this province are at dire straits is beyond human comprehension. You developed selective amnesia when your own administration failed to use R559 million budget meant for human settlement in the province. The fact that you didn’t see anything wrong with this discord points to the paucity in your leadership skills. I remain perplexed that you are still in office. You have failed to address the problems in Mogalakwena and Malamulele. Premier don’t you think that it is time for you have a reality check? Mogalakwena has been ungovernable for months because you failed to command leadership both administratively and politically. The people of Mogalakwena deserve better service delivery while your grandstanding because you are hellbent on protecting your allies. Because of this embarrassment the ANC deployed Coghsta Minister Pravin Gordhan to clean up your mess. As if this was not enough you continued to embarrass the ruling party by promising the people of Malamulele their own municipality. Your empty promises backfired badly and the community of Malumelele went on a rampage unleashing never-ending riots in their wake. Our kid’s education was disrupted in the aftermath of a total shut down as members of the community expressed their disgust over your blunders. Once again Minister Gordhan and the late Public Administration Minister Collins Chabane had to intervene in order to save the day. The economy of the province has taken sunk to its lowest levels in the post-apartheid SA. There is a serious capital flight out of the province. Local business people are retrenching staff, closing offices and fleeing the province as major tenders meant to stimulate local economy are being almost exclusive warded to business people from a certain coastal province. While there is nothing wrong with any South African doing business throughout the country you need to be naive to accept that it’s OK for virtually every big tenders to be won by a cabal from one province. It’s disheartening to hear how business people lament about not being able to do business in their own province because of poor leadership. Despite being alarmed about the dynamics you decided to bury your head in the proverbial sand as you are still intoxicated by the premiership and the life of a celebrity that comes with blue light status. Under your leadership over 1 000 pupils in Limpopo were a subject of food poisoning. Instead of owning up to these calamities you opted to spin doctoring. While I’m an award winning senior journalist who worked and continue to do work in the mainstream print media, I am today writing in my private and personal capacity as Mpho Dube - the activist who found my voice when I was warned to be silent or have my own head cut away from me like an elegant weed. Comrade Premier, you purport to be a communist. Let me leave you with words of Che Guevara - a true Marxist revolutionary - who said anyone who trembles indignation at every injustice is a comrade of his. When you take to bed tonight only you and your gods will know that you fall very short of being a true comrade, let alone a communist, not even a “yellow” one. Letter shortened - Editor.

Bloodshed and violence in Mokopane

olice in Mokopane have described recent reports of violence in the small town as an illusion created by residents. The very same residents claim to be fearing for their lives and are pleading for help as they await gangs rumoured to be carrying AK47s and intent on continuing an alleged killing spree. An email received from a woman who wished to remain anonymous for fear that she and her father may be the next victims, reads: “The situation is completely out of hand because of these gangs shooting, killing Mokopane Taxi Association (MTA) taxi owners and their families. Now their latest violent movement is to burn all the houses belonging to MTA taxi owners.” In a telephonic interview the source alleged that three houses in Mahwelereng have already been burned down while others were destroyed by a rain of bullets. According to her violence continuously erupts between MTA, the concerned group and the Mogalakwena Residents Association (MRA). “Innocent

people are losing their lives and it seems like the Police are not doing anything. Taxi owners have previously opened cases against the concerned group and MRA but they are still roaming the streets,” she said. Mokopane Police Spokesperson Irene Masingi confirmed that three people were arrested over the weekend after political activist Charles Mogide was shot in cold blood in Nelson Mandela Drive on Saturday. “They will appear in the Mokopane Magistrate’s Court today (Thursday). An argument between the concerned group and community members led to the killing,” she said. Four firearms were confiscated. Masingi could only recall one incident where a house was partially burned. This followed the killing of a taxi owner in the residential area of Mokopane two weeks ago. “Gideon Fatane had just stopped at his house and as he was about to enter his home he was gunned down,” Masingi said, adding that the situation is not as bad as described by residents and that they are creating an illusion about the whole situation. This while only a few months ago

MRA Chairperson, Piet Pale was also shot and killed as a result of political squabbles. The killings related to taxi feuds and politics in Mokopane are continuing unabated. MRA Spokesperson Thintha Mokhonoana is quoted to have said that MRA members were among the taxi association members preparing for the funeral of Fatane when they were confronted by a group and violence erupted which led to the shooting of Mogide. Democratic Alliance (DA) Constituency Head of Mogalakwena, Beyers Smit said the DA has urged Provincial Police Commissioner Fannie Masemola to launch a task team to probe murders in Mogalakwena Municipality which are political motivated. Masemola has until tomorrow (Friday) to respond to the letter. “Tension in Mogalakwena is now running high as protesting taxi operators have since the assassination of Fatane brought all taxi services to a standstill. The Police must act to rid Mogalakwena of political thuggery, rather than protect factions and allow political assassinations,” Smit said.

Among key issues dominating the discussions were the appalling and horrendous squalor conditions under which the people of Greenside outside Polokwane found to be languishing in, stated District Secretary Chuene Malebana in a media release. This follows visits to vulnerable families in the area in the build-up to a memorial service for Moses Kotane and JB Marks last Friday. During the visits, he indicated, the community and heads of families highlighted the urgent need for Polokwane Municipality to provide basic services such as housing, water, electricity, sanitation, clinics, storm water drainage, the provision of a clinic, community hall and a high school as well as municipal and Police satellite offices. Malebana referred to the people of Greenside requesting an imbizo with the

provincial government to make their demands and challenges heard. “The DEC resolved to make a clarion call to the Polokwane Municipality to prioritise addressing the socio-economic and infrastructural challenges confronted by the particular community in honour of the struggle stalwarts and the heroes of the liberation struggle whose mortal remains where repatriated from Moscow in Russia to be buried in South Africa.” The DEC committed itself to ensuring that all its structures embark on activities that will celebrate the 60 years anniversary of the freedom charter whilst at the same time making an assessment in its implementation by our government. The DEC also voiced its displeasure about the conduct of the Economic Freedom Fighters (EFF) who chose “to take a populist path in our democratic institution by plunging confusion amongst our people. Any form of anarchy and disregard of the democratic laws should be condemned. Thanks to President Zuma for having forthrightly and firmly responding to these enemies of the revolution and demagogic leaders who are masquerading as true revolutionaries. The President response was consistent with the traditions of our movement of always proceeding from the premise of factual facts and truth”.

Miss Dikgale Beauty Pageant LEANDRI VAN SCHALKWYK >>leandri.observer@gmail.com Residents of Dikgale can look forward to loads of glamour and excitement on Saturday evening when the Miss Dikgale Beauty Pageant 2015 will be presented at the Marobala hall from 19:00. The project is the initiative of the Dikgale Development Youth Group (DDYG) programme, a group of young learners from the area whose aim it is to help their community. They decided on a beauty pageant for girls in order to boost their confidence. “Beauty pageants build confidence in young women and create role models who can mentor their own peers,” Linah Rapotu, one of the organisers of the Miss Dikgale Beauty Pageant 2015, explained Ten finalists will contest for the title of Miss Dikgale who will become an ambassador for the community and represent it in platforms and network with stakeholders for the advancement of youth interest. Linah also said they aim to prepare the youth of Dikgale for social integration. Contestants will also be given professional

modelling and etiquette training which will prepare them for bigger stages like Miss Limpopo and Miss South Africa. The pageant is identified as one of DDYG 2015 fundraising projects which will assist the organisation to generate more funds to ensure financial stability. Entry is R10 and funds will go towards the campaign’s career guidance to learners, assisting with payment of application fees for Grade 12 learners from poor family backgrounds that want to study at institutions of higher learning in South Africa, and to provide financial assistance to school learners who cannot afford to buy school uniform. CRIME shorts Fifteen arrested in Westenburg over weekend

At least 15 people from the Westenburg Policing area spent Easter weekend behind bars after being arrested for various crimes. Police Spokesperson Mohlaka Mashiane informed that six persons were arrested for driving under the influence of alcohol; five for drinking in public and four for possession of drugs. “Police took a zero tolerance attitude towards criminals and were out in full force to bring offenders to book,” Mashiane said, adding that Police maintained a high visibility and conducted stop and search operations throughout the weekend. The 15 suspects were due to appear in the Polokwane Magistrate’s Court on Tuesday.

Thirteen in court for robbing students

Thirteen people who were arrested in Mankweng during a recent special operation by the Police will appear in the Mankweng Magistrate’s Court tomorrow (Friday) facing charges of armed robbery, theft and the possession of suspected stolen property. Provincial Police Spokesperson Ronel Otto said the special operation was conducted after an increase in armed robberies and cases of theft reported by students of the University of Limpopo. “Students were targeted on their way home after leaving campus when they were allegedly overpowered by the suspects who robbed them of especially laptops and cell phones,” Otto said. At first Police managed to arrest eight suspects and several stolen items were recovered. During the weekend Police managed to apprehend another five suspects and more stolen goods including an unlicensed firearm and ammunition and electrical appliances were confiscated. “Some of the suspects also face charges of rape and attempted rape. All suspects are still in custody,” Otto said, adding that, also in Mankweng, an intelligence driven operation led to the arrest of three suspected armed robbers. “They were stopped in their tracks before they could launch their attack on a delivery truck transporting cigarettes in the Lulekani area. An unlicensed firearm and ammunition were confiscated. One of the suspects can allegedly be linked to similar armed robberies on the same cigarette company in Gauteng, KwaZulu-Natal, Limpopo and North West,” Otto said. They are expected to appear in court soon.

Univen’s alleged serial killer in court next month

Godfrey Ntsieni, who is suspected of murder, attempted murder, robbery, rape, kidnapping and assault is expected to appear in the Thohoyandou Magistrate’s Court today (Thursday). Ntsieni, a student at the University of Venda at the time of his arrest late in July, has been in custody since. His apprehension followed the discovery of several bodies including that of two minor girls.

H

er tall, slender features create the impression that Carlie Britz would be more at home on an international catwalk than in a war zone attending to scores of under-age, malnourished mothers dependent on her for mere survival during child birth that often results in inevitable miscarriage. A nurse at a private hospital in Klerksdorp, Britz briefly touched down in Polokwane last week for an evening screening of an award-winning documentary on the work of Médicins Sans Frontières (MSF), the Frenchfounded non-governmental organisation (NGO) that sent her off to South Sudan for six months last year. In an interview with Polokwane Observer she related her experiences as a maternity supervisor in the sexual and reproductive health section of a tent hospital in Doro refugee camp in Upper Nile State of South Sudan. She was joined on her stop-over in Polokwane by Angela Makamure who is Press Officer for MSF in South Africa. Their stay coincided with a Limpopo fundraising effort by MSF. Britz explained that initially she had to fight off disappointment at not making it onto the shortlist of medical professionals counting among a South African contingent to go and assist in Haiti in December 2013. However, her opportunity to embark on humanitarian aid work elsewhere in the world arrived in the beginning of 2014 when she opted to go to the upper eastern part of South Sudan. From May to November last year the refugee camp became her home. Situated among the fighting Dinka and Nuer tribes, it was also home to an estimated 150 000 refugees relocating there from Blue Nile State. The situation was volatile and security

protocols were very strict. She recalled that throughout her stay, gun shots in Blue Nile State about 50 km away could be heard when the wind changed direction. Britz shared several recollections, including an incident during which they had to run for cover in a safe house in the MSF compound in the beginning of August last year. She mentioned shots being fired and hand grenades dropped as people from a nearby market ran for their lives. Six confirmed deaths included NGO workers from the Nuer tribe while civilians were killed by stray bullets, she added. Save for high-frequency radios they were left without communication with the outside world. When the team got evacuated Britz did not mind staying on with nine other fieldworkers to deliver crucial medical services, working 24 hour-shifts for six weeks after. When eventually re-joined by five of their fellow-team members, they had to be prepared to leave at short notice once a plane would arrive from the capital about eight hours away as it only had carrying capacity for ten passengers. Not all was doom and gloom though. She remembered a day when a 16-year-old girl, Siama pulled through after giving birth to a baby while suffering multiple organ failure due to severe malaria. Those were happy moments of the rare kind amid war, poverty, disease and despair. Finding it generally easy to pack up and go for short spells, she had her hopes on Afghanistan, Pakistan or India next when she expected to board the next plane in September, but would not mind a mission in a francophone African country either, she mentioned. Britz expressed the conviction that it was her responsibility to help relieve the plight of others and restore their hope in humanity. Adrenaline and a love for travel, she conceded, were surely part of that mix required to survive the experience.

R1, 697 bil for Agriculture OBSERVER 19 polokwane

he MEC for Agriculture, Joy Matshoge tabled at total budget of R1,697 billion for the fiscal year, during her 2015/16 budget speech in the Legislature last Thursday. The bulk of the budget is Equitable Shares at R1,370 billion as compared to R327 million of conditional grants for the same period. For the 2015/16 financial year Matshoge has set aside about R113 million for food production support programmes towards Fetsa Tlala Integrated Food Security Programme which is part of the National Food and Nutrition Security Programme. This allocation is intended to support farmers with production inputs and ploughing costs. The amount of R350 million has been set aside for the purpose of land restitution in 2015/16. “It is worth noting though that these funds referred to above, are not part of the provincial budget appropriation,” Matshoge said. In the 2015/16 financial year, the department has allocated R5 million for the rehabilitation and expansion of the Turfloop Fish Hatchery to improve its capacity to produce more fingerlings for our farmers. The fish will be distributed to potential emerging and small-scale fish farmers throughout the province in order to increase production. A further R5 million has been budgeted to assist fish farmers to comply with Food Safety and Health Regulations, and for the construction of fish processing facility at the Tompi Seleka College of Agriculture. Disaster Management The Waterberg District was declared a flood disaster area in 2014. Farmers suffered crop and livestock losses, damage to farm roads, irrigation dams and other infrastructure. A total of R22 million has been allocated in the 2015/16 financial year to assist the affected farmers in Waterberg. Included in the allocation is the final phase of flood relief scheme for farmers in the Mopani district for repair of damaged infrastructure. It is still expected that these adverse conditions will prevail and the department therefore plan to intensify

disaster risk reduction through proactive programmes including early warning systems. National Resource Management In the 2014/15 financial year, the Land Care Programme was allocated R10 178 million to address natural resource degradation challenges. The department was able to fence off an area of 134 km² to improve the grazing conditions of the lands. Thirty-two kilometres of fire belts to stop veld fires were prepared while 38 gabion structures were constructed for soil conservation. Through a raft of conservation measures, approximately 3 000 hectares were cleared of alien and invasive plants while 15 236 hectares were rehabilitated for farming purposes. Through the Expanded Public Works Programme (EPWP) Incentive Grant allocation of R15 million, the department managed to create 3 318 work opportunities including the implementation of other infrastructural work such as fencing construction at the yellow line for control of Food and Mouth Disease and improving grazing conditions. JOB CREATION As outlined in the National Development Programme, the agricultural sector is expected to create 1 million permanent jobs by 2030. In line with that prognosis, EPWP initiatives have been allocated R5 million to promote the creation of temporary work opportunities and training which will culminate either into a formal employment or self-employment. “Our intervention in the production and business side of agricultural enterprises that we are supporting are also expected to contribute towards job creation and retention in some instances. We aim to create an estimated 5 000 work opportunities within the budget allocation for different programmes and projects in 2015/16,” Matshoge explained. Programme 1 - Administration: The purpose of the programme is to manage and formulate policy directives and priorities and to ensure there is appropriate support service to all other programmes with regard to finance, personnel, information, communication and procurement. Programme 2 - Sustainable Resource Management: The purpose of the programme is to provide agricultural support services to farmers in order to ensure that there is sustainable management of agricultural resources. The program provides agricultural engineering services, natural resource management, land use management services, disaster risk management and spatial information services. The budget for this programme decreased from R96 million in 2014/15 to R93 million in 2015/16 due to a decrease in both EPWP incentive and Land Care Conditional Grants. Programme 3 - Farmer Support and Development: The purpose of the programme is to provide farmer settlement and post settlement support to land and agrarian reform projects. In order to ensure project sustainability and competitiveness of farmers, the technical agricultural production advisory and extension services are provided through a commodity based approach. The budget for this programme has increased from R984 million in 2014/15 to R1, 049 billion in 2015/16. The increase is as a result of increased conditional grants, to the Comprehensive Agricultural Support Programme and Letsema, to enable the Department to carry out infrastructural farmer support programmes and to assist farmers with production inputs, training and capacity building of farmers, including upgrading of colleges infrastructure. Programme 4 - Veterinary Services: The purpose of this programme is to render Veterinary Services throughout the Province by awareness, compliance and law enforcement in accordance with applicable legislation. This includes animal disease control, veterinary public health (promotion of meat safety), certification of animals and animal products for export as well as providing a laboratory diagnostic service which detects disease-causing agents in submitted samples. Programme 5 - Research and Technology Development Services: The purpose of this programme is to render agricultural research services and development of information systems with regard to agricultural and natural resource utilisation technologies. This programme caters for the Madzivhandila and Tompi Seleka colleges and the budget has increased from R96 million in 2014/15 to R97 million in 2015/16. Programme 8 - Rural Development Coordination: The purpose of the programme is to facilitate and coordinate planning and implementation of integrated rural development programs in line with the Limpopo Rural Development Strategy. The program will work with all key stakeholders in order to ensure that government and its social partners deliver sustainable and efficient rural development services to rural communities. While there’s no way to tell which jobs have permanent staying power, there currently are many career fields showing stability and durability through the promise of future growth,” says Natalie Rabson, Marketing Manager at Boston City Campus & Business College. Then there are careers related to newage marketing; careers such as Social and Digital Media Manager, Digital Media Consultant and Social Media Professional. “Over the last few years, and especially this year, careers in social media have exploded as companies realise the value of reaching their customers on the medium where they spend most of their time. According to social

marketing platform Offerpop, there’s been an incredible 1,4% increase in social media positions posted on LinkedIn from 2010 to 2013. The fact is, in social media we have future-proof careers. The sooner our younger generation realises it, the better,” says Rabson. Another fast-growing career field with many lucrative opportunities is that of Human Resources (HR). Career analysts expect the number of human resources jobs to increase in the future and, what’s more, the median annual income for careers in human resources is above the national average in most western countries. “A career in HR brings with it multiple opportunities for variety and career progression. Today HR professionals are known as business partners who get the best from people in order for organisations to succeed. Long gone is its label of a backroom function that only reacts when prompted,” says Rabson. These are but a few of the many career paths growing in demand and showing future promise in developing even further, which begs the question: have tertiary institutions truly stepped up to the new world? “At Boston we have to keep on reminding ourselves just how important it is to stay ahead of what’s happening. Hierdie orkes is nie onbekend in Polokwane nie en het vantevore met groot sukses hier opgetree. Simfonia Juventi is in 1981 onder leiding van Alan Solomon as die TOD-orkes gestig. In 1994 is die orkes tot die Simfonia Juventi Jeugorkes herdoop. Die doel van hierdie orkes is om geleenthede te skep vir belowende jong musikante om ervaring in ‘n orkesopset op te doen en ook om musiektalent te identifiseer en te ontwikkel. Die orkes het oor die jare aan kultuurfeeste in teaters soos die Staatsteater en die Old Mutual-saal van Unisa in Pretoria deelgeneem en volledige konsertuitvoerings op sowel die platteland as in groot stede gelewer.

Simfonia Juventi word saamgestel uit skoolgaande leerders uit verskeie stede in Suid-Afrika. Vanjaar bestaan die orkes, onder leiding van Fanie Jooste, uit 98 lede. “It should also include establishing practical partnerships and collaboration between national and multination firms with Small Medium Micro Enterprises (SMME), developing a youth cadre of knowledge workers and knowledge technologists to participate in the key sectors of the provincial economy, mining, agriculture, tourism, environment, manufacturing, health and education, establishing funding mechanisms for innovative business ventures and most importantly developing ICT as an economic sector and improve service delivery,” he added. Mlu Mathonsi, Congress of the People acting Group (Cope) is seriously Head of Sapo. concerned about the alleged financial meltdown at the South African Post Office (Sapo), with most major suppliers threatening with legal action. Dennis Bloem, Cope’s National Spokesperson, said in a media release that most suppliers to Sapo have presumably not been paid since August 2014. “Some of the major suppliers are now threatening action. Two companies that operate sorting machines are unwilling to continue operations. Smaller suppliers who had stopped supplying Sapo some time ago, are impatiently waiting for payment. It is shocking that eight months down the line government has not yet resolved the situation. It is even more shocking that government has not been transparent about the financial problems at Sapo,” he said. “Cope calls on government to ensure that suppliers are paid. The failure at Sapo should not pull other businesses down. Cope also calls on government to ensure that the public is made aware of the full extent of the financial problems at Sapo, urges Bloem. Mlu Mathonsi, acting Group Head of Sapo, reacted by saying: “While we are currently facing a difficult financial situation, we are making steady progress towards an improved position. I can confirm that the SA Post Office is engaging individual suppliers according to a payment plan that is tied to our cash-flow situation.”

he biker community of Polokwane on Saturday again proved that they have the welfare of the city’s children at heart when they handed out Easter eggs at Ivydale Shelter and Soetdorings Country Club.

Julian Prinsloo cannot wait to dig into all those Easter eggs. A big machine and an even bigger cause. Marzette and Sakkie Oosthuyzen took part in the Easter Egg Run on Saturday.

The 56 bikers and passengers, in traditional biking attire, convened at Savannah Mall, from where the run to the venues invited admiring glances from passers-by. Convenor of the event, Richard van Balkom of Bikers That Care, expressed his gratitude to all who contributed to make the Easter Egg Run a success and in particular Pick n Pay Savannah who donated the eggs.

Matshoge, in response to a warm welcome, said her department brought the food because it is their responsibility to feed and encourage the nation and to extend a helping hand. “This visit made me very emotional and urges me to do more for people like the residents of the centre. I am challenged to do more this year and I am determined to help the centre where I can,” Matshoge stated. Dingie Machado, Manager of Reakgona Adult Centre said that they often received visitors but when she heard that the MEC for Agriculture was paying them a visit, she was surprised and a bit overwhelmed. “We are very grateful for the donation and thank them for their time and for paying us a visit,” Machado said.

Betty Emslie, assistent-superintendent by die verkeersdepartement, het inwoners ingelig dat ‘n pad slegs by ‘n voetoorgang oorgesteek mag word of wanneer ‘n verkeersbeampte in uniform instruksies gee dat voetgangers die pad mag oorsteek. Sy het ook verduidelik wat die verskillende kleure van ‘n verkeerslig beteken. “Voordat jy ‘n pad oorsteek moet jy altyd regs, links en weer regs kyk en doodseker maak daar kom nie motors aan nie, voordat jy oor die pad mag beweeg,” het Emslie gesê. Emslie het ook inwoners daarvan bewus gemaak dat veiligheidsgordels ten alle tye gedra moet word en dat

This information was among the helpful tips shared with the residents of Centenary House learnt last Thursday when Theo Vermaak, an instructor from Fire Training Polokwane gave a talk about the use of different fire extinguishers. He informed the residents that fire extinguishers can help save lives and property if they are used correctly. He cautioned that paper, carton and dry grass were among the items found near and in houses and that can help a fire spread. Candles are also dangerous and can easily cause fires if not handled properly. He said the best way of dealing with a fire that has started in a building is to leave the building and not reenter until it has been declared safe. Danie Grobler, from the Polokwane Municipality’s Disaster and Fire Management Services warned: “In two minutes you must be out of a burning building and be careful because accidents can happen anywhere. During a fire windows and doors must be closed to prevent the fire from spreading.” Johhny Graham, Public Education and Awareness Officer of the Association for Persons with Disability (APD) Limpopo said it was interesting to see the residents participating in the talk and asking questions. “We are very grateful for the Fire Training Polokwane and Polokwane Municipality, Disaster Management and Fire Services for their time and the information,” Graham said.

We believe through knowledge sharing and providing information about the sea and on land, together we can attract young people to join seafaring professions in the future” Nzimande said. Learners in Makhado and Ndzelele were targeted because they have limited resources. “Across the country, the maritime career expos provide opportunities for pupils to actively learn about careers and people prepare for successful futures. “In 2013 alone, the organisation reached over 2 000 young people, with over 1 000 pupils in attendance from different rural schools at each event,” Nzimande said.

More than 400 learners from schools in the Makhado and Nzhelele areas on Saturday visited a Maritime industry career expo organised by the Youth Chamber of Shipping in Africa (YCSA) and the Transport Education Training Authority (Teta) held in Makhado EMPC hall. Outlining some of the key careers in the industry, YCSA Director Bukeka Nzimande, in an interview with Polokwane Observer on Monday, said the maritime field offers a wide choice of career opportunities, many of which are international by nature. “Learners can opt to be a Bukeka Nzimande, Director of Marine and Ship Engineer who Youth Chamber of Shipping in Africa. maintenance of the engine of a ship and responsible for all engineering related needs of a ship. Maritime and fisheries lawyers are the people concerned with the branch of law that governs international maritime zones and maritime resources. Marine Pilots guide ships when entering the harbour port as the master of the ship may not be well versed with the geography of the port. Nzimande also mentioned that the expo was prompted by young people in South Africa seemingly not being interested in pursuing careers in the maritime industry because they don’t know enough about it.

itchell House’s top Intermediate Phase Science learners participated in the prestigious National Science Olympiad. Seeing that the questions were not necessarily curriculum based, the learners were required to do a lot of extra studying and research.

Mitchell House science boffin Ismail Gani, now in Grade 6, achieved 100% in the National Science Olympiad in 2014 and won his category. Natalia Letsoalo, now in Grade 7, achieved 80% and finished second in her grade. With them is Andrew Cook, Principal.

Mitchell House was among the top schools when the results were announced and educators Kerry Spratt and Heather Swallow can be rightfully proud of this accomplishment. Mitchell House was placed first in the Grade 7 category where 1 556 entries were received and only 17 learners countrywide received distinctions. Rohit Menon, Rameez Omar and Lebo Rachidi, now all in Grade 8, tied for second place with a score of 83%. Mitchell House was also placed first for Grade 6 with Natalia Letsoalo, now in Grade 7, finishing in second place from 1 339 entries with 80%. She was one of only 13 learners countrywide to achieve a distinction. It was however Ismail Gani, now a Grade 6 learner, that showed them how it is done when he finished first from 1 289 learners who achieved 39 distinctions. He scored 100% to come out tops in his grade while the school finised third.

ing villages in Molemole, north of Polokwane, had all their questions on service delivery answered when Capricorn District Municipality (CDM) presented a Council Outreach last Wednesday. According to Moffat Senyatsi, Media Liaison Officer for CDM, the outreach attracted droves of residents who queued up to question the municipality about municipal service delivery performance in their area. Most concerns were about the delivery of water, ageing infrastructure, electricity, sanitation, roads and local economic development to which the Executive Mayor, mayoral and executive committee members, councillors and managers had to respond. “We are worried that we see water projects being implemented and commissioned for use, but they mostly run dry and lay disused,” a concerned resident, Johanna Ramashia of Mohodi Ga-Madikana, is quoted to have said, suggesting that the municipality should have a maintenance plan to refurbish

In a prelude to his response and detailed report on the status quo of projects, Executive Mayor Gilbert Kganyago stated that contractors should never be paid until a project is fully functional according to the project specifications and scope. “Before a certificate of payment is signed, we must ensure that the work is satisfactory and meets the desired standard,” he said. Kganyago urged residents to be actively involved in the planning and implementation of projects in order to hold contractors accountable. “That would strengthen the partnership you have with us and that is why we are here,” he said. In his service delivery report, Kganyago told residents that the launch of the municipal planning tribunal, a decision-making structure on land management applications for local municipalities, was established to strengthen the municipality’s planning capacity on land use management matters. “This tribunal is a giant step towards our socio-economic development that will unlock a potential for land resources, industrial development and investment and entrench a paradigm shift in human settlements,” he said. Kganyago also took the opportunity to enlighten communities about the proposed disestablishment of Aganang Municipality. “This will change the spatial composition of the district as some wards will then fall under Polokwane, Blouberg and Molemole,” he said. In conclusion, Kganyago urged communities to report occurrences of water supply interruptions to the municipality for timely interventions. Kganyago promised that after the public participation session, the municipality will work closely with provincial government and other provincial state entities to address the concerns that were raised; while issues that belong to local government will be considered when the Integrated Development Plan (IDP) is revised.

This organisation provides a platform for the inspiration and empowerment of women in business. It is chaired by the influential and successful Princess Tsakani Nkambule. A company is a standalone legal entity and the director is actually an employee of the company. Personal expenses must not be reflected in the company accounting records. 2. Under-investing in a good accounting and administration system. Good financial administration is the core of a successful business. It provides the directors with the information needed to make informed decisions. 3. Over-investing in problem areas, throwing good money after bad.

he Management of Polokwane United Football Club is content with the team’s performance during the Metropolitan u.19 Premier Cup tournament played at Erica Park in Cape Town over the weekend. The club, the only one from the province, joined 31 teams from Western Cape, Gauteng, KwaZulu -Natal, Free State as well as Swansea United from England and Zesco United from Zambia in the tournament. United FC got to play two matches, one against Amazulu Football Club which they drew 0-0 and the other against Ajax Cape Town that they lost 1-3 on penalties after they were held to a 1-1 draw in full time. “We would have liked to go as far as the finals but our journey ended there. We are proud of the team’s performance, they did well and it was good experience and a learning curve for our players. “We need these experiences in order to do well in our league,” Team Man-

This is their first go at the provincial finals of the tournament and they hope to make their presence felt on the day and advance to the next level of the competition. Team Manager Samuel Mabitsela expressed their excitement at reaching this level. “It is great that, after years of participating, we finally move a step closer to the nationals,” he said. In 2014 Megoring was eliminated in the regional finals by Rev MP Malatjie Primary School, who went on to win the provincial finals. “It is particularly satisfying that we beat them 1-0 this time to get this far. It was definitely revenge time and although we were a bit nervous about history repeating itself, it didn’t,” Mabitsela added. He explained that they have been preparing for finals during

ocal fitness fanatics and bodybuilders Donovan Suddes and Chardonnay Nel made Polokwane proud during the International Federation of Bodybuilding and Fitness (IFBB) Millennium Gold Plate Fitness and Bodybuilding Show recently hosted in Kempton Park when both of them returned with gold medals.

Suddes took gold in his line-up as men’s athletic physique over 1,78 m and finished in an overall second place. Nel gave it her all as first time participant and took gold in the overall as well as the ladies’ beach bikini category up to 1,63 m. Both will be competing for their national colours later in the year and will also be seen at the Popular Arnold Classic bodybuilding competition to be held in South Africa in May next year.

Dié fees is vanjaar vir die sesde keer suksesvol deur die Westenburg Rugbyklub aangebied. Die klub fokus op die ontwikkeling van sport, veral onder die jeug, in ‘n poging om jongmense aktief by sport betrokke te kry en terselfdertyd van misdaad weg te hou. Volgens een van die organiseerders, David Adonis is die sportfees die Wes­ tenburg Youth Rugby Club se inisiatief om ‘n positiewe bydrae tot die gemeenskap te maak. “Vanjaar was geen uitsondering nie. Ten spyte van ‘n harde reënbui wat Saterdagmiddag ‘n demper op die verrigtinge geplaas het, was die fees ‘n reuse sukses,” het Adonis gesê. Die fees het Vrydag met ‘n geselligheid begin en tientalle atlete het vroeg Saterdagoggend by die sportklub se hek vir die 5 km-pretdraf aangemeld. Dié wat nie wou hardloop nie kon die roete rustig stap. Besoekers kon vir die res van die dag na wedstryde tussen verskeie plaaslike sokkerspanne kyk,

terwyl die vrouens op die netbalbaan kragte gemeet het. Intussen het verskeie spanne vroeg die vure aangesteek om aan die potjiekoskompetisie deel te neem, terwyl ander mekaar om die snoeker- en domino-tafels aangevat het. “Die sonnige weer het Sondag baie besoekers gelok en ons kon alle aktiwiteite afhandel. Volgende jaar maak ons weer so en mense wat betrokke wil raak, kan ons nou reeds skakel,” het Adonis verduidelik. nnually more than 40 000 golf players across the country participate in the Sanlam Cancer Challenge in which more than 800 club competitions are played in support of the Cancer Association of South Africa (Cansa). Polokwane Golf Club will host its club competition for men and women on 16 May and so far 120 men and 20 women have entered. Sanlam and Cansa have since 1993 partnered to establish and drive the initiative in order to raise funds and awareness for the fight against cancer and support Cansa’s prevention programmes and patient care support throughout the year. This year’s challenge recently teed off in March with club competitions that will be played until July. That will be followed by provincial competitions to determine the 100 golfers who will qualify to contest in the national finals at the Gary Player Country Club and Lost City Golf Club at Sun City on 19 and 20 October. Last year over 35 000 golfers took part in the Sanlam Cancer Challenge and a record amount of R3,3 million was raised for Cansa. This year the focus is on early detection as a tool in the fight against cancer. Local golfer, Desi Earle last year claimed both the women’s overall and A-division titles which was an emotional moment for her. “My mother died of cancer over 20 years ago, so it felt like a tribute to her,” Earle is quoted to have said about her victory. She will commence her journey

towards another possible title with the club competition in May. Cansa offers a unique, integrated service to the public and all people affected by cancer. As a leading role player in cancer research the organisation spends more than R6 million annually on these purposes. The scientific findings and knowledge gained from the research is used to realign Cansa’s health programmes as well as strengthen its watchdog role to the greater benefit of the public. impopo born Jazz, Afro Pop songstress Judith Sephuma has urged aspiring Jazz and Afro Pop singers in the province to aim higher and make it big in the music industry. Sephuma who has been making great strides on the music scene over more than a decade, spoke to Polokwane Observer on Saturday evening after her performance at the Live it and Jazz it event in Polokwane. “I want to see more artists from the province doing well in the jazz and afro genres and becoming better than me. My journey is my own. I believe there will be no other Judith, my job is to inspire other artists so that they can do better,” Sephuma said. She stressed that artists should not give up on their dreams despite the inadequate support in the entertainment industry. “I remember when I was in the province for the Clash of Choirs Competition in 2012. There was an amazing group of talented singers and they were eager to learn and do well in the industry. We do not get lot of support and I want to urge

them to make use of every given platform and also to believe in themselves and not let anyone hold them back,” Sephuma said, adding that she is looking forward to promote her new album, One Word, released in March this year. “It is a 12-song New Afro Funk album. The songs are based on life, love and growth. It has songs sung in Sepedi, Zulu, Lingala, Portuguese and English,” Sephuma said. Sephuma grew up in Polokwane and moved to Cape Town in 1994 to study Jazz Vocals after matriculating at Khaiso High School in Seshego’s Zone 3. In 1997, she graduated from University of Cape Town with a Performer’s Diploma in Jazz Performance. She then gained her Honours Degree in Jazz Performance, majoring in Jazz Singing, under the supervision of Mike Campbell. In 1999, while studying Jazz Singing, she was also classically trained by Virginia Davids for five years. She has won several South African Music Awards, Kora All Africa Music Awards and Metro FM Music Awards. In 1999 Sephuma was invited by Jimmy Dludlu to perform at former President of South Africa Thabo Mbeki’s presidential inauguration in Pretoria. In that year she also had the honour of meeting former president Nelson Mandela and sang a special song to him and his wife Graca Machel, at the Cape Sun hotel.
