victors share stories YOLANDE NEL >>observer.yolande@gmail.com he four women from varying cultures and backgrounds have more in common than just their unfaltering faith, a sense of humour, a love of life and dreams for the future. They are all rape victims-turned-victors, and are faces to South Africa’s startling rape statistics. They are also real women who each had to live through her own ordeal. Years of battling with their respective experiences, they have overcome and are now ready to help others in the same boat through a newly structured support group with its first scheduled meeting month end. The fact that they are living and working in the community they are targeting, somehow adds more impetus to their drive. Rape is one of the worst acts against humanity and easily regarded to be happening to the most unfortunate when

finding themselves in the wrong place at the wrong time. The stories shared by the well-groomed and dynamic support group task team members - made up of a banking consultant, an environmental consultant, an administrator and a senior government official - are ample testimony that rape could happen to anyone. Sandra Sello, Hiadee von Well and Nobza Javu are all involved in volunteer work through various initiatives, while Bronwynn Blignaut has expressed the desire for the establishment of a podium to reach out to rape victims. They each have their PHOTO: YOLANDE NEL own story to tell and shared The task team members of the it in individual interviews newly structured support group with Polokwane Observer for rape survivors are Hiadee von upon conclusion of a briefing Well, Bronwynn Blignaut, Nobza at Polokwane Child and Family Care Society on Friday. he Polokwane Municipality and the owners of the statues that were removed from the Library Gardens complex, will join forces to obtain the necessary approval to conserve and protect the country’s diverse cultural heritage. This follows after the sculpture of Stephanus Schoeman that guarded one of the corners of the Library Gardens complex, had been vandalised with white paint, presumably on Sunday night. On Monday the sculpture, as well as those of Lang-Hans van Rensburg, Koos Grobler and Johan Jorrisen that stood on the other parameters of the complex, were removed. It was at first rumoured that the sculptures were stolen, but it later in the day became apparent that they were removed for safekeeping by the Moolman Group, the owner of the Library Gardens complex. Peter Pratt, Property Manager of the Moolman Group, told Polokwane Observer on Monday that the sculptures were indeed removed by the company and that they are in safe storage. Pratt also confirmed that the Moolman Group had a meeting with officials of the municipality earlier this month in which the company conveyed its concern about the safety of the sculptures to the municipality. The Moolman Group thereafter directed a letter to the municipality on 14 April in which an offer was made to remove and store the

The four sculptures are now in safe custody on the premises of the Moolman Group. sculptures free of charge until they could be placed at a safer and more appropriate location. “When the first sculpture was vandalised this morning, we had to intervene to avoid further damage to the sculptures and in anticipation of a reply by the municipality, we took action. We are ready to deal with the formalities required by law to formalise the removal,” said Pratt. Tidimalo Chuene, Communications and Marketing Manager of the municipality, confirmed to Polokwane Observer that the Moolman Group had indeed informed the municipality on 14 April of its intention to remove the statues located at Library Gardens for safekeeping. “The company further indicated that they have in the past donated statues of Nelson Mandela and Thabo Mbeki to the municipality and that their actions be viewed with only one motive, which is to preserve the country’s diverse cultural heritage,” says Chuene. Polokwane Observer last year reported that the municipality had removed a number of statues on the City Square for safekeeping. Jacques Smalle, Democratic Alliance (DA) Provincial Leader, said in a media release on Tuesday, that he has requested Makoma Makhurupetje, MEC for Cooperative Governance, Housing Settlements and Traditional Affairs to provide a comprehensive list of all statues, buildings and other sites that are protected by the National Heritage Act in Limpopo’s 25 municipalities. “Polokwane has more public sculptures per capita in its parks than anywhere else in South Africa and was the first to unveil a bust of Nelson Mandela at the civic gardens. The DA will encourage the MEC to develop a plan of action for preservation of our statues and to engage in open dialogue to safeguard our diverse heritage,” Smalle said. Johan Willemse, Afrikaner cultural leader and Freedom Front Plus councillor in the municipality, expressed his dismay at the vandalising of the sculpture and applauded the action taken by the Moolman Group. At time of going to print, no other instances of vandalism of public artefacts in the city were reported and no person or group has claimed responsibility for the painting of the sculpture.

The cold blooded murder of the 28-yearold mother of three on 10 April sent shock waves through the Nirvana community and turned into a double blow when Police arrested her husband, Rameez (29) as the only suspect in the case last week. He appeared in the Polokwane Magistrate’s Court last Friday and will remain in custody until his next appearance on Tuesday for a formal bail application. It is reported that Fatima’s body was found by her husband in their flat in Nirvana between 17:00 and 18:00. She had been shot in the face. Westenburg Police Spokesperson Mohlaka Mashiane said reports have indicated that Rameez allegedly drove off with their three children and domestic worker and when he returned he found his wife’s body in the house. Following investigation and information received from the community, Rameez was arrested soon after the killing. The couple’s youngest child was three months old at the time of the incident.

Manhunt still on for filling station robbers RC MYBURGH >>rc.observer@gmail.com Police are still searching for at least six men responsible for the robbery of two filling stations in the early morning hours of Monday when the drop safes of both businesses were blown up and an undisclosed amount of money was stolen from each. “We are still in shock and struggling to get over the whole ordeal, but we are managing and my employees are back on duty,” said Weden Peceur, owner of the Total filling station adjacent to The Crossing in Thabo Mbeki Street. The incident occurred when a grey BMW pulled into the filling bay and one of the alleged robbers held a petrol attendant at gunpoint while filling up the vehicle. “At around 01:00 four of the armed men entered the convenience shop of the filling station, demanding all employees to move to the back of the shop. The men wore balaclavas. One robber guarded the entrance of the filling station while another remained behind the steering wheel of the BMW. They blew up the drop safe and fled the scene,” Polokwane Police Head of Communication Ntobeng Phala said. One of Peceur’s employees on Tuesday said it was a horrible situation. “We got such a fright because it happened so fast. I thought the robbers were going to shoot us,” he said. Another employee who was not on duty during the incident expressed his empathy for his colleagues. “I can only imagine what they went through. There were nothing they could do but to cooperate with the robbers.” The robbers then allegedly made their way to Sasol Penina Park adjacent to Church Street South where the same modus operandi was used. “We are still investigating both cases. We urge people with information to come forward in order for us to make successful arrests,” Phala said. Contact the investigating officer Alugumi Nemukula at 071 481 6873 or Johanna Phoshoko at 071 481 3163.

Mokopane turned into a ghost town as members of the community and shop owners shut down about 80% of the town, including schools, to oppose the release of three taxi owners during their bail application in the Mokopane Magistrate’s Court on Friday. Approximately 1 000 community members protested in front of the court while the three, Sam Matjila, Desmond Machaba and Patric Sekhu who stand accused of the alleged killing of Charles Mogidi during a recent taxi feud, appeared in court. Provincial Police confirmed that most businesses and several schools were closed. The main street to the court building was also closed for traffic. Community members implemented the shutdown to oppose the possible release of the trio. The case was postponed to Monday and Police maintained a high visibility while several community members again pitched in front of the court building. Provincial Police Spokesperson Ronel Otto confirmed the picketing to have been peaceful. “The trio were not granted bail and will appear in court again on 30 June,” she said. Community Spokesperson Percy Ntseki is quoted to have said they will implement a shutdown every time the three accused appear in court. “We will make sure that the shutdown intensifies at every appearance and we will give credit to the team that has been investigating the matter, including the prosecutor and the magistrate,” he said. Polokwane Observer previously reported on certain residents reportedly fearing for their safety as a result of the looming violence between taxi owners, taxi associations and Mogalakwena Residents Association (MRA). Since the beginning of March, a series of violent incidents eventually resulted in the death of Mogidi. Two weeks prior to his fatal shooting at the local taxi rank, Gideon Fatane, a taxi owner was shot dead in front of his house. Last year MRA Chairperson Piet Pale was also shot and killed.

No xenophobia reported in Lim RC MYBURGH >>rc.observer@gmail.com

W

hile all eyes are fixed on KwaZuluNatal and Gauteng where recent xenophobic attacks have left tens of people injured or killed and more than 300 arrested, Limpopo is reportedly still clear of any such incidents. Provincial Police Spokesperson Ronel Otto confirmed that no xenophobic attacks have been reported in the province yet despite rumours of such incidents in Louis Trichardt, Matoks, Musina and Bela-Bela. Allegations were made that xenophobic attacks erupted at Kutama Village just outside Louis Trichardt as well as the border town of Musina. “There were no such incidents reported. At Kutuma a dispute between chiefs over land use erupted on Friday. It was nothing serious and people should not cause unnecessary distress by making any incident out as xenophobia,” Otto said. In the meanwhile organisations and several other entities condemned the current xenophobic attacks in Natal and Gauteng. Higher Education South Africa (Hesa) Chief Executive Officer Jeffrey Mabelebele in a press release said the recent attacks are unacceptable, inhumane and a clear violation of basic human rights. “We are shocked that 20 years into our democracy, our country is witnessing these violent and outrageous acts which are inconsistent with the values expressed in, and the founding provisions of our Constitution,” Mabelebele is quoted to have said. Principal of the University of Venda, Peter Mbati called on everyone to stand united and for the fundamental values of the Constitu-

tion. “Given our geographical location, we have attracted many students and experienced staff members with scarce skills from African countries. We therefore owe our existence to Africa,” he said. On Saturday MEC for Social Development, Joyce Mashamba addressed domestic workers during a Department of Labour Imbizo held at Bolivia Lodge saying: “Domestic workers helped shaped the history of the country and they will continue to make an impact on its future. How can we forget the sight of thousands of domestic workers, joining hands with women from all cultures at the Union Buildings on 9 August 1956. On that day they resisted oppression and inequality with a soft touch and non-violent approach. Something which in today’s society has seemingly been forgotten, taking into consideration the violent way in which South Africans and Africans are treating each other. Let us take a firmer stance against xenophobia,” she said. The African National Congress in Limpopo plans to march against xenophobia tomorrow (Friday) at 10:00 from SABC Park. See story elsewhere.

Leda terminates MD’s contract Lesley Masia, former Managing Director of Leda.

HERBERT RACHUENE >>herbert@mailbox.co.za The board of Limpopo Economic Development Agency (Leda) has terminated the contract of employment of its Managing Director, Lesley Masia with effect from 31 March 2015 and has further amicably agreed to withdraw its termination of Masia’s employment and contract of employment which terminated by mutual agreement with effect from 1 April 2015. In 2012 Masia was reportedly suspended by the agency for allegedly taking

a multimillion rand housing loan from the then subsidiary of Limpopo Economic Development Enterprise, Risama. Asked why the agency decided to terminate Masia’s contract Leda Spokesperson, Nthikeng Mohlele said the agency stands with its official position of no wrongdoing on the part of Masia as articulated in a media statement circulated last week. “There are, therefore, no further comments on the matter at this present moment,” Mohlele said. The statement reads: “The termination of employment is no way due to any misconduct, poor performance or other wrongdoing on the part of Masia. The board would like to take the opportunity to thank Masia for the many years of contribution, initially in Gazankulu Development Corporation, later at Limdev and now Leda. The board wishes Masia a prosperous future and success in his new endeavours.”

OBSERVER

From page 1 Bronwynn Blignaut Blignaut, an administrator, related a wellpublicised incident that occurred after gym one evening in 2012 when she stayed over at her friend’s new apartment in one of the northern suburbs. They heard a noise outside and she phoned her friend’s sister and her boyfriend, who had just driven off for assistance. The next moment five members of a six-man gang gained access to the garden apartment, and started demanding specifics like electronic equipment and jewellery. She recalled that she hadn’t resisted and throughout the happenings kept praying. She was held gunpoint by an armed attacker.

Faces of real women to statistics of rape With the pistol against her forehead he exclaimed “You are white. I’ll f... you up.” She heard her friend screaming as she was being raped in an adjacent room, whereupon her attacker turned on her. While she was being raped she was spiritually absent as if viewing the happenings while hovering above. Blignaut echoed a remark by Von Well, who emphasised that in such circumstances one’s body got raped but not one’s soul. Her only wish, she stressed, was to stay alive. Throughout the incident she had kept praying, she said. The sound of shackles around the ankles of the man who raped her brought it all back during his first court appearance. He later got a 30-year sentence, effectively serving 20 years in prison after a guilty plea, she said. Although she acquitted him in her mind, she had not been able to do so by physically facing him. Her torment is not over though, as she still stands to testify in the case arising from the attack on her friend, it was learnt.

Hiadee von Well Von Well, an environmental consultant and volunteer with the international humanitarian organisation Stop Trafficking of People (Stop), sketched the picture of an evening in front of the tele at home in Fauna Park in June 2008. Her husband was out of town and her daughters of five and seven years in the main bedroom. Upon her one daughter calling out she made her way down the passage, bumping into one of two robbers armed with a pistol. The firearm had allegedly been stolen in an earlier attack on a Police official, Von Well remarked. The suspects formed part of a syndicate of a reported 11 to 22 gangsters mainly operating from Gauteng, she added. She mentioned experiencing a sudden sense of calm as God gave her strength, preventing her from overreacting and endangering their lives. With their housekeeper and her husband, they had initially all been tied up in the lounge, she said. The robbers were searching for valuables and demanded the safe keys, whereupon she indicated she did not have it. Repeated demands for keys granting access to the safe led to the one robber repeatedly threatening to kill her. He had attempted to burn her with boiling water, but the kettle was empty and he couldn’t manage to open the kitchen sink tap to fill it up, she narrated. According to Von Well she had not been afraid. She remembered he exclaimed that he was going to kill her, whereupon she had responded saying “It’s fine. You can kill me. I’ll go to heaven.” After taking her to an adjoining apartment on the premises he had continued with his threats, she said. When he had subsequently taken her to the en suite bathroom she realised he was not merely threatening anymore, Von Well stressed. Forcing her down on the floor, he had turned her over and raped her from behind, she related. “I was not present,” she remarked. Only while later giving her statement to the Police had the information been received about the killing of another victim in a subsequent separate incident, she indicated. She came to terms with the realisation that they could have been shot and killed in the process. The criminal case was still dragging on and each time in court was terrible, she emphasised. Sandra Sello Sello, a banking consultant, shared recollections from an attack by three suspects who hijacked her and a friend on the way back from a funeral in Ster Park at around 18:00 on a Saturday in September 2009. A loud bang attributed to a large rock hurled at her friend in the driver’s seat preceded a battle with their attackers, who were hiding in the bush at a T-junction along the road to Tzaneen. Her friend, who was in a coma for two days due to his skull having been cracked, was left for dead. She was taken and dragged uphill. The men had taken turns to repeatedly rape her, she recalled. “I could easily have been raped nine

times.” Being an asthma sufferer, Sello said she had miraculously survived three major attacks that night. After the men left she had alternately walked and crawled in the direction of the Modjadjiskloof road, where a female motorist discovered her in a bloodied state, she explained. The Police and emergency rescue services were contacted. Sello mentioned she couldn’t walk for a week thereafter. She still doesn’t know the full extent of physical damage done to her body, it was learnt. When notified by the Police a fortnight later that the forensic kit with specimens obtained after the incident had gone missing, she simply couldn’t cope with it, she remarked. Sello emphasised that to date no arrest had been made, which added to her not finding closure. To a certain extent the system had failed her, she reckoned. “It kills me inside.” She stressed that she experienced how brutal and violent the attackers had been. “I know they are out there doing it to somebody else and it hurts me.” Having recovered emotionally and psychologically, she co-founded the initiative War Against Rape and Abuse. In conclusion she alluded to the fact that they rather referred to themselves as survivors than victims. Nobza Javu Javu, a senior manager in a government department who is working towards a Social Work degree majoring in Psychology, is instrumental in launching Thy Rest Ekuphumleni Restoration Home in Polokwane this evening (Thursday). It will be aimed at creating a haven for victims of sexual abuse and human trafficking as well as sex workers in an attempt to get them off the streets. Somehow driving the initiative, born from a longstanding passion to assist women and young people, is helping her cope with what she went through as a young child. Javu mentioned she was between five and eight years old when raped in a maize field close to school in a village in the King William’s Town area, where she resided with her aunt. Her attacker was a neighbour who promised her candy in exchange for her silence. After being raped she had suffered severe pain, but still did not know what happened to her, she stressed. She had no recollection of what could have happened during a second incident when the suspect summoned her and her friends into his home. She suddenly noticed she was alone with her attacker when he closed the door. According to her something must have disturbed him as she could not remember being raped a second time. Javu said she had not spoken about the incident then but only realised what happened to her when learning about sexual relations at school. Passing any of them on the street they could be mistaken for individuals who haven’t lived through HIV testing window periods, have no knowledge of the side effects of preventative anti-retro virals (ARVs) or get nightmares and triggered flashbacks after the horror incidents that changed their lives forever. The first support group session is scheduled for 30 April at 18:00 at Polokwane Child and Family Care Society at 42A Jorissen Street. Contact social worker Lorette Bosch on 015 297 3326/7.

Suspended HODs back at work YOLANDE NEL >>observer.yolande@gmail.com

T

he suspension of three of four heads of provincial government departments (HODs) was lifted after an Executive Council (Exco) decision last week. The cases against the Director-General and the fourth HOD, however, are at an advanced stage and expected to be completed early next month. Morebudi Thamaga of Education, Madidimalo Chamano of Public Works and Basani Baloyi of Sport, Arts and Culture were expected to report for duty on Monday while matters related to their cases are being processed. Provincial Government Spokesperson Phuti Seloba said they were allowed back at work pending finalisation of investigations against them. “We are not a vindictive government and it is the understanding of the Executive Council that once investigations have been completed, there is no basis to keep people on suspension,” Seloba told journalists at a media briefing following an Exco meeting in Polokwane last week. Seloba stressed the cases against Director-General Rachel Molepo-Modipa and Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta) HOD Nana Manamela might be finalised next month. According to Seloba theirs were part of more than 88 cases that had been handed to the provincial government and were being processed. At the same time he mentioned that the approval of the planned Musina and Tubatse special economic zones had been granted. He afterwards explained National Treasury had approved the declaration of the two locations as special economic zones, which meant they could proceed with programmes and projects in the areas. “We would not get into specifics now, because the Department of

Economic Development will soon unpack and announce multi-billion Rand projects.” In addition to that he said the Exco had approved a Free and Open Source Software Strategy for Limpopo. He listed as benefits lower cost of operations for public and private institutions, empowering of community members, Small, Medium and Micro Enterprises (SMMEs) and entrepreneurs as well as acceleration of the economic impact of broadband infrastructure through the stimulus of innovative businesses. In a follow-up comment he predicted that the implementation of the programme would definitely happen before the end of the year. People would be able to access programmes through the internet via the government portal free of charge. Broadband would then be easily available to all, he expained. Premier Stan Mathabatha is expected to lead his Exco to Xitlakati Village in the Giyani area tomorrow (Friday) for an imbizo, according to Seloba. He said the Exco would continue to visit communities with the sole aim of fast-tracking the rendering of services in areas. They were expected to also announce interventions as part of a broader programme to improve the livelihood of the people of Limpopo, he concluded. PHOTO: BARRY VILJOEN

Phuti Seloba stresses a matter during last week’s media briefing.

The African National Congress (ANC) in Limpopo is expected to join hands with strategic partners to unite against xenophobic and afrophobic attacks in a mass march planned for tomorrow (Friday). In a media statement ANC Provincial Secretary Nocks Seabi said the ANC in the province joined the international community in condemning the spate of attacks on foreign nationals in South Africa the past three weeks. They planned an anti-xenophobia and

afrophobia march with numerous strategic partners, alliance partners, business and Polokwane City Football Club, he stated. The march is due to commence at SABC Park at 10:00 and end at Jack Botes Hall. “The march seeks to discourage further acts of xenophobia and afrophobia and commend law abiding citizens who are embracing people of foreign nationalities among(st) them. As the ANC in Limpopo we have mobilised over a 1 000 (people) to participate in this gathering and we stand in solidarity with citizens that are against racism, xenophobia and afrophobia.”

Polokwane muni’s IDP/Budget consultations under way BARRY VILJOEN >>barryv.observer@gmail.com Polokwane Municipality over the last two weeks embarked on its 2015/16 Integrated Development Plan (IDP) and Budget consultations with stakeholders, communities and interested parties. Stakeholders consulted included traditional leaders, taxi associations, the Police and representatives from other sectors of government. According to Matshidiso Mothapo, Assistant Manager, Communications and Marketing of the municipality, the purpose of this municipal wide consultative drive is to ensure that programmes and projects being planned for the 2015/16 financial year are still in line with the communities’ priority needs as captured in the municipality’s IDP. The consultation is also a platform to provide feedback on projects that are currently being implemented in various clusters of the municipality. “From a financial point of view, commu-

nities were also consulted on the projected tariff increases,” says Mothapo. “It is important for the municipality to move at the same pace and direction with communities’ needs and therefore we cannot assume that we know what the current priorities are,” Executive Mayor Thembi Nkadimeng is quoted to have said to stakeholders during the consultations. Mothapo says that some of the issues raised by members of the community included the shortage of water in some areas, high mast lights and libraries. The municipality was requested to take action against illegal connection of services. Members of the community made a commitment to support the municipality and law enforcement agencies in curbing the scourge of crime in the area. Nkadimeng promised that the municipality will utilise the available resources meaningfully and will ensure that the little that is allocated, is shared effectively across all the wards in the municipal area.

Letter: Xenophobia

Klaas Mabunda, Peace Appreciator, writes: “South Africa our home, the land of receptiveness, the soil fertilised by shelter, the sky covering good heartedness, the Sun that shines upon human brotherhood, the night that assures peace, tranquillity and safety. Our hood that’s defined by the rainbow of assorted tribes and beliefs, the environment

we have never detached from harmony, the society that on its independent own is welfare and hegemonic of everything good. Barbarism has been but not contained in the African South Africans’ culture, we know humanity, we live morality, our pride is in caring and our gifts are in giving, yet we are of a materially imperfect design, but never espouse carelessness. The recent actions of those I consider patriots of love, administering violence, intolerance and rapid victimisation of

those who came in our country for refuge, is sad. The relentlessness of our fellow countrymen submitted us to scared threats by not so brave terrorists, with a libido superseding the ruthlessness of a gun, rascals whose attacks are targeting the unprepared and defenceless, the Boko Haram. The indecent xenophobic attacks planned by filthy mouths, is not only opportunistic but a compromise to our state security, rendering our writings to question the intelligence of the National Intelligence Agency, as these devilish actions should have been detected and intercepted immediately. Let’s

not rise against xenophobia on read and write platforms but rather convene community meetings with the Police to teach our people that only language used for validation of xenophobic attacks, makes our stupidity feel intelligent. Tell our people that we are a society of Christianity, Muslim and other religions, we are brought together by faith, and kept alive by our unconditional love, because not only love is life but it is revolutionary in all tasks. Any bloodshed and displacing of people is a sequestration of righteousness. Let’s rise and defend humanity!” Ed - letter shortened

Police find hijacked vehicle

Hy bly in aanhouding.

Police in Tzaneen are still engaged in a manhunt for four men suspected to have carried out a hijacking at GaSedibeng Village just outside Tzaneen recently. Two days after the alleged hijacking, Police found the vehicle in the Sekgosese area near Modjadjiskloof. Tzaneen Police Spokesperson Moatshe Ngoepe said the manhunt for the four suspects is still on. “We managed to find the two occupants of the vehicle unharmed. It is reported that four men approached the Toyota Fortuner when the driver was off-loading someone. They were armed and forced themselves into the vehicle and sped off. Police immediately started the search,” Ngoepe said. He would not reveal any further information for fear that it may hinder their investigation.

Woman behind bars for murder

A 30-year-old woman was arrested on Monday and was expected to appear in the Thabamoopo Magistrate’s Court yesterday (Wednesday) for allegedly murdering her newborn child. Lebowakgomo Police Spokesper-

son Mpho Moloisi reported that a case of murder was opened after a passer-by spotted the body of a baby in the bush at Ga-Chuene Leshikishiki Village along the R37 road. The corpse was wrapped in a blanket and a plastic bag. “Investigation led to the arrest of the mother of the deceased who, after giving birth allegedly killed the baby and dumped it in the bush,” Moloisi said.

Four in dock for house robbery

Four men who were arrested in connection with housebreaking and robbery will appear in the Thabamoopo Magistrate’s Court again in mid-May. Lebowakgomo Police Spokesperson Mpho Moloisi confirmed their appearance but could not provide their names. He said the men were arrested at Unit R last week. “Investigation revealed that the men might also be linked to other cases of house breaking and theft. Twenty cell phones, two laptops and two unlicensed firearms were found in their possession. It is alleged that the four suspects are responsible for terrorising residents in Lebowakgomo and neighbouring areas,” Moloisi said. The investigation continues.

Where does Polokwane fit in on the eco scale? >> Municipality has policies and plans in place >> Residents have to make a “green” mind shift MARKI FRANKEN >>marki.observer@gmail.com

A

ccording to scientists the world is warming up at an alarming rate and humanity must take responsibility for saving the earth one recycling bin at a time. How does the city of Polokwane measure up when it comes to eco-friendly initiatives? The Polokwane Municipality is working towards a city that is more eco-friendly with a smaller carbon footprint. A carbon footprint is the total amount of CO² that a person or entity produces. By reducing your emissions through planting trees, recycling and using non-motorised transport among others, you can make your carbon footprint smaller. According to Municipal Environment Management Manager, Walter Matumba the municipality has several strategies in place to reduce the city’s carbon footprint. This includes the Polokwane 2020 Vision for Environmental Sustainability, the Climate Change Strategy and the Non-motorised and Bus Rapid Transport Strategies. Matumba says Polokwane is a fast growing city in a water scarce area and has to adjust and become more eco-friendly in order to be sustainable. Hoërskool Pietersburg recently launched a new initiative to help people save electricity and to aid less fortunate learners at the same time. The school sells several types of solar powered light fittings and products, including cell phone chargers, in aid of the school’s fund for the needy.

Businesses are also becoming more environmentally minded with many making the mind shift to adopt a more “green” approach. It is in this spirit that auditing firm KPMG built the first “green” building in Polokwane. According to Marc Dufourq of Francois Marais Architects, designers of the KPMG building, this building is fitted with the best environmentally friendly technology. He said the building was registered with the Green Building Project and received four out of a possible six green stars. How to save electricity and money: Gavin Moir, Head of Marketing for Direct Axis, a financial services company, encourages clients to cut their electricity bill by up to 20% using the following tips. • Manage your geyser. Heating water is hugely energy intensive. By limiting the time your geyser works to when you need hot water, rather than all day, you can save a lot of power. • Wrap up your house. During winter about half the heat in your home can escape if it’s not properly insulated. Rather than crank up the heaters, make sure that gaps around doors and windows have sealant strips and that the roof is properly insulated. • Replace light bulbs with the LED equivalent. LEDs use at least 75% less energy and last up to 25 times longer. • Save up to 6% by turning off appliances at the wall. Televisions and other items with standby features still draw power even when not in use. • Unplug cell phone and other chargers when not in use. These still use power even if your phone isn’t plugged in. It’s also not a good idea to allow phones and other devices to overcharge as this can limit the battery lifespan. • Be stove smart. Use flat-bottomed pots and pans and make sure you’re cooking on an appropriately sized heating plate. Using a lid when you’re boiling water for eggs or vegetables will speed up cooking times and save power. According to industry experts just these tips can save up to 25% of the power used for cooking. Use your oven sparingly and remember that microwaves use a lot less power than a traditional oven. • Many people have their fridge and freezers set too low. This wastes electricity and also increases the defrosting intervals. Check the manufacturer’s guidelines. • Use solar power where possible.

CDM consults with business community and academics BARRY VILJOEN >>barryv.observer@gmail.com

apricorn District Municipality (CDM) during the last two weeks embarked on a series of consultation sessions to seek input from interested parties into its Draft Integrated Development Plan (IDP) and Budget for the 2015/16 financial year. Meetings took place with the business community and academics, traditional leaders, Non-governmental Organisations (NGOs) and Community Based Organisations (CBOs) with a final meeting of the IDP Representative Forum on Wednesday (yesterday). The business community and academics were consulted during Photo: Barry Viljoen

Gilbert Kganyago, Capricorn District (CDM) Executive Mayor, at the IDP/ Budget consultation meeting.

a function last Wednesday and according to Moffat Senyatsi, Media Liaison Officer of CDM, the consultation sought to engage the business leaders and academics with a view to get inputs for the planned service delivery projects contained in 2015/16 IDP and Budget. “This vision of economic development will come about through partnerships, information and knowledge management as well as good financial management that we shall pursue in the next five years,” Gilbert Kganyago, CDM Executive Mayor said, adding that “we believe that this IDP is focused and we look forward to the initiation and implementation of projects aimed at not only empowering our communities, but also developing the district economy”. During the interaction, Kganyago called on the business community to support the IDP to ensure that the municipality is responsive to the socio-economic aspirations of society. “Let us make sure that the projects entailed in this plan are able to build a municipality that is viable and sustainable”, he said. According to Kganyago, the district is aware that conditions under which businesses operate have an important role to play in

shaping the best economic solutions for the future. He assured them that it is in the interest of CDM that “you as business do well, we need your business to flourish and our local economy to grow so we can deal the challenge that face this government – key being the issue of unemployment which you are addressing in your varied business activities. Let us join hands and tackle the economic woes that are subjecting people to the intolerable burden of unemployment, poverty and inequalities. This consultation should therefore allow us to move forward and strengthen our business relationships, improve trade relations, maximize investment opportunities, and create employment,” Kganyago concluded. In presenting the draft budget for 2015/16, Kganyago outlined that the total budget for the coming financial year is R928 million, which comprises of R634 million for capital expenditure and R294 million for operational budget. More comments into the IDP are expected to reach the municipality by May as the final IDP and budget is expected to be adopted by CDM’s council during its sitting before June.

Chinese delegation visits Polokwane BARRY VILJOEN >>barryv.observer@gmail.com A technical team from the People’s Republic of China arrived in the city last Friday to meet with officials of government departments and municipalities in the province in order to prepare for a visit to Limpopo by Governor Tianjun Wu of Henan Province, later this year. Wu’s planned visit is a return mission following the visit to China by the provincial delegation led by Premier Stan Mathabatha and is seen to be the consolidation of the relations that the two provinces enjoyed since 2005. The core of the visit will be to discuss bankable projects that the provincial government, municipalities and the business sector could collaborate on. Seaparo Sekoati, MEC for Economic

Development, Environment and Tourism (Ledet), who leads the economic cluster in the province, met with the delegation last Friday and on Friday evening, the Limpopo Provincial Government hosted a cocktail dinner at Protea Hotel Ranch Resort to welcome the delegation. Phuti Seloba, Provincial Government Spokesperson, says in a media release that China and South Africa enjoyed sound trade relations since March 2013, when President XI of the People’s Republic of China visited South Africa in a state visit during which both countries announced 2014 as Year of South Africa in China and 2015 as Year of China in South Africa. “In this regard, South Africa utilised the entire period of 2014 to engage on business missions to the People’s Republic of China.

The Premier’s visit to China was informed by the fact that during 2015, Limpopo and the Henan province agreed that they have similarities and expressed the desire to develop cordial multi-form exchanges and cooperation in the fields of Trade, Agriculture, Tourism, Culture and Education. As a result, the two provinces signed a declaration of intent during the same year,” Seloba said. “During 2014, South Africa’s trade exports to China amounted to about R94 billion, while South Africa’s imports from China amounted to R167 billion. The South African and China Governments are working very hard together to address the negative trade deficit and to ultimately attain a more equitable and mutual trade balance that will be beneficial for further development of the two countries,” Seloba concluded.

Domestic workers gather for special ministerial imbizo YOLANDE NEL >>observer.yolande@gmail.com The role of domestic workers in shaping the history of the country and their continuous contribution to making an impact on its future was underscored when Social Development MEC Joyce Mashamba addressed a Ministerial Domestic Workers’ Imbizo in Polokwane on Saturday morning. Deputy Minister of Labour, Patekile Holomisa joins a predominantly female audience in dance during Saturday’s Ministerial Domestic Workers’ Imbizo in Polokwane.

Mashamba posed the question how the sight of thousands of domestic workers joining hands with women from all cultures and all walks of life at the Union Buildings on 9 August 1956 - some of them carrying the babies of their employers on their backs – could be forgotten. Since the birth of the South African democracy workers in all sectors had been given a well-deserved platform to voice their concerns over working conditions and wages, she indicated. “The need to especially protect our domestic labourers from all forms of exploitation has, however, remained high on the agenda of the ANC-led government, as these workers are regarded as the most vulnerable members of the workforce,” Mashamba said. She concluded her address with a call on Social Development MEC Joyce Mashamba addresses the audience.

Hertzog se De Wildt-toespraak in 1912, het hy hom by laasgenoemde geskaar.

In daaropvolgende verkiesings is hy elke keer as Volksraadslid vir Pietersburg herkies totdat hy in 1961 ‘n senator geword het.

Tom Naudé is in Oktober 1950 deur D.F. Malan as minister van Posen Telegraafwese aangestel.

BMW 3 Series Sedan: dynamic capability, efficiency, comfort T

he sixth generation of the BMW 3 Series Sedan, the world’s best-selling premium car, sets new benchmarks in terms of sporting prowess, elegance and comfort. The pioneering history of the 3 Series serves as inspiration for the sports sedan, whose powerful styling represents a fresh interpretation and conscientious development of traditional BMW design cues. The BMW 3 Series face, with flat headlights reaching along as far as the BMW kidney grille, emphasises the elegantly dynamic design of the new BMW 3 Series. The sixth generation of the 3 Series has grown in size compared to its predecessor, with its wide track particularly prominent. The increased length and augmented wheelbase also accentuate its sporting silhouette. Inside the BMW 3 Series Sedan, the noticeable increase in space benefits the rear passengers above all. The BMW 3 Series range is available in a trio of trim and equipment variants – the Sport Line, Luxury Line and Modern Line. Each presents its own individual take on the character of the sports sedan, with exclusive, high-quality material combinations and unbeatable build quality underlining the premium ambience of the new range. Drive and chassis technology have always been key areas of expertise for the brand, and agility and driving dynamics remain outstanding attributes of the BMW 3 Series Sedan. The new car belies its larger dimensions with a kerb weight of 40 kg below that of its predecessor. In addition to the sports performance typical of the brand, the further enhanced levels of comfort on board the 3 Series make a significant contribution to driving pleasure. A choice of three refined, economical and muscular engines all of which feature new BMW TwinPower Turbo technology, is available for the BMW 3 Series Sedan. In addition to the optimised diesel powerplant and the already successful six-cylinder petrol unit, customers can also enjoy the power of the turbocharged four-cylinder variants in the BMW 328i and BMW 320i. These latest-generation petrol engines reward the driver with a dynamic driving experience coupled with reduced fuel consumption and emissions. BMW is the first manufacturer to offer an eight-speed automatic gearbox in the premium mid-size segment. It can be specified in combination with any of the petrol and diesel engines in the range and links up with the Auto Start-Stop function that comes as standard. Compact and exceptionally efficient, it allows the BMW 3 Series to match or outperform models fitted with the standard six-speed manual gearbox in terms of both fuel economy and emissions. The eight-speed automatic brings together shift comfort, dynamic performance and efficiency of the highest order, making it the perfect partner for the sedan’s dynamic potential. As components of the BMW EfficientDynamics technology line-up, the Auto StartStop function, Brake Energy Regeneration, Optimum Shift Indicator and need-based operation of ancillary components also play their part in reducing fuel consumption. urro Heuwelkruin het verlede Vrydag te midde van ‘n paar reënbuie die stigting van die skool in ‘n markiestent op die sportterrein herdenk. Dié skool is vanjaar agt jaar oud.

tanford Lake College’s (SLC) first rugby team recently returned from their most successful rugby tour to date. The team attended the Treverton Easter Sports Festival where they faced tough competition from various schools around the country. Their first match saw some exciting rugby and a 47-3 triumph against Woodhill College. They followed up

on their victory and beat Southcity Schools 25-10 the next day. The final game was a much closer and hard fought affair with both teams giving everything and neither willing to concede a single point. Josh de Goede’s well-aimed penalty kick in extra time gave SLC a much celebrated 6-5 win over Maragon College. The team is now looking forward to a hard season ahead.

Agency: Era Polokwane What is the most important factor to consider when buying a house? >> Area, price and affordability How would you describe the current property market in Polokwane? >> Increase in demand for properties under R1,2 million To what do you ascribe your success as property agent? >> Honesty and after-sales service

any first time buyers in South Africa who earn between R 3 501 and R 15 000 per month can now enter the property market and even save thousands on their bonds thanks to the government’s Finance Linked Individual Subsidy Program (Flisp). The programme was developed by the

Department of Human Settlements, specifically to help South African citizens and holders of permanent residence permits who fall into the affordable market - also known as the gap market. People whose income is generally regarded as too low to apply for a bond, but which falls above government’s requirements for free basic housing will benefit. Although the subsidy was introduced in April 2012, uptake has been slow. According to the Centre for Affordable Housing in Africa, over 20% of South Africa’s population earns in the income bracket defined by the new subsidy. Yet in its yearbook, the centre noted that between April 2012 and March 2014, only 1 696 Flisp subsidies were extended – a fraction of what was available in the budget. This represents only 4% of total mortgages extended by the private sector in

2012 and 2013, or 11% of total mortgages reported as in the Financial Sector Charter (FSC) market by the Banking Association of South Africa (Basa). You could qualify for the Flisp if you’re 18 years or older, you’re competent to legally contract, you fall into the designated earnings bracket, and you have already obtained a bank’s approval in principle for a home loan. Although the programme was initially available only on certain, designated properties - and only on properties that cost less than R 300 000, the Director General of the Department of Human Settlements, Thando Mguli removed these restrictions in August 2014 and qualifying buyers can now apply for assistance to acquire any formal residential property. How it works The size of the subsidy is determined according to monthly income from a minimum of R20 000 to a maximum of R87 000 and it can be used for the purchase of an existing, new or old residential property or a vacant serviced residential stand. You can also put it

towards the cost of building a residence on a piece of land which you already own. But you can only apply for a subsidy once you’ve found a property that you can afford to buy - and a lender (bank) that’s prepared to finance the purchase. The programme is administered by the National Housing Finance Corporation which accepts and assesses application forms, which must be submitted by a regional or provincial office of the Department of Human Settlements, a municipality, an estate agent, or a developer. Payment is made according to your needs. If you’re going to use it to make good any shortfall between the qualifying loan amount and the purchase price of the unit, it’s paid into the transferring attorney’s trust account on notice of readiness to lodge the transfer documents. But if you’re going to use it to reduce the principal loan amount to render the loan repayment instalments affordable, it’ll be paid directly into your home loan account.” For more information visit www.flisp. co.za or www.nhfc.co.za.

LEANDRI VAN SCHALKWYK >>leandri.observer@gmail.com A passionate Motsatsi Manabile, a 29-yearold Mankweng optometrist, is a beauty with brains who recently received the happy news that she has made it to the top 30 finalists of this year’s Miss Commonwealth title. The announcement followed a workshop presented by the organisers in Johannesburg in March to help ready the entrants for the pageant. “The pageant is going to be a challenge but also fun and exciting. It will all be worth it at the end. I am very optimistic that I will bring the crown home and feel very humbled to be on stage with such phenomenal women,” Manabile said. In May, during a second workshop, the top 30 finalists will be judged on their appearance and how they handle themselves during an interview. The 16 finalists will then be announced to contest in the final scheduled for 12 September at Gold Reef City. Manabile first made her mark in the pageant world at the age of 21 and has won titles such as Miss Polokwane Show 2008, Miss Limpopo First Princess 2009/10 and Miss Medunsa First Princess 2010. She is not just a beautiful woman but has also proved her competence on academic terrain as well. She completed her Grade 12 at Kobe Senior Secondary School in Lebowakgomo in 2002 and is currently in her final year for an MBChB degree at Sefako Makgatho Health Science University. She is a member of the organising committee for the Miss Tlou Segolela Sports Development contest, sole organiser of the prestigious Miss Mankweng pageant and actively engaged in delivering motivational talks at schools. “I entered the 2015 Miss Commonwealth South Africa pageant because I saw it as a platform for me to grow as an individual, especially because the finalists are challenged to negotiate with local businesses for sponsorship, thereby sharpening our business skills. Above all it is a platform for me to inspire young people to not let society limit them but to rather soar for greater heights. I want to be a role model and inspiration to others.” Businesses interested in sponsoring her participation in the pageant can reach her at manabilem@ gmail.com. Readers can also vote for Mashao by texting ‘Motsatsi Manabile’ to 35554 at R3 per SMS.

Roads Agency Limpopo forms strategic partnership with CSIR BARRY VILJOEN >>barryv.observer@gmail.com

Roads Agency Limpopo (Ral) and the Council for Scientific and Industrial Research (CSIR) have signed a memorandum of agreement (MOA) to cooperate in various important areas of the two institutions’ businesses. The signing ceremony, that took place in Pretoria, was attended by Ral Board Chairperson, Matome Ralebipi, and CSIR Executives. “Everyone matters,” is how the newly appointed Chief Executive Officer of Ral, Maseleganye Matji explains how important all the role players are. “It is significant that the signed MOA will contribute to ensure that the Province prioritise and construct quality roads infrastructure. Among other areas that the MOA focuses on are road network planning, road infrastructure management, construction, maintenance, traffic engineering and human capacity development in road traffic safety management,” Matji stated in a media release. “It is highly crucial for Ral to establish more similar relationships in order to improve in relevant areas, including research, scientific-, engineering- and technical services which add value to various aspects of Ral’s business process”. According to Matji, the MOA will also assist in the transfer of skills, development and innovation technologies, and systems for supporting infrastructure delivery. The signing of the MOA comes shortly after MEC for Public Works, Roads and Infrastructure, Jerry Ndou, presented his budget speech in the Provincial Legislature. During the speech, Ndou said that other partnership agreements with Anglo American and other mining companies are at an advanced stage and will be finalised soon. “We also seek to consolidate resources for funding roads in the province and resuscitate the service level agreement with ABSA on the contractor development programme aimed at supporting small and emerging contractors in Limpopo,” Ndou is quoted to have said.

Updated stats on Easter traffic RC MYBURGH >>rc.observer@gmail.com Final road statistics for the Easter weekend recently released by the Department of Transport, Safety, Security and Liaison confirmed that 59 people lost their lives on Limpopo roads this Easter. Last year 28 accidents resulted in 48 fatalities while 59 persons were killed in 39 deadly accidents this year. Spokesperson of the department, Kagiso Mootane, said 125 accidents were reported in the province with speeding the cause in 46 of the cases. Pedestrians were the cause of 23 accidents followed by motorists changing lanes unsafely at ten. Other causes reported were unsafe following distance (8), stray animals (5), unsafe overtaking (6), tyre bursts (8) and drunken driving (4). Vehicles mostly involved were sedans (99) followed by bakkies at 48 and minibus taxis at 21. Six heavy vehicles, seven buses and one motorcycle were also involved in accidents.

Benny’s through to the Danone nationals > ‘This is an opportunity of a lifetime’ > ‘We believe we can win the national title’ HERBERT RACHUENE >>herbert@mailbox.co.za When the team of Benny’s Sports Academy walks onto the field at Reiger Park on 27 June, their purpose will be twofold, to win the prestigious Danone Nations Cup and defend the honour of the province. Benny’s, the Venda finalist, beat Mopani district’s Mahupje Primary School 1-0 during the provincial finals of Danone Nations Cup at the fields of Hoërskool Noorderland on Saturday to advance to the nationals. Team Captain Dakalo Mukwevho scored the winning goal in the second half of the match thereby taking the team to the national finals of the competition for the first time. Coach Mbishi Mokwena said to finally win the provincial finals of the tournament is reason for joy. “We have been waiting for this moment for years. “We enter the tournament every year, but until today only managed to reach district level. We are pleased that we managed to overcome that

hurdle and are looking forward to hoist high the provincial flag at the national finals,” Mokwena said. Benny’s now stand a one in nine chance of representing South Africa at the World Finals of the Danone Nations Cup scheduled to take place in Morroco later this year. “This is an opportunity of a lifetime for the team. The trip alone is a huge incentive and a motivational factor in our journey. We believe we

can win the national title. We will start preparations soon. As part of the preparations we have included videos of the past world finals to inspire the boys so that they can imagine beyond the tournament,” Mokwena said On their road to the finals the team eliminated Mmamakwa Primary School (Waterberg District) and Megoring Primary School from Capricorn District.

Second Mayoral Cycle Race an event for the whole family BARRY VILJOEN >>barryv.observer@gmail.com

T

he old Peter Mokaba Stadium on Sunday provided the venue for the second Annual Mayoral Cycle Race and was attended by more than 500 cyclists and supporters from all over the Northern parts of the country, including Gauteng, North-West Province and the Western and Eastern Cape. Cyclists from Gauteng emerged as overall winners. The variety of categories in which cyclists could take part, ensured that people of all ages were accommodated and provided opportunities for serious cycling professionals, social cyclists and even children under the age of 14. A huge tent in the stadium provided shelter in the event of rain and refreshments were served while the final results and prize giving were awaited. In the 96 km race Ryan Gibbons of Team Europcar won the male category and Maroesjka Matthee of Team Bestmed ASG was the first woman to cross the finish line.

The 45 km tandem race was won by Marco Roets and Anna Elisa Gutierrez. The winners of the 15 km fun race were Anischka Neethling and Frank Gayton. The 96 km tandem race was won by Maurice and Iris Ferreira. Christo Hanekom and Anna Elisa Gutierrez triumphed in the male and female categories of the 45 km race respectively. To motivate cycling amongst children, 18 bicycles were handed out through a raffle conducted prior to the main prize giving ceremony. At the prize giving, Thembi Nkadimeng, Executive Mayor of Polokwane, thanked all the participants and wished them a safe journey back home. She urged them to start planning for their return in 2016 for another spectacular Annual Mayoral Cycle Race with more exciting developments especially for the communities around the city. “The show continues again in 2016 with the third Annual Mayoral Cycle Race as we Run, Walk and Cycle for Life in Polokwane, the City of Stars,” Nkadimeng proudly said.

Overall winner of the 96 km men’s race, Ryan Gibbons from Johannesburg, told Polokwane Observer that it was his first Mayoral Cycle Race and that he was pleasantly surprised by how well the event was organised. “We enjoyed the hospitality of the City of Polokwane. The road surfaces on the route were in good condition and the weather was perfect – not too hot and not too windy. I will be back next year,” he said.

Gholfklub in Kemptonpark gewen.
