The retention of sand on Oceanside’s beaches has been an ongoing priority for the Chamber for many years. The past several months have been a time of encouraging progress in addressing this issue. In May, the City of Oceanside named 15 local, state, and national experts to serve as a Jury in its upcoming Coastal Resilience Design Competition. The Competition intends to generate innovative solutions for the retention of sand along Oceanside’s beloved coast, particularly south of the Oceanside Pier where the impacts from rapid coastal erosion are felt most acutely. The Design Competition is a component of the Phase Two: Sand Nourishment & Retention Pilot Project, approved by the City Council in January of this year.
I was honored this Spring to be one of the community members selected to serve on the Design Competition Jury. The Jury is a key component of the Coastal Resilience Design Competition and consists of 10 voting members, reflecting community, regional, and stakeholder interests in the implementation of a pilot sand retention project. Additionally, five non-voting, advisory members will also participate, share, and discuss design and permitting complexities from their perspectives and experience. Each juror applied to participate in this role, and the Jury’s final composition was established to form a balanced and wide-ranging portfolio of expertise and perspectives.
I am grateful that City leadership recognizes the importance of coastal resilience and continues to actively pursue solutions to our eroding beaches.

The fight against fentanyl took center stage during a community forum at Oceanside High School on May 16, the week after the DEA declared May 9 “National Fentanyl Awareness Day.” The forum was organized by the District Attorney’s Office, Oceanside Unified School District, and Oceanside Police Department.
Fentanyl is the leading cause of death in the United States for people 18-45 years of age, far exceeding the number of deaths by suicide, car crashes, and gun homicides. The Medical Examiner’s Offices reports that in San Diego County, 20 people under 20 died from fentanyl in 2021, a trend they had not seen in previous years.
District Attorney Summer Stephan says most illicit drugs available today contain fentanyl. Fake pills are often passed-off to unknowing victims as prescription-grade Oxycodone, Xanax, Adderall, and Percocet. Illegal powdered drugs like cocaine, methamphetamine, and heroin also contain fentanyl. She declared the days of drug experimentation over. With fentanyl’s high toxicity, too many people aren’t getting a second chance.
Parents who have lost teenage and young adult children to fentanyl poisoning shared their stories and answered questions. Some of these parents are featured in the documentary “Dead on Arrival,” available at www.stopthevoid.org.

To help empower community members to save lives, attendees were trained to respond to a fentanyl emergency and received free boxes of naloxone (Narcan), the opioid reversal medication.
The County HHSA and Sheriff’s Department also distribute naloxone (Narcan) free of charge to the public. Locations can be found at https://up2sd.org/ topics/substances#fentanyl
Many people struggling with substance misuse begin with a legitimate prescription for pain medication. Medications should be stored safely and securely and disposed of when no longer needed or expired.
DEA-authorized prescription drug drop boxes are located throughout the County. In Oceanside, these can be found at Oceanside Operations Center at 4297 Oceanside Blvd. (call 760-435-4500 for details), Rite Aid at 1201 South Coast Highway, Albertson Savon stores at 3450 Marron Rd. and 3925 Mission Ave., and Walgreens at 3752 Mission Ave. and 3507 Cannon Rd.
The County of San Diego provides an interactive map with locations of authorized drug drop-off sites. It can be accessed through the QR code below: Resources and services are available to assist with screening, treatment, and recovery for individuals with a substance use disorder (SUD). Each day, Tri-City’s behavioral health providers work hard to help our community members lead happier and more fulfilling lives through better mental health. Although we see progress in prevailing attitudes toward mental health treatment, the fight against the stigma related to mental illness in our culture is real and ongoing. Therefore, people need to be encouraged to seek help when needed and prioritize their mental health in order to achieve balance and wellness.
Millions of individuals live with mental health problems in the United States and it’s important
for all of us to raise awareness and advocate for policies that support mental wellness. Our shared experience with COVID-19 and the unparalleled stressors that have resulted over the past few years brought about increased levels of anxiety across all age groups, especially with children and young adults. By becoming more aware, we can help to support our loved ones with mental illness. Additionally, each one of us can commit to supporting our own mental health by taking care of ourselves, talking about mental health and seeking professional help if needed.
Many people are unaware that anxiety disorders are the most common psychiatric disorders. Common symptoms of anxiety include worrying, difficulties
concentrating, reduced sleep, feeling restless or irritable, and having tense muscles. Some may experience panic attacks, fear of going outside and/ or fear of encountering social situations. Symptoms of anxiety can even be accompanied by physiological sensations, such as increased heart rate, rapid breathing, sweating and more. Others can be distressed by obsessive thoughts or compulsive behaviors akin to excessive washing, repetitive checking or extremely rigid rituals.
If you experience symptoms of anxiety, depression, paranoia, suicidal thoughts (or other mental health issues) that impact your daily functioning or ability to enjoy life, please know that these symptoms are treatable and you can achieve recovery. There are many treatment options that help with mental health recovery. These may include seeing a psychiatrist, meeting with a therapist, attending a support group or enrolling in an intensive outpatient program. If symptoms are severe or someone is experiencing a crisis, including suicidal thoughts, they can obtain services from outpatient crisis stabilization units, crisis centers, residential treatment programs,
emergency rooms or inpatient treatment options. It is important to know that help is available in a variety of ways and that each person’s mental health needs are unique.
Tri-City Medical Center can assist with referring you to community resources. Our goal is to match services with the unique needs of the individual. We also have an evidence-based and recovery-oriented intensive outpatient program that helps individuals with anxiety, depression, bipolar disorder, psychosis, and other mental health issues.

Each one of us can commit to supporting our own mental health by taking care of ourselves, talking about mental health and seeking professional help if needed.
In April, the Chamber launched its inaugural Oceanside Leadership Academy (OLA) with a sell-out first cohort of 32 participants. The program kicked off with an all-star panel of community leaders sharing their leadership philosophies, insight as to how they have led their teams during challenging times and how they approach leadership on a day-to-day basis. Follow-up sessions include a look at leadership in the military, municipal government, STEM fields, healthcare, tourism and hospitality, the non-profit sector and in entrepreneurship. The program concludes on June 15th with a civic engagement panel discussion and a graduation ceremony.
“We are excited to see such a high level of interest in our program. We filled our first cohort with very little marketing, and we look forward to making Oceanside Leadership Academy a staple of Chamber programming for years to come”, said Chamber CEO, Scott Ashton. “We are surveying our participants
after every session and the feedback has been incredibly positive”.

In early May, Assemblymember Laurie Davies met with a group of business leaders at the Oceanside Chamber office to gather input on key issues facing our business community. Members from a wide range of industries participated in the discussion on key topics including housing, education, senior issues, homelessness, crime, childcare and wage/employment issues. Participants expressed appreciation for the Assemblymember’s accessibility and attention to our region and the needs of our businesses.

We invite you to our conference room on the second Tuesday of every month from 8 AM – 9 AM. Second Tuesday Coffee is a great opportunity for Oceanside Chamber members to connect with other local businesses. Attendees will have a chance to introduce their business and connect with others during and after the event. Be sure to bring your business cards! This event is free to Oceanside Chamber members and $20 for prospective members. Coffee and light refreshments will be provided.

In April, the Chamber held a ribbon cutting for NuSpine Chiropractic located at 2530 Vista Way, Ste. P in Oceanside.
The NuSpine team offered free chiropractic treatments and hydrotherapy massages for patients of all ages to celebrate their grand opening. Included in every first visit is a private exam and consultation, spinal adjustment and hydrotherapy massage, a touchless experience where gallons of pulsating water work out tension in the neck and back. With record low unemployment, and inflation still very high, it’s no wonder businesses are feeling squeezed when it comes to their frontline people and operations. Owners simply can’t afford to pay more to attract, or even retain, their frontline employees. As a result, many business owners are advertising benefits and perks frontline employees don’t want or need, or they succumb to the false belief that high turnover is just the cost of doing business.

On May 30th, the Oceanside Chamber of Commerce awarded a total of $34,500 in scholarships to 17 students from 5 Oceanside High Schools including Oceanside High School, El Camino High School, Surfside Educational Academy, Coastal Academy, and Pacific View Charter School. The scholarship recipients were all students that had been recognized throughout the school year as part of the Chamber’s Rising Star Student of the Month program.
The Rising Star Program aims to champion students that have overcome significant challenges in their lives while managing to keep on track with their education. The Chamber honors one high school senior each month from each of our area high schools at a breakfast event. The students are each given the opportunity to share their stories of resilience and persistence and will be invited to apply for scholarships through the Oceanside Chamber Foundation.
Scholarships were made possible through the generous donations of Genentech, Tri-City Medical Center, Frontwave Credit Union, California State University San Marcos, CrossCountry Mortgage, UEI College, Cabana Concepts and PEO.
This Chamber has already begun efforts to replenish the scholarship fund for the 2023-24 school year.

Established as a guild in 1992, and a chapter in 2000, Assistance League North Coast® (ALNC) is the 105th chapter of the National Assistance League®. North County African American Women’s Association emerged on the scene with a clear mission as a result of state funding requiring a mentoring group of professional women organized to sponsor a conference for young girls and single/displaced homemakers looking to re-enter the workforce. These funds came through the Oceanside Unified School District in response to the California Department of Education, Carl Perkins Vocational and Occupational Act: Gender Equity Grant Program. Eleven women in the fall of 1995, the majority of whom were educators, took on the charge to provide support for the young and adult women after the conference by holding monthly meetings and developing a fundraising arm to become self-sustaining at the end of the two-year program. Today, the North County African American Women’s Association (NCAAWA)
mission has developed to become a support network that empowers young and adult women through educational advancement, health awareness and improvement in life skills.
For the past 26 years, North County African American Women’s Association (NCAAWA) has provided scholarships, support, and mentorship opportunities to women and girls throughout North County San Diego to increase their self-sufficiency. Their mentoring programs are designed to facilitate leadership through their High school program (Global Ambassadors) and life skills support through their middle school mentorship program (Becoming a Global Citizen). NCAAWA’s Scholarship Fundraiser (Gentlemen’s Gourmet), which is a yearly highlight in Oceanside, has given the organization the ability to award deserving ladies with scholarships. Year to date NCAAWA has awarded over $450,000 in scholarships.

The Oceanside Cultural Arts Foundation (OCAF) was founded in 1989 to support and celebrate the visual, performing and cultural arts in Oceanside and surrounding communities. To support a full creative life for all, Oceanside Cultural Arts Foundation commits to championing policies and practices of cultural equity that empower a just, inclusive, and equitable community.
Over the years, OCAF has continued to elevate their services and productions. In 1992, the search began for a venue that would be a “jewel of artistic importance” and home for the Oceanside Museum of Art. Administration of the museum’s fundraising and creation was turned over to OCAF. A moveable musical feast of all genres performed by students, avocationals and professionals, otherwise known as the OMFest Concert Series began in 2001. This event serves as OCAF’s primary Scholarship fundraiser. Created in 2009, the Oceanside International Film Festival (OIFF) established Oceanside as a film festival destination. In 2021, OIFF became the 2nd OCAF created event to become its own entity. In 2010, Write On, Oceanside!, the annual festival of books, began to give community members a chance to meet local authors and inspire budding writers. In 2018, OCAF wished to offer new venues for the region’s artists to show and sell their artwork. OCAF felt that by bringing businesses and artists together they could provide economic benefits to both. New artists are presented every two months during “opening receptions” for the artists.

Through support, advocacy, dedication, innovation, and resolve, TERI has brought opportunity and hope to countless individuals and families. TERI looks to the future by operating model programs, conducting applied research in best practice procedures, and offering training and consultation to professionals, families, and other community members.
Located in San Diego County, TERI has been cited as a model program in the State of California. In this capacity, the agency has conducted statewide training on the provision of quality services to this segment of our population, developed program and training manuals which have been purchased by the State and social service agencies nationwide as resource materials, served as a training site for Medi-Cal and Department of Health Licensing Surveyors, and provided extensive advocacy services for persons with developmental disabilities. One of the most beautiful of the California Missions is found in Oceanside. The Mission San Luis Rey Mission celebrates its 225th anniversary since its dedication in 1798, 52 years before California became a state.
By 1798, seventeen Franciscan missions had already been sited and established from San Diego to San Francisco. Spanish Missionaries who were tasked with establishing these sites were were looking for suitable locations that met certain criteria such as a water supply, building materials, and good soil for crops and livestock. The route the Franciscan’s traversed would be known as “El Camino Real,” translated “the Royal Road. It extended over 600 miles, connecting 21 missions and is considered one of the earliest roads or highways in California.
Another important criterion for the Franciscans was the proximity of other missions – preferably no more
than a day’s journey between them. A trip from San Diego to the Mission San Juan Capistrano required two days, necessitating a third between the two.
In 1795 a surveying party left the Mission San Diego and made their way to Pala and Father Fermin Lasuen reported the following: “Between San Diego and San Juan the place called Pala is very good. It has all the distinctive features a foundation requires. It is fourteen leagues from San Diego, eighteen from Capistrano.” Despite this, however, he concluded that it was “absolutely unsuitable.”
Subsequently another exploration of the area was ordered and on October 6, 1797, the present site of Mission San Luis Rey was selected and approved. The location has a commanding view and was called by the Native people “Icayme,” which means “fairview.” Formal dedication of the Mission, named Mission San

The Franciscans referred to the native Ataaxam people as “San Luisenos”, later shortened to Luiseno.
These people were vital in the building of the Mission under the direction of Father Antonio Peyri. Some of the first structures to be built were a set of corrals for the multitude of livestock, considered valuable assets to the Mission, which included horses, mules, cattle, and sheep. Just days after the founding of the new Mission, the work of making the adobe began. With the benefit of a labor force from Native peoples, Father Lasuen reported just one month later, “More than six thousand adobes of superior quality have been made, and at no great distance three hundred building frames, six center beams, and three roof beams have been cut. Everything is progressing better than we hoped for.” Two weeks later the foundation of five rooms had been laid.

Construction of the permanent structure that stands today was not completed until 1815, with foundations being laid in 1811. Work continued for four years when it was then formally dedicated on October 4, 1815. The original structure measured “600 feet east to west, 450 feet north to south, and covered nearly six and two-third’s acres.” Walls of the church were built “six and one-half feet thick.”

It would soon become known as the “King of the Missions” because of its size and the land it occupied. The Mission building was a large structure and encompassed over six acres, surrounded by 200,000 acres. One of the features and lasting landmarks is the Mission’s pepper tree which Engelhardt wrote about in his book, “It is said that a sailor from Peru, in 1830, brought a sprig of pepper tree and planted it in the Mission garden. This was the first of its kind in California.”
Another feature is the lavanderia, situated south of the church on the mission grounds. Entrance is made through a small archway down a long series of adobe steps. Water diverted from the San Luis Rey River was brought in using a tiled irrigation system. Beautiful gargoyles carved by Luiseno people spouted water into channels or pools, used for laundry and bathing.
At one time the Mission San Luis Rey owned 22,010 head of cattle, 23,532 sheep, and over 8,000 head of horse stock, more than any other California Mission. However, in 1833 Governor of Alta California Jose Maria de Echeandia issued a Decree of Secularization,

which resulted in mission lands being sold or gifted to colonists, members of the military and politicians who established large ranchos. The San Luis Rey Mission, like many others, was plundered and left to decay and ruin. The altar had been stolen, even the front doors were taken off their hinges. Pio Pico, who became the administrator of San Luis Rey in 1835, wrote: “I was determined to put an end to the mission system at all hazards in order that the land could be acquired by private individuals.” Pico would take over the ranches of Santa Margarita, Las Flores and Temecula for his own use, and to give to his brother and friends.
In 1847 Jean Baptiste Charbonneau, the son of Sacajawea served as Alcalde (magistrate or mayor) of the Mission San Luis Rey in 1847. He was appointed this position from Col. John D. Stevenson, making him the authority over the region.
The 1860 U.S. Census recorded 316 people within the district of the San Luis Rey Township. Those residents had been using materials from the Mission to build their own homes, including roof tiles and wooden beams. Left exposed to the rain and elements, the Mission walls soon eroded, columns collapsed. On March 18, 1865, President Abraham Lincoln signed a proclamation giving the Mission San Luis Rey back to the Catholic Church. However, the proclamation only returned the Mission buildings and 64 acres.
The Mission San Luis Rey was still a beautiful sight to behold even with its roof collapsed and large portions of its arched columns gone. One visitor to the Mission noted that “the interior of the church is in striking contrast to the exterior. It is bright with beautiful frescos that have stood the test of time remarkably well.” It attracted curious visitors from all over the area and in 1879 the San Diego Union reported the while Mission was “in ruins” that mass was still “said occasionally here by Rev. Fr. Mut of San Juan Capistrano.”
The San Luis Rey Star newspaper reported in 1881 that “There is some talk in our valley of a grand ball to be given soon in order to raise funds for making repairs on the Old Mission buildings at this place. This is a good move and should be encouraged by all. Let us try and preserve this remnant of past history.”
In 1888 the South Oceanside Diamond echoed these sentiments while the Mission continued to deteriorate. “Some steps should be taken to preserve the old mission at San Luis Rey. Before long all the old missions will disappear. We will know but little about them save upon canvas or fragmentary records. These crumbling monuments of the earlier settlement and civilization of California deserve preservation.”
Finally, word came in 1892 that the Mission San Luis Rey would be restored. Father Joseph Jeremiah O’Keefe arrived in early 1893 to oversee the restoration of the historic mission. O’Keefe was a native of Ireland, coming to San Francisco as a boy. He was ordained as a priest in 1868 and stationed at Mission Santa Barbara for nearly twenty-five years before coming to San Luis Rey. Fluent in both English and Spanish, he spoke both with an Irish brogue. With a small budget of $5,000 O’Keefe set to restore the King of Missions to its former glory. Repairs were extensive and rebuilding was an arduous task. Roofs had to be repaired, walls reinforced. On May 12, 1893, the Mission church was rededicated with more than 300 people in attendance but work had just begun. The original quadrangle
was only rebuilt to about one-fourth the size of the original, completed in 1905. On July 25, 1913, a new statute was blessed and hoisted into its niche over the main entrance to the church.
Work continued for decades and continues to this day to maintain this historic building. In 2012 the roof was removed from the chapel for earthquake retrofitting. Each roof tile had to be taken off and set carefully aside for replacement when the work was done. It did not go unnoticed by historians that many of those tiles had been placed there in 1892 when the first restoration began.
The Mission San Luis Rey was designated a National Historic Landmark in 1970 and is one of the most visited sites in Oceanside.
On July 3, 1969, Sally McWha started Harbor Fish & Chips in the Harbor Village fish market she owned with her husband Doug. Doug and Sally had three children, Diana, Sue and Carl. All three had a part in the family business. Terry Cross, an Oceanside local, married his high school sweetheart Sue McWha during his senior year at Oceanside High School. He became an integral part of the Harbor Fish & Chips family, even supplying the growing business with fish caught commercially out of the Oceanside Harbor. In 1982, Terry and Sue purchased Harbor Fish & Chips from the family. With two young girls, Mona and Sheri, they continued the family tradition. Sue, unfortunately, passed away from cancer in 1986, giving Terry sole ownership until his passing in March 2023.
Today the restaurant is still owned and operated by Terry and Sue’s two daughters Mona and Sheri. The sisters still use Grandma Sally’s original recipes for cocktail and tartar sauce and, of course, her famous coleslaw dressing. They are excited to keep the 50year family tradition going as the longest standing restaurant in the Oceanside Harbor.

Owned and operated by the Drake family, Nana and Pop Pop’s Sweet Shop opened in 1999. In 2021, David and Sharon Drake retired leaving the shop to their daughter, Christina, and her husband, Randy. Christina and Randy then hired their daughter, Kayln, and teenage son, Austin. With 14 years experience behind the counter, Kayln currently acts as the restaurant’s manager while Austin is a newbie to the family business. Together, the family is beyond excited to please their customers.
The shop’s mission is to bring smiles to kids of every age. They offer almost 40 ice cream flavors, old-fashioned candy, taffy, and seasonally handmade carmel apples and fudge (September - April). New treats added this year include chocolate-dipped menu items, a made-from-scratch Choco Taco, and chocolate dipped ice cream
sandwiches. A Sailboat Sundae, which is a doublescoop, waffle boat sundae with decorative sails and a wooden ore, and a Sand Bucket Sundae, which is a single-scoop waffle cone sundae in a sand bucket topped with Graham Cracker sand and gummy worms dug out with a shovel spoon, will be hitting the menu summer 2023!
Additionally, Nana and Pop Pop’s Sweet Shop is working on the installation of vending machines in local businesses. Proceeds from these vending machines will go directly to UC Irvine’s Medical, Melanoma Cancer Research and Trials. After David and Sharon’s eldest daughter passed in 2018 from Melanoma, the shop made it their mission to support organizations searching for a cure.

Helen and Tom Hartley have owned PJ Graphics since 1975. They have 2 children, Debbi and Lance, who got their education through the Oceanside School District. Debbi and her family live in Seattle area, while Lance stayed local and went to Long Beach State majoring in business. He joined the family business and has taken a lead role in expanding the company services. He was instrumental in adding screen printing and our t-shirts and sweatshirt designs, many of which can be seen by students around the North County showing their school pride. During COVID, he came up with the idea to create graduation banners and yard signs. Orders came in from all around the country and are still being
produced today. Lance also provides clients with custom car wrap designs, print, and installation. Tom and Helen are still working, but enjoy Lance taking over ownership of the company. It will be interesting to see what new services/products are in PJ Graphics future.

MiraCosta College today announced its latest Adult High School graduating class includes a set of twin sisters, Carol Baker and Carolyn Baker-Lowery, who walked across the stage together on Thursday, May 25, 2023. Carol and Carolyn decided to return to school years ago and have studied side-by-side so that they could receive their diplomas together, nearly 50 years since they left high school as teenagers.
“We have been looking forward to this moment for a long time,” shared Carolyn. “It will be one of the best days of our lives and we can’t wait to be up there and look out into the crowd to see our children and grandchildren.” From an early age, Carol and Carolyn have been inseparable. Their mother owned a Winchell’s Donut House, and when they were young, they would fold boxes to help with the business. As they grew older, they graduated to work the service counter on Friday and Saturday nights while trying to keep up with their education. Yet despite being hard workers and social children, schoolwork always came as a challenge.
Frontwave Credit Union was recently honored with eight Diamond Awards from the Credit Union National Association (CUNA) Marketing & Business Development Council and five bronze awards from the American Advertising Federation of San Diego. U.S. Representative Mike Levin (CA-49) announced that Pacific Ridge School student Ethan Heck, with his piece titled “Churn”, is the winner of the 2023 Congressional Art Competition for California’s 49th Congressional District.
Additionally, Rep. TrueCare, a nonprofit community health center serving North San Diego and South Riverside Counties, has opened the TrueCare Older Adult Health Center in West San Marcos. The new location is designed to provide a unique care experience for treating adults aged 50-plus with complex and chronic health conditions.
Thomas, who has doctoral degrees in nursing practice and nursing education science, serves as co-program director and chief of advanced practice for critical care medicine at Scripps Mercy Hospital Chula Vista.
The CANP award recognizes several of Thomas’ recent accomplishments. She led Scripps’ efforts to implement a novel “model ICU care” approach, which includes multidisciplinary patient care teams and standardized, collaborative processes for improved efficiency and consistency. Following the introduction of this new approach, the number of days patients spend on ventilators and their overall length of stay in the ICU have both decreased.

TrueCare’s Older Adult Health Center is a progressive step towards addressing the county’s growing older adult population. Every day, more than 10,000 people turn 65 years old in the United States, and by 2035, it is projected that San Diego County will experience an increase of nearly 60% in its senior residents. For over 50 years, TrueCare has been caring for older adults through their primary care and adult medicine services across the community health center’s clinics. The Older Adult Health Center augments TrueCare’s capacity for serving more seniors – a majority who are on Medicare – with quality, compassionate, and culturally sensitive care.
The California Association for Nurse Practitioners has selected Charlotte Thomas, an intensive care unit nurse practitioner with Scripps Health, as the recipient of its 2023 Nurse Practitioner of Distinction Award. Thomas received the honor at CANP’s annual educational conference on March 16 in Monterey, Calif.

Harbor Fish & Chips, a family owned and operated restaurant in the Oceanside Harbor Village, is a local favorite. Since its opening in 1969, the owners have maintained a standard of high quality food, customer service, and friendly atmosphere through the generations. You will still find some of the original, homemade recipes being used today.
In 2020 Covid-19 swept the country and with it came a staffing issue that many in the restaurant industry were heavily affected by, Harbor Fish & Chips being one of them. Manager Sheri Castro was having a hard time finding employees stating, “it was so hard to find employees, everyone just wanted to stay home then all the high school graduates just stepped up.” In July of 2020 Sheri hired her first Oceanside High School graduate. This student was from the 2020 Graduating Class, the first class to not have a real graduation due to social distancing restrictions. Sheri has since hired 10 other Oceanside High Graduates, for a total
of 11 now employed as well as a new hire who is still currently in school.
Employees, Joseph Mish and twin sister Jackie Mish, said “it’s a fun job to have, they take care of us. It was a good opportunity in a hard time, really a solid job where they stayed open during covid.” Joseph, a recent MiraCosta graduate and Jackie, a current MiraCosta student needed a flexible schedule to accommodate their classes and Manager, Sheri, was more than happy to accommodate. Both siblings have bright outlooks on the future and plan to stay in Oceanside.
Late owner Terry Cross, an Oceanside High School graduate himself, purchased Harbor Fish and Chips in 1982. Terry, unfortunately, passed earlier this year leaving behind the legacy and love of a true Oceanside local.

Oceanside, a picturesque beach town established in 1888, has always been known for its beautiful shores and vibrant coastal life. However, over the years, the natural sources of sand that replenished our beaches have been disrupted, leading to a decline in their size and health. In response, local advocates, Save Oceanside Sand, have championed the concept of retention as a solution to preserve our beloved coastline. In this article, we explore the importance of sand retention, highlight successful examples from other communities, and shed light on Oceanside’s ongoing efforts to implement a sand retention project.
Historically, Oceanside’s beaches thrived due to natural sand sources from the Santa Margarita River and the San Luis Rey River. However, human interventions such as damming, flood control, sand mining, and the construction of the Camp Pendleton Boat Basin disrupted the natural flow of sand to our shores. Consequently, our beaches have suffered from erosion, with more than 2 miles of our 3.7mile shoreline devoid of dry sand. This loss not only affects the natural habitat and access to the beach but also compromises the resilience of our coastal infrastructure.
To combat the diminishing coastline, the US Army Corps of Engineers has conducted major beach nourishment projects over the past 80 years, depositing over 19 million cubic yards of sand onto Oceanside’s beaches. However, the results have been short-lived, with the sand disappearing within months to years. These large-scale nourishment events have proven to be environmentally disruptive, requiring the mobilization of dredges and heavy equipment. The process also harms the nearshore ecosystem, leading to the loss of invertebrates and other marine creatures, which, in turn, affects shorebird populations. It is clear that beach nourishment alone is an unsustainable and wasteful process.
When waves, tides, and currents carry sand away from our beaches, it enters a “river of sand” that flows down the shoreline. Unfortunately, a significant amount of this sand is lost forever when it passes by the Carlsbad Canyon. While occasional south swells do bring some sand back to our shores, it is not enough to counterbalance the ongoing erosion. This problem requires a man-made solution.
Recognizing the shortcomings of frequent beach nourishment, many communities worldwide have implemented sand retention strategies. These approaches include the construction of offshore reefs, dunes, artificial headlands, jetties, groins,
and living shorelines. By utilizing sand retention structures, these communities have reduced the need for constant replenishment while improving habitat, access, and safety.
Newport Beach faced a similar situation in the 1960s when they lost a significant portion of their beach, endangering nearby properties. To address this, they installed sand retention devices known as groins. These structures have provided long-lasting shoreline resilience, improved habitat, and enhanced recreational opportunities. Newport Beach serves as a prime example of how a modest investment in retention can save millions of dollars in replenishment costs.
It is important to note that designing a sand retention structure is a complex undertaking that requires scientific and engineering expertise. Each structure must be tailored to the specific section of shoreline it aims to retain, taking into account factors such as
permitting, cost, effectiveness, and mitigating impacts on surf, access, habitat, and downdrift effects.
The City of Oceanside is fully committed to implementing sand retention solutions to preserve our beaches. Currently, the Oceanside Sand Nourishment and Retention Pilot Project is in its second phase, with ongoing plans for the construction of an innovative, multi-benefit sand retention project. While the final design and components are yet to be determined, the city’s mission statement for this project emphasizes its commitment to both local and regional benefits.
The concept of “retention saves replenishment” is crucial in safeguarding our coastal treasures. Oceanside, like many other communities, recognizes the importance of sand retention structures in maintaining healthy beaches, enhancing habitat, and preserving access for all. By investing in retention, we can create a sustainable future for our coastline, where the beauty of our shores can be enjoyed by future generations.

Alta Oceanside continues construction on the residential component of its mixed- use project located at 1015 North Coast Hwy. in Downtown Oceanside. The project includes 309 apartments with 5,615 sq. ft. of ground-floor commercial/retail wrapped around a five-level above-grade parking garage with 569 parking spaces for residents, commercial/retail, and residential guest parking. There will be 283 market-rate and 26 affordable
The 31,000 sq. ft. store will move into the now closed Stater Bros grocery store and is anticipated to open in Spring 2024.
