Corporate Kindness Initiative Comes to Oceanside

In my leadership position at the Chamber, something I am incredibly grateful for is a tremendous peer network that is willing to share its successes in order to see them duplicated in other communities. Through our strong relationships with Chamber leaders in North County and throughout the state, we have had the opportunity to share our successes with others and adopt programs that have proven to be impactful in other communities.

One of these successful programs is the Corporate Kindness Initiative, a program that started as a partnership between the Carlsbad Chamber and local non-profit, Kids for Peace and is now spreading to other North County communities including Oceanside and Vista.

As of last fall, the Oceanside Chamber is officially recognized as a Kindness Certified Chamber of Commerce. Rushell Gordon, Bliss Tea & Treats community spotlight

Rushell Gordon’s first taste of Oceanside came back in the 1980s. Coming back to the city after spending some time away, Rushell was amazed at how much Oceanside had grown and economically transformed, yet still remained warm and welcoming. Inspired by the city’s culture and sense of community, she decided this would be home to Bliss Tea & Treats, a modern-day lounge and Tea Room.

At Bliss Tea & Treats, guests can experience an authentic artisan tea experience. Through her travels worldwide, Rushell realized no matter the culture, tea was used as a means to connect all individuals. Her goal with Bliss was to create a space where people could connect on and offline, and to bring Osiders the core tea experience that so many cultures around the world have enjoyed for decades.

With her Tea Room located in downtown Oceanside, Rushell became immersed in the local business community. She joined multiple community boards and groups, including the Oceanside Chamber board, in an effort to maximize Oceanside’s potential and

help solve some of the difficult issues local businesses face. Being a business owner herself, Rushell recognized two significant opportunities to enhance Oceanside’s culture, increase tourism and bring local businesses more traffic.

With leadership, innovation and tenacity, Rushell has established herself as a pivotal member of the Oceanside community.

The first project focuses on bringing locals and tourists to downtown during the historically slow business off-season, or the time period immediately following Christmas where consumers significantly cut back after weeks of holiday spending. To help mitigate this slump, Rushell began work on Oceanside’s first Mardi Gras. She pulled together a team of business owners to form a committee focused on curating an experience that will, hopefully, become an annual tradition in Oceanside. In collaboration with the City of Oceanside, Mainstreet Oceanside, the Oceanside Chamber, and local business leaders Regie Brown and Kevin Shin, the citywide Mardi Gras will kickoff at the Sunset Market on January 19th followed by 4 weeks of festivities until a culminating, Fat Tuesday event on February 21st at the hotel rooftops and local eateries. During this period, Rushell has encouraged businesses to participate with specials, decorations, events and more. Local schools are also invited to

The second project will honor and celebrate Black History Month. Working with Kristi Hawthorne, Director of the Oceanside Historical Society, Rushell plans to honor past and present black business owners by collecting information, photos and stories. African Americans came to Oceanside for the first time 80 years ago when Camp Pendleton was built. Rushell’s goal is to capture and share their stories along with current day businesses. The program will be held the second week in February at the Brooks Theatre.

With leadership, innovation and tenacity, Rushell has established herself as a pivotal member of the

Oceanside community. Her creative thinking has brought to fruition a plan to help Oceanside’s business community financially survive a historically low period. Her focus on community will help preserve the legacy of Oceanside’s black businesses. And, she does this all while running a Tea Room. What's the Scoop? Q and A with Handel's Homemade Ice Cream

Handel’s Homemade Ice Cream, an Oceanside Chamber of Commerce member, may be new to Oceanside, but they have been in business for more than seven decades. Handel’s Homemade Ice Cream has been made fresh daily at each store since 1945. The company, which was founded in Youngstown, Ohio, has been recognized for serving one of the “best ice creams” in the world by several notable publications. Each store uses an abundance of only the best ingredients. And we are lucky to get a lick (or two) right here in our own backyard! Handel’s Homemade Ice Cream partner Keith Kesler tells us more.

Q: How long has the company been in business?

A: We have been around since 1945 when Alice Handel opened up in her husband's gas station using fruit from her garden. Not long after, that she moved to a building across the street that is still serving the world's best ice cream today.

Q: Who founded it?

A: Alice Handel

Q: How long has the company been in Oceanside?

A: We opened earlier this year in 2022.

Q: How many ice cream flavors do you make?

A: We have more than150 flavors, but about

50 and any one time. This includes our traditional favorites, unique flavors to Handel's (i.e. Graham Central Station), sherbets, and some vegan flavors.

Q: Explain the ice cream making process.

A: We use the same formula as the original mix. Our machines are custom calibrated and branded. All ice cream is made one batch at a time, every day and in every store. Many of the ice creams have product added as the ice cream is dispensed (i.e. chunks of Oreo cookies that are hand broken prior). Some have bananas or coconut added into the machine with the mix. It all comes out amazing.

Q: Franchising is hot right now. Why do you think that your industry and also franchising, in general, is such a draw for people entering into the workforce or changing careers?

A: Franchising lays out the pattern and helps with the general start up, but it is still an individual experience and must be worked on every day. We are a familyowned business and both the corporate office and local stores run the same way. We are involved in the community from day one. I think people will look for a brand that they can identify with and call their own. Corporate jobs are great, but we love to grow our own business as we have the freedom to do that in our country.

Q: Explain your training program, especially how you love to work with youth.

A: The first training starts with 15 days at the corporate office in Ohio. We call it Handel’s Ice Cream school. Everything from making the ice cream, running a store, to all the behind-the-scenes are covered. Training is three days for all new employees with quizzes given on subject matter. Handel's is a great job for younger workers with the busy pace of the store. Most importantly, what is needed to work with us is a friendly smile and willingness to hustle. We are always having brush-up meetings on trying to do things the right way and looking for ways to serve our customers in an efficient and friendly manner. One of the best things is having our employees move from scooper to shift leads and/or ice cream makers. Personal and professional growth is extremely important even if you aren't going to make a career out of ice cream. This is

a great starting place with many going off to college or other careers. We have also moved some of our employees into store manager positions.

Q: What’s your favorite flavor?

A: Mine is Black Raspberry Chunk. No. 1 in the store is Graham Central Station followed by Chocoholic Chuck, Oreo Dough, Blue Monster, Banana Cream Pie (or any pie flavor), and Monkey Business. Of course, the seasonal flavors are all hits with Pumpkin now and Christmas flavors like Peppermint Bark are coming soon.

Q: Why do you do what you do? What keeps you returning to work every day?

A: Family!!! Love of ice cream. Making people smile. Love the kids and our employees. My partners and managers. We like to say, "Communities are happiest at Handel's."

Q: What’s a good business tip you’d like to share with other members?

A: Nothing makes up for being involved in the community and at your stores.

Q: Tell us about your community engagement and why you do what you do.

A: Some activities we regularly do include fundraisers for those in need or at schools, sponsorship of sports teams (school plays, etc.), events and/or festivals, donations to charity events, really, wherever we can find a need.

Chamber-Endorsed Candidate, Rick Robinson Elected to Oceanside’s District 2 Council Seat

In November, Chamberendorsed City Council candidate, Rick Robinson won the race for the City’s District 2 Council seat. In addition to his endorsement from the Chamber, Robinson was supported by the Oceanside Police Officers’ Association, the Oceanside Firefighters Association, and numerous civic and elected leaders.

Robinson, who served as Oceanside’s Fire Chief since 2016 officially retired at the end of July. With a desire to continue actively serving the residents of Oceanside, he decided to make a run at the Council seat in District 2, where he and his wife have lived for many years.

“We are excited for Rick and look forward to the opportunity to work with him in his new role as an Oceanside Councilmember”, noted Chamber CEO, Scott Ashton. “Rick is a demonstrated leader and we

are confident that he will continue the efforts of the current City Council to move Oceanside in a positive direction.”

In its endorsement of Robinson, the Chamber’s Advance Oceanside PAC noted several strengths that they saw in him during the interview process. The group noted that Robinson has a strong grasp on where Oceanside’s future opportunities lie in the coming years, including continuing the substantial progress we have made with the development of hotels and the influx of new businesses. He also demonstrated an understanding of the importance of marketing Oceanside as a destination in order to drive sales tax and transient occupancy tax (TOT) to keep our City in a strong fiscal position. TOT is the 3rd largest revenue source for Oceanside, generating over $7M annually for the City’s general fund.

The Chamber began endorsing candidates in 2020 when it supported Ryan Keim for the District 3 seat and Peter Weiss for District 4. With Robinson’s District 2 victory all three Chamber-endorsed candidates have now prevailed in their respective races.

RISING STAR STUDENT RECOGNITION BREAKFAST

The Oceanside Chamber’s Rising Star Program aims to champion students that have overcome significant challenges in their life but have managed to keep or get back on track with their education. The Chamber will honor one high school senior each month from each of our area high schools at a breakfast event. Rising Star Breakfast events are open to all educators, family members of students being honored, Chamber Board Members, business leaders, community members and event sponsors. Tickets are $25 for Chamber members and $40 for prospective members.

FAMILY HEALTH CENTERS

We welcomed our member Family Health Centers of San Diego Nov. 9th in their first North County location right here in Oceanside with a ribbon cutting, facility tour, and remarks from executives and clinicians. The center offers primary care and specialty services for older adults at their new Program of AllInclusive Care for the Elderly (PACE), which features a day center, transportation, dietician, and home health services. Also the site of the Oceanside Family Counseling Center, the largest mental health clinic in the county, the clinic aims to serve the underserved and those who served. New and Ongoing Services Highlight Tri-City Medical Center’s Commitment to the Community

After more than 60 years of serving the communities of Vista, Carlsbad and Oceanside, and weathering the impact of a worldwide pandemic, TriCity Medical Center is at an inflection point. We are striving to build upon the successes of our current programs, while imagining a bright future with new and reinvigorated services, technology and facilities to meet the needs of our community.

Already known for excellence in the emergency treatment of heart attacks and stroke, TCMC’s emergency room will soon begin a much anticipated remodel beginning early in 2023. That project, which is expected to take approximately a year to complete, will upgrade the waiting room, triage and one of the large treatment areas with new, fresh colors, lighting and furnishings, and is expected to improve wait times and patient experience. Support for this project was provided by the David C. Copley Foundation,

Conrad Prebys Foundation and the Tri-City Hospital Foundation, among other generous donors.

Building upon the services provided at our Outpatient Behavioral Health clinic in Vista, TCMC and the County of San Diego recently broke ground on a new 16-bed, adult inpatient psychiatric health facility (PHF) on the western edge of the hospital’s Oceanside campus. This standalone building will provide short to midterm inpatient psychiatric care, estimated at 5-7 days, for patients from the local community in need of treatment for a variety of conditions. It has been hailed by North County leaders as a much-needed addition to the behavioral health safety net. That facility, which will be managed and staff by Tri-City Medical Center employees, is anticipated to open in early 2024.

A new 3Tesla Magnetic Resonance Imaging (MRI) suite is also in development at the medical center. Opening in spring 2023, this new technology will dramatically elevate diagnostic imaging in North County. Our technology upgrades don’t stop there. Already considered a pioneer in the field of robotic assisted surgery, TCMC recently added a Mako surgical robot, which is the new frontier in joint replacement surgery. Mako joins other robotic surgical systems including Mazor and daVinci to ensure local patients have access to advanced care in their own backyard.

With recent and ongoing facility upgrades to our Women and Newborns Services, including our Neonatal Intensive Care Unit (NICU), we are also continuously improving the patient experience for mothers and families who deliver their babies at our medical center. In the coming months, TCMC will also debut a new NICU Hall of Hope, a physical space in the hospital where parents and visitors can learn about the amazing stories of some of our NICU “graduates.” Be sure to keep an eye out for our “Birthdays Start

"Slow-Moving Disaster" on the Oceanside Shoreline

For over 80 years Oceanside’s beaches have been slowly disappearing, resulting in limited resilience against storm damage. The construction of the Camp Pendleton boat basin breakwater in 1942 has created a persistent state of Oceanside beach erosion. This slow degradation of the sandy beaches and resilient buffer to storm damage is an absolute slow-moving disaster. But we can do something! Save Oceanside Sand has advocated for and continues to press the Oceanside City Council, County Supervisor Jim Desmond, and United States Representative Mike Levin to plan, fund and execute a restoration project that will restore and retain sand on Oceanside’s beaches. Once completed, this restoration effort will provide a broad back-beach for reestablishing resilience against large storms that will inevitably one-day hit our shorelines. These storms could easily cause the disaster illustrated on the left to The Strand. Oceanside is acting to restore the beaches for its citizens, neighbors, and visitors. Recent developments: 

2020–2021 – Oceanside completed a feasibility and is working towards the next phase and is developing plans for options to restore and retain sand. 

2022 – Oceanside has a new Coastal Zone Plan and Coastal Zone Administrator who is engaging the US Army Corps of Engineers( USACE), SANDAG and Coastal Engineering Firms on execution of facets of this plan.  2022 – The USACE recommenced it’s stalled 2016 study of the Oceanside condition. It is scheduled to be completed in July of 2025 identifying a preferred solution to restoring Oceanside beaches to conditions before the construction of the Camp Pendleton Boat Basin. (Section 414 of the Water Resource Development Act (WRDA) 200).

KIMY GETS SKINNY

Dieting can be bland, boring, and downright depressing, a phenomena Kimy Aguirre, curator of the Doatnut, experienced firsthand when beginning her journey towards healthy living. Inspired to create healthy, delicious meals, Kimy began experimenting with foods and finding recipes she loved. Her journey included modifying her diet to incorporate healthy fats, lean protein, low carbs and less sugar.

Kimy decided that in order for her weightloss to be sustainable, she needed to reinvent one of her favorite guilty pleasures, the donut. NEW PROGRAM PREPARES PEOPLE FOR ENTRY-LEVEL EMPLOYMENT

MIRACOSTA COLLEGE CELEBRATES GROUNDBREAKING FOR NEW CHEMISTRY AND BIOTECHNOLOGY BUILDING

In October, MiraCosta College had a groundbreaking celebration to mark the start of construction for the new Chemistry and Biotechnology Building at MiraCosta’s Oceanside Campus.

The new building will provide a state-of-the-art facility with chemistry and biochemistry labs and two 40-seat flexible classrooms. As the District’s Biotechnology program expands, the building will provide needed space for growth and is a major component of the Science, Technology, Engineering, and Mathematics (STEM) quad and plaza. The $46.9 million project is scheduled to be completed in summer 2024 and is funded through MiraCosta’s capital improvement program using funds from Measure MM.

The facility will include several unique design features:  The design takes advantage of the mild climate of Oceanside through the incorporation of a ‘big roof’ that provides a weather-protected exterior space for gatherings and interactions and serves as a transition from the building into the quad.

Porches of varying widths, covered and screened, are used to promote connections to adjoining spaces and provide exterior study and meeting spaces for students.

The $46.9 million project is scheduled to be completed in summer 2024

Large windows and continuous circulation routes allow easy circulation around the building without disturbing classes and labs.

The park-like setting will feature extensive native species and drought-tolerant plants.

High-efficiency fixtures will be used throughout.

Exterior and interior finishes will feature eco-friendly materials with warm colors that complement neighboring buildings at the Oceanside Campus and the local habitat.

What Do These Waste Bin Tags Mean?

Waste Management is beginning to place these tags to inform account holders that during servicing, WM saw over 20% contamination or an overloaded bin.

Contamination costs time and money to resolve and may lead to items ending up in the landfill that could have been recycled. So, what does this all mean for Oceanside customers?

Contamination is only tagged if a bin is determined to contain more than 20% of the wrong type of waste. This means that your food scraps bin or recycling bin won’t be tagged if you accidentally throw some single

use ketchup packets in there. However, food scraps or recycling bins that are over 20% contaminated will be tagged and will be charged after 2 occurrences. You can also review the backs of each tag to determine what goes where.

An overloaded cart or bin is only considered overloaded if it is so full that the lid won’t close. This means that big bulky cardboard boxes need to be broken down sufficiently so that the recycling bin lid will close. This means that trees or branches need to be cut to a size that can fit in the green waste

You may have noticed an “Oops tag” attached to your landfill, recycling, green waste, or food scraps bin following servicing.

bin and aren’t sticking out. This also means that the trash can not be stacked so high that there are bags spilling over. Overloading bins often causes spillage and debris to fall outside of the bin, and is not only unsightly but it also a pollutant to our waterways. If this sounds like your bin on a regular basis, you may want to consider right sizing. 2- or 3-yard landfill bins cost exactly the same. So, if your 2-yard landfill bin isn’t doing the trick, call Waste Management and schedule a swap for the next size up.

Customers that regularly contaminate or overload their bins will eventually be charged. Through Waste Management’s monitoring system, WM is providing

up to two warning tags per account over a 12-month period before issuing fines. Every tag comes with a follow up letter and email so that the account holder is aware that their bin has been tagged. After two warning tags, a charge will be added for every single instance of contamination or overloaded bin going forward. Waste Management will proactively call and schedule site visits with customers who contaminate or overload their bins more than 5 times within a 3-month period. The site visit is to help determine if the customer needs to right size or change their services to better fit their needs, and to provide increased staff training.

Remember, the recycling and food scraps bins are the cheapest of all the waste streams, so if they are used correctly, you could see a reduction in how much waste ends up in your landfill bin. If a big enough reduction occurs, you could right size to a smaller landfill bin, saving money in the process. BOYS & GIRLS CLUBS OF OCEANSIDE

Boys & Girls Clubs of Oceanside (BGCO) is a youth development organization that is dedicated to providing a safe, fun and enriching environment for youth to spend time during non-school hours. They are open every day during non-school hours, when youth need them the most. Celebrating 70 years of service in the Oceanside community, BGCO has served over 500,000 local youth, primarily from low-income families, to engage them in academic enrichment programs and activities. The Boys & Girls Clubs of Oceanside serves over 1,400 youth daily, providing stimulating and quality Science, Technology, Research, Engineering, Arts and Mathematics (STREAM) activities, and thousands more need these life-changing programs and positive guidance. In addition, they offer a unique program to adults with disabilities, called R.O.A.D.’s.

The Boys & Girls Clubs of Oceanside is a local, independent organization affiliated with Boys & Girls Clubs of America. BGCO raises 100% of the funds that support our life changing programs through individual giving, events and grants. 100% of those funds stay right here in North County to serve youth in our local communities.

ONE KITCHEN COLLABORATIVE

One Kitchen Collaborative, known as the OKC, is a zero-waste catering and educational organization.

While they are not a relief or emergency services organization, during the pandemic they pivoted quickly to help others in need instead of closing their doors. They partnered with food distribution programs, gleaning organizations and food banks to help raise funds through community partnerships.

One Kitchen Collaborative rose to the occasion by feeding 700,000 people in need and diverting 650,000 pounds of edible food from farms, farmers markets and food businesses.

The pandemic changed the organization’s business model, and, now that the world has opened back

up, they are hyper-focused on high-end catering, education and will always strive to help the community through food.

One Kitchen Collaborative can and will change the world, one pound of diverted food at a time.

Currently, the organization is raising funds for their educational and disaster relief food trailer. Their yearly commitment is helping Humanity Showers with monthly meals and daily coffee service for their staff, volunteers and participants. Additionally, their holiday meal drive is will be serving the less fortunate a hot, delicious meal.

STEVEN A. COHEN MILITARY FAMILY CLINIC AT VVSD

The Steven A. Cohen Military Family Clinic at VVSD, Oceanside Provides Accessible, High-Quality Mental Health Care to Veterans, Service Members & Their Families.

To meet the increasing mental health needs for post9/11 veterans, active duty service members, and military families throughout the state of California, the Steven A. Cohen Military Family Clinic at VVSD recently opened a location in Oceanside. It is the second Cohen Clinic in the state; a San Diego (Mission Valley) clinic opened in 2019.

The Oceanside Cohen Clinic is located at 3609 Ocean Ranch Blvd, Suite 120 and offers brief, client-centered therapy for a variety of mental health issues including depression, anxiety, post-traumatic stress, adjustment issues, anger, grief and loss, family issues, transition challenges, relationship problems, and children’s behavioral problems.

More than 33,000 post-9/11 veterans, nearly 40,000 active duty service members, and more than 31,000 military family members are eligible for care at the Cohen Clinic at VVSD in Oceanside. In addition to inperson visits, the new Cohen Clinic offers telehealth services state-wide to more than 655,000 potential clients. Telehealth is face-to-face video therapy where the client can receive treatment from the privacy and comfort of their own home.

The partner for these clinics is Veterans Village of San Diego (VVSD), which has served veterans since 1981 and is dedicated to “Leave No One Behind.” Each year, VVSD provides services to more than 3,000 military veterans throughout San Diego County.

For more than 60 years, the Tri-City Hospital Foundation has played an important role in promoting philanthropy and well-being in our community. With the support of generous donors, we have funded millions of dollars in programs, services and capital needs for Tri-City Medical Center, the 386-bed general acute care hospital serving the needs of Oceanside, Carlsbad, Vista and our surrounding communities.

The Tri-City Hospital Foundation is nearing the culmination of fundraising in support of the muchanticipated redesign of Tri-City Medical Center’s Emergency Department – an important community resource that is home to renowned heart, stroke and other life-saving programs. With the support of our community, including generous donations from the David C. Copley Foundation, Conrad Prebys Foundation and countless other contributors, this dream will soon become a reality.

The first phase of that project, which is expected to begin in early 2023 and take approximately a year to complete, will upgrade the waiting room, triage and one of the large treatment areas with new, fresh colors, lighting and furnishings, and is expected to improve wait times and patient experience.

Founded in 1974, WRC is dedicated to providing the highest quality supportive services and education to all people threatened by domestic violence or sexual assault. The culmination of passion and commitment, WRC was founded by five local Oceanside women who recognized the need to develop services for survivor aid and empowerment. Since its establishment, WRC has dedicated itself to continuously expanding to include more programs and resources to meet the needs and goals of those who seek to heal from domestic violence and sexual assault.

Recently, WRC announced Stephanie Miller, LMFT as the organization’s new CEO. “I am so grateful to accept the position as CEO of this well-loved organization that consists of extremely talented staff, Board of Directors and a long history of dedicated donors and partners. WRC’s future is bright,” said Miller. “My goal in leading this organization is to build on

the achievements of the past 48 years. At the November 16th Oceanside City Council Meeting, the Chamber had the opportunity to honor KOCT TV during the Mayor’s Business Spolight. CARMAX AUTO SUPERSTORE

The CarMax Auto Superstore recently opened at 3853 Plaza Dr. west of Thunder Dr., next door to the Oceanside DMV. CarMax is the nation’s largest retailer of used cars. As the original disruptor of the automotive industry, their “no-haggle” prices transformed car buying and selling from a stressful, dreaded event into an honest, straightforward experience. CarMax has 290 plus cars for sale at the Oceanside location. CarMax has generated 80 new jobs in Oceanside!

North Coast Hwy. The Alta Oceanside project consists of 309 apartments with 5,615 sq. ft. of ground-floor commercial/retail wrapped around a five-level abovegrade parking garage with 569 parking spaces for residents, commercial/retail, and residential guest parking. Commercial/retail will be fronting North Coast Hwy. There will be 283 market-rate apartments and 26 affordable apartments, and a second building on the south side of the property that contains ten residential units.

IONIS PHARMACEUTICALS NEW MANUFACTURING SITE

Ionis Pharmaceuticals, Inc. has entered into an agreement with Sudberry Properties to develop and lease a new manufacturing site in Oceanside. Sudberry will develop and construct the shell for the approximately 217,000-SF building. Ionis will design and build improvements to customize the facility. Ionis Pharmaceuticals develops cardiovascular and neurological therapies derived from ribonucleic acid or RNAbased technologies. The larger facility will significantly increase Ionis’ development chemistry and manufacturing capabilities. Ionis Pharmaceuticals will bring 200 jobs to Oceanside.

TRI-CITY PSYCHIATRIC HEALTH FACILITY GROUDBREAKING

A groundbreaking was held for the new Tri-City Psychiatric Health Facility in Oceanside. Located at the western perimeter of the Tri-City Medical Center campus, the new 13,560-SF, 16-bed facility will provide psychiatric inpatient care to address the region’s need for behavioral health care services. Construction is slated to begin in November.

Established in 2009, the Oceanside International Film Festival’s mission is to provide a platform for media creators from all backgrounds to present their work to an appreciative audience and offer an opportunity for their art to be recognized. This includes producing immersive events that expand on the cultural and educational nature of the cinematic experience. Taking place in the heart of Downtown Oceanside, our destination has been recognized as one of 14 Cultural Districts by the State of California. Adding to this, the Film Festival has the honor of being represented

as one of 3 major artistic pillars of our Oceanside California Cultural District.
