Making Serious Strides in Improved Mobility Where It’s Most Needed The phrase “A rising tide lifts all boats” also applies to the 91 Express Lanes. Since purchasing the managed lanes in 2003, OCTA has invested more than $45.8 million in toll revenue for projects that improve area transportation. The SR-91 corridor is one of the most congested in the country. Also, OCTA has set aside additional separate funds for projects related to OC Go, also known as Measure M, Orange County’s half-cent sales tax for transportation improvements. During the past year, funds have been used to improve SR-91 and State Route 57. All these projects will help provide transportation alternatives and improve mobility in the SR-91 corridor and throughout the region.
