A long term view

I

n terms of economic competitiveness, the World Economic Forum (WEF) has ranked Oman at the 32nd position out of 142 countries, thanks to the Sultanate’s excellent macroeconomic environment and high quality infrastructure. Recent reports have also predicted that building construction is to reach more than US $27 billion by 2014 and the slew of construction project that have been announced are further testament to this. The Duqm Special Economic Zone, Sohar Airport, the Batinah Expressway – these are just some of the promising developments in Oman. These projects coupled with the global economic slowdown have generated a lot of interest from various multi-national conglomerates, who are now looking at Oman for investment opportunities. Firms from the region and abroad have started bidding for developments and since some of them have special technical expertise in their respective fields, they have managed to secure some of the plum projects across the Sultanate. But are local contractors getting side-lined because of the increased competition? Should there be some sort of regulation in place that helps keep the small to mid-sized firms afloat? Then the question arises if regulation hampers the concept of free markets and growth. Competition may not necessarily be a bad thing and in this issue Dossier takes a closer look at the dynamics involved. This issue of Dossier is also a special edition for The BIG Show 2012. The BIG (Builders International Gathering) Show 2012, is a prestigious international event that caters to the requirements of the building and construction in Oman and other regions. Ghantoot Group plans USD500 mn investment in Oman

In its biggest ever expansion drive outside of the UAE, the Abu Dhabi-based Ghantoot Group today announced that it will invest US$500 million in various projects in Oman’s hospitality, water and power sectors. A top official for Ghantoot Group said that starting 2012, the Group plans to establish two power plants, three hotels and investment in other facilities in water desalination, transmission and distribution and oil and gas projects aimed to benefit the Sultanate. The first power plant, of 140MW capacity, will be set up in Ras Al Khaimah to supply electricity exclusively to Musandam, and adjoining areas, while another power plant, of 120MW capacity, will be set up in central Oman at a site to be finalised soon. When completed, the two plants will provide power to Omani consumers at a lower cost to the government. The Group also plans to invest in a hospitality portfolio by building a 320-room resort hotel in Musandam, and another two hotels featuring 600 rooms in total. Altogether, the projects will create more than 2,000 jobs for Omani nationals, while preserving the natural beauty and environment of Mussandam and adjoining areas. Conservative estimates point that Oman will be able to benefit more than US$1 billion through direct investment savings and other water and power production cost savings alone, once the projects are implemented.

Oman Convention & Exhibition Centre to Debut at GIBTM The Oman Convention & Exhibition Centre will make its debut at GIBTM, the Gulf’s premier meetings industry tradeshow this month. According to Geoff Donaghy, the Director of Convention Centres for AEG Ogden, the manager of the Oman Centre, GIBTM will showcase the venue to key international and Gulf region decision-makers. “Our message to these decisionmakers is that Oman is constructing a world-class venue and precinct that will have the capacity to host some of the world’s and region’s most prestigious events…Not only will this inspirational project open the world to Oman, it will open Oman to the world of business events,” he said. Donaghy said as venue manager, AEG Ogden would utilise its global expertise to deliver service excellence in all areas of the operation including catering, technology and event management

to expand the already high level of professionalism in the meetings and exhibitions industry in Oman. “AEG Ogden will provide a memorable first-class experience for all attendees adopting the spirit of the traditional Omani hospitality that the Sultanate is renowned for… Our preliminary research and sales activities have identified business as far ahead as 2024,” Donaghy said. In addition to large scale convention and exhibitions the Oman Convention & Exhibition Centre’s flexible design will cater for smaller meetings, banquets and functions as well as concerts and special events accommodating up to 10,000 people. Vale Achieves Full Production Capacity & Inaugurates Industrial Complex

Vale achieved full production capacity of 9 million metric tons per year at its US$1.36 billion Industrial Complex in the Port of Sohar. By creating a ‘virtual iron ore mine’, the global diversified mining company’s operations in Oman will contribute to solidifying the country’s frontier market status and competitiveness in the global economy as a base for integrated steel production in the Middle East, North Africa and Asia, including India. Vale’s Industrial Complex comprises two pelletizing units, each with a nominal production capacity of 4.5 million metric tonnes of directreduction pellets per year, and a Distribution Centre with a throughput capacity of 40 million metric tons per year. To maximize its Distribution Centre capabilities, Vale partnered with Sohar Industrial Port Company to build a 1.4 kilometre deep-water terminal. This terminal is one of the first ports in the world to receive Very Large Ore Carriers (VLOCs) that boast 8

a capacity of 400,000 tonnes and are responsible for transporting the world’s purest iron ore from Brazil to the shores of Oman. This Pelletizing Plant and Distribution Centre, together with a floating transfer station in Subic Bay in the Philippines, a Distribution Centre and Port under construction in Malaysia and the VLOCs, are part of Vale’s strategy to increase its flexibility and competitiveness in serving the world’s fastest growing markets, on an equal footing with its closest competitors. Vale has invested US$40 million in technologies to reduce the project’s environmental impact, such as electrostatic precipitators and a 3,150 metre wind fence to control particulate matter emissions. The site also has a continuous emissions monitoring system and 100 per cent of the water used is recycled. To augment its highly efficient logistics system, Vale has signed an agreement

with Oman Shipping Company to build four chartered ships exclusively for the company’s use. Two vessels are scheduled to become operational by mid 2012 while the other two by the end of 2012. From the onset, Vale has played an instrumental role in building a solid industrial infrastructure by positively promoting the development of the local economy through extensive social, economic and environmental investments. These investments are not only limited to physical assets but extend to sustainable social development, environment protection and preservation, job generation and advancement of the local supply chain. Creating a compounding effect, approximately US$ 420 million worth of contracts were awarded to local companies during the construction phase as part of the company’s promise to invest in the development of its local supply chain.

Panasonic Introduces World’s 1st Tropical Inverter Air Conditioners Panasonic has introduced the world’s first tropical inverter air conditioners which are designed to specifically meet the climatic challenges of the Middle East. The new range of air conditioners comes with the Smart Inverter Compressor, which are powerful, fast and extremely energy efficient. With searing temperatures in the region, the new technology has made it possible for an 18000 Btu Air conditioner to reach up to 22000 Btu, and a 24000 Btu model to reach up to 27000 Btu, based on the requirements resulting in faster cooling. Furthermore, the new technology precisely manages the speed of the compressor, resulting in up to 30 per cent less energy consumption compared to a non-inverter model. The existing ECONAVI feature has also been upgraded with the addition of the Sunlight Detection system, which will help the AC control its cooling based on ambient light conditions. In addition to the ECONAVI and Intelligent Inverter features, the Deluxe Non-Inverter models also come with the new nanoe-G air purifying system that utilizes ions and radicals to purify the air in the room. It works

effectively on airborne impurities and fabric, ensuring a cleaner living environment. Intelligent Inverter Technology: These new ACs run on minimal power with precise temperature control. By reducing wasteful cooling operation, Inverter Series can achieve up to 50 per cent less energy usage compared to the non-inverter units. In addition to energy savings, the Intelligent Inverter Technology also delivers constant comfort with wide power output range and quick

cooling during the startup period. ECONAVI Room Air-Conditioners: New ECONAVI with Sunlight Detection detects changes in sunlight intensity in the room to reduce the waste of cooling under less sunlight conditions. It utilizes high-precision Human Sensor and Control Program technologies to optimize airconditioner operation according to room conditions thus offering higher energy savings of up to 30 per cent while maintaining uninterrupted cooling, comfort and convenience.

indal Shadeed has taken a project for the beautification of road leading to Nabr Village from Liwa Service Road by constructing pavement with Kerbstone and interlocks. A need of football ground was felt by the local people for the overall development of youth. Hence, we took up a project to develop a new football ground with all amenities at Liwa. These two projects have been completed and inaugurated and dedicated to the people on 10 March 2012. Honourable His Excellency Sheikh Hamid bin Salem bin Saif Al Aghbri Wali of Liwa, Chief Guest, inaugurated the ceremony

Jindal Shadeed feels the responsibility of uplifting the standards of local people and considers them as partners in the business. He mentioned that nearly 50 per cent of Omanization has been achieved. Knowledge gap is being bridged by proper training to the local people in Oman and in India to enable them to take up some

Sohar Airport Located at about 10km northwest of Sohar, the Sohar Airport will help circumvent the two-hour long drive from Muscat or Dubai. Given that in the recent years, Sohar and the Batinah region have been attracting plenty commercial and industrial infrastructure developments, the airport will help connect the region to the rest of the world. Moreover, cargo to Sohar is expected to increase in volume and the airport will thus serve as a new gateway for passenger, cargo and courier traffic in northern Oman and a domestic and emergency alternative to Muscat International Airport. It is being built within the proximity of the major commercial, industrial and economic centres of Sohar including the Port of Sohar Special

the runway, taxiway, apron, and all other accessories; and finally, Package Three consists of building construction works such as the PTB, cargo building, and all other buildings. Project Management and consulting service has been awarded to adpi and the principal consultants, who will design and supervise civil works, the runway and the terminal building, are Hamza Associates, a reputed and internationally recognized multidiscipline engineering consultancy. Strabag Oman has made excellent headway in the execution of the first and second phase packages of the Sohar Airport project at a combined cost of over RO 65 million. Phase 1 of the airport is valued at RO 37.5 million, and covers site preparation

Cargo to Sohar is expected to increase in volume and the airport will serve as a new gateway for passenger, cargo and courier traffic Economic Zone and will complement the plans for the expressway and rail network which will underpin the port city’s eventual transformation into a major industrial and economic hub on the Batinah coast. The airport is expected to be operational by 2014. The terminal building capacity is estimated to be as high as 500,000 passengers per annum and a total gross floor area of the terminal building is about 9,000 square metres. The construction work for this project has been divided into three projects: Package One, comprises civil works, road networks, utilities, and the Falaj protection work; Package Two includes construction work for 20 DOSSIER  April - June 2012

works and the construction of access roads and car park facilities, among other amenities. The second phase package entails the construction of airfield infrastructure, including a 4,000-metre-long runway with turning loops at the ends, terminal building aprons, isolation pad, fuel farm with associated facilities, fuel hydrant network, and navigation aids. Oman Railways Project The Oman Railway Project has been under the limelight for a while now, mainly surrounded by speculation regarding its development. This rail network is part of the proposed inter-GCC railway network that will run from Kuwait to Muscat, and

onward to Salalah and possibly to Yemen. In the first phase, a 240km section will be developed from the industrial hub of Sohar to Muscat, followed by a 486km coastal rail network from Muscat to Duqm in the second phase. In later phases, an extension from Duqm to Salalah (696km), and possibly from Duqm to Al Mazyounah Free Trade Zone, close to Oman’s border with Yemen, are envisaged. A branch line linking Sohar with Al Ain on the UAE border is also planned. According to recent reports, the process of evaluating bids for its design and supervision are well under way. It has been said that five consortiums (all heavyweights in their respective fields) are bidding for a four-year contract which will oversee the detailed engineering and design of the network. Although, details about when the review will be complete are sketchy, it is to be believed that the evaluation process has been lining up well. As many as 10 firms were prequalified by the Tender Board to participate in the prestigious Design and Supervision Services Contract, five companies representing consortiums and joint venture partnerships submitted firm offers by the December 5, 2011 deadline set by authorities for this key contract. AECOM, a global provider of professional technical and management support services, has submitted a bid jointly with Cowi & Partners, the well-known international consulting group, and DBI, an affiliate of the German government-owned railway organisation DB. French-based international rail consultants Systra have joined hands with US-based Parsons, and Atkins of the UK, to compete for the multimillion riyal contract. Also in the fray is a partnership headed by Mott MacDonald, a leading global management, engineering and

development consultancy, and includes Italferr SpA, a reputed Italian rail infrastructure company, and WorleyParsons, a well-known international provider of professional services to the resources and energy sectors, and process industries. Korea Rail, a major player in South Korea’s rail sector as well as a prominent international rail construction group, teamed with eight other Korean firms, including Hyundai, are also strong contenders. Prointec Group, a Spanish based multidisciplinary engineering services providers are also one of the bidders. The consortium also groups well-known Spanishbased engineering entities Idom, Eurostudies and ALG. The successful bidder will be required to present the preliminary design for the entire railway project

and will win the contract for four years, which is extendable upon the Government’s plans to expand the network to other areas. Once the designs have been approved, the bidders are expected to proceed with the detailed designs and specifications of bridges, culverts, tunnels, etc. Duqm Special Economic Zone With a land area of more than 1777 square kilometres and a coastline that extends 80 kilometres, the Duqm Special Economic Zone is the largest in the Middle East and North Africa region. It also ranks as one of the largest in the world and has been long envisioned as the place that will balance regional development by energising the Al Wusta governorate in addition to diversifying sources of national income. Duqm SEZ comprises eight zones, namely: the industrial zone, fisheries zone, sea

port & dry dock, logistics centre, residential zone, the central business district, sea resorts zone and an education and training zone. The dry dock is the second largest of its kind in the Middle East and North Africa region and comprises two docks that are 10 metres deep. It is now in the “soft opening” phase and has already seen the repair of 25 ships. The dry dock is being operated by internationally reputed Daewoo Shipbuilding and Marine Engineering (DSME) Company. The Oman Dry Dock Company (ODC) is a joint venture between DSME and the Government of the Sultanate of Oman (GOSO). The dock also has the famous Floating Hotel Veronica running – the first of its kind in the Middle East. The Duqm International Airport, another landmark, is designed to

accommodate all types of aircrafts including those handling large passenger loads or air cargo with inflight catering facilities. The Airport is scheduled to be operation in the very near future and is said of have a capacity of 500,000 travellers per year; a four kilometre runway, a cargo terminal with an initial 50,000 tonne capacity and duty-free stores. The airport will connect Duqm to Muscat, the regional as well the world at large. A high standard arterial road network has also been planned and is currently under way. This road network will link Duqm to all the major towns and cities within Oman and the UAE and KSA. And by November 2012 the network is expected to be fully complete and functional. The first is a 17-kilometre primary dual carriageway with three lanes and the second is a 22.5-kilometre, four-lane road beltway around the city which will connect the residential areas within the city to the beach. In addition, another 37-kilometre of roads are under construction in and around the port, dry dock and government quay and the main roads linking Duqm to other cities in Oman. In terms of electricity and water generation and distribution, a temporary diesel power station with a total installed capacity of 67 megawatts has been constructed. Power generated is at 11 kilovolts and will be stepped up to 33kV using three step-up transformers as and when required in the future. Power is distributed throughout Duqm via an underground cable network. Seven substations have been built to serve the port, airport, city north & south, and hotel complex areas and plans are underway to build a much larger gas-fuelled power plant (500-1000MW) to meet future needs. A reverse osmosis (RO) plant with an initial capacity of 6000 cubic metres has been completed. Based on current levels of water

consumption in Oman, this amount would be sufficient for a city with a population of 35,000. Further expansion of the RO plant along with the water distribution network is underway to meet the expected rise in demand. Two large reservoirs are nearing completion and a third is in the design stage. Oman Gas Company will supply Duqm with clean natural gas from the gas fields in the Al Wusta region. The design has been floated for the same and an expected quantity of 12 million cubic metre per day is expected to be transported daily. The gas plant is expected to be set up by 2017. Batinah Expressway The 265-km-long Batinah Expressway, is easily one of the biggest road projects in the country. The expressway extends from the current Muscat Expressway road all the way to Khatmat Malaha. Serving a vital economic hub, the Expressway will help connect the Sohar 26 DOSSIER  April - June 2012

Industrial Port and special economic zone to the rest of the region and also is expected to reduce the travel time between Muscat and UAE border. The tender for the first phase which covers an initial 45-kilometre stretch starts at Naseem Garden (city limit) and ends at Suwaiq was floated last year and Galfar Engineering & Contracting SAOG were recently selected by the Oman Tender Board to undertake the Phase. Also as part of this package, Barka roundabout will be replaced by an interchange which will be linked to the expressway via a 7km-long interconnecting blacktop. Designed and built to the international standards of an expressway, the blacktop will be integrated with the Batinah Highway via a series of interchanges and link roads. The US-based multinational consultant Parsons International designed the first and second section

of the carriageway, which together account for a 180-km section, while Turkey’s Bosphorous Technical Consulting Corporation (BOTEK) is providing the consultancy services for the remaining 85-km stretch of the road project. The project is expected to be complete in about four years’ time and will serve as a highspeed alternative to the Batinah Highway, which suffers a number of chokepoints especially where the blacktop cuts through major town centres. Designed as a limited access expressway on the lines of the motorways and autobahns of Europe, it will provide new impetus to the region’s socio-economic development. The 8th Five-Year Plan (2011-2015) earmarks around RO 250 million for the implementation of the Batinah Expressway project in one of the biggest allocations towards road projects announced by the government earlier this year.

n terms of economic competitiveness, the World Economic Forum (WEF) has ranked Oman at the 32nd position out of 142 countries, thanks to the Sultanate’s excellent macroeconomic environment and high quality infrastructure. In 2010, Oman’s economy grew by 4.2 per cent (World Bank) and the construction sector in itself contributed to 9.3 per cent of the GDP (Global Investment House, GIH). And recent reports have also predicted that building construction is to reach more than US $27 billion by 2014 and the slew of construction project that have been announced are further testament to the potential for growth. The eighth five-year plan running from 2011 to 2015, allocated Rial 2.52 billion a year to investment projects along with Rial 448 million to housing, Rial 1.6 billion to airports and Rial 1.2 billion to roads. The

large scale projects are the primary source of contracts. For example, the Port of Salalah has submitted contracts estimated at USD 130 million to the Tenders Board for a new general cargo terminal (OBG Report, 2012). The growth in the construction sector is mostly fuelled by government infrastructure development, which constitutes a major chunk of total business. The ongoing multi-billion rial-expansion of two major airports – Muscat and Salalah, development of four green field regional airports, a major sea port along with a planned city in Duqm and expansion of Salalah and Sohar ports, road projects in different parts of the country, a massive sewage network programme, development of industrial estates and free zones in several places are all aiding the growth of the industry. Each of airport projects involves at least three major packages – for levelling of land and basic civil work, runway and other traffic

control facilities and terminal building. Barring few, almost all airport development contracts have already been awarded, which is helping even small contracting firms to get business through sub-contracts. The government is also targeting key infrastructure projects either by starting new ones or continuing with the ongoing ones. Projects have been classified under many categories such as roads, airports and ports in different areas in the country in addition to build new schools and hospitals and developing the logistics ground of the industrial areas. One of the key new projects in 2012 is the construction of Al Battinah expressway cost of RO 1bn. Among the major projects, Duqm is going to witness massive investments in the coming years, for developing a well-planned township with separate areas for industries, tourism and residential buildings. The envisaged investment will be

as high as $20 billion. The initial projects are making progress, as the dry dock has already started operation and the port has reached an advanced stage of completion. Also, the government has recently appointed a high-profile official to speed to the development through Duqm Special Economic Zone. In terms of electricity and water, reports have indicated that as much as RO 390 million has been set aside for the development of this sector. The expansion will include construction of new power plants in Salalah, Duqm and that work is under way to complete the construction of four power plants in different governorates. It has been said that the first power plant in Salalah will be equipped to produce 450MW and the desalination plant will produce 15 million gallons of water. Commerical operations are expected to begin by the second quarter of 2012. The design and construction of water treatment

plant in Wadi Daiqah to supply potable water to the wilayats in the Governorate of Muscat is also underway. A Swiss-German partnership (Terra Nex and Middle East Best Select) will be investing US$2 billion in solar plants and panel manufacturing in Oman. The solar arrays will be capable of generating 400 MW of electricity in Oman and is in line with Oman’s target to produce a tenth of its energy need from ‘green’ sources by 2020. The global economic slowdown has had significant impact on the economies in the region. Hence, regional and global players started eyeing the market in Oman, given the number of projects that are slated to be launched or are currently underway. Key entrants in the market have been multinational conglomerates as well as mid to large sized contractors. And they all come with their own set of drawbacks and benefits. One of the biggest competitive edge that

these international entrants have is specialist expertise. Hence, in the past five years many of the plum projects have been going to international bigwigs – some, who do not necessarily have their offices in the country. The influx of foreign giants was also aided by government’s strategy to encourage competition in an apparent move to optimise cost and bring in new practices. A direct result of this has been that local contractors often feel sidelined. Where once local players enjoyed a big slice of the market with little international intervention or competition, today there is a stiff competition with plenty of bidders vying for the large, profitable projects. The slowdown in projects, post the economic meltdown in the United Arab Emirates has seen an influx of contractors – a natural progression given the circumstances. But it is not only the UAE; there have been a steady stream of contractors

they receive a minimum level of work. In a highly price sensitive market, the cost benefits of sourcing from international players also seemed to put the local contractors at a disadvantage. However, with the cost of materials on the decline, they can breathe a sigh of relief.

Another advantage that these players have is that the Sultanate follows an open-door policy when it comes to awarding contracts. Contracting bigwigs like Larsen & Toubro and Turkish giants Makyol have entered the market with relative ease and as a result put the local contracting firms under pressure. Although the local contractors feel that a healthy competition does more good than harm, they feel that sometimes firms win contracts only on the basis of being an international player. A senior manager at a local contracting firm in Oman says, “Just because a firm from abroad does not necessarily mean that their products and services are better than the local ones. Sometimes, we lay undue importance on the 40 DOSSIER  April - June 2012

term ‘international’. If a product is ‘internationally’ sourced, it doesn’t automatically mean that it is of superior quality.” This seems to be the general consensus amongst most of the smaller, local contracting firms. Should there be some sort of a regulatory framework then? Although, this seems like an obvious question, the fact remains that the Omani government does not follow a ‘protectionist policy’ (OBG 2012) and allows firms to compete fairly. Any interference, which stunts the participation of international players only in order to promote the local ones, goes against the concept of a free market. But the government has taken steps to ensure that work is spread among as many firms as possible. In order to level the playing field, it secures the best deal for public money and also helps support local contractors by ensuring that

Although local companies feel the marginalised when it comes to winning projects, some feel that the number of local companies who can actually handle the capacities which come with large scale projects is very low. Supporting the local firms and, as a result, the economy seems to be on everyone’s agenda. This however, seems hard given the fact that some of the local contractors are too small to be able to effectively handle largescale projects without compromising on quality and standards. This is where the entry of international construction firms has its own set of advantages. As partnerships between local and international firms rise, the local firms get more equipped to handle larger capacities thanks to their subsidiaries abroad. Hence, domestic firms are now gradually becoming better placed to deal with competition. Over the long run, experts believe that this will allow the Omani construction sector to achieve even greater resilience and deepen its skills base. Over the past 35 years, the country’s socioeconomic backdrop has changed and so have the needs of the social infrastructure. One of the most significant issues that is being faced by all industries – and especially the construction industry – is the potential labour challenge. The Omanisation rates have been increasingly rapidly in the sector over the past decade, as a means to create employment for the local community. While it might affect the construction companies in terms of cost effectiveness, in the longer

run, it will help the salary increases will allow them to invest in their own housing requirements and help unlock the demand for housing and real estate. Apart from having obvious economic advantages that comes with hiring Omani employees, another important issue that companies like Petroleum Development of Oman and OPAL are beginning to address is the creation of In-Country Value (ICV). The oil and gas sector in Oman has been consistently bringing forth new ideas in terms of ‘value creation’ and the ICV panel holds much promise. ICV aims at ‘laying the foundation which will eventually support job creation, human capability building and establishing industries which include products and services provided by Omanis’. It also plays a vital role in setting the ‘standards and expectations, lobbying for change, identify42 DOSSIER  April - June 2012

ing enablers, raising awareness and accountability’. OPAL CEO, Mohamed S. Al Harthy, emphasises that the need of the hour is to start thinking about local content in everything we do, utilise, produce, manufacture and service. We need to embrace this culture of giving more of local contracts. There should be standards set for the products and services and effectively quality should not be compromised. We need to go beyond giving the contract to the lowest bidder. The local content should be given serious consideration and be given an advantage. There should be awareness sessions on the subject of local content, what it means to the companies and the country’s economy and the role it plays in job creation. But at the same time he acknowledges that we need to be practical as some technologies and other consideration might be

available only with international players – a trend that strongly resonated within the construction industry as well. But he went on to say that large firms need to go beyond purely conventional cost-benefit analysis in financial terms alone and award contracts to SMEs keeping in mind other factors also. We need to more stepby-step and SMEs should move up the value chain over a period of time. The construction industry should certainly start taking cues from the oil and gas sector. Developing Omani professionals at technical and managerial levels is vital and companies need to seriously start looking inwards in order to promote the basic dictum of the ICV. Not only in terms of labour, but also in terms of creating a substantial industry within which the country that can hold its own.

ome of the earliest examples of formwork were in the form of concrete slabs built by Roman engineers – mainly because concrete is quite strong in resisting compressive loads, and has relatively poor tensile or torsional strength, concrete formwork was used in these early structures which consisted of arches, vaults and domes. To mould these structures, temporary scaffolding and formwork or falsework was built in the future shape of the structure. These building techniques were not isolated to pouring concrete, but were and are widely used in masonry. Because of the complexity and the limited production capacity of the building material, concrete’s rise as a favoured building material did not occur until the invention of Portland cement and reinforced concrete. Nowadays, most projects are required by the client to complete in the shortest time possible as a means to minimise costs. For high-rise buildings, the most effective way to speed up works is to achieve a very short floor cycle — to have the structure of a typical floor completed in the shortest time. The key to achieve this is by the use of a

system of efficient and appropriately designed formwork.

Modern buildings can be very complex, either in terms of scale, architectural or structural design, sophisticated building services or other requirements. The design and use of the right formwork system, as well as stipulation of an effective resource planning strategy to control and maximise the use of the formwork, are crucial to the overall success of a project. Aiming purely at speed often contradicts the achievement of other quality targets. Problems such as misalignment, misplacement, deflective concrete or holding up other works causing serious interruption can result. Formwork comes in several types:

Engineered Formwork System: This formwork is built out of prefabricated modules with a metal frame (usually steel or aluminium) and covered on the application (concrete) side with material having the wanted surface structure (steel, aluminum, timber, etc.). The two major advantages of formwork systems, compared to traditional timber formwork, are speed of construction (modular systems pin, clip, or screw together quickly) and lower life-cycle costs (barring major force, the frame is almost indestructible, while the covering if made of wood; may have to be replaced after a few - or a few dozen - uses, but if the covering is made with steel or aluminium the form can achieve up to two thousand uses depending on care and the applications).

Traditional timber formwork: The formwork is built on site out of timber and plywood or moistureresistant particleboard. It is easy to produce but time-consuming for larger structures, and the plywood facing has a relatively short lifespan. It is still used extensively where the labour costs are lower than the costs for procuring re-usable formwork. It is also the most flexible type of formwork, so even where other

They are especially suited for low-cost, mass housing schemes. Permanent Insulated Formwork: This formwork is assembled on site, usually out of insulating concrete forms (ICF). The formwork stays in place after the concrete has cured, and may provide advantages in terms of speed, strength, superior thermal and acoustic insulation, space to run utilities within the EPS layer, and integrated furring strip for cladding finishes. Stay-In-Place structural formwork systems: This formwork is assembled on site, usually out of prefabricated fibre-reinforced plastic forms. These are in the shape of hollow tubes, and are usually used for columns and piers. The formwork stays in place after the concrete has cured and acts as axial and shear reinforcement, as well as serving to

confine the concrete and prevent against environmental effects, such as corrosion and freeze-thaw cycles. Basic elements of modern formwork comprise sheeting material, against which the earth is compacted, a system of strengthening and stiffening elements (soldiers and walers), tie sand bolts, and inclined props to ensure overall stability. Suitable sheeting materials include steel, aluminium, and timber sheeting and planks. As with concrete, the choice of sheeting material and any pre-treatment applied (i.e. release agent) influence the finish of the rammed earth. Supporting members can also comprise steel members and solid timber sections. Steel through ties connecting the two sides of formwork help stiffen it to limit deformation, but leave a hole through the wall that must be filled after stripping and may lead to blemishes in appearance.

When it comes to construction projects in Oman, the industry seems to be divided in terms of usage of formwork. Currently, a lot of the construction still employs traditional methods of formwork, despite the entry of several key players in the formwork industry who impart state-of-the-art formwork solutions. According to studies, innovative construction technologies have the following features in common: Modern, innovative construction methods engage fewer resources to achieve the same output; yield better performance when compared to traditional methods; have the ability to cater to other associated works during the construction process in a more coordinated manner; possess better adaptability to cope with variances and changes in the design; help achieve the task neatly and faster; establish safer work processes; and are more environmental-friendly. However, several basic conditions

must be met before innovative technologies can be applied: Readiness and flexibility of procurement formats for construction projects, in particular large and complex one; Readiness of the developers, engineers, contractors, sub-contractors and suppliers; Expectation of society in terms of quality, cost effectiveness, services etc.; Development of a mature market for the economical supply of new products and services; Development of manpower with the required vision, experience, qualification and competence; and Development of the required support in terms of information technology, computer networking, equipment and other logistic support. The support of a reasonably active economy over the past decade has led to significant developments in the construction industry in terms of experience and mastering of the required managerial, construction or

The use of better formwork systems is a direct way for introducing innovative methods in the construction of buildings engineering skills for handling very large and complex projects. From the building construction point of view, the use of better formwork systems is no doubt a very direct way for introducing innovative methods in the construction of buildings. And it comes with many advantages. For instance, formwork labour cost is so immense that any innovative system resulting in a labour cost reduction is highly tempting. Also, fulfilment of fast track construction schedule provides fewer choices, one of which is to adopt more innovative formwork systems. It is now well known that traditional systems can hardly satisfy the tight quality standard that is required nowadays as well as the current safety and environmental standards. Hence, the accumulation of experienced operators makes the application of more sophisticated formwork systems more reliable and economical.

Advanced formwork systems are only part of the advanced technology equation. Quite a number of recent projects have already integrated the use of advanced formwork systems and prefabrication techniques with success. The economic turn down across the globe also means that neither developers nor contractors are readily willing to invest in more innovative technologies. Similarly, the extremely competitive markets has discouraged the application of initially more costly innovative technology in construction. This also applies to the supplier markets through which innovative products are often introduced. Without a guarantee of a consistent market environment in the development and continual application of innovative technology, learned skill and experience cannot be easily accumulated. This can, to

a certain extent, also explain why the use of structural steel in construction as a more innovative method of construction has not been adapted by local practitioners even though it is popular in other developed countries. Exploring ways to streamline and re-engineer the work structure on both the industrial and corporate levels; Investing steadily in the human resources development and training more competent and high quality staff with the required attitude and readiness to work in the new environment; Investing steadily in the research and development of technologies that are particularly suitable for the built environment of Oman; and Strengthening the linkages among government departments, developers, consultants and contractor firms in the promotion, development, cooperation and implementation of more innovative projects are some of the effective ways in which this may be overcome. The use of formwork in construction occupies a critical place in the technological improvement process. Yet, in this regard, the pace of change in has been rather slow. The economic downturn and restructuring and rising environmental concern in particular have provided the motivation to seek more efficient and higher quality construction systems. These adjustments can be as simple as the training and attitude of the work team from the management down to individual labourers, their sense of loyalty and belonging, housekeeping issues on site, or safety and quality consciousness. These issues share equal importance in the introduction of advanced technologies as a whole. However, the moderately paced adoption of these principles shows Oman’s construction industry still has a long journey ahead.

toxicant that affects multiple body systems, including the neurological, haematological, gastrointestinal, cardiovascular and renal systems. Children are particularly vulnerable to the neurotoxic effects of lead, and even low levels of exposure can cause serious and, in some cases, irreversible neurological damage. Childhood lead expo-sure is estimated to contribute to about 600000 new cases of children with intellectual disabilities every year. Despite recent reductions in the use of lead in petrol (gasoline), plumbing and solder, significant sources of exposure to lead still remain, including lead-based paint. Lead-based paint has been used, and is still in use in some countries, to paint the interiors and exteriors of homes and other buildings and to paint toys, furniture, playground equipment and other articles with which children can come into contact. Lead-based paint can be found in virtually every country. It is still available and in use in many parts of the world; even in countries where it has been banned for specific uses, leaded paint can be found in older houses and articles. Non-occupational exposure to lead from paint occurs mainly in

the home, from house paint that has flaked or chalked as it has aged or that has been disturbed during home maintenance and renovation. This results in the generation of lead-containing dust that can be inhaled or ingested. Soil around the home may also become contaminated. Lead-contaminated house dust has been recognized as a major contributor to the total body burden of lead in children. Young children are particularly at risk of ingestion of lead through normal hand-to-mouth activity. In addition, some children with pica persistently pick off and eat fragments of leaded paint. Young children can also be exposed through the mouthing of painted objects and toys. In some countries, lead-based paint may be the most widespread and dangerous highdose source of lead exposure for children. There are three main approaches for determining the lead content in paint: 1) Test the paint for lead in situ using a chemical test kit. 2) Measure the amount of lead in paint in situ using a portable X-ray fluorescence (XRF) device.

3) Collect a paint sample and measure its lead content in a laboratory using various analytical techniques Chemical test kits: There is a range of chemical test kits, from simple qualitative tests to more sophisticated semi-quantitative tests. Many rely upon a colour change to indicate the presence of lead above a certain concentration. In the simplest kits, the result is either positive (i.e. lead is present above a certain concentration) or negative (i.e. lead is absent above a certain concentration), according to whether a colour change occurred. The threshold concentration for the colour change depends upon the test kit used and may be regulated in the country where the test is marketed. In the USA, for example, test kits should detect concentrations above 0.5% lead by weight (5000 mg/kg). Depending on the context in which they are meant to be used, some chemical test kits may have lower limits of detection. The simpler kits either test the paint using a swab soaked in a chemical reagent that is rubbed onto the painted surface or require the removal of a chip of paint of a specified area that is then mixed with reagents in a tube. More sophisticated spot test kits use fluorimetric or photometric methods on paint chips. The United States Environmental Protection Agency (USEPA) has evaluated a number of these kits, and additional information can be found on its web site. Chemical test kits are relatively cheap and do not require specific training, although training of the user will give more reliable results. The results are immediate. These kits have a number of limitations, however. The kits can test exposed layers only; therefore, to test underlying layers that may be more likely to contain lead, it is necessary

to score the paint surface or to remove a chip of paint (depending on the method). Portable X-ray fluorescence (XRF) spectrometry: XRF spectrometry is based on the fact that, when exposed to high-energy radiation, lead (like many other elements) emits X-rays at a characteristic frequency. The intensity of the rays can be measured and correlated to the amount of lead per unit area (usually in units of milligrams per square centimetre). As regulatory standards for lead in paint may be expressed in other units (e.g. parts per million or per cent concentration by weight), the XRF results may need to be converted. Portable XRF instruments can measure the total amount of lead in a painted surface in situ without damaging the paint or the substrate. Portable XRF devices are very easy to use but, because of the radiation hazard, require special training. In some countries, operators must be certified. The accuracy of portable XRF devices is good, although they have a larger margin of error compared with adequately executed laboratory analysis (this is particularly true of X-ray tube–based instruments). Borderline measurements (i.e. readings that are within the device’s margin of error and are close to the established national limit for lead in paint) should therefore be confirmed by laboratory analysis. Depending on their size and characteristics, XRF devices require a relatively large and flat surface to conduct a measurement. This method is therefore particularly adapted to measuring flat paint surfaces, but is less applicable to testing highly curved or intricate surfaces, including many toys, because of safety concerns, poor reliability of results and the inability to determine the exact surface area measured. Some new devices may overcome these limitations. 62 DOSSIER  April - June 2012

Laboratory analysis: This approach requires that a sample of paint, either new paint or dry paint removed from a surface, be collected and analysed in a laboratory using various techniques. Laboratory analysis requires careful sample collection and preparation. For dry paint on surfaces, it is generally recommended that: all layers of paint are collected, as the lower levels are more likely to contain lead; as little as possible of the underlying material (e.g. wood, plaster, metal) is included, as this might give erroneous results; within a house or building, several representative samples are collected from different areas; the location of each sample is recorded; surfaces from which paint samples have been collected are repaired to prevent future exposure in case the paint contains lead. A minimum sample size of about 300 mg is usually required to conduct an analysis, although this depends on the concentration of lead, sample preparation and the method of analysis. Results can be provided in weight per cent if the weight of the sample is measured or in weight per unit surface area if the exact surface area of the sample can be determined. In the laboratory, the paint sample must be processed before being analysed. For the measurement of total lead, the sample should undergo acid digestion. For the measurement of soluble lead (i.e. the lead likely to be available for absorption if a child mouths or swallows the paint), an acid extraction process is used. Whether total lead or soluble lead is measured depends on the reason for the analysis and on the relevant national regulations. The actual analysis can be conducted using different techniques, including flame atomic absorption spectrometry (FAAS), graphite furnace atomic absorption spectrometry (GFAAS) and

inductively coupled plasma atomic emission spectrometry (ICP-AES). Guidelines, recommendations and standard operating procedures for sample collection, preparation and analysis using these and other methods are available from numerous sources, including manufacturers, national institutions and international standardization agencies. Laboratory analysis is considered the most accurate method for measuring lead in paint, provided adequate quality assurance (QA) principles are followed and, in the case of paint chip samples, all layers of paint are included, but not substrate material. This method requires, however, that a painted surface be disturbed and repaired. This is the only method that can be used for measuring lead in wet paint. It also requires significant time and financial resources for sample collection, transport and laboratory analysis. Analysis can be performed only by trained laboratory technicians in adequate laboratory settings. Flame atomic absorption spectrometry (FAAS): Atomic absorption spectrometry (AAS) is based on the fact that free atoms absorb light at wavelengths characteristic of the element of interest: 283.3 nm in the case of ground-state atoms of lead. The amount of light absorbed can be correlated in a linear fashion to the concentration of the analyte in the sample. To conduct an AAS measurement, the leadcontaining sample must first be processed by the instrument so as to generate ground-state atoms as a vapour within the light path of the instrument, a process known as atomization. FAAS uses an air–acetylene or a nitrous oxide– acetylene–air laminar flame to atomize lead at temperatures up to 2600 °C. FAAS detection limits are moderate, but still sufficient

GFAAS devices must be operated by trained laboratory technicians. Inductively coupled plasma atomic emission spectrometry (ICP-AES): ICP-AES uses an inductively coupled plasma (a very high 64 DOSSIER  April - June 2012

temperature ionized gas composed of electrons and positively charged ions) source to dissociate the sample into its constituent atoms or ions. Under these high-energy conditions, lead (like many other ele-ments) emits light at characteristic wavelengths. The amount of light emitted can be measured and correlated to the concentration of lead in the sample. ICP-AES instruments offer the advantage of being able to determine several elements simultaneously. The detection limit for lead is intermediate, but still sufficient to measure lead accurately in paint at commonly observed concentrations. Sample volume requirements are moderate. Some spectral interferences are common, but can be corrected. ICP-AES instruments must be operated by trained laboratory personnel. The initial instrument cost is high, but the major consumable is only argon gas. Maintenance costs are relatively high because of the complicated design of ICP-AES instruments. Sample throughput is intermediate, typically about one sample per minute. Method selection The choice of method depends

It is generally considered that laboratory analysis is the most accurate method to measure lead in paint, provided all the requirements for adequate QA are met. However, this process requires significant skill and time for sample collection, transport and laboratory analysis. If analysis is conducted by a commercial laboratory, the cost of analysis per sample is relatively high. Damage from sampling is also an unavoidable consequence if dried paint is being tested. For these reasons, determination of lead in paint by the sole use of laboratory analysis is generally not recommended, and portable XRF analysis is often preferred. Laboratory analysis is, however, recommended in the following situations: for new paint; when a high accuracy and/or low limits of detection are needed; for small items, such as toys, and inaccessible areas or building components with irregu-lar surfaces that cannot be tested using XRF instrumentation; to confirm borderline XRF results. If laboratory analysis is preferred, numerous analytical methods are available, including FAAS, GFAAS and ICP-AES. All of these methods are adequate to determine lead in paint with commonly required limits of detection and accuracy as long as guidelines, standard operating procedures and strict QA measures are followed.

What was the outlook for Shamel like in 2011? The year 2011 has been reasonably good for us. In terms of growth and financials, we have achieved our targeted growth level and profitability. Perhaps the most significant move for us was that we were able to spread outside of Oman to places like Qatar and Mumbai. And we already have operations in Ras Al Khaimah, UAE. Thus, we have been handling quite a few prominent projects outside of Oman. Currently we’re working in Mumbai for an installation at the Mumbai International Airport. Our main and most prestigious projects are for the Royal Estates and of course, we have done many projects for the Royal Office as well. In Oman, our most coveted project would be the on-going work for Majlis Oman.

Given the economic conditions were there price fluctuations for wood/ timber and if yes, how much did they affect your business? In terms of raw materials, yes, the prices of wood did see an increase. This is all but natural because everywhere today, there is a resistance towards the indiscriminate felling of trees. As a direct result of this, the price of raw materials did go up. However, since we aren’t mass producers, it did not have a significant impact on our business. We work based on orders received; we always obtain prices before we quote for jobs and try to get confirmation on validity of prices as much as possible. How much does sustainability feature in Shamel’s ethos? As an organisation, we try our best to source from sustainable sources.


But this is not always possible. Take for instance, teak from the forests of Myanmar. The use of teak comes as the specification for most of the projects from our clients. Burmese teak is the only one product that we use without verifying sustainability. Other than that all our other products are obtained from sustainable sources. Many of the American species (for example, maple) are sustainably grown. What is the current scenario with respect to competition in the market? There has been an increase in competition lately – mainly over the past year. Most of the companies

have come in from the United Arab Emirates. This is primarily because of the economic slowdown there. In certain cases the pricing is very low and that does have its effects. But, we have always maintained that we only pick up the jobs that we really want to do. We do not compete for all the projects available. Currently we’re experiencing a construction boom in Oman. There are a lot of projects and there are a lot of new players coming into the field. However, it is a hard business to make a breakthrough and succeed in. There are about five to six companies currently operating in the market who were the major

level, I have been aiming to employ as many Omanis within our organisation. But unfortunately, the field that we are in, there aren’t enough readily employable personnel available. We have been trying to train them; however, the employee turnover in this industry is very high. It is common to find newly hired and trained staff to leave just after a few months on the job. The market is open but it is the scarcity of available resources in the market today that force us to hire expatriates. Eventually this will taper off and hopefully by that time we will be able to train and hire a lot more Omanis than we are doing now.

We are well-equipped to cater to, and even go beyond, the kind of experience and quality that the people are now asking for players but increasingly, a lot of the smaller companies are also coming up. Everybody grows big from small. Even we started very low-key and today our services and our quality are known across the Sultanate, if not the entire region. This is a natural progression for any market and/or niche and we remain competitive by sticking to our dictum of quality and exclusivity. What has Shamel’s commitment towards OManisation been? And what is the availability of skills like in your area of operation? Omanisation has always been a priority for us. Even on a personal

It works regarding FIFO principle (First In - First Out). Self-supporting structure: Fast and functional systems, where the column of the storage structure supports the entire strength of the building, both on the sides and the

top. The Self-Supporting system provides a great storage capacity, at a cost lower than the conventional construction methods. Its advantages include: elimination of the need to construct a building; cost reduction to install a warehouse, great storage capacity due to the towering height; and installation time shorter than the conventional system. Cantilever: The cantilever system is an ideal solution to store products with different dimensions, shapes, volume and weight, such as metal or PVC tubes, wood, and furniture, among others. Dynamic Drive In: It is a gravity sliding system that enables maximum use of space and makes loading and unloading the pallets faster, only requiring some traffic space in the loading and unloading areas. Pallets are loaded on


the upper ends of the inclined tracks and slide by gravity action; speed regulators control their acceleration. Industrial Dividers: They are used to divide industrial spaces into areas, enabling the installation of doors or counters to join these areas. Panels can be made of board, wire netting or a mix of board and wire netting. Drive In: It’s a solution provided by continuous storage blocks, which allows the use of maximum volume available, reducing the hallways for lift trucks. The storage process takes up the depth and height of the block. This system is particularly appropriate when the cost of space is high and when the products are homogenous. Metal Racking with Multi-block fitting: Suitable for storage of light items, they can be handled without any equipment intervention. In general, these racks are designed to form sets with several sections, with one to two fronts, and high enough to be reached by a human being or with the help of small ladder. This system has optional extras that help sorting out and organizing items with dividers, hidden corner, drawers, panels, etc. They can be joined with catwalks and mezzanines. Flow Rack: This dynamic storage is ideal for automatic rotation of small volumes. The units are loaded at one and they slide by gravity on casters to the picking-up zone, following the First In First Out system. Mezzanines: It is a freestanding platform system or installed on pillars, shelving or Pallet Racking (catwalks), high enough to enable storage or another activity on it. It can be designed with plain metal floor, anti-skidding or cut out and is always in galvanized steel so that they are not damaged by friction. It normally comes with some optional extras such as guardrail, ladders, elevating lift or conveyor belts. The load capacity per

m2 may vary from 300 to 1000kgf/m2. Paller Holder: This is the simplest and most commonly used solution, which is easily adapted to any load or volume. It is normally used with lift trucks, allowing fast and individual access to any pallet stored in the system. Its design is determined by the dimensions of the load, the building and the transport equipment. It can be adapted for Reel Holders, Self-Supporting Warehouses and Mini Loads. Mobile Pallet Racking: Motorized mobile racks that give maximum utilization of the warehouse space, normally in refrigerating chambers. The pallet racking storage structure is fixed onto electrically powered mobile bases, which move on rails embedded in the floor. This system permits the lift truck operator to open the aisle required whit a single command and allows usage of up to 85 per cent of the warehouse space, with the advantage of 100 per cent selectivity. Reel Racking: As its name suggests, it is a structure designed to store reels with different sizes, weight and diameter to better handle them. Light Pallet Rack: The purpose of the Light Pallet Rack is to store any kind of product for manual Access. Its dimensions are defined according to the free space, depth and height

required. It is a versatile system that can be designed in combination with mezzanines and catwalks, having a variety of height options. Shelves, either made of metal or wood, can have their height easily changed. Push Back: A dynamic accumulation system with either roller track conveyors or trolleys, where the pallets are supported on and pushed by the lift truck. It uses LIFO system, that is the last pallet loaded in is the first to be taken out. This system is very similar to Drive-in, allowing high storage density, however in a more selective and quicker way. Metal Rack and Container: Metal racks enable the use of the height available as this system can be easily combined with mechanical equipment to transport and lift goods. They can be safely piled up, not transferring the weight to the goods. They can be dismantled to facilitate the transport when they are empty. Shuttle Car Drive-in: The Shuttle Car Drive-In optimises physical space, allowing storage capacity and improving product selectivity in a comparison to the Drive-In. With a safer operation and faster storage/retrieval, the system prevents accident risks to workers and structural damage to the storage system structure. April - June 2012  DOSSIER

ne of the most trusted and eminent civil and electro-mechanical contracting firm in the Sultanate of Oman, Target LLC has carved a niche for itself in the market thanks to its commitment towards their clients and quality. Today, the company handles a diverse array of projects which extends well beyond the residential and commercial building developments that they started out with over three decades back. Apart from being heavily involved in electro-mechanical works (building electrical works, plumbing works, HVAC and industrial electromechanical works), Target is also involved in various infrastructure development projects (sewerage and drainage networks, water supply networks, water reservoirs, Sewage treatment plants and the likes).

The company has already established a name for itself thanks to its efficiency and punctual delivery – and as a direct result, has managed to bag some major projects. One of the most important projects for Target in 2011/12 is the building and development of phase IV of the Oman Botanic Gardens. According to Nabil Nakhle, GM, “The Oman Botanic Gardens is one of our biggest and most prestigious projects and we consider it an important milestone. We are currently working on this project in a joint venture with Bam International.” The project in its entirety is expected to be complete by mid-2013 and according to Nakhle, the work is moving well. “We have completed eight per cent of the job and the project is progressing well.” 94 DOSSIER  April - June 2012

In the month of September 2011, Target also picked up a new water supply project – the Al Amerat water supply project. The project was awarded to them in November 2011 and work began in January 2012.Apart from these, the Quriyat water supply project is also near completion. “Right now, the project, I would say, is 96 to 97 per cent complete and we are expected to start demobilizing by the end of the second quarter 2012,” affirms Nakhle. Yet another major development for Target the past year has been the reestablishment of business ties with Petroleum Development of Oman (PDO). “In 2011, we started working with PDO again with a relatively small contract of about a million Omani Rials. But that has opened the door for us to pursue further business with them.” The project is a civil earthworks one related to the Ras Al Hamra development. Target’s top management has always been and remains committed to excellence and quality. Their HSE manual and plans are continuously and systematically reviewed taking into account lessons learned. In the month of November 2011, they started the process of obtaining the QHSE certification. In 2010, Target already obtained the ISO 9001:2008 certification, but is now aiming for the OHSAS 18001 and ISO 14001 certifications respectively. They have already passed the first stage of

the audit process and the final stage is expected to be carried out shortly. As an organisation, Target has always remained true to promoting locally available sources and remains true to their dictum of creating value for the country. Says Nakhle, “Target has always promoted the use of local resources. For example, we always promote local community subcontractors. Whenever we acquire a project, the first thing we do is take a close look at the availability of local resources – be it staff, labour, subcontractors, materials, and so forth. We try to give locally available resources and products priority, but of course, there are always considerations like commercial feasibility and

quality.”He admits, however, that currently there aren’t enough National subcontractors in the market today that can actively compete with foreign or regional ones. Despite these challenges, Nakhle believes that there is light at the end of the tunnel and in the future, things might change for the better. 2012 and beyond looks promising for Target, not only in terms of the projects that they are working on but also their quest to re-affirm themselves as a quality-driven organisation. Recently, the influx of foreign contractors has made the markets more competitive, especially for the locally operating contractors.However, Nakhle believes that Target can stay ahead of the curve by not only being more efficient but also by achieving client satisfaction and providing them with even higher commitment in the years to follow.
