Stable but challenging The current year forebodes stability coupled with challenges for the construction sector. Leading analysts and rating agencies from all over the world have given a stable outlook for the construction and real estate sector for the current year. But challenges of oversupply, shooting expenses, social disturbances and increased competition are likely to slow down growth globally. This is applicable to Oman also to a great extent. Beginning with the brighter side, the emphasis on infrastructure development will help construction sector grow in Oman. High oil prices will ensure that Government spending will be on the higher side in the Sultanate and other countries in the GCC. Development works of major infrastructure projects like ports, free zones and related infrastructure in Sohar, Salalah and Duqm are on track. You can find updates of these projects inside. The country is also witnessing several major exhibitions and events in the construction sector involving participation of major companies from around the world. The Big Show 2011 being organised by Omanexpo from March 21 to 23 features a large number of participants from diverse segments in the construction industry. The event has generated a huge interest in the construction industry. Looking to the neighbouring countries, reports from Dubai suggest a renewed interest of investors in real estate. According to an announcement of Foreign Investment Office of Dubai Economic Department, more than 80 per cent of investors are planning to maintain or increase their investment in Dubai. Importantly, the current year is also witnessing a restarting of construction works at the previously stalled projects in Dubai. Moody’s Investors Service recently announced a stable outlook with a negative bias on the European building materials sector. The basis for the outlook is that demand for building materials appears to have stabilised at a low level in Q4 2010. Moody’s expects volumes to gradually improve in 2011, primarily supported by a recovery in residential construction. On the negative side, the growth of construction sector worldwide is unlikely to be uniform with debt problems and social instability hampering growth in some regions. Social instability and changes in MENA region are likely to pose unexpected challenges to the construction sector. Al Hajiry Group appointed construction contractor of Al Bustan Residences Al Bustan Residences, one of Oman’s prestigious real estate developments, recently announced the appointment of Al Hajiry Group as the project’s construction contractor. Representatives present at the signing ceremony held recently included Uto Baader, Deputy Chairman of Baader Projects, Hotels and Resorts LLC, Siegfried Lingel, Deputy Chairman of Baader Projects, Hotels & Resorts LLC, Real Estate Developments, Nasser Khamis Al Hashar, Chairman of Al Hajiry Group and Sam Varghese, Managing Director of Al Hajiry Group. Stable outlook for European building materials companies Moody’s Investors Service has changed its outlook on the European building materials sector to stable, with a negative bias, from negative. This reflects the rating agency’s view that the fundamental credit conditions within the industry will neither improve nor erode in the next 12-18 months. Moody’s says that the basis for the outlook is that demand for building materials appears to have stabilised at a low level in Q4 2010. Moody’s expects volumes to gradually improve in 2011, primarily supported by a recovery in residential construction. 6

However, the recovery in volumes is somewhat skewed by weak comparatives with 2010. The negative bias on the stable outlook is mainly based on the uneven recovery in demand that is likely across EMEA in 2011. Pockets of weakness will remain, particularly in countries at the periphery of the Eurozone, such as Spain, Ireland and Greece, where economic recovery has been slower and where government debt burdens remain high. Central and Eastern European countries, such as Romania and Bulgaria, will also lag behind in terms of demand.

In terms of volumes in Europe, Moody’s notes that positive momentum in demand is likely in France, Germany, Scandinavia and Poland. However, year-on-year demand in the UK and the Benelux should be stable to only modestly positive. In respect t the political and social unrest in the Middle East and North Africa (MENA), Moody’s remains concerned about the medium-term credit negative implications for the industry, if the current unrest is protracted. It could result in a slowdown in public infrastructure spending as well as a drop in private non-residential and residential real-estate projects.

More overseas buyers for Dubai properties The Foreign Investment Office of Dubai Economic Department has stated that more than 80 per cent of investors are planning to maintain or increase their investment in Dubai. The current year is witnessing renewal of construction of previously stalled projects in Dubai. Throughout the start of 2011, Landmark Properties, one of the largest property brokerage agencies in the UAE, has also witnessed an increase in interest, specifically from 8

overseas investors seeking property within Dubai. Michael Michael, Director of Sales at Landmark Properties, explains, “From the end of last year onwards, we have seen a definite increase in interest from overseas clients”. Michael continues, “Such investors are mainly from countries within the GCC or Eastern Europe,” he said. “Although the market is still relatively immature in terms of large institutional overseas investors,

Dubai now seems to be back on the agenda for many parties,” states Saeed Hashmi, Head of Valuation and Advisory at Landmark Advisory. According to Hashmi, the type of property overseas clients are looking for varies, with many wanting to invest heavily across various property sectors. Hashmi also confirms, “In comparison to mature western markets, investment property in Dubai attracts much higher equivalent yields.”

HOTSPOTS OF CONSTRUCTION MAJOR OPPORTUNITIES AWAIT CONSTRUCTION CONTRACTORS IN DUQM, SOHAR AND SALALAH PORTS AND FREE ZONES, WRITES A. HARIKUMAR

T

hree mega projects which include two existing ports and free zones of Salalah and Sohar and the upcoming Duqm port and free zone in Oman are witnessing massive investments and intense construction activity. These projects, which are fast 10 OER DOSSIER April-June 2011

progressing leading to the overall development of Dhofar, Al Batinah and Al Wusta regions mark a well integrated approach to development offering huge opportunities to construction companies. Apart from the development of industrial zones which will have a major presence

of manufacturing industries, these projects involve development of airports, logistics clusters, tourism industries etc. At Duqm a whole new city is being developed as a part of the project. The three ports of Sohar, Duqm and Salalah are expected to witness major construction activity till 2025-2030 when master plans will be completed. It means huge opportunity to contractors from different sectors over a long period of around two decades. Adequate funds are available for development works. These projects are expected to bring in balanced regional development and help the Sultanate to effectively utilize its strategic geographical advantage. The focus of this strategy is

Development of Duqm city, which involves building a multimodal transportation system, and commercial and residential complexes is expected to take place on a war footing soon. While the existing desalination plant could be expanded, a new power plant needs to be built. The feasibility study for the construction of a refinery is complete and it is likely to become a reality in the coming days.

DUQM While in Sohar and Salalah existing facilities at ports and free zones are being expanded, Duqm project features construction works of a larger scale including building an entire new city, port and air port with all necessary infrastructures. Work of Duqm dry dock has almost been finished and the soft opening of the dock is likely to be held in April. The construction of Phase I of Duqm port will be complete by 2012. A sum of RO 1.6 billion has already been spent in the region for infrastructure development.

SALALAH AND SOHAR DEVELOPMENT Expansion works are in full swing in Port of Salalah which is one of the top 30 container ports in the world. The master plan for the expansion of the port will be complete by 2030. Currently the expansion of general cargo terminal as part of the phase three expansion works is going on. Two or three new liquid jetties are likely to come up here. The container terminal will be expanded during the next phase (ie phase 4). The expected investment for the expansion of both terminals is $ 120 million. Salalah Free Zone which is close to the port is also bustling with activity. Salalah Methanol Company started commercial production in 2010. A lot more activity is expected on the liquid front in the coming days. In addition to its prospects as a transshipment port, Port of Salalah also has the potential for establishing a cruise terminal as more and more tourists are arriving in Salalah to enjoy the exotic beauty of the region. Tourism industry in the region is all set to register exponential growth once a cruise terminal comes up. Port of Sohar has witnessed brisk activity in the recent times and has developed as a major industrial port in the Gulf region in a very short

period of just over a decade. Freezone Sohar is also recording swift progress after the first phase of development was launched in 2010. Several major investors from Oman and abroad are evincing interest in establishing their bases at this free zone. Development of Port of Sohar has already lead to the development of the area attracting investments from different parts of the world. Some of the major industries which have been established in the region include Vale iron ore pelletizing plant, Jindal Shadeed Steel, Sohar Aluminium and Aromatics Oman. CONSTRAINTS Meanwhile it is to be remembered that the success of these mega projects also means overcoming many hurdles. In Duqm, consumers need to be ensured of uninterrupted power supply. At present, a temporary power station of capacity 67 MW has been completed but to satisfy the future demand, a major power generation unit needs to come up. While it is expected that access to raw materials will attract investors from within and outside the country to Duqm, information about raw materials is not easily available to potential investors and it needs to be disseminated to attract investors to the region. While it is being pointed out that Sohar provides opportunities to companies from India to add value to their products and nearness to western coast of India and easy access to other GCC countries and African countries will attract huge investments to Sohar, rapid ongoing development of infrastructure including ports in other countries in the region and western coast of India may provide more options to investors. Sohar offers opportunities for many downstream industries and efforts need to be intensified to attract more such players. April-June 2011 OER DOSSIER

TO DEVELOPMENT WORK ON THE FULLY INTEGRATED DUQM DEVELOPMENT PROJECT IS PROGRESSING, OFFERING MAJOR OPPORTUNITIES TO INVESTORS FROM WITHIN AND OUTSIDE OMAN

T

he coastal region of Duqm in central Oman is witnessing the Sultanate’s most ambitious development project which includes development of a port, a new city, one of the biggest dry docks in the region, an airport, an oil refinery, a petrochemical complex and many more. The royal decree for development of Duqm came in 2006. The Duqm Port Company, which is a joint venture of Government of Oman and Port of Antwerp Company has been registered and will run the port. Duqm was a sleepy locality with practically nothing in 2006. Within four years, the project has made significant progress. The progress has been achieved basically on 12 OER DOSSIER April-June 2011

commercial port and dry dock. The commercial quay is expected to be complete by 2012. Temporary water and power plants have become operational. There is brisk activity on fisheries harbor, logistics area, airport, beach hotel and other fronts also. Sewage treatment plant will be completed before the end of this year. Two government buildings and a commercial centre are also coming up in the area. THE DRY-DOCK Duqm dry-dock which is the second largest dry-dock in the Middle East is the most prestigious project coming up as a part of Duqm project. It will be operated by Oman Dry-dock Company a joint venture between Government of Oman and Daewoo Company Korea. Ownership is with Ministry

of Transport and Communication (MOTC). Daewoo Shipbuilding and Marine Engineering (DSME), is the strategic partner of ODC in the operation and management of the dock. The soft opening of the dock will be held in April 2011, said Dr. Maurice Girgis, Ad-Duqm Project Advisor at the recently concluded Oman Construction Summit 2011. Tender board awarded construction contract to Daewoo Shipbuilding and Marine Engineering in January 2008. Construction started in June 2008. Original contracted construction was completed in last year December. The integrative commission and handing over is going on from MOTC to ODC. Currently, a major super structure wharf is being completed. Normal operations will begin in thrid quarter.


The dry-dock is the second largest in Middle East with a quay distance of 8.2 kms. It will have a pair of graving docks each 410 metres long and 95 and 80 meters wide large enough to accommodate vessels of a maximum 600,000 DWT capacity including very large crude carriers (VLCCs), ultra large crude carriers (ULCCs) and fourth and fifth generation container ships. Construction of super structures like dock gate, dock pumps, jib cranes, shop cranes, environmental and gas facilities, air compressor units, and machining equipment are progressing and will be in place in a few months. The total important super structures are 17. A floating dock will be built in future as a part of future expansion plan. The dry dock is similar in scale

to Dubai dry-dock and Asry Ship Repairing Yard in Bahrain. Both have started business from early 1970s and their facilities are old fashioned. Duqm will have very upgraded facilities and sports the advantage of being brand new. THE AIRPORT The airport is expected to be a modern regional and international airport. Emphasis is on air cargo because airport is a part of commercial activity within. The airport will have a capacity to handle 500,000 passenger per annum. It is expected to be complete in three phases. The estimated cost for phase one is OR 24 million. Civil construction works being executed

as a part of phase one development are fast progressing. The construction of airside infrastructure facilities including a four kilometer runway, two taxiways and parking apron for passenger aircraft are expected to begin by March. The work has already been awarded and the estimated cost is RO 44 million. It is expected to be complete by the end of 2012. Phase three includes construction of passenger terminal and the design for passenger terminal was approved in 2010. It will include boarding complex, support facilities, and air traffic control tower. The tender is currently open. There is also going to be an air cargo terminal and building complexes including those meant for April-June 2011 OER DOSSIER

the staff. The construction is expected to be complete by 2013. ADVANTAGES OF DUQM Duqm has advantages of being close to markets and a rich source of raw materials. The project envisages to have a mix of high value added industries which require workforce with high skills and provide high wages and low value added industries which could provide employment to low skilled workers. This is planned considering the nature of labour force available in the area. It might be one of the fundamental reasons why government is investing in Duqm. Training centres will come up in Duqm to train national workforce. The prime advantages of Duqm are its geographical position and political stability that will give it strategic value in logistics and warehousing. Logistics does not require high capital and gives high returns compared to other industries. An area of 25 sq. kms is dedicated for warehousing industry. POWER AND WATER Temporary power generation and water supply plants have been completed. Power plant phase one is of capacity 67 MW. A plan is also underway to lay a pipeline to bring natural gas to Duqm to fuel the new power station. Studies are underway to determine size of permanent power plant. Work on setting up a power and water supply network work is also progressing. Construction of two big reservoirs for storing water is in the final stage. Seven sub stations will be built as a part of power distribution network for different areas like city, beach port, airport etc. A relatively larger harbor will be built for fishing vessels. All big fishing vessels could come to commercial port itself. Smaller ones could come to the special harbor. In addition to 14 OER DOSSIER April-June 2011

the harbour, marinas will also be built for coast guard and different industrial activities related to fisheries like canning and processing. Marine products will not be sold at cheap prices to neighbouring countries. They will be exported. An area of more than 2000 hectares has been earmarked for tourism activities. There will be a public beach of around 500 hectares. There is also the big fishing village. This can be used later on as tourist area.

DUQM CITY The heart of Duqm project is the Duqm city itself. It is expected that the current population of 4000 in the area will be expand to 100,000 by 2025. The study commissioned by Supreme Committee for Town Planning to do urban planning for city and tourist area will soon start.As part of road development, a beltway will be built all around city. Airport to port road will be done in seven or eight months. In addition, The Ministry of Transport and Communication is planning to float new tender to build roads inside port area. The total will be 80 km of highway. There is going to be a multimodal transport network within Duqm. Port, airport and roads that lead to south and north and a railroad to connect Duqm to Muscat and other GCC countries will come up. INDUSTRIAL ZONE Industrial zone is 150 sq. km

excluding mountains and buffer zone. The idea is to emphasise industrial clusters. Fisheries cluster is one example, same with raw materials available in and around Duqm. Refinery, chemical, logistics, marine engineering, software and recycling industries are expected to come up as part of the project. Activities are also expected on different fronts like construction materials, wind and solar power. Commercial and residential properties will come up along with an intra city bus station. The whole project is expected to be complete by 2030. OIL REFINERY Currently a feasibility study on establishing an oil refinery in Duqm is almost complete. The plan is to establish an oil refinery of capacity two hundred to three hundred thousand barrels. Once the refinery is built, it will have downstream activity. The initial findings of the study on oil refinery are positive. Oman Oil Company which is conducting the feasibility study is expected to make an announcement within three months. The estimated cost of setting up the refinery is five to seven billion dollars. Adjoining the refinery, a petrochemical complex which will depend on refinery will come up.

Regarding Duqm Industrial complex, there have been many proposals to set up production units there from inside, said Girgis. We have missions from within the country and overseas going to Duqm from both the West and the East. Several serious investors have evinced interest on Duqm, he added. Oman government has invested OR 1.6 billion for infrastructure development of Duqm. Future investments are needed for many sectors like roads, electricity and port. Dry dock is almost ready. Regarding the port, construction of the quay is going on. Super structure has not been constructed.

first public-private partnerships in Oman. Currently the 20-year-long master development plan of the port is being executed providing ample opportunities to contracting companies till the conclusion till 2029. Port of Salalah has recorded consistent growth ever since it started operations. Port of Salalah was incorporated in 1997 and first began operating at what used to be Mina Raysut, in November 1998. The container terminal was then built and the former port became the General Cargo Terminal. Salalah Port Services Company SAOG which manages the port is a Public Limited Omani Company with 30 per cent foreign ownership and 70 per cent local ownership. The A.P. Moller - Maersk Group is the largest shareholder owning 30 per cent. The Omani Government owns 20 per cent and the rest by others. HISTORY The speed at which the Port of Salalah has developed is extraordinary. The Government signed a contract with APM Terminals in December 1996 to build and operate the terminal. Construction started in April 1997, and a world class container

6 followed in May 2008. In the few years since its inception, the Port has developed into one of the world’s largest container terminals The container terminal has got seven berths of 2,505 meters length with drafts of 15 to 18 metres. It has a throughput capacity of six million Twenty foot Equivalent Units (TEU). The general cargo terminal has currently 10 multi purpose berths, with drafts up to 15 metres and one oil pier and a current thoroughput of 3.5 TPA. As part of the master plan, it is expected that the current capacity of container terminals will be raised to 18 million TEU by 2029. Fourteen new container berths will be added. The master plan expects throughput to increase to 59 million TPA by 2029. The capital expenditure envisaged for the expansion of container and general cargo terminal of Salalah port is $120 million. CURRENT STATUS Implementation of the master plan for Development of Port began in 2009 and is expected to be complete by 2029. PoS in conjunction with Salalah Free Zone & Ministry of Transport and Communication is implementing the plan.

Expansion of general cargo terminal will commence soon. This is going to be a major expansion, said Arjan Weerstand Senior Manager, Project Development and Implementation, Salalah Port, to Dossier at the recently concluded Oman Construction Summit, 2011. Breakwater has already been completed. Phase three is played up to in three or four stages. The expansion of container terminal will be taken up in phase four. It is expected to be complete in 2019 and will feature the construction of two or three liquid jetties. Both container and liquid jetties will be expanded. Total investment expected for the development of Salalah port in six phases is1.5 billion Omani Rials. FREE ZONE The Salalah free zone has also developed fast over the last few years. The port and free zone were under single management earlier but is now separated. At the same time both share excellent relations and need each other. “We are going to increase the efforts to attract more free zone type business,” said Weerstand. Salalah Port Services Company manages the two terminals; container and general cargo. “We have management and operations contract for general cargo and container terminals. We are the landlord, manage the port and harbor master,” he said. The port has dedicated berths.“The port expects more activity on the liquid front in the coming days. There will be quite an impact on liquids from heavy industries,” said Weerstand. The Port also expects growth in container movement also following growth of small and medium industries in Salalah free zone which export in containers.

ort of Sohar, a deep sea port located just before Strait of Hormuz in the Al Batinah region of Oman has grown to become the engine that drives the economy of the Sultanate and one of the leading industrial ports in the region in a relatively short period. This ambitious plan behind the development of the port is to centre a wide variety of economic activities around the world class port to continually advance the sustainability and flexibility of the local and regional economy. While the current investments for developing Port of Sohar and the adjoining industrial area have exceeded $14billion and the port has become one of the largest port development projects in the world, Jan H. Meijer, CEO of Port of Sohar says industrial development around the port has just started and there is much more to come. This means huge opportunities for investors, especially those in the construction sector. The Government of the Sultanate of Oman started developing the Port of Sohar as an industrial port in 1999. Port of

Sohar has been operational since April 2004. Port of Sohar is managed by Sohar Industrial Port Company (SIPC), a 50-50 joint venture between the Sultanate’s government and the Port of Rotterdam, the largest port in the world. The original agreement between the two parties was signed in 2002 and included a port area of 2100 ha and for SIPC to manage and develop the port until 2025. Today, the port is fully operational with state-of-the-art facilities. Port of Sohar is within easy reach of the booming economies of the Gulf and the Indian subcontinent and with great connectivity to Abu Dhabi, Dubai, Al Ain and Muscat. Sohar houses three clusters: logistics, petrochemicals and metals. Some of the world’s leading companies have already made Sohar their preferred port of call. The port has three terminals which are operated by world class leading companies. Steinweg for general cargo, Odfjell/Oiltanking for liquid and OICT for containers. CURRENT STATUS Construction of a deep-water

bulk jetty at the port for Brazilian mining conglomerate Vale’s iron ore pelletisation plant is fast progressing and is likely to be ready this year. Part of the jetty will be developed into a terminal for aggregates and bulk minerals. The deep-water jetty when completed will be capable of receiving the next generation of Very Large Ore Carriers of 400.000 dwt. The Port of Sohar will be one of few ports in the world with the possibility to receive these large vessels when the jetty becomes operational. Another major expansion on the anvil at the port is construction of a Grain and Dry Bulk Foods Terminal to secure the nation’s requirements of essential food commodities. The port will provide the jetty infrastructure for the proposed Grain Terminal, while Oman Flour Mills will invest in silos and the requisite landside infrastructure. The matter is in an advanced stage of finalisation. As a part of the railway development in Oman, Sohar will


be linked to Muscat and other parts of Oman by railways. The national rail network will link it to other GCC countries also. The iron ore pelletising plant of Vale is expected to become operational soon. Another major project which will start commercial production soon is Jindal-Shadeed’s fully integrated steel complex. Takamul, subsidiary of Oman Oil is playing a a key role in the development of downstream investments in Sohar. The company is behind the launch of a number of downstream aluminium units. FREEZONE SOHAR Freezone Sohar is a fast developing free trade area covering 4500 hectares being developed adjacent to Port of Sohar. It is managed by Sohar Free Zone LLC, a joint venture between the Government of Oman, Port of Rotterdam, Netherlands and SKIL infrastructure based in India. It is one of the biggest initiatives in

Oman aimed at attracting foreign direct investment (FDI) and provides huge opportunities to investors in the construction and other sectors. The development activities at this free zone began recently with Al Naboodah Contracting Company starting civil works for the development of first 500 hectares of the first phase. Works such as site clearance, soil works and perimeter fencing are being undertaken now.

CONSTRUCTION PACKAGES Jamal T Aziz, CEO of Freezone Sohar says ongoing work is the first of the three main infrastructure construction packages of phase one of the Freezone Sohar. The estimated cost of the first package is over a million Rials. An estimated 20-25 million Rials will be invested in three packages, he said. t is not an exaggeration to say one cannot move around in Oman without going through a road or a bridge built by Galfar. That is the extent of contribution of this construction major to the infrastructure development of the Sultanate. “We have been in infrastructure development of Oman for long with a strong presence from Musandam to Dhofar,” says Dr. Hans Erlings, CEO of Galfar. That is true. Galfar Engineering and Contracting has built roads, bridges, ports like the ones in Khasab and Sohar, airports like those in Salalah and Ras Al Hadd, commercial buildings, office complexes, hospitals, electrical infrastructure, sewage lines and many more. GCC, Hans is modest about his contributions to the growth of Galfar. “It is not a single individual who helps a company to emerge on the top. It is the result of contributions by the board, the executive committee, chairman, vice chairman, CEO, and other senior managers who all play crucial roles,” he said. “Success comes when clients are satisfied. We try to deliver what the client wants in the time frame he fixes. We have built our capability over the years by bringing in talented people, doing more complicated jobs and bringing state-of-the-art equipment. Thus our capability increased,” he explained. STRENGTHS Erlings counts Galfar’s big Omani labour force as one of its strengths which helped it to tide over effects of global economic recession. “We have the biggest Omani labour force of any private company which helped us achieve Omanisation target,” he added. “We mobilize at different locations. In the face of increased competition, we improved our efficiency and minimized costs by reviewing our way of executing work and cost structure,” he said. Referring to the tendency of some of the companies to quote unrealistically low rates to get work, Erlings commented that it was easy to quote low but to be a successful contractor one needs to complete the work successfully in the given timeframe and make profits also. All Government projects in Oman were implemented as planned and in that respect there was no effect of global economic recession here, said Erlings. “But there has been a slowdown in a number of private civil projects,” added Erlings. ENCOURAGING SMALL PLAYERS AND OMANISATION “We want to be successful and more 24 OER DOSSIER April-June 2011

importantly to share it with the local community,” Hans explains the philosophy of Galfar. While executing works we employ sub contractors, many of whom are small local companies. “While executing PDO works, we fulfil the requirement to employ local community contractors,” he added. Galfar has an Omani workforce of 5000 plus who work across all positions. They include managers, office administration staff, supervisors, senior staff in field offices, drivers, operators and civil workers. “From our part we are welcoming all Omanis who like to work with us. We are particularly interested in recruiting engineers, supervisors and managerial people more,” says Erlings. Thousands of Omani youth have passed out from Galfar Training Institute and are working in different companies. “Of course we prefer to have them work in our own company,” said Erlings. The company provides all benefits due to Omani employees and others and strictly implements all Government instructions to that extent. ENVIRONMENT FRIENDLY INITIATIVES “We take care to control dust and noise during our operations and strictly follow regulations while disposing off our wastes. We take care not to waste precious resources of water and oil,” he added. Galfar has a complete HSE management system which has helped it to achieve very high standards of safety. It has very low lost-time injuries in one million man hours work. It conducts regular safety inspections and feed back meetings. The company pays special attention

to ensure the health of employees. It has got 25 clinics with state-of-theart equipment across the Sultanate where services of expert doctors and nurses are available. It provides shades at worksite and supplies cooled water to workers. FOREIGN OPERATIONS AND FUTURE PROSPECTS Galfar has a clear vision on expansion to other countries which reflects its confidence in own abilities and a will to capitalise on emerging opportunities. “The more countries you work, the more stability you gain,” sums up Erlings. He recounted that Galfar had expanded to UAE and Qatar years back when it was a private company. “Currently we have set up a 100 per cent subsidiary in India which is doing very well,” he added. It had completed one major road work and is executing two others. The company is bidding for more infrastructure projects in India. It acquired a controlling stake in a construction company in Kuwait with an aim of capitalizing opportunities in the oil rich country. Further that is expected to help Galfar launch operations in neighbouring Iraq at a later stage where massive opportunities are expected to arise. The company is currently assessing risks and opportunities in Iraq. Though Galfar has created a company in Libya and had started bidding, the current political uncertainties there has restrained further progress. Meanwhile, Galfar’s next most ambitious target is Saudi Arabia where it sees huge potential. Erlings is fully optimistic about coming days. He says the company is focusing more and more on engineering procurement contracts (EPC) to take advantage of its engineering capabilities.

THE PUBLIC AUTHORITY FOR ELECTRICITY AND WATER IS IMPLEMENTING SEVERAL AQUEOUS PROJECTS TO MEET THE DEMANDS ON WATER SERVICES IN THE SULTNATE OF OMAN

T

he more there is a shortage in supply, the more potable water is being valued as a key resource. Needless to say, water management is globally becoming crucial for proper distribution and preservation of water. Oman is no exception to this. Oman’s physical features comprise undulating topographical regions. Hydrologically, this country is located within arid and semi-arid zones where water resources are

very scarce. Rainfall also varies, exceeding 350mm in the mountains, and less than 50mm in the desert in average of 100mm. The Public Authority for Electricity and Water (PAEW) is very active on this front. It is implementing several aqueous projects to meet the demands on water services in the Sultnate of Oman. In his presentation on the second day of the Oman Construction

Summit, 2011, on the Sultanate’s expanding water infrastructure, Eng Zahir bin Khalid al Suleimani, PAEW Director-General of Projects, said the 8th Five Year Plan (20112015) earmarks an estimated RO 600 million towards new waterrelated schemes. Around 62 project proposals, involving capital investments totalling an estimated RO 236 million, are currently being considered. They include plans for transmission

mains, ground reservoirs, pump stations, SCADA networks, and other infrastructure. A further 20 projects, worth some RO 300 million in capital funding, are in the engineering design phase. Projects for construction of new reservoirs are urged which will augment water storage capacity, he said.

REPLACING FAULTY METERS Since 2010, there is a nationwide drive in the Sultanate that calls for an eventual elimination of an estimated 300,000 faulty water meters across the country over the next five years. As an integral part of the move, the Public Authority for Electricity and Water (PAEW) is replacing thousands of faulty water meters responsible for a whopping 20 per cent of potable water supply to go waste. Al Suleimani, while addressing the audience, said the project was an essential part of the PAEW’S strategy to resolve the challenges of ‘Non28 OER DOSSIER April-June 2011

Revenue Water’ (NRW), which in Muscat Governorate alone reaches as high as 30 per cent of potable water supply. ‘Non-revenue water’ refers to volumes of water that are not billed by the PAEW. Defective meters, and consumption by certain government agencies that goes unbilled, account for two-thirds of non-revenue water volumes. The rest of the water is lost in leaks in the transmission and distribution networks. As a remedial measure, PAEW is now erecting a leak detection system in Muscat Governorate. The focus lies more on NRW in Greater Muscat than in the regions. Very little data on NRW is available in regions, where some of the networks are done recently. Emphasis is being given on improving NRW calculation through data availability. The project is being piloted as ‘District Meter Areas’ (DMAs), which enables authorities to identify leaks in the supply network in a given area of the city. Al Sulaimani said the problem of transmission leaks was generally observed in areas like Muttrah, where the networks were laid many decades ago.

The Omani construction and project management giant has performed well in recent years, despite the effects of global economic slowdown and increased competition hitting the bottom lines of construction companies in the region. Current year is set to be an exciting year for the company with some of the prestigious works of the company in Qatar nearing completion and the company graduating to the higher 30 OER DOSSIER April-June 2011

league in the oil and gas sector. The company is also planning to enter new areas during the year. Krishnakumar Taori, group managing director of HJB shared with Dossier details of the company’s current performance and future plans and his musings on construction industry at the newly built state-of-the-art headquarters of the company in Muscat recently. CURRENT PERFORMANCE AND FUTURE PLANS “We performed well in 2010 and has to our credit the successful completion

of several projects,” said Taori who is leading the company from success to success. “The RO 55 million worth world class Rustaq water supply scheme has been completed and is in the handing over stage now. We have also commissioned a major water supply scheme at Karama in Qatar during the period,” he added. HJB’s new switch gear factory at Sohar will be commissioned by the end of the year. “It will take us to the next grade in that sector and we are studying the prospects for exporting switch gears. We will also focus more on real estate and hospitality sectors

COMPETITION Commenting on the increasing competition in Oman’s construction sector, Taori said a large number of foreign companies are getting registered in Oman as it is easy to get registered here unlike in other GCC countries where it is difficult for Omani companies to get registration. While local companies have social responsibilities like Omanisation and providing help to local communities, few foreign companies achieve Omanisation targets or form close relationship with local communities. The increased competition is affecting margins of local companies, Taori added. EIGHTH FIVE YEAR PLAN IMPACT Taori expressed the opinion that the plan will help the contracting industry in general and trading houses will also benefit to a good extent.

But he also expressed the doubt whether the proposed investment might help small contractors to the expected degree as most of the oncoming works are big. He agreed that trickling down effect from big projects will be there but added that it alone will not upgrade one’s competency. There needs to be some sort of mechanism to think and suggest as to how local contractors can benefit from big projects, and where they can be incorporated and learn better management and implementation techniques from big players, he said. “It can be done on a project to project basis. PDO’s scheme to incorporate services of local contractors in big infrastructure contracts could be modeled upon. Different aspects on percentage of work and services to be assigned to local contractors

need to be worked out,” he added. On the competency level of Omani contractors, Taori said some of the local contractors are extremely competent and well placed to take up competition. At the lower level they need to learn modern management and implementation techniques. There needs to be serious discussion as to how it could be achieved, he added. He agreed that there is a tremendous shortage of skilled manpower in the industry. The current training programmes need to be fine tuned to meet industry’s needs, he said. From its part, HJB holds monthly internal training programme for its Omani and expatriate employees from different sectors to upgrade their skills and equip themselves to specific tasks. It sends them outside also for expert training. The company has implemented Omanisation as per industry standards. OUTLOOK FOR INDUSTRY Current year will be a challenging one for construction industry in a different way, feels Taori. The industry is likely to face more challenges on the commodity front as commodity market has become volatile, he said. Construction material prices, especially that of imported products like steel, have gone up substantially in recent months, said Taori. Copper prices have hit an all time high. Prices of petroleum products have also risen sharply. These all are going to hit bottom lines hard, he added. Rising oil prices may boost government expenditure, but it may also spiral costs of other products, Taori said. He agreed that demand is increasing in the real estate sector but construction costs are also likely to increase. Increasing interest rates and difficulty in securing loans may affect contractors and individual customers, he added. April-June 2011 OER DOSSIER

irst it was Dubai Metro, and now the focus is zeroed in on the rail projects across Middle East. In Oman, the much-awaited railway project, aimed at connecting major demographic pockets like Muscat, Salalah and Batinah region, is all set to transform the landscape of the Sultanate. Through this cost-effective highspeed rail connectivity, people in the

Sultanate will be largely benefitted. Not only it will facilitate mobility of people but it will also provide better integration with GCC, fostering economic co-operation. Above all, an effective rail network will position the region in the global map as a major energy and trading hub. PASSENGER NETWORKS The National Railway Network will

initially comprise the following five segments: Muscat—Sohar (242 km), Muscat–Duqm ( 486 km), Sohar—Al Ain (166 km), Sohar – Khatmat Malaha (58 km) and Duqm -- Salalah (646 km). In future, linkages are also planned to Adam, Nizwa, Ibri. Other locations will be identified based on a National Spatial Strategy

Study currently being undertaken by the Supreme Committee for Town Planning (SCTP), which is spearheading the development of the network on behalf of the government. Twenty-one locations for the establishment of passenger stations along the length of the network are selected post alignment and design requirements studies. The first phase of the project’s development includes passenger networks at Sohar, Saham, Daqal, Khabourah, Al Hur, Al Hazm, Al Abyad, Barka and Misfah on the Muscat–Sohar section; Izki, Sinaw, Mahout, and Duqm on the Muscat–Duqm segment; Al Wasit, Al Zurub, Buraimi and Sunainah on the Sohar—Al Ain Stretch, and Khatmat Malaha line. Al Misfah, the main terminus serving Muscat, will be located south of Rusayl. Initially, around 500 passengers are projected a day from stations across the five main cities. CONNECTING GROWTH CENTRES The railway project also aims at developing high-capacity transport links between growth centres, including sea-ports, free trade zones, industrial estates, mining zones, and more. This effort on the part of the government is expected to lead to a balanced development in the different regions of the country. Also, erecting seven freight yards are on the anvil. These are planned at Sohar, Barka, Al Misfah, Buraimi, Sunainah, Sinaw and Duqm. When the rail network gets operational, huge volumes of freight will be carried by the rail network connecting Sohar, Muscat, Duqm and other key locations within Oman. Provision will be made for the introduction of high-speed passenger trains operating initially at 200 kph, but capable of running at top speeds of 400 kph later. Freight trains, with axle loads of upto 32.4 tonnes, will be operated at speeds ranging from 80 to 120 kph. SIGNING CONTRACTS As of now, selection of consultants

is going on for two keenly awaited contracts: the Detailed Engineering Design and Project management packages. More than 30 local and global firms had sought to prequalify for the contract to provide detailed engineering design and supervise project. A similar number of firms had also registered to prequalify for the prestigious project management consultancy package. It is learnt that the prequalification

for both the packages has now been completed. Presenting a paper on the country’s national railway project at the Oman Construction Summit 2011, Salim bin Mohammad Al Affani, Director–General for Physical Planning, SCTP mentioned that the companies have been prequalified by the Tender-board. The pre-qualified bidders, believed to number around 10 firms for either package will shortly be invited to bid for the contracts. A project manager

TIME LINE FOR COMPLETION The timeline for the implementation of the project is six years from now. The design phase would take around two years, with actual construction targeted to commence in 2013. s we entered the new office premises of Windows 2000 in the Rusayl Industrial area, we stepped into a spick and span interior to meet Said Abdullah Al Saqri, managing director of Windows 2000. Al Saqri with his incandescent smile, began by saying, “At the end of the day, this company is my life. Quality hours spent here is more than that spent at home.” To know about the man behind the Windows 2000 brand, we probed further. For Al Saqri, business runs in his blood as he was brought up in an environment where business and entrepreneurship were very much part of his life since a tender age. His family operated in the service segments of the construction and automotive industries. Al Saqri grew up with this business and developed entrepreneurial skills through customer dealings and learnt about operational nitty-gritties and dealt with business issues. But apart from this grooming, he also needed an orientation in entrepreneurship of the contemporary times. It all came in the early 90s, when The Industrial Development Unit (IDU) of the ministry of commerce came up with seminars, cultural exchanges, exposure through travelling across the globe and mini-feasibility studies to encourage aspiring youths to be self-employed. Excerpts from the interview: HOW DID YOU START ON YOUR OWN? It was 1992. H.E.Ali Bin Masoud Al Suneidy, who was the then director of IDU, was trying to promote entrepreneurship for the young Omanis. I had just returned from UK after I completed my business studies. Like many of my counterparts who are industry majors today, I seized this opportunity. It was Al Suneidy who has pushed me into industry. In 1997, a chance encounter with the

concept of UPVC windows and doors in a seminar by Gytech that helped me to decide on manufacturing and installing UPVC windows. In 1998, I started my own business and named the new entity Windows 2000. My brother Ahmed took the responsibility of the family business while I just remained on the board. I was on my own and I explored the market for UPVC products, and soon realised that it was a niche market, which calls for quality products. Thereafter, I equipped myself to make a beginning to offer quality home solutions in the Oman market. Profiles were sourced primarily from Veka in Germany. I went for exhibitions in Germany and Austria which exposed me to understand the product and I was totally ready for it. However, the learning curve was steep, as the product was new to this market. You have to experience every business yourself. TELL US ABOUT YOUR BRAND Our products, the tilt-and-turn and tilt-and-slide windows and customized main doors and inside doors for specific applications are designed in-house, keeping in mind the harsh weather conditions prevailing in the Middle East. These products are one notch superior to their conventional counterparts as they effectively keep out dust and water ingress from the premises and prevent corrosion. Cyclone Gonu in 2007 bears testimony to that. Despite the torrential rains, there had been no complaints of water ingress inside the houses where UPVC products were installed. UPVC products are also effective in providing stateof-the-art solutions at airbases and airports and prevent ingress of noise into the premises. The security of the house is also not compromised with. Our brand name is very strong and very easy to remember. YOUR MOVE FROM RUWI TO RUSAYL CAN BE CALLED A PARADIGM SHIFT. WILL YOU

ELUCIDATE ON THAT. After ten Years in Ruwi, we wanted more space to upgrade my products and position them as a high-profile brand. The Rusayl outfit has about 3,500 sq mt of built-up area. We introduced cutting-edge technology to have a batch process which is otherwise an expensive exercise. A faster production, consistency in quality, minimized labor cost and retaining the quality staff are the advantages of adapting to a new technology. What we have here is a high tech process centre, aided by CNC machines, a paperless factory, along with intranet. Wherever I could avoid, I did away with the traditional way as old methods are no longer working. It is not always a smooth transition from comfort zone to a more challenging one. The young ones were proactive and got trained in the new technology who later on became trainers for the rest of the workforce. YOU HAVE BEEN AWARDED THE HM CUP FOR BEST FACTORIES. WHAT DOES IT SIGNIFY FOR YOUR FACTORY? This is a cup in the name of His Majesty himself. It is a matter of pride and encouragement among industrialists to clinch the award. It is meant for those industrialists who can make difference to the society. We are an ISO 9000 certified company with Factory process control certificate. We are also a CE certified company, enabling us to send our products to Europe. YOU ARE A REGULAR VISITOR TO COUNTRIES BEYOND OMAN. HOW DOES IT IMPACT YOUR BUSINESS? We visit exhibitions, which has an educational purpose and a good platform for business. It helps us to know what the current practice is and garner latest information. Sometimes, travel means visiting an organization for opening a new channel of communication.

Travelling is part of our business culture. I have toured in UK very recently. We frequent places like Italy, Germany, Kuwait, Malaysia, Turkey, UAE to know about product, machinery, or technology. I should say, we have built a very good reputation as a company in Europe. DO YOU HAVE ANY EXPORT PLANS? We are prepared to go global. We have done some work in UAE, Africa, Tanzania, Saudi Arabia and Philippines. Though I concentrate on the home turf, nearly 20 per cent of the production is now shipped to these places. WHAT IS YOUR TAKE ON OMAN’S DEVELOPMENT AND OMANISATION? Our government has given us incentives, land, soft loans and other support to create an industrial environment to produce international standard products so that the country benefits from hard currency. This includes employment of Omanis. This is our vision as a nation. But its implementation calls for a lot of hard work and a major overhaul in the education system. We have achieved 40 per cent Omanisation. Out of that 18 are attending an eight month course. We have formed Ashura Committee for the team members to remain connected and Kaizen group for maintaining discipline, constant improvement and improvisation of methods of work. AS AN INDUSTRY CAPTAIN, HOW DO YOU HELP BUDDING ENTREPRENEURS? I am one of the consultants in a group of business people who volunteer to provide service to budding entrepreneurs in Oman. I am also part of the business umbrella committee. We are here to encourage a new generation of entrepreneurs to help continuing with their development. CHALLENGES GALORE, OUTLOOK POSITIVE OMAN’S CONSTRUCTION INDUSTRY HAS PROGRESSED WELL, IN THE FACE OF ADVERSITY The Sultanate of Oman is one country that was resilient to recession. There are various factors for its resilience to worldwide economic downturn. The key factor is political stability of Oman. Also the country has experienced over the past five years a very rapid growth in the oil price. Good oil price is creating surplus allowing continued steady government expenditure in various market sectors. We have seen 92 OER DOSSIER April-June 2011

unprecedented investment (since 70’s) both in infrastructure projects as well as other prime projects in the country. There is now a direct corelation between oil price, revenue and Oman’s production over the past five years. Though oil prices reach peak in 2008, in 2009, it fell, creating an imbalance in the economy. Fortunately Oman was steady abroad, and the government always had a moderate and conservative

sustainable approach that resulted into continuous and diverse projects awarded to the construction industry. Keeping in line with the 2020 vision, some of the investments have been shifted away from Oil & Gas industry. About RO 46 bn was invested in the tourism industry. Hopefully this trend will continue. The industry here is labour-intensive. But there has been no major shake-


up in wage rates, despite hike in the cost of living in 2007 and 2008. We have experienced a high demand on the EPC environment in 2007 and 2008, especially in the real estate development and the oil and gas industry in the region at large. However, the situation is comparatively stable vis-a-vis the other parts of the world. Another factor is a small number of privately funded developments compared to the region, most of the developments being government funded, again due to conservative approach; hence the self-sustained international impact on project was zero. There were a few exceptions, off course. Some projects were suspended or have slowed down. There were quite a number of attempts of government interventions to regulate and in many instances subsidies were offered to manage the

increase in oil price in general on key commodities like steel and cement. The channels for import were kept open; some subsidy was given to the

local factories. The banking and finance base was relatively stable and announced

profits even in bad years. They were relatively well placed as very calculated investments were made. The key of their success, according to bank officials was adopting very elaborate methods for selecting all the investors. And all the foreign financing mainly in the major projects came from the large players. And if they were government related projects, then there were no issues of credibility or losing consumer confidence. DIFFICULTIES IN ACHIEVING PROJECTS’ TARGETS

Despite the favourable economic environment, there were difficulties to meet the projects’ targets to sustain growth itself. Some of these were fluctuations in the oil prices, especially in 2009, when there was a sharp decrease compared to 2008; the financial institutions’ confidence on funding especially small type of entities or enterprises, even at the

individual level was affected. Quite a number of contractual disputes went for arbitration, though there were no such controversial issues as such. Due to world-wide high demand particularly in China, there was low availability of some key construction commodities like cement, steel, glass , in the region at large; places like Dubai as well as parts of Saudi Arabia has felt its impact much more. In Oman, it was felt by the public mainly in time of building villas, when there were long queues for cement. Prices of commodities such as steel, if compared to 2007 through 2009, have soared by 300 per cent. The original index was almost matching the inflation levels year on year. In 2007 and 2008, there was a huge jump. Quite a number of factors are there for this price rise, but this is not necessarily co-related with the actual price of the raw material. The price rise can be attributed to

greed of people who are at the mill or the cement factories. They are in a position to do so. But that is no justification for price increase. No indices on key commodities price fluctuations. Again there was a high and abrupt demand for skilled labour. And the region is also creating stress on countries of supply like India and some parts of South and Far East Asia; those countries have started to invest on the labour. Developers need the labour themselves. So there is a shortage of high skilled labour which is creating difficulties. Some of its effects are felt also at the moment in some of the countries. Far less impact are expected in Oman. Low consumer confidence esp. in realestate sector have loads of defaults. Many of the developments has been suspended. We have three or four in


Oman affected. Dubai can be quoted as a very good example OF how consumer confidence did play a major part in stopping many of the projects. PROJECT FUNDING

We have to address some issues when it comes to project funding. One of them is housing projects. Now new development companies are coming with public offering. They are more related to community type of projects. Some of the real estate projects went into phased development approach. They negotiated with their financiers on how to recalculate their debts. Some of them went into partnership sharing or joint ventures are also emerging, especially locally, although at a smaller scale level. Many contractors are not tuned to new methodologies, they just like to develop a project, get paid and move away. There is also the idea of floating shares to the contractors as part of payments especially in privately

funded projects. Some of the builders getting ownership by shares as part of their payment or they have stake in what they are building. There are a couple of announcements in the country. Not many of you know about the project Omagine, which is on hold at the moment --- the major contractor has a stake in that. I would like to say that we introduce and encourage private development financing on some market sectors (e.g. Privately financed roads, power, water projects). But it is not taking off fully when it comes to roads and highways. We have an example here – it is the Sur–Quriyat Highway. It is a privately funded road and already operational. It’s a new concept that is coming. Special community low cost housing projects (going back to town housing concept - called harah in Omani terminology) will change the mindset

of individualistic mindset. We are going back to the concept of old community type of projects, which many of the tourists are admiring. They visit interiors like Nizwa, Rustaq to appreciate where they can see a Hara which is an enclosed area with a cluster of houses. This is picking up successfully. Three or four market leaders locally are operating are doing fairly well. This could be one solution to help the middle size and smaller companies to get together and do this type of project. And also it will help the individual clients. There was a growth if you read the figures of the Census just announced recently; 5,50,000 housing units built over the past 7 years is a huge increase on the past data. Yet there is a shortage houses. This is where the new concept of Hara can help.
