The Government has embarked on a project aimed at integrating a mandatory Skills Pass within the tourism and hospitality industry. The overarching goal of the Skills Pass is to ensure that industry employees meet the recognised national minimum standard, which are developed in collaboration with stakeholders.
From this month, third country nationals who are seeking a job in the tourism and hospitality industry in Malta can apply for an online course within their country and undergo a series of assessments, including English proficiency, basic customer care, and specific courses related to Maltese tourism products and hospitality. This is a crucial step forward in maintaining the competitiveness of Malta's hospitality and tourism industry while consistently delivering exceptional experiences to visitors.
This will be taught by two artificial intelligence personas named “Ryan” and “Clara”.
By January next year, these online courses will be extended to those third country nationals who are already working within the industry and need to obtain a single working permit. By January 2026, this project will be extended to EU nationals.
The road to implement this vital reform within Malta’s tourism industry began back in October of last year through a public consultation that involved local stakeholders that both direct and indirect are involved in tourism. The ultimate aim was to bring these people together and ensure that Malta elevates the quality through comprehensive training and assessments for employees.
The Skills pass reform is being piloted by the Institute of Tourism
Studies, the Malta Tourism Authority and Identità agency.
Safe to say that the Skills Pass project has registered overwhelming enthusiasm amongst the aformentioned stakeholders that include the Malta Hotels and Restaurants Association, Association for Catering Establihsments, Malta Chamber of Commerce, Chamber of Small and Media Enterprises, FELTOM, ELT Council, Gozo Tourism Assocation and the Gozo Business Chamber.
How is this reform will be implemented? Well, the verification process consists of two phases. The first phase involves online training and assessment, covering essential modules and occupation-specific evaluations. The second one, entails an online interview via video conferencing ensuring a thorough assessment of candidates’ skills and communication abilities.
Certificates issued under the Skills Pass project, issued according to the respective category, are blockchain-certified for security and authenticity. Robust vetting protocols maintain transparency and ensure every batch of certificates is reviewed accordingly to ensure no foul play.
Further information on the Skills Pass project may be found on the dedicated website - https://skillspass.org.mt

PRESIDING OVER THE SECURITY COUNCIL
Security. Sustainability. Solidarity. These are the three principles around which Malta’s campaign for a seat on the United Nations Security Council revolved. These three pillars, or The Three S’s as our diplomats would fondly refer to them later, have also been Malta’s guiding light throughout our term as an elected member. They have served as a constant reminder of our responsibilities towards the international community, and our vocation to serve as a moral compass and a force for good. We will remain committed to them until the last day of our mandate.
Malta’s aspiration to serve on the Council stemmed from our willingness to contribute to the maintenance of international peace and security in a meaningful manner. As dedicated multilateralists, we greatly value the principles enshrined in the UN Charter. They are timeless and universal. Moreover, we are strongly committed to promoting dialogue and understanding, and advancing human rights.
Malta will assume the Presidency of the Security Council on 1 April. This will be the second time that Malta will be holding this prestigious position after its first stint in February 2023.
The principle of inclusion will be at the heart of the Maltese Presidency. We remain committed to engaging directly with those countries that feature on the Council’s agenda. From the very beginning, our message to them was clear: we will not discuss anything about you without you. To this end, the Maltese Mission in New York has been holding various meetings with UN high-level officials and other stakeholders, as well as bilateral consultations with affected countries and regional organisations.
Malta will be holding three signature events during this month, with the intention of putting the spotlight on key issues. On 17 April, we will organise a debate on the role of youth in addressing security challenges in the Mediterranean. The following day there will be an open debate on the situation in the Middle East, including the Palestinian question, during which UN SecretaryGeneral António Guterres will brief Council members. Both meetings will be chaired by the Hon. Ian Borg, Minister for Foreign and European Affairs and Trade. On 19 April, Foreign Minister Borg will also brief the Security Council in his capacity as Chairperson-in-Office of the Organisation for Security and Cooperation in Europe (OSCE).
Children and Armed Conflict (CAAC) is a key priority for Malta, and an integral part of its foreign policy. As chair of the CAAC working group, the Maltese Presidency will be holding a briefing on addressing the consequences of the denial of humanitarian access for children. I will have the honour to chair this meeting in my capacity as President of the Security Council.
On 23 April, Malta will be organising the yearly open debate on Conflict-related Sexual Violence. This will be chaired by the Hon. Chris Fearne, Deputy Prime Minister of Malta. This meeting reflects our active support for the Women Peace and Security (WPS) Agenda. It serves as another important opportunity to highlight the consequences of conflict on women, and to focus on prevention through demilitarisation and genderresponsive arms control.
There are several other important matters that will be on the Council’s agenda during this month, including Libya, Yemen, Syria, the African Great Lakes, Kosovo, Haiti, and Colombia. The Council will also be monitoring other hotspots such as Ukraine, Sudan, and DPRK, and will
THE UNITED NATIONS
convene to discuss them if the situation on the ground demands this.
Civil society also plays a crucial role in enriching Council deliberations. Civil Society Organisation’s (CSO) briefers offer unique insights. They hold countries accountable and help shape solutions.
The Maltese Presidency has therefore invited a number of CSO briefers in an effort to have a more holistic discussion. Furthermore, Malta will strive to have a strong representation of diverse women civil society briefers while supporting their safe participation. Climate change is an existential threat, and another priority.
As co-founders of the Climate Pledges, we will convene at least one Council meeting to address topics relevant to Climate, Peace and Security (CPS) during our Presidency. We will also organise press stakeouts to publicly highlight linkages to CPS-related issues.
These are some of the principles and priorities that shape our decisions and actions as we prepare to serve as the Presidency of the Council. We look forward to playing our part in this role to safeguard international peace and security.

mgarr Exploring
by Terrence MifsudThe charming town of Mġarr is tucked away along Malta's serene northwest coast. The area is known for its expansive coastlines and lush vegetation, which span from Fomm ir-Riħ to Ġnejna Bay and the immaculate beaches of Għajn Tuffieħa. With a population of about 5,000, Mġarr has experienced significant growth over the last ten years, echoing the general trends in Maltese island development. Historically referred to as Mgiarro, Mġarr occupies a unique position in Malta's Northern Region, its environment typified by lush vineyards and farmlands. Ancient ruins like Ta' Ħaġrat and Ta' Skorba, which provide insights into Mġarr's early civilization, are evidence of the village's rich past and the patronage of prestigious Mdina patrician families.
Mġarr has had successions of ownership during its illustrious history, going from the Inguanez family to the Falsone family. The community has maintained its agricultural roots, with farming and winemaking acting as the cornerstones of its identity, even in the face of these changes. The natural appeal of Mġarr reaches beyond its boundaries to surrounding communities like as Wardija, Fomm ir-Riħ, and Ġnejna Bay, each with unique attractions for tourists to discover. The community's skill and tenacity are demonstrated by the construction of its parish church at the beginning of the 20th century, which has one of the biggest domes in the world.
Along with its agricultural heritage, Mġarr has an extensive history of crop production, with wheat being the predominant crop throughout most of the 20th century. The village's farming practices changed along with agricultural practices, moving towards the growing of fruits and vegetables via the utilisation of modern equipment including greenhouses and plastic tunnels. Mġarr has adhered to its customary crop rotation methods despite these developments, improving the soil with leguminous plants like beans and clovers. During the British colonial era, Mġarr saw the flourishing of vine farming, which aided Malta's rapidly expanding wine industry.
In recent years, Mġarr has been known for its production of strawberries. Although the cultivation of strawberries in Malta has been practiced since before World War II, Mġarr rose to prominence in strawberry production due to the arrival of Italian cultivars in the 1970s. With the founding of the Mġarr Farmers' Cooperative, the village's standing as a premier producer of strawberries was further cemented, drawing tourists from all over to partake in the famed fruit at its yearly Festa Frawli. The event, which showcases Mġarr's agricultural legacy and gives people and visitors a chance to enjoy the village's abundant harvest, will take place on April 7.
Strawberries from Mġarr are now openly marketed as a community product and are synonymous with excellence. Mġarr is unwavering in its dedication to protecting its distinctive traditions and unspoiled beauty even as it navigates the difficulties of modernity. The villagers are committed to preserving the customs and natural environments that characterise their community, even in the face of urbanization's demands. Mġarr's story is essentially one of adaptability and growth, moulded by its strong ties to agriculture and steadfast commitment to sustainability. Mġarr is a symbol of Maltese culture and heritage, beckoning travellers to enjoy its timeless beauty.
THINGS TO SEE AND DO IN MĠARR
STRAWBERRY FESTIVAL
What better way to celebrate the approach of Spring than to take part in Malta's annual strawberry festival, which locals lovingly refer to as "Festa Frawli"? Taking place in the lively main plaza outside the Parish Church in Mġarr, Malta, this twelve-year-old event is eagerly awaited by the Maltese community. Mġarr, known for its exquisitely delicious strawberries of superior quality, is the ideal location for this kind of event. Entrance to the festival is free of charge.
SKORBA TEMPLES
Situated within one km from the Ta' Ħaġrat Temple site, Mġarr's second prehistoric monument, the Skorba Temples, is another impressive megalithic temple. The finds discovered nearby are what really intrigue me about the Skorba Temples. Deposits from the oldest known human colonisation of Malta, about 4850 BC, point to the Neolithic era as the earliest period of human habitation in the Skorba region. The discoveries offer important new perspectives on Malta's prehistoric history and illuminate its ancient past.
Entrance to the Skorba Temples is €3.50 for adults, and €2.50 for children aged 6-11.
TA' HAĠRAT TEMPLES
Encompassing two superbly conserved prehistoric structures that are included on the UNESCO World Heritage list, the ancient Ta' Ġaġrat Temples are an important landmark in Mġarr. Ta' Ħaġrat is home to two different megalithic temples. The region's rich history is on display in the bigger temple, which dates to the Ggantija period (3600-3200 BCE), and the smaller temple, which dates to the Saflieni phase (3300-3000 BCE).
Entrance to the Ħaġrat Temples is €3.50 for adults, and €2.50 for children aged 6-11.

UNCOVER THE SECRETS OF PREHISTORIC GOZO
Upon arriving on the island of Gozo today, it might be difficult to imagine a pristine, rugged island at the dawn of recorded history, playing some crucial role in antiquity. There is no doubt, however, that the island's saga is still right in front of our eyes, etched in stone in the prehistoric sites that still cradle many secrets.
Hunting down and discovering these sites should be on the list of what to do in Gozo! Over the hills and valleys, sprawled on rocky white plateaus and at the outskirts of Gozo's villages, many mysterious spots seem to have been the base of an ancient civilisation. Exploring these sites should be complemented with a visit to the Museum of Archaeology at the Citadel.
THE SILENT SENTINELS OF ĠGANTIJA
Touted as one of the oldest structures in the world, the temples of Ġgantija are older than the pyramids of Egypt. This UNESCO site is a testament to the civilisation that inhabited the Mediterranean region thousands of years ago. The complex has two temples – the South Temple and the North Temple. These are built of massive limestone blocks, some weighing over 50 tons. The temples served religious and ceremonial purposes, and evidence suggests a strong connection with the cult of a fertility goddess.
XAGĦRA STONE CIRCLE
Four hundred metres away from Ġgantija lies the more recently excavated Xagħra Stone Circle. This prehistoric site is primarily a hypogeum or an underground burial site, presumably for the islanders who built Ġgantija. The excavations yielded human remains and a fantastic treasure in pottery and statuettes.
MORE TEMPLES AT SANTA VERNA AND TA’ MARZIENA
Beyond the famous Ġgantija Temples and the adjacent Xagħra Stone Circle, Gozo has more intrigue in the form of other Neolithic temples in various locations. Two of these locations are the Santa Verna Neolithic Temple in Xagħra and the Ta' Marziena Temple on the outskirts of Victoria. Recent research suggests that the Ta' Verna Temple could have been as large as Ġgantija itself, and the site could date back to nearly 8000 years ago. On the other hand, the Ta' Marziena Temple is on private land overlooking a fertile plain, and experts believe that this temple could be another calendar in stone like the Mnajdra Temple in Malta, which marks the Winter and Summer solstices.
ECHOES OF THE PAST AT TA' ĊENĊ
Perched high above the deep blue waters of the Mediterranean, the Ta' Ċenċ plateau is located in the village of Sannat. The bright white rocky garigue landscape, is home to various archaeological remains. At this lofty vantage point, it is easy to feel the raw power of nature's majestic grandeur and serenity. If you hike around the plateau, it is not easy to pinpoint the perimeters or the remains of the Neolithic Temple known as Borġ talImramma. However, upon careful examination, one can see that the area seems 'littered' with pretty large boulders, which are the vestiges of this temple. The dolmens at Ta' Ċenċ cannot be missed from the main road as they starkly contrast with the skyline. These Bronze Age burial memorials are similar to other dolmens found in Italy.
A BRONZE AGE LEGACY - IN-NUFFARA & TA' KULJAT
As if plucked from the pages of antiquity, Nuffara Hill stands as a testament to the ancient inhabitants. The hill between Nadur and Xagħra has a flat surface top or mesa, where the fortified Bronze Age village once stood. Many silo pits were discovered on this hilltop, and excavations yielded spindle whorls and weights used for weaving. Another similar site on the island is Ta' Kuljat in Żebbuġ.
THE MYSTERIOUS INTRIGUE OF THE BEDROCK – CART RUTS
Like whispers from the past, these parallel grooves in the stone weave a tale of intrigue and wonder, inviting the curious soul to ponder on what purpose they served through the corridors of time. These enigmatic features have puzzled archaeologists and historians for centuries, sparking debate and speculation about their origin and purpose. In Gozo, the cart ruts vary in width, depth, and length and can be best observed in the limits of Dwejra, in the area surrounding the Inland Sea and at Ta' Ċenċ, even close to the cliff edge. Cartruts in Gozo can also be seen in Qala, limits of L-Irdum tal-Qortin, near the Battery of St. Anthony, and in Xewkija in the Ta' Blankas olive grove.
The above are not the only prehistoric sites in Gozo. Other locations, such as Il-Ġebla ta' Sansuna in Xagħra, the Menhir in Qala, the site at L-Imresjbiet and Tal-Qiegħan (both on the outskirts of Għajnsielem), are part of the story of Gozo's forgotten era, echoing distant life while beckoning the
curious to wonder about their enigmatic tales. Despite its size, Gozo is imbued with many ancient stories, and the silent ruins transcend time, speaking to the essence of human existence and the eternal quest to understand the mysteries of the island's past.
DISCOVERING THE MAGIC OF MALTESE POTATOES
Discovering the unmatched purity of Maltese potatoes: locally grown, untouched by harmful chemicals, and harvested with care. A visit to Karwija Farm reveals the essence of wholesome farming traditions.
Words by Emily A FrancisI want to talk about my love for Maltese potatoes, specifically. They are, hand on heart, the best I have ever tasted! Once we were turned onto the local potatoes, we have never looked back. My family and I make sure to find the bag with the St John’s Cross on it, which lets us know that those grown right down the road, are the most beautiful and pure potatoes we can get.
The potatoes are still covered in dirt and need to be washed by using water and/or water with a drop of dish soap. That was something I learned from a class I took at a cooking academy here on the island. I believe this might be due to restaurant policy as there are different sets of cleaning standards between home cooking and restaurant preparations. Due to the fact that the root vegetables come right out of the dirt, it can be necessary to wash not just with water, but with actual dish soap.
Dr Oz, a prominent heart surgeon hailing from Turkey but living in New York City, has a talk show where he discusses various health aspects. He did an episode once, several years ago, about how in America, the regular potato goes through a process of bleaching several times before it winds up in the bag at your local grocery. The amount of toxins coming from those vegetables is hideous. From that day on, I bought organic potatoes and resisted buying them if they didn’t have them in stock.
However, when you eat out in the United States, you are basically guaranteed that the potatoes you are eating have been through the many processes of being bleached. This is a quote from his article on potatoes in the United States: “To know how a conventional potato is grown is to get a crash course in exactly how so many chemicals make it to your plate. Before potatoes are even planted the soil is treated with insecticides to kill bugs. Then potato seeds are drenched with fungicide to prevent plight. All before the crops are sprayed with pesticides as they grow.”
Now jump over to Malta, where the potatoes are grown locally. This does not apply. Malta has a total ban on GMO foods that are grown locally in Malta. This means
that anything planted and harvested here on the local soil has not been sprayed with the chemicals that are known to cause cancer such as glyphosate.
I had the great privilege of visiting a local potato farmer at his farm, in the limits of Safi, near the Malta International Airport, called Karwija Farm. His name is Paul Zammit and he is a farmer with the JansenDongen company. They provide potatoes to Malta’s national airline, Air Malta, as well as to the Netherlands. He has been one of their farmers for over ten years. Paul comes from a family of farmers and has been harvesting his own potatoes since the age of 13. It is a true family business. I wanted to see the potatoes in its original form still under the ground. I had heard that you basically uncover them like an Easter Egg hunt. I wanted to witness the process from start to cart.
Paul is one of the kindest and most lovely
people I have ever met. He exemplifies everything I love about the Maltese. He welcomed us with open arms and took great pride in showing us the potatoes they grow, as well as the records of being a Certified “Global Gap” farm. This means that, amongst others, the demands for security of the food and the environmental demands are being taken into account at the desired level. {5} Paul also showed us the paperwork on having both the soil tested as well as the water for quality and health.
In order to plant the potatoes, they ‘seed the potatoes’ by cutting them into quarters to sprout and then, they are planted into the soil. Paul took me to the garden to see the rows of potatoes and I have to say, I have never seen a potato field before! Though it was in rows and lines of slight mounds of soil with dried leaves and roots atop, never would I have realised from this sight that potatoes are what was growing
beneath the surface! Forever now, I will be able to recognise a potato field after he taught me what to look for.
First, Paul showed us that what looked like dried soil. In reality, what he was showing us were the roots from the ground, which showed that the potatoes are now ripe and ready to be dug out. This is known as the tuber. “A tuber is the thickened part of a stem that grows underground. It has buds capable of producing a new plant by vegetative propagation. A tuber stores a large amount of edible starch which is used as food. Hence, the edible part of the potato is the stem.” {6}
The branches and roots were no longer attached to the potatoes anymore and had dried up in the sun. They sat atop of the soil alerting us to the potatoes that were still buried beneath. Under the bunches of dried roots, hide little jewels of beautiful and perfect potatoes. It was like digging for
Easter eggs!
Paul put on his potato gloves and began to dig with his hands, pulling out jewel after jewel of the potatoes. They were so clean, even coming right from the soil. It was unbelievable! This is exactly how they package them into the bags to be washed at home. He said his potatoes didn’t need to be washed with dish soap and simply could be rinsed off with water if we planned to eat the skin, or peel away the skin and the potatoes did not require any washing, though usually they rinse them in water once they have been peeled.
Somehow, I managed to find the farm with the cleanest, purest and most delicious potatoes. The love inside these potatoes is evident. Paul Zammit is a lifelong farmer, learning the trade from his father and his grandfather. He is passing these skills down to his own family and the farm remains tightly run by family only.
