Cover The Phoenicia Malta
Results from the National Statistics Office are showing us that Q1 of this year is proving to be the best of all time in terms of the number of tourists visiting the Maltese Islands, increase in terms of guest nights and significantly the best in terms of tourism expenditure. Contrary to last year, inflation is going down yet expenditure per capita is going up. These are the results that we must continue to achieve to ensure that Malta pursues its target to raise the bar in the tourism experience it offers to visitors all year round.
As pledged, we have increased substantially air connectivity further north especially to the UK to the extent that this market is on the rise to become our biggest market once again. We are observing that the so called “shoulder months” are slowly coming to an end. However, despite being on the right track we must always be cautious to the external challenges our country will face in the months and years to come.
We are the generation which is witnessing the successful rollout of Malta’s tourism charms and attractions to ever increasing number of visitors. However, we are also in possession of the richest, timeliest, and widest array of data and intelligence ever to walk on this planet. We embrace this whilst increasing numbers of people worldwide recognise the need for a more sustainable way of doing things.
Our aim remains clear: Attracting higher quality tourists by strengthening our hospitality offe, improving public cleanliness, solidifying our primary source markets, targeting long-haul markets, integrate sustainability practices and preserving our heritage.
Air connectivity is the lifeline of our industry. It is Malta’s openness to the world. Safe to day that this year we are experiencing the best air connectivity programme ever to be recorded at the Malta International Airport. In the coming weeks and months, we will continue negotiating with airlines to ensure more connectivity is achieved especially before and after the summer season.
We have walked the first important steps to target the long-haul markets. Yes, we are investing in marketing programmes in the USA, Japan, Australia and the Gulf countries to garner a consistent flow of tourists all year round. This shall put us in the driving seat to negotiate with stronger arguments as to why Malta has the potential to be air- connected with these markets.
We are in full throttle to ensure that the hospitality industry continues to be one of Malta’s main economic drivers. Whereas a few years ago, those working in tourism had to crave for the summer season to see tourism activity we have changed the trend and as year after year we are seeing tourism inflows coming all year round. This is of huge importance, since it helps with sustainability on the environment, infrastructure and profitbility of Malta’s tourism industry. Significant decisions to take the leap have been taken, yet I believe that the best is yet to come for Malta’s tourism story.

MALTESE MARVEL: THE FEAST OF L-IMNARJA
L-Imnarja, Malta's cherished feast on 29 June, celebrates St Peter and St Paul with rich traditions, cultural festivities, and vibrant community events, highlighting the nation's historical and agricultural heritage.
The Maltese people have a particular place in their hearts for L-Imnarja, one of the most treasured and traditional feasts in Malta. Its beginnings are connected to the antiquated Roman celebration known as Luminaria, which occurred even before the Knights of St John arrived in Malta in 1530. Over the years, this momentous occasion honouring light has changed, including a variety of customs that showcase Malta's diverse cultural heritage.
Celebrated on June 29, L-Imnarja pays tribute to two important saints in Maltese Catholicism: St Peter and St Paul. But the celebration now includes a wide range of traditions that extend beyond religious devotion. The word 'Imnarja' itself comes from the Greek word 'luminaria', which refers to the flames and lights that previously adorned the cathedral's roofs and bastion walls in Mdina, portraying the saints as the church's lighthouses.
The festivities, which give a distinctive twist on the traditional Maltese festa, begin in the evening of 28 June at Buskett Gardens. In contrast to other feasts that are typified
by processions through the streets and pyrotechnics, L-Imnarja's celebrations at Buskett Gardens offer a more serene environment. This lush haven turns into a hive of activity, with the sounds of traditional Maltese music and the aromas of freshly made local cuisine filling the air.
The liturgical service held at the Cathedral in Mdina is an important part of L-Imnarja. By honouring St. Peter and St. Paul, these sombre rituals firmly establish the feast's religious foundation. After the service, traditional horse and donkey races take place on a country road close to Mdina, bringing a festive and competitive atmosphere. The Palju, a distinguished banner given by the Grand Master of the Order, was originally awarded to the winners of several historically notable races. The Palju is still a sought-after trophy today, signifying the custom's enduring significance.
The celebration of L-Imnarja, commonly known as the farmer's feast, is closely linked to Malta's agricultural heritage. For farmers, it signifies a period of relaxation and joy
after harvest. Farmers celebrated the fruits of their labor and honored the saints by lighting fires, a custom that gave the feast its name. This link to agriculture is still visible today, as the feast highlights regional products and customs from the farming community, weaving together a colorful mosaic of Malta's rural history.
Beyond its agricultural roots, Maltese wedding customs provide L-Imnarja a unique place of honour. In the past, the groom would traditionally give the bride's father a dowry on this day, and a marriage contract would be officially sealed by a notary. A commitment to accompany the bride to important feasts like St. Gregory, St. John, and, of course, Imnarja, was also part of this pact. The bride would put on her wedding gown and join in the celebrations throughout the feast, signifying the start of her new life. The bride drank 'ċomnota,' a traditional beverage mixed with honey and aromatic herbs that symbolises fertility and prosperity. Even though they are not as prevalent now, these traditions serve to emphasise the importance of L-Imnarja to Maltese marriage rituals.
L-Imnarja is now a lively event that draws both locals and visitors in the present day. When people congregate to take part in the celebrations, there is a strong sense of community and cultural pride. The feast is still relevant in Maltese society today since it has grown to encompass a variety of events that appeal to a wide spectrum of people.
Every June, the Mnarja Folk Festival is a highlight of the L-Imnarja celebrations. This festival, which includes traditional dance, music, and food, is a celebration of Maltese folk culture. Maltese folk singing, known as Għana, is performed by artists costumed traditionally, and they also display traditional dances that have been handed down through the years. In addition, local crafts like lace-making and filigree jewelry are on show during the festival, offering a glimpse
into Malta's rich artisanal past. A variety of traditional Maltese dishes, including pastizzi, qagħaq tal-għasel (honey rings), and rabbit stew, are available for sampling at food stalls.
The Mnarja Folk Festival is distinct in that it places a strong focus on community involvement. Both locals and guests are welcome to participate in the dancing, sing along to the folk tunes, and interact with the artisans. In addition to maintaining customs, this participatory method promotes cultural continuity and cohesion.
Thousands of lights and lanterns are lit, creating a magnificent glow over the celebrations in homage to the ancient Luminaria custom. This light show commemorates the saints and represents hope, enlightenment, and the Maltese people's enduring spirit.
The importance of L-Imnarja goes beyond its historical and cultural foundations. It acts as a reminder of Malta's capacity to welcome change while holding fast to its traditions. The feast has evolved to meet modern needs without losing its soul, guaranteeing that it will continue to be a cherished occasion for years to come.
L-Imnarja demonstrates Malta's unique cultural identity and enduring traditions. From its Roman beginnings to its current standing as a significant cultural occasion, the feast perfectly captures the essence of the Maltese people. Enjoying the lively ambiance of Buskett Gardens, taking part in the folk festival, or simply taking in the sights and sounds of L-Imnarja, gives an unforgettable and enriching experience that honours the finest aspects of Malta's history.

TIME TO HEAD TO A GOZO BEACH
Discover the best beaches in Gozo, some of which are recognised as an iconic Blue Flag beach. The Blue Flag beaches in Gozo ensure and uphold a variety of standards related to the environment, safety, education and accessibility of the beach in question.
MARSALFORN BAY
Marsalforn is a buzzing seaside village and the harbour for many fishermen. The wide bay nestled between the two headlands provides different types of swimming experiences. Families with little children often opt for the sandy side, while older swimmers will enjoy diving off the rocks into the deeper waters. Next door to Marsalforn, one can also take a dip at the beaches of Qbajjar or Xwejni. On the other side of Marsalforn bay lies Għar Qawqla. It is easily reached by climbing up the steps from the Marsalforn quayside and following the path. The Għar Qawqla swimming spot, cradled by yellow limestone on the shoreside and enveloped by the ethereal blues on the other, is a favourite among sunbathers and divers.
RAMLA BAY
The dreamy bay of Ramla with its sand dunes needs no introduction. For many, the pristine sandy bay facing the North is the best beach in Malta. Ramla beach is the place where Ulysses meets Calypso in the Odyssey and the place still exudes their magical story. Other historic nuggets at Ramla beach include the Roman villa remains. By far Ramla beach is the biggest of all sandy beaches in Gozo. The area is still untouched and there are only a couple of restaurants and kiosks at the entrance to the bay.
ĦONDOQ IR-RUMMIEN
A little way off from the village of Qala lies the bay of Ħondoq ir-Rummien. Following the descent of the valley, one arrives at the pretty bay which faces the island of Comino. Once you see the amazing azure and clean waters, it is easy to understand why it is the choice for families and youngsters alike. The sun’s rays shining on the white sand reflect magnificent blue colours. Perfect for snorkeling, Ħondoq beach is also a hub for watersports. Beyond this blue-flag bay, lies the hidden beach of Bemberin. This is accessible only via a boat or a challenging path along the coast.
XLENDI BAY
Buzzing and touristy, Xlendi Bay has been the typical postcard from Gozo for many years. Spending a day swimming, sunbathing and snorkeling is a must at this beach. Check out the spot that was once the nun’s swimming spot away from prying eyes. Caroline’s cave is located at the end of the steep staircase in the rocks. Beyond the main bay, lies il-Kantra, a tiny inlet that’s more like a mini-lagoon. Swimming at this point can be tricky. Access is off-path along the edge of the gorge but the crystalline waters are well worth the effort. The more daring will venture to the remote zone next to the coastal Xlendi tower, for isolated sunbathing and more challenging dives.
MĠARR IX-XINI
Maybe you’re getting to this beach aboard a boat. If not, you’ll be following a serpentine, narrow and steep route along the edge of a rugged canyon. The bay that lies at the bottom is a joy to behold at sunrise. This scenic inlet comes complete with a coastal watch tower. Popular among divers and also great for snorkeling, Mġarr ix-Xini’s waters are the ‘sea’ of Angelina Jolie’s production ‘By the Sea’!

Situated between Madliena, Għargħur, and Pembroke lies the bright village of Baħar iċ-Ċagħaq. This charming region is located at the entrance to Wied il-Kbir, the longest valley on the island. The Maltese name for Baħar iċ-Ċagħaq translates to "sea of pebbles," a description that accurately captures the region's coastline landscape of long, rocky shoreline dotted with numerous pebbles. Baħar iċĊagħaq, home to a cozy population of 1,250 people, is a distinctive place with a combination of historical interest and scenic beauty.
The village's unusual name comes from its pebbly shoreline, which was a prominent camping area for British soldiers in Malta's colonial era. Baħar iċ-Ċagħaq still has two-hundred-year-old churches, one of which is abandoned.
A well-liked attraction with a dolphin show is the marine entertainment centre, which is located just across from the village. To the village's offerings—which also include a limited number of eateries, taverns, and a Boy Scout camping area. A major structure that has subsequently fallen into ruin is the White Rocks tourism complex, which was located in Baħar iċ-Ċagħaq in the late 20th century.
Baħar iċ-Ċagħaq was incorporated into the Local Council of Naxxar, despite its parish area being under the jurisdiction of Għargħur, a neighbouring town. Many Maltese nationals have invested in and developed properties in the region throughout the past 15 years, contributing to a significant growth in land development.
Another significant historical building in Baħar iċ-Ċagħaq is the Baħar iċ-Ċagħaq Redoubt (Ridott ta' Baħar iċ-Ċagħaq). This redoubt, which was constructed by the Order of Saint John in 1715, is a component of the Maltese Islands' coastal defence system. A redoubt is a defensive fortress built to guard important locations. The redoubt is still standing today and provides insight into Malta's lengthy military past. The area's historical significance is further highlighted by the neighbouring Qalet Marku Battery, which has since been dismantled, and Madliena Tower, which was previously connected by an entrenchment. The redoubt is made up of a central rectangular blockhouse that is separated into two rooms, a low parapet, and a pentagonal platform with short sides.
Beyond its historical charm, the breathtaking shoreline of Baħar iċ-Ċagħaq is a source of pride. There are several lovely beaches in the hamlet, each providing a distinctive experience. One of the golden beaches has also been given a Blue Flag, an award given to beaches that observe sustainable operations, as well as excellent water quality. There is something for everyone when it comes to the variety of water sports available to visitors, ranging from windsurfing (if you’re lucky) to snorkelling.
The rocky shores of Baħar iċ-Ċagħaq offer the ideal backdrop for a meditative picnic or leisurely stroll for individuals in search of peace. A tranquil ambiance is created by the soothing sound of waves crashing against the rocks, and stunning views of the sea are provided by the rocky cliffs and secret caverns.
Baħar iċ-Ċagħaq is a nature lover's paradise, nestled between the Ghajn Tuffieha and Pembroke Nature Reserves. Hiking routes abound in these richly flora and fauna-filled places, allowing visitors to fully experience the island's natural beauty. Adventurers can discover undiscovered trails, unspoiled scenery, and breathtaking vistas by off-road quad biking through the harsh countryside.
This seaside community provides a great blend of activities, from its immaculate beaches and breathtaking coastline to its rich history and kind welcome. Baħar iČ-Ċagħaq offers everything one might want, whether its adventure, leisure, or a taste of Maltese culture. So, gather your belongings and go out to discover the mysteries of this cosy haven. The marvels that await you at Baħar iċ-Ċagħaq will not disappoint.

EMBRACING DIGITAL DIPLOMACY
Policy
Development Directorate,
Ministryfor Foreign and European Affairs and Trade
We are living in a digital age, as technology has never been more pervasive in the lives of people around the globe. New technologies change how people interact and societies function, and they reshape how we engage with the world. This has caused new avenues for foreign policy to open up and issues of technology now take centre stage in international relations. Artificial Intelligence, quantum computing and 5G become more than simply hardware and software; they are increasingly indicators and arenas of great power politics while cyber-attacks and disinformation campaigns test our digital resolve.
This is why the Ministry for Foreign and European Affairs and Trade has recently published a policy document entitled ‘A Digital Diplomacy Profile for Malta’, a framework for engaging with the digital world. This is aimed at addressing the threats, and opportunities such a constantly developing digital world presents, as well as expound the values and guiding principles leading our Digital Diplomacy approach.
The purpose of creating our Digital Diplomacy Profile emanates from the need to integrate technology within the processes used to conduct our diplomatic endeavours. Digital diplomacy can serve as a tool to promote peace globally, facilitating our diplomatic work both locally and abroad.
Moreover, it can serve as an instrument for the governance of the digital world, addressing the regulatory challenges and ethical issues surrounding Artificial Intelligence, new technologies and cybersecurity, as we are witnessing an increase in cyberattacks all across the globe, along with widespread misinformation campaigns, that can only be addressed by creating a secure cyberspace that safeguards the interests of our people.
Additionally, through an increased participation in global digital diplomacy, Malta can increase its diplomatic outreach in order for its influence on geopolitics to increase, establishing a virtual presence in countries in which we currently have no physical diplomatic presence. This will also serve the purpose
of protecting and sharing our national identity through digital means. Furthermore, through digital diplomacy we envisage an increase in business opportunities. This will occur by reaching niches for trade and investment that were not deemed accessible beforehand, and that in turn will help relations between businesses worldwide.
2024 saw Malta take the diplomatic centre stage through our non-permanent seat on the United Nations Security Council (UNSC) chair and the chairmanship of the Organisation for Security and Co-operation in Europe (OSCE).
Building on this momentum, the Digital Diplomacy Profile provides us with a unique opportunity to present our vision on international digital matters to and for the world; Malta is increasingly connected with EU member states and partnering UN countries as well as international organisations, pushing forward common values and causes like a global, open, stable, and secure cyberspace and the avoidance of a fragmented internet.
Malta aspires to lead on a global level in developing the concept of digital global commons, treating the global digital architecture as a public good like the high seas, and in contributing to the timely dissemination of information with other states.
Digital diplomacy also allows us to give more space to different voices when discussing important themes, such as peace efforts, the fight against intolerance and climate action, extending dialogue beyond traditional international fora, and bringing it closer to the people.
In today’s geopolitical environment, Malta depends strongly on the digital world. In fulfilling the goals set out inside this Digital Diplomacy Profile, we will help to bring forth a better digital world for our citizens, strengthen our country’s role in leading matters of global importance, and leave a positive legacy in the governance of the global digital infrastructure. Malta is ready to step up to the plate and take a leadership role in digital matters.
