Welcome to the 2013 Northeast Oil & Gas Awards commemorative Yearbook
T
hese were the 2nd Annual Awards for the Northeast region and the organizations and individuals in this journal were acknowledged by the award’s judging panel to have excelled in their work in 2013, whilst also focusing on the industry core values of Health & Safety, Environmental Stewardship and Corporate Social Responsibility. The Oil & Gas Awards champion best practice and recognize organizations operating in the upstream and midstream sectors of the industry. The media and members of the general public do not distinguish between the different sectors of the industry, which is why the Awards incorporate categories for all parts of the upstream and midstream sectors. The absent mindedness of an individual on an assembly line can have dramatic consequences months later should equipment fail when being used in the field. This reflects badly on the industry as a whole, we therefore think it is extremely important that best practice is championed from top to bottom and the Awards are a platform to promote to the press and public the great work being done. The Oil & Gas Awards are unique in highlighting the incredible innovation and commitment to positive industry development and expansion, rebutting traditionally negative mainstream coverage. The Awards celebrate corporate success twinned with organization’s commitment to health & safety, environmental stewardship and corporate social responsibility.

Guest of Honor Christopher Abruzzo, Acting Secretary of the Department of Environmental Protection
G
uest of Honor at the Northeast Oil & Gas Awards was Christopher Abruzzo. E. Christopher Abruzzo was appointed by Governor Tom Corbett to serve as Acting Secretary of the Department of Environmental Protection, beginning April 15, 2013. Most recently, Acting Secretary Abruzzo served as a Deputy Chief of Staff to Governor Corbett. In this role, he was responsible for overseeing the activities of nearly 20 commonwealth agencies and commissions, among them DEP and the Department of Conservation and Natural Resources. Prior to serving in the Governor’s Office, Mr. Abruzzo was a Chief Deputy Attorney General in the Pennsylvania Attorney General’s Office. Abruzzo supervised the Drug Strike Force Section as well as the Medicaid Fraud Control Section during his 15 years of service in the Attorney General’s Office. Some of the highlights from Christopher Abruzzo’s keynote address: “I am pleased to be here tonight, with all of you representing companies
from all across this country and in fact the world. Representing the highest ideals and leading our country forward in the oil and gas industry. This is a night for celebration and recognition for achievement, ingenuity and stewardship. In addition to the strong economic boost your industry has brought to Pennsylvania, you’ve also worked hard to develop technology which makes oil and gas production safer, more efficient and more environmentally sound. The innovative technology used for the treatment of wastewater is paying off. From January to July of 2013 ninety percent of shale gas wastewater produced was recycled or reused. That is a terrific operational accomplishment and it yields a benefit to the environment. I believe that an operator’s commitment to environmental stewardship speaks well for the entire industry. All of you are proving, every day, that successful business operations and environmental stewardship are not mutually exclusive concepts.

To kick off the Oil & Gas Awards Northeast Industry Summit, Gary C. Evans reminded his peers about the prosperous opportunities in unconventional shale plays. While that might not have been news to anyone in the audience, Evans’ vision for the United States when it becomes independent from foreign sources of energy was prophetic.
“By the year 2020, the United States could be a net exporter of crude oil,” said Evans, Chairman and CEO of Magnum Hunter Resources Corp. “Who’d ever thought that? Think about the world dynamics that’s going to change with respect to what’s going on in the Middle East. All of a sudden we don’t need OPEC. All of a sudden we don’t need to protect these countries we’ve been protecting for the last 50 years.” Aside from foreign policy, Evans portrayed a U.S. energy industry that is a major player internationally during his keynote address. He strongly believes in exporting liquefied natural gas (LNG) to power-starved nations willing to pay for it. He cited the fact American companies were producing about 75 billion cubic feet a day as of March 2014. “When you look at what’s going to happen, well, we’ve got to export this stuff,” Evans said. “We’re so daggum good at finding it, we’re going to have to have a place to go with it.”
Marcellus and Utica shales a way to get their product to a port where they can ship it to countries like China and Japan, who Evans said are paying $12 to $14 per million cubic feet of LNG. As for crude oil, Evans cited horizontal drilling and fracture stimulation technology for the explosion in the industry. Reserve estimations have grown from about 3.4 billion to 7.4 billion barrels since 2008. In the Bakken Shale alone, Evans said production has grown from just 3,000 barrels a day in 2005 to almost 1 million a day in 2013.
“Most countries would die to have this kind of growth, and we did it in one field,” Evans said. “We can drill these wells a lot quicker and a lot more efficient than we have in the past, so production is still growing, but the rig count is not.”

Also, more drilling means more learning about each play and widening the opportunity for profit. “The one thing about these shale plays that we’ve learned in all the different basins we’ve been in is the more we drill, the more we learn, the better the wells get,” Evans said. “What happens is the EUR [estimated ultimate recovery] zones go up, production rates are higher and payback is quicker.”
Although it has been a long time coming, Evans praised the Obama administration for approving LNG facilities to start moving toward exporting of natural gas. Those plants will give many of the producers in the

Drilling and Completions Everyone operating in shale plays throughout the United States – engineers, producers and service providers alike – is looking for ways to lower the cost of producing natural gas. The only way invested parties will accomplish this is through a variety of factors like collaborating with team members on job sites, utilizing natural gas as a fuel source for drills, and increasing efficiency with fewer rigs. “Each company will have to have multiple arrows in the quiver in order to attack lower-gas-prices environment,” Dennis Degner, Director of Operations for Range Resources, said during the “Drilling and Completions” panel discussion at the Oil & Gas Awards Northeast Industry Summit in Pittsburgh. Degner said he believes lowering the cost to drill starts with forming partnerships with service providers to determine the best course of action with the resources available. For example, Degner said Range Resources has doubled its fracturing efficiencies with this particular service partner since 2010 by setting goals together. “The more we can align our goals and strategies and resources together, the more we’re going to accomplish that,” Degner said. “Now we’re actually able to do more work for the same dollars spent in a given year.” Service providers appreciate the effort to maximize the efficiency of their capabilities, as well. Bryan Dickson, Northeast Division Engineering for FTS International, said the transition to pad drilling has decreased the amount of downtime it has between fracking stages.

“In the beginning, we were fracking single wells, and so a single well takes a lot longer to frack than if you had two wells where you can frack on one well and do another operation on another,” Dickson said. “We’re moving [equipment] one time but we’re fracking eight wells now, where before we were moving and just fracking one well and moving to another location.” Engineers can help bring operating costs down, as well. Eric Luckey, Completions Engineer for Noble Energy, said his role as an Engineer is to maximize optimization for operators. He cited the fact Noble will frack a 15-well pad this year as evidence that optimization can lead to efficiency. “Optimization doesn’t just include your processes and things like that,” Luckey said. “It’s also cost control and decreasing your cost. We’re consistently drilling six - and seven - and eight -well pads – and going upwards of 10 to 15 – so efficiency is very key and optimization going forward. As we increase production, our optimization is going to go up, as well.” Introducing natural gas as a fuel source for frack fleets is another way to reduce operating costs. This will cut down not only on costs, but also on
particulate matter and nitrous oxide emissions, according to Dickson. Although natural gas is the more affordable option, Brett Schellenberg, Marketing Executive of Orion Drilling, said dual-fueled engines remain the most reliable option on the market. That’s because natural gas isn’t readily available everywhere, so from a drilling contractor’s perspective, equipment must be able to run no matter the location. “Most of the time, you’ll be able to run the engine off that mix,” Schellenberg said. “But there’s going to be several locations where you’re not going to have natural gas, so we need that opportunity to go 100 percent diesel or, given the opportunity, use the mix.” The end goal is to increase production with fewer rigs, which ultimately drives down cost. The best way to accomplish that, according to Degner, is to keep drilling – that’s how a company learns how to best plan for a particular play. “The more you do this, the more you learn, the more you collect the data, the more you basically make plans to tackle any problematic area,” Degner said.

Judge’s Comments: Their immediate response to the needs of the industry is commendable. They provide a much needed service relative to treating water and making it available for reuse.
Hydro Recovery LP was able to demonstrate elements of many of the listed criteria. Hydro Recovery demonstrates an understanding of the challenges the industry face in the Northeast and has created a business model to fit their needs.
Hydro Recovery LP (“Hydro”) is an oil and gas liquid waste recycling company that treats produced water, flowback water, frac sand, tank cleanings, etc. Hydro Recovery recycles this liquid waste into treated brine and stores it to be reused for fracking. The company has two locations in Tioga County and plans to build additional regional facilities, including one in Southwestern Pennsylvania. Hydro was the original Permittee of the DEP Waste Management Permit known as WMGR123 which sets the standards for the treatment of wastewater in Pennsylvania within centralized treatment facilities. In addition to its produced and flowback water treatment and storage capabilities, Hydro operates a high solids treatment process to recycle liquids from muds and wet solids rather than bulking-up the solids for landfilling. By doing so, less residual waste is taken to landfills, thus reducing costs and landfill space.
Hydro continues to innovate by working with clients to find creative, economical and environmentally friendly solutions to handle their liquid waste. Some examples are dedicated storage, guaranteed disposal, logistics and inventory management, and sourcing of fresh water. Hydro continues to change with the industry and recently has added evaporation as one of its services to provide disposal to its clients.

Baker Hughes featured their development of the AutoTrak Curve rotary steerable drilling system, an advanced drilling solution. This best in class drilling system allows the driller to build a tighter curve approaching an industry leading 15 degrees of pitch for every 100 feet drilled, allowing up to 750’ of additional horizontal leg in the target horizon. This steerable system when paired with Baker’s custom bits has improved accuracy, longer down-hole life, and a high rate of penetration; all leading to improved economics and lower tripassociated safety risk. Marcellus/Utica Midstream Update – 2014 and Beyond Now that the Marcellus Shale is producing almost 15 billion cubic feet of natural gas a day, it would be among the top seven largest producing companies in the world if it were its own nation. The question remains, however, as to how to get this invaluable resource out of the area and into markets where the demand is. Moderator: Michael L. “I believe you have to look for the total solution,” Tony Blando, Vice President of Marketing, NiSource Midstream Services, Columbia Pipeline Group, told attendees at the Oil & Gas Awards Northeast Industry Summit in Pittsburgh. “It’s not just gathering. It’s not just processing. You have to have an NGL (natural gas liquids) solution and a residuetakeaway solution. Blando and his colleagues lauded the vast resources to be found in the Marcellus and Utica shale plays and how fortunate the United States is to be in a position to export energy resources found throughout the nation during the “Marcellus/ Utica Midstream Update – 2014 and Beyond” panel discussion. Marcellus Shale’s resources are still relatively new to the energy industry, according to Brent Breon, Vice President Business Development for Blue Racer Midstream. Until 2006, the Northeast market was consuming natural gas brought in through longhaul pipelines from the Gulf Coast and the Rocky Mountain regions. “In that time period of 2006 through present, you’ve had two of the largest shale plays potentially in the world get developed right in the backyard of the Northeast,” Breon 18

said referring to the Marcellus and Utica shale plays. “And what you have is a lot of gas, but you may not necessarily have the infrastructure in place to be able to get that gas to that consuming market.” Building the infrastructure in this part of the United States can be difficult for many reasons, as well. For example, Brett Nixon, Director of Business Development for PVR Partners, said Pennsylvania is one of the most difficult places to build a pipeline in the northeast because of the permitting process. “It takes 18 months a lot of times at least to get a pipeline put in, even an 8-inch-mile line,” he said. “You have that timeline just to get the right of way and permits and everything before building. Building is not what takes that long – it’s all the stuff prior to that.” Another factor that makes pipeline construction in the Northeast potentially problematic is the cost to do business, especially in Pennsylvania. Aubrey Harper, Vice President of Business Development for IPS Engineering/EPC, said numerous companies came into the region and ran into expenses they didn’t expect, which drove up operating costs.
“I think the economics started out somewhat skewed on the cost per diameter inch versus where it is right now,” Harper said. “There were some companies that came in and threw a lot of money at buying right of way, and that drove the cost up an astronomical amount.”
Another factor that makes pipeline construction in the Northeast potentially problematic is the cost to do business, especially in Pennsylvania.
In order to bring more midstream infrastructure to fruition, producers must commit to running their product through these pipelines, according to Nixon. He said the biggest difference between pipeline systems and rail transport is critical mass. “Until you can gather a critical mass to support a pipeline, you sort of have to do a little bit more piecemeal by rail,” he said. “But once you can get that critical mass, there is no question the better and more economic way to do it is through a pipeline.”

An Overview of the Environmental Regulations Affecting Air, Water and Rail Greg Lorson, Chief Exectuvie Officer, TEEMCO
There is no doubt the word “regulations” garners a variety of reactions when uttered among oil and gas industry executives. It doesn’t have to be that way, though, according to Greg Lorson, CEO of TEEMCO. He believes when handled appropriately, regulations are simply another aspect of the business, and the industry should work toward getting in front of local, state and federal agencies to avoid too much regulation.
“I’m very sympathetic to being opposed to overregulation,” Lorson told his colleagues at the Oil & Gas Awards Northeast Industry Summit in Pittsburgh. “But if we look at what’s driving regulations and what will continue to drive regulations, we need to look at if there’s really a problem or not.” There is no doubt that spills are possible, and with production increasing as it has in the United States, the statistical risk for spills has increased, as well. Lorson said it is incumbent on the industry to continue to be diligent in spill preparation and prevention. With the Keystone XL and other pipeline projects on hold, crude transport by rail continues to grow. Lorson said 10 years ago, there were 10,000 railcars transporting crude oil. In the first quarter of 2013 alone, there were over 300,000. As a result, the U.S. Department of Transportation (DOT) released an emergency order earlier this year requiring the testing of crude shipments for flash point, boiling point, corrosivity to steel and for sulfur hydrogen percentages, among other characteristics.

Rail transport spilled 27,000 barrels of crude in 2013 – pipelines spilled three times that amount. However, pipelines move a lot more oil than rail does.
Some might consider this order the railroad industry’s problem, but it is quite the opposite – of the 100,000 railcars dedicated to transporting crude oil, 99 percent are owned by the oil and gas industry, according to Lorson. The alternative, of course, is pipeline infrastructure, which oftentimes is held up as the safer alternative for crude transport. The statistics are misleading for this argument, according to Lorson. Rail transport spilled 27,000 barrels of crude in 2013 – pipelines spilled three times that amount. However, pipelines move a lot more oil than rail does. “So we’d have to really take a hard look at that before we can declare which one is safer,” Lorson said. “Pipeline takes a lot longer to build, so for the foreseeable future, I think we’re going to continue to see an
increase in shipment by rail until that pipeline infrastructure exists.” In order to avoid overregulation from government agencies, Lorson urged attendees to follow the call to action from U.S. Transportation Secretary Anthony Foxx. He asked the oil and gas industry to create some standards and voluntarily comply with them to make transportation by rail safe. “So my thought is if the industry does respond that way, then we may be able to mitigate overregulation as far as rail transportation,” Lorson said. “As an industry, we’ve got to face the anti-oil lobby and we’ve got to earn our social license to operate. Largely we can do that by voluntary compliance and best practices.”

The Midstream Factor—The Critical Link to Success in Emerging Shale Plays Chad Zamarin, Chief Operating Officer, NiSource Midstream Services
The energy renaissance the United States currently is experiencing has affected the entire nation. But the Marcellus and Utica shale plays may have the biggest impacts on any region with reservoirs within them.
According to Chad Zamarin – COO of NiSource Midstream Services, a subsidiary of Columbia Pipeline Group – the Northeast United States is the only region that will shift from importing to exporting natural gas in the near future. “There’s only one part of the United States where we’re seeing this fundamental shift from being a net importer to a net exporter in 2025, which is a pretty remarkable sea change in the northeast unique to this footprint,” Zamarin told attendees of the Oil & Gas Awards Northeast Industry Summit in Pittsburgh during his keynote address. “It’s going to create significant challenges and opportunities for infrastructure.”
By late 2014, Zamarin said, the Northeast region will become a net exporter of natural gas for the majority of the year versus just the peak winter months. “Our system is a legacy system that served gas from other parts of the country into the Northeast,” Zamarin said. “We’re already seeing that dynamic play out, and it’s pretty remarkable to see how we’ve changed an industry in just a couple of years. As the gap between Northeast production and peak winter demand diminishes, we’re going to see more of a longer-term trend toward Northeast production meeting Northeast supply.” To meet demand, NiSource is taking existing infrastructure originally built to import natural gas to the Northeast from the Gulf Coast and Western United States and retrofitting assets to move gas in non-traditional ways. However, Zamarin said the industry is quickly running out of capability to do that, and that eventually will affect the ability to keep production on pace. “So, we’re actually getting to a point where production could be constrained by infrastructure,” Zamarin said. “So it is our job as midstream and pipeline companies to make sure we can fix that issue, we can get the gas where it needs to be, and allow that infrastructure to keep the production on pace.” NiSource has built three systems so far, and Zamarin said the company
is building a couple others. The first was its Majorsville gathering system in Southwestern Pennsylvania, which the company completed in 2013. According to Zamarin, the system had been built as a storage field, natural gas transmission compressor station and pipeline system. The system had been mothballed until it was reopened to serve the coal mining industry in the 1990s. Repurposing this system has paid off immensely for NiSource. The company now moves over a billion cubic feet (bcf) of natural gas across Ohio and down to the Gulf Coast after receiving over 4 bcf of producer interest during an open season on the system. With Federal Energy Regulatory Commission pipeline permits taking as long as 36 months to get approved, retrofitting existing midstream infrastructure is the sensible way to get the abundance of natural gas from the Northeast to the demand markets. “We’re taking existing infrastructure, repurposing it, and figuring out how to exploit that to get the gas moving,” Zamarin said. “We’re outpacing the ability to take that gas to further markets, so we’re now looking at even further markets to move that product even further away.”

One way the industry is attempting to avoid unnecessary changes to the regulatory scene is by policing itself in a variety of ways, including the State Review of Oil and Gas Environmental Regulations (STRONGER). This independent review board was formed to strengthen state regulations so the federal government would not have 34

By strengthening the state regulatory environment, Perry said, the oil and gas industry as a whole benefits. If regulators are perceived as weak and ineffective, the general public’s confidence in the oil and gas industry’s ability to operate safely suffers, Perry said.
Strong regulatory programs give credence to what operators do on a daily basis, according to Nathan S. Bennett, Regulatory Manager for Anadarko Petroleum Corp. Many operators have stringent standards based on corporate ethics, but gaining public trust through state regulations is invaluable. “Regulation is always a good thing, particularly when it is meaningful and effective,” Bennett said. “We govern ourselves from our internal matrices or metrics to ensure that we’re meeting those standards, and
we have that body of work to be able to measure against from that independent review board.” Greg Lorson, CEO of TEEMCO, said companies often go above and beyond what regulations demand, which offers operators a buffer in case something goes wrong. But he said this seems redundant, especially for clients of his company that have to answer to stakeholders. “[TEEMCO is] an environmental consultant – we like to see companies in compliance, and we like to see companies pay us to get into compliance,” Lorson said. “So, if they want to do more than what’s required, that’s more business in our pocket.” Perry countered that most regulations are written as minimum requirements for compliance, and many operators throughout Pennsylvania already exceed those minimums. He cited Pennsylvania’s Act 13 regarding site containment, which recently had been codified because countless operators already had been performing well above previous standards. “Incidents invite regulation,” Perry cautioned. “Hold yourself to higher than the minimum standards and let me sleep at my desk.”

Health and Safety Issues You Can’t Ignore There are plenty of ways to approach health and safety issues in the oil and gas industry. The common denominator, however, is that a culture of health and safety must be instilled within an organization, and the dedication to maintain this atmosphere must be driven by upper management. “Part of my team’s responsibility is to be in the field and be available to contractors and our employees to show that we’re there to open lines of communication and transparency,” Rob L. Gough, EHS Manager for Anadarko Petroleum Corp., said during a panel discussion at the Oil & Gas Awards Northeast Industry Summit in Pittsburgh. “He knows he has someone to talk to with anything such as stop-work authority or observations or whatever we use to ensure that our operations are safe.” Operators realize they need cooperation from the contractors to keep employees healthy and safe throughout the course of work on a project. That is especially important when implementing effective safety plans for drilling sites. David Renz, Environmental, Health and Safety (EHS) Supervisor for Noble Energy, said his company works hand in hand with drilling companies, which also have EHS programs of their own, to make sure plans are implemented. “So if the drilling contractor has a safety-observation program or a near-miss-submittal program, we want to see that,” Renz said. “We want to learn from that and determine what the corrective actions are to prevent it from happening again.” 40

In order to encourage employees to take action in potentially unsafe scenarios, Noble Energy launched its “Best Stop of the Week” program in 2013. The safety department collects stop-work orders from Noble’s drilling contractors throughout the week and vote on the best use of this authority every Friday. The weekly winners are reevaluated for best-of-the-month honors.

“It’s easy to get up in a meeting and say, ‘Hey, stop work,’ Renz said. “But in the field, does that new hire or that 30-year oil-and-gas professional out there who’s turning wrenches feel comfortable stopping work?” As effective as this plan might be, Gough warned that there is a fine line between good work stoppages and meeting quotas, and operators definitely want to avoid the latter.
“Don’t promote quantity, but award quality,” Gough said. “You want people to come in with something that could be a potential for an incident in the future, and not as a get-out-of-jail-free card. Fix the issue before it manifests into a problem.” Working for a staffing agency, Stefan Hirniak understands the importance of operators and contractors working together to drive safety on job sites. As HSE Recruitment Consultant for Progressive GE, he said his company has the most success finding individuals on the consulting side that can step right into an organization and be able to pick up the goals of the firm and implement them in the field from day one. “That does stem from having experience in the field, but also from buying into the company’s safety culture, and a lot of that does come from training,” Hirniak said. “For them to really buy into that, there has to be a lot of training and implementation from the operator side and the Senior level HSE Manager. The two really do mesh together.”

Addressing the Marcellus Shale John Applegath, Vice President, Southern Marcellus Shale Division, Range Resources Corporation
It’s almost impossible to believe that the Marcellus Shale’s natural gas field was discovered just 10 years ago considering where production stands today. It took a persistent geologist named Bill Zagorski to convince his bosses at Range Resources Corp. to test the shale in 2004, and the rest is history.
“The local folks said, ‘We’re going to be done with this well – it’s cursed,’” recalled John Applegath, Senior Vice President, Southern Marcellus Shale division, for Range Resources. “And Bill worked very hard to convince management to give it a try, and he was successful.” Today, Zagorski is known as the “Father of the Marcellus,” and Range Resources has earned the title of “pioneer” in this industry-changing play, Applegath said during his keynote address “Assessing the Marcellus Shale: What Have We Learnt in the 10 Years Since Its Discovery?”at the Oil & Gas Awards Northeast Industry Summit in Pittsburgh. The U.S. natural gas scenario was bleak before this discovery was made in 2004, Applegath recalled. Prices had hit $10 per million Btus. The United States imported 3 trillion cubic feet of gas per day, and LNG import facilities were being built to handle those imports. Zagorski’s discovery not only showed the Marcellus was comparable to the Barnett Shale, but it also proved it was a wider area. Once horizontal drilling was attempted on the play in 2007, that’s when drillers truly realized the benefits, Applegath said.
Since then, Range Resources has four times the Marcellus reserves, and it continues to explore the Utica and Upper Devonian shale plays, as well, as the natural gas industry in the Northeast continues to surge. According to Applegath, this region provided about 13 percent of gas for the United States in 2013. Projections show the Northeast will provide about a 25 percent of natural gas for United States in 2014.

Much news has been made that Marcellus on its own would be the seventh-largest natural-gasproducing nation if it were its own country. By the end of 2014, the projections have the play as the fourth-largest “country” based on gas production, Applegath said.
“The improvement in efficiency is tremendous,” he said.
The Marcellus is making waves in the international marketplace, as well. Applegath mentioned that the largest gas field in the world is in the Middle East, and plans are to raise production to 18 bcf a day. However, once pipeline work is completed by the end of 2016, Applegath said Marcellus will be producing 22 bcf a day, becoming the largest field in the world. “The largest field in the world is heading toward 18, and we’re heading toward 22,” Applegath said.
With technology advancing seemingly every day, reaching 22 bcf a day should be no problem. Applegath said the Range Resources typically hits eight to 10 frac stages a day, which is a far cry from the two stages a day he witnessed when he first came to Pennsylvania in 2007.
Although Range Resources has drilled its first well in the Utica Shale, Applegath said the company remains focused on the Marcellus. The old saying goes, “Good things happen in threes,” and that’s the case for the shale plays in the Northeast with Marcellus, Utica and the Upper Devonian shale plays keeping the region flooded with natural gas. According to Applegath, Pittsburgh wouldn’t expect anything less. “For us Pittsburghers, we’re used to three big plays since 2004 – Super Bowl, Super Bowl and the Stanley Cup,” he said. “This is nothing special for us Pittsburghers.”

Are We Losing The Public’s Confidence? There is no doubt that engaging with members of the community where oil and gas operations take place goes a long way in terms of being accepted by locals who may be inconvenienced by the nature of the business. The question remains, though, as to how to approach engagement with so many options available to operators these days. Stacey Brodak, Manager Community and Media Relations for Noble Energy, believes landowners should be a high priority for operators. She told attendees of the Oil & Gas Awards Northeast Industry Summit in Pittsburgh that landowners are emotionally invested because oil and gas companies are potentially disrupting their homes. “You care most about your family, then you probably care next most about your house, and we’re affecting people and inconveniencing people which is inherent to the industry that we have in a place we care about the most,” Brodak said during the “Community Engagement: Are We Losing the Public’s Confidence?” panel discussion. “I think being empathetic to that and doing things not only from the regulatory side, but what are those things we can do to connect to people, understand and be empathetic and responsive to the concerns and issues that they have at their home where they live – I think that has helped to turn the tide.” One way Noble Energy approaches this is through its Noble Neighbor Meeting program. Through the company’s land department, Noble Energy identifies anyone living along an approved route for a well site and extends invitations for private meetings to those landowners. These meetings host about 40 to 50 people at a time for one-on-one sessions with technical advisors who discuss phases of drilling and operations that will occur to keep stakeholders abreast of ongoing changes. 56

“We have many moving parts,” Brodak said. “Giving them one point of contact sounds so simple, but it is so critical in helping.” Another way to win over local communities is through job creation, according to Sarah Barczyk, Manager, Community Relations and Stakeholder Outreach for NiSource Midstream Services. “One of the messages we like to get out there is that we’re supporting local job creation, and you can’t get that message out there if you’re bringing in people from out of state,” Barczyk said. “And people up here see those people as foreigners, so we have done a really good job of ensuring that we’re using the local workforce, local unions and local contractors.” Hiring locally may help with community engagement, but education aids employee retention for companies in these regions, according to Dan Weaver, Director of Public Outreach for the Pennsylvania Independent Oil and Gas Association (PIOGA). He cited a study that showed hires without an understanding of the natural gas industry before starting a career in the business have a 0 percent retention rate after one year. However, if they have some sort of understanding entering this field, the retention rate after a year is over 90 percent. With that in mind, PIOGA launched the Pennsylvania Engineering Education Program in 2014 for teachers in areas with oil and gas operations. So far, Weaver said the
program has put almost 50 teachers through the program to create a generation of “energy-aware citizens.” “Not only do we talk about oil and natural gas, but we talk about all forms of energy moving forward, and then stack the oil and natural gas on that,” Weaver said. Another way to create awareness of a company’s activities for the next generation is through social media. Brittany Thomas, Coordinator of External Affairs at Cabot Oil & Gas, said her company isn’t “all in” with social media at this point. However, through a blog and a Twitter account, Cabot can distribute its own news instead of waiting for mainstream media to catch on. “Cabot has a Twitter account and a blog, and what we use that for is amplifying what we’re doing,” Thomas said. “Our blog is to tell our story that we can’t get every day in the newspaper.” Twitter is also a great way to stay abreast of what is being said about a company and the industry as a whole. If there is misinformation being distributed, those connected to social media can set the record straight instantly. “If you’re not engaged, it’s good just understanding what’s being said,” Thomas said. “Someone is out there saying something, so you need to make sure your message is getting out there by yourself or by your advocates.”

Eclipse increased it acreage holdings in its core area of the Utica shale play. This should provide them with increased opportunity for growth. They also acquired producing reserves. The cash flow from this production should be favourable to their cash flow, especially in light of the increased debt it incurred as a result of this transaction.
Eclipse Resources added to its 41,000 net acres in Belmont, Guernsey, Monroe and Noble counties in Ohio with the acquisition. It now holds close to 90,000 net acres in these core counties and adds acreage in Harrison County. It appears Eclipse has the resources and experience to drill wells on the acreage that perhaps Oxford did not. The addition of Marty Byrd shortly after the acquisition should be a positive, as well, as he previously served as vice president, land, Eastern Division-Appalachian Basin for Chesapeake Energy.
