Welcome to the 2014 Southwest Oil & Gas Awards commemorative Yearbook

W

elcome to the 2014 Southwest Oil & Gas Awards commemorative Yearbook. These were the 2nd annual Awards for the Southwest region and the organizations and individuals in this journal were acknowledged by the award’s judging panel to have excelled in their work in 2014, whilst also focusing on the industry core values of Health & Safety, Environmental Stewardship and Corporate Social Responsibility. The Oil & Gas Awards champion best practice and recognize organizations operating in the upstream and midstream sectors of the industry. The media and members of the general public do not distinguish between the different sectors of the industry, which is why the Awards incorporate categories for all parts of the upstream and midstream sectors. The absent mindedness of an individual on an assembly line can have dramatic consequences months later should equipment fail when being used in the field. This reflects badly on the industry as a whole, we therefore think it is extremely important that best practice is championed from top to bottom and the Awards are a platform to promote to the press and public the great work being done. The Oil & Gas Awards are unique in highlighting the incredible innovation and commitment to positive industry development and expansion, rebutting traditionally negative mainstream coverage. The Awards celebrate corporate success twinned with organization’s commitment to health & safety, environmental stewardship and corporate social responsibility.

In this 2nd year for the Awards in this region we also added the Industry Summit during the day immediately before the Awards gala dinner in the evening. In this yearbook you can read coverage from the Industry Summit keynote presentations and speaker panels discussing the challenges the industry faces. Some of the highlights from Commissioner Barry T. Smitherman keynote address:

Barry Smitherman is currently a member of the Texas Railroad Commission (RRC). Created in 1891, the RRC no longer regulates railroads, but oversees the oil, natural gas, coal mining, intrastate pipeline, and gas utility distribution industries in Texas. He was appointed to this position in July of 2011, by Governor Rick Perry, and was elected statewide in November of 2012. His term ends December 31, 2014. From February 2012 through August 2014, he was Chairman of the RRC. Barry is also the Chairman of the National Association of Regulatory Commissioners (NARUC) Gas Committee, a position he has held since January of 2013.

Solving the Permian Puzzle Laredo Petroleum is cracking the code for success in the Permian Basin by relying on earth modeling.

There has never been any doubt that the resources in oil plays like the Permian Basin – once deemed irrecoverable – would be brought to the surface by entrepreneurial producers. According to Mark H. Elliott, Vice President of Geology and Development – Permian for Laredo Petroleum, unconventional plays like the Permian will have a long life if the right data is used to determine how to best extract the resource. “What we’ve learned in the unconventional world is that there are many, many, many more variables than there ever were in the conventional world,” Elliott said to kick off the Oil & Gas Awards Southwest Industry Summit in Dallas. “It takes a lot more data to unravel and understand the complexities and the variabilities within these shales, and these shales are usually not homogenous across a very large area acreage-wise.” Laredo Petroleum’s acreage is located on the east side of the Midland Basin, the largest of several component basins within the Permian Basin. The company has about 150,000 net acres there, and Elliott said Laredo Petroleum has between 180 million and 300 million barrels of oil in this play. According to Laredo Petroleum, the overall Wolfberry interval is the principal focus of its drilling activities. It is an oil play that also includes a liquids-rich natural gas component. The company’s production/exploration fairway extends approximately 20 miles wide and 80 miles

long. The emphasis in the northern half of this play has been on deeper intervals, including the Wolfcamp, Cline Shale, Strawn and Atoka formations. The Permian Basin has its fair share of challenges for producers working within the Permian Basin. Elliott said Laredo Petroleum has gathered a plethora of data for its 150,000 acres. The company has incorporated over 70 different reservoir properties and attributes into an earth model of this play, which was put together by a major service provider in the Permian Basin. The data includes 3,700 feet of hole core, sidewall cores, singlezone tests, and 270 in-house petrophysical logs that are correlated to the actual rock from those cores. This earth model enhances the value of the assets by aiding in field development, giving optimum lateral lengths for drilling and helps with automation on frack designs. “The source rock is now the reservoir rock,” Elliott said. “The legacy plays in the Permian Basin in the past have targeted the conventional reservoirs, and they developed those reservoirs vertically. If you boil it down, the three main components we were concerned about in a conventional play were: was there a source, was there a reservoir, and was there a trap.” Also, Elliott said almost the entire acreage position has been surveyed using 3-D seismic, and the company also has conducted microseismic surveying.

“We can take this data, plug it into an earth model, and that earth model is what helps enhance the value of the asset,” Elliott said. “Most importantly, you can have all the data and you can and generate an earth model, but you need to test that model. That model needs to be tested to actual well results. We’ve done that, and we’re having success with that.”

“Obviously, drilling economic wells is important,” Elliott said. “I don’t think that it necessarily drilling the most economical horizontal well is the most important thing. I do think that developing this amazing concentration of resource that we have out there the most efficiently may be more important than drilling that single most economic well.”

Like all producers, Laredo Petroleum aims to find the most efficient way to drill its well. The company has determined the most efficient method of reaching the resource in this play is to drill two-, three- or four-stack laterals one mile wide and three miles long. The company has placed a multi-pad development down the center of the three-mile section of land, and it drills 7,500 feet to the north and 7,500 feet to south.

There may be many challenges for producers working in the Permian Basin, but with such vast potential lying beneath the surface, Elliott said learning how to best work the play always will be worthwhile. “Opportunities result in new lessons learned,” Elliott said. “Lessons learned are what drive opportunities, and there will always be opportunities and lessons to be learned in these plays continually. That’s what makes it so much fun.”

“There is efficiency to be gained by doing that,” Elliott said. “You’re going to have everything concentrated in one area.”

Like all producers, Laredo Petroleum aims to find the most efficient way to drill its well. Laredo Petroleum couples this multi-pad method with production corridors, a section of land that is three miles in one direction and seven miles in the other. The corridor houses pipeline, takeaway capacity, an oil gathering system, centralized compression facilities, tank batteries and a water recycling plant. Drilling the most economic well possible is a top priority for every producer in the Permian Basin, and Laredo Petroleum is no exception. However, Elliott said efficiency should trump economics when it comes to horizontal drilling.

The Takeaway Conundrum What comes first – the takeaway capacity or the production?

The combination of a well-received regulatory landscape and advanced technology in enhanced oil recovery, hydraulic fracturing and horizontal drilling has operators increasing their production numbers by leaps and bounds in the Permian Basin. With daily oil production already approaching 2 million barrels a day by the end of 2014 and 2.5 million to 3 million per day by 2020s, the question isn’t how to get the resource out of the ground, but rather how to get it to the markets that need it. “Regionally, maybe that number doesn’t sound huge, but it is huge,” R.T. Dukes, Senior Analyst for Wood Mackenzie, said as Moderator of a panel discussion at the Oil & Gas Awards Southwest Industry Summit in Dallas. “It’s huge on a worldwide scale. It is a big problem that is going to take real money to answer.” According to Darrel Hagerman, Vice President of Commercial Development – Central Region for Crestwood Midstream Partners LP, what vexes midstream companies and producers alike is the volatility of the crude oil commodity pricing in recent weeks. Hagerman said price swings like the one oil has experienced since the start of October is something that can throw off the balance of takeaway capacity and production. For example, the BridgeTex Pipeline – a major new vehicle that takes oil from west Texas to the Gulf Coast – began operations September 29 during crude’s price descent. The joint-venture between Magellan Midstream Partners

LP and Occidental Petroleum Corp. has capacity to transport up to 300,000 barrels of oil per day and is still searching for shippers to reach that number. Considering oil has dropped from $94 per barrel in late September to $78.65 in early November, that is some unfortunate timing. According to a November 6 Fuelfix.com report, Occidental sold its half of the interest in BridgeTex plus its 50 percent stake in the southern leg of the system along the Gulf Coast for a combined $1.115 billion. “It puts us in uncertainty, but it also puts the producers in an uncertain situation, too,” Hagerman said. “It may straighten some of the producers up that we’re dealing with in large areas, so they may focus in certain areas as opposed to a scattergun approach and have us midstreamers try to go out and get them.” Hagerman said he believes there is enough existing capacity for the potential rise in crude oil production if operators focus their exploration on specific areas where takeaway infrastructure already exists. “In 2015, we’re going to have some blips in certain areas,” Hagerman said. “But it depends on where these producers drill. There’s capacity in places, it just depends on where the oil shows up.” If takeaway capacity can’t meet capacity due to painfully low prices of oil, midstream companies may have a new

product to transport in its place if a June ruling by a U.S. Department of Commerce sets a precedent for future exports. According to Reuters, the department’s Bureau of Industry and Security told Pioneer Natural Resources that putting condensate through a stabilizer was sufficient processing to qualify as a refined product eligible for export without a license. “Refiners are fairly unhappy with the crude quality of what they’ve been getting, with the crude condensate that has been blended in the crude,” said Bob Dunn, President of Prism Midstream. “So I think you’re going to see more segregation of condensate.” Due to production in the Eagle Ford Shale, there is plenty of condensate to segregate. According to RBN Energy, of the 1.48 million barrels of oil produced per day in the Eagle Ford in August, about 45 percent of could be considered condensate. Dunn believes this trend will increase the API gravity discount assigned to this product by unhappy refiners.

E&P companies also are getting away from owning and operating their own midstream facilities, which was a popular practice just a couple years ago. According to Dunn, with lower oil prices and less capital available, E&P firms start backing away from the additional overhead ownership of midstream operations.

With so much at stake for midstream companies, they want to get projects drawn up properly the first time. “They’re engaging us a lot quicker to get a more constructible route because when the need is there, they don’t want to go through the process of doing that,” Harper said. “They want to know they have a route to get the product moving the fastest way possible for the E&P side.” E&P companies also are getting away from owning and operating their own midstream facilities, which was a popular practice just a couple years ago. According to Dunn, with lower oil prices and less capital available, E&P firms start backing away from the additional overhead ownership of midstream operations. “You get more receptive to having a third party do the work for them, and you get approaches from E&P companies who say, ‘Would you like to buy a portion of our midstream and take it over?’” Dunn said. “It’s just a little different emphasis on how do we get the same job done.” There’s extra emphasis on “we,” according to Robert Milam, President of EagleClaw Midstream Services. He said considering how long the Permian Basin has been active relative to the Bakken and Marcellus shale plays and other oil and gas regions in the United States, operators rely on one another to make their businesses successful. “We’re not having problems staffing and getting things done, but it’s because we’ve played in the Permian Basin for 20 years and have established relationships,” Milam said. “As new companies are coming out there, they do struggle if they don’t have those relationships.”

“I suspect that gravity discount is going to get bigger rather than smaller because the amount of light crude being produced out of the Eagle Ford is enormous,” Dunn said. “As that stream lightens, the ability for that condensate to blend decreases, so I think the discounts will get bigger.” From a construction standpoint, contractors are being called upon earlier in the planning phase for projects so midstream operators can develop more precise route for pipelines, according to Aubrey Harper, Vice President of

Down but Not Out The U.S. oil industry may have taken some licks in 2014, but the potential for a turnaround still exists.

Even the usually upbeat Chris Faulkner had to admit that the U.S. oil and gas industry was in the midst of tackling some difficult potential setbacks in the near future. The CEO of Breitling Energy advised his peers at the Oil & Gas Awards Southwest Industry Summit in Dallas to begin preparing for the possibility of the price of oil to drop $70 before it rebounds, a sobering concept in oil-rich Texas. “I gave a speech two weeks ago and talked about $70 oil and how unlikely that would be, and that seems like now it’s not going to happen but it gets closer and closer to a discussion that needs to be had,” Faulkner said. When Faulkner delivered his keynote address October 23, the price of U.S. crude was $81.55 per barrel, and it slid to $77.87 on November 7. He predicted that if oil drops as low as $70 per barrel, the about 50 percent of U.S. drilling rigs would shut down at least temporarily. “That’s going to be a big problem now that we’re on the heels of Saudi Arabia as the biggest oil producer in the world,” Faulkner said. Another factor contributing to the downward spiral of U.S. oil prices is Saudi Arabia’s manipulation of the market. On October 1, state-run Saudi Arabian Oil Co. cut its oil prices to Asia and the United States. As a result of those cuts, according to Bloomberg, Brent crude fell 9 percent and West Texas Intermediate dropped 11 percent amid

speculation OPEC won’t reduce production. On November 4, Saudi Arabia cut is sale price to the United States again, but raised its rates for Asia. Faulkner said these moves show Saudi Arabia has realized the United States is a true threat to its global market share in the energy industry after convincing itself the U.S. oil and gas business could not sustain its newfound production levels. “Saudi Arabia at first thought the United States was going to be a flash in the pan,” Faulkner said. “And now I think they’ve made it very clear that they’re watching what we’re doing. I think by price-cutting and causing price of oil to come down, they made a statement that they’re going to be the world’s swing producer and they can control the market better than any other country can.” However, Saudi Arabia’s oil strategy may not be sustainable considering how much its federal budget relies on expensive oil. In December 2013, Platts reported Saudi Arabia needed Brent oil prices at about $85 a barrel to balance state revenues with government spending in 2014 as oil production declines to 9.3 million barrels a day. Faulkner said the Saudi Arabia can withstand the decrease in revenues because of its vast foreign-exchange reserves, which is about $737 billion (US).

“If they drew down on that fund, they could keep the price of oil $80 for about two years and it would cost them about $20 billion of capital out of their budget,” Faulkner said. “They have the money to do so.” Faulkner said if this pricing structure lasts into 2015, small, independent oil operators will be hurt the most – especially those based in the Bakken Shale. However, since the cost of producing a barrel of oil is considerably lower in the Permian Basin, Texas-based producers should be able to maintain margins.

“The reality is if they ban fracking on the fourth of November, it isn’t going to fix people’s ability to drill close to someone’s home,” Faulkner said. “These local control issues now have become a major theme of 2014. Instead of sitting down at the table and trying to talk things out to find proper regulation to make everyone happy, it’s an all-or-nothing proposition with most of these environmentalist groups.”

“We can find and develop oil in the Permian in the areas we’re in for about $40 a barrel, so we have room to negotiate and be able to weather the storm,” Faulkner said.

Instead, citizens where upset over regulation setback with a grandfathered clause that allows companies to use an original setback and not have to drill 1,200 feet away from homes. With drilling taking place as close as 200 feet from a residence, Faulkner said he understands why residents would demand a change. However, instead of working with oil producers and local government in Denton, environmentalists rallied to ban fracking.

Avoiding Another Denton Engaging with community stakeholders long before shovels hit the ground is the best way to avoid conflict with anti-fracking activists.

Hydraulic fracturing bans taking hold in liberal havens like upstate New York and California are blows to the oil and gas industry in those markets, but they can hardly be considered surprising. But when a ban is passed in the region where George P. Mitchell perfected the technique that launched the American energy revolution, it sends shockwaves throughout the industry.

not getting out in front of that and not taking proactive steps to get out and do proactive engagement. Because when a group of concerned citizens gets motivated and God forbid they have a little bit of disposable income and a little bit of time on their hands, what does that turn into? Well, it turns into what is occurring in Denton and several other cities.”

Voters in Denton, Texas – which sits atop the center of the Barnett Shale – voted to ban fracking within city limits on November 4. The measure to ban fracking earned 58.64 percent of the vote, and it will go into effect December 2. According to NPR, Denton is the first city in Texas to vote in favor of a fracking ban.

Moderator R.T. Dukes, Senior Analyst for Wood Mackenzie, reminded attendees that people fear almost anything new coming into their communities. He cited an example of a Walmart market being built about a mile from his house and the protests mounted against it.

About two weeks before the vote, the oil and gas industry discussed how to best engage the community to prevent situations like the one that developed in Denton and elsewhere in the United States during a panel discussion during the Oil & Gas Awards Southwest Industry Summit in Dallas. Panelists Chris Staffel and Stephen Lindsey agreed that proactively working with all stakeholders – residents, landowners, public officials, etc. – to determine how to minimize impact to these communities is the best course of action. “Oil and gas operations near people’s homes piss them off – that’s the short of it,” said Lindsey, Senior Director of Government and Community Affairs for Quicksilver Resources. “The industry does itself a real disservice by

“People don’t like change,” Dukes said. “People just don’t like change and are scared of change.” For new projects, Staffel, Vice President of Administration for PennTex Midstream Partners, believes in giving the community as much information as possible before questions ever arise. Staffel even suggested including public outreach strategies in project management meetings to determine if there is a way to deliver a project with the least amount of resistance. “All too often, a lot of times public outreach is pulled when there is an actual crisis, and that is just far too late,” Staffel said. “Bring in that specialist and say, ‘We’re thinking about running this pipeline along this route. Do you see any counties that we would have a problem with? Should

The Race for Efficiency Between dwindling oil prices and growing projects, completion companies look for new ways to get the most out of frack jobs.

Despite advances in techniques that have improved operational efficiency, hydraulic fracturing jobs in the Permian Basin require more resources than ever as projects get bigger with more stages and deeper vertical depths every year. “We’re speaking an entirely different language now than we were two years ago,” Rob Fulks, Global Director of Strategic Marketing for Weatherford International, told attendees of the Oil & Gas Awards Southwest Industry Summit in Dallas. “A frack job is a lot like invading a small country. It takes a lot of logistics, it takes a lot of fuel, and it takes a lot of water and sand to get the job done.” With margins shrinking alongside the declining price of a barrel of oil, producers want as much information about their plays as possible before attempting exploration, and 3-D seismic surveying plays a large role in the factfinding missions within the Permian Basin. At about $85,000 per square mile, according to the Louisiana Oil and Gas Association, many produces elect not to pursue the technology. However, the Independent Petroleum Association of America stated producers are reporting 50 to 85 percent improvements in their finding rate when using 3-D seismic technology. Chris Faulkner, CEO of Breitling Energy, said information is vital for producers, so the cost can be rationalized in that regard. And through earth modeling, 3-D seismic data is just one source of information integrated into a single model for producers.

“The name of this game now is visibility and data collection because these wells are so expensive to drill,” Faulkner said. “Your drilling program to develop out the rest of the acreage is vitally important by learning from what mistakes you might have made or data collected from wells Nos. 1 through 50 and utilizing that data in real time. Not that long ago, we had all these little different tools and they weren’t connected. Now they’re in one model.” Microseismic surveying is another tool producers can use in the Permian Basin to best optimize a completion program. Fulks said companies could elect to wait for production results from the first few completed wells, but that would take much more time. Also, microseismic surveying does not have to be used on every well – Fulks said it can be used early on to help make decisions on subsequent stages. “[Microseismic] is your answer to a number of issues,” Fulks said. “If you’re going to try to optimize your completion program, and you’re going to make a change – you started with sliding sleeves and you want to go to plug-and-perf – you have a couple ways of getting that information initially. If you have microseismic and you add to it oil-soluble tracers, now you’ve got several things that work together to tell you that change you made is effective.” With more information, wells are going deeper and jobs are getting larger. That means a bigger demand for fracturing-related supplies, especially frack sand.

According to Seekingalpha.com, the Permian Basin is rapidly shifting to horizontal drilling and larger fracks that are often 10 times more sand-intensive than before. As few as 400 of the largest horizontal Wolfcamp wells can require 2.5 million tons of sand, which equates to the entire annual production of a large-scale frack sand mine, according to the website. The growing demand for frack sand has producers wracking their brains for new ways to transport it to the Permian Basin. One possibility would be to create readymade slurry of sand and water that could be transported through a pipeline, according to Fulks. “I’m sure that everybody in the industry is looking at it so you could eliminate trucking, which is one of the big safety problems that you’ve got with so many trucks going up and down the road,” Fulks said. “And we’re at the industrial size where the economies of scale probably would pay to look at slurries coming directly from mines.”

The growing demand for frack sand has producers wracking their brains for new ways to transport it to the Permian Basin. One possibility would be to create ready-made slurry of sand and water that could be transported through a pipeline, according to Fulks.

Of course, if the price of oil dips to $70 or lower, everyone operating in the Permian Basin will have to quickly determine ways to cut costs or stop production temporarily or permanently. Moderator Patrick Rau, Director of Research and Strategy for Natural Gas Intelligence, described his experience at a recent investor conference in New York City where every E&P panel for every oil play had oil prices as the main topic of conversation. “In every single one of those, the first question asked by an institutional investor was, ‘What are lower oil prices going to do to activity going forward?’” Rau said. Considering many operators contract their drilling rigs for three years at a time or longer, Dean Prather, Area Business Development Tech Manager for Halliburton, said they may have to decide whether or not to eat those costs. “They’re going to be hesitant to do that because they’ve got a lot of sunk costs and it is going to be continuing to hit them even when they shut down the rig,” Prather said. “That’s probably more profitable than drilling at $40 oil, too.”

Since the preferred proppant primarily comes from white sand mines in Wisconsin and Minnesota, the activity in west Texas doesn’t lend itself to waiting on slurry from a cross-country pipeline. However, Fulks said Pioneer Natural Resources owns a frack sand mine in Brady, Texas, which could prove to be a good place for slurry manufacturing due to its proximity to fracking activities.

Water is Tops As long as it remains affordable and in large supply, fresh water will remain the lifeblood of the hydraulic fracturing industry for the foreseeable future.

Water is a hot-button issue throughout Texas for a variety of reasons, and the oil and gas industry is just one of them. The state is home to three of the top 10 fastest growing cities in America, according to recent U.S. Census Bureau statistics, and those residents will consume a great deal of water as hydraulic fracturing continues to take place in oil and gas plays throughout the drought-stricken state. “The No. 1 issue when you think about environmental impacts – at least in the public consciousness – is always about water,” Jim Willis, Consultant at Natural Gas Intelligence told attendees of the Oil & Gas Awards Southwest Industry Summit in Dallas. “Water is really a big issue because it is a concern to everybody to make sure that water sources are not polluted and not drawn down to dangerous levels.” However, the impetus to recycle water used in hydraulic fracturing operations simply because the cost-benefit doesn’t exist for operators in Texas, according to Stephen Lindsey, Senior Director of Government and Community Affairs for Quicksilver Resources. “Those technologies are expensive, and they don’t meet the total throughput of volume that we need,” Lindsey said. “It takes R&D dollars, and when you’re operating on a margin and you’re focused on returning shareholder value, you’re looking to maximize your operations and minimize your costs in the most safe way you can.”

The main inhibitor for the use of recycling water for fracking is current water rates, according to Rob McClain, Director of Project Development for Select Energy Services. He said the price range for the recycling of water in Texas can be as low as 25 cents per barrel or as high as $4.50. However, freshwater remains considerably less expensive, ranging from 40 cents to $1 per barrel. Due to that price difference, he estimated only about 5 percent of wastewater and brine is recycled by the Texas oil and gas industry. Considering each well job requires about 4 million gallons of water spread out over several days, according to Independent Petroleum Association of America, those costs can accumulate quickly. “We hear a lot about water being short, but water is still pretty cheap for most operators,” McClain said. “So when you compare the cost of what it takes to recycle, a lot of times it’s not competitive.” Since 60 to 70 percent of water sent down a hydraulic fracturing well returns to the surface with a 20 percent flowback rate, that leaves a great deal of produced water. According to McClain, a lot of the water is disposed into pits and tanks, and some of it evaporates upon return to the surface. Even disposal methods could be costly for operators depending on where the play is located.

Lindsey cited an example of wastewater disposal regulations in Fort Worth. The city bans disposal facilities within its borders, so Quicksilver Resources must drive its water trucks outside of Fort Worth instead of keeping tanks onsite, adding transportation costs and the risk of damaging city roads. Added costs of regulations as well as projects in remote areas far away from a freshwater source will push the drive for recycled water on fracturing sites, according to Lindsey. “Where water is scarce and the price is high, that drives the opportunity for recycling and reuse because now you’re achieving cost parity with what you’ve got to pay for it vs. what you can do with recycling,” Lindsey said.

a mixture of these gases – instead of water. Developed by Gasfrac Energy Services, wells as deep as 10,000 feet have been fracked using the technology, according to Rigzone. Even with these alternatives available and technology advancing every day, Lindsey said nothing beats fresh water for hydraulic fracturing. “Fresh water works, and when you’re investing $5 million to $6 million on a single well for drilling and completion costs, you wanna make sure you’re gonna maximize the life of that well for the next 30 or 40 years to get that return on investment,” Lindsey said. “What you don’t want to do is go in initially with an untested mixture of reuse or recycled water and potentially degrade the well.”

Some operators are turning to alternatives to freshwater for their hydraulic fracturing needs. McClain said Select Energy has seen an increased interest in brackish water in west Texas. However, operators are concerned with what will happen down hole when mixing waters. Nevertheless, McClain stated Select Energy has encountered many operators who have been pleased with the results.

Lindsey cited an example of wastewater disposal regulations in Fort Worth. “I think the key is finding sources with sufficient volume, reliability and the right composition,” McClain said. Effluent water is another option for oil and gas operators. Lindsey said Quicksilver Resources uses effluent water from the Village Creek Water Reclamation Facility in Fort Worth for its fracking needs. Liquefied petroleum gas (LPG) fracking is a waterless application that has gained some momentum in the last year or so. According to Rigzone, LPG fracking allows fracking to be done with propane, butane or pentane – or

Drilling for Savings Managed pressure drilling can save companies millions of dollars and thousands of hours on difficult wells.

Managed pressure drilling (MPD) is gaining traction as a method of drilling that can dramatically decrease nonproductive time and reduce drilling days to cut costs on wells where wellbore mechanics prevent the use of conventional techniques. According to Energy Global, Shell has commissioned Norwegian offshore technology provider Enhanced Drilling to conduct a front-end engineering design to explore the use of Enhanced’s EC-Drill MPD system on a number of new drill ships it has under construction. Through its Sperry Drilling division, Halliburton offers the GeoBalance MPD service for clients. “MPD is starting to shine due to the difficulties we’re seeing out in the field,” Mike Harvey, Regional Sperry Manager for Halliburton, told the audience at the Oil & Gas Awards Southwest Industry Summit in Dallas. As defined by the International Association of Drilling Contractors, MPD is an adaptive drilling process used to precisely control the annular pressure profile throughout the wellbore. The objectives are to ascertain the downhole pressure environment limits and to manage the annular hydraulic pressure profile accordingly. By creating only a minimal overbalanced annular pressure, MPD uses a closed-loop fluid system that avoids the regulatory restrictions on underbalanced operations while

providing faster penetration rates, reduced fluid loss and reservoir influx, and excellent wellbore integrity. According to Halliburton, a typical MPD system contains several key components. The rotating control device serves to divert flow away from the rig floor, complementing the rig standard blowout preventer stack. The rotating control device forms a friction seal around the drill pipe, which creates a closed-loop drilling system. The choke controls the well head pressure to a set point. The choke opening is constantly open to account for changes to flow rate through the choke to maintain the desired bottom-hole pressure, Halliburton states. Typical MPD utilizes a backpressure pump to provide fluid supply and adequate flow for maintaining the chokes. Halliburton’s rig pump diverter replaces the backpressure pump. With a rig pump diverter, Halliburton says, there is no need to stop the rig pumps during connections because this device serves to reroute the mud flow from the stand pipe to the chokes. Once the well has reached target depth, the system employs a tripping process specifically developed by Halliburton for managed pressure drilling environment. For trip outs, Halliburton places a heavier drilling fluid into a section of the well to displace lighter drilling fluids.

Harvey said there is a simple formula to use to accomplish successful MPD. It is achieved by using a combination of hydrostatic pressure (drilling mud), friction (circulating dynamic pressure) and applied pressure (from the choke system at surface) to keep a controlled bottom-hole pressure at the desired pressure. Bottom-hole pressure should be kept slightly above core pressure. “It’s that simple,” Harvey said. “Just keep your hydrocarbons where they belong while drilling, and they’ll be there to produce at a better level with less skin damage at the end of the well.”

As defined by the International Association of Drilling Contractors, MPD is an adaptive drilling process used to precisely control the annular pressure profile throughout the wellbore. The objectives are to ascertain the downhole pressure environment limits and to manage the annular hydraulic pressure profile accordingly.

821 drilling hours with 633 hours of nonproductive time. “That was really tough on them, and that’s why there were about to abandon the field,” Harvey said. When Halliburton applied its MPD system to the third well, the production numbers dropped to 131 drilling hours and just 15 nonproductive hours. The company whittled it down to five hours of nonproductive time for the fifth well. “It generally takes an operator and his crews and the rig crews to get acclimated to working with managed pressure drilling about three wells before you really start to see the value,” Harvey said. “Everyone becomes a welloiled machine working together out there.” By cutting down the time required to drill wells, MPD also drastically reduces costs. For this project, gross cost per foot for the 22,000-foot depth came out to $1,481 before applying MPD. Halliburton brought that price down to $320 per foot through MPD, which became the norm for subsequent wells, according to Harvey. “When you cut the cost to a quarter of the cost overall, that’s a wonderful thing,” Harvey said.

Halliburton brought its MPD capabilities to the job site of a large producer working in a remote location – an island off the northern Canadian coast in the Beaufort Sea – that couldn’t get a string of casing into the ground due to wellbore instability. These wells were about 6,000 feet at true vertical depth with 22,000 feet of extended reach. After experiencing so many issues, the producer finally turned to Halliburton’s MPD system and has experienced success in the ensuing six years. “It’s just one of those fields that just required this type of drilling,” Harvey said. “They’ve obviously found the value in this.” The producer drilled its first two wells using conventional before switching to MPD for the next three wells. For the first well, the producer needed 912 drilling hours and 672 hours of nonproductive time during the drilling interval. The numbers for second well didn’t improve much – it required

Power to the States Texas gets back control of air permitting years after initially refusing EPA orders.

One of the many complaints the oil and gas industry has about regulations is having to file the same information to federal and state governments permitting practices, essentially doubling administrative costs by requiring twice the paperwork. In October, the EPA cut Texas operators a break by approving the Texas Commission on Environmental Quality’s (TCEQ) greenhouse gas (GHG) permitting plan. “Our agency is still taking a very firm stance regarding the legal requirements and the legal position regarding greenhouse gas emissions,” Erin Selvera, Air Permits Division for TCEQ, announced at the Oil & Gas Awards Southwest Industry Summit. “We feel that EPA has made some missteps in the way they have chosen to regulate GHGs. But because we want to make sure that we are not hampering industry in the state of Texas, and that we are doing our part to protect human health and the environment, we want to take over this program so we can be the drivers of the program itself.” Although Selvera announced the approval at the summit on October 23, the EPA didn’t reveal its decision until over a week later. Through this decision, EPA announced its approval of the state implementation plan and the rescinding of the federal implementation plan, making TCEQ the primary GHG permitting authority in Texas. According to the EPA, TCEQ worked closely with the federal agency to write federal GHG permits over the last

several months through a work-share agreement. EPA said the action eliminated the need for businesses to see air permits from two separate regulatory agencies in Texas and moves the permitting program to TCEQ. This action ends about a year of friction between TCEQ and the EPA over air permitting. According to the Dallas Morning News, the Texas state legislature voted to end a standoff over greenhouse gas permits, forcing TCEQ to take the process over for EPA. The EPA had launched the permits in 2010, but Texas refused to join in resistance to controlling global-warming-related emissions, according to the Morning News. Selvera said despite the good working relationship her agency had with EPA Region 6 over the last few months, the state was not going to authorize GHG emission regulations because it didn’t feel the basis for those regulations was sound legally. Selvera also said the oil and gas industry had reason to celebrate a U.S. Supreme Court decision this summer regarding EPA’s reach. By upholding the “tailoring rule” added to the Clean Air Act in 2010, the Supreme Court spared operators from having to pursue air permits for each individual well. “When you’re talking about a drilling site, you’re talking about a relatively small amount of greenhouse gas emissions in the grand scheme of things,” Selvera said.

One such rule going into effect January 1, 2015, is the subpart 0000 for fracking. The rule states if fracking a well, there must be zero-emission flowback on that well. Aside from the question of whether or not zero-emission flowback from a fracked well is possible, Lorson wasn’t certain if there will be enough equipment available to prevent pollutants by the beginning of the year.

estimated that 97 percent of laboratories are calculating emissions using an outdated standard. “I’m optimistic as this new technology is deployed on a wider basis, we’re going to wake up and find out our industry doesn’t emit anywhere near the amount of pollutants that we thought it did,” Lorson said. Based on what TCEQ monitoring systems have measured, Selvera said the industry in Texas has nothing to fear regarding its GHG emissions. “None of it is indicating there is a problem, that the oil and gas industry as a whole is creating some air emissions concern,” Selvera said. “The only times we’re really seeing an issue is when you have a particularly bad actor, or you have some piece of equipment that has a malfunction. But as a whole, the process, when it’s done well, is not resulting in any air emission that is of any concern as far as human health and the environment.” Oil and gas operators in Texas and beyond should get used to ongoing evolution of the regulatory arena. As moderator Jim Willis, Consultant at Natural Gas Intelligence, reminded the audience, changes will be coming from the both federal and state governments for some time. “The federal EPA and state agencies are clamping down on carbon methane emissions because of concerns about global warming,” Willis said.

“Some companies have developed technology that will enable that to be accomplished,” Lorson said. “The industry in the state that it’s in right now can’t do it, and is not required to do it. We’ll see what happens on January 1 to see if the industry is able to deploy enough zeroemission equipment to meet that regulation.” Also, technology is required to monitor operations to ensure compliance, Lorson added. Whenever a new regulation takes effect, new equipment often is necessary to adhere to the mandate. Operators run into expensive problems when technologies like computer modeling systems produce inaccurate results. TEEMCO has performed studies on existing models, and the company has found gross overestimation of emission across the board. Also, Lorson said, he

Protecting and Recruiting Employees Avoiding exposure to respirable silica and maintaining staffing levels are two issues the southwest oil and gas industry must address.

It has been just over two years since the National Institute for Occupational Safety and Health (NIOSH) announced the dangers it had discovered for workers exposed to crystalline silica during hydraulic fracturing, and the oil and gas industry is still working to keep workers out of harm’s way. Carol Van Zandt Jones, Owner of VZ Environmental, believes progress is being made in an area of human health that was long overdue. “NIOSH has brought to the forefront the health issues the silica sand presents in the oilfield,” Van Zandt Jones told attendees at the Oil & Gas Awards Southwest Industry Summit in Dallas. “It was actually kind of overlooked for a long time and has now been brought to the forefront. Our customers come to us looking for an effective and costefficient way to minimize the airborne silica particles. We provide one method, but there are many other methods out there now that handle the sand in different ways.” The concern about exposure to crystalline silica took hold in May 2012 when NIOSH published its report assessing chemical exposure risks to gas and oil workers. In the report, NIOSH stated initial hazard assessments had identified exposure to crystalline silica during hydraulic fracturing as the most significant known health hazard to workers. Each stage of a fracking operation typically involves hundreds of thousands of pounds of crystalline silica, also

known as frack sand. NIOSH stated in 2012 that moving, transporting and refilling thousands of pounds of sand onto and through sand movers, along transfer belts, and into blenders generates considerable dust, including respirable crystalline, to which workers can be exposed. Those who inhale fine dusts of respirable crystalline silica can develop silicosis, an incurable but preventable lung disease. Soon after OSHA/NIOSH issued a hazard alert focused on silica exposure, the National STEPS Network – an association of regional E&P safety networks – started the Respirable Silica Focus Group to determine the best way to share and spread information about silica exposure. James Senger, Director, Corporate HSE for FTS International, said there are plenty of methods his company has incorporated into its operations to protect employees from extended exposure to respirable crystalline silica. Today, FTS has a high-silica zone marked off at every location with entry restricted to employees wearing respirators, and those respirators are fit-tested to ensure functionality. Senger also said FTS International has added engineering controls and sand silos to limit the length of fall of the sand to the belt as it is loaded for distribution. It has added a ventilation system to its most exposed areas, and the company has hired industrial hygienists to conduct sampling of the system.

“For engineering controls, I don’t think anyone has come out and said, ‘This is the system’ yet,” Senger said. “I feel pretty good about being in compliance with our PPE [personal protection equipment], but engineering out the hazards is definitely the best way to go, so we’re working on that.”

As a smaller service company, VZ Environmental often is forced to hire candidates with no previous exposure to the oil and gas industry. With that in mind, Van Zandt Jones understands that her company typically serves as a stepping stone toward a career with larger players in the industry.

Overall, the oil and gas industry is light years ahead of where it was in its Wild West days in terms of safety for employees, according to Moderator R.T. Dukes, Senior Analyst for Wood Mackenzie.

“We’re very proud to do that,” Van Zandt Jones. “Being a small company, we don’t have a career ladder – we have a career stepstool.”

“The industry has really gotten ahead from where it has to be from a requirement perspective,” Dukes said.

In order to enhance its attractiveness to potential employees, VZ Environmental has partnered with other organizations to coordinate with their HR departments to trade candidates. Van Zandt Jones said her company also offers her employees to these larger companies once they’re ready to move on. “That gives us an opportunity to provide a career path for our employees and still stay very specialized in what we do,” Van Zandt Jones said. “I think it has a good bone structure to really be successful. Our employees are really excited about it.”

Like most oil-and-gas-related companies working in Texas today, safety and environmental firms are struggling to find and retain personnel. Clint Palermo said his company, Total Safety, determined it would have to launch its own training program in order to maintain appropriate staffing levels. In fact, Total Safety’s training program is so admired, the company continues to lose employees to other employers. “Down in the Eagle Ford three or four years ago, they very quickly used up all the good folks that were already in the business,” said Palermo, who serves as Vice President of Upstream for Total Safety. “When the activity expanded, people became scarce. We simply had to do the university to train those folks. It’s good that people come and work for us a while and they go out into other things.”

This presentation showed a genuine commitment to safety innovation at the highest levels of the company. Root cause analysis and real time sharing of incident information are not unique to C&J but seem to have been implemented well in order to earn a 100% grade in customer safety audits, including audits by some very thorough customers. The tablet based driver log is another innovation that would seem to have good acceptance prospects.

C&J has concentrated on emphasizing HSE auditing and training to improve its safety record, particularly through its Root Cause Analysis Program. All non-compliances with company driving safety and driver qualification standards are treated as audit incidents and are subjected to a root cause investigation and corrective actions. Uniquely in the industry, C&J supplies all its drivers with an electronic log tablet so that employees operating a company vehicle are in direct contact with their vehicle and management, enabling personal responsibility and supplying all with an HSE tool.

Like all the applicants they have a robust safety system. However, there are two items that stand out. First the anticipation of EPA regulatory requirements and pro-active steps to meet those requirements. What makes them the stand out in my view is the attention paid to innovation that removes the workers from the highest risk areas. The Remote Actuated Manifold and testing of a Remote Activated Valve are important safety innovations that will produce a safer work site, changing the whole dimension of risk from high-pressure operations. Great to see companies like Nova HB participating in recognition programs such as this. Having been established some 20 years ago their growth in recent years reflects an aggressive appetite for growth in line with the buoyancy of the energy market. Whilst under the correct stewardship, which it seems they are, Nova should continue to enjoy further successes in years to come. Implementation of key quality management systems is imperative and good to see these systems already being rolled out.

Clear expertise, strong customer relations and a well established market reputation made Oil Works stand out and looks like a good investment for Lone Star Investment Advisors.

This was a strong application. The StackFrac HD system for well completions demonstrates increased well productivity while reducing costs using open-hole technology. Good case study of the Permian basin with side-by-side comparison showing a clear advantage of the StacFrac system versus conventional cemented liner method with confirming data.

From drilling and completing many wells in the Permian, the results from utilizing this system make a strong case on using the technique where the plug and perf method are normally standard. The costs are one reason that this method is not normally used, but if the formation that is being completed is studied and picked out correctly the returns will outweigh the costs as seen from the paper.

Impressive resume. Managed reserves on over 500 operated properties. Worked on acquisitions in excess of $200MM.
