G
uest of Honor at the West Coast Oil & Gas Awards was Assemblywoman Connie Conway of the California State Assembly Connie Conway was first elected to the State Assembly on November 4, 2008. She is serving her third term and represents the 26th Assembly District, which includes Tulare, Kern and Inyo Counties. Recognized for her ability to bring people together, in November 2010 Connie was unanimously elected by her colleagues to serve as Assembly Minority Leader, the top leadership role in the Assembly Republican Caucus. As Minority Leader, she leads the caucus in forming its legislative agenda and works with her leadership team to advance their political goals. Before becoming Minority Leader, Connie served as vice-chair of the powerful Assembly Appropriations Committee, and as Chair of the bipartisan Legislative Rural Caucus.

Judge’s Comments: An oil and gas producer who has found a way to form a new line of business with G-Clean. Truly impressive. E&B launched a new company E&B Green Solutions to market and distribute a line of environmentally safe and effective cleaning solutions to the oil and gas industry. It helped to improve efficiency, safety and decrease cleaning and maintenance costs & reduce carbon footprint.
Employing a balanced approach of mature field revitalization, acquisitions, and exploration, E&B now produces approximately 8,000 boepd from 25+ oil and gas fields located in California, Louisiana, Kansas, Wyoming, and Texas. With over 300 dedicated employees focused on all areas of growth and production, E&B is one of the largest privately owned oil and gas companies in California and is a recognized leader within the exploration and production industry.

NodalSeismic Judge’s Comments: Through their work in Long Beach, they were not only able to accomplish a practical task related to oil and gas exploration but also provide a unique data set recognized by academia as uniquely advancing the science of seismology - all done whilst achieving a high level of environmental stewardship in the local community. Wow! The company is on the leading edge of acquisition in low quality data areas and areas with complex subsurface geology. The fact that they were able to shoot a 3D survey in the Signal Hill area of Los Angeles and obtain high quality data is a tribute to their ability to deliver on their promises. 12

NodalSeismic, LLC is a geophysical firm driven to solve complex, multi-faceted seismic data challenges in newer, better ways. Utilizing cable-free recording equipment, the company is at the forefront of melding oil and gas exploration with earthquake seismology techniques to produce higher resolution data. As a pioneer in the industry, NodalSeismic developed the solution to seismic data acquisition in dense, urban environments with the Long Beach, CA 3D survey. The acquisition for the project was completed in 2012, and industry milestones continue to be made through the use of the project’s passive dataset with the activesource dataset.

Is U.S. Really On Track To Become “Saudi America?” Chris Faulkner, President & CEO Breitling Oil & Gas
It’s fun to toss around terms like “Saudi America” and contemplate the possibility. What if…? It’s not as preposterous as it may sound. In fact, Texas alone now produces more oil than the U.S. imports from Saudi Arabia. The U.S. government recently doubled its estimates of recoverable energy in North Dakota’s Bakken and Three Forks shale formations, to 7.4 billion barrels of oil and 6.7 trillion cubic feet of natural gas. And, according to the International Energy Agency (IEA), the U.S. is on track to surpass Saudi Arabia in oil output by 2017. In addition, the price of West Texas Intermediate (WTI) crude -- the benchmark for domestic oil prices -- has been increasing, suggesting that the WTI is back as the world’s leading oil benchmark.

The U.S. and Mexico have formed a mutually beneficial relationship, with Mexico exporting most of its oil production to the U.S., then importing 60 percent of its gasoline back from the U.S. China Could Help or Hurt U.S. Goal of Reduced Imports from Middle East These favorable relationships bode well for the U.S., but there are no guarantees. Looming large as a possible threat is China, which has been quietly buying interest in oil and gas companies in the U.S. and Canada. While China’s investments could help the U.S., financing further exploration and development, the question that remains to be answered is whether China’s deals in Canada and the U.S. also give China the leverage it needs to control energy markets. It’s a worry we can’t shrug off. Chinese oil companies are not privately owned; they operate with the backing of the Chinese state. A recent deal in Canada raises red flags because it increases China’s influence over American access to Canada’s reserves. Since 20 percent of U.S. oil flows from Canada, it’s not unreasonable to be nervous about any potential for China deciding to act against U.S. interests by cutting off some of that supply. Fracking Should Be the Solution But Could Be the Problem Fracking continues to be a lightning rod for criticism, protest, and seemingly endless new regulations, despite, or maybe aided by, a seeming dearth of credible data

Oh, there’s plenty of data, and it generally weighs in favor of fracking. The Energy Institute at the University of Texas at Austin published a report in 2012 titled “Fact-Based Regulation for Environmental Protection in Shale Gas Development.” The authors conducted an exhaustive study of the claims versus the facts, concluding that there is little actual evidence of risk to aquifers: “None of the water well claims involve hydraulic fracturing fluid additives, and none of these constituents has been found by chemical testing of water wells.”
Journalists like Sci-Tech-Today reporter Kevin Begos have also attempted to find evidence supporting the dramatic accounts of health problems stemming from nearby gas wells. Begos tried to find supporting evidence for claims made by environmental groups and Josh Fox, the maker of the antifracking documentary “Gasland,” in a letter to New York Governor Andrew Cuomo. In his July 23, 2012 article investigating the claims, Begos reported that he was unable to get any form of confirmation from researchers at the University of Texas Southwestern Medical Center, the Texas Cancer Registry, or Susan G. Komen for the Cure.
A 2011 study by Duke University concluded: “We found no evidence for contamination of drinking-water samples with deep saline brines or fracturing fluids.” Even environmental groups have come up short of verifying the anti-fracking claims. For example, the Pacific Institute, a nonprofit organization whose stated purpose is to “create a healthier planet and sustainable communities,” tackled the question of fracking’s impact on water resources. Its June 2012 report noted that while there are numerous anecdotal accounts of polluted water sources and/ or adverse health effects caused by suspected fracking pollutants, “Most significantly, a lack of credible and comprehensive data and information is a major impediment to identify or clearly assess the key water-related risks associated with hydraulic fracturing and to develop sound policies to minimize those
Unfortunately, anti-fracking groups persist with their own unsupported claims, hyperbole and outright lies about fracking, while discounting the data from reputable institutions like the University of Texas because of alleged conflicts of interest. “Saudi Americas” a Worthwhile Goal Between the constant threat of disruption due to political unrest and the increasing terrorist attacks on oil infrastructure in the Middle East, the Western hemisphere has all the reason it needs to continue striving toward a goal of independence from oil from the Middle East, if not a goal of becoming the “Saudi Americas.” Continued exploration, investment in improved technologies, and maintaining a strong partnership with old allies and close neighbors will all be key to unlocking that American dream.

We can remain one of the world’s leading importers of foreign oil, or we can make the investments that would allow us to become the world’s leading exporter of renewable energy. We can let climate change continue to go unchecked, or we can help stop it. We can let the jobs of tomorrow be created abroad, or we can create those jobs right here in America and lay the foundation for lasting prosperity.” - President Obama
The administration’s (and ergo the EPA’s) attitude towards the oil industry seems to be thinly veiled contempt. The president pledged to lead our country toward a hydrocarbon-free status albeit he admits it could take decades. The motivation for a hydrocarbon-free goal is pollution. Certainly pollution is a serious health hazard so a hydrocarbon free nation is ideal but only theory. It’s tantamount to saying we want a conflict free society. Great in theory but not realistic. The technology doesn’t exist to accomplish such a goal and it might not ever exist. In the meantime, the oil industry must contend with increasingly difficult environmental regulations. The EPA and its state counterparts have created a maelstrom of regulations affecting the petroleum industry. The regulations raise
energy costs, are difficult to understand and comply with, and their effectiveness at eliminating pollution remains to be seen. We may never be hydrocarbon free, but with effort, we may become pollution free… which is really the point after all. American oil companies have led the world’s energy industry. With the right mindset, these same oil companies can lead the world to a pollution-free energy industry. Some of this nation’s greatest scientists, business people, and innovators are found at oil companies. Today’s political and regulatory threats viewed with a positive mindset, present a challenge for the industry to; instead of facing destruction-byregulation, find opportunity and future growth. The “green” movement is a wave that’s been building for thirty years
With the right mindset, these same oil companies can lead the world to a pollution-free energy industry.

in this country. With the election of the Obama administration, it’s become a tsunami. Is this good or bad? Either way it’s a challenge. U.S. Energy Consumption and Pollution We’ve all heard that the United States represents 4% of the world’s population and consumes 25% of the world’s energy. Reading the popular press, it’s easy to get the impression that the United States is an energy consuming, polluting giant with a small percentage of the world’s population that’s hogging the biggest share of the world’s energy. They would have us believe at the heart of this are oil companies and their “obscene” profits. Do you sometimes begin to feel guilty? Before you renew your Prozac prescription, consider the following: According to the U.S. Central Intelligence Agency, the United States is the third largest population (behind China and India) occupying the fourth largest country by land-mass in the world. The United States occupies 3.71 million square-miles; China, 3.72 million, Canada, 3.85 million, with Russia covering 6.6 million squaremiles. We have a big population living in a large country. It takes a lot of energy to produce goods and services for our quality of life and on behalf of the rest of the world.

World Bank records show the United States easily has the largest economy with a gross domestic product over $14 trillion, dwarfing our nearest rival Japan’s $5 trillion. We export much of what we produce to benefit the rest of the world. The International Monetary Fund ranks the U.S. third in the world for annual exports just slightly behind Germany’s $1.12 trillion and China’s $1.19 trillion. It takes a lot of energy. Many countries actually consume far more energy than the U.S. on a per capita basis. The United States isn’t even ranked in the top-ten. The World Resources Institute says Canada, Iceland, and Norway use more energy per capita than the U.S. It’s not just cold countries with high heating bills either. Trinidad, The Virgin Islands, Kuwait, and Qatar all consume more energy per capita than the U.S. and this is just a partial listing. None of these countries produce even a fraction of the goods that the United States produces and exports for the benefit of the other 96% of the world’s population. Some environmental pundits and some of our leaders would have us believe 4% of the world’s population consuming 25% of the world’s energy is a point of shame. This writer believes it should be a point of pride. The U.S. is 4% of the world’s population working hard to produce for everyone else. It takes a lot of energy. Do we pollute? Yes. Are we the worst? Nowhere near. Yale University and Columbia University have developed what’s called the Environmental Performance Index (EPI). The EPI uses a proximityto-target methodology, which quantitatively tracks national performance on a core set of environmental policy goals. It identifies specific targets and
measures the distance between the target and current national achievement. The EPI provides both an empirical foundation for policy analysis and a context for evaluating performance. The EPI attempts to balance the “humans first” thinking versus the “nature first” thinking so as to rank countries by their respective environmental health and ecosystem vitality. During the Bush administration, of 149 ranked countries in 2008, the United States was ranked 39th best. Far ahead of its industrial peers with the exception of Germany which was only slightly ahead. Under Obama in 2012, the U.S. fell to 49th but still outperformed its industrial peers, with the exception of Germany and Japan. The United Nations in conjunction with Yale University, the Center for International Earth Science Information Network at Columbia University, and the World Economic Forum developed a scoring system called the Human Development Index (HDI) which ranked the world’s greenest nations in 2008. The United States was ranked 23rd greenest out of 141 countries studied. Again the U.S. far outranked all its industrial peers except Germany (ranked 21st). Another aspect of the Human Development Index is a comparative
measure of life expectancy, literacy, education, standards of living, and quality of life for countries worldwide. It is a standard means of measuring well-being, especially child welfare. The United States ranked third in the World behind Norway and Australia which were only hundredths of a point ahead. The Energy Information Administration of the US Department of Energy has yet another scoring device. This score compares air pollution to the size of the economy. It measures a nation’s carbon footprint in terms relative to its gross domestic product. Known as World Carbon Intensity, the United States’ carbon intensity for its economy was higher (ranked worse) than Japan’s and Germany’s. However the U.S. was still in the best 30% worldwide with a .54 ranking; far better than China’s 2.84 or Ukraine’s 7.62. Nearly half the world’s countries scored 1.0 or higher. The United States does pollute and the oil industry is a contributing factor. Pollution isn’t simply a U.S. driven problem; it’s a world problem. The U.S. is already more part of the solution than most of the other 96% of the world’s population despite our “consumption” of 25% of the world’s energy. Given our economic productivity, exports, relative “green” rankings, and favorable carbon footprint; the United States’ “consumption” of 25% of the world’s energy should be viewed more accurately as a utilization of those energy resources for the benefit of the world. Given the Human Development Index rankings, the United States is certainly leading the world on how to use energy to create the highest quality of life for its people.

Environmental Regulations We speak of Obama’s EPA however there’s enough blame and/or credit for everyone. The 1972 Clean Water Act goes back to Nixon. The 1990 Oil Pollution act was passed during Bush senior’s administration. Bush-43 doubled the EPA’s budget during his eight years in office and President Obama doubled their budget yet again during his first eight weeks in office. The green movement is a tsunami. Most of the new EPA regulations directly affecting the oil industry were promulgated during Bush-43’s administration with a Republican congress. Obama’s EPA essentially ratified what had been done before them but is promising to add more. As CEO of the largest environmental engineering firm for the American petroleum industry, I’m in a position to hear the views of many owners and operators regarding environmental regulations. Many owners and operators object to the new regulations even when they agree to the idea of stopping pollution. I think many don’t realize the affect our industry has had on the environment. According to an independent study commissioned by the EPA, there’s been over 50,000 reportable oil spills in the U.S. during the last thirty-years.

Over half came from SPCC regulated facilities. The average spill volume was 5,900 gallons of crude per spill. According to research conducted at the University of Tulsa, one gallon of oil can pollute one-million gallons of water. That means the oil spilled during the last thirty-years is enough to pollute more water than flowed over Niagara Falls during the same time period. That’s a bunch of water. One hundred fifty thousand gallons per-second flow over the falls. Imagine twenty-four tanker trucks full of polluted water going over the falls… each second… for thirty years. The solution is sound environmental policies and best management practices adopted by oil companies. U.S. Vice Admiral James Stockdale, Navy Pilot and POW during Vietnam went on to serve (among many achievements) as president of the Naval War College. He said: “You must never confuse faith that you will prevail in the end – which you can never afford to lose – with the discipline to confront the most brutal facts of your current reality, whatever they might be.” The reality is that some oil companies have polluted, incurring multiple acts by congress and regulators to control the industry as a whole. The likelihood of these regulations ever
abating is extremely low. Recently the EPA has publicly target the petroleum industry by listing it for National Enforcement Initiatives two years in a row. The Future Growing up in the oil industry (my father was an engineer for Phillips for over thirty-years, my grandfather and great grandfather were independent producers), I appreciate the notion of legacy. I hope to leave a legacy for my children in the form of a greenenergy company. We all have that opportunity. Rather than fighting regulation we can embrace change. Many oil companies have actively done so. Some oil companies are developing alternative energy sources. It’s common to find positive statements about environmental stewardship on oil company websites. Just five years ago, this was not the case. Oil companies are perhaps best suited to be the driving force to find a lasting solution to America’s energy and pollution dilemma. Energy, specifically oil, is both a national security and national economic issue. Our industry should continue to press congress for a meaningful national energy policy that encourages domestic production.
The industry will have the strongest voice in congress and among the public when it is (correctly) perceived as helping to keep the environment clean. Turning the track record of the last thirty-years around will take the commitment of every oil company to adopt and comply with the new environmental regulations. Our industry could transform into the green-energy sector of our nation’s economy. We will continue to produce oil for many decades to come and can do so without polluting. The American oil industry has the human, financial, and technological resources to lead our nation and the world in eliminating pollution. The energy industry is the oil company’s rightful legacy. It’s in the oil industry’s enlightened self-interest to claim the green movement. Proactive development of green technology by oil companies will do more to mitigate overregulation than an army of lobbyists fighting the EPA.

Perhaps we can agree that whether natural or manmade, the anthropogenic contribution to climate change will only exacerbate a potentially dangerous situation. We could also agree that pollution in any form is a bad thing. Eliminating pollution (as difficult as that will be) is probably more realistic than creating a hydrocarbon-free nation. Controlling, capturing and utilizing emissions are within our reach. Highly efficient waste-to-energy technology is within our reach. Developing alternative energy technologies is within our reach and indeed within the proper purview of American oil companies. As Admiral Stockdale said, we should “confront the most brutal facts” of our current reality. The future is ours to claim; using oil as our foundation to build legacy green-energy companies for ourselves and future generations.

I hope to leave a legacy for my children in the form of a greenenergy company. We all have that opportunity. Rather than fighting regulation we can embrace change.

FiberFlex-11, leading the fluid transfer industry CFT As A Company Composite Fluid Transfer (CFT) was established in May of 2011 to pursue a solution for industries related to fluid transfer via piping systems. The mission of our venture based in Kilgore, TX is to penetrate existing markets with a superior alternative to both the leak free fluid transfer systems and the conventional, temporary fresh water transfer systems. The initial goal of CFT was to create the largest inside diameter pipe with a working pressure rating of 250 psi while being light enough that a single 30’ joint could easily be carried by two people. The FiberFlex-11® pipe at 4.26 lbs. /ft. is over half the weight of comparable diameter and pressure rated composite and plastic pipe (8.5 – 21.5 lbs. /ft.) The standard length of the FiberFlex-11® pipe is 30 feet. The pipe was specifically designed to be as light weight as possible and to be less than the maximum 140 lbs. that OSHA mandates as the maximum weight for two persons to lift. A 30 ft. section of FiberFlex-11® weighs only 128 lbs. comparable 30 ft. section of 12” HDPE SDR 9 weighs 655 lbs. The light weight pipe enables large cost savings in mobility, installation, and safety costs. The fact that the FiberFlex-11® pipe is designed so that two men in the field can easily lift and carry the pipe avoids the high cost of using large and expensive unloading equipment. Avoiding heavy equipment and using a much lighter product increases safety and minimizes work site reclamation damage costs. Developing the FiberFlex-11® pipe began with proving the concept that winding a thin walled HDPE liner with composite fiberglass tape would produce a lightweight, large diameter fluid transfer system capable of withstanding high pressures. It also needed to be capable of withstanding the rigors of the oilfield water transfer industry and others. Hundreds of hours of ASTM standard burst and cycle testing proved the pressure rating while showing the resilience of the product. Apart from the statistical advantages of this leak-free system, several field tests proved the many real world advantages of FiberFlex11® pipe. Its seamless integration into an
existing water transfer company’s infrastructure is a major advantage saving time and money. Other leak-free systems may require additional costly specialized equipment where FiberFlex-11® can be utilized with any existing water transfer equipment. Existing aluminum pipe trailers and water transfer equipment can be used to transport FiberFlex-11® without the additional expense of extra trailers, tuggers and spooling equipment. This also means lead times for implementing your equipment are lower, repair costs are lower, and employee training is simpler if not already there. From the humble beginnings of wrapping HDPE liner by hand to the design and construction of its full scale manufacturing process, FiberFlex-11® spent its time in the R&D trenches and has developed into an industry revolutionizing product. CFT’s FiberFlex-11® pipe was specifically designed for the sizeable water management market in the oil and gas industry, yet it can be applied to any large diameter fluid transfer market. A key strength of this innovation is the adaptability of the product to market demands, including any fluid transfer markets outside of the oil and gas industry. The FiberFlex-11® system can easily be altered to operate at higher pressures, in tougher environments, with larger diameters or any type of connections. Even though FiberFlex-11® pipe has been fully implemented, this innovation’s concept can continuously evolve. FiberFlex-11 Technology The FiberFlex-11® pipe is a thin wall, large diameter HDPE pipe liner wound and heat consolidated with a high modulus, fiberglass reinforced composite tape. The innovative FiberFlex-11® pipe is a concept that is designed, and manufactured by Composite Fluid Transfer LLC, Kilgore, TX. FiberFlex-11® pipe is a 10.5” ID, 11.1” OD rated at 250 psi (500 psi burst). The composite pipe incorporates Ticona’s CFRTP® Continuous Fiberglass Reinforced HDPE thermoplastic composite tape. The CFR-TP is wound around and heat consolidated by CFT’s proprietary process on to a specially
design, extruded thin wall HDPE thermoplastic liner. The tape winding / consolidation process is proprietary process developed by Composite Fluid Transfer LLC. By consolidating several layers of Ticona’s CFR-TP tape on to the thin wall HDPE pipe, the burst pressure is increased from a mere 50 psi to over 500 psi. The finishing touch to the pipe construction is an outside layer of Valeron’s 20 mil HDPE film. The film acts as the protective abrasion and UV resistant film. The film is typically a tan color to reduce the heat conduction and to blend in naturally to the surroundings. Other colors are available if desired to individually dress up the oil well operation. To enable the pipe service in various market applications, a whole line of connectors, couplings, and valves have been designed to provide the ultimate flexibility in end-use applications.
