FROM the

TOP Patrick Grace, CEO

It’s the season of giving, and OEC employees are out in full force making a difference in the communities we call home. Co-ops are, at their hearts, community-focused organizations. After all, co-ops were founded to satisfy the unmet needs and aspirations of the members we serve. That’s why Concern for Community is one of the seven cooperative principles and one we prioritize at all times of the year, but especially during the holidays. We take part in the Salvation Army Red Kettle campaign, the Citizens Advisory Board Secret Santa program and so many other community holiday events that ensure our neighbors and friends have a great holiday season. You might even see OEC employees working at local nonprofit organizations in your area as part of our EmPowers program, which encourages employees to give their time to those who need it the most. Look for us Dec. 8 in the Norman Christmas Parade and Dec. 15 in the Blanchard parade as we accompany our Live Line high voltage demo decked in lights down Main Street. We enjoy taking part in countless holiday programs that spread holiday cheer and foster the bringing together of our communities. Our OEC Foundation Operation Round Up program supports many of the nonprofit agencies across our service area as they prepare holiday meals and gifts as a way to expand our reach throughout all seven counties in our system. You can read about how Operation Round Up is making a difference each month on page 4. There's a lot to look forward to in 2019, including the continued efforts to bring fiber internet and broadband to your homes. But first, from all of us at OEC, have a happy holiday season and a very Merry Christmas.

ORU funds dental care for 25 Little Axe residents via MobileSmiles

T

he OEC Foundation, Inc. board of directors struck up a unique and much-needed partnership in 2018 with the Central Oklahoma Community Action Agency (COCAA) and Oklahoma Dental Foundation. As a result, it has helped scores of residents across OEC's service area without adequate insurance receive the dental care they need via the MobileSmiles program. In November, 25 Little Axe patients were the latest recipients. "Poor dental health is a precursor to other more serious health problems. But dental care is so expensive that people go without until there is a problem,” said Education and Outreach Coordinator Tory Tedder-Loffland. “Through the Operation Round Up® (ORU) grant funding the MobilesSmiles unit for two days in Little Axe, we provided much needed care valued between $5,988.56 (with SoonerCare) and $17,965.68 (via private pay).” Since sponsoring the first MobileSmiles event in June in partnership with COCAA, ORU grants have funded six MobileSmiles units in Norman and Little Axe with another scheduled in Moore for 2019. Data is still being collected from two units in Lexington. A total of 68 patients have received care thanks to $6,000 in donations from the OEC Foundation. That $6,000 has covered dental costs that would range from $45,000 to $60,000 at a private practice. "Because of the generosity of 85 percent of OEC's members, these types of events can take place that have a large impact in our communities," said Tedder-Loffland. ORU contributions are tax deductible. Look on your December statement for your total 2018 contribution. Additional contributions can be made by addressing a check to OEC Foundation. You will receive a receipt validating your tax-deductible contribution. [3016421733] Applications — individual and organizational — are available at www.okcoop. org/ORU. At press time, the date of the next meeting and application deadline have not been announced. Visit www.okcoop.org/ORU in the coming days or contact Tory at ORU@okcoop.org if you have questions about the application process or the ORU program.

WFEC GENERATION REPORT

Employees complete leadership and development class

RE

en OEC employees recently completed the Employee Development and Leadership Program (EDLP) — the third class of employees to do so. EDLP — championed by OEC's board of trustees since its creation in 2014 — is intended to expand employees' working knowledge of all facets of the co-op, not just the areas in which they work on a daily basis, all in an effort to better serve our members. Spanning two years, the program consisted of classroom courses, the reading of leadership and development books, job shadowing, volunteer work, touring other cooperatives, giving a presentation and more. "I'm proud to see another dedicated group of employees not only finish this program, but help shape what it has become," said CEO Patrick Grace, whose vision for the cooperative led to the program's creation. Eighty-two of OEC's 153 employees have either completed the program or are in the process of completing it.

Western Farmers Electric Cooperative (WFEC), OEC's wholesale generation and transmission power provider, has an impressive renewable portfolio that includes wind, hydro and — recently added — solar. OEC's Solar Garden, located at Interstate 35 and Highway 77 in Norman, began producing power in February 2017, and Tuttle's 40-acre Solar Farm began operation in March 2017. As more solar facilities come online, expect to see it added to WFEC's generation report, increasing the already robust mix of renewable energy sources.

Data collected from Western Farmers Electric Cooperative reflects generation during September 2018.

To view real-time generation output and environmental benefits of OEC's Solar Garden, visit www.okcoop.org/solar. 2018 Employee Development & Leadership Program graduates, left to right, Buddy Byrd, Shawn McElhiney, Kenny Bruehl, Kolton Howry, Candace Schmidlkofer, Keela Clark, Chelle Danner, Daniel Lofland, Erin McKnight and Weston Powell (not pictured).

Summer rate decrease, service availability charge increase effective Jan. 1

A

s part of an ongoing effort to better reflect OEC's true cost of providing electric service to our 55,000 accounts, the service availability charge will increase from 83¢ to 90¢ per day, effective Jan. 1, 2019 — or $27 on a 30-day electric bill. The good news? Another part of the electric rate will decrease. "According to a cost of service study completed two years ago, our service availability charge should be about $53 per month, or about $1.77 per day," said CEO Patrick Grace. "When the increase takes effect, it will be 90¢, which is about half what it should be." WHY DOES THE SERVICE AVAILABILITY CHARGE CONTINUE TO INCREASE? The service availability charge is a fixed daily cost. Theoretically, it should consist of OEC's fixed costs, but the reality is quite different. Almost all of OEC’s operating costs are fixed. Whether a member uses one kilowatt hour (kWh) per month or 1,000 kWhs, the same amount of infrastructure and materials are needed to provide electricity. In addition, linemen, bucket trucks and maintenance dollars are needed on a daily basis to ensure that infrastructure operates reliably and efficiently, which can be difficult in unpredictable Oklahoma weather. [5927100101] These are all fixed costs for OEC and, again, are all needed no matter how many kilowatt hours our members use. “Electric consumers in general believe we should pay only for what we use,” Grace continued. “It takes a very big investment to provide electricity, but our rates do not currently reflect that.” WILL PART OF THE RATE DECREASE? In order to keep the rate adjustment from being a rate increase, an area of OEC’s residential rate will be reduced. During the summer months, the on-peak and off-peak energy charges will decrease from 25.6688¢ to 24¢ and 10.2688¢ to 9.8688¢ per kWh, respectively. Onpeak rates occur on weekdays from June 1 to Aug. 31 from 3 to 7 p.m. Energy used during off-peak hours on June bills will continue to reflect the shoulder rate cost of 11.5252¢ per kWh, while off-peak electricity use on July, August and September statements will be billed at the new summer off-peak rate of 9.8688¢ per kWh. The small commercial rate is set to change slightly, as well. Check www.okcoop.org/rates for details. It’s important to remember — like all products, goods and services — costs will continue to rise: production costs, delivery costs, materials and maintenance costs, etc. OEC continually evaluates all options and works hard to ensure members are paying a fair and reasonable price for their electricity. Visit www.okcoop.org to learn about ways you can save on your electric bill throughout the year — you might even qualify for a free energy audit!

PRESSURE COOKER PORK CHOPS & GRAVY

1 tablespoon avocado oil, or more as needed 5 bone-in pork chops, trimmed of fat 1/4 teaspoon ground black pepper 1 large clove garlic, finely chopped 1/4 cup dry white wine 1 1/4 cups water

1 (10.75 ounce) can condensed cream of mushroom soup 1/4 cup water 2 tablespoons all-purpose flour 1 teaspoon low-sodium soy sauce

Heat oil in the pot of an electric pressure cooker (such as Instant Pot®) set on the Saute function. Season pork chops with black pepper. Cook 2 to 3 chops in the hot oil, flipping halfway, until browned, 7 to 8 minutes. Move to a plate; sear the remaining chops and place on a plate. Add garlic to the pot and cook until just fragrant, about 30 seconds. Deglaze the bottom of the pot with wine, scraping up any browned bits. Simmer until sauce is reduced by half, 5 to 7 minutes. Stir mushroom soup and 1 1/4 cup water into the pot with the sauce. Simmer until smooth, about 3 minutes. Add the seared pork chops and turn to coat. Close and lock the lid. Select high pressure according to manufacturer's instructions; set timer for 18 minutes. Allow 10 to 15 minutes for pressure to build. Release pressure using the natural-release method according to manufacturer's instructions, about 10 minutes. Remove chops from the pot. Mix 1/4 cup water and flour together; add slurry to the pot. Select Saute function and cook until gravy is thickened, about 3 minutes. Add soy sauce and stir well. Return chops to the pot and turn to coat. Recipe and photo courtesy of Bren at AllRecipes.com

OEC Fiber: Getting in the Zone

I

f you've been following OEC's journey into fiber and broadband, you know 2018 has been a year of planning and construction. Our efforts to connect all of our electric substations to the fiber network are almost complete, which means we are getting closer to offering members access to reliable high-speed internet. As you are all familiar, we have built Fiber Huts at each electric substation, connected each Fiber Hut with our Fiber Rings and have nearly finished construction of these main lines in order to branch out to offer services to all of OEC’s service territory. All of this has happened since April, 2018 — just eight short months. This has been a lot of ground to cover, but we are looking forward to 2019 and beyond. We are working hard to begin offering services to certain parts of our territory, which will be divided into smaller Fiber Zones, in the coming year. This will be an ongoing process full of variables, which we are fine-tuning each and every day. Our Fiber Zones will be live on our website soon and allow us to communicate our progress for your specific location as we get to it. All you’ll need to do is visit www.OECFiber.com and enter your address to learn about our progress specific to your location. We will continue to communicate major updates as we have them and cannot wait to begin connecting subscribers to our system. In short, 2018 was a year packed full of construction whereas 2019 will be a year with both construction and connecting subscribers. Thank you for your patience and support as we continue to build out our network and take high-speed fiber where no one else will!

DID YOU KNOW?

Once the entire fiber system build-out is complete in five to seven years — if stretched out end-to-end — it will be long enough to span from Oklahoma City to Athens, Greece.
