Objective Objective:
The Diploma Certificate Program on Energy Development and Social Inclusion will be carried out between OLADE and the University of Technology of Jamaica, whose aim is to improve knowledge on social, economic, environmental and legal aspects related to energy development and effectively address them through energy governance. The Diploma Certificate Program will be taught in English for 6 weeks at the campus of the University of Technology of Jamaica, from October 5th to November 13th, 2015, Monday through Friday, between the hours of 8:00 a.m. to 1:00 p.m. (Jamaica time).
Target Audience Target Audience:
The Program is aimed primarily at officials of the Ministries and Secretaries of Energy of the Caribbean, but it can also be attended by officials from other Member Countries of OLADE who are interested. Professionals from public institutions not related to the energy field, private companies, universities, associations, international organizations and other private stakeholders in the energy sector are also invited to be part of the program. For this group, the cost of the Diploma Certificate Program is USD 12.000. This amount includes the cost of airfare, lodging, meals, travel insurance and academic credits.
A detailed description of the courses and their specific content will be provided. Each course will have 50 hours of classroom work.
First Course Modules I and II: Energy - Society & Sociology of Socio-environmental Conflict These modules will show an understanding of the types of energy, their interaction with environmental problems and their impact on social dynamics. It also includes a discussion on the availability of energy in rural areas with case studies (social projects). The issue of socio-environmental conflicts that are currently being generated around energy projects will be addressed. A comparative perspective will be developed considering the contributions given by political science and sociology of social movements and the environment, encompassing theories of conflict management and raising questions about the constitution of actors, the dynamics of the conflict, the role of the States, trading strategies and search for solutions, the weight of legal frameworks, the legitimacy of the rules and procedures, efficiency or effectiveness political systems to regulate social conflict, and the institutionalization of such conflicts to ensure a democratic treatment.

Dr. Noel Brown Dr Noel Brown has been employed to the University of Technology, Jamaica for twenty years. He is currently an Associate Professor and holds the post of Head of the School of Engineering at the University of Technology, J amaica. Dr. Brown has conducted a number of Numerical and Experimental Analysis and has authored, co-authored and published over 15 Peer Reviewed Journal and Conference Papers. His areas of expertise would include Heat and Mass Transfer, Fluid Flow, Energy Storage, Renewable Energy, Electrohydrodynamic and the Cooling of Electronic Components in the Aircraft Industry. His consultancies would include the Institutionalization of Energy Efficiency in Latin America and the Caribbean through Energy Audit Training Programme and the Efficiency Lighting Project under the Latin American and the Caribbean Energy Efficiency Programme (PALACEE). The HCFC Phase Out Management Plan (HPMP) Implementation Project (UNEP Component), Revision of the National Halon Inventory in Support of the Caribbean Halon Project, Training of Trainers and Technicians in Good Practices in Recovery and Recycling of Chlorofluorocarbon Refrigerants (CFC’s), Monitoring of Jamaica’s Terminal Phase out Management Plan for Chlorofluorocarbons.
Oneil Josephs MSc, PE. Oneil Josephs is Lecturer in Engineering at the University of Technology, Jamaica (UTech) where he specializes in Industrial Engineering. He heads the Department’s Lean Enterprise Research Group (LERG) with responsibility for providing third party support to industry in the use of Lean Manufacturing tools to improve efficiency and productivity in operations and to use findings of such to contribute to a body of research in the area of Lean. Oneil is a graduate of the University of Nottingham, UK where he completed his MSc in Manufacturing Systems and research thesis (at Rolls Royce, UK – aero engine manufacturer) in the use of Lean methodology in the design and development of a manufacturing facility. Oneil’s research activities continue to evolve and to date he has made several conference presentations in the area of manufacturing and Cooperative Education. He is an appointed member of UTech’s Academic Board and represents the University as an Associate Member of the Jamaica Manufacturers’ Associations. He is registered with the Jamaica Professional Engineering Registry Board and a former member of the Institute of Industrial Engineers of the United States.

Module III: Global Environmental Governance The module aims to open a debate on global strategic issues in the extraction of hydrocarbons and management of social dimensions in oil and gas activity.
Module IV and V: Economic and social realities of the energy chain - Social Inclusion in the Energy Regulation The course aims to make the description of the main characteristics of energy and economic subsectors from energy supply and demand point of view, establishing economic and social problems at different stages of the energy chain.

Oral Rainford Twenty (20) years at senior levels in Jamaica’s minerals, energy, education and sustainable development sectors. Extensive experience in infusing sustainable development into the minerals and energy sectors, planning and leading mineral development activities, policy and programme development, mining operations, strategic and corporate planning, monitoring and evaluation, and conducting mining and adult education.

Selection of Students
The selection of awardees will be funded by OLADE. They nevertheless, must meet the minimum requirements set by the UTECH admision policies to participate in a post-graduate course, that is to have university bachelor degree and submit the corresponding supporting documentation required by The University Of Technology, Jamaica (UTECH)
Scholarships Scholarships
The Diploma Certificate Program will be financed by the Canadian Cooperation, who will cover the costs of: airfare, travel insurance, credits, food and lodging during the course of the Diploma in Jamaica. There is a scholarship available to each OLADEâ&#x20AC;&#x2122;s Caribbean Member Country. The selection criteria to be applied for the selection of applicants are: Prerequisites for Applicants 1. Belong to one of the following countries: Barbados, Grenada, Trinidad and Tobago, Guyana, Haiti, Belize, Suriname, and Jamaica. 2. To have a bachelor degree. 3. English language proficiency. Applicants Documentation 1. Education background related to the energy sector 2. Specific expertise in areas related to social, economic, environmental and legal areas of the energy sector 3. Applicability of the Diploma in your current job. Registration Participants can register for the Diploma Certificate Program through the Virtual Classroom platform which is in the following link: http://elearning.olade.org/. If the participant already has an account, he/she must enter their username and password. New users will have to fill out a registration form. Virtual Classroom Virtual Classroom
It is the virtual site where the academic material of the Diploma Certificate Program is available to the participants. The presentations, forums, paperwork and final monographs are part of the academic material used by the Instructor in the sessions. Graduate Certificate
The Participant who fully culminates the Diploma Certificate Program will be granted the certificate if he/she meets the following requirements: • Completion of tasks, with an average grade of at least 8 points. • Final project • The average grade for the completion of tasks and Final project must be at least 8 points. The participant will receive a Diploma certificate endorsed by OLADE and the University of Technology of Jamaica.
