The Government of Indonesia is honored to host the Asia Pacific Leaders Forum on Open Government (APLF) on 14 December 2017 in Jakarta, Indonesia. This circular provides an overview of the administrative arrangements and general information for the aforementioned forum. 1. Activities and Venue The APLF 2017 will be held at:

2. Registration and Accreditation a. Registration -- Seating capacity at APLF 2017 is limited, therefore we strongly sugges that every participant complete the registration process before 24 November 2017. -- For security purposes, all participants are requested to register online through the following link: regaplf.opengovindonesia.org. Each participant is given unique access key to register. Each unique access key will only be valid for 1 (one) person. Shall you need to register more than one participant, please request additional access key(s) through our email at:
regaplf.opengovindonesia.org with details about your organization and the individuals you want to add into the list of participants. Please cite an explanation as to why there is a need for additional participant(s). -- To complete the registration form, please note that it will require you to upload a colored headshot or passport-style photograph with maximum size of 500 kb in JPG/PNG file.

b. Accreditation Identification badge will serve as entry access to venue for the participants. The time and venue for badge collection for participants will be as follows:
Time 13 December 2017, from 0900 to 2000hrs (GMT+7) 14 December 2017, from 0700 to 0800hrs (GMT+7)
Venue Hotel Borobudur, Jakarta (Information on the accreditation site will be made available at the hotel upon entrance) To obtain badge at the accreditation site, delegates will be required to show: a. Passport or National ID card (KTP/SIM/KITAS) for Indonesian nationality/resident; and b. Barcode received as confirmation upon online registration. Badge collection must be done in person. If participants are unable to collect identification badge in person, it may be authorized to another person to collect it on their behalf. Please notify the registration officer through email at:

4. Media A Media Corner will be established at Hotel Borobudur 3 rd floor, in order to facilitate the work of journalists accredited to cover the meetings. For more information, please contact::

5. General Security Arrangements To provide the adequate security throughout the meetings, various levels of security check and screening will be implemented at the venue. Security checks consist of visual verification of Forum Passes, electronic (X-Ray) or physical search of belongings, and walk-through metal detectors. When necessary, individuals may be subjected to a physical search. Participants are advised to arrive early to allow time for security checks. All vehicles will have to go through screening process, and are allocated to park at main parking lot, except VIP or VVIP guests’ vehicles..
6. Visa to Indonesia a. All journalists are required to apply visa through Indonesian missions abroad. b. Participants are expected to check Indonesia’s visa requirements and responsible to ensure appropriateness of the visa to enter the country. Please make sure to apply for visa in due time. c. Foreign passport holders entering Indonesia must possess a passport that is valid for a minimum of six (6) months from the date of entry with sufficient page for visa stamps. d. Since April 2016, the following 169 countries/special regions citizen do not require a visa to enter Indonesia for the purposes of: Government Meeting, Education, Socio-cultural, Tourist, Business, and Family Visit, up to 30 (thirty) days and non-extendable. f. Visa on Arrival (VOA) facility is processed and issued on arrival at Soekarno- Hatta International Airport, Jakarta, for a visit not exceeding 30 (thirty) days and can be extended once. VOA is issued for the holders of ordinary, diplomatic, and service passports of certain countries. Participants need to present return tickets when applying for this visa. service charge is included in the airline tickets. There will be no shuttle services provided from and to the airport. Participants can use airport taxi directly to the hotel. It costs around USD 18 / IDR 250,000 to ride from the airport to Central Jakarta area. For assistance, please contact APLF 2017 Information/Hospitality Desk at the airport.airport.
8. Firearm and Radio Clearance a. Clearance of Firearms and Ammunition -- Security officers who provide protective security for Heads of State/Government and Ministers by carrying firearm must have permit for the firearm they carry into Indonesia. -- To process the issuance of the permit, the Ministry of Foreign Affairs of the Republic of Indonesia needs to receive a Note Verbale informing identity of security officers (name, place/date of birth, rank/position, passport number), flight itinerary (arrival and departure schedule of the security officers) and the firearms they are going to carry (type, brand, serial number, caliber of firearms and total ammunitions). -- The Note Verbale should be sent to the Directorate of Diplomatic Facilities, Ministry of Foreign Affairs of the Republic of Indonesia through email to:

-- Personal security officers carrying firearms in Indonesia should comply with the guidance given by the Indonesian Security Officers. They shall not display their firearms in public and shall not use them arbitrarily. They are not allowed to carry their firearms in the conference room. -- Personnel carrying firearms must declare their weapons to Customs Officers at their point of entry to Indonesia, together with the permit.
b. 9. Meeting Venue and Facilities All meetings will be conducted mostly in English. However, Simultaneous Interpreter System for those in need of Indonesian/English interpretation will be available. Wi-Fi service is available for free throughout the venue.
10. Dress Code During the forum, the attire will be Business Attire/Batik.
11. General Information a. Mobile Communication Most GSM cellular phones are compatible with local GSM SIM cards. Vendors that sell GSM SIM Cards as well as recharge credits (pulsa) for local GSM numbers are located
throughout Jakarta. You can also find GSM vendors at the airport. The shop service includes local GSM SIM cards purchase and registration for cellular phone approximately cost USD 8 or IDR 100,000.
b. Currency Exchange The exchange rate for Indonesian Rupiah (IDR) normally fluctuates between IDR 13,000 – 14,000 per 1 USD.
c. Climate and Weather Jakarta has a tropical climate with temperature average around 32o C / 89o F and high
chance of rain.
