SUSTAINING TRANSPARENT & PARTICIPATORY BUDGETING PROCESSES Yearly conduct of Budget Forum with private sector & civil society
The forum provides the avenue for civil society to propose programs to be supported/funded. Conduct of budget hearings is transparent and participatory.
Offices, agencies, and organizations report accomplishments vis-à-vis targets, budget utilization (‘burn rates’) and present proposed programs, projects and activities and budgets for the ensuing year.
Public access to vital financial information is institutionalized to promote public engagement and transparency in project implementation and budget utilization through online/ electronic systems.
RESPONSIVE POLICIES AND LAWS THROUGH OPEN LEGISLATION Institutionalization of Open Local Legislative Processes (Open Legislation Platform through Social Media) The Sangguniang Panlalawigan passed Resolution No. 2017-533 to Further Explore Mechanisms for Open Legislation. This provides an alternative platform for the citizens to be engaged in the local legislation process to supplement already existing offline legislative avenues, such as committee hearings and public assemblies.
Bohol Sangguniang Panlalawigan (Open Legislation) Facebook page is open to the public through the internet. On this page, the public can comment on existing legislation and make suggestions for proposed ordinances and other measures for consideration by the Sangguniang Panlalawigan.
At the end of the day, we focus on outcomes: have we succeeded in improving the welfare of our constituent Boholanos through open governance and shared leadership?
Decreasing Poverty Incidence of Families
Poverty incidence among families consistently decreased in the past 15 years, marking a significant reduction by 28.5% percentage points. In 2015, Bohol’s poverty incidence is lower than the regional average of 23.6%.
Increasing Employment Rate Employment rate at 96.3% (October 2016), higher than the national average of 95% and regional average of 94.9% for the same period.
