Just recently, a gentleman called the Oregon City Chamber office to let us know how much he and his wife enjoyed reading the last issue of Oregon City Around Town. They were getting their car serviced at a local dealership and picked up our magazine while waiting. In fact, they appreciated it so much that they asked if we could mail the next issue to their home in Happy Valley! Due to a chance encounter, our lifestyle magazine is connecting people from beyond our city limits with our great shops, knowledgeable business people and unique character of Oregon City.

With nicer weather comes the desire to take a break and get away from it all. When I first moved to Oregon City, I knew it was an ideal location. A short trip and you are in Portland where “exciting” things are available to see and do. Easy access to I-205 allows a quick getaway to the beach or the mountains. Wait! I have a different plan for this year’s vacation time. I am going to take a vacation right here in Oregon City. My life is busy. Travel to work… travel home from work… Travel to kids sporting events or school activities… Travel to doctor appointments… Travel to the store for food… With all that travelling, I have no desire to “travel” for my vacation. Travelling for vacation includes other hassles 4

and expenses. There are flights to arrange or vehicles to service, suitcases to pack, itineraries to plan, lodging arrangements to make. By the time I get to my destination, I am exhausted. This year I am going to give myself permission to not stress out about my vacation. My family and I will spend time together exploring Oregon City. We will take walks around town, through Hopkins Demonstration Forest, and around the campus of Clackamas Community College. We will find art in obvious and hidden places. We will learn about the murals in town and the historic homes. We will take time to explore McLoughlin House, Stevens-Crawford Heritage House, Rose Farm, the Museum of the Oregon Territory, and the exhibits

at the End of the Oregon Trail Visitors Center. We will do it on our time and not with the rush of a school field trip. We will ride the Municipal Elevator and walk the Promenade to the Willamette Falls overlook. There are 28 parks in Oregon City! We will play tennis, basketball, soccer, and softball. We will throw footballs and frisbees and have a picnic. We will play at the spray park and on playgrounds. We will lay on the grass in the sun and read books. We will eat out at various restaurants with choices of Italian at Bugatti’s; Mexican at Super Torta; pizza at Jimmy O’s; sandwiches at Caufield House and Singer Hill Café; pub food at Midway Historic Public House


KeepingItLocal and Highcliffe; and enjoy dinner at The Verdict and the Rivershore Bar & Grill. We can relax over coffee and hot cocoa at Coffee Rush and Big Dog Coffee. I want to taste the new wines at Christopher Bridge Cellars and King’s Raven Winery. Every vacation must include shopping. We will buy books at the Friends of the Oregon City Library Book Store, ornaments and stuffed animals at Christmas at the Zoo, jewelry and greeting cards at My Mother Knows, cupcakes at Wrightberry’s, flowers at Forté Floral Artistry, gardening supplies at Wilco and Coastal Farm Stores, and home improvement supplies at Home Depot. Gardening and home improvement supplies? Why? We will also take time to get some projects done around the house. We have wanted to redo the flower beds in the front of our house, fix the leaky faucet in the bathroom,

The building boasts vaulted ceilings and large windows overlooking the serene forest setting. During your meeting, you can enjoy a walk on one of the 5-miles of hiking trails that crisscross the property.There you may catch a glimpse of deer, birds, and a variety of plant life.

When we want more physical activity, we can play golf at Oregon City Golf Club and Stone Creek Golf Club. My family also enjoys the miniature golf course at Sah-Hah-Lee Golf Course. Before we go for a bike ride, we will get our bikes serviced at First City Cycles and it just so happens that my son has outgrown his child-size bike. We will go swimming at the Oregon City Municipal Pool. It is always fun to spend a night or two in a hotel. There are two great hotels with riverfront rooms. The Best Western Rivershore is on the banks of the Willamette. We can watch boaters and water skiers or the twinkle of the night lights of Oregon City on the river. Oxford Suites overlooks the Clackamas River and has a wonderful

pool and spa. Maybe we will take the kids or maybe my husband and I will have a romantic night away. We will catch a theatrical show by Clackamas Repertory Theatre or New Century Players or perhaps a Willamette Falls Symphony performance. At the end of my vacation, I will be rested and relaxed. I will have accomplished some things on my to-do list around my house. I will have gotten to know more about my city and the place I call home. I will have saved some money on travel expenses. The money I did spend will stay right here in Oregon City. The businesses I visited and activities I enjoyed provided income for my friends and neighbors. I will have demonstrated that Oregon City is a great place to spend your vacation. Maybe I will see you around town. I will have time to stop and visit. I hope you will too. z

Five great walks around Oregon City By Tamara Muldoon

There is nothing like a stroll in the fresh air to lift your spirits and boost your energy level. Oregon City boasts many fine parks and recreation areas that are ideal for taking a walk, and which offer scenic views or other interesting attractions. Here are five local walking routes which may entice you to get out and explore our community on foot.

Difficulty Ratings Downtown Riverfront – Easy, but with some stairs. Use caution along highway. Clackamas River Trail – Easy. Good for families with children. Waterboard Park – Moderate. Downtown Riverfront

Clackamas River Trail

Begin at Jon Storm Park, where a floating dock provides a close-up view of the Willamette River. Follow the access road past Sportcraft Marina; then, take the stairway of basalt boulders up to the sidewalk along Hwy. 99E. Continuing toward Downtown, enjoy the ever-changing view of the Oregon City Arch Bridge and river below. Pause at the Willamette Falls viewpoint where the road curves away from the river, and don’t miss the historic interpretive plaques there.

The one-mile Clackamas River Trail skirts Clackamette Cove and leads to a pedestrian footbridge over the Clackamas River, connecting Oregon City to the neighboring community of Gladstone. To find the parking area for the trailhead, drive eastward along Main Street from Downtown to about 100 yards beyond the I-205 underpass.

Cross 99E at the light and continue your stroll back along Main St. Enjoy window shopping, or browse in some of the unique shops. You’ll find plenty of restaurants and places to stop for refreshments. At 12th Street, go left one block to the stoplight and cross 99E again. Then, retrace your steps back to the beginning.

This mostly-level paved pathway is suitable for baby strollers as well as walkers and runners. Picnic tables overlooking the Cove invite you to stay awhile. Unimproved trails lead down to the river where you can go wading or swimming during hot weather. Caution: the water in the river is very cold even during the heat of summer and you swim at your own risk.


ExploreOC Waterboard Park Waterboard Park offers a pleasant walk beneath a canopy of native trees, surrounded by ferns and the amorphous shapes of ivy-covered boulders. The abandoned roadway that bisects the park begins at the Armory parking lot located at the west end of John Adams Street. The pavement has fractured in places due to earth movement, requiring caution in those areas. The gradual uphill climb leads to an overlook at the end of Promontory Avenue, providing panoramic views of Oregon City and the Willamette River. On clear days you can see Portland skyscrapers as well as Mt. St. Helens and Mt. Adams. Return the way you came, or continue on the trail past homes fronting the hilltop. This trail descends a wooded slope to emerge at the intersections of 5th and JQ Adams St. Left turns on 5th and again on John Adams St. take you back to your starting point. The entire loop takes about one hour, not including time to admire the view at the top.

Hillendale Park This pastoral 16-acre park has paved walking paths with strategically-located benches. The combination of shade trees, open grass, and two children’s play areas along with a stream and pond makes this an attractive outing for families with

children. The mostly-level pathways form several interconnecting loops, making it possible to explore the park without much backtracking. Hillendale Park is located along Clairmont Way, in the Hilltop area of Oregon City. Restroom facilities and a picnic shelter are adjacent to the parking area.

Hopkins Demonstration Forest Just ten miles from downtown Oregon City is the Hopkins Demonstration Forest, offering over five miles of hiking trails along with picnic facilities amid a 140acre forest. Enjoy the sights and sounds

of nature as you hike on the intersecting network of trails and unimproved roads in this privately-owned woodland that is open to the public. Hopkins Demonstration Forest is owned and managed by Forests Forever, a nonprofit group that uses the facility to help educate the public on sustainable forestry practices. Eat your landscape

Ahh, spring. Although the snow still sparkles winter white on Mt. Hood, the daffodils and crocus remind us that the summer gardening season is just around the corner. If you haven’t considered adding edible plants to your landscape, there’s no better time than now to start an edible makeover. Edible landscape plants invite participation in a landscape beyond the hum-drum mow, blow and go. Enjoy eating fresh cut asparagus in the early summer, and then watch as it grows to provide a long lasting and beautiful backdrop to a perennial flower bed. On the way to the mailbox, grab a handful of blueberries to nibble. Or, take a trip out to the garden to snip some chives for that perfect potato salad, and then marvel at the bee-attracting power of their blossoms. Edible landscaping doesn’t have to mean hours and hours of additional time in the yard each season, but it can if you want, and that’s part of

the fun. A little planning and research up front will go a long way toward making sure results meet your expectations. Here’s a few quick tips to get you started. • If you aren’t sure your soil is safe for growing food plants, get it tested by the folks at Specialty Analytical in Clackamas. • Start small. Before purchasing a home

Hurrah! You made the decision to purchase a home. This is such an exciting event. It is still the American Dream to have a place to call home and add your personal touches. When looking for your home, there are many things to consider!

Size You need to decide what size home you want. Is there just one person or a growing family? Maybe an extended family is on the way and you need separate living quarters. Do you need a family room and living room or will a great room meet your needs?

Condition This is an important consideration. Do you want to move into a home ready to go or are you willing to consider one that needs some TLC? What is the quality of construction? For instance, is the exterior siding in good condition? How old is the roof and is the roof clean of moss and debris? Has the owner maintained the home in good condition?

Mechanical Updates Check the systems of the home — electrical, plumbing, heating and air conditioning. If the home is older, has the electrical box been updated? Can the electrical take care of all the needs of today’s lifestyle? It is also a good idea to have a sewer scope. Have the sewer line from the house to the street tested to make sure it is functioning properly.

Location Is the home convenient to work? How long will it take you to commute or is the home near public transportation? Maybe you work from home and you need to look for a quiet neighborhood. Possibly providing daycare is in the picture and need easy access for parents to quickly drop off their children and continue on to work. Is the home near shopping, schools, recreation activities, parks, church, theaters

and the library? If you need medical care, can you get there quickly?

Lifestyle If you would like to bike to work can you do it easily? Do you want to live in a condo with a room at the condominium complex just for bike repairs? In addition, yard work may not be something you want to do at the moment. Do you like the idea of walking out your front door and down the block to meet your friends at your favorite local coffee shop or theater? Urban living may be for you. Country living could be your desire. You may want a quiet retreat. Riding horses, gardening and becoming more self-sustaining may be a lifelong dream.

Price The price of the home is an important factor. Talk to a lender before searching for a home. Find out the price range you can purchase. You want to look at homes where the price makes you comfortable with the monthly mortgage payment. It seems there are more questions than answers. Take a personal survey and consider the topics listed above and other areas that may be unique to your needs. Know your boundaries By J.H. Greenman Haner, Ross & Sporseen, P.C.

Installing a fence is a common way landowners/homeowners mark their property. Occasionally, the desire for a straight fence does not correspond with the actual property line. This can result in expensive complications when that property is for sale or ready for development. Several years ago we were retained by a client who wanted to create a subdivision in southeast Portland. When the title company had completed their work and a legal description was included in the title report, we proceeded with the next step. A boundary survey of the properties was to be included in the subdivision. During the course of our field work, we found a fence and three property corners along one of the boundaries that seemed to overlap onto the property we were surveying. The overlap amounted to a thin triangle, two and a half feet wide at its widest extent by over five hundred feet long. While such a discrepancy does not always create a problem, in this case it did. Factors such as minimum lot size, building footprint set-backs, road and easement right of ways all served to make every square foot valuable and necessary. The rub came when the title company, made aware of the issue by what was shown on our boundary survey, refused to insure title to the bounds of their legal description. They would only insure title to a boundary alignment agreed upon by the property owners adjacent to the overlap.

Because our client wanted and needed to move ahead with the development and because the other party was under no pressure to agree, the best course for our client was to give up the triangle. It was likely our client would have been able to keep the overlap had the matter been challenged in court, but, in the end, the legal challenge would have been more expensive. While relinquishing the overlapping property was costly to our client, it permitted the project to go forward without a more costly delay.

Why refinance?

As it turns out, many people who think they should refinance really shouldn’t; and many who should, don’t or can’t. The question homeowners should ask themselves is, “Does refinancing make sense and will we benefit?” Unfortunately there is no simple answer to that simple question. The answer depends on the current situation, which includes current interest rate, remaining loan term, type of loan, value of the home, short and long term plans for the home and many more unique factors. The most common reason to refinance is lowering the monthly payment. Keeping in mind that there is cost to obtaining a new mortgage, the industry rule of thumb is, “If the cost of the refinance is recaptured in three years or less by the reduction in payment, it makes sense.” However, several other factors should be

considered: how long do you plan to own the home? Would a 20 year or a 15 year loan term make more sense? Should you get something other than a fixed rate? Should you pay the closing costs up front, add them back to the new loan or have the lender pay them by accepting a somewhat higher-than-market interest rate? These are questions for the most common scenario. What is YOUR situation? Do you have a rate over 5%? Do you have a second mortgage (HELOC)? Do you want to pay off your home more quickly? Do you have an FHA, Federal VA or USDA loan? There are streamlined programs available for these. Do you plan to sell in a few years but still want to take advantage of today’s low rates? Do you plan on turning your current home into a rental at some point?

The best way to determine whether refinancing is right for you is to speak with a mortgage loan officer. There is very little or no cost and minimal paperwork needed. It could be very worthwhile: on a $200,000 loan, lowering the rate from 6% to 4% reduces the monthly payment $244.27! Voters asked to tackle water issue in May election By Amber Holveck, Executive Director Oregon City Chamber of Commerce

A safe, clean water distribution system is paramount to the health, livability and success of a community. Oregon City residents and water rate payers have access to a safe, clean water supply 24 hours a day and 365 days a year, available almost instantly! Water keeps our bodies hydrated, our bodies and homes clean, our landscapes healthy, and our businesses producing. Suffice it to say, water is extremely important and for the most part, people may take for granted this incredible resource. More to the point, however, is taking for granted the infrastructure that gets the water from the river, to the treatment facility, to the reservoirs, through pumps and miles of pipes and finally into our homes and businesses. Oregon City’s water system has been serving its residents for over 100 years, and yes, some of our pipes are nearly 100 years old. Old pipes corrode, creating discolored water which is still safe to drink but certainly does not appear clean. Corrosion also disrupts the flow of water through these pipes and diminishes water flow for fire fighting. Throughout Oregon City there are 154 miles of water pipes and our City’s Water System Master Plan recommends that two miles of pipe are replaced every year to stay ahead of pipe failures – replacing two miles of pipe is estimated to cost $2.3 million per year. Old, corroded pipes are replaced with durable, long-lasting pipes.

This issue is in the spotlight because in 1996, voters were concerned about rising water rates and approved a City Charter Amendment that would return water rates to 1994 levels, hence the terms “rollback” or “setback.” In this same 1996 effort, the City Commission’s authority to increase water rates was limited to no more than 3% per year, regardless of the operation and maintenance costs and system replacement needs. So, under the existing City Charter, even in the case of a water emergency, the City would have to seek approval from the voters

to raise rates more than 3%. The “rollback” to 1994 water rates didn’t go into effect immediately because the City had already borrowed money to pay for water system improvements and was obligated to pay back those loans. Without a successful vote to change the City’s Charter, in 2014, those loans will be repaid and the water rates will return to near 1994 levels. At those reduced rates the City would lose the small amount of pipe replacement funding and significantly reduce operation and maintenance of Oregon City’s water system.

This issue has been researched, contemplated and discussed for several years, engaging citizens via work groups, phone surveys, online surveys, and at community meetings. Recently the Oregon City Commission approved a ballot measure to ask voters to overturn the section of the City’s Charter that would setback water rates. As a water rate payer, paying less money for water service sounds appealing; however, the thought of discolored water coming out of our faucets, broken pipes too expensive to replace and low flow issues are not appealing. Read up about Oregon City’s clean water supply and service at www.orcity.org/water-rates and then cast your vote during the May 2013 Special Election. Later this year, the City Commission will address the need with Oregon City voters

Currently, our City Charter states that the Oregon City Commission may establish a water rates increase of no more than 3% per year, even in the case of an emergency. In order to replace two miles per year of the 100 year old pipes in our system, the voters of Oregon City may need to consider a higher water rate. Today, single family residents pay on average $31.45 monthly which is about 6,000 gallons of treated drinking water or $1.05 per day for 200 gallons.

A history… Oregon City is the first incorporated city west of the Mississippi River. Established in 1829 by Dr. John McLoughlin at the base of the thundering Willamette Falls, Oregon City was the destination for thousands of Oregon Trail pioneer settlers in the 1840s. With its rich heritage and natural beauty, the City at the End of the Oregon Trail continues to connect visitors to our nation’s pioneering past. Oregon City was the first State Capital and is the County Seat of Clackamas County. The city has three major zones, defined by steep hills or bluffs. Pork Chops with Mandarin Orange Sauce By Chef Brian Moore

Inspiration When I got out of culinary school, I enjoyed playing around at home with sauces for pork chops. This recipe is a fancier take on pork chops and apple sauce; “upscale” comfort food. I love the bright orange color and citrus flavors for spring and summer. Enjoy! —Chef Brian

Ingredients 2 boneless pork chops, ¾ to 1” thick 10 oz orange juice 11 oz can mandarin oranges (retain juice) 7 cloves 4 allspice berries 1 stick cinnamon 1 Tbsp cornstarch 1 oz water Oil Salt & pepper

Directions For the sauce: In a saucepan, combine orange juice, juice from the mandarin oranges, cloves, allspice and cinnamon. Reduce by half. Strain. Return the liquid to the saucepan. Mix the cornstarch with the water and add to the saucepan. Stir until sauce thickens to a glaze consistency. It it gets too thick, add a little more orange juice or water. Meanwhile, rub the two pork chops with a small amount of oil, salt and pepper. Heat a grill or grill pan over medium heat. Place pork chops on the grill and cook until the pork chop releases from the grill, about 4 minutes. Flip and cook on the other side for another 3 minutes. Meat thermometer inserted in the center of the chop should register 160°F for medium or 165°F for medium well. Let the pork chops rest for two minutes. Then spoon sauce over the chops and garnish with two to three mandarin orange wedges. Suggested side dishes: sautéd red potatoes and steamed broccoli.
