The $2 toll on eastbound traffic across the Hammock Dunes Brudge is a deterrent to many locals. Out of 80 people who commented on a recent post on the Palm Coast Observer’s Facebook page, about 20 said they drive around the Hammock Dunes Bridge by taking the free State Road 100 bridge instead. Most of the 80 people had negative comments about the toll or questioned why it’s still needed. According to Hammock Dunes Community Development District Manager Richard Ryan, the toll is necessary to help fund an estimated $4.4 million in repairs and longterm maintenance. The toll is set by the Hammock Dunes CDD, which owns the bridge. Driving down to State Road 100 isn’t necessarily a smart move if you want to end up in The Hammock, Ryan said. “The reality is that it would cost you two to three times the money in gaso-

The sticker does provide relief for residents. With a prepaid plan, each eastbound trip across the bridge is 50 cents, so a $20 pass covers 40 crossings. Part of the bridge’s current cost is a result of an early miscalculation: When it was built in 1987 and 1988, the Dunes CDD
believed the bridge would carry much more traffic — and bring in much more early revenue — than it actually did. “The bridge was never a money-making operation while the debt was in place,” Ryan said, “and since that time we’ve reduced the rates twice since the debts were paid off.” The CDD was issued $16.32

HOW SHOULD YOU DRIVE TO THE 16TH ROAD BEACH? Is it worth it to bypass the toll bridge, if you want to get to the beach on 16th Road, next to Atlantic Grille, in the Hammock? That all depends on where you live. To test it out, we picked five central locations: the five elementary schools in Flagler County. We calculated the travel costs, based on $3.50 per gallon and 25 mpg. That means it costs 14 cents to drive each mile. THE VERDICT: PAY THE TOLL IF ... If you live close to Bunnell Elementary or Old Kings, you should take State Road A1A if you want to visit the beach at 16th Road, in the Hammock. But, if you live near Belle Terre, Wadsworth or Rymfire elementary schools, it’s cheaper to pay the toll and save the extra gas money you’d spend by driving down to the free State Road 100 bridge to Flagler Beach.
City, Ajram agree: $1.15 million for Bulldog Drive lot Gus Ajram will have several months to vacate the property. The city of Palm Coast settled on Tuesday night an issue that has been a thorn in its side for years, voting unanimously at its regular evening business meeting to purchase land from Bulldog Drive property owner Gus Ajram for $1.15 million. The buy comes after years of often hostile back-and-forth with Ajram, a car repair shop and dealership owner whose plot of land the city wanted years ago for the Community Redevelopment Agency’s redevelopment of Bulldog Drive. “The bottom line is this brings resolution to a long series of issues that we’ve had,” Mayor Jon Netts said at the meeting. “Mr. Ajram wants property to run his business; we want the businesses along Bulldog Drive to comply without our code.” Ajram, during the years of dispute, had showed up at government meetings accusing the city of trying to pry property away from owners against their wills. IN FLAGLER SCHOOLS In the new age of bullying — cyberbullying — Flagler Schools students and administrators weigh the good and bad powers of ‘the tweet.’
Bullying used to be easy to identify. The big kid strolls down the hallway, demands milk money from the small kid, and then shoves him in a locker. And he does it every day. That would clearly fit the three criteria of bullying in Flagler Schools: repeated, malicious, imbalance of power. But what if instead of the hallway, this happens on Twitter? And what if instead of the jock physically shoving the nerd in a locker, he simply posts a rude picture? And what if, instead of repeating this action day after day, he only does it once, but lots of kids show their approval by clicking the “favorite” button on their own Twitter accounts? A cyber scenario just like this occurred toward the end of the school year, in May, and, in the minds of the victims, it raised questions about Flagler Schools’ policies on bullying and Twitter.
WHY TWITTER IS ALLOWED ON FLAGLER SCHOOL CAMPUSES Superintendent Jacob Oliva confirmed that Facebook and Instagram are both blocked on Flagler Schools WiFi and have been for years. Twitter has grown in popularity since then, and yet it remains unblocked. But he doesn’t believe the solution to cyberbullying is to block each new social media platform as it pops up. That would be impossible to keep up with, he said. Instead of being reactive, he said, the schools should be proactive and teach the students how to be

It all started when a member of the senior class, with just weeks left in his career at Matanzas, took a picture of a student government campaign sign on campus and posted it on Twitter (on school grounds and during school hours) with this message: “What I’ll miss least about high school.” Stefano Schibeci, who just completed his junior year as student body president, considered himself the target. His brother, Angelo, who is younger by 10 months and also was a junior, served as vice president last year. The tweet depicted one of the “Vote Schibeci” signs they displayed in their campaign to be re-elected for their senior year. The day of the tweet, they were also working on another school project, and their mother, Tracy, stopped by to deliver supplies. The boys told their mother about the tweet, and she considered it the last straw. They had told their mother in the past about what they perceived as a lack of support from administrators, and so, while Tracy was on campus, she contacted the dean, Bob Sawyer. Sawyer was concerned.
BULLIED? OR NOT BULLIED?
The Flagler Schools policy states that each student is entitled a safe, secure environment, free from bullying of any kind. And procedures to document bullying are strict and involved. Katrina Townsend, student services director
“She said her sons were being harassed, and she was sick of all the harassment,” he recalled later in a phone interview. “It was all surprising to me. They’re true leaders on our campus, so for me to hear that they’re being harassed, I said, ‘What’s going on?’” Sawyer immediately went to find Stefano and Angelo, and he asked to see the tweet: “What I’ll miss least about high school.” Based on what he had been told just minutes earlier, Sawyer said, “I was expecting to see a whole lot more than that.” He said of the Schibeci brothers: “They are very good guys, they do a ton of stuff on our campus, are involved in a lot of different things. And I don’t like to see anybody’s feelings hurt. But if you look at the definition of bullying, I wouldn’t say this comes
for Flagler Schools, said that even if something isn’t technically bullying, it could be classified as misconduct worthy of discipline. “Someone comes and hits you on a one-time occasion, it might not be bullying, but it’s still a nonmutual fight,” she said. When bullying is reported, district policy
requires that staff question the two parties and complete a checklist to determine whether it is bullying and what the consequences or interventions might be. But those documents are never made public because the identities of the parties are kept confidential, particularly when mental health intervention is recom-
good online citizens. They should take advantage of social media as tools for education. “Over the next couple of years, we could have a time when social media is not blocked,” Oliva said. Some might argue that cell phones should be outlawed altogether, but Student Services Director Katrina Townsend said they’re too valuable for safety reasons, especially in the event of an active shooter. In fact, the policy to allow cell phones is referred to as the “Columbine Policy,” after the school shooting in 1999. But whereas Oliva could see a time when social media are more acceptable, Townsend indicated the policy could end up going the other way, with Twitter being blocked, in addition to Facebook and Instagram. “Unfortunately, with the amount of issues we’re seeing on Twitter, this would be our next thing that we would look at,” she said. “And we are meeting with discipline teams to see the types of things to look at for policies for next year. Twitter will be on our list.”
even close to meeting this criteria.” Still, Sawyer tracked down the student who tweeted the photo and asked him to delete it. “I tried,” Sawyer said. “But I don’t have the power to do that. I said, ‘You’re causing some discomfort to these guys. Get it off there.’ He didn’t respond.” In Sawyer’s mind, the unfortunate incident was resolved. “It’s not against the law. Not every kid likes every other kid, but it doesn’t make them a bully because they don’t like you,” he said. “There’s a lot of fine lines that you walk with this stuff, believe me.”
The favorites
But it wasn’t just the tweet that was upsetting. In response to the photo, other students replied with explicit language and epithets directed at the Schibecis. That made it feel malicious. It also felt like an imbalance of power because they had no ability to remove the tweet or defend
mended. In fact, the victim might never know whether the bully was disciplined at all. Speaking in general terms, Townsend said that the district has investigated cyberbullying cases in the past and disciplined students who have liked a malicious Facebook post or favorited a particularly harmful tweet. But if
a student hits “favorite” one time, it’s not repeated, and therefore, the student can only be disciplined for misconduct, not bullying. The victim still could be ruled a victim of bullying, however, and be eligible for mental health services, change of classroom or school, creation of a safety plan, etc.

themselves in a meaningful way. On top of that, by the time Stefano saw the tweet, it had been favorited 17 times, which in his view was a lot for a tweet at Matanzas High School. And that made it feel “repeated,” which means, in the Schibecis’ eyes, it fit all three criteria for bullying. “The favorites worsen the impact because it adds to the frustration and anxiety of seeing those individuals in the hallways at school because you know they favorited a hateful tweet,” Stefano Schibeci wrote via email. “It has the same impact, if not more of an impact, as being ganged up on in school, surrounded by 17 people that hate you and ‘favorite’ things that can destroy your own confidence. It should never be taken faintly.” Sawyer said later that he didn’t know about the tweet’s aftermath. “They never pointed out the favorites to me,” he said. But the tweet also was the beginning of even more troubling harassment, the brothers said. People have been driving by their home and shouting hateful things at them. Someone egged their car. They started to feel concerned for their safety when they attended school events. Again, that was news to Sawyer. District policy is to direct students to contact law enforcement in situations away from campus. Incidents should be reported with specific times and places so that the actions can be documented, he said. The Schibecis lost the election and won’t be serving on student government next year. Moreover, the tweet is still there in cyberspace, for all the school to see. And so, the two brothers came to the Palm Coast Observer office at the end of the school year to tell their story and to raise awareness of cyberbullying and what they perceive as an inadequate response from school administration. The Schibecis have a good support system of family and friends, but they also are concerned about bullying against others. Tracy Schibeci believes the school should have done more. “Most people are going to say, ‘You’re going to have that in your lifetime. It’s in the workforce, it’s in politics.’ But (these) guys are still kids. This is where you’re supposed to be grown and protected and encouraged.” She said the schools’ policy against bullying is “a bunch of fluff.”
The future
Considering Facebook and Instagram are already outlawed on school campuses, blocking Twitter as well would be a logical move to curtail cyber misconduct, according to Stefano Schibeci. He said Twitter has only brought increased drama and gossip to Matanzas High School, “and it is only going to get worse.” “Twitter is a place of ‘venting,’” he continued. “If you want to say something to someone indirectly, go post it on Twitter.” Regardless of the district policy about Twitter, though, he said that if an instance of 17 favorites on a harassing tweet is essentially ignored, Principal Dr. Chris Pryor and Matanzas are not fulfilling the words of the district’s bullying policy — or the school’s motto: “Make good choices. Hold yourself accountable. Strive for excellence.” Pryor said in a phone interview that he wasn’t aware of the details of the Schibecis’ story. But, he said, “If someone felt they were being bulled or harassed, if there was any merit to it, we would do what we could to stop it. If it fell outside of our purview, and it was under the law, we would turn it over to law enforcement.” He noted that the criterion of “repeated” is a key factor. “It can’t be one incident,” he said. “A lot of people will say, ‘My child is being bullied. They called him a name.’ How many times? ‘Just once.’ Well, that’s not being bullied.” Pryor doesn’t think it would be effective to block Twitter because students will only find other methods.“If we didn’t have electronic ways of bullying, we would still have bullying going on,” he said. “As incidents occur, we do what we can to help the kids.” Still, Stefano Schibeci feels let down. “I see on the news that these kids kill themselves, and it’s because they had no one to talk to, and I understand why now,” he said. “If it’s happening in our school that nothing gets done about it, I’m sure it’s happening all over the country.” bmcmillan@palmcoastobserver.com

Because the CDD — and not the city or the state — owns the bridge, it sets the tolls. The toll when the bridge was built cost 75 cents each way, or 55 cents with a discount toll sticker. It rose to $1 each way in 1999, with a discount price as low as 55 cents each way. In 2003, the toll became a $2 one-way toll, with a discount rate as low as $1.11. The Dunes CDD made the change, Ryan said, because the two-way toll was causing traffic problems on the bridge. “The traffic would back up on the bridge and we decided, better to be safe than sorry,” he said. With ITT paying half of the debt service costs, the debt was finally paid off in 2007, Ryan said. The $2 cash fare has since remained the same, but the discount sticker rate dropped to as low as 78 cents one way in 2010, and to 50 cents in 2012. By 2007, the toll itself had brought in

Ajram had a car repair shop on the lot and wanted to sell cars there as well; the city said that violated city codes. “This is a lot of money, but we have to find a way to solve this,” Councilman Jason DeLorenzo said at the meeting. “We have a small business with a property that’s in noncompliance, a use that’s in noncompliance. ... There is potential to do a good redevelopment in that area: the gateway to Town Center, gateway to Town Hall.” The latest development wasn’t quite as sudden as it appeared at the Tuesday meeting, where a resolution to approve the deal was brought up not with other issues requiring a City Council vote, but instead in City Attorney Bill Reischmann’s comments at the end of the meeting. Reischmann explained the process that led to the deal. The two sides had sought mediation, he said. A professional mediator met with both — City Manager Jim Landon represented the city — on June 20, then repeat-

edly went back and forth between the two sides, conveying each party’s demands, requirements and concerns to reach an outcome each could live with. “(The Ajrams) have had an ongoing series of concerns that they’ve addressed to the city,” he said. “They’ve come to the city on several occasions basically demanding the city purchase their property.” But Gus Ajram had consistently asked for more than the city was willing to give. The $1.15 million offer the city made, and Ajram accepted, during mediation was the highest the city had ever made to Ajram. In return for the money, the deal requires Ajram to release any potential claims against the city in connection with the property. The city has already had the land inspected to ensure it has no environmental damage that could restrict its future use, Reischmann said. Landon said the money will come from fund reserves that would be transferred into the city’s capital improvement fund. “This will not impact other projects; this will not impact operation. Palm Coast is moving the launch location for its July 3 fireworks display back to the traditional fireworks launch area just northeast of Central Park, according to a city news release. The city made the change because of concerns its planned launch location this year was too close to the Flagler Airport. Because of the change, fireworks viewing will not be available at Flagler

Snakes: perfect addition to everyone’s backyard Like most men, I am very proud of myself when I complete certain routine tasks. When I do the dishes, I would happily accept a medal around my neck if someone would only offer. And when I finish mowing the lawn, and I walk inside all sweaty and covered with those little Velcro-like seeds, I am always disappointed when my wife and kids fail to erupt BRIAN into cheers. After mowing the MCMILLAN lawn last week, I wanted attention so badly that I made the mistake of telling everyone what I had seen in the grass. “A snake,” I said. “What?!” my wife said. “A snake!” “Actually two snakes.” “You’re joking.” At that point, I decided not to tell her about the wasp nest growing on the bathroom window, the slimy black lizard about the size of a rotten banana climbing the side of the house, or the pale, dead, third snake that was draped over the edge of
the air conditioning unit with its tongue hanging out. “Not joking,” I said. “Two snakes. One right after the other, wiggling out into the woods.” “We got to run away from snakes,” my 4-year-old, Ellie, said. Grant, 7, had other ideas: “No, you have to ask for a weapon and kill it.” “Don’t worry,” I said. “It wasn’t poisonous.” But my wife saw right through my reassuring tones. She said: “You have no idea.” Well. I’ll show her. Let me just pull up some interwebs and learn a thing or two about snakes. First, I found an identification guide. But considering I only saw flashes of it through the grass before it disappeared, I didn’t have much chance at a positive ID. Instead, I found this, from the website of the Florida Museum of Natural History: “If you have snakes around your house, you should feel lucky as they are there for a reason. All snakes are carnivorous and a benefit to humans. For example, ratsnakes eat rodents such as mice and rats, and kingsnakes eat these rodents as well as other snakes, including venom-

ous snakes.” If there is anything that makes me feel better about my backyard, it’s that snakes are out there enjoying a bite of rat, and also eating each other. “If you find a snake in your backyard, swimming pool, or garage,” the website states, “do not try to kill it! Instead, try to identify it, and if it is non-venomous, appreciate it and leave it alone just as you do with songbirds in your garden. However, if you are uncertain or it is a venomous species, either leave it alone or carefully catch and release it in nearby woods.” The website then gives instructions for catching snakes in garbage cans. But be careful with North American racers and coachwhips, which are “fast-moving and may be longer than the garbage can.” Hmm. I suppose I could bring a garbage can out with me when I mow the lawn next time. Or maybe, I’ll just wear my running shoes for a quick escape. And, if I ever do see any snakes, I’ll keep my big mouth shut and just start doing the dishes.

+ If you want to trap and neuter, release the cats farther away Dear Editor: I would like all those proferal-cat people who have written into your newspaper to consider the following: 1. Trap-neuter-release does not repair the numerous tears in my pool screen caused by feral cats fighting. Cost so far to me this year alone: $270. 2. TNR does not prevent feral cats from soiling our garden to the point where it is almost impossible to sit out on our veranda. 3. TNR does not prevent feral cats from contracting rabies, which is becoming a real health problem in many locations that allow feral cats to live. 4. TNR, at least in my neighborhood, cannot keep up with the exploding cat reproduction. For every cat that is released, other cats are having kittens at an alarming rate.
The solution proposed by me and my neighbors is simple: Trap, neuter and then release in a remote area; or, trap, neuter and euthanize. Douglass Wood Palm Coast
+ Red light cameras did not deliver as city advertised Dear Editor: I still find it hard to believe that with all the information available about red light cameras, that anyone could still believe that these devices exist for public safety. Ten cities in Florida alone have removed the cameras. Even the Palm Coast City Council, one of the earliest and most vocal proponents of the cameras, has now reached the conclusion that they did not deliver as advertised. Of course, actually escaping the clutches of the camera vendors’ tentacles is never easy, and the city has only itself to blame for allow-
The strategic vision for traffic in Palm Coast has been positive, and I salute the City Council and Flagler County for this effort. It will benefit us in the future. However, at the tactical level, Palm Coast traffic remains woeful with mistimed traffic signals, far too many “no passing” areas, lack of turn lanes on high speed roads, and speed limits that set too low. I drive in the Daytona area almost daily and even with its many problems, it is far less frustrating to get around than Palm Coast. We have a traffic engineer on staff now; we can and should do better. The current and future City Council should make it a priority to make efficient traffic management a priority. Citizens would be well-served to see which candidates in upcoming city and county races will actually help to make this a reality. Mike McGuire Palm Coast

The people can smell a rat, although sometimes it takes a while to realize what they are dealing with. The average camera violation is well under two seconds; the average crash caused by a red light violation is over five seconds. It doesn’t take a math whiz to figure that the violations and accidents are not connected. It has been demonstrated ad nauseam that when engineering fixes (such as longer yellow lights, brighter signals, synchronized traffic signals, etc.) are made where signal violations are high, the number of violations drops by up 95% and stays down. So if you really want to reduce violations and stop the shipments of millions of dollars of citizen and visitor funds out of the city, it is easy enough to do.

Where’d you get those peepers? 6:06 p.m. First block of Cypress Branch Way. Larceny. An employee at an eyeglass store thought something was off when she saw a suspicious-looking man hanging around one of the store’s display cases, according to a Sheriff’s Office report. She asked him who he was and what he was doing. He said he was waiting for a pair of prescription eyeglasses. Soon after, though, the man walked out of the store, and when the employee went over to the display case where he had been standing, two pairs of Gucci glasses and two pairs of Maui Jim’s glasses were missing. Altogether, the four missing glasses were worth about $1,200.

Less-than-neighborly conduct? 9:58 a.m. Intersection of Palm Coast Parkway and Interstate 95. xxx. A local man was driving on west on Palm Coast Parkway when the rear passenger wheel and tire fell off his van. It was the latest in a string of dangerous car problems caused by vandals who’d snuck onto his Campbell Court property at night and, at various points, drilled holes into the van’s gas tank and damaged the sidewalls of two of his van tires and both tires on his utility trailer. The damaged tires blew out on the road, and he replaced them. The incident June 26 sheared off three of the five wheel studs and damaged the tire, brake drum, exhaust and lower fender flares. The remaining two wheel studs were missing lug nuts, and the man suggested to a deputy who arrived at the
scene that the vandal may have loosened the lugs to cause the accident. The man suspected a neighbor was the vandal. Each time they’d argued, he told the deputy, someone damaged his van. The latest dispute, he said, was a few days ago, when he had argument with the neighbor because the neighbor’s son was driving recklessly down the street on his motorcycle. The man requested an extra watch on his house and planned to install video surveillance of the property, according to the report.

In the doghouse 8:36 a.m. 6200 block of Cherry Lane, Bunnell. Animal problem. A man called the Sheriff’s Office saying his pit bull mix dog had “gone crazy” and attacked, forcing him to barricade himself inside a shed, according to a report. He was still stuck there — with the “very aggressive medium-sized black in color pit bull mix attempting to gain entry,” according to the report — when deputies arrived. Then the dog turned toward the deputies, and “made multiple attempts to attack us running at us barking and growling showing its teeth.” The deputies used pepper spray on the dog several times before it ran back into a cage. The man told the deputies “the dog went crazy trying to get to another animal in the shed,” and that it “ripped through multiple items tryi n g to gain entry into the shed and would not stop attacking.” There were no injuries, and the dog was given to animal control.

City approves land swap to gain drainage The key to protecting much of Palm Coast’s L-section and Bsection from flooding may be a dilapidated, foreclosed L-section house the city voted July 1 to accept from Bank of America. The city will transfer the home and the land it sits on to a local property owner in exchange for land on which to build stormwater retention ponds. “This isn’t just nice to have, this is actually a project to avoid flooding of homes, streets,� City Manager Jim Landon told the Palm Coast City Council at a June 24 workshop. The city’s stormwater department had just told him it needed more stormwater storage ponds in the area, Landon said, when a solution presented itself. Landon recalls City Clerk Virginia Smith coming into his office and saying, “We just got a call from the bank, and you know this house that they affectionately refer to in this neighborhood as the haunted house up on the hill? The bank has foreclosed on that property, that house, and they own it, and they’ve asked if the city would accept a donation.� Landon said the house is “vacant and dilapidated, and it’s been a code issue before I got here.� A development order says the house has to be torn down. The ditch built on land the city would gain from the swap would help prevent flooding in homes and streets if the city were to endure a severe storm, Palm Coast Stormwater Engineer Juan Bostwick said at the workshop. About 284 to 347 B- and L-section homes are below the city’s standard for stormwater drainage, meaning that street flooding could bar travel, and water
in yards could creep right up to homes, Bostwick said. A much smaller number are in danger of actual interior flooding. “We have 3,158 homes within the B- and the L-section,� he said. “We have less than 32 homes that could potentially flood with a significant storm.� But Palm Coast aims to keep stormwater flow either contained within the drainage system, or, in places where that is not possible, to limit water flow to the outer lanes of major roadways and the right-of-way areas of yards. The B- and L-sections tend to have high water. “We’re trying to make sure the water goes where we want it to go, and not where we don’t want it to go,� Landon said. To do that, it needs more places to hold stormwater. The foreclosed house the city may take and then transfer, as part of the proposed deal sits at 70 Laramie Drive on a kind of doughnut hole of land that is fronted by Laramie Drive but surrounded on three sides by property owned by Jeffrey and Kelly Drummonds, according to Flagler County property records. The chunk of property the city would take from the bank once belonged to the Drummondses, Landon said. But they sold it to someone, who built a house, moved out of town, and went into foreclosure. There is a development order that says the house has to be torn down, but the Drummondses would like the land back, Landon said. So the city would accept the house from the bank and then transfer it back to the Drummonds — along with some mon-

It needs a total of 100 acre-feet — an area with the surface area of an acre, and a depth of one foot — of stormwater storage in the areas called Section 35 and Section 37, which encompass the Lsection and about the northern half of the B-section, and currently has enough land on which to build about 70.85, Bostwick said. The land the city would gain in the proposed deal would give Palm Coast an extra 7.68 of acrefeet for stormwater storage.

+ Flagler Beach traffic patterns change for July 4
If you are going to Flagler Beach’s fireworks show this year, city officials say, try to park on the side of State Road 100 that you’ll be heading to after you leave. Visitors from Beverly Beach, northern Palm Coast and areas north of Flagler Beach who want to head home after the show should park north of State Road 100, according to a city of Flagler Beach news release, and visitors coming from Ormond Beach, Ormond-by-the-Sea and other areas south of Flagler Beach should park south of State Road 100. The traffic pattern at the intersection of Oceanshore Boulevard and State Road 100 after the show will be as follows, according to the news release: Cars heading north on Oceanshore Boulevard at State Road 100 can continue north in a designated travel lane or turn left in the left turn lane. Eastbound traffic at the intersection will have some delays 10-11 p.m. The signal will be controlled manually. The traffic on north and south Flagler Avenue will be as follows: North Flagler Avenue will be restricted between North Second Street and State Road 100. Traffic can access State Road 100 by heading north on North Flagler Avenue and then east to Oceanshore Boulevard on any side street, or by traveling east on South Second Street to North Daytona Avenue, and then south to State Road 100. South Flagler Avenue will be two lanes northbound to State Road 100, and that traffic will then turn west on State Road 100 and cross the State Road 100 bridge. Law enforcement officers will direct traffic at the intersection. Wadsworth Park: Parking will be available at Wadsworth Park. Exit west onto State Road 100. John Anderson Highway: Visitors leaving the event westbound on State Road 100 will not be restricted from turning left onto John Anderson Highway.

A Flagler County firefighter’s 3-year-old son was badly burned Friday, June 27, when he stumbled and fell into a campfire during a family camping trip in Marion County. Firefighter Aaron Price’s son, Chase, got burns on 20% of his body, said Flagler County Professional Firefighters Association President Stephen Palmer, and was airlifted to University of Florida Health Shands Hospital, in Gainesville. Hospital staff initially expected him to be there for two to three weeks, but they released him early after training his family to wash his burns. Stacy Bennett, the wife of Capt. Palm Coast has spent about $200,000 this past year in “nuisance abatement” — cleaning up deteriorating properties where code violations have caused unsanitary or unsafe conditions or nuisances for neighbors — and will seek to recoup that money from property owners whose homes or businesses caused the problem. “It’s a really invaluable tool to your code enforcement staff to deal with nuisances. It provides an efficient and fair method to deal with properties that are not being maintained and are creating problems for their neighbors,” City Attorney Bill Reischmann said at a July 1 meeting. that cost the city less than $1,000 — usually just a few hundred — to abate, and had a single invoice. A few had more than 10 invoices and cost the city more than $1,500 to abate. The list of properties that received notices was 14 pages long. “This has nothing to do with collecting fines that the code enforcement board might levy,” Mayor Jon Netts said. “This is reimbursement of the city for actual dollars spent.” The money will be listed as additional money due on affected residents’ ad valorem tax bills in November. Residents who would like to contest a charge can do so by objecting in writing within 20 days of receiving the notice.

View from the ’pen is mightier Watching the professional stars is one thing, but there is something about the youthful energy of the College World Series that makes the dream feel real. Flagler Palm Coast pitcher Joe Joe Bernhard, an Ave Maria University signee, is among the many local JOEY players who LoMONACO watched the action, and it brought me back to an experience I had a few years ago at a famous College World Series game in June 2014. On the field at TD Ameritrade Park, Texas Christian University and the University of Virginia were collaborating on an epic — a 15 inning-long saga that marked the longest game in the College World Series’ 66-year history. Just beyond the right field fence, Alec Bettinger was readying to contribute his verse. Bettinger, a freshman, rose in the Cavaliers bullpen, did his arm warm-ups, the heavy ball routine, the towel drill, and began tossing from his knees. He sat back down and took a swig of Omaha’s night air. I was there as a journalist covering the game, but four years earlier, I watched Bettinger toss a bullpen inside a netted batting cage on a muggy, tired summer afternoon in Northern Virginia. The rubber rose high above the eroded clay, forcing a hurler to stand on his tippy-toes from the windup. Alec was a rising freshman headed to Hylton High in the fall, and I was the coach of the varsity summer team. I quickly realized that this curlyhaired teen didn’t need me tinkering with his mechanics. That summer, Alec mowed down much older batters with ease. Whenever he got into a modicum of trouble on the bump, I’d call a pitching conference and say things like, “Smile,” or if he was missing high, “Aim lower, man.” I followed his career in high school as a journalist, too, when the team made a run in the state playoffs. Bettinger had “dead arm,” I remember. Most studs do by that point in the high school season. But, far from wilting like other 17-year-old aces, he pitched (not threw) a complete-game, threehitter in the state quarterfinals against a team with a major league prospect on the roster. No one was surprised when Brian O’Connor and UVA extended a scholarship offer to Bettinger, or when he accepted. Despite dominating in high school and on the

Dave Halliday: Hall of Famer Flagler Palm Coast track coach Dave Halliday was voted into the FACA Hall of Fame. Dave Halliday never wanted to be a track coach. He aspired to a career in sports management and administration, which was his major in college. But all of that changed w h e n he interned at the Gove r n o r ’s C o u n cil on Physical Dave Fitness Halliday u n d e r Jimmy Carnes. Carnes, a former head coach at the University of Florida and member of the U.S. Track and Field Hall of Fame, wanted Halliday to coach. And he belabored the point. “He just kept hammering me for six weeks straight,” Halliday recalled. “We’d go out to lunch on Fridays, and he’d just try to convince me.” On the last day of his internship, Carnes gave Halliday a signed copy of a book he coauthored in the 1970s. It focused on the art of coaching track. The gesture changed Halliday’s position, if only a smidgen. “The more I kept thinking about it, I thought, ‘Maybe,’” he
recalled. He has since turned that “maybe” into a 20-plus-year coaching career, and two weeks ago was voted to the Florida Athletic Coaches Association Hall of Fame as part of that organization’s 39th class. Halliday, a graduate of Seabreeze High School, is the first Flagler County coach to be voted in. Halliday began his career at Atlantic High School in Port Orange 20 years ago, and took the post at Flagler Palm Coast in 2004. In 2007 and 2009, he led the Bulldogs to state championships. He also brought home a state title at Columbia High School in Lake City. “The major actually gave me the key to the city, so that was huge,” Halliday said of the Lake City title run. Initially, Halliday and his family bounced around from place to place — Lake City, Crescent City, and finally, Tallahassee — where he became a graduate assistant for the Seminoles, and where his wife, Kim, earned a doctorate. But as a couple of UF grads, that would never do. At least, not permanently. “We were kind of like strangers in a strange land,” he said of his time in Tallahassee. “We nev-

Dave Halliday (holding trophy) poses with his 2007 state championship team. er felt like that was going to be the final spot.” And so, when the Hallidays were on vacation during Memorial Day weekend in 2004, they ran into Katrina Townsend, an old friend and Flagler County Schools’ director of student services. The Hallidays weren’t fishing for jobs, but when they left the beach one afternoon, Dave had a voicemail. “All we have is beach clothes, we don’t have suits and ties or anything,” Halliday recalled replying when he was asked to interview. “Wham, bam, we both got hired here, and that’s all she wrote.” Since 2009, Halliday has also served as the FACA’s track and field chairman, organizing coaches’ clinics. “What Dave brings is commitment to whomever’s in his program,” FPC Athletics Director Steve DeAugustino said. “He creates a family atmosphere out there and does a great job of work-
ing with each individual kid.” FPC senior Jimmie Robinson, an all-state sprinter who is receiving college offers in both track and football, remembers Halliday teaching him how to get out of the blocks when he was a freshman. “He’s an outstanding coach,” Robinson said. “He pushes you to the limit. He’s a coach you want to be around. He makes you want to work every day, to come out and get better.” Robinson’s 4x100 teammate Marcel Williams spoke to Halliday’s ability to work with runners of varying experience levels. “He’ll teach you everything you want to know,” Williams said. “He’ll work the basics, until he thinks you can go to that next level, one year at a time.” Halliday’s been a best man in two of his former runners’ weddings, and recently one of his former athletes — now an assistant principal —
called to say his former coach inspired a youth track program he created. “I didn’t go into this looking for accolades and all that, but it’s been a lot of fun,” Halliday said. “It’s not about the state championships and all that. It’s the relationships that I’ve made along the way.”

CWS / FROM PAGE 13A showcase circuit, Bettinger admits he didn’t know exactly what to expect in Charlottesville. “I was more surprised about what I could do,” Bettinger said. “Not as much what the other people could do — but how I was able to be successful. I went in there timid at times, and was a little scared I guess, then I just kind of figured it out — it’s not that much different as long as you throw strikes and pitch to contact. You’ll be perfectly fine.” Bettinger’s stat line was more “perfect” than “fine,” as he went 6-0 with a 1.23 ERA, filling in as a mid-week starter after senior Artie Lewicki injured his oblique. When Lewicki returned healthy, he regained his spot in the rotation, a coaches’ decision Bettinger said he was “behind 100%.” Seeing a player go from a high school freshman to a college player is a good reminder to the local players that it can really happen. What sage words does Bettinger offer for soon-to-be college baseball players likeBernhard? Be ready to work. “The only way you can describe it is a grind,” Bettinger said. “During the season, you wake up and go to class from 9 a.m. to noon. Then, you go to practice for two to three hours, shower, go to study hall, then you go to dinner. You’re basically studying the rest of the night. You don’t have any down time. It’s an awesome experience, but it’s not for everybody.” For players in “non-revenue” NCAA sports like baseball, there aren’t any lucrative tattoo-for-memorabilia deals (love you, Terrelle Pryor) or banks of readymade essays from which to choose (we’ll climb that (Chapel) hill another time). But for student-athletes who choose to stick it out and invest the effort, there’s a big payoff in the form of about 30 new brothers. Bettinger loved “just being with the team, that atmosphere,” he said. “I was with those guys more than I was with my own family. Being around them was just an awesome experience.”
Back in the bullpen at the College World Series, Bettinger watched as Virginia’s Nate Irving led off the bottom of the 15th with a ground-rule double. Bettinger realized then that he might not pitch that night, after all. And that was a good thing. “I was ready to go in, but once we got that double, I knew it was kind of a done deal,” he recalled. Two batters later, the marathon contest was finally in the books. “As soon as the ball was hit, we all started crowding around the entrance to the bullpen to run out there,” Bettinger said. “As soon as he caught it, we knew he was going to score. We just started storming the field and jumping around like crazy men.” From the high school mound to Omaha, Bettinger made it. You done good, kid.

A balance bike camp taught six children with Down syndrome to ride, at Palm Coast Praise. Seven-year-old Andres Heartz sat on his Strider balance bike Thursday, June 26, and immediately a smile spread across on his face. With his mother, Ana, in tow behind him, he took off with the bike, running, laughing and screaming his way around the sanctuary at Palm Coast Praise. It was the last day of Fun Coast Down Syndrome Association’s balance bike camp. “When he got on the bike the first night, he stood there and then he just went for it and he laughed so hard,” said Paula Wilburn, executive director and president of Fun Coast Down Syndrome Association. “I looked at Mom, and she said, ‘I know. Doesn’t it just melt your heart?’ That makes everything worth it. Just for that one little guy to see the joy — because most people take it for granted, riding bikes.” The weeklong bike camp was funded by proceeds raised during the second-annual Up with Down Bike Ride, held March 22. The ride, which drew 53 riders, raised enough money to allow six children with Down syndrome to attend the camp free of charge, and go home with their own Strider bike. The idea for the camp came four years ago, when Wilburn’s son, Keaton, who is now 14, attended a bike camp for children with Down syndrome. He did well, but upon returning home, they didn’t have the knowledge to keep it going. “The first time he crashed, he was ready to get his training wheels back on, and now he is too big for training wheels,” she said. When you’re working with someone with a cognitive delay, and telling them they need to bal-
ance, pedal, keep their head up and steer all at the same time, Wilburn said that’s just setting them up for failure. “Most people with Down syndrome end up riding three-wheel bikes — only 10% of people with Down syndrome ever learn to ride a two-wheel bike — and I hate to say it, but it’s such a stigma,” she said. “We don’t want our kids to be seen that way. We want them to be seen as kids or young adults. And I want my son to go bike riding with me and my husband and right now, he can’t because he can’t ride a bike.” With no pedals, the Strider balance bikes allows children to concentrate on the fundamental skills of balancing, leaning, and steering while propelling the bike by running or walking. “Even if they never graduate from a Strider to a pedal, they can use this bike anywhere, anytime,” Wilburn said. While two-thirds of the funds raised were used to produce the first camp, Wilbrun said there is a second camp planned for August that will focus on the older riders. The next camp will be more expensive, because the bikes are bigger and cost more, so the association is looking for sponsors. The donation of $200 will cover the cost of one rider to attend camp and take their bike home with them. “People with Down syndrome need a way to exercise because they are prone to weight gain genetically, and the desire that these individuals have to ride a bike, is big,” Wilburn said. “These older guys are stoked!” For information on the upcoming camp or to donate, contact Wilburn at 447-8034 or funcoastdown@bellsouth.net.

Over the past four years, Chicks with Cans has become a staple in the Flagler County community. The illustration of a nonperishable canned good clad in high heels, a purse, long eyelashes and lipstick has become and symbol of a community coming together. For the past two weekends, Flagler County United Way Woman’s Initiative volunteers stood outside county Publix stores wearing their pink shirts, and the response from residents was overwhelming. “We had some people that didn’t bring us a bag of food, but gave us carts of food,” said SHANNA Donna Murray, chairwoman for the Flagler FORTIER County United Way Woman’s Initiative. Murray recalled families coming up to her with a cart of groceries, taking out a bag, and instead of giving her the bag, giving the cart instead and saying, “Last year, you fed us. Thank you.” “It’s the most giving community I’ve ever come across,” Murray said. “They understand the need, and they came to the rescue. They did it. They are the heroes of Flagler County.” The four-day food drive collected approximately 4,100 pounds of food, which was distributed to six area food pantries: St. Vincent De Paul, Family Life Center, Grace Community Food Pantry, Flagler Resource Center, Flagler Beach United Methodist Church and St. Thomas Episcopal Church. Each pantry received 80-90 full bags of food.

This little treefrog tried to hitch a ride during a frog-gigging trip.
The eyes, yellow in the beam of my headlamp, hung motionless between the lily pads in the shallow water. It was long past midnight. I was sure I had it. I stood JONATHAN up slowly in SIMMONS the canoe and silently hoisted the 12-foot gig pole, business end down, toward the
frog as the boat drifted closer. There was no moon out, and little light. I drifted closer — just feet away now — as the craft slid to a rest in a watery thicket of sweating vegetation. I angled the gig pole down and crept forward in the small craft for the kill, and froze: In the too-dim beam of my headlamp, a foot below the sharp end of my gig, was not a bullfrog — the creature I’d been hunting — but a 2-foot-long alligator, all but its snout and eyes submerged in the water, front and hind quarters stretched wide.

I blinked. The gator, frozen in the light, didn’t budge. I noticed the patterns still visible in its scaly hide. Soon, as the gator ages, they’ll darken to a solid dark gray. I angled the gig away, crept backward toward my seat in the canoe, knocked over a paddle I’d left resting on the gunnel and cursed at the clatter. I looked up. The gator was gone, replaced by a faint ripple. Monday night was my third fruitless effort to gig a frog. Frog gigging, for the uninitiated, is an exhileratingly primitive form of hunting: The hunter takes a light and a long pole — tipped with pointed rods about the width of clothes wire — and uses the light to keep a frog frozen long enough to creep up and spear it. Yes, they taste like chicken. Southerners, unsurprisingly, often like to deep-fry them. I’d gathered a few lemons and some garlic and oil and planned to throw my catch in a pan. But first I needed to kill a frog. Now, I know enough about frogs from years of hiking to know they’re easy enough to approach — and trip over or tread on — at night. But I’d never gone gigging for frogs, and the trouble, I discovered, is finding them. The first night I went out was more than a week ago. It was windy; maybe too windy for the frogs to hold their serenade. I didn’t hear any ribbeting that night. I headed out on the canoe again a few days later. This time, I heard plenty — far back in wide patches of water lilies too thick to cross, or else on land, on private property bordering the water. My latest attempt was Monday. This time, they were closer. But the calls weren’t bullfrog calls. They were higher. I hoped for pig frogs or leopard frogs; both species are edible and large enough to bother with. After my brush with the little gator, I slipped up to a patch of grasses that vibrated with frog gurgles and chirps. I brushed against the reeds. Something cold and slimy landed on my shoulder. I looked down, and there, peering up into my headlamp, was a bright green treefrog (inedible). A second later, a pair of them — apparently mating, the male resting atop the larger female — landed on the canoe’s gunnel. Another dropped into the bow. I set down the gig, gathered them up, and gently placed them back in the grasses of their watery home.

Tara Libby is embarking on her childhood dream of becoming a lawyer. But it’s a more complicated journey than that of some of her fellow first-year law-school classmates. While many of them recently graduated with their undergraduate degrees, Libby is 32 and a mother of five. Libby attends Florida Coastal School of Law in Jacksonville, and every day when she wakes up at 6:30 a.m., she always makes sure her kids are up and ready to Tara Libby go to school. Libby says that by 7:15, she’s ready to leave from her home in Palm Coast and make the commute, 120 miles round-trip, Monday through Thursday. For Libby, who also finds time to volunteer at the women’s shelter and spends 60 hours per week on her studies in law school, time management is a necessity. “I’ve got to have a planner to plan what I’m going to be doing throughout the week,” she said. “Anything that’s going to happen, I mark it down in my planner and go by it.” But, there are only so many hours. “Un-
fortunately, I don’t get to spend as much time with the kids as I hoped,” she said. Libby’s husband, John, is fully supportive, though. While Libby is in law school, John keeps the house clean, takes care of their children and has dinner ready for her when she comes in the door. She believes that her less traditional path could help her to stand out. “Would you rather take someone who’s been through all of these types of life’s experiences, someone who’s willing to sacrifice and dedicate their time toward something, or someone who hasn’t experienced any of that, but been the top of their class?” she said. Once Libby graduates, she envisions practicing law until her children finish high school, and then she wants to run for office and get into politics. She said her passion came from her grandmother. At 5, Libby wanted to be president, but thought she couldn’t because she was a girl. Her grandmother said, “Don’t listen to that. You could become anything you want in this world if you believe you can.” That conversation has influenced her ever since. And now, Libby said, “It’s about the time in my life where all my dreams are coming true.”

+ Chef Hall to make presentation at America Culinary Federation Convention The American Culinary Federation is gearing up for its 2014 National Convention, which will be held in Kansas City, Missouri, July 25-29, at the Kansas City Marriott Downtown. Palm Coast resident Jason Hall will be traveling to the convention to give a presentation called Full Utilization When Creating Recipes and Menus. Hall is one of only 67 ACF Certified Master Chefs in the U.S. and is the executive chef at the Hammock Dunes Club. His segment will help attendees understand the fundamentals of how to fully use ingredients through the use of classic, creative and modern techniques.

awrence Philp stood in the studio space of his garage pulling small canvases out of storage cubbies. Each piece he pulled produced a different color pallet and a variety of objects protruding from the pancakemix-thick paint that surrounds them. The small space in which he produces these small works allows just enough space for one person to stand and move in one direction. Philp, who has lived in Palm Coast since 1997, creates two kinds of work: acrylic paint on canvas and mixed media constructions. He has been doing these smaller works for the past four or five years, but has more than 40 years of painting experience. “I’m not so much experimental, but I’m curious,” Philp said of his process. “I like making stuff, so I just make them until I’m finished.” For Philp, “finished” generally takes about two months. A lot of the work he

does involves setting canvases up side by side and working them simultaneously. He looks at how the edges align and works them, and reworks them until all the canvases look like different paintings. “I don’t want to have a conglomerate of the same thing,” he said. “I’ve gotten into the habit of taking a camera and photographing the entire wall. I take them out, look at them, put them back and move them around until I find a theme.” He does this with 25 or 26 canvases until that theme runs out. If it doesn’t look like something Philp wants to be around, he covers it up and starts reworking from scratch. Philp said his inspiration draws from the surrealists and the abstract expressionists, but his real inspiration comes from getting up every morning and squeezing out some paint. In the past year, Philp has shown

But he has been part of more than 70 shows in his career as an artist. “His work is very spontaneous,” said Weldon Ryan, who curates the Mary McLeod Bethune Performing Arts Center and Visual Arts Gallery with his wife, Richlin. “It seems like it is effortless, but his use of colors is very exciting — it’s fresh — it leaves an ease for your eyes.” When thinking about being an artist, Philp said he is brought back to an interview he saw with award-winning post-minimalist Richard Tuttle, who said, “Artists, they’re from nature, they come out of nature, they’re like the clouds that just happen.” “That’s the greatest thing I’ve heard in a while,” Philp said. “It’s imagery that’s really poignant, I think.”
