High-fives for the FSA Despite negativity associated with testing, Pine Trail Elementary students find ways to stay positive as they tackle the Florida Standard Assessment. Official wants quicker enforcement methods. The city is going to be making some changes to code enforcement in the wake of a city commissioner’s statements at the March 3 meeting that he was receiving too many complaints from residents. “We need to be responsive to residents who suffer from nuisances that violate our codes,” said Commissioner Bill Partington. “There’s no particular case that started this.” Partington said he’d like to see quicker notification of offenders. Currently, the city sends out a certified letter, and waits up to 30 days for the offender to acknowledge receipt. Partington said he’d like to see a process server hand-deliver the notice. He said he would also like to see an improvement to the city’s website, saying that other cities had phone numbers, email address and clearly spelled-out department policies. City Manager Joyce Shanahan said improving the website is “absolutely” something the city can do. If an offender does not fix a code violation, they must appear before a special magistrate. City Attorney Randy Hayes said the key to speeding up the process would be to schedule the special magistrate hearings more often. “The special magistrate meets once a month,” he said. “You could change that to once a week. That way you don’t have to wait 30 days to see the magistrate.” City Commissioner James Stowers said the amount of the fine could be a factor in enforcing the codes. He said it is up to the discretion of the magistrate on the amount of the fine, but he suggested the city develop a priority list of offenses that should be at the higher range. He said he has been to some code enforcement hearings and felt an offense should have gotten a heavier fine than it did. Partington said he has had complaints about repeat offenders, and he would like the process speeded up in those cases. City ordinances allow code enforcement to order a

City may finally get gateway signs

Proposals need approval from the FDOT after many years of suggestions and ideas. Having gateway signs at the entry points to Ormond Beach has been a goal of city officials for many years, and the project finally passed an important hurdle at the March 3 City Commission meeting. The officials approved a design that will be sent to the Florida Department of Transportation for a Community Aesthetic Features review and approval. “This is a big deal,” said Commissioner Troy Kent. He said the commission has been talking about gateways signs for as long as he has been in office. He recalled early proposals that were too expensive and had “creatures jumping out of the water.” He likes the new design of the monument signs because it incorporates architectural components of Andy Romano Beachfront Park and the new Sunoco gas station on West Granada Boulevard. “I’m pleased after all these years we did it at an extremely reasonable cost,” he said. In 1999, the city wanted to construct a sign on Ormond Towne Square property at Williamson Boulevard, but an agreement was never reached with the landowner. The new proposed vertical monument sign will go in the median on Granada Boulevard near Williamson Boulevard and most other entry points to the city. Staff is continuing

An incident at Calvary Christian has leaders searching for ways to handle students’ cyber threats. It used to be easy for educators to pick out who the bullies were in class. The kids shoving other students into lockers or down trash cans were simply identified, and called into the principal’s office for further punishment. With 8- to 18-year-olds spending an average of 7.5 hours a day on social media, the bully has become a little more elusive. The Ormond Beach Police Department was called to Calvary Christian Academy March 4, after threats were made on an anonymous Instagram account called “CCA Ugliest.” According to the report, the user called specific students vulgar names, and wrote “I wanna kill everyone at CCA I promise I do an will the first ppl will be.” A total of 16 pages of evidence from the account were submitted to the police. Faculty members temporarily shut down the school so detectives could track down the account’s owner. Through an emergency subpoena to Instagram, police obtained the IP address

and the account holder’s actual address in Holly Hill. After an interview at the police station, a 13-year-old female student admitted to making the threats. Though District 4 Chairman Linda Costello isn’t aware of a huge cyberbullying issue, she said it’s difficult for educators to handle. “It’s prevalent because people can do it,” Costello said. “How do you stop it? Public schools can’t just arbitrarily expel people. We are forced to educate all students.” Costello referenced an incident at a private school last year, when a student received a note in French that was filled with profanity accusations and threats. The note-giver was expelled. “That’s a real no-tolerance for
bullying,” she said. “If you tolerate it at all, it’s going to exist. The most effective approach is a no tolerance for bulling. But it’s not realistic in public school based on state polices we are forced to adhere to.” She also said that defining what bullying is can also be a challenge for educators when it comes down to punishment. “I had a phone call from my 14-year-old granddaughter in North Carolina,” Costello said. “She described a situation and asked if it was bullying. I said no, it was just being mean. There is so much talk about bullying without actually describing it in detail.” According to Costello, bullying is defined as a repeated offense in which the person being bullied feels at risk of being harmed,
whether or not the bully has any intention of actually harming the victim. “Words are our personal responsibility,” Costello said. “if we want to get along, we need to be responsible for our words.” A report by PEW Internet Research Center found that 95% of social media-using teens who have witnessed cruel behavior on social networking sites say they have seen others ignoring the mean behavior, and 55% witness this frequently. Still, 81% of teens agree that bullying and harassment is easier to get away with online rather than in person. Most of the time, the bullying isn’t reported and parents don’t see it. In the case of Calvary Christian Academy, the cyberbully was punished with a felony charge. She admitted to police that she started the Instagram account because other people at her school were also saying things. At the end of the interview, she told detectives she was not proud of what she did. She said, “It was a stupid thing to do.”

Rainbow Bridge coming to Ormond Walkers will raise money for Sophie’s Circle Dog Rescue and honor a pet they have lost. Dana Conway, of Ormond Beach, didn’t want to hear about the rainbow bridge when her beloved dog, Mr. Big, died in February 2014. “A million people told me about it,” she said. “I didn’t want to hear about some bridge. I had just lost my best friend.” In the story, after a person goes to heaven, they walk across the rainbow bridge to pick up their pet that has been waiting for them. But Conway and other volunteers have been telling a lot of people about a rainbow bridge lately. The Granada Bridge will light up like a rainbow on March 21, when hundreds of people are expected to walk their dogs across it with lighted leashes. The Rainbow Bridge Walk is a chance for participants to honor the memory of a pet they’ve lost, and also raise money for Sophie’s Circle Dog Rescue. The charity provides pet food to people who are financially challenged and places dogs in foster homes until they can be adopted. The fee to participate in the Rainbow Bridge Walk is $10. Walkers will meet at 6 p.m. at Cassen Park at the southwest corner of the bridge and will receive a “Once by my side, For-

Dogs will receive a treat. Before the event, participants receive a sponsor sheet so they can collect donations for how many times they walk the bridge. Conway said she’s going to write Mr. Big’s name on her shirt
and others can write their own dog’s name. As of March 6, 250 people had signed up the event. The news has spread through social media and many people have posted pictures and stories of the pets they’ve lost on the Rainbow Bridge Walk Facebook page. “It’s beautiful,” Conway said. The idea for the walk came from Conway and fellow volunteer Jennifer Popowich, of Palm Coast, while discussing ways to help the charity. “We’ve all had dogs we’ve lost and wanted to do something to honor them,” Conway said. “How much more beautiful can it be than lighting up the bridge?”
They have experienced a few difficulties. They ordered the leashes from China, and their credit card company put the card on hold because it thought the China purchase was suspicious. Later, they had a hard time finding a place to meet, because the walk is the same day as the Native American Festival, but the city is letting them meet at Cassen Park. Kathy Blackman started Sophie’s Circle, which is now located in New Smyrna Beach. She helps about 500 families per month and said it’s the only pet food pantry in the county. Her rule is that every pet must be spayed and neutered and she checks paperwork to verify it. This keeps home pet breeders from benefiting, she said. Conway works to place dogs in foster homes and eventually adopt them out. “Every time we rescue a dog, I hope Big is looking down at me and smiling,” she said. A ceremony at Goliath Radio, 432 S. Nova Road, on Feb. 27 marked a change in ownership for the local station. Big John, former county councilman, donated the station to Bethune-Cookman University. The community-based station is now CAT 1380 AM. Big John’s afternoon talk show will continue in its daily slot, but plans call for the name of the show to be changed from Big Talk to Gov Stuff, according to a station spokeswoman She said the only change currently planned is that more programming may be added. + ‘Veteran of the Month’ display tells local stories Area residents can add their own favorite veteran to the Veterans Museum and Education Center, located in City Hall. Amid the uniforms, medals and other memorabilia, The “Veteran of the Month” display has a photo of an actual veteran and tells about their service. “It’s another way to honor them,” said John Brinkley, founder and president of the center. He is seeking people who want to honor a veteran in this way and asks that they call him to make arrangements. The 16-by-20-inch showcase contains a photo and any available information, such as service record, assignments, deployment, experiences, etc. The current display also has photos in a glass case, because several were available. Brinkley said this could be done for any veteran. Those submitting a veteran are asked to provide biographical information and “a picture or two.” The Veterans Museum and Education Center is a nonprofit group that meets monthly at the library. Members speak at various events. The Veteran of the Month display has been in operation for 13 months. Brinkley said he needs more nominations so can they have a veteran for every month. The center has been in City Hall for 16 months, but Brinkley continues to look for a larger venue. He said even if it moves, he will retain a small exhibit there, because city officials have said it’s been a nice addition to the lobby, just outside City Commission chambers and across from the staircase. Weston officially accepted her new job, judge for the Seventh Judicial Circuit, in the Volusia County Historic Courthouse in DeLand. The circuit includes Flagler, Putnam, St. Johns and Volusia counties. Cichon said Weston, a single mother of four, owed a lot of her success to her children, because they taught her patience and disciplinary measures. To modify behavior of a child, he said Weston would take off the door to their bedroom. “I had never seen such an effective measure,” he said. As a gag, he took off the door to her office at work. “She found it less funny than her kids did,” he said. Weston was elected last November when she defeated attorney Adam Warren, and her six-year term began Jan. 6. She presides over a dependency division at the Volusia County Courthouse Annex at City Island in Daytona Beach Judge Leah Case described Weston as thoughtful, smart, compassionate and hardworking, and said Weston will be making decisions that affect people’s lives.
“She will not be making those decisions once a year or once week, but every day,” she said. Upon accepting the robe, Weston said working with abused children is troubling but rewarding. “I’m just going to make the best decisions I can,” she said. She said she gets to handle adoptions, and has presided over two sets of three siblings being adopted. “It was one of the greatest privileges and honors I could have,” she said. She said only 45% of children from foster homes, age 19 to 22, have a GED or high school education. “That’s not acceptable,” she said. “We can do better than that.” She encouraged the members of the audience to get involved in helping children who don’t have a stable family life by mentoring or volunteering with Guardian Ad Litem A former police officer, Judge Weston earned her undergraduate degree in accounting from Stetson University and her juris doctor with honors from the University of Notre Dame Law School. She became an attorney in 1998 and first practiced law in Chicago, where she litigated international tax cases. After returning home to Florida in 2004, she worked in private practice, focusing on commercial litigation and family law. She is board certified by the Florida Bar in business litigation.

Most of the code enforcement measures are dictated by state statute, but Hayes suggested that the city make some operational changes in addition to having more frequent magistrate hearings. “If that doesn’t work, we can come back and visit other options,” he said. After the meeting, Partington said it was a good discussion and he will be looking for improvements. Joanne Naumann, neighborhood improvement manager, said the process of notification has been speeded up recently. Her department is notified online as soon as a person signs for delivery, rather than waiting for return mail. If receipt is not acknowledged in 30 days, the department physically posts the notice at the property. She said there were 5,219 code inspec-
tions in fiscal year 2014, and 151 cases had to go to a magistrate. Code enforcement is complaint-driven, which means that officers only inspect properties when notified by a resident. There are cases where code enforcement will take action without a complaint, such as illegal signs, construction work and situations that present a danger such as unsecured swimming pools. Complaints can be anonymous, but if a person leaves their name in a phone message, then it’s public record. Emails are also public record. Shanahan said some infractions are difficult, such as a person not cleaning up after their dog, because they have to be caught in the act. But she said if a neighbor complains they can use “community policing.” “We go talk to them and try to gain compliance,” she said. Shanahan said that staff is looking at all of Partington’s suggestions. “We heard him loud and clear,” she said.

as we witnessed the excitement the students had as well as the support that was being offered from the entire family at Pine Trail Elementary. “ The idea was brought together by the school’s Parent Teacher Association, and was held March 6 before the students took the writing portion of the FSA. Students and teachers from every grade level, special area teachers, office support staff, administrators and parents held up signs that read things like “Do Your Best On The Test” and “We Believe In You.” Stotler said she really noticed the impact the walk had when the students came to school the next day. “As I was walking to the media center, twins stopped me, full of excitement,” she said, “They told me how excited they were about the FSA and that they knew they were going to do great! Attitude is contagious. There is such a positive atmosphere at Pine Trail Elementary. Everyone works together to help our students. It is noticed everywhere you go.” The FSA has received a lot of negative feedback from parents and schools. Some parents encouraged their kids to opt out of the test. Lynne Rigby, a mom in Seminole County, had an essay in the Washington Post about why she wouldn’t let her children take the test. “I am 41,” she writes. “I graduated from the very schools my children attend. I was in the top 10% of my class. I’ve navigated my life pretty well

Bike Week still drawing crowds

Bikers plan to keep coming to local events as long as they are ‘still kicking.’ The term “heavy metal thunder” comes to mind as I sit at the red light amid a herd of motorcycles. I can feel the vibration through the car as the bikes sit idling on the pavement. The roar WAYNE of the enGRANT gines is the sound of the free-spirited, unencumbered life symbolized by the motorcycle. Checking out the vendor booths always found at motorcycle venues, I find there are many necessary items to purchase before leading the simple, unencumbered life: boots, jackets, T-shirts, shatter-proof sunglasses, hats, helmets, scarves, gloves, patches, key chains, saddle bags, custom seats and more. But still, it’s the call of the wild. I recall my own biker past: burning my finger as a child on a shiny muffler; zipping down the beach as a teen on a rented Honda; falling off the back of a motorcycle as a young adult when the driver hit a pothole on a hill. There’s much consternation among tourism and Chamber of Commerce types about the future of biker events. They say the bikers are aging and the event is on the wane. Judging by the sea of motorcycles at events the first

Greg Gause, 56, in town for Bike Week from Jacksonville, has been coming to Daytona Beach for years and plans to keep coming as long as “God lets him.” “It’s great for people watching and it’s just a short distance to come down here,” he said. Howell Couch, from Covington, Georgia, also middleaged, said he will come to Bike Week until “he can’t kick anymore.” “I’ve been coming to Daytona Beach all my life,” he said. And there’s hope for the future. One third of the people surveyed, a total of one, is only 27 and said he comes for the
experience. “I like being around likeminded people,” said Chris Bray, of Palm Coast.” I like two

Bicyclist leads slow speed chase 6:34 p.m. — Valley Drive and Wright Street. Suspicious Person. Police received notice that a burglary suspect was last seen walking southbound through a wooded area toward Holly Hill. It was believed that he was headed toward a residence on Unabelle Avenue. An officer located a male matching the description and riding a bicycle westbound on Flomich Street. The bicycle did not have lights as required by law. The officer followed the bicycle in his car and activated the emergency red and blue lights, but the suspect kept pedaling. The officer kept following and radioed that the suspect was making furtive movements. A second police car started following the bicycle with lights flashing. An officer pulled up beside him and yelled, “stop,” but the suspect kept going. The officer intermittingly activated his siren. An officer got out of a car and started chasing the suspect who started pedaling “furiously,” according to the report. The officer fired a Taser, and one probe landed in his back, but the suspect did not seem to feel the effects. Finally, he was met and stopped by a Volusia County Sheriff’s deputy. The suspect resisted but he was taken into custody. He turned out to not be the burglary suspect, but he had two felony warrants related to narcotics possession. Paramedics arrived and determined that the Taser probe only lodged in the suspect’s clothes. He was transported to Volusia County Branch Jail.
Wrong time for snack time 3:00 a.m. — 200 Block of West Granada Boulevard. Petit Theft. An employee at the gas station was caught on the video eating merchandise and not paying for it. He confessed and said he was waiting for his tax return to pay for the items the next day. The supervisor gave the suspect a trespass order, witnessed by the officer. The suspect was currently on pretrial release for shoplifting, so he was arrested and transported to jail. about her neighbors at the motel playing jokes on each other, pretending to be police. She said she was sleeping in her room and was awakened by a pounding coming from next door. She heard someone yell, “It’s the Volusia County Police Department and we are here to arrest you.” She said this scared her and she didn’t know what to do so she called the front desk. While waiting for them to come, she called law enforcement. When she confronted the neighbors, they laughed at her, she said. When the officer arrived, the front office had moved the neighbors to a different room. They came into the lobby when the officer was there and apologized. They showed the officer a video of them apologizing. They said they were just playing jokes, by saying, “Police. Open up.” The victim did not want to have anything to do with an apology.

Phony bust not laughing matter 7:18 p.m. — 1600 Block of North U.S. 1. Information. The victim was very upset
10:48 a.m. — First Block of Bluewater Lake Circle. Information. The victim said he received four calls that day from someone with a heavy, Indian accent.
The suspect said he was an IRS agent, and the victim owed more than $5,000 in back taxes. He said if the victim didn’t pay, the sum with penalties would rise to $72,000. T h e victim did not answer the following calls. On the fourth call, the suspect said, “If you don’t pick up the phone and talk with me right now the cops are on their way to your home with a warrant for your arrest.” The victim said he knew it was a scam and would inform his homeowners association. The officer called the number that was attached to the call from the suspect, and found it went to an IRS Information Distribution Center in Virginia. The message gave information about websites, and there was no live interaction with a person. The officer assumed the scammers somehow bounced their call off the IRS server to add legitimacy.

Thief better keep going 9:02 a.m. — First Block of South Atlantic Avenue. Stolen Vehicle. The victim said he pulled up to the front door of the motel in his rented vehicle. He said he had the key in his pocket and had opened the trunk to load his luggage, when suddenly a male jumped into the car and took off out of the parking lot with the trunk still open. Just after that incident, a reckless-driver call described two vehicles southbound
on the highway: a red Mazda, like the stolen vehicle, and a black Charger. The victim said he had the key in his pocket and if the suspect stops the car he will not be able to restart it. There was a half-tank of gas. The suspect also said he had clothes in a bag that he just bought from Kmart and the receipt was in the bag. The officer noted that the suspect may try to return the clothes.

Not hiding stolen merchandise, just keeping safe 9:21 p.m. — 100 Block of Interchange Boulevard. Suspicious Incident. An employee at a motel said a guest called and claimed he left three boxes of shoes valued at $600 in his room. There were a pair of Rockports, worth $100; and two pairs of Air Jordans, worth $300 and $200. The employee checked the room and did not find any shoes. The employee later found the pair of Rockports in the laundry room. The officer asked the employee to call the housekeeper responsible for the room. The housekeeper said she took the Rockports to the laundry room, but put the Air Jordans in a utility closet because she knew they were expensive, and she didn’t want anyone to steal them. The Air Jordans were found in the closet under three pillows. The victim returned to the motel and retrieved the shoes. The officer noted in the report that hiding the Air Jordans was suspicious.

Oceanside club wins tennis title The U.S. Professional Tennis Association Champions of Champions 11th-annual Charity Tennis To u r n a m e n t between the local tennis clubs’ best players was held recently, raising funds for a United Way charity, the Volusia Literacy Council. The event was a success, JEFF with 120 of the DAWSEY county’s best players competing in multiple age and tennisrating brackets. Defending champions from Oceanside Country Club held on to the title, despite a late surge from Daytona Beach’s Florida Tennis Center. Every year, the event continues to gain momentum with an enthusiastic following of local players who enjoy the competition and raise money for a worthwhile cause. Among the local tennis facilities who finished in the Top 5 include Oceanside Country Club 31 points, Florida Tennis Center 25, Ormond Tennis Center 10, Plantation Bay Tennis & Fitness 7, Ocean Racquet Club, tied with Victoria Gardens 6. The event not only recognizes the overall team performance, but the individual winners as well. That could have been said for the better half of the Seabreeze-Mainland softball game, until the Lady Sandcrabs pulled away in the last innings to win 13-4 on Thursday, March 5, at Mainland. “We just showed up; we came, we played great defense, and we’re hitting really well,” coach Tarisa Craig-Craggy said. We have a lot of confidence, and we’re making minimal errors. We’re a team right now.” The Lady Sandcrabs (7-1) are off to their best start under Craig-Craggy, the six-year head coach, who has never lost to Mainland. They piled up 17 runs, which included two home runs from Taylor Lee, going yard in the third and fifth innings. Mainland didn’t give her the opportunity to make it three, in her last at bat, walking her with four balls. “It was a little frustrating,” Lee said. “But I couldn’t get too mad because I understand. Josie Glass also had a hit that sent two runners in. “It always feels good to beat Mainland, but they’re getting better,” said CraigCraggy. “My team is just hot with the bats right now. In the past, we’ve had three or four decent hitters, and the rest were kind of weak on the hitting side. Riptide Gymnastics, based in Ormond Beach, recently won the Disney’s Magical Classic International Competition, topping teams from nine other states and five different countries. James and Hollie Terry are Riptide’s coaches. “They make us totally proud,” James Terry said.
Riptide’s Level 1 team won the championship, and Mariah Estrella, Julia Rice and Anastasia Von Bretzel all won first place in their individual divisions, while other girls also placed. The Level 2 team placed third; level 3 took sixth against 25 teams. Von Bretzel also won the all-around Level
1 State Championship earlier this year. “These children at Riptide are putting Ormond Beach on the top of the gymnastic podium,” Terry said. “These young athletes are very new to the sport, yet taking top position against teams with much more experience and training time.”

A rainbow wheel of dresses, skirts and shirts took over Rockefeller Gardens March 8 for the Persian Nowruz Festival. Hosted by the Iranian American Society of Daytona Beach, the festival was a cultural celebration of Persian New Year that featured traditional middle eastern dancing, food, arts, crafts and other cultural activities. Ormond Beach residents perused the event’s tent that showcased different items of Persian culture, including symbolic prayer beads and other cultural artifacts. MECA Dance Ensemble performed dances to preserve the authentic traditional, classical, and folk dances of the Middle East, North Africa, Central Asia, and Silk Road, as well as innovative contemporary interpretations and fusions. New home lots offer country living in the city The developer of The Colony, on Arroyo Parkway in Ormond Beach, is an admitted ‘tree hugger.’ Arthur Kowitz stood in the backyard of the model home, a baseball cap pulled over a tanned face. Surrounding trees seemed to muffle the sound of distant traffic. “This is rush hour,” he said with grin. Kowitz was pointing out the relative peace and quiet of his new development, called The Colony, even though it’s in the middle of Ormond Beach, on Arroyo Parkway south of Nova Road. Eleven lots have been carved into the woods, in what is called a low-impact development, because much of nature was left alone. Kowitz, an admitted tree hugger, said
the design is for those who enjoy natural surroundings. “It’s for folks who appreciate the outdoors,” he said. “Even though you’re in the middle of the city, you’re in the woods.” Each lot has a 20-foot boundary of trees, said real estate agent Craig Byrd, who is helping Kowitz market the properties. “There will be 40 feet of woods between homes,” he said. The boundary of trees cannot be removed per deed restriction, but there is no homeowners association. The model home was built by Vanacore Homes, which offers several models on its website, but buyers are free to construct
their own home. All lots are on Arroyo Parkway except for a couple on Tennessee Drive. Kowitz, a real estate broker, said that 14 years ago he built a home across Arroyo Parkway from the Colony site. He said he had looked at sites west of Interstate 95, but because of the freeway traffic and airport flight patterns, the Colony is actually quieter. He said both Ormond Beach and Holly Hill developed toward the west, and the parcel where the Colony sits was forgotten. One day, about five years ago, he noticed that there were flags on the trees of the future Colony land, so he knew they

were set to be cut down. He found that a townhouse complex was set to be developed. “I was fortunate enough to be able to buy out the developer,” he said. “I couldn’t see knocking those trees down. I decided to put my money where my mouth is.” There is a variety of tees on the property, including orange trees, oaks, elms and sweet gum. The lots range in size from 1.1 acre to a 5.2 acre lot that has a one-acre lake. The prices are from $80,000 to $500,000 for the lot with the lake. The model home is listed at $389,000. Kowitz said a buyer would have room for a pool or an additional garage. Byrd said for a person to have the same type of wooded neighborhood, they would most likely have to be away from town on a septic tank. The Colony has city sewer service. Larry McDermott, vice president at Intracoastal Bank, said the bank financed the model home and has a lot of faith in the development “It’s much different than the subdivisions you see nowadays,” he said. “People like subdivisions but a lot of people like this setting. You can have your coffee on the porch in the morning and it’s like you’re 100 miles away.”

Quality of Life board duty cut to avoid overlap In the past, more than one board has reviewed projects. Some Ormond Beach residents may not realize there is a group of people looking out for the quality of their life, but the Quality of Life Advisory Board has been around for 20 years. Over the years, other advisory boards have been developed, and the City Commission voted at their Feb. 17 meeting to modify the duties of the Quality of Life Board to eliminate duplication. One task removed by the commission is to “advise and make recommendations to the City Commission on all facets of recreation and recreational facilities to the city.” Commissioners had commented at earlier meetings that these duties were also handled by the Leisure Services Advisory Board. Also taken out of their bailiwick is neighborhood improvement matters, because the commission has a Neighborhood Improvement Advisory Board. Dr. Philip Shapiro, current chairman of the Quality of Life Board, said in an interview later that there have always been situations of advisory boards overlapping in responsibilities. Quite often, through the years, projects would be reviewed by more than one board. They were very involved with Andy Romano Beachfront Park and the Environmental Learning Center, along with the Leisure Services Advisory Board. They once took a field trip to the airport to look at business opportunities, even though there is an Aviation Advisory Board. “There are two ways to look at things,” he said. “I suppose they want to stream-
line and make things more efficient.” Board members are appointed by the commissioners from a pool of interested citizens, and a liaison from the city coordinates their meetings. For example, the Leisure Services Board is overseen by the Leisure Services Department, and often consists of individuals involved in local sports. The Airport Advisory Board liaison is the airport manager. There are several other boards, and they can be found under “Boards and Committees” on the city website, ormondbeach.org. Duties that remain for the Quality of Life Advisory Board include cultural activities, educational programs and beautification of public property. Shapiro said all of the advisory boards were affected by the recession, because there was less money and fewer projects initiated by the city. “We’re just coming out of it,” he said. The Quality of Life Board once had 11 members but recently there are only seven, because some members chose not to continue. The City Commission recently reduced the number to seven in the bylaws to match the current number. Shapiro said there was never a lack of interest among members of the Quality of Life Advisory Board. He remembers only one time when there was not a quorum for a meeting. “We have always been a very well prepared board and given good input to the city commission,” he said. He said the board is ready to provide input on any topic the commission asks them to consider, and he thinks there will more projects to review, now that the economy is improving. “I’m very optimistic,” he said.

PLANTING JOY Linda Sacks visited several Dollar Tree stores searching for butterfly-printed gift bags. Her search even inspired other customers in the store to look for her. “I had one lady a few aisles over yell, ‘I got two more!’” she laughed. “I just had to make sure I got all eight.” Sacks spent a lot of time and energy preparing for Girl Scouts Troop 619 of Ormond Beach to visit her place of work, the Coastal Health and Rehabilitation Center, to plant a butterfly garden for their residents. The effort was made not only by Sacks, but by local corporations like The Home Depot, which donated the gardening tools, and Office Depot, which donated crayons as a gift to the scouts. “It’s just bringing joy to the community,” Sacks said. “All these businesses coming together — it’s a real partnership.” A lot of the joy was felt by the residents of the center, like Terry Bourcy, who moved into the center a year ago after a memory-loss problem. “The garden used to look so pretty,” Bourcy said. “When I first came here, I used to walk around, and help weed the garden. This is going to help us get back to where we were or even better. I have to say, I’m glad that the Girl Scouts organization is willing to help and do things like this. It is so nice to see young kids doing and learning with their hands and with the earth. From a selfish standpoint, I miss seeing young children. It’s so nice to see the youth. We don’t see the youth. We see each other, and that’s all we really see.” The center’s president of the Resident Council, Martina Clark, agreed that seeing

Years ago, I used to teach preschool, so it’s really nice to have the children interact with us.” The feelings are mutual between the girls and the residents. Troop 619 Leader April Sniffen said it’s important for the girls to spend time with older people. “This fell right in our laps at the right time,” she said. “The girls have been excited to plant the flowers.
“Some girls have grandparents they don’t get to see all the time. So it’s nice for them to interact with the residents.” Most of the seven girls in the troop have been with each other since Daisies. Sniffen said the group plans on staying and growing together. Their first community project outing was one of their first major outings, and from it, the girls earned their Horticulture Badge. Sacks ended the day with butterfly-shaped peanut-butter-and-jelly sandwiches and strawberries.

Minister develops product for neuropathy pain Daniel Murray’s new lotion has all-natural ingredients; he will donate 10% of all sales to Christian Healing Center. Local minister Daniel Murray has created a new product to help relieve neuropathy pain called Relievz. He has committed 10% of all sales to the Christian Healing Center where he is the director. Murray, who has a background in food science and product development, worked four years to develop the product. It started when he had taken his mother, now diseased, to the doctor for pain in her feet. He told the doctor that he wished there was a product for pain and the doctor mentioned nutrients that would help. So. Murray began to do research. “I thought, ‘I bet I can make a natural product.’” he said. “It was a long struggle but I finally worked it out.” He created Relievz, an all-natural product which combines both fat and water soluble bioactive substances, such as B vitamins and alpha lipoic acid. Murray designed it for nerve pain, numbness, tingling, and burning sensation associated with neuropathy pain. A lotion,
users simply apply it to the area of pain and rub it into the skin. There have been major clinical studies that show that the natural ingredients in the product are effective in helping to relieve nerve pain, Murray said. “There are no chemicals or drugs,” he said. Murray explained that nutrition affects nerves and anti-oxides relieve pain, and he said B vitamins are well known to help nerves function properly. The product is now being health food stores, such as Nature’s Garden on West Granada Boulevard, and also on the Internet. He said he is working with advisers to get his website to come up more at the top when people search for “neuropathy” on the Internet. He said customers are finding relief with the product. “I hope I can help people and make money so I can serve God.” Murray received his undergraduate and master’s degrees in food science from the University of Georgia. He started his career
at National Starch and Chemical, where he developed unique carbohydrates and acquired four patents. He later was in charge of product development at Grain Processing Corp. where he marketed protein products and maltodextrins that are still in use today. Murray explained that the protein products were concentrates from soy beans used in many products, such as frankfurters. He said you can find maltodestrins, an treated corn starch, on the label of many products. He has worked in marketing, research and development of food products and has several patents, according to a press release. He volunteered to help develop new military food systems for all branches of the military and served as chairman of the board of research and development associates, which helped develop foods for space travel, Murray said.
