YOUR TOWN POWER BEHIND THE PURSE Held once a year by the United Way’s Women’s Initiative Volusia, the Power of the Purse is a setting for women to come together and pool their resources to really make a difference in the community. Last year the event raised over $34,000 for 14 different local agencies. In its 12th year, Power of the Purse highlights a few of the agencies it’s helped recently. This year’s speakers include Dixie Morgese, executive director of the Healthy Start Coalition Flagler and Volusia Counties, and Sandy Bishop, of Food Brings Hope. “The concept is for local women to get together this one day for this one lunch and open their purses,” said Sabria Tabaku, president of the United Way’s Women’s Initiative Volusia. “It’s so important for us to give back to the community. This is where we live, raise our kids. ... There are individuals here who need our help.” The event will be at 11 a.m. Aug. 7, at the Shores Resort and Spa in Daytona Beach. Visit unitedwayvfc. org.

Destination Daytona will be annexed into city, but its name won’t change. WAYNE GRANT NEWS EDITOR

The city of Ormond Beach continues its quest to absorb properties along North U.S. 1 into its boundaries, with three recent annexations: Beaver Bar, Broken Spoken Saloon and Destination Daytona. A second vote will be required for Broken Spoke and Destination Daytona on Aug. 18 at the regular commission meeting but the Beaver Bar has had two readings.

The Destination Daytona annexation includes 51.9 acres, including Recreation World and Love’s Travel Stop, and will bring in an estimated $80,339 in taxes. Several retail establishments are located on the property including Bruce Rossmeyer’s HarleyDavidson. The annexed area does not include Daytona Cycle Center or Wyotech Daytona. Mandy Rossmeyer Campbell, marketing director of Destination Daytona and daughter of the late Bruce Rossmeyer who created

the development, said they knew they would eventually be annexed because they were on city water. “We’re excited about it,” she said. “We look forward to a great relationship.” She said they are happy with the beautification of the U.S. 1 medians and improvements at the Interstate 95 interchange. “There’s an awesome plan in place for the entrance to the city,” she said. Ormond Beach is currently targeting properties for annexation

Since the county millage rate is higher than the city millage rate, the property owners will realize a reduction in property taxes, according to a city spokesman. Very Special Arts Volusia is no more, but Wolfson will continue to advocate for special needs community. EMILY BLACKWOOD COMMUNITY EDITOR

Barbara Wolfson is holding a piece of paper with a very long list of artists that will be involved in her upcoming exhibition. She reads off each of their names, and recalls the stories of their lives. Some stories are longer than others, but each is given with an anecdote so personal you know she heard it first-hand. She doesn’t need to look at her notes, or even take too much time collecting her thoughts. These are the stories of her friends. “Marcia Bobbitt, it took her six years to exhibit with us,” Wolfson said. “She had cancer of her arm when she was in college, and she was an art major. It was amputated. She didn’t think she had a disability, though it’s difficult for her to do things. So I said, ‘Marcia,

yes it’s not earth-shattering, but what has art done for your life?’” Bobbitt, who refers to Wolfson as the “heart and soul” of their community, said it took her a long time to be confident enough not only to work with her left, less dominant hand, but also display the art she had been creating since her amputation. It was both Wolfson and her students at Mainland High School that gave her the final push to join Very Special Arts Volusia. “It gives us an opportunity to inspire other artists that are struggling with similar issues,” Bobbitt said. “Barbara was after me for years, but when you’re disabled, you don’t want to be pegged as disabled. I didn’t want to be in a group for just disabled artists. But I would see some of my students that had graduated, and they would come up to me and say, ‘You are such an inspira-

tion to me.’ So I thought if these kids could get something out of it, maybe I could help other people, too.” It’s that type of motivation that has encouraged Wolfson’s drive to SEE VSA PAGE 4

After an investigation, the State Attorney’s Office has dropped charges against Dr. James Shoemaker, of Ormond Beach, who police had suspected as being the driver who injured a workman at the intersection of Ormond Lakes Boulevard and Indianhead Drive on June 17. Shoemaker’s attorney, Jeremy Buckmaster, of Buckmaster Law, Daytona Beach, said he supplied the state attorney with affidavits from three witnesses that placed the doctor in Ponce Inlet near the time of the incident. On June 17, witnesses said a driver of a white Mercedes Benz sedan ignored a workman’s instructions and continued past a detour sign, running over his foot. After checking automobile registrations for a nearby neighborhood, the investigating officer listed Shoemaker as a suspect because a white Mercedes was registered in his name. However, Buckmaster said he pointed out to the state attorney that Shoemaker drives a gray SUV and his wife drives a white Mer-

After buying the former Greg’s Liberty Grill, 165 N. Yonge St., Albert and Deanna Cisson were busy cleaning it up with plans to make it headquarters for their marketing company, Progressive Edge. It wasn’t long before they decided they were going in the wrong direction. As they worked, people would stop and tell them they might be interested in opening a restaurant there. And people they worked with at City Hall also told them it’s a prime restaurant location. After doing some research, and remembering how popular the Liberty Grill was for 15 years until closing a few years ago, they decided to restore the building and lease it to someone who wants to open a restaurant. “We’ve had a lot of interest from national franchises but would like to have someone local,” Deanna Cisson said. “There might be someone local who wants to expand.” While they had not planned on getting into the landlord business, they are now looking forward to it. “Ormond is such a wonderful area,” she said. “We’re really excited we’re going to add to the community.” They both have lived in Ormond Beach since they were children. They learned from the FDOT that 30,000 cars pass by the location every day, not including special event periods. The location also has parking and high visibility. “You can see that sign from

“We’re really excited that we’re going to add to the community.”

Remodeling plans call for new plumbing, electrical, air ducts, air conditioning system, etc. “It’s going to be like a new building,” Deanna Cisson said. “It’ll be beautiful. We’re really putting in a lot of effort.” Whoever leases the building will be able to make further changes to reflect the theme of their restaurant. But unlike the businesses in the Community Redevelopment Area, which runs along Granada Boulevard, they have not been able to get help with financing the restoration. “I’m just crushed that we can’t get a grant,” she said.

SEEING THE POSSIBILITIES

The most noticeable change is that they are going to add trusses, so the roof will be pitched, rather than flat as it is now. One drawback from the former restaurant, they said, is the low ceiling. Also, the roof will be extended in back,enlarging the space from 3,000 to 3,500 square feet. They also point to a shaded area on the north side of the building where there could be outdoor dining. “I can visualize pavers, tiki lights ... the ambience,” Deanna Cisson said.

This is part of an occasional series on city code enforcement, as the city looks at revising the scope of the Land Development Code. Everyone gets their day in court. And in city code enforcement, everyone can avoid a day in court. Once a month, a special magistrate holds session at City Hall to

hear code violation cases. To avoid a fine and a case before the magistrate, a person who receives a notification of violation only needs to fix the problem in the time frame given. “All we want is compliance,” Chris Mason, Neighborhood Improvement Department manager, has said. Mason took over the department earlier this year after the retirement of Joanne Naumann.

School Board sets budget, tax rate Officials say Volusia unfairly loses state funds. WAYNE GRANT NEWS EDITOR

The Volusia County School Board has set the tentative property tax rate for the coming year, and the budget has been approved. And like every year, some feel Volusia County is short-changed because of the District Cost Differential. The tentative millage rate is set at 7.197, which means homeowners will pay $7.197 per thousand dollars of property value if the rate holds up in a final vote by the School Board on Sept. 8. It is higher than the rolled-back rate of 7.01, which would bring in the same amount of money as last year. The total budget is $780.6 million, compared to $776.8 million for fiscal year 2015. Property taxes are not the only source of income for schools. The state provides a base student allocation, which is $4,154.45 per student for fiscal year 2016. This will be a little more than $192 million for the county. DISTRICT COST DIFFERENTIAL REDUCES FUNDING

If the person does not correct the violation in the time span, a fine is issued and a date is set with a special magistrate at the next regular session. Currently, sessions are held once per month. The person has the option of appearing before the magistrate and appealing the fine. The magistrate has several options, including ordering a fine to increase daily until a violation is brought into compliance. At the most recent magistrate meeting, no one appeared to appeal a ruling or a fine. Those who had come into compliance (after their time to comply had expired) were issued the standard fine. There was one violation that was still not in compliance, and the magistrate ordered a fine to be assessed daily until it was brought into compliance. Four of the seven violations were recreational vehicles parked in front of houses. A recreational vehicle can be a large motor home, boat, etc. Mason said there are at least a few RV violations at the magistrate meeting each month. The code says that a violation occurs if an RV is parked in excess of 72 hours within a 30-day period. Checking a violation of this type requires several visits by a neighborhood improvement officer, helping add to the number of inspections required of the department. In 2014, there were

a total of 5,214 inspections in the city. Tim Karr, of Giant Recreation World, said there are options for owners of RVs when it comes to parking. “There are storage places all over,” he said. He said most campgrounds have places for storage and many self-storage businesses have open spaces. He said there are even indoor, air conditioned storage places that are utilized by people with “high-end” vehicles. But he said sometimes a person can get “stuck” with their RV. They might come back from a trip and take a couple of days to unload. Then, if they have an issue, such as a family member getting sick, the RV might be there longer. Codes are complaint driven, and notifications are issued only when neighbors report a violation. In the coming months, there could be changes to codes in the city. Staff members are creating proposals to expanding the scope of the code to include such things as landscaping and building structure for the City Commission to consider this fall. They are also looking at the various time frames given for different codes. Unfortunately, the Volusia County School System does not get the entire base student allocation, because of the District Cost Differential. The state adjusts the allocation for each county, based on the cost of living. For example, according to Dr. Robert Moll, deputy superintendent for financial and business services for Volusia County Schools, the state awards Volusia County 97 cents on the dollar because of the lower cost of living, compared with Orange County which gets the entire dollar. Without the differential calculation, Volusia would stand to get $8 million more from the state this year. Since 2004, the total would be $120 million. “It’s a punitive application of the formula,” Moll said. “We’re the biggest loser in the state.” He said the cost of living is based on an analysis of the cost of goods and services from bread to automobile insurance. Moll said Volusia stays even with other counties until wages are considered. “We don’t have the white collar, higher paying jobs,” he said. So, the wealthy counties get more funds per student. “The rich get richer and the poor get poorer,” he said. The state assumes Volusia County has lower wages, but this theory doesn’t make it to the bargaining table in union negotiations, Moll said. Teachers expect to be paid on a comparable level with teachers around the state. Others who have said the allocation method is unfair include State Rep. Fred Costello.

Strategic plan formalized

BAILEY RIVERBRIDGE GARDENS Bailey Riverbridge Gardens is a 2.6 acre beautiful, riverfront park at the northwest corner of the Granada Bridge. A scenic fountain and colorful plantings grace the grounds in front of the Pilgrims Rest Church which is the historic site of the first Christian wedding in North America. The church has been preserved by the Ormond Beach Historical Society and is often used as a meeting location and for celebrations. The gardens host weddings and events throughout the year. The park offers a walkway extending into the Intracoastal Waterway and under the Granada Bridge to Cassen Park and South Beach Street. It is a perfect location to enjoy a peaceful walk, the beautiful views or fishing.

Beaver Bar, 1105 N. U.S., comprises 1.84 acres with a 1,456-square-foot tavern. The city will receive an estimated $1,085 in additional tax revenues. Broken Spoke Saloon, 1151 N. U.S. 1, consists of 2.75 acres with a 2,500-square-foot tavern and a campground. STRATEGIC PLAN APPROVED

The commissioners formally adopted the 2015 Ormond Beach Strategic Plan at their July 28 meeting. The plan was a result of two “community conversations” held in April and May where residents had the opportunity to express their “dreams

and aspirations” for the future of the city. The City Commission reviewed the results of the workshops and developed the strategic plan which includes the following goals: Develop a historic preservation plan; provide parking for Lincoln Avenue and New Britain; update the parks/recreation master plan including complementary uses such as tennis courts; expand the maintenance, repair and replacement plan; develop a funding model for the city; develop a master plan for information technology; and continue implementation of the Economic Development strategic plan.

KAYAK VENDOR SOUGHT FOR ENVIRONMENTAL CENTER

The commission authorized city staff to seek someone to operate a canoe, kayak and paddle board rental concession at the planned Environmental Learning Center, 601 Division Ave., in Central Park. A “request for proposals” has been advertised. The learning center is scheduled for completion in early 2016, and the city’s goal is to have a rental concession available when it opens. In 2014, the lakes in Central Park were connected, expanding the possible usage of water craft.

Arts for over 20 years. “I was a duck out of water,” she laughed. “But it’s a very giving community. I just felt so fortunate to work with so many parents of exceptional people who see the big picture and don’t get bugged down by politics. We’re the people who just keep on plugging.” Though none of her four children are disabled, she grew up with a cousin who was mentally handicapped, and saw the effects it had on her family. She experienced the therapeutic value of art on those with medical issues first-hand, when she was diagnosed with stage four cancer and had to stay in the hospital. “It’s about focusing on what you can do,” she said. “The fact that I had done so well — I attribute it to working with the special needs community. I’m a troubleshooter, not an arts person.” Karen Ann Patton said Wolfson approached her three years ago, when she was going through radiation at the hospital for breast cancer and her husband had just had a stroke. Though she does

not have a mental or physical handicap, Wolfson opened her art exhibits to those whose troubles needed to be expressed. Patton was happy to sign up. “It gives people an incentive to try their hand at art and forget their problems, which happens when they’re painting,” Patton said. “It really is very important for people with problems to let go of them and get involved.” Though VSA will continue to help Wolfson with her projects, she will have to rely on other funds to continue what she’s done. Wolfson has a few ideas on what she’s planning to do next, but she’d rather keep them to herself for now. She will continue to organize events like the popular Talent Night, and is currently curating an art exhibit at the Ormond Beach Performing Arts Center that will run for a few months this year. “I will continue to promote opportunities for the people I’ve worked with all of these years,” Wolfson said. “I believe in what it does.”

continue even after she got word that Very Special Arts Volusia would no longer be Very Special Arts Volusia. According to Pat York, the regional director of VSA (the program’s new name), the Volusia chapter has closed due to a lack of county funds. The organization will continue to provide opportunities for the special needs community, just not at a Barbara Wolfson level. “Barbara did a lot of extra stuff that the state does not provide,” York said. “Her exhibitions, the theater program and the talent show — she did all that through the county. She really has gone over and above for Volusia way more than most counties.” A PTA mom who had always been involved her children’s school activities, Wolfson first became involved with the special needs community in 1985, when the superintendent of schools asked her to serve on a state committee to represent gifted students. She went on to serve as the county director for Very Special

Who let the dogs out? I’ll give you a hint: It was me, and they made a mess in a wild night of doggie partying.

My parents decided to be completely irrational this summer, and take a summer vacation without extending the invite to either of their children. No matter how many times they’ve repeatedly told me “You’re too old” for this or that, an invitation (and a paid ticket) would have been a nice gesture. Injustices aside, I agreed to watch Max, their pint-sized Jack Russell terrier whose barking and skills of backyard escape

are often the source of torment for the neighborhood. My dog, Bear, tagged along because Max is literally his only friend. He really needs to get out more. The task was seven days of dog-sitting and plant-watering, something the average brain should be able to handle. Well, it’s day three, and I’m ready to quit. The first two nights went somewhat smoothly, with Bear’s constant snoring being the only struggle. The real trouble began when I naively believed that the dogs would be fine just one night on their own. I mean, they had food, water, a doggie door to the backyard, and a “Degrassi” marathon. Why would they need me? I arrived the next day to what could only be described as “the morning after.” Bear greeted me

at the door with his head bowed, showing apologetic eyes that only a mother could love. But in this moment, I was not his mother; I was his warden. Dirt. Mounds and mounds of dirt in piles and in puppy dog paw prints spread throughout the house. Trails looped around the floor, up onto the couch and into both of the toilets. Because the water I left them was, apparently, not enough to quench the thirst of an epic evening. While Bear was shunned to a corner of the garage, Max was nowhere to be found. Fearing that he pulled one of his classic disappearing acts, I ran outside and started calling his name. I was preparing to go on a dog-hunt, when I moved Bear to the backyard (don’t worry, he’s too stupid to pull an escape). As I stepped outside, something felt different. There was a slight panting in the air that

seemed to surround me. I stood completely still, and listened. Out of nowhere, a small, black shadow leaped out in front me, smelling like feces and sweat. It took a minute for my eyes to adjust, and realize that the dark shadow was actually Max, completely covered in dirt. Welcome home, Max. Welcome home.

‘MAYBE THEY WON’T MISS A LITTLE MONEY’ 4:50 p.m. — 700 Block of South Atlantic Avenue. Theft:The victim said she went to the beach with her daughter and placed a “do not disturb” sign on the hotel room door. When she returned, she saw the sign on the floor in the room. Their purses had been searched, and the victim said $170 of the $620 in her purse was missing. Her daughter said $200 out of $700 was missing from her purse. Management looked at records and saw that a housekeeper key was used at 10:44 a.m. and 12:42 p.m. The housekeeper said she did not go into the room. MYSTERIOUS BULLET 12:55 p.m. — 700 Block of Alcazar Avenue. Suspicious Incident: The victim said she thinks a bullet hit the back of her home. She and her husband heard a loud bang. She said she found a spot of chipped paint under the kitchen window in the back of the home. The officer inspected the chip and noted that it looked like it was from an old window shutter. There was a defined hole in the chip, as if from a drill bit. The window was enclosed by a porch screen, and the officer could not find a hole in the screen. The victim said a neighbor had a window shot out in the past.

SPITTING WORDS 12:15 a.m. — 600 Block of North Nova Road. Vandalism: The victim said he heard someone pulling on the screen door of his apartment. He rushed outside but didn’t see anyone. It looked like someone had tried to pull the door off its hinges and the closer had been pulled off. Asked if he had problems with any other residents, he said he and a neighbor had had words about spitting over the railing, but he did not give a name.

TOW THE LINE 9:37 p.m. — First block of Grove Street. Information: A repo agent said she had a repossession order for a vehicle that was parked outside a residence. She said the owner asked to get a few items out of the vehicle, but locked himself in and would not exit. The agent said he owed $180. The owner said the agent never showed him a repossession order, and he wasn’t going to pay a $500 repossession fee when he only owes $180. Ultimately, the agent unhooked the vehicle and left without incident.

T

here is a saying that military soldiers do more before 9. a.m. than most men do all day. Well, Austin Reece has already accomplished more at 7 years old than most will achieve before age 21. Walking through the hallways of Pine Trail Elementary, Reece will look similar to the rest of the students. But, there is so much more than meets the eye for this third-grader with his signature half-Mohawk hairstyle. Reece began racing BMX in April of 2012, as a 4-year-old, and, in just seven months he had reached intermediate level after racking up eight wins. In that same month, he also began to train in Stan Lee’s United Martial Arts Self Defense System program as a kindergartner. “I really like the Nerf gun wars we get to do for training,” Reece said, “but I also like how it teaches me to protect myself.” Although he’s only 7, Austin has already used those self defense skills he’s been taught — on the race track. Two kids, older and bigger than he, attempted to bully him but found themselves on the wrong side of those bouts. “One of the times, he had a bigger kid that pushed him, and Austin almost failed,” said Tom Reece, his father. “As I looked around, I saw Austin wrap his legs around him and hit him a couple of times. Then his mother pulled him off. He tries to avoid stuff like that; he’s in it to have fun. Because they only get 25 minutes of practice, bigger kids try to bully the small kids for extra runs.” While those kids and others have ceased at any attempts to intimidate Reece, he’s continued to establish himself as a winner. A year after moving up to intermediate, Reece reached 25 wins, which made him an expert rider, a level most kids don’t achieve until nearly teenage years. Because of

his success, he has to race kids who are nearly twice his age. He can’t go any higher than that in BMX until he turns 16 and goes pro. Just as quickly as he excelled in the BMX world, Reece has also advanced in United Martial Arts. He’s already earned a high purple belt, which puts him nearly halfway to a black belt and makes him one of the youngest students to progress that far in Lee’s program. “He is smart and very agile,” said Lee about his student. “Our after-school and summer camp programs are accelerated programs. Most martial arts programs have their students attend class two or three times a week. Our after-school students attend class five days a week, and our summer camp students attend 13 classes a week.” When asked what he does outside of racing and UMA, Reece and his dad both said, “Train.” Even with a demanding schedule in both activities, Reece still finds time to excel in the classroom, as well. He maintained straight A’s throughout last year, making only one B. When he gets older, Reece, who rides for Factory Cycle Craft, a Florida-based company, hopes to become a professional BMX racer like Donny Robinson. Are you one of those?

G

rowing up in a superstitious household was always fun. It added a level of excitement and comedy to an otherwise troublesome life in the ghetto. There were times, in the middle of sweeping our dirty, stained hard floors, when I would accidentally sweep over my siblings’ feet, and my mom would make someone spit (yes, spit) on the broom. If she didn’t, she believed, someone in the family would go to jail. Not a joking matter, but a lot of my family members have gone to jail. Of course, I believe it was due to a crime they committed, not the disregard of spittle. This was just one fish in an ocean of ridiculous notions. We couldn’t wash clothes on holidays, split a pole, had to travel in the opposite direction of black cats, tell our nightmares to someone lest they come true, perform a ritual if we broke a mirror — and so many others. Would you believe, as a kid, I actually tried to avoid all the cracks on the sidewalk pavement, so I wouldn’t get home to an ailing mother who suffered a cracked back because of my carelessness? The issue of superstitions crossed my mind the other day, when, jokingly, a coach blamed me for the lopsided inning his team suffered as I showed up late to the ballpark. As I laughed, I begin to wonder about all the crazy and meaningless habits people do to get the upper hand. A few years ago, there was a commercial about superstitions, featuring Stevie Wonder’s “Superstition” song, and the end of the commercial said, “It’s only weird if it doesn’t work.” Does it ever? Now, I know people claim the jerseys they wear weekly that never get washed all season are the reasons their teams win “some” games, but I don’t recall any team in the history of sports that never lost, at least in the modern era. Do superstitions have off-nights? Let’s face it: LeBron James and Tom Brady (along with deflated balls and spies) make “superstitions” work. Those who hold to their game routines should try them on the Cleveland Browns or the Philadelphia 76ers. I wonder who wins when both teams trust in superstitions. Do they cancel each other out? What are some of the superstitions you’ve learned or seen, and do you believe in superstitions? And, since we are on the subject, have any of you dreamed of fish lately? My wife and I are seeking to become first-time parents.

Father Lopez Catholic High School is seeking donations for its football program this season. Here is an excerpt from head coach Jason Dunlap: “The large majority of our program’s funding continues to be generated from the players, their parents, and the support and generosity within the Green Wave community. This supporting cast is a critical part in the success of our program. This fundraiser will help us pay for the budgeted expenses for the upcoming year including needed team helmets and shoulder pads, our summer camp costs, and team meals when we travel. Chuck Mecklem, an Ormond Beach resident, was recently inducted into the Florida Flag Football Hall of Fame, following the State Championship tournament in Palm Coast. His selection was based on the accomplishments of his and his national and state championship team. Mecklem played on the Daytona Lowenbrau team that won the state tournament three times and a national tournament in 1981. He played offensive and defensive halfback and was selected All-State and All-American at the state and national tournaments numerous times. Mecklem also played quarterback for Seabreeze High School and coached football at Ormond Beach Jr. High School.

While most football players only practiced this summer, four Seabreeze Sandcrabs were fortunate to play not just any game, but to represent their country in the process. During Fourth of July weekend, Isaac Mott and Harper Giles competed in the USA Football Games, playing against some of the nation’s top high school players in Canton, Ohio. Mott broke up five passes and recorded three tackles, and Giles finished his game with 15 tackles and two sacks. James McCloskey and Ryan Fulcher both played in the upper age group games on Saturday, July 25, in Towson, Maryland. Fulcher assisted with a big block to help his team score its lone touchdown, and McCloskey had two-and-a-half sacks and 15 tackles. The players’ next goals are to make the roster on the USA National Team who will play against Team Canada in January 2016.

eter Fernandez and Isabella Szabo raced around Rockefeller Gardens July 31, in an intense battle of pool noodles. Darting in between lawn chairs and picnic blankets, the fight came to a close when the music started back up, and it was time to listen. “She’s vicious,” Fernandez said of his 7-year-old opponent. “But I’m trying to teach her how to stand up to authority.” With the war over, the duo rejoined their small group of family and friends at their spot in front of the stage. The Not Brothers Band was playing “Drive” by Incubus, and the crowd was humming along as the sun set on the evening and the final concert in the city’s Summer Sounds Series.
